2. Introduction Welcome to the 2022 Pathfinder Rally. Your assistance in running this event is greatly appreciated.

Motor Sport can be dangerous, and this manual has been prepared to assist everyone involved to run this event in as safe a manner as is reasonably practicable. All operations should be conducted in such a way as to manage and reduce the risks as far as possible, ensuring the safety, health and welfare of all concerned. The full co-operation of all persons concerned is vital for this to succeed.

The following safety policy covers the safety of all persons directly involved with or affected by the event including competitors, service crews, marshals, spectators and the general public.

This document will be distributed to all officials, safety personnel and senior marshals; please take the time to familiarise yourself with the procedures outlined in this document and if relevant the layout of your specific stage. Ensure that all the people under your control know who you are and how to contact you should an issue arise. It is also important to bring the relevant parts of this document to the attention of all under your control. Please remember that this event is run by volunteers with varying degrees of experience and skills, therefore all guidance and instructions should be as clear and concise as possible and delivered in a manner suitable to those being instructed.

In conjunction with this document please take instruction from all documentation provided for your specific role, whether that is the regulations, communications allocation, marshals instructions, set-up plan, programmes or any updates or bulletins, they will provide you with any further information you may require. Attention should also be paid to the Motorsport UK Year Book and Stage Rally Safety Requirements with which the documents listed above comply.

The Pathfinder Rally has endeavoured to apply the highest standards to all aspects of its organisation including health and safety matters.

In turn the organisers expect that every person participating in the rally, whether competitor, official, marshal or spectator, shall take all reasonable care of the health & safety of themselves and other persons who may be affected by his/her actions or omissions during the operation of the event to achieve the highest standards of safety performance.

Once again, we thank you for your assistance and compliance with this document, your role is vital in ensuring the event is run in as safe a manner as possible.

3. Manuals and Documentation Safety Plan and Operations Manual (This Document)

Sets out details of how to run all aspects of the rally and should be used as the primary source of information for all those working on the rally. This document contains information on all Rescue and Medical Services deployment, as well as detailing the roles and responsibilities of individuals on the event.

Set Up Plans

Back-up Stage Safety Services

The purpose of a back-up Safety Crew is as follows:

To allow a stage to restart quickly in the event of a Casualty being taken out of the stage in the Rescue Unit to the RVP or, in extreme circumstances, the Hospital, and thus prevent avoidable cancellation of a stage.

To provide additional manpower and expertise in the case of a major incident within the stage.

It is not considered necessary for back-up crews to sit at any one stage start. They must however be within a reasonable distance of the stages and be contactable by radio or mobile and be prepared to move up if the main services of a stage are mobilised. The precise location will be considered guidance and to be agreed with the Clerk of the Course and the Event Safety Officer, but ability to communicate is more important than being in the precisely agreed position.

Similarly, all movements prior to the completion of a loop of stages must be agreed with the Clerk of the Course, Rally Control, chief Medical Officer and the Recovery Coordinator as they may be required to carry out duties elsewhere.

All Officials

All officials shall ensure that the event’s Health and Safety Policy is effectively implemented in all functions under their control, and that induction training is carried out for new or inexperienced marshals. They shall:

• review fire, health and safety records and take action to reduce unfavourable trends • record accidents and notify the enforcing authorities as required under The MUK

Regulations. • review accident reports and satisfy themselves that corrective action has been taken • occasionally assist event safety representatives on inspections to ensure that they are

carried out thoroughly • ensure that all safety representatives are available for and involved in safety inspections • instruct officials in the action to take place in the event of a fire. • keep and maintain such other records as required by the regulations

All officials must familiarise themselves with the relevant Event Safety Policy and must:

• ensure that persons in their charge are fully aware of any potential hazards • ensure that all service personnel, officials in their department/section know what to do in

case of fire and know the location of and how to use fire equipment as necessary • ensure that all officials in their department/section know the location of first aid facilities, the

name(s) of first aiders and accident reporting procedures • continually develop safety practices in their department/section • ensure adequate supervision is available at all times, particularly where young or

inexperienced marshals are involved • help senior officials to investigate all accidents to persons or property • ensure that all safety rules are observed, and that protective equipment is worn or used

where appropriate • ensure all machinery and other equipment is properly maintained and safe to use • maintain good housekeeping within the department/section • liaise and co-operate with safety representatives on matters concerning safety.

All Competitors, service personnel and officials

All Competitors, service personnel, officials shall:

• make themselves familiar with and conform to the Event’s Health and Safety Policies and Practices

• observe all safety rules and relevant codes of practice • wear appropriate safety equipment and use appropriate safety devices • follow appropriate instructions given by persons responsible for health and safety • report to an event official any hazard, observed accident and damage to property or

equipment irrespective of whether people are injure • report all accidents to themselves whilst on the event make suggestions to improve event

health and safety. All other persons on Event shall adhere to the Event’s rules and codes of practice and to instructions given by Event personnel.

Motorsport UK Safety Delegate

This appointment is made by Motorsport UK, their role is to assess and monitor the effectiveness of safety measures put in place by the organisers, both as planned and executed, and aimed at keeping the public, volunteers and competing crews safe. They will provide a check and balance on safety; they will support the event and provide advice to help ensure the safe planning and management of the event. They work in conjunction with the Motorsport UK Steward and will provide the Clerk of the Course with their opinion on whether the stages can be run safely. ,This information must be obtained for each stageprior to it being run. The Safety Delegate shall have overriding authority in matters of safety.

Motorsport UK Steward

This appointment is made by Motorsport UK and is made considering the experience and knowledge which best matches the planned event. The Motorsport UK steward will assist the Clerk of the Course when requested and advise on any Yearbook Regulation queries or rule on any regulatory issues referred to him during the event. This ensures that the event is run safely and in accordance with the general regulations of Motorsport UK. The Motorsport UK Steward will be positioned in rally HQ.

Clerk of the Course

The Clerk of the Course is responsible for the overall organisation of the event, this includes both safety and the application of the rules in a fair and just manner. The duties include, but are not exclusive to the following:

• Selection and layout of a rally route that is safe, considering the inherent risks posed by rallying.

• Preparation of an event safety manual. • Assigning competent event officials. • Organising the stage services. • Informing local public emergency services. • PR of residents and businesses on rally route. • Reviewing stage set up to ensure compliance to the agreed safety plan. • Competitor and marshal briefings. • Hearing and ruling on protests. • Accident investigation and reporting.

Successful application of all the above will depend on delegation to others on the official’s team, all of whom are required to report back to the Clerk who must maintain overall control.

Event Stewards

These appointments are made by the event and the persons chosen for their experience and knowledge of stage rallies and their inherent risks and potential difficulties. The Club Stewards assist and represent the Motorsport UK Steward in the field. To this end they may require access to run through some of the stages to check their set up and organisation. The safety car schedule has a latest time of entry for each special stage for the Stewards. They have a copy of this schedule and should not be allowed entry after this time. Any discussion at the start of a stage regarding this matter should be referred directly to Rally Control.

Deputy Clerk of the Course

The Deputy Clerk of Course holds the same responsibilities as the Clerk of the Course and as such must be in a position to take over from the Clerk of the Course should, for any reason, this be required. She or he will be deployed in the stages on the day of the rally. The Clerk of the Course may delegate any of their responsibilities to the Deputy (excluding the hearing of Protests).

Assistant Clerk(s) of Course

Assistant Clerks of the Course assist the Clerks in the performance of their duties but may not act on their behalf at any time.

Communications Officer

The event Communications Officer is responsible for ensuring communication between Rally control, the officials, SAG and the stage personnel is organised prior to and maintained throughout the running of the event.

Event Control

The Event Controllers are responsible for delivering the communications required for the safe and efficient running of the rally. They will act under the instruction of and be the voice of the Clerk of the Course and also coordinate and log all communications between all parties.

Event Safety Officer

The Event Safety Officer is responsible for:

• Co-ordinating all safety matters connected with the event. • Assisting in the selection of and the checking of the rally route, and the planning of marshal,

radio and safety cover for the event. • Assisting with the preparation and distribution of the safety manual and ensuring the

presence and deployment, within the regulations, of the available resources and suitable stage safety services.

• Liaising with the public emergency services before and during the event.

During an ongoing incident they will be able to communicate with Rally Control via the Safety Radio system or preferably mobile phone. Where possible they should collect statements from any witnesses to an incident or at least collect contact details.

The Safety Officer will traverse the complete route of the event at a specified interval before the first car, the interval may be amended at the discretion of the Clerk of the Course and will be calculated to be as close as safely possible to the competing cars. The ESO’s vehicle will be equipped with flashing beacon lights, loud speaker and siren to enable the crew to inform the public of the progress of the event and to be used if necessary to communicate safety messages to spectators. The vehicle will carry clear markings on either side.

Deputy Event Safety Officer

The Deputy Event Safety Officer holds the same responsibilities as the Event Safety Officer and as such must be in a position to take over from them should this, for any reason, be required. She or he will be deployed in the stages on the day of the rally as part of the Safety Car convoy.

Spectator Safety Officer

The Spectator Safety Officer (SSO) will have assisted in the event planning with specific responsibility for spectator viewing areas, access and parking.

The Spectator Safety Officer will traverse all stages at a specified interval before the first safety car, the interval will be at the discretion of the Clerk of the Course. The SSO will carry out a final visual check of all aspects of the stage at the front of the safety car convoy. The SSO’s vehicle will be equipped with flashing beacon lights, loud speaker and siren to enable the crew to warn the public that the stage is about to go live and to be used if necessary to communicate safety messages to spectators.

