1. THE CONTRACTOR SHALL COMPLY WITH ALL APPLICABLE CODES,

3. THE CONTRACTOR SHALL NOTIFY THE CONSTRUCTION MANAGER, IN WRITING,
OF ANY CONFLICTS, ERRORS OR OMISSIONS PRIOR TO THE SUBMISSION OF
BIDS OR PERFORMANCE OF WORK. MINOR OMISSIONS OR ERRORS IN THE BID
DOCUMENTS SHALL NOT RELIEVE THE CONTRACTOR OF RESPONSIBILITY FOR
THE OVERALL INTENT OF THESE DRAWINGS.
4. THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROTECTING ALL EXISTING
SITE IMPROVEMENTS PRIOR TO COMMENCING CONSTRUCTION. THE
CONTRACTOR SHALL REPAIR ANY DAMAGE CAUSED AS A RESULT OF
CONSTRUCTION OF THIS FACILITY.
5. THE SCOPE OF WORK FOR THIS PROJECT SHALL INCLUDE PROVIDING ALL
MATERIALS, EQUIPMENT AND LABOR REQUIRED TO COMPLETE THIS PROJECT.
ALL EQUIPMENT SHALL BE INSTALLED IN ACCORDANCE WITH THE

6. THE CONTRACTOR SHALL VISIT THE PROJECT SITE PRIOR TO SUBMITTING A BID
TO VERIFY THAT THE PROJECT CAN BE CONSTRUCTED IN ACCORDANCE WITH
THE CONTRACT DOCUMENTS.
7. THIS PLAN WAS PREPARED USING AN APPROVED PLAN ENTITLED "ALTA/ACSM
SURVEY PLAN" BY WILLIAM G MAJOR ASSOCIATES, DATED 02-10-2004.
8. THE PROPOSED FACILITY WILL CAUSE ONLY A "DE MINIMIS" INCREASE IN
STORMWATER RUNOFF. THEREFORE, NO DRAINAGE STRUCTURES ARE
PROPOSED.
9. NO NOISE, SMOKE, DUST OR ODOR WILL RESULT FROM THIS FACILITY.
10. THE FACILITY IS UNMANNED AND NOT FOR HUMAN HABITATION (THERE IS NO
HANDICAP ACCESS REQUIRED).
11. THE FACILITY IS UNMANNED AND DOES NOT REQUIRE POTABLE WATER OR
SANITARY SERVICE.
12. POWER TO THE FACILITY WILL BE MONITORED BY A SEPARATE METER.
13. CONTRACTOR SHALL VERIFY ANTENNA ELEVATION AND AZIMUTH WITH RF
ENGINEER PRIOR TO INSTALLATION.
14. MOUNTS AND ANTENNAS ARE DESIGNED TO MEET PER IBC 2015 (PUCC)
REQUIREMENTS.
15. ALL STRUCTURAL ELEMENTS SHALL BE HOT DIPPED GALVANIZED STEEL.

1. CONTRACTOR SHALL INSPECT THE EXISTING CONDITIONS PRIOR TO
SUBMITTING BID. ANY QUESTIONS ARISING DURING THE BID PERIOD IN
REGARDS TO THE CONTRACTOR'S FUNCTIONS, THE SCOPE OF WORK, OR ANY
OTHER ISSUE RELATED TO THIS PROJECT SHALL BE BROUGHT UP DURING THE
BID PERIOD WITH THE PROJECT MANAGER FOR CLARIFICATION, NOT AFTER
THE CONTRACT HAS BEEN AWARDED.
2. LOCATION OF EQUIPMENT, CONDUIT AND DEVICES SHOWN ON THE DRAWINGS
ARE APPROXIMATE AND SHALL BE COORDINATED WITH FIELD CONDITIONS
PRIOR TO ROUGH-IN.
3. THE CONDUIT RUNS SHOWN ON THE PLANS ARE APPROXIMATE. EXACT
LOCATION AND ROUTING SHALL BE PER EXISTING FIELD CONDITIONS.
4. CONDUIT ROUGH-IN SHALL BE COORDINATED WITH THE MECHANICAL
EQUIPMENT TO AVOID LOCATION CONFLICTS. VERIFY WITH MECHANICAL
CONTRACTOR AND COMPLY AS REQUIRED.
5. PROVIDE PULL BOXES AND JUNCTION BOXES WHERE SHOWN OR REQUIRED
BY NEC.
6. ALL CONDUITS SHALL BE MET WITH BENDS MADE IN ACCORDANCE WITH NEC.
NO RIGHT ANGLE DEVICE OTHER THAN STANDARD CONDUIT ELBOWS WITH 12
INCH MINIMUM INSIDE SWEEPS FOR ALL CONDUITS 2 INCH OR LARGER.
7. ALL CONDUIT TERMINATIONS SHALL BE PROVIDED WITH PLASTIC THROAT
INSULATING GROUND BUSHINGS.
8. ALL WIRE SHALL BE TYPE THHN/THWN-2, SOLID, ANNEALED COPPER UP TO
SIZE #10 AWG (#8 AND LARGER SHALL BE CONCENTRIC STRANDED), 75°C
(167°F), 98% CONDUCTIVITY, MINIMUM #12 AWG.
9. ALL WIRES SHALL BE TAGGED AT ALL PULL BOXES, JUNCTION BOXES,
EQUIPMENT BOXES AND CABINETS WITH APPROVED PLASTIC TAGS, ACTION
CRAFT, BRADY OR APPROVED EQUAL.
10. ALL NEW MATERIAL SHALL HAVE A U.L. LABEL.
11. ALL PANEL DIRECTORIES SHALL BE TYPEWRITTEN, NOT HAND WRITTEN.
12. INSTALL AN EQUIPMENT GROUNDING CONDUCTOR IN ALL CONDUITS PER THE
SPECIFICATIONS AND NEC. THE EQUIPMENT GROUNDING CONDUCTORS SHALL
BE BONDED AT ALL PULL BOXES, JUNCTION BOXES, DISCONNECT SWITCHES,
STARTERS AND EQUIPMENT CABINETS.
13. THE CONTRACTOR SHALL PREPARE AS-BUILT DRAWINGS, DOCUMENT ANY
AND ALL WIRING AND EQUIPMENT CONDITIONS AND CHANGES WHILE
COMPLETING THIS CONTRACT. SUBMIT AT SUBSTANTIAL COMPLETION.
14. ALL DISCONNECT SWITCHES AND OTHER CONTROLLING DEVICES SHALL BE
PROVIDED WITH ENGRAVED LAMICOID NAMEPLATES INDICATING EQUIPMENT
CONTROLLED, BRANCH CIRCUITS INSTALLED ON, AND PANEL FIELD
LOCATIONS FED FROM (NO EXCEPTIONS).
15. ELECTRICAL CHARACTERISTICS OF ALL EQUIPMENT (NEW AND EXISTING)
SHALL BE FIELD VERIFIED WITH THE OWNER'S REPRESENTATIVE AND
EQUIPMENT SUPPLIER PRIOR TO ROUGH-IN OF CONDUIT AND WIRE. ALL
EQUIPMENT SHALL BE PROPERLY CONNECTED ACCORDING TO THE
NAMEPLATE DATA FURNISHED ON THE EQUIPMENT (THE DESIGN OF THESE
PLANS ARE BASED UPON BEST AVAILABLE INFORMATION AT THE TIME OF THE
DESIGN AND SOME EQUIPMENT CHARACTERISTICS MAY VARY FROM DESIGN
AS SHOWN ON THESE DRAWINGS). LOCATION OF ALL OUTLETS, BOXES, ETC.,
AND THE TYPE OF CONNECTIONS (PLUG OR DIRECT) SHALL BE CONFIRMED
WITH THE OWNER'S REPRESENTATIVE PRIOR TO ROUGH-IN.

11. PREPARE ALL BONDING SURFACES FOR GROUNDING CONNECTIONS BY REMOVING ALL PAINT AND
CORROSION DOWN TO SHINY METAL. FOLLOWING CONNECTION, APPLY APPROPRIATE ANTI-OXIDIZATION
PAINT.
12. KOPR-SHIELD ANTI-OXIDATION COMPOUND SHALL BE USED ON ALL GROUNDING CONNECTIONS.
13. ALL EXOTHERMIC CONNECTIONS SHALL BE INSTALLED UTILIZING THE PROPER CONNECTION/MOLD AND
MATERIALS FOR THE PARTICULAR APPLICATION.
14. ALL BOLTED GROUNDING CONNECTIONS SHALL BE INSTALLED WITH A LOCK WASHER UNDER THE NUT.
HARDWARE FOR BOLTED CONNECTIONS SHALL BE A MINIMUM OF 3/8 INCH DIAMETER AND SHALL BE
STAINLESS STEEL.
15. GROUNDING WIRE SHALL NOT BE INSTALLED OR ROUTED THROUGH HOLES IN ANY METAL OBJECTS OR
SUPPORTS TO PRECLUDE ESTABLISHING A "CHOKE" POINT.
16. PLASTIC CLIPS OR METAL CLIPS WHICH DO NOT COMPLETELY SURROUND THE GROUNDING
CONDUCTORS SHALL BE USED TO FASTEN AND SUPPORT GROUNDING CONDUCTORS. FERROUS METAL
CLIPS WHICH COMPLETELY SURROUND THE GROUNDING CONDUCTOR SHALL NOT BE USED.
17. STANDARD BUS BARS SHALL BE FURNISHED AND INSTALLED. THEY SHALL NOT BE FABRICATED OR
MODIFIED IN THE FIELD.
18. THE CONTRACTOR SHALL BE RESPONSIBLE TO PROVIDE A "FALL OF POTENTIAL" TEST ON THE NEW
SUPPLEMENTAL GROUND FIELD PRIOR TO FINAL CONNECTION OF THE GROUNDING SYSTEM TO
EQUIPMENT. THE TEST SHALL BE PERFORMED BY A QUALIFIED AND CERTIFIED TESTING AGENT. PROVIDE
INDEPENDENT TEST RESULTS TO THE PROJECT MANAGER FOR REVIEW. THE GROUND SYSTEM
RESISTANCE TO EARTH GROUND SHALL NOT EXCEED FIVE OHMS. IF THE GROUND TEST EXCEEDS THE
MAXIMUM OF FIVE OHMS, THE CONTRACTOR SHALL BE RESPONSIBLE TO PROVIDE ADDITIONAL GROUND
CONNECTIONS AS REQUIRED TO MEET THE FIVE OHMS MAXIMUM.
19. EACH EQUIPMENT CABINET SHALL BE CONNECTED WITH ONE #2 AWG INSULATED SOLID TINNED COPPER
WIRE TO GROUND RING.
20. ANTENNA GROUND KITS SHALL BE FURNISHED BY CELLCO PARTNERSHIP AND INSTALLED BY ELECTRICAL
CONTRACTOR.
21. IF CABLES ON ICE BRIDGE ARE MORE THAN SIX FEET FROM THE GROUND BAR AT THE BASE OF THE
TOWER, A SECOND GROUND BAR WILL BE NEEDED AT THE END OF THE ICE BRIDGE RUN TO GROUND THE
CABLE GROUND KIT.

