MINUTES OF THE 74th MEETING OF COMMERCIAL COMMITTEE HELD ON 09TH DECEMBER 2016 AT MUMBAI

The 74th Commercial Committee Meeting was held on 9th December 2016 at WRPC Secretariat, Mumbai. The list of participants is enclosed at Annex-1. Shri Satyanarayan S, SE(C), WRPC welcomed the participants to the 74th Commercial Committee meeting. He informed the members that Shri S.D.Taksande , Member Secretary ,WRPC has been transferred on promotion to CEA, New Delhi and the new Member Secretary shall be joining shortly. He stated that most of the decisions/recommendations taken in this meeting on commercial issues are referred to WRPC meeting for guidance/approval, which is scheduled in the month of January 2017. He informed that CERC has issued amendments to the Ancillary Services regulations. Also, another meeting between WR and SR constituents is scheduled in the afternoon of 09.12.16 to discuss the old issues of payments. He hoped that the issues slated for discussion would be deliberated and resolved amicably by the members. Thereafter the agenda items were taken up for discussion.

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 73rd MEETING OF

COMMERCIAL COMMITTEE SE (Comml), WRPC informed that the minutes of the 73rd meeting of Commercial Committee held on 08.07.2016 at Nagpur were circulated vide WRPC letter no.: WRPC/Comml.-I/CCM/Minutes/2016/8729 Dated 10.08.2016 no comments have been received on the above MoM. The Committee confirmed the minutes of 73nd CCM without any modifications. ITEM No.2: NTPC KAWAS SEMS METER CALIBRATION SE(C), WRPC informed that NTPC vide letter dated 25.11.2016 (copy enclosed at annexure-2) has intimated that Kawas SEMs meter calibration is due since April 2016. The matter was discussed in 488th OCC meeting wherein PGCIL representative requested constituents to calibrate SEMs meters installed at their end.

PGCIL representative stated that their team was unable to do the calibration due to non communication from NTPC regarding date and time for calibration. GM, NTPC informed that there were no issues of non communication with respect to NTPC Kawas and requested PGCIL to do the calibration at the earliest, to which PGCIL agreed. SE(C), WRPC stated that the issue of calibration and replacement of SEM was deliberated in the 73rd CCM and recommended that all SEM’s, which have completed more than 10 years in service, shall be replaced with new AMR meters. The cost of replacement of the meters should be recovered by PGCIL as part of their ARR. Calibration/testing of the meters are to carried out as per CEA standards on metering system. PGCIL was requested to put up a detailed proposal in the ensuing TCC/WRPC. The Committee requested PGCIL to put up the detailed proposal for replacement/calibration at the earliest as recommended in the 73rd CCM so that the issue can be taken in the 33rd WRPC as the errors in reading causes financial impact on the beneficiaries / generators. Regarding Kawas, since meters are already more than 10 years old so replacement is better than calibration costwise also. ITEM No.3: Hon’ble CERC order under petition No.68/MP/2015 dated 06.09.2016 SE(C), WRPC informed that Hon’ble commission passed an order dated 06.09.2016 in the matter for providing uniform methodology to be used for billing incentive to beneficiaries as per Regulation 30(4) of CERC (Terms and condition of Tariff) Regulation ,2014, wherein the petitioner was NTPC limited and the respondents were ERPC,NRPC,SRPC and WRPC. Clause 18 of the order is as follows Quote In view of the above to maintain uniformity for billing of incentive, in exercise of our power given under regulation 55 of the 2014 Tariff regulations, we direct that the methodology as adopted by ERPC shall be considered by all Regional Power Committees for billing incentive energy to the beneficiaries of the generating station.

Unquote Hon’ble CERC has directed the RPC’s to follow the methodology of ERPC for Billing of incentive energy to the beneficiaries of the generating station. Further under clause 19 Hon’ble Commission has directed RPC’s to look in the circumstances and decide on the frequency of incentive calculation and billing after discussion and agreement by stakeholders at RPC forum. NTPC representative stated that the frequency for billing incentives should be monthly as being the current practice in Western Region. As few beneficiaries supported monthly billing of incentives whereas others insisted on annual billing, the committee recommended that the concerned beneficiaries may confirm their position and communicate their views to WRPC so that the matter may be taken in the 33rd TCC/ WRPC. ITEM No.4: Final Detailed Procedure for Ancillary Services Operations w.e.f 21.11.16 SE(C), WRPC informed that Hon’ble CERC vide notification no. 1/10/2012-Reg.Aff.(REC-Gen)/CERC issued Final Detailed Procedure for Ancillary Services Operations. It is effective from 21.11.16 onwards. The following important new clauses are added /amended with in the Detailed Procedure for Ancillary Services Operations:- 1.3 All Generating-------------------------------. For those generating stations which are regulating

power supply to beneficiaries for non-payment of dues under the CERC (Regulation of Power Supply) Regulations shall be considered to be despatched under RRAS. The revenue received on this account except markup shall be adjusted as per CERC (Regulation of Power Supply) Regulations.

5.1 The RRAS--------------------------------. In case of non-receipt of the requisite information, the Nodal Agency shall consider the last available information pertaining to that RRAS Provider for Ancillary Despatch.

8.7 In order to avoid too many stations getting a very small quantum of dispatch under RRAS, the stations having less than 10 MW ( 5 MW in North-eastern Region) of undespatched surplus shall be excluded from the merit order stack while dispatching RRAS.

8.8 The Nodal Agency shall clearly provide on its website the name of RRAS provider which has been dispatched along with its region and the reason for dispatch as per Clause 8.2 above.