The vehicle will carry clear markings on either side. The vehicle will be equipped with video recording equipment to be used to take a record of the stage conditions at the time he passes through the stages. The Spectator Safety Officer has direct radio communication with Rally Control, he has full authority to delay or cancel the running of any stage; though such decisions would normally be taken in conjunction with the Clerk of the Course.

The Spectator Safety Officer must have a proactive approach and must stop and resolve any issues identified as he traverses the course.

SAG liaison Officer

The SAG liaison Officer is required to sit in the SAG location or office and acts to ensure the Clerk of the Course has a consistent communication path to the SAG group. This is to ensure that information, updates, queries and instructions flow freely in both directions. This role becomes critical in the event of a major incident when the SAG would become involved.

Chief Scrutineer

The Chief Scrutineer is responsible for:

• Organising a team of scrutineers for the event. • Having a pre and post scrutiny team briefing. • Organising and carrying out safety and eligibility checks on the competing cars. • Informing the Clerk of the Course and Stewards of any vehicle or equipment rejections or

issues during scrutineering. • Attending protest and appeal hearings as necessary. • Completing all relevant paperwork and circulating as appropriate. • Completing the Chief Scrutineer’s Report Form and returning it to Motorsport UK.

Chief Medical Officer

The Chief Medical Officer, in liaison with the Clerk of the Course and Event Safety Officer, has a responsibility to:

• Deploy adequately trained and equipped doctors to all locations specified in the Safety Plan.

• Liaise with the local medical facilities and personnel. • Submit (or request the Doctor on scene to submit), to the organisers, a written report on

any incident attended where medical assistance was provided.

Stage Commanders

The Stage Commanders, who must be clearly identifiable, are the organisers’ link to the competitors, the marshals, the safety crews, doctors, spectators and the general public. If in doubt about any aspect of the event they should not hesitate to seek advice either before or during the event.

They are responsible for ensuring their stage runs within the outline as set out in the road book, set up plans and safety and operations manual . They should make full use of the event communications (Radio Crews) and should liaise with the Clerk of the Course, the event safety Officer, the stage rescue/recovery services and the marshals on the ground to ensure all relevant information is passed to the appropriate people at the appropriate times, and that all their team of marshals are clear as to their duties on the event (via a Marshals Briefing). They should arrive at the stage in plenty of time and should ensure that all personnel on their stage are signed on and are in position in good time before the event opening cars arrive.

No vehicle of any classification (organiser, safety, marshal, or competitor) should enter the stage without the knowledge and permission of the Stage Commander. The Stage Commander must be aware of the event time schedule and, under direction of Rally Control, endeavour to maintain, if possible, the due times on the event schedule.

The Stage Commander is responsible for distributing and keeping a record of the positions of the marshals on their stage.

Stage Safety Officers

The Stage Safety Officer will make himself aware of any missing vehicles reported by the vehicle tracking system or radio and liaise with Control regarding appropriate action. They are responsible for ensuring that all incident report forms from their stages are collected and handed to the secretary of the meeting who will in turn liaise with the Stewards.

All incidents must be reported in writing by the appropriate/responsible person using the form in the appendix at the end of the safety schedule. (One form per incident). The report should contain the details of any rescue, recovery or medical crews that attended the incident as well as a medical officer report if they attended the incident.

The Stage Safety Officer will be identified by vehicle door decals. In cases of attendance at incidents they must ensure they remian in contact with the Stage Commander via 81Mhz Radio or two-way radio.

Marshals

All marshals must have completed the Motorsport UK on line learning modules for marshals and so be accredited marshals.

The marshals have direct contact with competitors, spectators and the general public. They have responsibility for carrying out their duties in a manner which ensures they take reasonable care of their own health and safety and ensure that they avoid placing others at risk. They should wear safety clothing issued and should not be under the influence of alcohol or drugs when officiating on the event. They should always be aware of other less experienced marshals and be willing to offer advice and guidance as necessary.

Marshals are responsible for ensuring that no one, spectators, media or fellow marshals stand in prohibited areas, box junctions etc., and must always be fully aware of possible dangers. They are responsible for the initial management of an incident but should only carry out their duties if they consider it safe to do so, among the duties may be spectator control, warning of following competitors, first aid.

Marshals MUST advise the spectators at exactly 30 minutes before the first car is due that there is no further movement on the special stage.

Marshals MUST warn spectators and other marshals of approaching cars. The correct warning equipment should be in place, for this event it will be by whistle, as supplied in the Motorsport UK marshal packs.

Marshals should report any incident or concern to their Stage Commander or other rally official as soon as possible after it occurs. They should, when time allows, make written records which may include photographs to ensure that all details are properly and accurately passed on to enable the incident report form to be completed accurately.

Marshals MUST use FIA specified gestures to communicate to safety cars (especially the Safety Delegate) whether they are satisfied with the safety at their location (All OK) or whether they have any problems (Stop I need support), the two gestures are shown below

Any photographs taken of an incident should be passed to the rally organisers and MUST not be published on any social or other media.

Officials/Safety Cars

The purpose of the Safety Cars is to ensure the correct layout, readiness and safety of special stages, controls and other locations before the arrival of the first competing car. Safety Car crews are also tasked to assist officials with any issues at each location as required. Some of them run as simulated competing cars carrying and using time cards to ensure full familiarity by all control officials with the operation of timing and time cards. All Safety Cars are managed by Rally Control by means of mobile phone or the ‘A’ System radio and will report in as they start and finish each stage. Whilst the Stewards’ vehicle is not a Safety Car, it does contain senior officials of the rally who can and will stop to assist marshals where spectator problems exist.

Timing Equipment Vehicle/Chief Timekeeper

The timing equipment will be delivered to all controls on the event by the Timekeeper at a time listed in the Safety Car Schedule. This time will take account of the anticipated time it will take to set up all the relevant equipment. The Timekeeper will

ensure that everybody operating the timing equipment is familiar in its use and that it is operational when he leaves. He will also describe what actions to be taken in the event of a malfunction.

Road Closer

The purpose of the Road Closer is to inform the public that the public road is closed and is under the control of the Clerk of the Course.

The two Road Closing Cars will run in front of the field and both will then commence closing the stage. If necessary, will leapfrog each other ensuring that the public roads are closed at the times listed in the schedule, irrespective of whether the stage is ready to run or not. They will ensure that the roads are clear of parked vehicles and any other obstructions, and will liaise with Rally Control to rectify any situation which would cause danger to the competitive cars and they must be prepared to advise the equipment officer or set up crews of any work that is required in order to comply with the road closure order. The Road Closing Cars must check that the ‘Road Ahead Closed’ and ‘Road Closed’ boards are correctly positioned at both ends of the stage and at the intermediate junctions immediately bordering the stage. Note however they will not check the far end of closed roads abutting the stage itself.

Chief Marshal

The primary function of this vehicle is to liaise with each Stage Commander or Control Official and ensures that the required marshals are in place at controls and designated spectator locations. The Chief Marshal will also check the presence of medical, rescue and recovery vehicles at required locations. Additionally, they will advise the Spectator Safety Crew of any areas of large spectator presence to allow them to adjust their schedule. This car travels at normal speed. This vehicle must carry and use time cards to ensure timing crew practice

Stewards

The Event Stewards represent the Motorsport UK Steward and ensure that the rally is being run safely in accordance with the general regulations of Motorsport UK. To this end they may require access to run through some of the stages to check their set up and organisation. The safety car schedule has a latest time of entry for each special stage for the Stewards. They have a copy of this schedule and should not be allowed entry after this time. Any discussion at the start of a stage regarding this matter should be referred directly to Rally Control. This vehicle may carry and use time cards to ensure timing crew practice

Spectator Safety Car

The primary duty of the Spectator Safety Car is to check that spectators are not located in areas of danger and that in areas of specific control they are complying with the spectator plan. The crew will receive advanced warning of large groups of spectators from the Chief Marshal and plan their passage accordingly to leave enough time to deal with any issues. This vehicle will ensure the provisions of the Safety Plan have been implemented with regards to spectator safety. The spectator Safety vehicle should not leave an unresolved situation and should notify Rally Control as soon as any situation appears difficult. Any other areas of specific concern should be communicated to the Motorsport UK Safety Delegate or ‘00’ car for checking. This vehicle must carry and use time cards to ensure timing crew practice

Event Safety Officer ‘000’ and Motorsport UK Safety Delegate

The purpose of this vehicle is to carry out an overall check of stage set up and spectator safety. The crew of this vehicle assess the effectiveness of the safety measures, both planned and executed, put in place by the organisers, which are intended to guard the public, volunteers and competing crews against risks likely to be encountered during the event. The Motorsport UK Safety Delegate will provide the Clerk of the Course with approval to run stages. The Motorsport UK Safety Delegate is ultimately responsible for Safety on the event. This vehicle will also ensure that the spectators continue to be located in areas of least risk and that they are not in prohibited areas and that the marshalling practices continue to implement the Spectator Safety Plan. This vehicle must carry and use time cards to ensure timing crew practice

Safety Car ‘00’

This vehicle will also ensure that the spectators continue to be located in areas of least risk and that they are not in prohibited areas and that the marshalling practices continue to implement the Spectator Safety Plan. The crew of this Safety Car will provide the Clerk of the Course with their opinion on whether the stage can be run safely. This information will be considered before stages are approved to run. This vehicle must carry and use time cards to ensure timing crew practice

Safety Car ‘0’

Car ‘0’ does a final operational check and simulated competitor function at 70-80% of competition speed. They will start the Stage around 10 minutes ahead of the first competitor and runs as a warning to marshals and spectators that a competing car is imminent. Car 0 does not need to be out of the stage before the first competitor starts. The authorisation to start the first competing car will come from Rally Control. This vehicle must carry and use time cards to ensure timing crew practice

Sweeper Car

This crew will be responsible for prompt closing of controls and locating of retired cars. They will collect all control record cards and reports, plus competitors’ time cards to allow prompt resolution of queries from results crew or Rally Control. They will traverse the full route of the rally keeping a lookout for stray competitors. Short cutting is not permitted. The vehicle will have management radios and a mobile phone. To minimise delays each control location should be prepared for the arrival of the Stage Equipment Sweeper with all the documents ready and a count of cars through each control. It will follow immediately behind the last competitor. If it comes across a stricken competitor attempting to continue they should wait until the competitor has given up or is likely to go OTL. Rally Control should be kept informed of any delays to the Sweeper Car.

