NOTIFICATION- AFA/ADFM-70%/2020-22 Sub: Selection for the post of AFAs/ADFMs(Group-'B') in Pay Band Rs. 9300-
34800/-(PB-2) & Grade Pay Rs. 5400/- (L-9 in VII CPC) against 70% quota for the block period 2020-22(Vacancy Assessment Period 01.04.2020 to 30.09.2022).

With the approval of competent authority, it has been decided to form a panel of AFAs/ADFMs (Group-'B') in pre revised Pay Scale of Rs. 9300-34800/-(PB-2) and Grade Pay Rs. 5400/- in PB-2(Level-9 in VII CPC) from amongst the eligible Group-'C' staff of Accounts
Department through Selection against 70% vacancy for the block period 2020-22.
1. The vacancy position of Selection (70%) is as under:

2. The cut-off date for determining eligibility of candidates is 01-04-2020.
3. Eligibility Criteria:
(a) VI CPC: Group C' employees of Accounts Department working in pay band PB 2 (Rs 9300-34800) with Grade Pay of Rs 4200/- and above with three years of non- fortuitous service in the grade (including non-fortuitous service rendered in corresponding pre-revised grade) in the Accounts Department and who have qualified the Appendix 3 (IREM) Examination will be eligible.
(b) VII CPC: Group "C' employees working in Level 6 and above in Pay Matrix with 3 years of non-fortuitous service in Level 6 and above in Pay Matrix (including non- fortuitous service rendered in the corresponding pre-revised grade pay) and who have qualified the Appendix 3 (IREM) Examination will be eligible.

5. There will be only one written examination. Any change in pattern of examination will
be communicated accordingly.
6. Normally there is no provision for holding absentee written examination. However, in exceptional circumstances, where sufficient and satisfactory reasons beyond control of candidate(s) are available, (viz. either the candidate is under RMC or he was not spared
by his controlling officer due to administrative reasons), with the approval of competent authority, only such candidates may be allowed to appear in absentee writtenexamination. It will be responsibility of the candidate to advise reasons of absence through controlling officer to Dy. FA&CAO/G/E.C. Railway/Hajipur within 03 days from the date of written examination. Candidates may note that no Private Medical Certificate will be entertained under any circumstance. In case of failure to comply the above instructions by the candidate, he/she will not be allowed to appear in the absentee written examination, if held, assuming that reasons are not beyond the control of
candidate.

Only those candidates, who qualify in the written examination and found medically fit in the prescribed Medical category will be called for viva-voce test. The placement of the candidates in the panel will be based on their performance in the written examination/viva-voce & Record of Service as per extant
procedure contained in Railway Board's instructions.
8. The list of integrated seniority of eligible candidates is enclosed at Annexure-A'(Main List). A standby/reserve list, again in terms of integrated seniority is enclosed at Annexure - 'B°. The standby/reserve candidates in Annexure - B are also alerted to be
in readiness for appearing in the written exam at short notice in case any of staff listed at Annexure-'A' express his unwillingness to appear in the written exam.
9. Annexure A' (Main list) includes 45 names (33 candidates as per seniority list of normal zone of consideration +12 twice failed candidates) and Annexure-"B' also includes 45 names of stand by/ reserve list.
10. Tentative calendar of events is at Annexure -'E'. The target dates given in the schedule should be observed serupulously by the controlling officers.
11. Representations, if any, against the seniority position, omission/commission of any name, may be submitted along-with supporting documents to controlling officer by 01.07.2022 and the same shall reach the office of Dy.FA&CAO/G by 04.07.2022. No representationwill be entertained after the stipulated time period in any circumstances
12. The Application Form of the candidates in Annexure- C' duly filled up and with specific mention of willingness/unwillingness of all the eligible candidates enlisted in Annexure- 'A' and Annexure- "B' should be submitted to controlling officers by 01.07.2022 who shall then send it to the office of Dy.FA&CAO/G through special
messenger by 04.07.2022 positively, so that final list of eligible willing candidates may
be published within time frame.
13. If any employee in the lists at Annexure- A &B° are on leave/training/deputation/sick etc. intimation regarding this notification should be sent to their personal address and
their acknowledgement should be obtained and forwarded to this office. The
responsibility of sending intimation to their personal address rests with the controlling
officers.
14. Branch Officers/Controlling Officers of the concerned Divisions/Units are requested to ensure that the Candidates named under Annexure- 'A' and Annexure-"B° have filled the
application willingness/unwillingness. If any candidate refuses to provide willingness/unwillingness within the stipulated time, a written report regarding non-submission of willingness by the candidate should be submitted to the office. Such candidates will be treated as
in Annexure-'C and have clearly mentioned his/her
unwilling for the above selection.
15. The Selection procedure has been prescribed under para-10 of the Updated Master Circular 68. The written examination for selection against 70% quota will consist of only one paper with maximum marks of 150 and Qualifying marks will be 90. The paper will1 be on professional subject, Establishment & Financial Rules. It will include one optional question on the subject of Official Language policy and Official Language rules which will be to the extent of 10% of total marks allotted for testing the professional ability. The question will not be compulsory to answer. Out of 150 marks the professional subject will carry at least 100 marks. Relaxation in passing marks to SC/ST candidates shall be governed by extant rules.
16. As per 204.2 of IREM Vol. I no syllabus has been prescribed for this Selection. The
question paper for the written test will be practical bias i.e. shall be designed to test the
ability of the candidates to tackle the practical problem they are likely to face rather than their theoretical knowledge. The question paper will be bilingual ie. Hindi and English as
per extant instructions. However, it will be candidate's choice to write the answer either
in English or in Hindi. The written Examination will be "without Books."
17. The Viva-Voce will be for 50 marks (25 marks for Record of Service & 25 marks for Viva-Voce) and the qualifying marks for Viva-Voce will be 30 including at least 15 marks in record of service. Relaxation in passing marks to SC/ST candidates shall be governed by extant rules.
18. The candidates are required to secure the above qualifying marks in written examinationto become eligible to be sent for medical examination and those who are certified fit for the prescribed medical examination only will be allowed to appear for viva-voce as per extant rules.
19. It may be noted that bcfore conducting written examination, mandatory pre-selection coaching classes for eligible SC/ST candidates will be arranged at ECR/Hajipur. The tentative schedule of coaching programme is enclosed in Annexure- D°. If any SC/ST candidate refuses to undergo pre-selection coaching, a written undertaking should be obtained from him and communicated to Dy. FA&CAO/G well before the date of commencement of the coaching. The Controlling Officers should ensure that the SC/ST candidates under their control are spared without fail on time to participate in the coaching. The SC/ST candidates are also advised to insist their Controlling officers, in their own interest, to spare them for the said coaching.
20. The Controlling/Authorized Officer should ensure issuing of individual sparing letters
having duly attested specimen signature & photograph of the candidate for the written exam. The candidates without proper sparing letter will not be allowed to appear in the examination.
21. The above selection will be held as per procedure laid down in Updated Master Circular 68 communicated vide Railway Board's letter No. E(GP)2019/2/2/5 dated 08.07.2019 goverming promotion from Gr. 'C to Gr. °B' and the instructions issued time to time by Railway Board. The said Updated Master Circular is available on website www.indian railways.gov.in