8.9 Nodal Agency shall endevaour to identify the root cause for RRAS trigger and take action to rectify the root cause so that RRAS dispatched can be withdrawn. Nodal Agency shall indicate the same in its report.

9.8 ------------------------------. The concerned RLDC shall also forward the RRAS instruction to

the respective RRAS provider. 12.4 Deviation charges shall be worked out by RPCs strictly in accordance with the CERC

(Deviation Settlement Mechanism and related matters) Regulations, 2014. The deviation charges for each entity shall be accounted without any adjustment for Payable= Receivable.

13.2 The RRAS Provider(s) shall adjust the fixed charges to the original beneficiaries for

the quantum of un-requisitioned surplus scheduled under Regulation Up service in the ratio of the quantum un-requisitioned by them. Example: Consider RRAS provider "X" which has four beneficiaries say A, B, C and D. Beneficiaries "A " and "B" have requisitioned less than their entitled share of power from "X" whereas beneficiaries C and D have requisitioned full share. Refund of fixed charges shall be only to those beneficiaries who have requisitioned less than their entitled share of power in the ratio of their un-requisitioned power and no refund shall be made to beneficiaries C and D.

13.8 The RRAS Providers shall refund the fixed charges to the beneficiaries on monthly basis

by the 15th of the current month for the previous month based on the statement of RRAS Account by the respective RPC to the beneficiaries having share in the RRAS provider and

regional entities. RRAS provider shall refund back the fixed charge to the original beneficiaries in proportion to the quantum surrendered from its generating station as per the statement brought out by respective RPC (Format AS7).

Committee noted the above information. ITEM No.5: Time Drift in Energy Meters SE(C), WRPC informed that WRLDC vide letter dated 23.11.16 (copy at Annexure -5) intimated that Time synchronization of SEMs with Indian Standard Time is essential for energy accounting. As per part II-“Standards for interface meters (h) & (i)” of Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006 ‘each meter shall have a built-in calendar and clock, having an accuracy of 30 seconds per month or better and the meters shall be totally sealed and tamper-proof, with no possibility of any adjustment at site, except for a restricted clock correction.’ Abrupt spikes in the Regional transmission losses are being noticed every week. It is suspected that these spikes are due to time drift in meters. Such time drift may result in computational errors in energy accounts. Presently SEMs installed in WR are from Secure Meters Ltd, L&T and Elster. Time drift in these SEMs can be detected at substation level by comparing the time in SEM clock with the standard clock at the sub-station which shall be in turn synchronized with GPS/AIR signal. As per the technical specifications of SEM, the DCD could be used to carry out corrections in SEM clock by accelerating /retarding the SEM clock by 1min / week. In case the time drift is more than one minute the same can be corrected using the S/W provided by meter manufacturer using a laptop. Discussions during 74th CCM:

i) WRLDC representative explained that these losses are used for scheduling purposes. And due to time drift in energy meters, erroneous losses are calculated and this results in the computational errors in the energy accounts. So, WRLDC representative suggested that beneficiaries may appoint substation personnel to monitor the SEM clock and send the time drift details to WRLDC alongwith the Meter data. WRLDC also suggested that in case the observed time drift is 1minute or more, the SEM clock correction shall be done using DCD / software.

ii) PGCIL representative informed that in the 71st CCM they have already provided a procedure to correct the drifts using DCDs and contact details of officers in case of

difficulties. Also, Powergrid agreed to submit the the last Meter Calibration Certificate with WRLDC/WRPC for records.

Committee concurred to the suggestions of WRLDC . ITEM No.6: Timely submission of weekly SEM data to WRLDC SE(C), WRPC informed that WRLDC vide letter dated 23.11.16(copy at Annexure -5) intimated that as per IEGC 6.4.21 “all concerned entities (in whose premises the special energy meters are installed) shall take weekly meter readings and transmit them to the RLDC by Tuesday noon The SLDC must ensure that the meter data from all installations within their control area are transmitted to the RLDC within the above schedule.” Analysis of the time of receipt of SEM data at WRLDC was done for last seven weeks (12.09.2016 to 30.10.2016). Discussions during 74th CCM: SE(C), WRPC requested the members to provide the status and elaborate on the reasons for delay in data submission.

1. MPPTCL representative informed that at present Pandhurna and Annupur the data submission is delayed due to DCD issue and for rest of the locations the issues are resolved. PGCIL representative informed that they will check and provide the reason for delay. NTPC representative informed that in Solapur the issue has been resolved and at Lara substation the delay is due to corrupt software.

2. WRLDC representative mentioned that WRLDC is suppose to receive the weekly DSM data from all the entities by every Monday as WRLDC has to submit the processed data to WRPC by every Thursday for the accounts to be issued by Tuesday by WRPC. Committee members agreed to resolve the issues of delay and provide the data on time.It was recommended by the committee that the members not present in the 74th CCM like NPCIL, MSETCL etc may communicate the action taken to WRPC. Further the committee requested WRLDC to implement the recommendations of the 73rd CCM in cases of repetitive non compliance of IEGC provisions by entities. ITEM No.7: Interface Energy Meter Data Discrepancies SE(C), WRPC informed that WRLDC vide letter dated 23.11.16 (copy at Annexure -5) intimated that the discrepancy report of SEMs is being forwarded to WRPC secretariat every week along with the processed energy meter readings. These details are also posted on the WRLDC website. The matter is being pursued every week with the concerned entities, however the issue remains unresolved. The summary of these discrepancies is provided (at Annexure -5). Discussions during 74th CCM: SE(C), WRPC stated that the DSM and REA accounts are frequently revised due to such avoidable discrepancies. He stressed the entities mentioned above to rectify the discrepancies at the earliest and report the action taken to WRLDC and WRPC. Committee noted. ITEM No.8: Loss applied on standby meters during non availability of Main meter data SE(C), WRPC informed that WRLDC vide letter dated 23.11.16 (copy at Annexure -5) intimated that as per the agreed accounting procedure, in case the check meter data is not