Road Opener

The purpose of the Road Opener is to inform the public that competition has ceased and the road is open to the public.

There will be 2 vehicles and when instructed by Rally HQ, the Road Opening Car will follow rally route to indicate that the public roads have been re-opened. Updates Rally Base when entering and leaving stages.

Interim Safety Vehicles

The event will have two Interim Safety Cars, which can, where there is an identified spectator issue, be deployed to assist marshals. They can also be utilised following a stage delay of more than 20 minutes, as an interim safety car. The crew of these vehicles are experienced event officials and one member in each vehicle must have attended a Motorsport UK Safety Car Workshop and all members must have completed Marshals Accreditation. They should have radio communications with Rally Control and display event decals.

Rally Communications

Two Motorsport UK Safety & Medical radio channels and one Management channels will be in operation during the event.

Motorsport UK Safety & Medical Frequency (“81 MHz”) Channels 1 and 3.

The Motorsport UK 81MHz. radio network is used for all safety related matters. 81Mhz. radios will be located at special stage starts and finishes together with intermediate points throughout the stages.

The backup channel for MSUK 1 will be MSUK 3 and MSUK 1 will be the backup for MSUK 3.

Some safety cars, other mobile officials, and all stage safety services will be equipped with 81MHz. radios. Safety Cars will use the Management Channels as their primary channels.

All radio marshals and other event personnel using this network should familiarise themselves with the information and radio procedures contained in the Communications Allocation.

Management Frequency. Channel 1.

Safety cars and other designated mobile and senior officials will be provided with a Management radio.

The purpose of this radio system is to facilitate efficient organisation of the event and the passing of management information between officials and Rally HQ. It may also be used for incident management if required.

User notes will be issued with each set giving instructions for use and also showing the stages covered by each channel.

Mobile Phones.

Mobile phone numbers are provided in the Safety Plan for pre-rally communication. They must not be used for safety communication during the rally unless communications cannot be established on the management frequency.

Competitors

Competitors have a responsibility to:

• Ensure their car complies the current Motorsport UK Rules and Regulations and is not damaged or compromised in any way.

• Ensure their safety equipment and clothing complies the current Motorsport UK Rules and Regulations and are not damaged or compromised in any way.

• Comply with the Motorsport UK Regulations and then follow the marshals’ instructions when they see a red flag.

• When it is safe to do so, clear their own car from the road if they are involved in an accident and are uninjured.

• Display their OK board if they are involved in an incident, uninjured and unable to continue. • Be aware of their driving capabilities and to drive within them. • Stop and investigate any accident where no OK board is displayed, and the crew are still in

the car or where the SOS board is displayed. • Report an accident where the Services are required to the nearest radio point or to use the

Rally Emergency telephone number. • Report any incident where a car is off the road (but the OK board is displayed) to the Stop

radio point. • Drive safely and within the speed limits on all road sections. • Adhere to the road book at all times.

A Competitor’s briefing will be held at 1900 hours on Saturday 2nd April 2022 in Fife House, Glenrothes.

If required, an update briefing may be held at 08.00 hours on Sunday 3rd April 2022. This will be advised as necessary by phone call or text message to at least

one crew member in each competing car.

Safety Advisory Group Command Centre (SAG)

The SAG will be located at Fife House, Glenrothes and will house all the required senior officials and the SAG Liaison Officer, this will include Council, Police, Fire and Ambulance representatives. They will have access to Rally Communications however they will not make decisions pertaining to the normal running of the event. Their role will begin at the request of the Clerk of the Course in the case of Major incidents and emergency services deployment, when the situation is likely to overwhelm the current resources the Rally has in place.

Police

The Police’s role will, primarily, be the maintenance of public order and the prevention and detection of crime. The Police will not be involved in the routine management of the event.

During the event the Police will however co-ordinate the response to any emergency situation classed as impacting upon public safety and/or public order where it is deemed necessary to do so by the Clerk of the Course. The Police resources available to Rally Control will then function in support of that response. A Police representative will be located within the SAG Command Centre and will act as coordinator for all emergency services should a major incident arise. In the event of a major incident the Police will always liaise with Rally Control. For reference, a major incident is defined as an occurrence that poses a threat of serious injury, loss of life or a breakdown in public order and does therefore require the Police to assume the coordination of its solution when considering solutions to rally related issues.

10. Incident Grading

Minor Incident This will be a low-risk incident which will not involve injury and may typically involve a spectator query or perhaps a car off in a safe place leaving sufficient space for others to pass. These incidents can be dealt with and resolved by the marshal at the scene under the control of the Stage Commander.

Serious Incident This is an incident which may involve injuries, to a competitor, marshal or spectator or a car off the road in a dangerous place or one which is blocking the stage.

The stage medical/safety services will be able to adequately treat any casualties and resolve the incident, perhaps with the assistance of the event stand-by units and they may also include a requirement for a public ambulance unit to transport any casualties to hospital.

It may also be a near miss situation which does not result in an incident, but which gives enough concern to the marshal on scene that it should be immediately reported to the Stage Commander and on to the Clerk of Course as soon as time allows.

Major Incident This is an incident which would involve serious or life-threatening injuries or a major fire and will require the call out of public emergency services other than for the transportation of a casualty.

11. Incident Handling In the event of an incident, ALL requests for information should be referred to Rally HQ, via Rally Control.

Minor Incident The incident should be reported to the Stage Commander and Stage Safety Officer, as soon as possible and they will investigate/report it as they see fit. (This may be during or after the event depending on circumstances, but cars off, even in a safe place, should be reported to all following competitors at the stage start)

Serious Incident The incident should be reported to the Stage Safety Officer and Stage Commander as soon as possible. They will report the situation to the Clerk of Course, they will consider the information available and if they feel it necessary, stop the stage and dispatch the stage safety services. Once the stage has been stopped and the safety crews sent in no other vehicles will be allowed to enter the stage without the express permission of the Stage Commander in conjunction with the Stage Operating/Safety Officer who will attend the scene of the incident.

The Stage Safety Officer will liaise with the Rescue Crew Chief who will coordinate and have control of the incident handling and report the progress to Rally Control. Any request to travel from the incident against rally traffic must be cleared with the Stage Commander, Stage Safety Officer and Clerk of the Course and will only be sanctioned when they are all happy it is safe to do so.

Major Incident The incident should be reported to the Stage Safety Officer and Stage Commander as soon as possible. They will immediately forward the report to Rally Control (including the Clerk of the Course) who will then instruct the Stage Commander to stop the stage and dispatch the stage safety services to the incident. The Clerk of the Course will immediately report the incident to the Event Safety Officer, the Motorsport UK delegate, the event stewards and chief scrutineer, and will put the major incident plan into operation.

Once the stage has been stopped and the safety crews sent in no other vehicles will be allowed to enter the stage without the express permission of the Stage Commander in conjunction with the Stage Safety Officer who will attend the scene of the incident. The Stage Safety Officer will liaise with the rescue crew chief who will coordinate and have control of the incident handling and will report progress to Rally Control. Any request to travel from the incident against rally traffic must be cleared with the Stage Commander, Stage Safety Officer

and the Clerk of the Course. and will only be sanctioned when they are all happy it is safe to do so.

A Major incident is likely to result in the cancellation of one or more stages, this decision will be taken by the Clerk of the Course in consultation with the Motorsport UK Steward and Safety Delegate. Such a decision will not be taken lightly and will be considered necessary for the event to continue safely with adequate resources and within a suitable time window compared to the schedule.

12. Incident Procedure- First Marshal on the scene

MINOR INCIDENT

In all instances, protect the scene of the incident, take care with your own and others safety.

If the incident involves spectators, resolve it to the best of your ability and report the circumstances to the Stage Commander.

If the incident involves a competitor, erect their warning triangle if the crew has not already done so and if the stage is restricted, detail one marshal to slow down the oncoming cars, take great care to stand in a safe area during this operation.

Ensure that the crew display the OK board as soon as possible, and if possible, inform the Stage Commander of the position and circumstances of the incident.

Only if considered safe assist the crew to continue in the rally, but do not attempt this if it will endanger the safety of any persons at the incident or delay other competitors.

SERIOUS INCIDENT AND MAJOR INCIDENT

In all instances protect the scene of the incident, take care with your own and others safety.

Turn off the power to the car using the battery cut off switch located on the front scuttle panel at the base of the windscreen. If necessary, activate the car’s fire extinguishing system located in the same area. Erect the competitor’s warning triangle if the crew has not done so and if the stage is blocked or restricted detail one marshal to slow down the oncoming cars, take great care to stand in a safe area during this operation.

