I move that we strike the last two sentences of Consolidated Rules and Regulations, Section V –

Security (HOA); Part 2; Subheading (A) which currently reads as follows: The fee for this sticker is

$25 per sticker and covers a period of 3 calendar years. Applications must be filed in the Club

Administration Office and renewed every 3 years for $25.00.

Seconded by Carl Smith. Passed unanimously.

The ability of members to register their guests with the front gate via e-mail has increased our

efficiency in that area. We are still experiencing some backups especially during weekday

mornings as vendors and service people enter the community. That morning congestion at the gate

is also seeing some improvement as more and more of our regular service people register their toll

tags and are able to use the right hand gate. Watch for further computer based improvements in the

process in the near future.

We did experience some significant damage to one of our sprinkler controllers when it was struck

at night by a golf cart. To date, no one has accepted responsibility for this damage. I’m still

hoping that the person who hit the controller on #12 will do the right thing and come forward. We

can work out some terms/arrangements for restitution.

CALL TO ORDER JIM INGRAM APPROVAL OF MINUTES JIM INGRAM

February minutes were approved with two corrections:

*The Food and Beverage Report was from Nancy Brinson, not Jim Ingram.

*The Audience comments were inadvertently omitted from the minutes in the Rainbow Review

though they are part of the official minutes. Those comments will be printed in the next

Rainbow Review.

TREASURER’S REPORT CARL SMITH Please refer to the February financial summary. Our total cash on hand is $1,007,746, of which

are designated as reserve funds for specific uses. In Operating, our revenue YTD is $8,239 greater

than budget and departmental expenses are $39,538 less than budget. After non-departmental

expenses are included (contingency and bad debts), the YTD Net Operating is $57,571 better than

budget. As for delinquencies, we had 4 with liens at the end of February, but we have filed one new

lien in March. We are following our legal collection procedures. Thank you. OLD BUSINESS NONE

COMMITTEE REPORTS:

ACTIVITIES NANCY BRINSON

Please plan to attend our Easter Egg Hunt, Saturday, March 26, at 9:30. We will have the Easter

Bunny here for pictures with your family and friends. The egg hunt will be on the Club grounds

divided up by ages. Breakfast will be served that morning for those who want to eat prior to the

EMERALD BAY CLUB, INC. APRIL 2016 Page 5

Our Activities committee is busy making new ideas come to reality by planning an "Animal

House" party in early June and other exciting events. We will have more details next month.

FOOD & BEVERAGE NANCY BRINSON

Please remember to make dinner reservations so that we can be prepared to serve you

the best we can. Without reservations, we have no idea how much to prepare and you may find

yourself and your company without a place to sit. Just take a minute to call and help us help you. Make your reservations for the Easter Sunday Brunch, March 27, from 11:00 until 2:00 as soon as

possible. The details are on the front of the Rainbow Review. There are so many choices of food

and great kid's pricing. STORAGE TED SWENSON

Notice has been given through community interest in regard to three unauthorized items in the

storage area. These items will be removed from the area if no one comes forward by March 19. GOLF COURSE/PROSHOP JIM WRIGHT

The drainage work at the driving range is working well as it was tested by Mother Nature last

week. Clean-up efforts continue and our staff will be removing the fallen oak tree on #15 over

the next two days. Next week, we will begin our fairway aerification, and weather permitting, the

process will continue over the next couple of weeks. Our seasonal mowing has begun, and you

will notice that we are now mowing the driving range on Monday. In May, we will also mow on

Thursday. A “light” green aerification will take place in two weeks, on March 28. With this, we

will be utilizing the smaller tines, and we will not be pulling any plugs with minimal top-dressing.

Thank you in advance for your understanding. HOUSE JOHN MILLER

This is a busy month around the Bay. The tennis courts and the basketball court should complete

by the end of the month. The pool will be completed prior to opening day in May. The drainage

project behind the tennis courts should be complete by month’s end also. We have a project in

progress in the West room to improve air circulation for better heating and cooling. I know there

are others, but I can't think of them.

The dumpster will be here from May 9 through May 16. Please, no yard trash, batteries, paint,

tires, chemicals, etc. If you are unsure, please call the Club office.

I would like to say thank you to members who have reached out to me with concerns over the

exterior lighting, clubhouse paint, bathroom cleanliness, etc. As soon as we are notified, we

attempt to repair, upgrade, or change a procedure to make Emerald Bay both safe and a delightful

experience for members and guests. Our staff takes it all in stride and does a wonderful job

responding to challenges. MEMBERSHIP CARL SMITH

We want to welcome our new members as follows:

Jack and Sheri Harrington who are in the process of purchasing Dave and Barb Moore’s

townhouse at 120 Emerald Bay Dr. The Harringtons have a young daughter and are moving

from the Tyler area.