available for a transmission line then the corresponding stand-by SEM at the other end of the line is being used to calculate the net drawal/injection schedule of any entity . In WR in case the main meter data of 400kV transmission line is to be replaced with the stand-by SEM data then 2% loss is being applied and in case of 220kV and below 4% loss is being applied. The above philosophy has been adopted since line by line application of loss while replacing main meter SEM with Stand-by meter SEM is not practically implementable. Discussions in 74th CCM: SLDC Gujarat representative pointed that the 2% and 4% losses being applied on 220KV and 440KV lines respectively may cause financial impact when the actual losses for the lines are less. WRLDC representative stated that this philosophy was adopted due to the practical necessity as line by line application of loss while replacing main meter SEM with Stand-by meter SEM is practically not possible due to length and breadth of the system. Regarding 2% loss for 220 KV and 4% loss for 440 KV WRLDC representative was of the view that the losses were based on the study of historical data and it may be reviewed. SE(C), WRPC suggested that the percentage values of losses needs to be reviewed in the present context of increased size of the network as well as under new POC mechanism where losses are calculated for zones on a weekly basis. Committee recommended WRLDC to carry on studies based on historical data considering factors like voltage level, line length etc and arrive at suitable percentage losses for 220KV and 440 KV lines. Further it was suggested that data since July 2011 may be considered for the studies. ITEM No.9: Loss applied on power wheeled by GETCO & MSETCL to DNH/DD and

Goa respectively Background:

SE(C), WRPC informed WRLDC vide letter dated 23.11.16 (copy at Annexure -5) intimated that ,as per the agreed philosophy GETCO, MSETCL and MPPTCL are being given credit wrt transmission loss for wheeling Central Sector Power to DNH / D&D / GOA / NR respectively. WRLDC had requested GETCO, MPPTCL and MSETCL to update the wheeling transmission losses to be considered for their system. SLDC MPPTCL vide its email dated 02.11.2016 informed that wheeling transmission losses of MP should be taken from the MPPTCL website SLDC UT DNH vide its letter reference 1-1(85)/PDCL-AE(Comml)/ 2013 dated 15.10.2016 informed that the 66 kV tie lines between GETCO and DNH have been permanently taken out of service since 30/06/2014. GETCO vide their email dated 03rd Nov 2016 confirmed the same. SLDC MSETCL vide its letter reference CE/MSLDC/EA/01774 dated 05th October 2016 informed that the wheeling losses should be taken as 3.92%. SLDC GETCO vide its letter reference SLDC/EA/Transmission Losses dated 02nd Nov informed that wheeling losses for GETCO should be retained at 4.2 % till the finalization of MYT 2016 by GERC which is under process. In view of the above WRLDC has revised the wheeling loss for the following transmission lines

Discussions during 74th CCM: E.E (Comml), WRPC opined that after the implementation of Central Electricity Regulatory Commission (Sharing of Inter-State Transmission Charges and Losses) Regulations, 2010 there is no regulatory framework envisaged for incorporating the wheeling losses. Further Hon’ble CERC in its order dated 15.10.2015 in Petition No.217/TT/2013 has directed that STUs lines used for carrying Inter-State power can be considered for inclusion in the PoC charges only if it is certified by RPC in terms of Para2.1.3 of Central Electricity Regulatory Commission (Sharing of Inter-StateTransmission Charges and Losses) Regulations, 2010. The 74th CCM suggested that GETCO, MPPTCL and MSETCL for the above mentioned lines follow the recommendations of the 31st WRPC for certification of lines for their incorporation in PoC mechanism as in the case of certification of 400 kV Seoni-Sarni and 400 kV Seoni – Bhilai (part of line in MP Jurisdiction) as Inter-State lines. CCM recommended to seek guidance from WRPC/TCC for certification these lines. Committee noted. ITEM No.10: Arrangement of alternate allocation of power to Indian Railway, Gujarat. Background:

a In the 32nd WRPC CE, SLDC, Gujarat intimated that Indian Railway, Gujarat (IR_Guj) is allotted power from RGPPL on e-bid RLNG. As per the availability/capacity declaration of RGPPL and requirement of IR_Guj, power is scheduled on daily basis. At present, IR_Guj has only one source of power to meet their requirement (i.e. allocation from RGPPL). In case of eventualities/tripping at RGPPL, schedule of IR_Guj gets reduced/or down to ZERO. Hence, in case of such eventualities, State

has to bear the consequences. Therefore, it is necessary that instead of having single allocation, IR_Guj has to tie up multiple sources to take care of such eventualities.

b The 32nd TCC recommended that IR should have a standby arrangement preferably with State Discoms as the possibility of unit tripping is always there and standby arrangement is must. This option is better than tying standby with exchange or any other generator will not be suitable. Alternatively, RGPPL can sign up with the DISCOMs for such standby arrangement

c Discussions during 32nd WRPC 1. Dy CEE, HO, Western Railways Indian Railways (IR) representative informed that

as per their agreement with RGPPL, in case of tripping of units, RGPPL shall have to procure the power, and any differential rates in this power shall be borne by RGPPL. Further IR is also tying up with Power Exchange to have power in case the RGPPL units trip. During the time the RGPPL units trip, the drawl of IR is very small compared to the grid, and the exchange is accounted under DSM.