Display or ensure that the crew display the SOS board as soon as possible

Inform the Stage Commander or Rally Control by quickest possible means or via the nearest radio point.

The first competitor arriving after the SOS board is displayed will stop and assist, they or the second car on scene should be given details of the incident and sent to the next radio point to report. All following competitors will stop to assist.

Render first aid if possible, do not move the injured persons unless there is a threat to their safety from fire, or they have stopped breathing. Keep checking their breathing, keep the patient warm and monitor (making notes if necessary on their condition until the rescue crew and doctor arrives. Report any facts that might assist their treatment of the patient.

If the accident is very serious do not move or allow others to move the vehicle or any surrounding items or stage signs until the Clerk of the Course or Safety Officer has authorised you to do so. In the event of a very serious incident requiring the call out of public emergency services this authorisation is likely to come from the police officer in charge.

13. Major Incident Procedure A major incident is defined as an incident which cannot be managed using the resources that are immediately available at the scene of the incident. During the Pathfinder Rally, we would expect that the minimum immediately available resources on scene would be:

• A doctor or registered paramedic • A Motorsport UK licensed rescue unit, and the minimum equipment described in Motorsport

UK regulations • At least two licensed rescue crew • A Motorsport UK licensed recovery unit, and the minimum equipment described in

Motorsport UK regulations • At least two licensed recovery unit operators • A senior stage official

It would be expected that the resources available would be able to deal with one or two casualties, and small fires in accessible locations. More than this would probably constitute a major incident, unless the injuries were minor, or a fire was well contained and posing no immediate danger.

A major incident is NOT necessarily defined by the number of casualties, the severity of injuries or the type or location of the incident - although these factors will be considered when the decision to declare a major incident is taken. Neither is a major incident necessarily defined by the need to involve the statutory emergency services, and it may be that a major incident can be resolved using additional resources that are controlled by the rally. This is likely to be an incident which would involve serious or life-threatening injuries or major fire and would require the call out of public emergency services other than for the transportation of a casualty.

Declaring a Major Incident

A major incident will be declared by the stage doctor or registered paramedic, the Rescue Crew Chief, or the Senior Stage Official present at the scene of the incident. The Major Incident will be declared by a passing the following (METHANE) information over the Radio Rescue and Medical Frequency. If full information is unavailable, it is acceptable and useful to place a “Major Incident to Standby” call using the same terminology, while assessing the situation.

Senior Officials

When a major incident is declared, or put on standby, the Chief Medical Officer, Event Safety Officer and Clerk of the Course will confer and take action to make the necessary resource available.

Additional resources available are:

• Other nearby doctors or registered paramedics, rescue units and recovery units. Mobilising these resources may necessitate the cancellation or suspension of other Special Stages.

• Fire Service • Scottish Ambulance Service • Police Scotland • Statutory emergency services: Fire, Police or Scottish Ambulance Service will only be

contacted by the Clerk of the Course or someone under his direction. • If a large number of casualties are expected, the Chief Medical Officer will also contact the

Nurse in Charge at NHS Fife Hospital, Kirkcaldy.

In all initial conversations with statutory emergency services, the following terminology will be used.

• “This is [your name] of the Pathfinder Rally speaking. My contact number is [number]. Rally Control contact number is xxxxxxxxxxx. We have gone to Major Incident Standby / Declared a Major Incident. We have the following situation report (Give the METHANE details).”

• Ask the recipient to “Please repeat back to me the information that I have given you” and confirm that it is correct.

The following officials MAY attend the scene, depending on the type of incident:

• Chief Medical Officer • Event Safety Officer • Motorsport UK Safety Delegate

Other officials should NOT attend the scene unless directly asked to do so by those officials above, in order to preserve order and chain of command. The Clerk of the Course, or his Deputy, may need to re-route cars and will advise stage officials of the need to do so via the radio system.

It is vital that an accurate assessment of casualty numbers and resources needed is passed to Rally Control in order to allow appropriate support. When triaging, limited lifesaving interventions should be carried out. (airway opening / positioning / simple adjunct, decompression of tension pneumothorax, application of tourniquet / bystander haemorrhage control).

The MIO should maintain an overview of the scene, and as more resources arrive, he/she will direct them according to priority of the casualties. Additional medical resources should report to the MIO on arrival for briefing and deployment.

Stage Rescue Crew

The Rescue Crew will extinguish fires if possible. If they arrive on the scene of the incident before the stage doctor or paramedic then they should perform any immediate first aid required to stabilise any casualties and then assist the stage doctor or registered paramedic with the extrication and treatment of casualties.

Stage Recovery Crew

The Stage Recovery Crew will assist the Stage Rescue Crew with firefighting, stabilisation of vehicles and extrication of casualties.

Additional crews will assist the stage safety services in the performance of these duties. They will be directed in those duties by the Medical Incident Officer, who is by default the first on scene stage doctor, or registered paramedic, until she/he is relieved by the statutory emergency services

Will keep a timed log (rally time) of the actions performed at the scene and will liaise with Rally Control.

Event Control

Event Control will declare and maintain priority status and radio silence, keep a timed log of communications regarding the incident (rally time) and ensure that the following officials are aware that a major incident has been declared:

• Clerk of the Course • Deputy Clerk of the Course • Event Safety Officer • Motorsport UK Safety Delegate • Chief Medical Officer • Motorsport UK Steward • Stage Commander

Stage Marshals

Stage marshals under direction of the Stage Commander will clear the start and finish areas and re-route competing cars when advised by the Clerk of the Course. They will keep a log, including timings against rally time, of all vehicles entering and leaving the stage.

Arrival of Statutory Emergency Services

The Police will take absolute overall control except when there is a fire or chemical hazard in which case the Fire & Rescue service will take control of the inner cordon until the situation is stabilised, at which point it will revert to Police control. The first ambulance person on scene becomes the Ambulance Incident Commander (AIC) until relieved by a more senior officer; likewise, for the Police and Fire & Rescue services. The stage doctor or registered paramedic, as MIO, should remain in close contact with the other ICs.

Once the statutory emergency services arrive and communications have been established, medical communications will NO LONGER be routed via rally radio control.

MINOR INCIDENT

This is an incident which does not involve injury and will typically involve a car off in a safe place leaving space for others to pass on the stage.

SERIOUS INCIDENT

This is an incident which may involve minor injuries only, to a competitor, marshal or spectator, a car off the road in a dangerous place or blocking the stage.

MAJOR INCIDENT

A major incident is defined as an incident which cannot be managed using the resources that are immediately available at the scene of the incident.

In the event of an incident, clear and concise information must be passed immediately to the nearest radio point. Initial information will include:

• Exact location using post number if possible. • Type of incident as per grading above. • Number of casualties and type of injuries, enough detail only to assist medical crews who

will be attending the incident., no personal details should be given over the radio. • Any other hazards, fire etc.

In the event of a Major Incident declaration being required, please use the procedure in Section 0

15. Communications Management Radio

The event organisers will set up a management Radio Network on the day of the event for the purpose of providing direct contact between officials in the field, and the Clerk of the Course in Rally Control.

81MHz RADIO

To monitor and control the overall progress of the rally, 81 MHz Radio will provide the communications between Rally control and Stage Starts, designated mid points and Stage Finishes.

Each Stage will have a radio at the Start and Stop locations and the first and third stage in each loop will have a further two midpoint radio locations. Before these locations were selected, the radio coverage has been checked.

The Stage Safety Officer will attend any incidents on stage, liaise with the safety/medical crews and provide a communication link from the incident to Rally Control.

Car safety tracking will be carried out by Radio with missing cars monitored for and reported as soon as they are noted. In addition to this every competing car, rescue, recovery, medic and safety car will have a rally tracker installed in order

to ensure their locations are known at all times.

All senior and safety officials will have radio cover at all times and only they, in conjunction with the Clerk of the Course and the Stage Commanders, will make decisions regarding any incidents which may take place.

In the event of a failure of a 81 System link to Rally Control, 81 controllers should communicate with HQ by Management system in the first instance, and

mobile phone as a secondary back up. In the event of failure of a 81 system

control, 81 system communications should be possible direct to HQ. In a small number of cases it may be necessary to link via an adjacent 81 system control. Mobile phones provide a secondary back up. Various numbers for officials in

Rally Control can be found in section 5 - Directory of this manual.

16. Red Flag Procedure On all stages there will be a Red flag located at every Mandatory Radio Location defined in the Stage Safety Plan.

The display of the red flag is to advise competitors that there has been an incident ahead of them on the stage and that the mid-stage emergency services have been deployed in front of them, or where there is a significant incident in the stage.

Red flags should be held prominently displayed (held out steady, not waved) by a designated marshal who must wear a marshal’s tabard.

Upon seeing a red flag, competitors must slow down significantly and be prepared to stop.

Competitors failing to respond to a Red flag must be reported to Rally HQ.

The Stage Commander should consult with the Clerk of the Course wherever practicable and as soon as possible to seek instruction for the response to an incident on the stage. The Stage Commander should make appropriate recommendations to the Clerk or their deputy and note that the final decision for a course of action lies with the Clerk or their appointed deputy. This should not however preclude the Stage Commander from making an immediate necessary decision though that decision should be ratified with the Clerk or their deputy as soon as possible.

Once the incident has been dealt with the Clerk of the Course will advise the Stage Commander to Stand down the Red flag marshals.

