Proposing an amendment to the Constitutionof Alabama of 1901, to prohibit any moniesfrom the State Parks Fund, the ParksRevolving Fund, or any fund receivingrevenues currently deposited in the StateParks Fund or the Parks Revolving Fund, andany monies currently designated pursuant tostatute for the use of the state parks systemfrom being transferred for another purposeother than the support, upkeep, andmaintenance of the state parks system.

Notwithstanding, in the event that guestrevenues to the State Parks Revolving Fundexceed the threshold of $50 million (asannually adjusted based on increases in theconsumer price index) in a fiscal year, thesales and use and cigarette tax revenuedistributed to benefit the State Parks Systemshall be reduced in the following fiscal year.The amount of the reduction shall correspondto the amount of guest revenue to the StateParks Revolving Fund exceeding thethreshold. The amount of tax revenue notdistributed to benefit the State Parks Systemshall be distributed to the General Fund.

Proposing an amendment to Amendment 617of the Constitution of Alabama of 1901, toallow the Department of Conservation andNatural Resources the option to provide forthe operation and management, by non-stateentities, of hotels, golf courses, andrestaurants at any applicable state parks inAlabama. to Vote When Applying for a Permanent Fund Dividend

Ballot Measure No. 1

This act would instruct the Division of Elections to register a qualified Alaskan to vote when applying for the permanent fund dividend (PFD). If a person registers to vote for the first time through a PFD application, the Division of Elections would compare the person's information to state records to ensure that the person is an eligible voter. The Division of Elections would let the citizen know if he or she has been added to the state registration list, or if the person's current voting address does not match the one provided on the PFD form. Inthat case, the person could change their voter registration address. The notice also would allow an applicant to request removal from the registration list. Thus, using the data from the PFD form, the Division of Elections would register a qualified Alaskan to vote unless he or she opts out. TO THE 1970 ILLINOIS CONSTITUTION

Explanation of Amendment

The proposed amendment adds a new section to the Revenue Article of the Illinois Constitution. The proposed amendment provides that no moneys derived from taxes, fees, excises, or license taxes, relating to registration, titles, operation, or use of vehicles or public highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, or airports, or motor fuels, including bond proceeds, shall be expended for other than costs of administering laws related to vehicles and transportation, costs for construction, reconstruction, maintenance, repair, and betterment of public highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, or other forms of transportation, and other statutory highway purposes, including the State or local share to match federal aid highway funds. You are asked to decide whether the proposed amendment should become part of the Illinois Constitution.

Do you approve of a law summarized below, on which no vote was taken by the Senate or the House of Representatives on or before May 3, 2016?

SUMMARY This proposed law would allow the state Gaming Commission to issue one additional category 2 license, which would permit operation of a gaming establishment with no table games and not more than 1,250 slot machines. The proposed law would authorize the Commission to request applications for the additional license to be granted to a gaming establishment located on property that is (i) at least four acres in size; (ii) adjacent to and within 1,500 feet of a race track, including the track’s additional facilities, such as the track, grounds, paddocks, barns, auditorium, amphitheatre, and bleachers; (iii) where a horse racing meeting mayphysically be held; (iv) where a horse racing meeting shall have been hosted; and (v) notseparated from the race track by a highwayor railway.

A YES VOTE would permit the state Gaming Commission to license one additional slot machine gaming establishment at a location that meets certain conditions specified in the law.

A NO VOTE would make no change in current laws regarding gaming.

QUESTION 2LAW PROPOSED BYINITIATIVE PETITION

Do you approve of a law summarized below, on which no vote was taken by the Senate or the House of Representatives on or before May 3, 2016?

SUMMARY This proposed law would allow the state Board of Elementary and Secondary Education to approve up to 12 new charter schools or enrollment expansions in existing charter schools each year. Approvals under this law could expand statewide charter school enrollment by up to 1% of the total statewide public school enrollment each year. New charters and enrollment expansions approved under this law would be exempt from existing limits on the number of charter schools, the number of students enrolled in them, and the amount of local school districts’ spending allocated to them. If the Board received more than 12 applications in a single year from qualified applicants, then the proposed law would require it to give priority to proposed charter schools or enrollment expansions in districts where student performance on statewide assessments is in the bottom 25% of all districts in the previous two years and where demonstrated parent demand for additional public school options is greatest.
