Addressing civil servants on the 15th Civil Services Day at Vigyan Bhawan here, he said every decision should be evaluated on the basis of its capacity to strengthen the country's unity and integrity. Modi said in the country's demo- cratic set-up, "we should be commit- ted to three goals". "The first goal is that there should be a change in the life of the common people in the country, their life should be easy and they should also be able to feel this ease. The common people should not have to struggle in their dealings with the government, bene- fits and services should be available to them without hassle," he said. Secondly, given the growing stature and changing profile of India, it is imperative that things should be done in the global context, he said. "If we do not follow the activities at the global level, it will be very dif- ficult to ascertain our priorities and focus area. "We need to develop our schemes and governance models keeping this perspective in mind," he added. Thirdly, Modi said, "Wherever we are in the system, our prime re- sponsibility is the unity and integrity of the country, there cannot be any compromise. Even local decisions should be measured on this touch- stone". Every decision should be evaluat- ed on the basis of its capacity to strengthen the country's unity and in- tegrity, Modi said, adding "nation- first (approach) should always inform our decisions". The prime minister also under- lined the need to update systems and governance models regularly, saying "we cannot deal with the challenges of today with systems of the last cen- tury". Referring to 'Amrit Kaal', the 25- year lead-up to the centenary year of independence in 2047, Modi said it cannot just be a "routine" or simply for celebration or praising the journey from the 75th year to the 100th year of independence. "India @100 cannot be routine. This 25-year period should be seen as one unit and we should have a vision from now onwards itself. This cele- bration should be a watershed," he said. Every district of the country should move with this spirit, he said. "The great culture of India, our country, is not made of royal systems and royal thrones," Modi said, adding that this shows the country's spirit of accepting change and modernity while preserving ancient wisdom. He said that it is the duty of the governmental system to nurture, un- leash and support the capability of so- ciety. Citing examples of innovations taking place in the start-up ecosystem and agriculture, Modi asked civil ser- vants to play a nurturing and support- ive role. He exhorted them to think out of the box. SC orders status quo for 2-week against demolition drive in Jahangirpuri AGENCY NEW DELHI, APRIL 21 The Supreme Court on Thursday ordered that the status quo shall be main- tained for another two weeks on the demolition drive car- ried out by the North Delhi Municipal Corporation in the national capital's Jahangir- puri area. A Bench comprising of Justice L Nageshwar Rao and Justice BR Gavai also issued notice to North DMC and others, asking them to file a reply on the Jamiat Ulama-i- Hind's petition against the drive in Jahangirpuri. Extending the interim re- lief for another two weeks, the top court also clarified that it will take a serious view on the demolition drive which was carried out even after the information was given to the Mayor of main- taining a status quo by the apex court on Thursday, April 20. The Court also issued no- tice to other concerned re- spondents in other pleas re- lating demolition drive being carried out in other parts of the country. Senior Advocate Dushyant Dave, appearing for the petitioner, argued that a particular section of the so- ciety is being targeted through the demolition drive. He also pointed out that this issue is not confined to Ja- hangirpuri and if this is al- lowed there will be no rule of law left. He also raised ques- tions on how can a BJP leader write a letter regarding demolishing such encroach- ments and North DMC de- molished it. AGENCY NEW DELHI, APRIL 21 With the latest spike of more than 1000 COVID-19 cases in the national capital in a single day, the health experts believed that possibilities of new variants of the Omicron are emerging and they are be- ing sequenced. Delhi on Wednesday re- ported 1,009 fresh cases, the highest since February 10, while the positivity rate is 5.70 per cent. The top expert believes that there are eight variants of Omicron and amongst them, one is dominating which can be held responsible for the surge in cases. Speaking to a news agency, Dr SK Sarin, Direc- tor, Institute of Liver and Bil- iary Sciences (ILBS) said that there is a possibility of new variants of Omicron in Delhi while adding that the samples at the ILBS lab have been sequenced. "There is a possibility that new variants are emerg- ing of the Omicron and they are being sequenced," said Dr Sarin. Dr Sarin further said that there are eight variants of Omicron and amongst them, one is dominating. "I think by today at our institute ILBS many samples have been se- quenced and I think there are eight variants of which one is now dominating, we will come to know slowly," he told. According to the sources to a news agency BA.2.12.1 is the variant which is a sibling of Omicron and is also responsible for the sudden surge in Delhi. Dr Sarin warned and said that people need to be careful. "I would suggest people should be very careful. There is a fear that children may get in- fected because they are not adequately vaccinated. Haryana State Vigilance Bureau, dur-ing its ongoing crusade against cor-ruption, has been able to nab 22 gov-ernment officials red-handed whileaccepting bribes during the month ofMarch 2022, which includes threeClass I officers and 19 Class III em-ployees.

Sharing the information here to-day, a spokesperson of the VigilanceBureau informed that the above offi-cials were nabbed accepting bribefrom Rs 2000 to Rs 5 lakh. In addi-tion, cases against 13 more officialsincluding three Class I officers, oneClass II officer, 7 Class III employeesand two private persons have beenregistered on the basis of complaints/enquiries under the Prevention of Cor-ruption Act and various sections of theIndian Penal Code.