RED FLAGS PRE-FIRST COMPETITIVE CAR

Radio locations with Red flags shall display them to 000 and 00 Safety Cars and the Motorsport UK Delegate, in the same manner that they would be displayed to a competitor, I order to demonstrate that the Flags are in the correct location. They should not be displayed to the 0 car other than in a real incident.

17. Rally Emergency Services – Operating Procedures Rally Emergency Services are collectively the Motorsport UK Licensed Doctors, Paramedics, Rescue Ambulances and Recovery Crews. They are each trained and equipped as specified by Motorsport UK.

At each stage start defined in this Safety Plan there will be a full complement of Emergency Services. These vehicles need to be parked to allow free access to the stage. They should be on, or on the live side, of the stage start line. They should be parked to enter the stage in the following order:

• DOCTOR (in his/her own vehicle, OR, he/she may also travel in the Rescue Unit) • Rescue Unit • Recovery Unit. • STAGE SAFETY OFFICER

The emergency services should be in position at least 1.5 hours before the first competitor to allow the safety cars to check their presence.

Some stages have a point quoted for both start and finish. This is to minimise the distance a potentially injured Casualty must travel to get out of the Stage and may involve evacuation via the Start.

The decision on which RV Point will be used for any incident will depend on how far into the Stage it has occurred and will be taken by the Rescue Services on scene, the Stage Commander, or the Clerk of the Course.

It is clearly vital that the Scottish Ambulance Service is called to the correct RV Point for that stage. The Rescue services or Stage Senior Official need to state very clearly their intended destination to Event Control so that the correct message is passed to HQ.

19. Air Ambulance Operating Procedures The helicopter will be tasked by the Scottish Ambulance Service if attendance at an incident is considered appropriate following liaison with the Rescue Chief, the Chief Medical Officer and the Chief Safety Officer. The Chief Medical Officer or Chief Safety Officer will advise Rally HQ and the Clerk of Course if such an incident is initiated.

Safety Procedures

The aircraft will not land on the stage. If required and feasible, the aircraft will land close to the incident, clear of the stage.

The only exception to this rule is where:

The stage is clearly blocked by the Rescue Unit and other vehicles at the site of the incident. In these circumstances the aircraft MUST, where possible, land downstage of the incident to prevent the possibility of a moving vehicle colliding with the aircraft.

If unable to land at the site of the incident the aircraft will fly downstage to the nearest available landing site, clear of the stage. In these circumstances the casualty will be brought to the aircraft by the rescue unit downstage in the direction of the rally route.

Landing and Take-off

During landing and take-off, the aircraft generates considerable wind. It is vital that all officials:

Secure all loose items of clothing, hats and equipment during landings & take-offs.

Keep yourself and others well away from the aircraft at all times.

The Aircraft crew oversee the situation at all times and their directions must be followed without exception.

You should also never:

Approach the aircraft, unless specifically instructed to do so by a member of the aircraft crew. Loading of the aircraft will be carried out by the aircraft crew. If they need assistance from rescue crew or marshals they will tell you.

Allow anyone to approach within 100 metres of the aircraft. (Clear the area and set up a cordon of marshals as appropriate)

Allow anyone to approach the rear of the aircraft. If turning, the tail rotor cannot be seen – IT CAN KILL.

Stage Start Procedure

Before a stage can start it must meet all the following conditions:

The Chief Marshal must have reported that all marshals are in position and passed ‘Status Amber’ to Rally Control

The Spectator Safety Vehicle must have traversed the stage and reported ‘Status Amber’ to Rally Control.

Safety Car 000 containing the Motorsport UK Safety Delegate must positively report that all marshals and safety services are in location with all necessary equipment (including Clocks and Flying Finish to Stop Line Communications). The Motorsport UK Safety Delegate must positively approve the stage to run (Stating ‘Status Amber’)

Safety Car 00 containing the Deputy Clerk of the Course must positively approve the stage to run (stating ‘Status Amber’) Note that car 00 does not have to be clear of the stage before Car 0 starts.

The authority to allow Car 0 to start a stage comes from the Clerk of the Course via Rally Control (ONLY) and must be relayed to the stage start on 81 MHz. (NOT ON THE MANAGEMENT RADIO).

Only the Clerk of the Course can set the Stage Status to ‘Status Green’ and this colour must not be used by anyone else except when a ‘Status Green’ message is relayed through an 81 MHz. controller.

Car 0 does not have to be clear of the stage before the competitors are allowed to start the stage.The first competing car must not enter the stage until authorised by the Clerk of the Course via Rally Control and that must not be before the time allocated in the Event and Safety Car Time schedule.

An Interim Safety Car will traverse the stage should any stoppage exceed 20 minutes and if happy that that the stage can run will report ‘Status Amber’ to the Clerk of the Course. As above, only the Clerk of the Course can change this to ‘Status Green’ to allow the stage to restart.

20. Spectator and Media Safety Considering this event being the return of Closed Road Rallying in Scotland and the popularity of this and similar events in the past, the Pathfinder Rally and partner agencies estimate that around 3000 people will descend on the area in order to spectate.

In order to deal with these large volumes of spectators named spectator areas have been set up over the 6 of the 9 stages on this event. The spectator areas will be marshalled according to the Stage Marshal Matrix for each stage as detailed in sections ** to ** in this document. An overview of the predicted number of Marshals is contained within these sections. These areas will be controlled by the Chief Marshal and his deputies who will have Radio contact through a mandatory radio point at each spectator point. This will give the Chief Marshal direct contact when required with the Stage Commander at the stage start in order to report and resolve any issues presented. With the best will in the world some spectators who have local knowledge or have attended similar events in the past may go to other areas not designated as a spectator area, these areas with access will be taken into account in predicted marshal numbers.

Spectators will be encouraged to attend the controlled spectator areas by means of social media, programmes, website and other media outlets. The following advice will be issued:

• Please do not walk on the Stage / Rally Route unless using designated manned crossings. • Only walk in designated spectator areas, behind the tree line or on the designated

walkways. • Follow all signs; especially do not stand in prohibited areas. • Use the natural environment to keep safe, i.e. stay behind a line of trees or on a high bank. • Stay above the road/stage never below. • Beware of uneven or slippery surfaces. • Beware of flying stones when the competitors pass, they can travel long distances at high

speed. • Please follow Marshals’ Instructions – they are there to ensure that the Stage runs safely

and on time. • Remember marshals are all volunteers, they have the right to carry out their tasks without

being subject to abusive or threatening behaviour, please help to keep our event friendly and allow us all to enjoy our day out.

• Official and Safety Cars will check the Stage, if they feel that Spectators are standing in dangerous locations then the Stage WILL NOT start.

• Please be in your final viewing area 30 minutes before the first car. Please ensure you are standing (NEVER SITTING) - if a car were to have a problem and leave the stage, you will be better placed to move quickly from a standing position than if you are sitting down.

• Please do not bring fireworks to the event. They are dangerous and could cause a serious incident with either other spectators or competitors.

• No fires or BBQ’s. Do not light fires as they can cause major fires with serious consequences.

• Please do not bring drones. The presence of unauthorised drones flying WILL bring the stage to a halt.

• Please do not bring alcohol. • Do not bring pets/animals. • Enjoy yourselves.

Motorsport UK Spectator Signage

Safety of the Media

The Motorsport UK Rally Media Accreditation system is required for special stage rallies such as the Pathfinder Rally. It is underpinned by a Code of Conduct, plus strict conditions. It features two levels to cater for the different needs of journalists and photographers/broadcasters:

1. Level One offers a Motorsport UK Media Pass only and caters mainly for the needs of journalists

2. Level Two adds a Motorsport UK Tabard carries additional privileges and caters only for photographers and broadcasters.

A written safety briefing will be given to the media holding Level 2 clearance who will have access to agreed locations authorised by the Media Officer, the Event Safety Officer and the Clerk of the Course. It is a requirement that Level 2 media must be in location prior to the Safety Car crews entering the stage and be set up for observation by the Safety Delegate after which time it is expected that they will not move. Outside these areas the Level 2 media will be deemed as spectators and managed accordingly. The names of these media will be recorded at sign on at Rally HQ before the start of the event and made available to the Safety Car Crews. Note, to have access to a live stage, all members of a media crew must hold Level 2 accreditation.

Other media will not be allowed to access the competing stages except in the official spectator areas.

21. Spectator Access/Egress Due to the location of this event, the control of access and egress of Competitors needs to be thoroughly and tactically planned to ensure that spectators are guided safely into Spectator areas. This will include safe routes, lanes, roads, field tracks, open farmland and farms / steadings / buildings where spectators can access the stage.

It is of vital importance that advance signage, warning signs and sufficient guidance is given to spectators in order to ensure adherence in access routes. In particular all open gates leading to the stages will clearly display Notice ‘D’ on both posts.

For this event the Spectator Safety Officer and his team will ensure the compliance of these areas and will pay particular attention to road closure requirements - when and where, spectator signage from outside the stages, delivery of education to spectators and definition and management of a strict set of prohibited areas. They will work in conjunction with the Clerk of the Course, Event Safety Officer and Stage Commanders to ensure that everyone can access / leave a stage safely and direct the public to areas that are deemed as minimum hazard and have been risk assessed to be so.

Once the roads are closed, should spectators access or traverse the stages in a manner deemed to put themselves or others in danger they will be removed by Police Scotland at the request of the organisers.

22. Environmental and Waste Policy Motorsport UK and the Pathfinder Rally are aware of the damage that could be done to the environment through rallying therefore Environmental Spill Kits will be stationed at the Official Start, Stage starts, regroup and the Service Park.