SECTION II - STANDARD SPECIFICATIONS
ITEM 1 - EARTHWORK
1.1 SCOPE OF WORK
1.1.1 GENERAL (EXCLUDED)
THIS WORK SHALL INCLUDE REMOVAL AND
SATISFACTORY DISPOSAL OF ALL MATERIALS
TAKEN FROM WITHIN THE LIMITS OF THE DESIGN.
FORMATION OF EMBANKMENTS WITH SUITABLE
MATERIAL OBTAINED FROM THE EXCAVATIONS AND
STRUCTURAL FILL AND DISPOSAL OFF SITE OF
SURPLUS OR UNSUITABLE MATERIAL SHALL BE
INCLUDED UNDER THE RESPECTIVE EXCAVATION
CLASSIFICATION HEREINAFTER DEFINED.
ALL WORK SHALL CONFORM TO GOVERNING SOIL
CONSERVATION REQUIREMENTS.
1.1.2 EARTH EXCAVATION - GENERAL
THIS WORK SHALL INCLUDE THE REMOVAL AND
SATISFACTORY DISPOSAL OF ALL EARTH
MATERIALS WHICH IS NECESSARY TO OBTAIN SITE,
ROADBED, SLOPES AND OTHER MISCELLANEOUS
CONSTRUCTION TO SUBGRADE ELEVATIONS
WITHIN THE LIMITS SHOWN ON THE DRAWINGS
AND/OR AS ORDERED. ROCK THAT IS DECOMPOSED
TO SUCH AN EXTENT THAT IT HAS THE SAME
WORKABILITY AS EARTH SHALL BE CONSIDERED AS
EARTH.
1.1.3 ROCK EXCAVATION - GENERAL
THIS WORK SHALL INCLUDE THE REMOVAL AND
SATISFACTORY DISPOSAL OF ALL BOULDERS AND
ALL ROCK IN LEDGE FORMATION OR STONE THAT
REQUIRES THE USE OF RIPPERS OR HYDRAULIC
SPLITTERS TO BREAK IT UP WHICH IS NECESSARY
TO OBTAIN SITE, ROADBED, SLOPES AND OTHER
MISCELLANEOUS CONSTRUCTION TO SUBGRADE
ELEVATIONS WITHIN THE LIMITS SHOWN ON THE
DRAWINGS AND/OR AS ORDERED.
NO BLASTING WILL BE PERMITTED.
1.1.4 EXCAVATION - UNSUITABLE MATERIAL
THIS WORK SHALL INCLUDE THE REMOVAL, DOWN
TO FIRM BOTTOM, AND SATISFACTORY DISPOSAL
OF MUCK, SILT, PEAT, WASTE AND SPONGY OR
OTHER UNSTABLE MATERIAL ENCOUNTERED
BELOW THE SUBGRADE IN SITE AND ACCESS ROAD
AREAS. SUCH EXCAVATION SHALL BE MADE ONLY
WHEN ORDERED AND TO THE LIMITS DIRECTED BY
THE ENGINEER.
1.1.5 EARTH EXCAVATION - TRENCH AND FOUNDATION
THIS SHALL INCLUDE THE REMOVAL,
SATISFACTORY DISPOSAL AND REQUIRED
BACKFILLING OF ALL EARTH MATERIALS
ENCOUNTERED BELOW SUBGRADE ELEVATIONS IN
SITE AND ACCESS ROAD AREAS WHICH IS
NECESSARY FOR PROPER COMPLETION OF THE
WORK TO THE DIMENSIONS SHOWN ON THE
DRAWINGS AND/OR AS ORDERED FOR THE
FOLLOWING:
A. THE CONSTRUCTION OF PIPE CULVERTS,
DRAINS AND OUTLETS AND UTILITY LINES.
B. THE REMOVAL OF EXISTING UNDERGROUND
DRAINAGE STRUCTURES AND APPURTENANCES
NOT TO BE REPLACED.
C. THE REMOVAL OF MISCELLANEOUS ITEMS SUCH
AS ABANDONED UNDERGROUND TANKS, PIPE
LINES, ETC.