2. Chairman WRPC informed that IR is a 24 hour load. Further it is has recently acquired a DISCOM status. He stated that IR has to enter a standby arrangement with the state Discoms to cater to the contingency of RGPPL tripping. To clarify, he cited that Mumbai is an example of a 24 hour load. Here the Discoms of Tata and Reliance have Standby arrangement with Maharashtra Discom, which ensures that in the event of tripping or shortfall at Mumbai due to loss of generation by Tata or Reliance, Mumbai loads are fed by Maha Discom in that period. Similar Standing Arrangement has to be entered by IR with the State Discoms and that is irrespective of their RGPPL tie-up or power exchange or any other tie-up. If such an arrangement does not exist, and the source of power for Railways such as RGPPL is not available, then as per the law the SLDCs are supposed to disconnect the Railway loads. That will lead to a lot of inconvenience to IR and embarrassing situation for all of us. However, if IR is not willing to enter such a standby arrangement, then the next time RGPPL trips, the SLDCs shall instruct the IR loads to be cut off accordingly. He asked IR representative to take up the issue seriously with their management and immediately enter into a standby arrangement.

3. The 32nd WRPC committee recommended that Member secretary, WRPC Communicate on behalf of WRPC to Ministry Of railways the existing position in the issue.

Discussions during the 74th CCM SLDC ,Gujarat representative reiterated their position as communicated in their letter dated 22.11.16(copy enclosed) that, as decided in the 32nd WRPC meeting, Indian Railway is required to take immediate action to make stand by arrangement with State DISCOMs to get required power in case of eventualities. (i.e. tripping of RGPPL units or non-availability of power through power exchange). It is further recorded that “If IR fails to enter the standby arrangement and the event of such loss of power takes place, then IR loads shall have to be tripped by the law, and IR is responsible for the same”. Indian Railway representative did not attend the 74th CCM. Indian Railway vide its letter dated 07.12.16(Copy enclosed at annex) replied to WRPC letter dated 16.08.2016 where in it communicated that as per Western Railway’s PPA with RGPPL ,it is the responsibility of RGPPL to arrange alternative supply of power if it is not able to supply the power from its own plant. Further Western railway requested to review the matter and suggested to impress upon M/s RGPPL to fill it’s responsibility as per their PPA.

Committee suggested that the guidance of TCC/WRPC may be sought for the above matter. ITEM No.11: DAY WISE SCHEDULE AND ENTITLEMENT DATA IN REA SE(C), WRPC informed that SLDC Gujarat vide letter dated 22.11.2016 (Copy enclosed at Annexure-10) has intimated the entitlement data (from respective generators to the State as per allocation, Page No A-1 of REA) and scheduled data (from respective generators to the State as per requisition, Page No. A-2.1 of REA) published in the monthly Regional Energy Accounts (REA) is prepared and published by WRPC as per the data provided by WRLDC GETCO has observed that the said data is a compilation of daily data published on the WRLDC website. Based on these data, WRPC issues monthly entitlement and schedule to the State from the respective generators in the REA. In other words, data of REA is a compilation of daily data published on the WRLDC website. Further, SLDC takes these daily data from the WRLDC

website and prepares the State Energy Accounts (SEA). SLDC match the energy certified in the REA with the computed energy in the SEA. However, in case of any discrepancies/mismatch, it becomes very difficult to find out the error, since above data is available in the REA for the month as a whole (gross one figure). In view of the above, it is requested to provide daily scheduled and entitlement data in the REA so that errors/mismatch can be easily traced out. It is further requested to provide the soft copy of the daily data till the time of necessary changes/development in the REA. The said matter was also discussed in the 71th CCM (held on 03.11.2015). In this regard, SE (Comml.) WRPC stated that the concern of Gujarat SLDC is well appreciated and WRPC secretariat is under the process of trouble shooting the ABT software. Once the ABT software is updated WRPC shall start providing the required data. Since it is more than a year, WRPC is requested to start providing these data in the ensuing REA. Discussions in 74th CCM: SE(C), WRPC informed that WRPC is under the process to incorporate the daywise data in the REA and it shall be provided in the future REAs. Committee noted. ITEM No.12: REINSTATE THE MEETING FOR FINALIZATION FOR REGIONAL

ENERGY ACCOUNTS (REA). SE(C), WRPC informed that SLDC Gujarat vide letter dated 22.11.2016 (Copy enclosed at Annexure-10) has informed that, as recorded in the 73rd CCM, REA meeting is desirable for error free accounts. It was informed that WRPC will explore possibility of holding REA meeting regularly for corrections and freezing of all input side data and it was also decided to start the meeting from October 2016. Discussions in 74th CCM: SLDC Gujarat representative requested that daywise data also may also be provided by WRPC alongwith REA so that they can check for errors easily. SE(C), WRPC informed that WRPC

Secretariat is working on creating the data. He stressed the need for error free accounts as due to erroneous accounts frequent revisions have to be carried out which have financial implications as well over burden the already depleted staff in organizations. The REA meetings shall help in issuance of error free accounts provided that entities certify their input data (active and schedule) during the meetings. Further no revisions shall be carried out due to change in input data once its has been certified by entities and the accounts shall be treated as frozen. Also, the day wise data shall be provided by WRPC along with REA so that beneficiaries may reconcile easily. Committee noted. ITEM No.13: OPERATIONAL DIFFICULTIES IN DAILY OPERATION OF M/S APL

STAGE 1, STAGE 2 AND STAGE 3. SE(C), WRPC informed that SLDC Gujarat vide letter dated 22.11.2016 (Copy enclosed at Annexure-10) has informed the following two major operational difficulties:

(1) Stiff rise in sale in one time block: There are many instances in which there is a stiff rise in bilateral sale. For example, for the date 11.10.2016, total quantum of sale (APL 1, APL 2 & APL 3) through collective transaction for the time block 72 was 0 MW and for the time block 73 it was about 604 MW. Such a stiff rise in injection schedule is not being met by actual injection by M/s APL and it leads to over drawl of the State at the WR boundary.