Kenneth and Valerie Hilton who are in the process of purchasing Jeff and Karen Hedges’

home at 284 North Bay. The Hiltons will eventually be moving to Emerald Bay from the San

Diego, CA area. They previously lived in the Dallas area, and have family in Dallas. They

have indicated that they are an active golfing family.

DIRECTORS’ COMMENTS

PRESIDENT’S COMMENTS JIM INGRAM

President Ingram encouraged people to sign up for the Paradise Golf Tournament. We still are in

need of some more couples for this event.

He also encouraged the person or persons who damaged the sprinkler control box on Hole #12 near

the driving range to come forward. It’s not that we want to punish the person, but we do want to

discuss the damage and ways to make restitution. ADJOURNMENT AUDIENCE COMMENTS

There were no audience comments.

Correction to March 2016 Rainbow Review: AUDIENCE COMMENTS:

Nan Stegemoeller – Called attention to the peeling paint on the clubhouse. Asked “House” to

look at that. John Miller responded that he is aware of the problem and the House Committee and

staff are checking out solutions—from repainting the section in question to repainting the entire

clubhouse..

Randy Stuart – Expressed concern that we have planted pecan trees in wet areas. He passed

out information on planting pecan trees. Suggested that we move the pecan trees to areas more

conducive to their growth. These new trees also block the view for several homes. The trees in

question are near the Gold tee box at #6. Faye Cage – Expressed concern about water standing behind their house on hole #5. This is a

mosquito breeding area. Can we take care of it? John Miller is aware of the problem and is

looking into it. Wayne Cage – It’s been several years that action has been promised relative to this drainage

Guidelines for Letters to the Editor

Members have recently submitted letters or articles for

publication in the Rainbow Review. In order to be fair to all,

the Editor has developed a set of criteria that will be used to

evaluate material submitted for publication. Articles should

be composed as “Letter to the Editor” as in local newspapers.

Letters must be sent to Bruce Wurdeman, Editor, by email:

[email protected] Hard copies will not be accepted. Guidelines follow:

1. Letters should discuss matters that are relevant to a

majority of the membership and must identify the

author. 2. Editor reserves the right to edit letters for accuracy,

clarity and length. Comments 250 words or fewer

have the best chance of being published. There is no

guarantee that all letters will be published. 3. No letters will be published that impugn the character

of veracity of individual members of the club. 4. Members are reminded that complaints, if any,

about staff are to be channeled directly and

confidentially to the general manager.

Writers’ Action Group (WAG)

Our regular meeting is the third Friday of the

month in the Emerald Bay President’s Room.

Two of our members enjoy writing poetry, three

are working on autobiographies, one has published two children’s

books and another has published historic novels. If you aspire

to publish the book within you or want to be encouraged with

your personal writing project, why not come join us April 15 at

11:00 AM in the President’s Room.

Sale of Property from Member to Member A characteristic problem when these sales occur is that the EB Club

and EB MUD offices are not notified. This really causes havoc with

the billing processes and record keeping. Consider the following:

EB Club bills don’t go to the right address

EB Club bills are for dues billed to the wrong member

EB MUD bills go to the wrong address

EB MUD bills are for water used at the wrong address, someone

else’s water bill

EB MUD records are incorrect, violating Texas state laws

SELLER is not eligible for initiation refund Please help our administrative staff by filling out a transfer request form

provided by Cindy or Marian in the EB Club Office.

Paradise XLII

Our annual Paradise Golf Tournament is very close. We

are working hard to prepare for a great tournament!

First of all, I would like to thank all the participants,

volunteers, staff and sponsors who donate to help make

our Paradise Tournament a very successful one. Thank

you everyone for helping.

Friday, April 29, is our registration day and Friday night

is our dinner and dance. We also have a pari-mutuel

on Friday night. Saturday is our first day of golf and

we have a dinner and dance that night. Sunday is our

second day of golf with lunch and awards immediately

following play.

Hopefully our course will be dried out by then. We love

the rain but we also hope it will stay dry for us to play

Paradise.

Don’t forget we also hold a raffle in the President’s room

this weekend. Even though you may not be playing golf

in the tournament, you are invited to the raffle. Come

and browse the raffle items and buy some tickets and try

your luck at winning one of our treasures.

We will have lots of visitors in Emerald Bay for the week-

end of Paradise. I hope that we all welcome them and

show them what Emerald Bay is all about—a great

community with wonderful people.

Nonette Terry,

Paradise Golf Tournament