1.1.6 ROCK EXCAVATION - TRENCH AND FOUNDATION
THIS SHALL INCLUDE THE REMOVAL,
SATISFACTORY DISPOSAL AND REQUIRED
BACKFILLING OF ALL BOULDERS, CONCRETE
STRUCTURES, PAVEMENTS AND ROCK IN LEDGE
FORMATION BELOW SUBGRADE ELEVATIONS IN
SITE AND ACCESS ROAD AREAS THAT REQUIRE
BREAKING BY POWER TOOLS (SUCH AS
JACKHAMMERS, ETC.) PRIOR TO REMOVAL WHICH
IS NECESSARY FOR PROPER COMPLETION OF THE
WORK TO THE DIMENSIONS INDICATED ON THE
DRAWINGS AND/OR AS ORDERED FOR THE ITEMS
OF CONSTRUCTION LISTED IN EARTH EXCAVATION -
TRENCH AND FOUNDATION OF THESE
SPECIFICATIONS.
1.1.7 BORROW EXCAVATION - ORDINARY
THIS WORK SHALL INCLUDE FURNISHING, LOADING
AND HAULING MATERIAL OBTAINED FROM OUTSIDE
LOCATIONS AND PLACING THIS ADDITIONAL
MATERIAL IN THE MANNER SPECIFIED FOR THE
OPERATION IN WHICH IT IS TO BE USED WHEN THE
AMOUNT OF USABLE MATERIAL EXCAVATED WITHIN
THE LIMITS OF THE WORK IS NOT SUFFICIENT TO
COMPLETE EMBANKMENT, BACKFILLING AND
OTHER FEATURES OF THE CONSTRUCTION.
1.1.8 BORROW EXCAVATION - R.O.B. GRAVEL
THIS WORK SHALL INCLUDE THE FURNISHING,
LOADING, HAULING AND PLACING OF GRANULAR
MATERIAL (RUN-OF-BANK GRAVEL OR APPROVED
EQUAL) IN EMBANKMENT, BACKFILL, BEDDING OF
DRAINAGE STRUCTURES AND OTHER FEATURES OF
THE WORK IN ACCORDANCE WITH THE DRAWINGS
AND/OR AS REQUIRED.
1.1.9 RIP-RAP FOR SLOPE PROTECTION
THIS WORK SHALL INCLUDE THE FURNISHING,
LOADING, HAULING AND PLACING OF RIP-RAP ON
SLOPES AND DITCHES AT LOCATIONS SHOWN ON
THE DRAWINGS AND AS REQUIRED.
1.2 MATERIALS
1.2.1 BORROW EXCAVATION - ORDINARY
THIS SHALL CONTAIN NOT MORE THAN 35 PERCENT
BY DRY WEIGHT OF MATERIAL PASSING A NO. 200
SIEVE. IT SHALL BE FREE FROM DETRIMENTAL
QUANTITIES OF ORGANIC, PLASTIC OR FOREIGN
MATTER AND ADEQUATELY GRADED FOR
SATISFACTORY COMPACTION INTO A STABILIZED
SOIL STRUCTURE. IT SHALL HAVE PROPERTIES
SUCH THAT IT MAY BE READILY SPREAD AND
COMPACTED FOR THE PURPOSE INTENDED.
1.2.2 BORROW EXCAVATION - R.O.B. GRAVEL
GRANULAR MATERIAL SHALL CONTAIN NOT MORE
THAN 10 PERCENT BY DRY WEIGHT OF MATERIAL
PASSING A NO. 200 SIEVE. IT SHALL CONSIST OF
HARD, DURABLE STONE AND SAND PRACTICALLY
FREE FROM LOAM, CLAY, ORGANIC, OR FOREIGN
MATTER, WELL-GRADED AND CONTAINING NO
STONE HAVING A GREATER DIMENSION THAN
THREE INCHES. THE MATERIAL SHALL CONTAIN A
SUFFICIENT PERCENTAGE OF FINES TO PERMIT
SATISFACTORY COMPACTION.
1.2.3 RIP-RAP FOR SLOPE PROTECTION
RIP-RAP FOR SLOPE PROTECTION SHALL BE HARD,
DURABLE CRUSHED STONES, FREE OF FINES AND
THREE TO SIX INCHES IN SIZE.
1.3 CONSTRUCTION METHODS
1.3.1 GENERAL REQUIREMENTS
EXCAVATIONS AND FORMATION OF EMBANKMENTS
SHALL BE COMPLETED TO PRODUCE SUBGRADE
ELEVATIONS FOR BERMS, SLOPES, SHOULDERS,
ROADBEDS AND DITCHES, CONFORMING TO THE
LINES, CONTOURS AND DIMENSIONS REQUIRED BY
THE DRAWINGS AND/OR AS DIRECTED BY THE
ENGINEER.
TOES AND TOPS OF ALL SLOPES SHALL BE SHAPED,
ROUNDED AND TRIMMED.
CUT AND FILL SLOPES, BERM, DITCHES AND OTHER
AREAS DISTURBED BY THE GRADING OPERATIONS
AND NOT REQUIRING FURTHER CONSTRUCTION
TREATMENT SHALL BE SEEDED, FERTILIZED AND
MULCHED AS LISTED ELSEWHERE IN THESE
SPECIFICATIONS OR AS INDICATED ON THE
DRAWINGS.
ALL LOOSE ROCK AND BOULDERS SHALL BE
REMOVED WITHIN THE GRADING AREA AND
PROPERLY DISPOSED OF OFF THE SITE OR AS
DIRECTED BY ENGINEER.
BLASTING WILL BE PERMITTED ONLY AS DIRECTED
BY THE ENGINEER OR BY SPECIAL PROVISION TO
THIS CONTRACT.
1.3.2 EXCAVATIONS - GENERAL
THE SEQUENCE OF ALL EXCAVATION OPERATIONS
SHALL INSURE THE MOST DIRECT, COMPLETE AND
EFFICIENT PLACEMENT OF ALL USABLE EXCAVATED
MATERIAL INTO EMBANKMENTS, BACKFILLS, ETC.,
AND THE USE OF A MINIMUM AMOUNT OF OFF-SITE
BORROW.
ROCK ENCOUNTERED IN THE EXCAVATION SHALL
BE USED FOR CONSTRUCTING EROSION
PROTECTION FOR EMBANKMENTS, SLOPES,
CULVERT OPENINGS, DITCHES AND CHANNELS OR
AT ANY OTHER LOCATION ON THE JOB SITE WHERE
THE USE OF SUCH MATERIAL IS NECESSARY OR
ADVANTAGEOUS AS DIRECTED BY THE ENGINEER.
SURPLUS EXCAVATED MATERIAL WHICH IS
SUITABLE SHALL BE USED TO UNIFORMLY WIDEN
EMBANKMENTS, FLATTEN SLOPES, AND FILL LOW
PLACES IN THE SITE.
1.3.3 EXCAVATIONS - TRENCH AND FOUNDATION
EXCAVATION FOR TRENCH AND FOUNDATION IN
FILL SHALL BE DONE BEFORE THE EMBANKMENT
HAS BEEN CONSTRUCTED.
TRENCHES EXCAVATED FOR PIPE CULVERTS,
CONDUITS, ETC. SHALL BE EXCAVATED TO THE
ALIGNMENT AND DEPTH REQUIRED SO AS TO
PROVIDE UNIFORM CONTINUOUS BEARING AND
SUPPORT FOR THE PIPES. BELL HOLES SHALL BE
PROVIDED AS REQUIRED TO PERMIT PROPER
JOINTING OF THE PIPES. IF ROCK IS
ENCOUNTERED, TRENCH SHALL BE EXCAVATED TO
A DEPTH FOUR INCHES BELOW ESTABLISHED
ELEVATION AND BACKFILLED WITH GRANULAR
MATERIAL TO PROVIDE FIRM AND UNIFORM
SUPPORT FOR THE PIPE.
EXCAVATION OF SIDE DITCHES SHALL BE DONE TO
LINES, GRADES AND DIMENSIONS SHOWN ON THE
DRAWINGS OR AS ORDERED BY THE ENGINEER.
FOUNDATION EXCAVATION FOR BUILDINGS, ETC.,
SHALL BE ACCURATELY FINISHED TO THE
ESTABLISHED BOTTOM ELEVATION BY METHODS
THAT SHALL NOT LOOSEN OR DISTURB THE
REMAINING MATERIAL. THE FOUNDATION SHALL BE
SO MAINTAINED UNTIL THE CONCRETE OR OTHER
FOLLOWING BUILDING MATERIAL IS PLACED
THEREON. SHOULD ANY EXCAVATION BE MADE OR
SHOULD ACCEPTABLE FOUNDATION MATERIAL BE
DISTURBED, FOR WHATEVER REASON, BELOW THE
ESTABLISHED BOTTOM ELEVATION, ALL DISTURBED
MATERIAL SHALL BE REMOVED AND THE ENTIRE
DEPTH BELOW THE ESTABLISHED BOTTOM
ELEVATION SHALL BE FILLED WITH CONCRETE OR
THE SUCCEEDING MATERIAL CALLED FOR IN THE
DRAWING DETAILS AT NO EXPENSE TO THE
OWNER. THE BOTTOM OF ALL FOOTINGS SHALL BE
FOUNDED ON FIRM, NATURAL GROUND OR AS
INDICATED ON THE DRAWINGS.
1.3.4 EXCAVATION - UNSUITABLE MATERIAL
UNSUITABLE MATERIAL SHALL BE EXCAVATED BY
METHODS IN A MANNER WHICH SHALL ASSURE THE
REMOVAL OF ALL MUCK, MUD AND OTHER
UNSTABLE MATERIALS DOWN TO FIRM NATURAL
GROUND WITHIN THE REQUIRED LIMITS SO THAT
THE UNSTABLE MATERIALS SHALL NOT BE MIXED
WITH THE EMBANKMENT MATERIAL.
MATERIALS FROM ALL CLASSES OF EXCAVATION
WHICH ARE UNSUITABLE SHALL BE KNOWN AS
WASTE AND SHALL BE DISPOSED OF OUTSIDE THE
CONSTRUCTION DESIGN LIMITS, UNLESS
OTHERWISE DIRECTED.
WHEN DISPOSAL OF UNSUITABLE OR SURPLUS
MATERIAL IS DONE OUTSIDE THE CONSTRUCTION
LIMITS OF SITE AND ACCESS ROAD GRADING, IT
SHALL BE ACCOMPLISHED IN SUCH A MANNER AS
NOT TO OBSTRUCT OR IMPAIR NATURAL DRAINAGE,
EFFICIENCY OF DRAINAGE STRUCTURES, EXISTING
FACILITIES OR ANY PART OF THE SITE OR ACCESS
ROAD.
1.3.5 EMBANKMENTS AND BACKFILL
THE EMBANKMENTS SHALL BE CONSTRUCTED OF
WELL GRADED MATERIALS. PRIOR TO PLACEMENT
OF THE FIRST LAYER OF EMBANKMENT, THE
GROUND SURFACE WITHIN THE SITE AND ACCESS
ROAD AREAS SHALL BE CLEARED AND PREPARED
AS SPECIFIED.
UNLESS OTHERWISE DIRECTED BY THE ENGINEER,
A MINIMUM OF 95 PERCENT MODIFIED PROCTOR
TEST DENSITY (CURRENT ASTM STANDARDS
DESIGNATION D1557) IS REQUIRED.
FROZEN MATERIAL SHALL NOT BE PLACED ON
EMBANKMENTS, NOR SHALL MATERIALS BE PLACED
ON FROZEN EMBANKMENTS.
FORMATION OF EMBANKMENT SHALL BE
PERFORMED IN SUCCESSIVE HORIZONTAL LAYERS
NOT MORE THAN 6 INCHES THICK. EACH LAYER
SHALL BE COMPACTED BY EQUIPMENT ROLLING
UNTIL A FIRM AND UNYIELDING SURFACE IS
PRODUCED AND BEFORE THE NEXT LAYER IS
PLACED. WHEN THE REQUIRED COMPACTION
CANNOT BE OBTAINED BY ROLLING ALONE,
WATERING, PUDDLING, DISCING AND OTHER
ACCEPTABLE METHODS SHALL BE APPLIED TO
ACHIEVE THE DESIRED RESULT.
EMBANKMENTS SHALL BE CROWNED OR PITCHED
TO PROVIDE DRAINAGE AT THE CLOSE OF EACH
DAY'S WORK.
WHEN FILLING IN 6 INCH LAYERS IS IMPRACTICABLE
AS IN THE CASE OF FILLING IN WATER OR OVER
SLOPES TOO STEEP FOR THE OPERATION OF
EQUIPMENT, EMBANKMENT SHALL BE
CONSTRUCTED IN ONE LAYER TO THE MINIMUM
ELEVATION AT WHICH EQUIPMENT CAN BE
OPERATED. ABOVE THIS ELEVATION, THE
EMBANKMENT SHALL BE CONSTRUCTED AS
PREVIOUSLY SPECIFIED.
EMBANKMENT REQUIRED IN FREE WATER AREAS
SHALL BE CONSTRUCTED OF ROCK OR FREE
DRAINING MATERIAL, OR A MIXTURE OF BOTH TO
AN ELEVATION TWO FEET ABOVE THE FREE WATER
SURFACES AT THE TIME OF FILLING.
ALL SUITABLE MATERIALS OBTAINED FROM THE
EXCAVATION SHALL BE USED EITHER IN THE
FORMATION OF EMBANKMENTS FOR SITE AREAS
AND ACCESS ROAD OR FOR BACKFILL UNDER,
OVER OR AROUND FOUNDATIONS, PIPE CULVERTS,
AND AT SUCH OTHER PLACES AS DIRECTED. THE
MATERIAL SHALL BE PLACED AND COMPACTED IN A
MANNER SATISFACTORY FOR THE WORK
REQUIRED. APPROVAL FOR USE AND PLACING OF
VARIOUS MATERIALS ENCOUNTERED IN THE
EXCAVATION SHALL BE AS DIRECTED.
BACKFILL MATERIAL SHALL BE FREE FROM LARGE
OR FROZEN LUMPS, WOOD AND OTHER
EXTRANEOUS MATTER. ALL BACKFILL SHALL BE
PLACED IN LAYERS OF SIX INCHES AND
THOROUGHLY COMPACTED WITH MECHANICAL