(2) Operation of RGMO: It is observed that during the grid frequency nearby 50 Hz, actual injection of M/s APL complex remains less with respect to injection schedule. On inquiry, M/s APL says that RGMO operation doesn’t allow them to increase in generation. And hence it leads to over drawl of the State at WR boundary.

SE(C), WRPC informed that the matter is related to the operation of the grid and may be taken in the OCC. Committee noted.

ITEM No.14: ISSUANCE OF PROVISIONAL REA DATA ISSUED BY WRPC EVERY MONTH- CORRECTION THEREOF:-

SE(C), WRPC informed that SLDC Chattisgarh vide its letter dated 17.11.2016 (copy at Annexure-14) intimated that the provisional REA data issued by WRPC for the month of August-2016 to October-2016 pertaining to CSEB in Kahalgaon Super Thermal Power Station ( ER)-(KII) has considerable difference from the actual data of SLDC, Raipur which has been conveyed vide this office letter under reference (2),(3) & (4) and emailed also to the WRPC email ID of commercial department ([email protected]) . The copy of sent email is enclosed under ref (11) above. This matter remains unsolved after pursuance in last 488th OCCM held at Bhopal and last CCM held at Nagpur on date 08.07.2016.The matter may please be taken up and considered for resolving the issue. Copy of all letters above is enclosed. In the past also, the request for correction raised by SLDC Raipur in the REA issued by WRPC for the month of August & October 2015 and January, April, May 2016 have neither been resolved nor any reply received by WRPC. The copy of letters is also enclosed for ready reference please. Discussions during 74th CCM: WRLDC representative informed that the ER-Kahalgaon-2 unit data was incorrect for August to October 2016 and the data shall be revised and sent to WRPC. SE(C), WRPC informed that revision of accounts is a continuous activity at WRPC and the status of revised accounts issued is informed at commercial committee meetings. The cases where input data from WRLDC is awaited can be revised only after the receipt of input data. WRLDC and WRPC officials shall coordinate for the above cases and resolve the pending issues. Committee noted. ITEM No.15: LONG PENDING REFUND OF IR TRANSMISSION CHARGES TO M/S

SE(C), WRPC informed that JPL vide its letter email dated 21.11.16 intimated that an amount of Rs.23.71 Crs. was refundable to JPL by PGCIL on account of revision of IR Transmission Charges Sheet of REA for the period April,2009 to June,2011on dtd.17.11.2015 . PGCIL has refunded only an amount of Rs.10.44 Crs. Despite repeated follow ups for last 10 months, balance amount is yet to be received by JPL. This issue was raised in 72nd;73rd Commercial Committee Meetings & 31st WRPC Meetings.JPL has requested that PGCIL should recover this amount from defaulting entities by operating LC, invoking Open Access Regulation 25A & Regulation of Power Supply,2010 & refund the amount to JPL . It is again requested that balance amount be refunded with in fortnight. In case of delay, amount receivable to JPL may be adjusted in the future Transmission Charges bills raised on JPL by PGCIL. Discussions During 74th CCM: PGCIL representative informed that only MSEDCL payment is pending and PGCIL shall do the payment as soon as they receive it from MSEDCL. CSPDCL vide letter No.02-02/SE-I/CS/C-42/2395 dated 14.10.2015 informed that MSEB vide their letter No. 10961 dated 26.03.02 confirmed that CSEB is liable to receive s. 26, 10, 97,736 against the exchange of power.

MPPMCL vide its letter dated 07.11.2015 informed that the amount against Karnataka, Kerala and Andhra Pradesh is neither reconciled nor agreed by MPPMCL. Further to resolve the issues MPPMCL has requested the participation of Member secretary ERPC and GRIDCO.

The above agenda item was discussed in a separate meeting at 15:00 Hrs after 74th CCM between WR and SR beneficiaries. The minutes of the meeting prepared by SRPC is attached in Annex 27. ITEM No.28: ANY OTHER ITEMS ITEM NO. 28A - METHODOLOGY TO SETTLE CHARGES FOR CONTINOUS

DRAWAL OF POWER BY KAPS SE(C), WRPC informed that GUVNL informed that the both the units of KAPS are under forced outage since a long time i.e unit 1 from 01.07.15 and unit 2 from 11.03.2016 and there is uncertainty about restoration of supply. Since April 2016 onwards the net monthly injection is negative i.e. KAPS is drawing power from the interconnection points approximately 5 MUs per month and beneficiaries of KAPs are paying for this drawal power of KAPS as there is no specific methodology to settle continuous drawal from KAPS 1 & 2 in view of long outage of KAPS. Copy of GUVNL email dated 22.12.16 is enclosed at Annex 28. SE(C), WRPC informed that as the KAPS representative is not present in the 74th CCM the methodology for settlement drawal of power from KAPS 1& 2 needs to be deliberated in detail in a separate meeting for discussion. Item No .1: Time Drift in Energy Meters

Time synchronization of SEMs with Indian Standard Time is essential for energy accounting. As perpart lI-"Standards for interface meters (h) & (i)" of Central Electricity Authority (Installation andOperation of Meters) Regulations, 2006 'each meter shall have a built-in calendar and clock, havingan accuracy of 30 seconds per month or better and the meters shall be totally sealed and tamper-proof, with no possibility of any adjustment at site, except for a restricted clock correction.'

