The aim of this proposal is to assure Hatif Libya Company “HLC” that Rawafed Libya

Telecommunications & Technology can be considered as an excellent and well known

Telecommunications solutions and ISP’s service provider in Libya. This document is our

response to the Invitation for the RFP Request to Supply (2)UPS Units Complete with

Batteries, (2)Automatic Transfer Switch (ATS) and (1)DC System Unit, and (8+2 Rectifiers) for

“HLC” in Libya.

Rawafed is pleased to Supply “Hatif Libya Company” requirements from “Vertiv/Emerson”

the world leading Power and Thermal Solutions manufacturer, covering the following

solutions:-

6. Proposed Solution

UPS Offer:-

We are proposing Vertiv “Liebert® EXS (10 – 20kVA) Three-phase Stand-alone UPS”:

Liebert EXS is an optimized and integrated three-phase UPS solution with high efficiency power protection. The Vertiv™ Liebert® EXS UPS is designed for mission critical applications, such as Telecommunications, Transportation, Healthcare, Retail and Government Facilities. It brings exceptional features for mission-critical applications: its extraordinary double conversion efficiency up to 96.2% ensures remarkable operational cost savings. At the same time, with its unity output power factor and high power density, Liebert EXS is able to provide the utmost active power possible in a remarkable compact footprint.

System Description:-

The UPS includes the following operational components: Rectifier. Battery Charger. Inverter. Static Bypass Switch. Maintenance Bypass. Internal Battery (optional).

The UPS will automatically provide continuity

of electrical power, within defined limits and

without interruption, upon failure or degradation

of the commercial AC source.

The duration of autonomy (i.e. backup power time)

in the event of network failure is 1 hour as per HLC’s

request.

cabinet. This greatly reduces the system footprint, thus providing space saving advantages.

The transformer may be connected to the input or to the output of the UPS, providing: Full galvanic isolation for medical and other critical applications. Installation with two independent input sources (with different neutrals). Installation in distribution without neutral.

Neutral Connection:

The Liebert EXS output neutral is electrically isolated from the UPS chassis. The input and

output neutral are solidly tied together; therefore the UPS will not modify the state of the

upstream neutral in any operating mode. As a consequence the neutral state of the

distribution downstream from the UPS is imposed by the mains and distribution switchgear.

Primary Input: The three-phase current taken from the commercial AC source is converted to a regulated DC voltage by the IGBT rectifier. In order to protect the power components within the system, each phase of the rectifier input is individually fitted with a fast-acting fuse.

The IGBT rectifier will provide DC power to the DC/AC output converter (IGBT inverter) and to the DC/ DC battery converter (booster / battery charger) when the UPS is working in “normal mode”. The latter will also boost the DC voltage to the correct level required by the Inverter when working in “battery mode”.

Operating Modes: The UPS inverter continuously supplies the critical AC load. The rectifier draws power from the commercial AC source and converts it into DC power for the inverter and the battery charger. The battery charger maintains the battery in a fully charged and optimum operational condition. The inverter converts the DC power into clean and regulated AC power which is supplied to the critical load (conditioned line). The static switch monitors and ensures that the inverter tracks the bypass supply frequency. In this condition any automatic transfer to the bypass supply (due to an overload etc.) is frequency synchronized and does not cause interruption to the critical load.

Electronic Static Switch (Bypass): The UPS comes complete with a Silicon Controlled Rectifier (SCR) static transfer switch rated to conduct full load current continuously in the maximum overload conditions.

The input feed of the bypass can be either the same as the rectifier or independent, provided they share the same neutral. The control logic will be managed by digital algorithms (using vector control techniques), similar to those used for the rectifier and the inverter, sensing the status of the inverter logic signals as well as operating and alarm conditions. If the bypass is within the specified synchronization window, the control logic will automatically transfer the critical AC load to the bypass source, after any of the following conditions:

Inverter overload. Output voltage abnormal. DC bus voltage abnormal. Parallel system transfer. UPS fault condition. End of discharge reached.

Operator Control and Display Panel: The operator control and display panel are located on the front of the UPS. The control panel of Liebert EXS includes a 320x240 pixel multi-lingual, graphic Liquid Crystal Display (LCD), allowing the user to operate and control the UPS checking parameters, as well as UPS and battery status and retrieve up to 2500 events/alarm logs for reference and diagnosis. Complete access to all LCD menus is possible through four software-assigned buttons located below the display. The on-screen icons above the buttons clearly explain the function of the button within each menu. Two LED indicators show the current working state of the UPS as described below.

Liebert EXS features a multi-lingual LCD user interface allowing close control and monitoring of system status and performance. The UPS offers the following communication features:

Voltage-free contacts. Intellislot for SNMP, Modbus or Relay communication. USB interface. These communication capabilities make Liebert EXS compatible with any building

management system.

Vertiv™ IntelliSlot UNITY-DP card provides Web access, environmental sensor data, and third-party customer protocols for Vertiv UPS. The cards manage a wide range of operating parameters, sending data over Ethernet networks via secure HTTPS protocol and alarms and notification via SNMP traps.