IN BACKFILLING, ROCK FILL OR BOULDERS SHALL
NOT BE PLACED CLOSER THAN TWO FEET FROM
MASONRY OR PIPE ON THE SIDES OR TOP. NO
ROCK IN EXCESS OF SIX INCHES IN ITS LARGEST
DIMENSION SHALL BE INCORPORATED IN THE TOP
TWO FOOT LAYER OF EMBANKMENT IMMEDIATELY
BELOW THE SUBGRADE.
SECTION II - STANDARD SPECIFICATIONS
ITEM 2 - CONCRETE
2.1 SCOPE OF WORK
THE WORK SHALL INCLUDE THE FURNISHING AND
COMBINING OF MATERIALS FOR ALL THE WORK
INDICATED ON THE DRAWINGS OR IN THE
SPECIFICATIONS TO BE OF PLAIN, REINFORCED OR
PRECAST CONCRETE AND ITS INSTALLATION WITH
FORMS AND REINFORCEMENT. THE WORK SHALL
INCLUDE, BUT NOT BE LIMITED TO, FOUNDATIONS,
WALLS, SLABS, PIPE SUPPORTS, FOOTINGS AND
OTHER MISCELLANEOUS CONCRETE
CONSTRUCTION TO DIMENSIONS SHOWN ON THE
DRAWINGS OR AS REQUIRED, SUBJECT TO THE
TERMS OF THE CONTRACT.
2.2 SUBMITTALS
2.2.1 PRIOR TO PLACING ANY CONCRETE, MIX DESIGN
SHALL BE PREPARED AND SUBMITTED TO THE
ENGINEER FOR APPROVAL OF STRENGTH OF
CONCRETE. MIX DESIGNS SHALL INDICATE ALL
ADMIXTURES.
2.2.2 SHOP DRAWINGS COVERING FABRICATION AND
SETTING OF ALL REINFORCING STEEL SHALL BE
SUBMITTED TO THE ENGINEER FOR APPROVAL
BEFORE PROCEEDING WITH THE FABRICATION OF
ANY REINFORCEMENT.
2.2.3 CONCRETE CERTIFICATION: THE CONTRACTOR
SHALL DELIVER TO THE ENGINEER COPIES OF THE
DELIVERY SLIPS CERTIFYING THE MATERIALS AND
PROPORTIONS USED TO PREPARE THE CONCRETE
MIX ARE IN COMPLIANCE WITH THE
SPECIFICATIONS.
2.3 MATERIALS
UNLESS SPECIFIED OTHERWISE, ALL MATERIALS
SHALL CONFORM TO ASTM STANDARD
SPECIFICATIONS. APPLICABLE ITEMS SHALL BE
INSTALLED ACCORDING TO THE MANUFACTURER'S
RECOMMENDATIONS.
2.3.1 CAST IN PLACE CONCRETE
PORTLAND CEMENT SHALL COMPLY WITH ASTM
C150, TYPE IA OR IIA. (FIVE PERCENT AIR
ENTRAINED.)
HIGH EARLY STRENGTH PORTLAND CEMENT SHALL
COMPLY WITH ASTM C150, TYPE IIIA.
AGGREGATES SHALL CONFORM TO ASTM C33.
COARSE AGGREGATE SHALL CONSIST OF
CRUSHED GRAVEL, CRUSHED STONE, OR OTHER
MATERIALS WHICH HAVE SHOWN BY ACTUAL
SERVICE TO PRODUCE CONCRETE OF THE
REQUIRED QUALITY.
CONCRETE MAY CONTAIN A MAXIMUM SIZE
AGGREGATE OF 3/4 INCHES IF SPACING OF THE
REINFORCING STEEL PERMITS.
WATER USED IN MIXING CONCRETE SHALL BE

2.4 CONSTRUCTION METHODS
2.4.1 POURED IN PLACE CONCRETE
2.4.1.1 ALL CONCRETE SHALL DEVELOP A MINIMUM 28
DAY STRENGTH OF 4000 PSI UNLESS OTHERWISE
SPECIFIED. THE MINIMUM CEMENT FACTOR SHALL
BE 6.5 BAGS OF PORTLAND CEMENT PER CUBIC
YARD OF CONCRETE. THE WATER CEMENT RATIO
IN A CONCRETE MIX SHALL NOT EXCEED 4.5
GALLONS PER BAG. THE MEASUREMENTS SHALL
BE BY WEIGHT. METHODS OF CONVEYING,
DEPOSITING, CURING AND PROTECTING
CONCRETE AND INSTALLING REINFORCING STEEL,
WELDED WIRE MESH AND OTHER MATERIALS
INCLUDED IN THE CONCRETE SHALL BE IN THE
ACCEPTED MANNER AND BEST STANDARDS
RECOMMENDED AND OUTLINED BY THE
AMERICAN CONCRETE INSTITUTE AND PORTLAND

CONCRETE SHALL BE PROPERLY SPADED AND

THE CONCRETE RISES IN THE FORMS. BACK-UP
VIBRATORS SHALL BE AT THE JOB SITE IN CASE

2.4.1.2 ALL CONCRETE MUST BE FORMED. FORMS SHALL
BE BUILT TRUE TO THE LINES AND GRADES
DESIGNATED. THEY SHALL BE SUBSTANTIALLY
CONSTRUCTED, STRONG, RIGID, MORTAR-TIGHT,
AND ADEQUATELY BRACED OR TIED. FORMS
SHALL BE DESIGNED AND CONSTRUCTED BY THE
CONTRACTOR TO WITHSTAND ALL LOADS AND
PRESSURES, OUTLINED IN CHAPTER 1, DESIGN,
OF "RECOMMENDED PRACTICE FOR CONCRETE
FORM WORK" (ACI 347) INCLUDING THOSE
IMPOSED BY PLASTIC CONCRETE TAKING FULL
ACCOUNT OF THE STRESSES DUE TO THE RATE
OF POUR, EFFECTIVE VIBRATION AND