Abrupt spikes in the Regional transmission losses are being noticed every week. It is suspected thatthese spikes are due to time drift in meters. Such time drift may result in computational errors inenergy accounts.

Presently SEMs installed in WR are from Secure Meters Ltd, L&T and Elster. Time drift in theseSEMs can be detected at substation level by comparing the time in SEM clock with the standardclock at the sub-station which shall be in turn synchronized with GPS/AIR signal. As per thetechnical specifications of SEM, the DCD could be used to carry out corrections in SEM clock byaccelerating Iretarding the SEM clock by 1min I week. In case the time drift is more than oneminute the same can be corrected using the S/W provided by meter manufacturer using a laptop.

Commercial Committee members may like to deliberate and concur as below:

1. The substation personnel shall monitor the SEM clock at the time of downloading the SEM dataevery week and compare it with the AIRlGPS time and the statement of the prevailing time driftof the SEMs shall be furnished to WRLDC/WRPC every week along with the Meter data.

2. In case the observed time drift is 1minute or more, the SEM clock correction shall be done usingDCD I software.

3. POWERGRID is requested to provide the Software for time correction to all locations dependingon the make of the meter so that in case time drift is high, correction can be done by therespective locations using the laptop.

4. POWERGRID is requested to submit a copy of the last Meter Calibration Certificate toWRLDC/WRPC for records.

Item No. 2:Timely submission of weekly SEM data to WRLDC

IEGC 6.4.21 mandates that "all concerned entities (in whose premises the special energy meters areinstalled) shall take weekly meter readings and transmit them to the RLDC by Tuesday noon TheSLDC must ensure that the meter data from all installations within their control area are transmittedto the RLDC within the above schedule."

Analysis of the time of receipt of SEM data at WRLDC was done for last seven weeks (12.09.2016to 30.10.2016). The average delay in receipt of meter data during the above period is illustrated inthe bar chart.

Item No.3: Interface Energy Meter Data Discrepancies

The discrepancy report of SEMs is being forwarded to WRPC secretariat every week along with theprocessed energy meter readings. These details are also posted on the WRLDC website. The matter,is being pursued every week with the concerned entities, however the issue remains unresolved. Thesummary of these discrepancies is provided below. The members of the Commercial Committeemay deliberate on the matter for resolution of the long pending issues.

a. 220 kV Pandurna-Kalmeshwar (MPPTCL)

The energy meter (MP-51, NP-2425-A) data of 220 kV Kalmeshwar line at Pandurna, is incorrectsince 25 July 2016 for the last 12 weeks. Therefore the Pandhurna end data was replaced with thestandby meter data at other end (MH-57, NP2313-A).

b. 400 kV Nagda-Rajgarh line-2 (MPPTCL)

The energy meter (MP-44, NP-2211-A) data of 220 kV Rajgarh line-2 line at Nagda, was incorrectfor the three weeks (26.09.16 to 02.10.16), (03.10.16 to 09.10.16) and (10.10.16 to 16.10.16);Therefore the Nagda end data was replaced with the standby meter data at other end (RJ-I0, NP-6344-A).

c. 400 kV Raigarh ICT-2 (POWERGRID)

The energy meter (CS-17) NP-5712-A data of 400 kV ICT-2 at Raigarh was incorrect for threeweeks (31.08.16 to 04.09.16), (08.09.16 to 11.09.16) and (12.09.16 to 18.09.16) The data wasreplaced with the standby meter data (CS-18) NP-5716-A.

d. 220 kV KhadoH - SayaH (DNH)

The energy meter (DN-80, NP-6412-A) data of220 kV Sayali line at Khadoli was incorrect for twoweeks viz. 25.07.16 to 31.07.16 and 01.08.16 to 07.08.16. The Khadoli end data was replaced withthe standby meter (DN-87, NP-2925-A) data at Sayali end.

e. 220 kV Khadoli (DNH) - Vapi (DNH)

The energy meter (ON-80, NP-6413-A) data of220 kV Vapi line at Khadoli was incorrect fortwoweeks viz. 25.07.16 to 31.07.16 and 01.08.16 to 07.08.16. The Khadoli end data was replaced withthe standby meter (GU-79, NP-6415-A) data at Sayali end.

f. 400 kV Raigarh ICT-l (POWERGRID)

The energy meter (CS-13) NP-57 I I-A data of 400 kV ICT-l at Raigarh was incorrect during theweek 31.08.16 to 04.09.16. The data was replaced with (CS-14) NP-5715-A.

g. 400 kV SoJapur ICT-l (POWERGRID)

The energy meter (MM-S2) NP-8712-A of 400 kY Solapur ICT-l at Solapur (PG) was incorrect on04.10.2016 and 22.10.2016. The data was replaced with (MM-Sl) NP-8707-A.

h. 400 kV RGPPL-Nagothane line-2 (RGPPL)

Time drift was reported in the SEM (NP-6324-A) of 400kV Nagothane line-2 at RGPPL (RG-22) inthe week 27.06.16 to 03.07.2016 and 04.06.16 to 10.07.16. The data was replaced with standbymeter NP-6297-A at remote end RG-26.

i. 220 kV Haldarwa-Kakrapar line-2 (GETCO)

The energy meter (NP-4161-A) data of220kY KAPS-2 at Haldarwa (GU-S4) was incorrect for threeweeks viz. (27.06.16 to 03.07.16), (04.06.16 to 10.07.16) and (11.06.16 to 17.07.16). The data wasreplaced with energy meter NP-2343-A at remote end KA-22.

j. Other Stations with discrepancy of one week

Item No.4: Loss applied on standby meters during non availability of Main meter data

As per agreed accounting procedure, in case the check meter data is not available for a transmissionline then the corresponding stand-by SEM at the other end of the line is being used to calculate the netdrawal/injection schedule of any entity .