Each competing and official car covering the whole route will carry an Environmental Spill Kit. This will consist of the following: -

• 2 Absorbent heavyweight spill pads • 2 Pairs of protective gloves • Selection of hand wipes • 1 Poly bag with cable tie

Each Special Stage Commander will be supplied with a Spill Response Kit for use in the event of any major problem arising within their stage. This will consist of: -

• Absorbent heavyweight spill pads • Absorbent pillow/boom • Protective Gloves and wipes • Poly bag and cable tie.

All Recovery Vehicles also carry a Spill Response Kit.

Replacement kits will be available throughout the event from the Environmental Scrutineer who will also have granules and Waste Drum for disposal of any waste.

If any kits are used please ensure all waste is placed in the poly bag within the kit and securely tied. These must then be deposited at the “Spill Station” which will be located at the Refuelling Zone in the Management Service Area, or at the final control.

The Environmental Scrutineer holds a Waste Carriers Licence and will dispose of all the waste as defined in The Environmental Protection Act 1990 Section 34 (Duty of Care)

Ground sheets should always be used whilst servicing. Please ensure that after a vehicle has left the controlled Service Park all waste/debris is gathered up and disposed of in a safe, suitable manner.

All service vehicles are recommended to carry a suitable Spillage Kit these can be ordered and supplied by the Environmental Scrutineer.

23. Safety Advisory Group (SAG) Process The Fife Safety Advisory Group (SAG) was formulated to provide a coordinated and multi-agency approach to tackling public event safety. The project took inspiration from City of Edinburgh’s Events Planning and Operations Group (EPOG) event management process established to improve public safety at events.

By utilising a multi-agency partnership approach, Fife Council are able to bring key partners together to improve the planning and delivery of public events in the area. Similar SAG arrangements have been used to ensure the public’s safety at events across Scotland and have assisted in the investigation of a number of safety incidents at public events.

The Pathfinder Rally Organising team are working together with the SAG team to deliver a safe Pathfinder Rally. This has involved regular meetings and working sessions during the planning and organising stages of the event allowing each of the teams to critique the plans and ensure that all the teams on the ground have a suitable and organised plan to work to, indeed this safety plan is a key outcome of all the hard work and efforts put into these planning stages. This effort and expert knowledge is being further utilised on the day of the competition in case of a major incident.

24. Method Statement Method Statements

Statement of Intent

To deliver to the competitors and the public a safely planned and organised event that meets the statutory obligations under relevant legislation and meets the standards of safety applied to Motorsport events authorised by the Motorsport UK (Motorsport UK Regulations are contained in the ‘Motorsport UK Yearbook’ and Rally Futures Stage Rally Safety Requirements, which should be read in conjunction with both this document and the Safety Plan). To incorporate agreed recommendations made at the Joint Agency Planning Meetings where advice pursuant to other statutory powers has been given. To consult with businesses and residents and so far, as is practicable, take into account their wishes and views in delivery of the program of activity.

Purpose of the Event

The event is held to allow the competitors to compete on a multi-venue stage rally. The rally also provides spectators the opportunity to watch some of the best drivers in the country compete in the local area.

Audience / Crowd

The areas that will be used by spectators are located within the stages. It is very difficult to predict exact numbers of spectators. Also, certain areas are known as particular hotspots for spectators because of the accessibility from the public highway, parking and viewing opportunities. These areas are given extra resources to ensure crowd control. Spectators may also attend scrutineering and the service area.

Competitors / Cars

All drivers are subject to licensing by the sport’s governing body, the Motorsport UK. Likewise, all competitive vehicles are subject to the Technical Regulations of the Motorsport UK. The eligibility of both competitors and their vehicles is verified by the Organisers prior to them being allowed to start the Rally.

Site/ Course Preparation & Pre-Build Infrastructure

The start and service areas have been chosen for their suitability and have the required facilities. The requirements for the layout of Special Stages are prescribed by the Motorsport UK Regulations.

Contractor Behaviour

The use of Specialist Contractors on the event is limited to XXXXXXXXX and Sportrax. Each contractor is specifically responsible for checking site suitability including location of services and overhead cables prior to locating infrastructure ensuring the safety of their staff and others involved in the event. Contractors should nominate a senior member of staff to be responsible for the liaison and co-ordination of health and safety with the Event Safety Officer.

Temporary Demountable Structures

The only build will be the Start / Finish arch, which is purpose built to the required standard. It will be erected / dismantled by suitably trained personnel. Some competitors will also erect medium size gazebos for servicing the cars. It is also likely

that small domestic type gazebos will be used by timekeepers on the special stages to keep equipment and themselves protected from the elements.

Toilets

There are adequate toilet facilities in Rally HQ and at the service area. Additional toilets will be located at spectator areas within the stages, stage starts and stage stops.

Welfare for Child Protection

The Motorsport UK Regulations in relation to Child Protection will be adhered to. The Safeguarding Officer is responsible for this.

Terrorist / Bomb Threat

There has been no direct terrorist / bomb threat at the time of printing. Any information in this regard will be passed to the Police who will assume control.

Cancellation Policy

In the unlikely event that a decision is taken to cancel the event the Senior Officials, in conjunction with the Media Officer will compile a statement to be released to the local media.

Impact on Local Community

An extensive Public Relations campaign has been completed to ensure that the local residents are aware of restrictions to the public roads. The event web site will have this information as well as social media.

25. Health and Safety Policy Health & Safety Policy of Pathfinder Rally (The Event)

1. The event is fully aware of its obligations under the Health and Safety at Work etc Act 1974 and will, as far as is reasonably practical, ensure the health, safety and welfare of all officials, marshal, competitors and members of the public who attend the event or operations under our control by: -

a. Providing and maintaining safe and healthy working conditions, taking account of any statutory requirements.

b. Provide instruction to enable service personnel, officials to carry out their duties in a manner which is efficient and not injurious to the health and safety of the individual, their colleagues or to the general public.

c. Ensuring that all working methods and procedures will not endanger the health and safety of anyone on the event.

d. Maintaining a constant and continuing interest in all health and safety matters and will consult and involve service personnel, officials whenever possible.

2. The event will make available safety training, participate in joint consultation, provide personal protective equipment where necessary and check and inspect its’ safety organisation.

3. All organisers and officials understand their specific responsibilities for health and safety within their departments and will ensure that there are adequate health and safety facilities available and that relevant safety requirements and codes of practice are known and adhered to at all times.

4. Codes of practices are prepared and will be issued to service personnel; officials to ensure those safety practices are followed and adhered to organisers and officials must ensure that service personnel, officials are fully aware of the content and purpose of the codes affecting them.

5. The Event will make regular contact with outside bodies to ensure that it is complying with any relevant statutory legislation.

6. The organisers and officials give their full backing to this Policy and will support all those who endeavour to carry it out.

Any spillage of oil or other fluids could enter watercourse or drains. Service crew must ensure that any work of this nature is carried out at a safe

distance from these areas and that a spill kit is used in the event of any spillage. Any used spill kits to be

disposed of in appropriate manner. All work must be carried out on a ground sheet. Any breaches to

be reported by marshals/officials to the Clerk of Course and the environmental Scrutineer.

Service Crews

All service crew to wear PPE as directed by their crew chief. To prevent cars falling on mechanics;

only experienced people should work on cars. Any work under a jacked-up vehicle should only be

carried out when axle stands, or other permanent supports are in place, and the vehicle is on ground,

suitable to take the weight of the jack, stand or support without overturning.

Safe working practice is the responsibility of each crew member and their service supervisor. All rally marshals and officials will monitor that the service

crews act in a responsible manner. Breaches will be reported to the Clerk of Course or the

Environmental Scrutineer.

27. Stage Set-Up & Motorsport UK Safety Notices The stages will be set up by experienced persons in the lead up to the event.

Marshals are responsible for ensuring the spectators and media do not stand in prohibited areas and box junctions. They themselves MUST NOT stand in prohibited areas and box junctions.

The Stage Start is post number 1 and the flying finish and stop line are the last two post numbers.

Junctions will be marked with a single advance arrow 100 metres before the junction together with its post number with two arrows at the junction to form a gate which the route goes through.

No Entry boards will be used on any road adjoining the stage route facing the stage to define roads that are not the route.

Radio Points (in the road book): A standard large yellow radio sign will be erected 100 metres before the location with its post number, at the location the Standard large blue radio sign will be erected.

Public Warning Notices: both Motorsport UK Notices A & C together with the Spectator Safety Code will be erected on any public road approaching the special stage. In particular, at the start and finish but also where a public road or other access route adjoins the stage.

Motorsport UK Notice B should be used to denote areas of danger that we do not want any persons (marshal spectator or press) to occupy for their own safety. Motorsport UK Notice D will be used to define limits of spectator access.

28. Time Keeping, Progress, Process and General Requirements

The Rally uses standard UK target timing. Timing takes place between adjacent time controls. Target times exist for road sections, special stages and service areas.

The cars leave the start control at 30 second intervals and this gap is maintained throughout the rally. Once the rally is running there may be a request from the Clerk of the Course to extend the gap between two competitors on the grounds of safety if it is obvious that someone is out of place relative to their performance. This instruction will be passed to the Stage Commander over the radio system.

Re-Groups are locations on the rally route where the opportunity is taken to reduce the gaps that may have occurred between competing cars as a result of lateness or retirements.

Specific instructions follow for each type of control location. The Sweeper Car will collect all relevant paperwork from you as they pass through your control. The Sweeper Car will also collect all signing on sheets, check sheets and reports.