He said that Bureau has also rec-ommended criminal cases againstthree gazetted officers, three non-

gazetted officers, and 3 private per-sons in four enquiries conducted dur-ing the same period. In addition, it hadalso sent a report of six special check-ings/technical investigations to thegovernment, recommending depart-mental action against 14 gazetted offi-cers, 5 non-gazetted officers and to re-cover over Rs 16.25 lakh from theconcerned agency.

Briefing about the arrests made inMarch, he informed that DistrictTown Planner Karnal Vikram and hisdriver Balbir were caught red-handedreceiving bribe of Rs 5 lakh and Rs5000 respectively. Tehsildar Karnal,Rajbaksh was nabbed in connectionwith the similar case.

Shriram City Union launches gold loanSHIV KUMAR SHARMAKARNAL: Shriram City Union Finance, a unit of Shriram Group, announced the launch of its GoldLoan in Haryana. These include Ambala, Bhiwani, Hisar, Kaithal, Karnal, Kurukshetra, Panipat, Rohtakand Yamunanagar. The demand for gold loans has particularly increased over the past two years,where Shriram City's portfolio contributed 13 per cent of the AUM as of December 2021 as against 10per cent in the previous year. Overall, gold loan disbursements have registered a healthy growth of Rs4,610 crore in the nine months of FY22, while the year-on-year growth has been Rs 4,140 crore. Thismeans that there are signs of a better trend in the case of gold loans in FY23. Interestingly, the percep-tion towards taking a gold loan is slowly changing and gold loan is also emerging as an all-weatherloan. The Khattar-Chautalagovernment should also explain whythey are not taking 1,421 MW of elec-tricity from Adani Group at the rate ofRs 3.36 per unit for the last one year asper the long- term agreement signedwith Adani Group of Haryana Govern-ment in 2008. Why is the Haryanagovernment putting a burden on thepeople of the state by buying electric-ity that is five to six times more ex-pensive than other options, despite the

agreement on cheap electricity? Whatis the reason for this kindness to theAdani group?

Surjewala said that in the last eightyears, the BJP-JJP government didnot install a single new power plant inthe state, but destroyed four runningstate power plants in Panipat. Thisgovernment claims an installed capac-ity of 12,175 MW, but why is only6,000 MW available in the state? Thegovernment should explain why only8 days of coal stock is left in Yamu-nanagar thermal plant and only 7 daysin Panipat thermal plant and what isthe government doing to provide prop-er power supply. Surjewala said thatdue to the state government 65 lakhdomestic consumers, 6.57 lakh agri-cultural connection consumers and1.16 lakh 16 thousand are facing de-clared and unannounced power cutsfor several hours, the BJP-JJP govern-ment is completely unaware of theproblems of the people. The govern-ment officials sit in the comfort of theAC rooms while the people are suffer-ing scorching heat without power.

Active Covid cases in HimachalPradesh have come down to 68,though the state government isvigilant regarding new cases beingregistered in the state. Aspokesman of the HP HealthDepartment said today thatfourteen new cases of Covid-19were reported in various parts ofthe state by Wednesday night.However, eight older cases werealso declared cured. He said thatthe total number of confirmedcases in the state stood at 2,84,726as against 2,80,523 cured cases.The number of total fatalities in thestate has reached 4,115 and that isa matter of great concern for thepeople and the government. Sunita, the head of GauriSelf Help Group of Nangal Kalan, tells that in the year 2019, aloan of Rs one lakh was taken through Nagar Panchayat Tahliwal,so that she could make hand made products. 10 women of GauriGroup prepare products like pickles, candles, kalire and toran andsell the products by putting up stalls in Nagar Panchayat Tahliwalor other fairs. He saidthat as there are already 11 milkplants, covering 6,000 villages inthe State, this would increase thenumber of milk plants to 23 andwill cover a total 12,000 villages of

the state. With this, additional 10lakh litres of milk would be pro-cured per day.

EDITORIALForgotten peopleIt’s 2016: a momentous year in the history of the

disability rights movement in India. Parliament haspassed the Rights of Persons with Disabilities Act,

which aims to further accessibility, equality of oppor-tunity and dignity for PwD. Six years have passedsince; but where lies accessibility?

The RPwD Act is perfect on paper but its imple-mentation has been tardy. The non-implementation ofthe goals of the Act can be attributed to a general lackof awareness. The existing gap in implementation andawareness is not measurable, but it is certainlydemonstrable.

Section 39 of the RPwD Act requires the govern-ment and its agencies to conduct awareness cam-paigns to ensure the rights of PwD. If this was imple-mented effectively, examination invigilators wouldhave been sensitized towards the challenges faced bystudents with disabilities. Last year, a student withdysgraphia was denied rightful additional time to at-tempt questions in the NEET.

This is not an isolated instance. A case in pointwould be the existing infrastructure in India. Even to-day, a substantial number of new buildings are con-structed with zero accessibility compliance. This is ablatant violation of the RPwD Act. At many public fa-cilities, accessibility begins and ends with a ramp. AtMetro stations, ticket counters are placed at higherlevels, making it difficult for PwD to access them.Disabled-friendly signage is also rare. Indian courtshave held that the right to an accessible public toilet isa fundamental right. In fact, access to disabled-friend-ly toilets was one of the main goals of the SwachhBharat Mission. However, data suggest there is noteven a single accessible community or public toilet inat least 19 Indian states.