In WR in case the main meter data of 400kV transmission line is to be replaced with the stand-by SEMdata then 2% loss is being applied and in case of220kV and below 4% loss is being applied.

The above philosophy has been adopted since line by line application of loss while replacing main meterSEM with Stand-by meter SEM is not practically implementable.

Item NoS: Loss applied on power wheeled by GETCO & MSETCL to DNH/DD and Goarespectively

As per the agreed philosophy GETCO, MSETCL and MPPTCL are being given credit wrt transmissionloss for wheeling Central Sector Power to DNH 1 D&D 1 GOA 1 NR respectively. WRLDC hadrequested GETCO, MPPTCL and MSETCL to update the wheeling transmission losses to be consideredfortheir system.

SLDe MPPTCL vide its email dated 02.11.2016 informed that wheeling transmission losses ofMPshould be taken from the MPPTCL websiteIt, '

SLDC UT DNH vide its letter reference 1-1(85)/PDCL-AE(Comml)1 2013 dated 15.10.2016 informedthat the 66 kV tie lines between GETCO and DNH have been permanently taken out of service since30106/2014. GETCO vide their email dated 03rd Nov 2016 confirmed the same.

SLDC MSETCL vide its letter reference CE/MSLDC/EA/OI774 dated 05th October 2016 informed thatthe wheeling losses should be taken as 3.92%.

SLDC GETCO vide its letter reference SLDCIEA/Transmission Losses dated 02nd Nov informed thatwheeling losses for GETCO should be retained at 4.2 % till the finalization of MYT 2016 by GERCwhich is under process.

In view of the above WRLDC has revised the wheeling loss for the following transmission lines

I. STU wheeling loss of GET CO applied as 4.2% for the following lines (No change)1. 66kV Vapi-Dalwada line 1&22. 66kV Una- Diu line3. 66kV Dhokadwa Diu line4. 400kV Zerda- Kansari line5. 400kV Zerda- Bhinmal line

With reference to the above, it is requested to include following agenda paintsfor ensuing 74th Commercial Committee meeting of WRPC.

Agenda Point NO.1: .Arrangement of alternate ailocation. ofyower to IndianRai(way, (jujarat.

As decided in the last WRPC meeting, Indian Railway is required to take immediateaction to make stand by arrangement with State DISCOMs to get required power incase of eventualities. (i.e. tripping of RGPPL units or non-availability of power throughpower exchange). It is further recorded that "If IR fails to enter the. standbyarrangement and the event of such loss of power takes place, then IR loads shall haveto be tripped by the law, and IR is responsible for the same".

In this regard, IR is required to give details of their arrangements/willingness of powertie up with State DISCOM.

Agenda Point No.2: Day wise schedule ana entittement data in'RE.A.

This has reference to the entitlement (from respective generators to the State as perallocation, Page No A-1 of REA) and scheduled data (from respective generators to theState as per requisition, Page No. A-2.1 of REA) published in the monthly RegionalEnergy Accounts (REA).

The above data is prepared and published by WRPC as per the data provided byWRLDC. The said data is a compilation of daily daza published on the WRLDC web.]te.Based on these data, WRPC issues monthly entitlement and schedule to the State fromthe respective generators in the REA. In other words, data of REA is a compilation ofdaily data published on the WRLDC website. Further, SLDC takes these daily data fromthe WRLDC website and prepares the State Energy Accounts (SEA). We match theenergy certified in the REA with the computed energy in the SEA. However, in case ofany discrepancies/mismatch, it becomes very difficult to find out the error, since abovedata is available in the REA for the month as a whole (gross one figure).

In view of the above, it is requested to provide daily scheduled and entitlement data inthe REA so that errors/mismatch can be easily traced out. It is further requested to

As recorded in the last commercial committee meeting, REA meeting is desirable forerror free accounts. It was informed that WRPC will explore possibility of holding REAmeeting regularly for corrections and freezing of all input side data and it was alsodecided to start the meeting from October 2016. In this regard, it is once againrequested to reinstate the meeting for finalization for REA on regularly basis.

The said matter was also discussed in the 71th CCM (held on 03.11.2015). In thisregard, SE (Comml.) WRPC stated that the concern of Gujarat SLDC is well appreciatedand WRPC secretariat is under the process of trouble shooting the ABT software. Oncethe ABT software is updated WRPC shall start providing the required data. Since it ismore than a year, WRPC is requested to start providing these data in the ensuing REA.

Following two major operational difficulties are observed.

(1) Stiff rise in sale in one time block: There are many instances in which there isa stiff rise in bilateral sale. For example, for the date 11.10.2016, totalquantum of sale (APL 1, APL 2 & APL 3) through collective transaction for thetime block 72 was 0 MW and for the time block 73 it was about 604 MW. Sucha stiff rise in injection schedule is not being met by actual injection by M/sAPL and it leads to over drawl of the State at the WR boundary.