TO MAINTAIN SPECIFIED TOLERANCES, THE FORM
WORK SHALL BE CUMBERED TO COMPENSATE
FOR ANTICIPATED DEFLECTIONS IN THE FORM
WORK PRIOR TO HARDENING OF THE CONCRETE.
POSITIVE MEANS OF ADJUSTMENT OF SHORES
AND STRUTS SHALL BE PROVIDED AND ALL
SETTLEMENT SHALL BE TAKEN UP DURING
CONCRETE PLACING OPERATION.
THE FORM WORK SHALL BE CONSTRUCTED SO
THAT CONCRETE SURFACES WILL CONFORM TO
THE TOLERANCES LISTED BELOW:
VARIATION FROM THE LEVEL OR
FROM THE GRADES SPECIFIED: 1/4" IN 10 FT.
VARIATION OF LINEAR
BUILDING LINES: 1/2" IN 20 FT.
RE-USED FORMS SHALL BE IN GOOD CONDITION IN
ALL RESPECTS. GROOVES AND CHAMFERS SHALL
BE FORMED WITH FINISHED LUMBER OR
APPROVED PLASTIC STRIPS. ALL EXPOSED
EDGES AND CORNERS OF CONCRETE ABOVE
GRADE, NOT OTHERWISE SPECIFIED ON THE
DRAWINGS, SHALL BE CHAMFERED. SURFACES OF
THE FORMS SHALL BE COATED WITH AN
APPROVED COATING MATERIAL.
REMOVAL OF FORMS: WHEN THE PLACING OF
CONCRETE HAS BEEN COMPLETED UNDER GOOD
WEATHER CONDITIONS, FORMS AND SUPPORTS
MAY BE REMOVED FROM SURFACES CARRYING
NO LOADS AFTER 24 HOURS, OR AS DIRECTED BY
THE ENGINEER.
DURING COLD WEATHER, FORMS AND SUPPORTS
SHALL REMAIN IN PLACE AT LEAST 5 DAYS FOR
SURFACES CARRYING NO LOADS.
UPON REMOVAL OF FORMS ALL TIES SHALL BE
CUT BACK TO A DEPTH OF APPROXIMATELY 1-1/2
INCHES. ANY HONEYCOMB CONCRETE SHALL BE
CUT BACK TO SOUND CONCRETE. THESE
OPENINGS SHALL BE GROUTED WITH A STIFF
MORTAR OF THE SAME COMPOSITION AS THAT
USED IN THE CONCRETE.
DOWELS, BOLTS, SLEEVES AND ANCHORS,
HANGERS, PIPING AND OTHER WORK REQUIRED
TO BE BUILT INTO THE CONCRETE SHALL BE
ACCURATELY SET IN THE FORMS PRIOR TO
PLACEMENT OF CONCRETE.
2.4.1.3 A VAPOR BARRIER SHALL BE PROVIDED BENEATH
THE ENTIRE CONCRETE FLOOR SLAB OF THE
BUILDING COVERING THE COMPACTED SUBBASE
DESCRIBED ELSEWHERE IN THESE
SPECIFICATIONS. THE SHEETS SHALL BE PLACED
WITH GREATEST WIDTHS AND LENGTHS
PRACTICABLE, LAPPED NOT LESS THAN SIX
INCHES AND SEALED WITH AN APPROVED
ADHESIVE. THE RIGID INSULATION BOARD AND
PREMOLDED JOINT FILLER SHALL BE INSTALLED
AT THE LOCATIONS AND TO THE DIMENSIONS
SHOWN ON THE DRAWINGS.
CONCRETE FLOOR SLABS SHALL BE FLOATED TO
THE DESIRED GRADE AND ALLOWED TO STAND
UNTIL ALL WATER SHEEN HAS DISAPPEARED
BEFORE STEEL TROWELING.
FINAL TROWELING SHALL BE DONE WITH A
MECHANICAL STEEL FLOAT WHEN THE CONCRETE
IS SUFFICIENTLY HARD THAT NO MORTAR
ACCUMULATES ON THE TROWEL AND A RINGING
SOUND IS PRODUCED AS THE TROWEL IS DRAWN
OVER THE SURFACE.
HIGH EARLY STRENGTH CEMENT SHALL BE USED
ONLY WHEN ORDERED BY THE ENGINEER FOR
THE PURPOSE OF EXPEDITING THE WORK.
2.4.1.4 CONCRETING IN COLD WEATHER: DURING COLD
WEATHER, CONCRETE MAY BE PLACED WHEN THE
AIR TEMPERATURE IN THE SHADE AND AWAY
FROM ARTIFICIAL HEAT IS 40 DEGREES F OR
ABOVE, AND RISING. IT SHALL NOT BE PLACED
WHEN THE AIR TEMPERATURE IN THE SHADE AND
AWAY FROM ARTIFICIAL HEAT IS 40 DEGREES F
AND FALLING, EXCEPT WITH THE SPECIFIC
APPROVAL OF THE ENGINEER. WHEN SUCH
PLACING OF CONCRETE IS APPROVED BY THE
ENGINEER, CONCRETE SHALL CONFORM TO THE
STANDARDS OF THE LATEST EDITION OF ACI 306
"RECOMMENDED PRACTICE FOR COLD WEATHER
CONCRETING".
IF THE CONCRETE IS TO BE PROTECTED BY
INSULATION, THE INSULATION MATERIAL SHALL BE
OF A THICKNESS AND HAVE THERMAL
CONDUCTIVITY PROPERTIES SUCH AS WILL
INSURE THE MAINTENANCE OF THE REQUIRED
TEMPERATURES FOR THE SPECIFIED PERIOD OF
TIME THROUGHOUT THE ENTIRE MASS OF
CONCRETE.
THE EXACT METHODS OF PLACING, PROTECTING
AND CURING CONCRETE TO BE FOLLOWED
DURING ALL SUCH COLD WEATHER WORK SHALL
BE SPECIFICALLY APPROVED BY THE ENGINEER,
FOR EACH TYPE OF CONSTRUCTION BEFORE
CONCRETING WILL BE PERMITTED TO START. THE
CONTRACTOR SHALL ASSUME ALL RISK
CONNECTED WITH PLACING CONCRETE UNDER
COLD WEATHER CONDITIONS AND APPROVAL BY
THE ENGINEER OF THE METHODS ADOPTED
SHALL IN NO WAY RELIEVE THE CONTRACTOR OF
HIS RESPONSIBILITY FOR THE PRODUCTION OF
SATISFACTORY CONCRETE. SHOULD THE
CONCRETE PLACED UNDER SUCH CONDITIONS
PROVE UNSATISFACTORY, IT SHALL BE
REJECTED, REMOVED AND REPLACED WITH
SATISFACTORY CONCRETE, AND NO PAYMENT
SHALL BE MADE FOR REMOVING AND REPLACING
THE DEFECTIVE CONCRETE.
2.4.1.5 HOT WEATHER CONCRETING: METHODS OF
PRODUCING, PLACING, AND CURING CONCRETE
DURING HIGH TEMPERATURE, LOW HUMIDITY
ENVIRONMENTAL CONDITIONS SHALL BE AS
OUTLINED IN THE AMERICAN CONCRETE
INSTITUTE (ACI) STANDARD 305-72,
"RECOMMENDED PRACTICE FOR HOT WEATHER
CONCRETING".
SCHEDULING AND PROCEDURE PLANNED FOR
PRODUCING, PLACING AND CURING CONCRETE
SHALL BE SUBMITTED TO THE ENGINEER FOR
APPROVAL WELL IN ADVANCE OF THE DATE
CONCRETING IS ANTICIPATED. UNDER NO
CIRCUMSTANCES SHALL CONCRETE DELIVERY BE
SCHEDULED UNTIL ALL FORM WORK AND
GROUNDWORK IS COMPLETED, AND ALL
EQUIPMENT AND MATERIALS REQUIRED FOR
PLACING, HANDLING AND CURING THE CONCRETE
ARE PRESENT AT THE JOB SITE.
PLANS SHALL INCLUDE PROCEDURES AS STATED
IN ACI 305, SUCH AS PRECOOLING OF
AGGREGATE AND THE USE OF ICE INSTEAD OF
WATER, NECESSARY TO LIMIT THE TEMPERATURE
OF CONCRETE WHEN PLACED TO LESS THAN 90
DEGREES F. ADMIXTURES FOR RETARDING AND
WATER REDUCING SHALL NOT BE ALLOWED
UNLESS PREVIOUSLY APPROVED BY THE
ENGINEER, AND ONLY THOSE MEETING ASTM
C494-71, "STANDARD SPECIFICATIONS FOR
CHEMICAL ADMIXTURES FOR CONCRETE", TYPES
B AND D SHALL BE CONSIDERED FOR APPROVAL.
THE PERIOD OF TIME BETWEEN MIXING AND
DELIVERY MUST BE KEPT TO AN ABSOLUTE
MINIMUM; THEREFORE, ATTENTION SHALL BE
GIVEN TO COORDINATING THE DISPATCHING OF
TRUCKS WITH THE RATE OF PLACEMENT TO
AVOID DELAYS. THE FIRST BATCH IN PARTICULAR
SHALL BE PLACED PROMPTLY ON ARRIVAL.
PLACEMENT SHALL BE IN SHALLOW LAYERS AND
CONCRETE SHALL BE VIBRATED IMMEDIATELY
AFTER PLACEMENT.
2.4.1.6 TEST CYLINDERS: IN ORDER THAT THE ENGINEER
CAN MAINTAIN A RECORD OF THE STRENGTH GAIN
OF ALL CONCRETE PLACED, CONTRACTOR SHALL
HAVE A CERTIFIED TESTING LABORATORY MAKE
STANDARD SIX BY TWELVE INCH CONCRETE TEST
CYLINDERS FOR DETERMINING COMPRESSIVE
STRENGTH, PERFORM SLUMP TESTS OF
SUPPLIED CONCRETE AS REQUIRED BY THE
ENGINEER AND OTHER TESTS AS REQUIRED OF
THE CONCRETE USED DURING THE COURSE OF
CONSTRUCTION. THE CONTRACTOR SHALL
PROVIDE THE CONCRETE AND MOLDS FOR THE
TEST CYLINDERS; ALSO, HE SHALL BE
RESPONSIBLE FOR THE HANDLING AND
PROTECTION OF THE CYLINDERS ON THE JOB
SITE, AND SHALL ARRANGE FOR DELIVERY OF THE
CYLINDERS TO THE TESTING LABORATORY AS
DIRECTED BY THE ENGINEER. THE ENGINEER
WILL INDICATE THE IDENTIFICATION TO BE
MARKED (OR TAGGED) ON EACH CYLINDER. WHEN
CONCRETING DURING HOT OR COLD WEATHER
CONDITIONS, TEST CYLINDERS SHALL RECEIVE
THE SAME PROTECTION TREATMENT AS THE
CONCRETE STRUCTURE.
THE CYLINDERS SHALL BE MADE IN ACCORDANCE
WITH THE REQUIREMENTS OF ASTM C31. IN
GENERAL ONE SET OF CYLINDERS SHALL BE
MADE FOR EACH 30 CUBIC YARDS, OR FRACTION
THEREOF, OF CONCRETE PLACED EACH DAY
AND/OR AS DIRECTED BY THE ENGINEER. EACH
SET OF CYLINDERS SHALL CONSIST OF FOUR OR
SIX CYLINDERS. WHEN SIX CYLINDERS ARE MADE,
TWO MAY BE TESTED AT THREE DAYS, FOR THE
PURPOSE OF DETERMINING WHETHER OR NOT
THE CONCRETE REPRESENTED BY THE
CYLINDERS HAS ACQUIRED SUFFICIENT
STRENGTH TO SUPPORT SAFELY ITS OWN DEAD
WEIGHT AND ANY LOADS THAT MAY BE IMPOSED
THEREON. NORMALLY, TWO CYLINDERS OF EACH
SET SHALL BE TESTED AT SEVEN DAYS AND TWO
CYLINDERS OF EACH SET SHALL BE TESTED AT 28
DAYS.
THE COST OF THE CONCRETE CYLINDER MOLDS,
PREPARING THE CYLINDERS, CARE OF THE
CYLINDERS ON THE SITE, AND TRANSPORTING
THE CYLINDERS TO THE LABORATORY SHALL BE
AT THE EXPENSE OF THE CONTRACTOR. THE
CONTRACTOR WILL PAY THE COSTS OF MAKING
THE TESTS AT THE LABORATORY. ALL FIELD AND
LABORATORY TEST DATA SHALL BE DELIVERED
TO THE ENGINEER.
IF THE RESULTS OF A SEVEN DAY CYLINDER TEST
INDICATE THAT THE CONCRETE MAY NOT
DEVELOP THE MINIMUM 28 DAY STRENGTH
SPECIFIED, THE ENGINEER RESERVES THE RIGHT
TO ORDER THE CONTRACTOR TO IMMEDIATELY
CORE THE PORTION OF THE CONCRETE
STRUCTURE REPRESENTED BY THAT CYLINDER
FOR TESTING PURPOSES. THE CORING SHALL BE
MADE OF THE SIZE AND AT THE LOCATIONS
ORDERED BY THE ENGINEER. CORING AND
FILLING CORE HOLES WITH CONCRETE SHALL BE
DONE AT THE CONTRACTOR'S EXPENSE; CORE
TESTING SHALL BE DONE AT THE CONTRACTOR'S
EXPENSE. IF THE RESULTS OF THE CORE TESTS
INDICATE THAT, IN THE SOLE OPINION OF THE
ENGINEER, THE EXPECTED RATE OF INCREASE IN
STRENGTH IS NOT SUFFICIENT TO PRODUCE
SATISFACTORY STRENGTH AT 28 DAYS, THE
PORTION OF THE CONCRETE STRUCTURE
REPRESENTED BY THE CORE, AS DELINEATED BY
THE ENGINEER, SHALL BE REMOVED AND
DISPOSED OF, AT THE CONTRACTOR'S EXPENSE,
AND THAT PORTION REPLACED WITH NEW
CONSTRUCTION. IF THE RESULTS OF THE CORE
TESTS INDICATE THAT A SATISFACTORY 28 DAY
STRENGTH MAY YET BE REALIZED, POSSIBLE
REJECTION OF THE CONCRETE IN QUESTION
SHALL BE DEFERRED UNTIL THE 28 DAY
CYLINDERS ARE TESTED. IF A 28 DAY CYLINDER
BREAKS AT A STRENGTH BELOW THE REQUIRED