The RPwD Act outlines the need for accessiblemobility systems, the absence of which can severelyrestrict the ability of PwD to access various socioeco-nomic and healthcare opportunities. The governmentshould provide them with Safe, Accessible, Reliable,and Affordable mobility systems. Some ways of do-ing this would be by promoting low-floor buses withwheelchair access, providing PwD with assistance atairports, and ensuring that the bogey for PwDs is closeto the platform and not at the end of the train.

Another realm where accessibility suffers is thatof information and communication. Since March2020, the government has released a lot of informa-tion about Covid-19 and precautionary measures butit ignored the aspect of accessibility. For instance, theAarogya Setu app was wholly inaccessible to PwD.Mobile apps should be certified for accessibility to re-alize the aims of the RPwD Act.

Blame game continues in PakIn a veiled attack on Pakistan's Army

US announces USD 48 mlnaid for Afghan refugees

The United States em-bassy in Pakistan hasannounced USD 48 mil-

lion in aid for Afghan refugeesin Islamabad.

"Pleased to note that morethan USD 48 million of thenewly announced U.S. hu-manitarian assistance is forAfghan refugees and hostcommunities in Pakistan," theembassy said, according toKhaama Press.

Allan Au, 54, a lecturer and con-sultant at the Chinese University ofHong Kong (CUHK) journalismschool was detained by city authoritieson April 11.

Study finds better way to tackle child maltreatmentIn a first-of-its-kind American study

it was found that a special programadopted in many states to help some

families at risk of child maltreatmenthas been surprisingly successful.

The study, published recently in thejournal Child Maltreatment, found thatstates with what is called "differentialresponse" (DR) programs had about 19per cent fewer substantiated reports ofchild maltreatment, 25 per cent fewersubstantiated reports of neglect and a 17per cent reduction in using foster careservices when compared to states with-out DR programs.

The success of DR in reducing thenumber of children sent to foster care isespecially important, said MichelleJohnson-Motoyama, lead author of thestudy and associate professor of socialwork at The Ohio State University.

"In certain situations, foster care isnecessary to protect children from

harm. However, it is also costly fromhuman and societal perspectives andsome states have been creative in find-ing ways to keep families together,"Johnson-Motoyama said.

"We found differential responseprograms may be getting families theresources they need to prevent foster

care entry." Normally, when a state'sChild Protective Services (CPS) agencylearns about children who may be indanger, it triggers investigations thatcan lead to court orders and a more le-galistic path, Johnson-Motoyama said.

The differential response was de-veloped as an alternative pathway forCPS workers to help families who cameto their attention but were at lower riskof child maltreatment.

"These families have an opportuni-ty to receive voluntary services and toreceive referrals to community agenciesthat may be able to provide assistance,"she said.

The assistance could be in the formof links to organizations that help withhousing, food, teaching parenting skillsand other resources.

When the researchers started thiswork, they weren't planning to focus ondifferential response programs. They

originally were analyzing the effect ofsocial safety net policies in the UnitedStates and their impact on preventingchild maltreatment.

But when they took differential re-sponse programs into account as theyanalyzed their data, the impact of theprograms stood out, Johnson-Motoya-ma said.

"What was surprising to us was thatthese programs emerged as really im-portant protective factors for children inall our analyses. We decided we had totake a closer look," she said.

The researchers analyzed data fromthe National Child Abuse and NeglectData System from 2004 to 2017. Theyharnessed variations in when states im-plemented differential response pro-grams to compare substantiated reportsof maltreatment and neglect and fostercare placements in states with and with-out DR programs. Over the study peri-

od, 24 states and the District of Colum-bia used DR at some point in time.

The positive findings regarding thesuccess of differential response pro-grams stood out even after the re-searchers took into account a wide vari-ety of other factors that could have beenrelated, including whether states thathad DR programs also had more gener-ous social safety net programs.

Johnson-Motoyama said the datadidn't allow the researchers to deter-mine exactly why differential re-sponse programs were so successful.But they do have some ideas aboutwhat might be happening.

She noted that most of the fami-lies who encounter Child ProtectiveServices are poor and may face prob-lems with housing, food, child careand mental health, among other is-sues. In the traditional pathway, fam-ilies may face court orders to partici-

pate in various services if they wantto keep their children out of fostercare.

"Sometimes these court-orderedservices can set families up to fail.They mean well, but they may not befeasible to complete on the timelinesof the child welfare system given afamily's limited resources," she said.

"Some parents can end up losingtheir child, simply because they could-n't fulfil the court-ordered plan."

In contrast, under differential re-sponse programs, CPS employeeswork with families to develop volun-tary plans that help them meet theirneeds and keep their children.

"Typically, these services are tai-lored to fit the family's needs. Thiscontrasts with court-ordered services,which may be one size fits all depend-ing on the jurisdiction," Johnson-Mo-toyama said.