Stage Arrival Controls

Crews may enter the control area by passing the yellow board during their target check-in minute, or the minute preceding.

The clocking of the card can only be carried out if the 2 crew members and the car are in the control zone (between the yellow and red boards). If due to a long queue this is not possible one of the crew may walk up to the control with their card and the marshals will enter a time. The check-in time shall correspond to the exact moment at which one of the crew members hands the time card to the appropriate marshal who will enter on the card the actual time at which the card was handed in, and nothing else. This time is recorded in the ARRIVAL TIME box on the time card. This same time is recorded on the control check sheet along with the car number.

The provisional start time for the special stage is entered in the PROVISIONAL START TIME box in the next section of the card. The provisional start time is calculated by adding a minimum of 3 minutes to the arrival time. The card is handed back to the competitor, who then moves up to the start line.

Stage Start Controls

The first car must not start the stage without the specific approval of Rally Control. Before giving this approval the Clerk of the Course will consult with the Safety Cars as to the readiness of the stage. This is to ensure that all safety measures are in place. The first car may be allowed to start before all Safety Cars are clear of the Special Stage. The ACTUAL stage start time is added to the time card.

If a stage needs to be cancelled it will always be preferred to run the crews through the stage non-competitively. If this happens each crew will still be given a start time and the stage will be treated as a road section with the Stage Target as the target time to the stop line. Rally Control will advise you when to do this.

If a stage has to be cancelled and the cars rerouted to a specific point Rally Control will advise of this as well. In this instance you will still give a time to the crews on the following timecard where the hours/minutes from the stop line would go. This will record the time for the start of their next road section.

Stage Flying Finish and Stop line

As the front of the car breaks the flying finish line the marshal should press the button on the clock. The finish time is then displayed on the clock. This finish time is then radioed to the stop line with the car number and recorded on the flying finish check sheet. Each push of the button stores a time. If more than one car arrives in quick succession the button should be pushed each time a car crosses the line. The clock can then be scrolled backwards to see the times.

At the stop line the time card handler will take the time card from the competitor and enter the time from the flying finish into the correct box on the timecard. The hours and minutes part of the finish time will then be entered onto the next timecard in the correct box.

If a car reports having seen an SOS board, or a car that has had an accident and is not displaying an OK board and the crew are not out of the car, get as much information as possible about: Location, how many casualties and nature of injuries if known -conscious? Bleeding? Pass this information to radio control via the stop line radio. If there is any doubt, ask any following cars for more details or confirmation.

The car number and time will also be recorded on the stop line check sheet. The time card will be returned to the competitor.

Problem Solution

Re-Groups

Regroups are used to close up the inevitable gaps in the field caused by retirements and slower competitors.The principle is that the first car on the road arrives at the regroup In control and is given a due time Out that matches the Regroup Out time in the event time schedule. Subsequent competitors should then be issued with a due time Out which is 30 seconds after the previous car. All cars should be given a minimum of 1 minute to travel between the In and Out controls. The cars should leave the regroup in exactly the same order as they arrive. The area between the In and Out control is Parc Ferme which means only the crews and officials are allowed anywhere near the cars. No work is allowed on the cars by anyone in this time. The In and Out controls are set up and operated as normal time controls at either end of the Regroup and the operation is described above.

Your Appearance

Ensure you wear suitable clothing to enable you to carry out your duties in comfort. Depending on the weather, warm clothes and strong sensible footwear will be needed. Always wear a marshal’s tabard so that you can be clearly seen by competitors, spectators, the press and other officials.

Your Behaviour

Your actions are as important as your appearance. How you perform your duties will affect the competitors and spectators view of the event. Officials are expected to NOT use cameras, consume alcohol or fool around whilst on duty. Follow the Instructions given in this document, plus any additional specific instructions provided by the Stage Commander or other Senior Official. Make full use of the additional resources available to you, such as the Safety Cars or Senior Officials via the nearest radio point. Do not let yourself become overwhelmed by any situation. Always try to keep calm and keep your gestures low and non-threatening. Try to remember that any spectators who are unhappy are not angry with you personally but with the Rally. Remember, spectators may well take pictures or video footage of your actions so ensure you always behave in a professional manner.

Your Safety

Whilst the organisers have taken all precautions, your safety is primarily your responsibility. You should remember that the safety elements of the Rally are requirements of Motorsport UK and are required to allow the Rally to run. You must not stand in a place of danger such as a prohibited area; always leave room for your escape should a competing car leave the stage route. Follow all requirements set out in the Spectator Safety Plan in relation to your safety and the safety of others. Do not let Spectators become established in prohibited areas, they will be impossible to move after they have settled.

Nobody under the age of 16 can sign on in an official capacity.

No official under the age of 18 should be left unsupervised directly by the adult assuming responsibility for them during the rally.

Any road that may form an escape road between the start and stop controls should be kept clear and unobstructed from spectators and marshals for a distance of at least 100m, bearing in mind the potential approaching speed of a competitor. All marshals should ensure that spectators are directed towards viewing the rally from the designated spectator areas. Any spectators found straying into other parts of the stage route should be managed by the marshals in line with the broad principles of where it is of least risk to let them stand.

Beware of uneven or slippery surfaces and of flying stones.

Marshals and the Media

Official signed-on Media (Level two) will be identifiable by a purple numbered tabard issued by Motorsport UK. Media are subject to the same safety rules as marshals and spectators, i.e. they cannot be in prohibited areas or Danger areas i.e. box junctions and they cannot stand on the closed roads. Press are required to co-operate with marshals and obey their instructions. Marshals should be polite but firm and persistent if necessary. If marshals consider that media personnel are endangering themselves or others, they should advise them that the stage will be stopped and thereafter report

the problem to the Stage Commander or Rally Emergency Number by the nearest rally radio or mobile phone, giving details of location and numbers and individuals if known. Level two press may request specific access to additional locations out with the spectator areas. These must be agreed with the Clerk of the Course in writing prior to the event and are subject to final checking by the Motorsport UK Safety Delegate on the day.

Diplomacy

As officials, you will be the point of contact with competitors, the public and representatives of Motorsport UK. Know what is expected of you, be firm as you carry out your duties and remember safety and efficiency are your primary objectives. Do NOT place yourself in a position of danger or vulnerability / potential confrontation when dealing with spectators, if you require help or assistance then you must seek that assistance. Always be polite and helpful, do not block the views of spectators by standing in large groups (ideally no more than 2 or 3 marshals together).

It is useful to greet competitors as they arrive at your location and then carry out your designated task. You must not offer advice or interpret the regulations for competitors. No physical assistance should be provided to competing cars except in the case of safety.

Reporting for Duty

As an official you will have an important designated function, which will mean you must arrive in plenty of time, at least 2 hours prior to the first car, to prepare and set up. Be prepared for a very long day. If you are going to be late or will not be able to attend to carry out your task, ensure that the person responsible for the allocation of your duties is made aware as soon as possible.

Family and Friends

Only nominated officials are permitted in designated areas. Any family members or friends you bring with you will be classed as spectators and must view the event from the public areas. This is to ensure the safety of all, as if you are concentrating on watching family members you may not be paying full attention to what is going on around you. All children must only be located in spectator areas under the direct control of a responsible adult.

Parking of Official Vehicles

All non-competing vehicles should be parked in a place of safety, at least 30m from a road used as a special stage between a point in advance of the start control and a point 100m beyond the finish stop control. In escape roads all non-competing vehicles should be parked in a place of safety at least 100m away from the road used as the special stage. This is the minimum distance. In addition, the nature of the stage and weather conditions etc must be taken into consideration and the distance that non-competing vehicles are stationed from the edge of the stage should be increased accordingly. Non-competing cars required solely for purposes of operational efficiency, i.e. those housing equipment relevant to stage controls or providing marshals shelter at control locations must be parked safely and in locations designated by the Stage Commander as suitable, having regard to the needs of safety.

Safety Radio Cars must be parked in a place of safety at all times and in the specific locations as indicated on the Safety Plans. In some locations it may be necessary for one occupant to be deployed outside the vehicle to monitor competing car numbers; this will be set out in the Safety Plan. Such personnel must then stand in a safe location; personal safety must not be compromised in the interests of operational needs.

Training

The organisers will take reasonable steps to ensure that all marshals are suitably briefed for their duties by using Motorsport UK Registered Marshals wherever possible. All marshals are expected to acquaint themselves with all relevant instructions and safety information relevant to their role on the Rally.

Competitor Incidents

In the event of an Incident, keep spectators away, protect yourselves and the scene. The marshal in charge or Sector Official present should take command of the situation until the arrival of a more senior official. Turn the ignition /electrical master switch off (Lightning Symbol). If no fire has occurred and there is no immediate danger, do not move any injured crew, ensure the person can breathe properly – MAINTAIN A CLEAR AIRWAY, and loosen the clothing around the neck. DO NOT REMOVE HELMET unless it is absolutely necessary. Apply pressure to any obvious bleeding points, keep the person warm, and try to keep everyone calm. Constantly update the nearest radio crew with accurate information if possible; this will help get you the help you need. If urgent medical assistance is required, display the red SOS board to following competitors.

Try to keep the track clear for other competitors; however, your first priority is to help any people who are injured. If a car goes off, make sure that following cars are not delayed or that potential further danger is created by trying to get a car back on the road. If there has been any incident, please ensure that no comment is made to spectators or the media. You may be asked by the organisers to make a written report on what you saw happen.

Remember your personal safety at all times wear high visibility clothing and maintain awareness.