ITEM 3 - STONE SURFACING
3.1 SCOPE OF WORK
3.1.1 GENERAL
THIS WORK SHALL INCLUDE THE FURNISHING AND PLACING OF A
STONE SURFACE WEARING COURSE ON THE PREPARED
SUBGRADE OF THE SITE AREA TO THE REQUIRED ELEVATIONS
SHOWN ON THE DRAWINGS AND AS SPECIFIED.
3.2 MATERIALS
SIX INCH THICK (MINIMUM) SURFACE WEARING COURSE SHALL
CONSIST OF CRUSHED STONE CONFORMING TO THE
REQUIREMENTS OF ASTM C33. IN ADDITION, THE MIX SHALL
CONTAIN 10 TO 15 PERCENT OF BINDER MATERIAL (IRON OXIDE,
LIMESTONE DUST OR LOAM).
THE CONTRACTOR SHALL SUBMIT A 5 POUND SAMPLE OF THE
MATERIAL TO THE ENGINEER FOR APPROVAL PRIOR TO DELIVERY
TO THE SITE.
3.3 CONSTRUCTION METHODS
BEFORE PLACING THE SURFACING, THE SUBGRADE SHALL BE
FINE-GRADED TO THE LINES AND GRADES SHOWN ON THE
DRAWINGS, AND COMPACTED UNTIL AN UNYIELDING SURFACE IS
PRODUCED AS DETERMINED BY THE ENGINEER.
THE SURFACING MATERIAL SHALL BE SPREAD ON THE PREPARED
SUBGRADE TO THE DEPTH CALLED FOR AND COMPACTED BY AN
APPROVED TYPE ROLLER. THE MATERIAL SHALL BE WETTED, IF
REQUIRED, BLADED, DRAGGED, SCRAPED AND RECOMPACTED
UNTIL CONFORMANCE IS OBTAINED TO THE SPECIFIED CROSS
SECTION.
WHEN ADDITIONAL BINDER MATERIAL IS REQUIRED, IT SHALL BE
FURNISHED AND APPLIED. SUCH ADDITIONAL BINDER MATERIAL
SHALL BE CAREFULLY AND EVENLY INCORPORATED INTO THE
WEARING COURSE BY SCARIFYING, HARROWING, BROOMING OR
OTHER APPROVED METHODS.
SECTION II - STANDARD SPECIFICATIONS
ITEM 4 - ELECTRICAL SERVICE ENTRANCE SYSTEM
4.1 GENERAL SCOPE OF WORK
THE ELECTRICAL DISTRIBUTION SYSTEM WORK UNDER THIS ITEM
SHALL CONSIST OF ALL EQUIPMENT, WIRING, LABOR AND
MATERIALS TO INCLUDE BUT NOT BE LIMITED TO CONDUIT, METER,
GENERATOR, POWER TRANSFER LOAD CENTER AND GROUNDING
FOR COMPLETE INSTALLATION OF THE SYSTEM, READY FOR
OPERATION AS SHOWN ON THE DRAWINGS AND AS SPECIFIED
HEREIN. ALL WORK AND MATERIALS SHALL BE AS REQUIRED BY
THE LOCAL POWER COMPANY HAVING JURISDICTION FOR A
COMPLETE ELECTRICAL SERVICE ENTRANCE.
4.2 CONNECTIONS TO EXISTING DISTRIBUTION SYSTEM
A. THE CONTRACTOR SHALL FURNISH AND INSTALL THE
ELECTRICAL SERVICE ENTRANCE SYSTEM COMPLETE AS
SHOWN ON THE DRAWINGS.
B. THE POWER COMPANY SHALL MAKE FINAL CONNECTIONS
BETWEEN THEIR FACILITIES AND THE SERVICE ENTRANCE.
WHEN THE NEW INSTALLATION IS COMPLETE AND ACCEPTED,
THE CONTRACTOR SHALL NOTIFY THE OWNER.
4.3 STANDARDS FOR WORK PERFORMED
A. THE DRAWINGS INDICATE THE EXTENT AND GENERAL
ARRANGEMENT OF THE ELECTRICAL SERVICE ENTRANCE.
B. THE ELECTRICAL MATERIALS, CONSTRUCTION AND
INSTALLATION SHALL CONFORM TO THE REQUIREMENTS OF
THE NATIONAL ELECTRICAL CODE OF THE NATIONAL FIRE
PROTECTION ASSOCIATION (LATEST EDITIONS), AND SHALL
CONFORM TO ALL LOCAL AND SPECIAL LAWS OR ORDINANCES
GOVERNING SUCH INSTALLATIONS, AND TO THE SPECIAL
REQUIREMENTS HEREIN SET FORTH. THE CONTRACTOR SHALL
OBTAIN NECESSARY PERMIT AND MAKE ARRANGEMENTS WITH
UTILITY COMPANY FOR SERVICE CONNECTION. THE UTILITY
COMPANY SHALL PROVIDE THE METER AND THE CONTRACTOR
SHALL PROVIDE THE METER SOCKET TO ACCEPT THE METER.
THE CONTRACTOR SHALL SUPPLY THE REQUIRED
UNDERWRITERS' CERTIFICATE FOR ALL WORK PERFORMED.
INSTALL CONDUIT AND SERVICE WIRE AS SHOWN ON THE
DRAWINGS. THE CONDUIT INSTALLATION AND WIRE
INSTALLATION SHALL BE COORDINATED WITH THE POWER
COMPANY. ALL WORK TO BE COORDINATED WITH THE POWER
COMPANY AND COMPLETED WITHIN ONE WORKING DAY.
C. MATERIALS AND EQUIPMENT SHALL BE ESSENTIALLY THE
STANDARD CATALOG PRODUCTS OF A MANUFACTURER
REGULARLY ENGAGED IN THE MANUFACTURE OF THE
PRODUCTS. MATERIALS AND EQUIPMENT SHALL MEET THE
APPLICABLE REQUIREMENTS OF THESE SPECIFICATIONS, AND
SHALL ESSENTIALLY DUPLICATE MATERIAL AND EQUIPMENT
THAT HAVE BEEN IN SATISFACTORY USE AT LEAST TWO YEARS.
D. THE CONTRACTOR SHALL BE SPECIFICALLY RESPONSIBLE FOR
THE COORDINATION AND PROPER RELATION OF THE WORK TO
THE SITE AND TO THE WORK OF ALL TRADES. THE
CONTRACTOR SHALL VISIT THE PREMISES AND THOROUGHLY
FAMILIARIZE HIMSELF WITH ALL DETAILS OF THE WORK AND
WORKING CONDITIONS, TO VERIFY ALL DIMENSIONS IN THE
FIELD, AND TO ADVISE THE OWNER OF ANY DISCREPANCY
BEFORE PERFORMING ANY WORK.
E. TRENCHING AND BACKFILL FOR UNDERGROUND CONDUIT
SHALL BE PERFORMED IN ACCORDANCE WITH PROVISIONS OF
THE SECTION - EARTHWORK.
F. ALL MATERIALS AND EQUIPMENT SHALL BE AS REQUIRED AND
AS APPROVED BY THE POWER COMPANY.
G. AS SOON AS PRACTICABLE, AND BEFORE STARTING
INSTALLATION OF ANY MATERIALS OR EQUIPMENT, SUBMIT FOR
APPROVAL A COMPLETE LIST, IN TRIPLICATE, OF MATERIALS
AND EQUIPMENT TO BE INCORPORATED IN THE WORK. THIS
LIST SHALL INCLUDE MANUFACTURER'S STYLE OR CATALOG
NUMBERS, CUTS, OR SUCH OTHER DESCRIPTIVE DATA AS MAY
BE REQUIRED. NO CONSIDERATION WILL BE GIVEN TO PARTIAL
LISTS SUBMITTED FROM TIME TO TIME. APPROVAL OF
MATERIALS WILL BE BASED ON MANUFACTURER'S PUBLISHED
DATA; APPROVAL OF MATERIALS AND EQUIPMENT WILL BE
TENTATIVE SUBJECT TO SUBMISSION OF COMPLETE SHOP
DRAWINGS INDICATING COMPLIANCE WITH THE DRAWINGS.
H. AFTER RECEIVING APPROVAL OF THE EQUIPMENT ON THE
MATERIALS LIST AND BEFORE INSTALLATION OF ANY OF THESE
ITEMS, SUBMIT COMPLETE SHOP DRAWINGS AND SUCH OTHER
DESCRIPTIVE DATA AS THE OWNER MAY REQUIRE TO
DEMONSTRATE COMPLIANCE WITH THE DOCUMENTS. IF
DEPARTURES FROM THE DRAWINGS ARE DEEMED NECESSARY
BY THE CONTRACTOR, DETAILS OF SUCH DEPARTURES,
INCLUDING CHANGES AND THE REASONS THEREFOR, SHALL BE
SUBMITTED WITH THE SHOP DRAWINGS.
I. MATERIALS AND EQUIPMENT SHALL BE INSTALLED IN
ACCORDANCE WITH THE APPROVED RECOMMENDATIONS OF
THE MANUFACTURER TO CONFORM WITH THE DOCUMENTS.
THE INSTALLATION SHALL BE ACCOMPLISHED BY WORKMEN
SKILLED IN THIS TYPE OF WORK.
4.4 WIRE AND CABLE
WIRE AND CABLE SHALL HAVE THE SIZE, GRADE OF INSULATION,
RATED VOLTAGE, AND MANUFACTURER'S NAME PERMANENTLY
MARKED ON IT AT REGULAR INTERVALS.
4.4.1 MATERIALS
A. ALL INSULATED WIRES AND CABLES SHALL CONFORM TO THE
LATEST ICEA SPECIFICATIONS APPLICABLE TO INSULATED WIRE
AND CABLE. WIRES AND CABLES, UNLESS OTHERWISE
SPECIFIED, SHALL BE MANUFACTURED BY GENERAL CABLE CO.,
GENERAL ELECTRIC CO., OR TRIANGLE CONDUIT AND CABLE
CO. ALL CONDUCTORS SHALL BE COPPER OF NOT LESS THAN
98 PERCENT CONDUCTIVITY, WITH CLASS B STRANDING.
1. INTERIOR AND EXTERIOR BUILDING WIRING FOR POWER AND
FEEDERS SHALL BE SINGLE CONDUCTOR, COPPER, 600 VOLT
AC TYPE "XHHW" OR "THHN/THWN-2" INSULATION, OF SIZES
SHOWN ON THE DRAWINGS. STRANDED WIRE SHALL BE
USED FOR AWG NO. 8 AND LARGER SIZES OF WIRE.