(2) Operation of RGMO: It is observed that during the grid frequency nearby 50Hz, actual injection of M/s APL complex remains less with respect to injectionschedule. On inquiry, M/s APL says that RGMO operation doesn't allow themto increase in generation. And hence it leads to over drawl of the State at WRboundary.

Record Notes of discussions held on 9th December 2016 at WRPC, Mumbai between WR and SR constituents regarding outstanding

payment issues

A meeting between SR & WR constituents to discuss the outstanding dues between Southern & Western Regional constituents was held on 9.12.2016 at WRPC, Mumbai . The list of participants is at Annexure-1. Shri Satyanarayan.S, Superintending Engineer (C), WRPC welcomed the participants from SR & WR to the Meeting . He informed the forum that the outstanding dues were settled by MSEDCL (MSEB) to SR constituents and the issue have narrowed down since last meeting. He informed the forum that the issue of pending payment between WR-SR was pending for a long time and requested the WR-SR constituents to make efforts to sort out this issue with in the financial year 2016-17. He stated that the WR-SR dues have two parts, one pertaining to the energy transactions and the second part is the amount payable by PGCIL (WRTS / SRTS) to SR Constituents, which was earlier credited wholly to WRTS account. 1. Outstanding payment issues between SR and WR Constituents.

1.1. After the discussions the final reconciled figures of outstanding dues, except in the case of

MPPMCL, were agreed as below:-

1.2. GUVNL stated that on receipt of the dues from Karnataka they would immediately settle the

dues to Kerala and Puducherry. 1.3. Tamil Nadu stated that once the receivable from MPPMCL is realized then they would

settle the dues to CSPDCL.

1.4. It is noted that the there was no participation from Karnataka in the meeting, in spite of repeated reminders. The WR constituents were of the opinion that since the Karnataka owes outstanding dues to WR constituents their representation in the discussion would have hastened the reconciliation and requested SRPC Secretariat to take up the matter with KPTCL / PCKL.

1.5. MPPMCL had stated that the due amounts as indicated in the minutes / record notes of the

previous meetings on the issue were not acceptable to MPPCL and they have informed the forum that they will submit the details of pending dues to MPPCL from SR constituents shortly. In a nutshell MPPCL informed the forum that as per their records they have to receive money from AP and Kerala and they are finding some difference in the amount payable to TamilNadu.

1.6. SE (C ) ,SRPC informed the forum that MPPPCL had not attended the previous meetings and they have not responded with in the reasonable time to the Minutes of the meeting to correct them. He also informed the forum that MPPCL did not responded to the requests of SR constituents letters wrt to reconciliation of accounts .

1.7. Representative from Tamil Nadu stated that meeting regarding the issue was held with Director (Finance), MPPMCL and the amount reconciled was Rs. 1,17,17,268/- (payable to Tamil Nadu) and now MPPCL had come up with different figure. This would not help in settling the dues early.

1.8. The forum requested MPPMCL to furnish all the documents pertaining to their claims by

the end of December 2016 , so that the figures can be verified by respective entities and hopefully reconcile the figures before the next meeting of WRPC .

1.9. SE (C ),WRPC informed that if it is needed a meeting at Jabalpur, Madhya Pradesh would

be convened with a participation from AP, Kerala and TN to reconcile the figures.

1.10. SE (C), WRPC also stated that after reconciliation of accounts WR constituents would attend the meeting with SR constituents during the next CCM meeting of SRPC and hoped that all the outstanding dues would be cleared at an early date.

1.11. MPPMCL agreed to furnish all the documents wrt to their claim to the SR constituents by the end of December, 2016 .

1.12. The forum requested respective SR constituents to respond to MMPCL facts and figures within a fortnight to reconcile the accounts.

1.13. MPPMCL also stated that the wheeling charge issue in respect of the transaction with KSEB would be taken up with GRIDCO/KSEB separately.

1.14. Superintending Engineer (C), SRPC requested the WR and SR constituents to take up the pending payment issues directly with the respective utility with a copy to WRPC and SRPC secretariats. He also requested utilities to reconcile the figures first to sort out the long pending payment issues .

2. Outstanding payment in respect of WR export to SR during August and

September, 2002. 2.1. The second part of the outstanding dues, regarding the amount payable by PGCIL (WRTS /

SRTS) to SR Constituents, in respect of the energy export from WR to SR during August-September, 2002, which was earlier credited wholly to WR by WRTS.

2.2. During the last meeting held on 28.10.2014, WRTS stated that they had verified the statements of SEBs and it was found that the amount received from PTC was reflected in the reconciliation statements of 2004-05 signed with individual SEBs, except GUVNL and DD and requested the WR constituents to reimburse 50% of the amount credited to them in this respect. Sir, As desired, a brief of discussion during 74th CCM  as a additional agenda is as under. Beneficiaries of WR have signed PPA dated 22.09.2005 with Nuclear Power Corporation  India Ltd(NPCIL)  for  supply  of  power  from  KAPS Unit  1&2.  Both  the  units  of  the  KAPS  are  under  forcedoutage since  long  i.e. Unit – 1  (1.07.2015) & Unit – 2  (11.03.2016) and  there  is uncertainty aboutrestoration of supply. It  is observed from the REAs published by WRPC that KAPS is drawing significant power from thegrid and accordingly as per REA  the energy  is debited  from each beneficiary  in proportion  to  theirallocation from the station. The detail of monthly energy consumed