Vertiv IntelliSlot UNITY cards allow also monitoring and control of Vertiv UPS through Vertiv SiteScan® Web or any existing Building Management System.

Vertiv Intellislot UNITY-DP card delivers also MODBUS and BACNET protocol via the EIA-485 or Ethernet port.

Batteries Proposed for UPS:-

HR Series: Manufactured by Hitachi Chemical Energy Technology Co., Ltd. HR 1234W 12V 34W – Valve regulated Lead Acid Battery; Maintenance-Free Sealed Lead Acid Battery, Absorbent Glass Mat (AGM) technology for efficient gas recombination of up to 99%. HR stands for High Rate Discharge. This series is a high energy, high intensity, and high quality output electrical energy product series with 20% more energy density than same volume products at high rate discharge characteristics. Main features as follow:

When it is used in safe surroundings, the battery is maintenance free, adding water is unnecessary and it can be recharged repeatedly.

With isolated seal, it can be put in horizontal way, vertical way and side way, its safety and functions totally will not be affected.

With special formula to manufacture lead calcium alloy as well as automatic progresses, gassing will be less.

Minimizing Energy Loss: The NetSure™ 8100 Series minimizes power conversion energy losses, reducing heat dissipation and lowering energy consumption — both on the power supply and the cooling system. Cabinet infrastructure efficiency is greater than 99,7% from rectifier output to breaker output with maximum system efficiency just over 96,2% from grid to load. Rack load measurement and site energy consumption mapping warn of site load distribution inefficiencies and possible hotspots. Securing Availability: The multi cabinet platform offers plenty of expandable power for load distribution, while minimizing site cabling and voltage drop from grid to load. This system is expandable to 2,8 MW and designed to be placed in close proximity to telecom and datacom equipment. With intelligent load management there is no need to install excess capacity up-front to cover for load build-ups and potential overloads. Each load can be monitored and measured down on the distribution, fuse and circuit breaker level. eSure™ Rectifier:-

The eSure™ R48-5800e rectifier converts 260 to 530Vac 3-phase AC supply voltages into stable nominal-48V DC voltage adjustable to the needs of the application. The R48-5800e is a constant power rectifier designed with the latest patented switch-mode technology using DSP (Digital Signaling Processor) functionality for efficient operation. For a higher load capacity, rectifiers can be connected in parallel and intelligent control can

be added with the help of a separate controller.

NetSure™ Control Unit (NCU):- The advanced NetSure™ Control Unit from Emerson Network Power takes remote monitoring and control to the next level with a user-friendly color interface, secure connectivity, data statistics and multiple communication options.

The NetSure™ Control Unit (NCU) is an advanced controller designed for a wide range of DC power applications. The NCU enables remote monitoring and control of modern communication sites and is backward compatible with existing NetSure™ power systems. The controller is factory installed or can be added in the field to deliver data and control for all aspects of the power chain, including AC mains, DC power plant, battery backup, diesel generator and the local site environment. The addition of optional interface boards enables the user to access an even greater set of site parameters.

The NCU features advanced battery management for temperature compensation and boost charge control, prediction of remaining time and capacity, constant current testing, scheduled battery testing, and short duration battery testing. Thresholds for battery current measurement, detailed alarms, inventory management and three LVD levels can be programmed easily through the controller. Control of rectifiers (24V, 48V and 400V) and converters (24V, 48V, 400V and solar) is possible in this convenient pluggable module.

Expanded information and alarm data can be monitored or controlled via password protected and encrypted web browsers, including Internet Explorer, Firefox, Google Chrome, and Apple Safari. Network element management support for data communication is also available via standard protocols, such as SNMP version 2 and 3, and Modbus. In addition, Modbus device integration for many industry standard monitoring devices is now possible with the versatile NCU controller.

The new patent-pending Intelligent Load Management functionality displays current per fuse and circuit breaker and can measure each site rack’s aggregated current in relation to rack capacity. This feature requires optional system distribution measurement devices for breaker or fuse positions.

Automatic Transfer Switch (ATS):-

ABB offers a wide variety of open transition motorized change-over switches from 40 to 3200

Amperes in range. All of ABB visually redesigned motorized change-over switches now come

equipped with a new cover with clear operating instructions and improved motor operator

performance.

ABB motorized change-over switches are fast and easy to install. The voltage sensing

connectors have been designed to save time, as there is no need to drill holes into the

busbars. Also, the control and power cables are screw mounted, providing a safe and secure

connection that stays tight even during transportation.

ABB switches come equipped with a comprehensive range of inbuilt safety features such as

8. Project Manager

We will designate a Project Manager, who shall be responsible for the overall project control and coordination of the tasks specified in the contract. The Project Manager shall be the focal point within the organization for providing information relating to the project status, project progress, deliverables, problem areas, plans and all other project related information on a frequent basis.

9. Delivery Time

Delivery lead time for supply is 12 to 14 weeks.

10. Warranty

We provide a warranty of 12 months from the date of delivery of items.

11. Validity of Proposal

This offer is valid for 140 days from date of this proposal.