CONDUCTOR REQUIRED FOR SIGNAL GROUNDING SHALL BE
IDENTIFIED BY A GREEN-YELLOW INSULATION.
CONDUCTORS SHALL BE FACTORY COLOR-CODED, OR WHEN
APPROVED, COLORED VINYL MARKER TAPES MAY BE
SUBSTITUTED. CABLES INSTALLED IN WIREWAYS SHALL BE
COLOR-CODED EVERY 3 FEET, AND ALSO AT ALL JUNCTION
BOXES AND FITTINGS.
C. WIRE AND CABLE SHALL BE SUITABLY PROTECTED FROM
WEATHER AND DAMAGE DURING STORAGE AND HANDLING AND
SHALL BE IN FIRST-CLASS CONDITION WHEN INSTALLED.
4.4.2 INSTALLATION OF WIRE AND CABLE
A. ALL WIRES AND CABLES SHALL BE INSTALLED BY METHODS
WHICH WILL NOT INJURE CABLE INSULATION OR JACKETS. ONLY
POWDERED SOAPSTONE OR SIMILAR MATERIAL SHALL BE USED
AS A PULLING LUBRICANT, EXCEPT IN UNDERGROUND DUCTS
WHERE A PULLING LUBRICANT FOR THIS USE WILL BE
APPROVED BY THE ENGINEER.
B. ALL WIRES TO BE INSTALLED IN ONE CONDUIT SHALL BE
PULLED AT THE SAME TIME. ALL FEEDER CABLES SHALL BE
CONTINUOUS FROM ORIGIN TO PANEL TERMINATION WITHOUT
SPLICES IN INTERMEDIATE PULL BOXES.
C. TERMINALS ON SINGLE CONDUCTOR WIRES SHALL BE MADE
WITH HYDRAULICALLY INDENTED COPPER CONDUCTORS LARGE
ENOUGH TO ENCLOSE ALL CONDUCTOR STRANDS, BURNDY OR
APPROVED EQUAL.
D. COMPOSITION OR PORCELAIN WIRE-NUTS WILL NOT BE
ACCEPTED FOR CONNECTING ANY WIRE REGARDLESS OF SIZE.
4.5 CONDUIT, RACEWAY, AND WIREWAY
4.5.1 CONDUIT MATERIALS
THE WORD RACEWAY DENOTES ELECTRICAL METALLIC TUBING
(EMT), RIGID STEEL ZINC-COATED CONDUIT (GRS) OR POLYVINYL
CHLORIDE CONDUIT (PVC) AS SHOWN ON THE DRAWINGS.
ELECTRICAL METALLIC CONDUIT TUBING (EMT) SHALL BE
STANDARD GRADE CONFORMING TO ANSI C80.3. FITTINGS SHALL
CONFORM TO ANSI C80.4.
RIGID STEEL ZINC-COATED CONDUIT SHALL CONFORM TO ANSI
C80.1. FITTINGS SHALL CONFORM TO ANSI C80.4.
POLYVINYL CHLORIDE CONDUIT AND FITTINGS SHALL MEET THE
REQUIREMENTS OF NEMA TC2, WC-1094A AND UL 651. PVC
CONDUIT SHALL BE SCHEDULE 40.
ALL RACEWAYS SHALL BEAR THE LABEL OF APPROVAL OF THE
UNDERWRITERS' LABORATORIES OR EQUAL.
GRS AND EMT CONDUIT AND FITTINGS SHALL BE THE PRODUCTS
OF REPUBLIC STEEL CO., NATIONAL ELECTRIC PRODUCTS OR
TRIANGLE CONDUIT AND CABLE CO.
PVC CONDUIT AND FITTINGS SHALL BE THE PRODUCTS OF
CARLON, OLIN CORP. OR APPROVED EQUAL.
4.5.2 CONDUIT INSTALLATION
UNLESS OTHERWISE SHOWN OR DIRECTED, ALL INTERIOR
CONDUITS SHALL BE EMT AND EXTERIOR CONDUITS SHALL BE
RIGID STEEL WITH SIZES CONFORMING TO THE REQUIREMENTS OF
THE NATIONAL ELECTRICAL CODE. ALL CONDUITS SHALL BE A
MINIMUM OF 3/4 INCH. ALL UNDERGROUND CONDUIT SHALL BE
PVC.
RACEWAYS SHALL BE SECURELY FASTENED TO THE STRUCTURE
AND RUN PARALLEL OR AT RIGHT ANGLES TO WALLS OR VERTICAL
SURFACES.
THE EXACT LOCATIONS AND ROUTING OF RACEWAYS, WHEN NOT
SHOWN IN DETAIL ON DRAWINGS, SHALL BE DETERMINED AT THE
TIME OF INSTALLATION AND BE SUBJECT TO APPROVAL BY THE
ENGINEER PRIOR TO INSTALLATION.
ALL METALLIC CONDUITS, FITTINGS, CLAMPS AND OUTLET BOXES
SHALL BE GALVANIZED.
EXPOSED CONDUIT SHALL BE SUPPORTED BY ZINC-COATED
HANGERS AND HARDWARE, WITH NECESSARY INSERTS, OR
CLAMPS OF APPROVED DESIGN OR SHALL BE ATTACHED TO
WALLS BY EXPANSION BOLTS.
CONDUIT SHALL BE OF SUCH SIZE AND SO INSTALLED THAT THE
REQUIRED CONDUCTORS MAY BE DRAWN IN WITHOUT INJURY OR
EXCESSIVE STRAIN. NO RUNS OF CONDUIT SHALL HAVE MORE
ELBOWS OR BENDS THAN ALLOWED BY THE NATIONAL
ELECTRICAL CODE OR OTHER GOVERNING CODES.
ALL ENCLOSURES AND RACEWAYS FOR CONDUCTORS SHALL BE
MECHANICALLY JOINED TOGETHER TO FORM A CONTINUOUS
ELECTRICAL CONDUCTOR AND CONNECTED TO ALL ELECTRICAL
BOXES, CABINETS AND FITTINGS TO PROVIDE EFFECTIVE
ELECTRICAL CONTINUITY AND ASSEMBLY.
ALL RACEWAYS SHALL BE COMPLETELY INSTALLED BEFORE ANY
CABLES ARE DRAWN IN.
CONDUIT ENDS SHALL BE CUT SQUARE AND REAMED TO REMOVE
BURRS AND SHARP EDGES. FIELD THREADS SHALL BE OF THE
SAME TYPE AND HAVE THE SAME EFFECTIVE LENGTH AS FACTORY
CUT THREADS ON RIGID STEEL CONDUIT. NO RUNNING THREADS
SHALL BE PERMITTED. UNIVERSAL TYPE COUPLINGS SHALL BE
USED WHERE REQUIRED. CONDUITS EMPTY AFTER INSTALLATION
SHALL HAVE ALL OPEN ENDS PLUGGED TO PREVENT THE
ENTRANCE OF WATER OR OTHER FOREIGN MATTER.
AT ALL POINTS WHERE CONDUITS MAKE A RIGHT ANGLE TURN
THROUGH WALLS, APPROPRIATELY SIZED LB CONDUIT FITTINGS
SHALL BE USED.
BENDS AND OFFSETS SHALL PREFERABLY BE FACTORY MADE
WITH A HICKY OR POWER BENDER WITHOUT KINKING OR
DESTROYING THE SMOOTH BORE OF THE CONDUIT.
CONDUIT ENDS AT BOXES AND CABINETS SHALL BE RIGIDLY
SECURED WITH LOCKNUTS AND BUSHING AS REQUIRED BY THE
NEC AND LOCAL ELECTRICAL CODE. INSULATED GROUNDING
BUSHINGS SHALL BE USED ON ALL CONDUIT UNLESS OTHERWISE
SPECIFIED.
EXPOSED CONDUITS SHALL BE SECURELY FASTENED IN PLACE ON
NOT MORE THAN 5 FOOT CENTERS; HANGERS, SUPPORTS OR
FASTENINGS SHALL BE PROVIDED AT EACH ELBOW AND AT THE
END OF EACH STRAIGHT RUN TERMINATED AT A BOX OR CABINET.
CONDUIT SHALL BE CONTINUOUS FROM OUTLET TO OUTLET AND
FROM OUTLET TO CABINETS, JUNCTION OR PULL BOXES, AND
ENTER AND BE SECURED IN A MANNER THAT EACH SYSTEM IS
ELECTRICALLY CONTINUOUS AND GROUNDED, FROM A POINT OF
SERVICE TO ALL EQUIPMENT.
4.6 METER