• Don’t be officious, be friendly but firm with spectators • Do not take any risks with your personal safety • Be prepared and confident when undertaking your duties • If you need help or assistance, then you must seek such assistance • Keep your sense of humour and remember that rallying is fun • Please acquaint yourselves with the relevant instructions for your role on the rally.

42. Appendix A –Refuelling Zone Method Statement & Risk Assessment

Method Statement Self Refuelling Competition Vehicles from Approved Fuel Cans 3rd April 2022

Scope of Operation This Method Statement has been prepared to cover the above activities involved in refuelling vehicles from fuel containers supplied by the entrants.

1. Set up and Start of Operation.

2. Setting up barriers and appropriate signage

3. Putting in place requirements within the Refuelling Zone/Area

4. Setting out the storage area for fuel cans supplied by entrants

5. Process for first and subsequent competing vehicles on entering the Refuelling

Zone/Area

Step by step process

1. Familiarise with all Risk Assessments and Safety Plan for Event and Zone/Area

2. Checking area in and around refuelling Zone/Area is free of combustible materials or

sources of ignition.

3. Put in place barriers to protect the Refuelling Zone/Area and correct signage to show

directions for entering and exiting and to show extent of hazards in immediate area

of Refuelling Zone.

4. Mark out segregating bays and place out fire extinguishers (both powder and foam)

fire blanket, drip trays, granules and storage drum for waste in dispensing area along

with First Aid Kit. Personnel (Trained Licensed Motorsport UK) to wear correct PPE

to commence duties within the Zone (Fireproof Suit, gloves, glasses)

5. Mark out storage area for fuel cans with correct signage in place for fuel cans which

must be in a good state of repair, not leaking, securely sealed and have appropriate

"Highly Flammable Signage"

6. Vehicle on entrance to the Refuelling Zone/Area directed to selected bay, drip tray put

in place and fire extinguisher at ready.

7. Engines must be switched off prior to and whilst refuelling is being carried out.

8. Vehicle to be fuelled under the direction of the Motorsport UK Environmental

Scrutineer

9. During refuelling only two members of competitor’s service crew admitted to into

Refuelling Zone/Area to assist crew with refuelling

10. Officials will ensure that crews are out of car when refuelling is taking place.

11. On completion of re-fuelling cans will be securely sealed and returned to the fuel can

storage area.

12. The crew will then be allowed to access the vehicle and exit from the Refuelling

Zone/Area

13. The above process will be repeated until closure of the Refuelling Zone/Area at the

direction of the Motorsport UK Environmental Scrutineer

14. Area to be cleared of all hazardous and all general waste barriers and signage

removed.

15. All fuel cans to be returned to the relevant entrant

Risk Rating:

The risk rating is when likelihood and severity are considered together. For example, the harm from a hazard may be high (death) but the likelihood of it happening is minute but NOT IMPOSSIBLE then it is overall low. But if the hazard is high and the likelihood is high then the overall risk rating is high. At this point in the risk assessment, it is important to show the “real picture” speak to the personnel to do the job and ask for their input, use their experience and knowledge to reflect a meaningful risk assessment.

CONTROL MEASURES

List the current controls that are in place and can be validated. Please remember that control measures given as verbal instructions are not easily proven in a court of law and these should be in the written format. When issuing staff with instructions on assessed tasks, it may be necessary with some groups to give the information verbally, remembering officials/marshal’s literacy skills. A record should be kept on the information dissemination and officials/marshal’s sign that they have received the information and in what form. If possible when listing control measures cross reference existing written instructions/information, you do not have to reiterate information that already exists, however this should be attached to the risk assessment form where possible as an appendix.

44. Appendix B - Advanced Marshals Instructions Marshals Instructions

Thank you for agreeing to marshal at the 2022 Pathfinder Rally. Marshals are a key part of the rally team and the event wouldn’t run without you. Your job is to keep yourself and others safe on the stage. Marshal, spectator and competitor safety is our first priority.

More experienced marshals will be used in appropriate places with buddying arrangements in place for new and less experienced marshals. Experienced marshals may be asked to buddy up with new marshals as part of their training. However note that all marshals must have the Motorsport UK accreditation. This should be obtained online prior to the event if you do not already have it.

A marshals briefing has been arranged at your Stage Start two hours before the first rally car is due, so please arrive promptly. To ensure you are covered by Motorsport UK insurance, you are required to sign-on at the Stage Start, unless you have been given specific alternative instructions.

Don’t forget wear appropriate clothing and footwear, ensuring that you have with you clothing for all types of weather. Remember and bring food and drink as you may be on duty for several hours in changeable conditions.

REPORTING TO YOUR STAGE

When you arrive on stage, report to your Stage Commander at stage start and you will be given your duties and a short briefing.

PLEASE WEAR YOUR MOTORSPORT UK MARSHAL TABARD AT ALL TIMES WHILST OUT ON STAGE AND UNTIL THE STAGE IS CLOSED.

If you don’t have one, please ask your Stage Commander. You should ensure that you know

• Where the nearest radio car is to your location; • Where the nearest red flag point is to your location; • Who to contact in the event of any concerns you have about safety issues arising on stage

(by radio or mobile phone). You will be given contact numbers for the Stage Commander, Deputy Stage Commander and Sector Marshals in spectator areas.

OUT ON STAGE

Several safety cars will pass through the stage prior to the 0 car and first competing car. These cars will include the Chief Marshal, Motorsport UK Stewards, Event and Spectator Safety crews, the Motorsport UK Safety Delegate and then car 0. If there are long delays during the stage then an Intermediate Car will pass through to signify that the event is about to resume, and after all competing cars have passed you must wait for the Sweeper before you stand down from your post.

In order to communicate with the Safety Cars (especially the Safety Delegate), marshals should use the FIA specified gestures below to indicate whether you are satisfied with the safety situation at your location (All OK) or whether you have any problems (Stop I need support). The two gestures are shown below:

Marshals are the means of controlling safety on a stage and will often be in the front line if an incident happens.

Remember to bring your whistle for use on stage. You should blow your whistle whenever you hear an approaching car including the Safety Cars. This whistle is to be used for two purposes:

1. To advise the spectators and other marshals in your location of the approach of a vehicle, whether that is an official car, a safety car or a competitor

2. To advise the spectators (at exactly 30 minutes before the First Car is Due) that there is to be no further movement on the special stage. This is to be done by a long continuous whistle at FCD minus 30 minutes.

• Ensure spectators stay in designated spectator viewing areas at your location or otherwise in safe locations – preferably several metres back from the stage at all times;

• Take control and move spectators where you want them to be as they start arriving – BE POLITE BUT FIRM. Use peer pressure from other spectators if someone refuses to move;

• Be aware of the arrangements for media access; • Do not take photographs or video or share any information on social media whilst

marshalling – stay alert at all times; • If there is a delay to the stage or a temporary halt, find out what is happening and keep

spectators informed– they will be less likely to move; • Keep everyone off the live stage – remember to use your whistle to alert others of

approaching cars. Always ensure that spectators are in a safe place and kept back from the edge of the stage – preferably several metres back.

NO-ONE IS ALLOWED TO STAND IN PROHIBITED AREAS AT ANY TIME – SPECTATORS, MARSHALS OR MEDIA.

These areas will be shown by Motorsport UK Notices B, C and D and red & white tape and include box junctions intended as run off areas for cars that fail to make a turn, and also generally the outside of bends. However, be aware that rally cars can leave the stage at any point so be alert at all times.

If you have concerns about safety on stage or spectators/media refuse to move from an unsafe location, make this known to your Stage Commander. A decision will be taken on whether to suspend or stop a stage and you will be supported

by the Stage Commander and Clerk of the Course in taking this action – we want to support a good competition, but safety always comes first.

RED FLAGS

A red flag system will be in operation on the event on all stages. Ensure that you know the location of the nearest red flag to you and who will display it if required. The decision will be taken by the Stage Commander or Clerk of the Course and

communicated to radio locations. Any marshal displaying the red flag must wear a tabard and hold the flag stationary without waving it. Competitive cars, on seeing the flag, are required to slow down to a non-competitive speed as a rescue vehicle may be on stage.

IF AN INCIDENT HAPPENS

You should remember the following:

• Stay calm and assess the situation – your own safety is the first priority; • Ensure spectators are kept back – where there are several marshals, ensure that some

remain to control spectators and guide them to avoid positions of danger.

When an incident happens, a marshal’s primary responsibility is to act as a look out to allow another person to assess the needs of the competing crew;

If the incident has created a blockage or partial blockage and there are sufficient marshals on the stage, an additional marshal should go further up the stage to warn approaching cars;

If the incident involves assisting competitors ensure that you have a lookout, that you are in a safe position, that the SOS/OK board carried by all competitors is being shown and ensure that someone takes and displays the warning triangle approximately 100 metres down the stage. The SOS board should be shown at the vehicle itself if a competitor needs medical assistance;

Report circumstances as quickly as possible to radio crew if nearby or stop the next competing car and ask them to report:

CAR NUMBER;

WHETHER BLOCKING STAGE;

ANY MEDICAL ASSISTANCE REQUIRED;

ANY OTHER RELEVANT INFORMATION.

Replace any damaged stage furniture and ensure stage is kept clear of spectators.

AT THE END OF THE STAGE

Wait until the Sweeper has passed;

Be aware of spectators leaving the stage and Road Openers clearing furniture

Remember you are driving on a public highway and as such it should be treated as if it was open

If you can, dismantle stage furniture and leave in a neat pile at the side of the stage.