SECTION II - STANDARD SPECIFICATIONS
ITEM 5 - GROUNDING NETWORK
5.1 SCOPE OF WORK
5.1.1 THIS WORK SHALL INCLUDE FURNISHING LABOR, MATERIALS AND
EQUIPMENT NECESSARY TO INSTALL AND TEST THE GROUNDING
NETWORK, AS LOCATED AND DETAILED ON THE DRAWINGS AND AS
REQUIRED.
5.2 MATERIALS
5.2.1 EXTERIOR BUILDING GROUND WIRE WELDS SHALL BE CADWELD
(EXOTHERMIC WELDS).
5.2.2 GROUND WIRE CLAMPS SHALL BE A HEAVY DUTY TYPE CLAMP AS
MANUFACTURED BY BURNDY OR APPROVED EQUAL. SIZE AS
REQUIRED.
5.2.3 GROUND WIRE SHALL BE #2 AWG, SOLID TINNED BARE COPPER
UNLESS OTHERWISE NOTED.
5.2.4 GROUND WIRE FOR ANTENNA GROUNDING SHALL BE #2 AWG
STRANDED, COPPER, 600 VOLT TYPE THHN/THWN-2 COLOR CODED
GREEN.
5.2.5 GROUND CONNECTIONS TO ANTENNA MOUNTS SHALL BE MADE BY
GROUND CLAMP SIMILAR TO BURNDY TYPE GAR, SIZE AS
REQUIRED.
5.2.6 GROUND CONNECTION TO EXTERIOR GROUND BAR PLATE SHALL
BE MADE BY BOLTING HEAVY-DUTY COPPER, DOUBLE HOLE LUG
COMPRESSION CONNECTOR. SIZE AS REQUIRED. ALL HARDWARE,
BOLTS, WASHERS, LOCKWASHERS AND NUTS SHALL BE STAINLESS
STEEL.
5.2.7 SS BOLTS AND NUTS FOR THE #4/0 AWG LUG SHALL BE
1/2"-20NCX1/2" WITH LOCK WASHERS. SS BOLTS AND NUTS FOR
THE #2 AWG AND #6 AWG LUG SHALL BE 1/4"-20NCX1/2" WITH LOCK
WASHERS.
5.2.8 GROUND RODS SHALL BE 5/8 INCH DIAMETER BY 10 FEET IN
LENGTH AND INSTALLED WHERE INDICATED. GROUND RODS SHALL
BE GALVANIZED STEEL AS MANUFACTURED BY COPPERWELD
STEEL COMPANY OR APPROVED EQUAL.
5.2.9 AIR CONDITIONER, INTAKE, EXHAUST, I BEAMS, CABLE ENTRY
PLATES SHALL BE GROUNDED WITH #2 AWG SOLID TINNED BARE
COPPER GROUND WIRE. GROUND CONNECTIONS TO EQUIPMENT
SHALL BE WITH DOUBLE HOLE LUGS.
5.2.10 EACH SECTION OF CABLE TRAY SHALL BE GROUNDED WITH #2
AWG INSULATED GROUND WIRE USING GROUNDING CONNECTOR
SIMILAR TO TYPE KS-22 BY BURNDY. GROUNDING CONNECTION
SHALL BE MADE FROM #2 AWG GROUND WIRE.
5.3 CONSTRUCTION METHODS
THE WORK INVOLVED SHALL BE DONE IN ACCORDANCE WITH ALL
APPLICABLE PROVISIONS SPECIFIED UNDER THE SECTION -
EARTHWORK, AND WITH THE DETAILS SHOWN ON THE DRAWINGS.
SITE GROUNDING NETWORK SHALL INCLUDE EXCAVATION, WIRE
AND GROUND ROD INSTALLATION, AND BACKFILL AS LOCATED AND
DETAILED ON THE DRAWINGS, PLUS ALL MATERIALS AND LABOR
NECESSARY TO COMPLETE THE GROUNDING NETWORK.
ALL UNDERGROUND WELDED CONNECTIONS SHALL BE INSPECTED
AND APPROVED BY THE ENGINEER BEFORE BACKFILLING. ALL
ABOVE GROUND CONNECTIONS TO GROUND CONDUCTORS SHALL
BE MADE ACCESSIBLE FOR INSPECTION. CONTACT SURFACES
SHALL BE THOROUGHLY CLEANED PRIOR TO MAKING
CONNECTIONS TO ASSURE GOOD METAL CONTACT.
CONTRACTOR MUST UTILIZE PROPER SIZE MOLDS FOR CADWELD
CONNECTIONS TO ENSURE ADEQUATE BONDING IS OBTAINED.
TOP OF GROUND RODS AND GROUND WIRE SHALL BE INSTALLED A
MINIMUM OF 18 INCHES BELOW FINISHED GRADE.
IF ROCK IS ENCOUNTERED, GROUND RODS SHALL BE INSTALLED IN
3 INCH DIAMETER DRILLED HOLES TO THE REQUIRED DEPTH AND
BACKFILLED WITH APPLICATIONS OF GROUND ENHANCEMENT
MATERIAL GEM AS PER ERICO CADWELD'S SPECIFICATION.
CONTRACTOR SHALL TIE GROUND WIRE FOR THE ANTENNA
SUPPORT, SAFETY DISCONNECT AND GROUND BAR INTO THE
EXTERIOR GROUND NETWORK AS SHOWN ON DRAWINGS AND
SHALL BE INSTALLED A MINIMUM OF 18 INCHES BELOW FINISHED
GRADE.
5.4 GROUND BAR
THE CONTRACTOR SHALL PROVIDE AND INSTALL A HIGH
CONDUCTIVITY (99 PERCENT) GALVANIZED STEEL BAR 1/4" X 4" X
24" HIGH. IT SHALL BE ENCLOSED AND MOUNTED AT A LOCATION
INDICATED ON THE DRAWINGS AND/OR AS APPROVED BY THE
ENGINEER.
BUS BAR, MOUNTING HARDWARE AND INSULATORS SHALL BE
MANUFACTURED BY ELECTRIC MOTION COMPANY, WINSTED,
CONNECTICUT 06098. ALL LUGS MUST BE COPPER, TWO HOLE,
LONG BARREL, DOUBLE CRIMP TYPE. THE BUS BAR SHALL BE
CLEANED AND PREPARED BEFORE DRILLING AND CONDUCTOR
GREASE APPLIED TO ALL CONDUCTING SURFACES. ALL
FASTENERS, NUTS, BOLTS, LOCKNUTS AND WASHERS SHALL BE
STAINLESS STEEL.
5.5 TESTING
THE CONTRACTOR SHALL MAKE ALL MEASUREMENTS REQUIRED
TO TEST THE GROUNDING NETWORK AND SUBMIT TO THE
ENGINEER COPIES OF TEST DATA.
MEGGER, VIBROGROUND, OR EQUIVALENT FOR
EARTH-RESISTANCE TESTING SHALL BE USED. THE INSTRUMENT'S
PROCEDURES FOR THE FALL-OF-POTENTIAL METHOD OR THREE-
TERMINAL TEST SHALL BE FOLLOWED. ANY POINT ON THE
GROUND ROD FIELD SHALL BE UTILIZED AS THE EARTH
ELECTRODE UNDER TEST. THE TEST SETUP AND THE DISTANCES
BETWEEN THE REFERENCED TEST RODS SHALL BE A MINIMUM OF
500 FEET. THE TOTAL AREA, WHICH INCLUDES BOTH THE GROUND
ROD FIELD UNDER TEST AND THE TEST RODS, SHALL NOT
CONTAIN CONDUCTIVE OR METALLIC OBJECTS SUCH AS
CONDUITS, CABLE RUNS, OR STRUCTURAL REINFORCEMENTS,
AND MUST BE HOMOGENEOUS WITH NO DISCONTINUITIES SUCH
AS DEEP EARTH FILL, ROCK RIDGES, ETC. THE ACCEPTABLE
RESISTANCE MEASURED FOR EACH GROUND ROD FIELD SHALL
NOT EXCEED 5.0 OHM. ADDITIONAL GROUND RODS, LONGER RODS,
OR CHEMICAL TREATMENT MAY BE USED ALONE OR IN
COMBINATION AS NECESSARY TO MEET THE REQUIREMENT.
TESTING SHALL BE CONDUCTED UNDER THE OBSERVATION OF
THE ENGINEER AND SHALL BE PERFORMED BEFORE THE
PROPOSED GROUNDING NETWORK IS CONNECTED TO THE
EXISTING GROUNDING NETWORK.
SECTION II - STANDARD SPECIFICATIONS
ITEM 6 - SEEDING, FERTILIZING AND MULCHING
6.1 SCOPE OF WORK
THIS WORK SHALL INCLUDE SEEDING, FERTILIZING AND MULCHING
OF GRADED CUT AND FILL SLOPES, DITCH LINES AND OTHER SITE
AND ACCESS ROAD AREAS DISTURBED BY THE CONSTRUCTION
ACTIVITY REQUIRING EROSION CONTROL AS INDICATED ON THE
DRAWINGS AND AS REQUIRED BY THE ENGINEER.
6.2 MATERIALS AND RATES
6.2.1 TEMPORARY SEEDING: 100% ANNUAL RYE GRASS - 5.0 POUNDS
PER 1000 SQUARE FEET.
6.2.2 PERMANENT SEEDING: 50% KENTUCKY FESCUE (K31) AND 50%
PERENNIAL RYE - 6 POUNDS PER 1000 SQUARE FEET.
6.2.3 FERTILIZER: (10-20-10) OR EQUIVALENT - 11 POUNDS PER 1000
SQUARE FEET PLUS SLOW RELEASE NITROGEN (38-0-0) - 7 POUNDS
PER 1000 SQUARE FEET.
6.2.4 LIMESTONE: EQUIVALENT TO 50 PERCENT CALCIUM PLUS
MAGNESIUM OXIDES - 180 POUNDS PER 1000 SQUARE FEET.
6.2.5 MULCH: UNROTTED SALT HAY, HAY OR SMALL GRAIN STRAW - 70
TO 90 POUNDS PER 1000 SQUARE FEET.
6.3 CONSTRUCTION METHODS
PERMANENT SEEDING SHALL BE PERFORMED AFTER ALL
CONSTRUCTION OPERATIONS ARE COMPLETED INCLUDING THE
WORK TO BE CONDUCTED BY OTHERS.
FERTILIZER AND LIMESTONE SHALL BE THOROUGHLY
INCORPORATED INTO THE UPPER 4 INCHES OF SOIL BY DISCING,
SPRINGTOOTH HARROW OR OTHER APPROVED METHOD
CREATING A UNIFORM SEEDBED.
BEFORE APPLYING SEED, ALL STONES, ROCKS, ROOTS AND
OTHER DEBRIS MEASURING 2 INCHES OR MORE IN ANY DIMENSION
SHALL BE REMOVED.
SEED SHALL BE APPLIED UNIFORMLY TO A SEEDING DEPTH OF 1/4
TO 1/2 INCH.
MULCH SHALL BE SPREAD UNIFORMLY SO THAT 85-95 PERCENT
AREA COVERAGE IS OBTAINED.
MULCH BLOWERS SHALL NOT GRIND OR CHOP THE MATERIAL.
DURING NON-OPTIMUM SEEDING DATES MULCH SHALL BE
ANCHORED USING A DEGRADABLE NETTING OR APPROVED EQUAL.
FINISHED SEEDBED SHALL BE SMOOTH AND CONFORM TO THE
PRESCRIBED LINES AND ELEVATIONS AS SHOWN ON THE
DRAWINGS.
ALL AREAS OF SEEDING, FERTILIZING AND MULCHING ON WHICH A
SATISFACTORY STAND OF GRASS IS NOT PRODUCED SHALL BE
REFERTILIZED, RESEEDED AND REMULCHED BY THE CONTRACTOR
UNTIL SATISFACTORY STAND OF GRASS IS ESTABLISHED.
A "STAND OF GRASS" WILL BE TAKEN TO MEAN 200 PLANTS PER
SQUARE FOOT AND SHALL BE AT A MINIMUM HEIGHT OF THREE
INCHES AT FINAL ACCEPTANCE.
