World Religion Pre-Parliament Event Saturday, March 29, 2009

Participate in interreligious dialogue on issues that are important to people of all faiths—especially regarding unique religious perspectives on issues of violence. Help the world PREPARE For PEACE. This event is in preparation for the 5th Parliament of World's Religions that will take place in Melbourne, Australia, from December 3 through December 9, 2009. The theme of the Melbourne Parliament isMake a World of Difference: The program will include learning activities for children, youth and adults including, Play For Peace Group integration exercises/games, prayers, readings, and songs from the various spiritualities and traditions.The plenary address will be given by DEAN JAIN, and possibly Eboo Patel and Condoleezza Rice. An Interfaith Cultural Program with a dance, drama, skit, ritual or ceremony from different spiritualities or faith traditions with a focus on Nonviolence and Peace is planned. There will be dinner and a tour of the Temple for our visitors as well. We need volunteers and participants in the cultural program to make this event successful. Construction Update

Marble Procurement: Almost all of the marble designs and carvings have been finalized. Work has been in-process in India as per the design. As you know we have already received first few shipments of eight containers. In June 2008 the JSMC board made this contract with the marble vendor in INR currency. In doing so since the time period between contract award (Q2-2008) and payments (Q3/Q4-2008) we have benefited from strengthening of USD $ against INR by about 10%-15% and hence directly realizing savings in that order of magnitude of the total cost ($320,000) of marble order.

Sompura Visas: Our attorneys are handling the visa petition and application process for us. If Sompuras obtain their R-1 visas to travel to USA, they will come to Chicago within days from visa procurement and will replace the current stone laborers that are working to cut, finish, and lay marble stones and carvings for our temple. In turn this would reduce cost of labor for stone setting by at least 50% from current rate of $25-$30/hour to $10-$15/hour. This will result in additional cost saving from total budgeted labor ($322,152) for temple stone work.

Construction Progress: Many of you have witnessed the progress of our temple first hand. The rest of you have hopefully read updates in newsletters. Since our last newsletter, cladding of exterior marble slabs has been fully completed for South and East walls. The North wall has also been substantially completed. Installation of Kangras, Keval, and Chhajjas on the roof line has also been substantially completed. Our work-in-process is a testimonial to the transformation that is taking place. When fully finished, the reconstructed temple along with our expanded center would become a “Place to Visit” temple of USA.

Schedule: Current plans are based on a schedule to substantially complete all temple reconstruction work by May 2009. We continued exterior work as long as the weather permitted. Now we have started interior work. During this process and in preparation of our intended June 2009 Pratishtha Mahotsav (Saturday June 20, 2009 to Monday 29, 2009), Board and Executive Committee members along with the Pratishtha volunteers have full-time work cut out for them. In this regard, we respectfully request you to defer any non-urgent or non-significant requests for new assignments until after the Pratishtha Mahotsav.

3. Board approved funding for 30 new benches for Pathshala at a cost of $60/bench + delivery. 4. Board recommended that Arvind Shah will consolidate options to develop a new rental policy and submit for board approval. Until that time the

current policies and rental rates would remain in effect. 5. Board reviewed and approved a policy change proposal to allow food/drink in the new hall upstairs. 6. Kavindra Sompura was hired starting 3/15.08 at $50,000/year + Health Insurance at approximately $12,000/year, to perform Stonework at temple, from

April 15, 2008 for a one-year contract. 7. Board approved a resolution to procure up to 2500 chairs and 100-150 tables. 8. Advertising policy was discussed by Board and agreed that pending availability of the revised policy draft, the current policy will remain in effect until

further notice by Board. 9. Board approved to merge two Heritage Funds accounts into a single account. However, Heritage Funds will be used only for the activities as defined by

the Heritage Fund guidelines. Funds were transferred to the Construction account. 10. Board discussed five proposal options to have a CPA audit of 2007 JSMC financial records completed. Board agreed that in best interest of the society,

the currently aligned CPA, who also happens to be the most cost effective option, at a cost of NTE $6,000. 11. Employees and Personnel

a) Board discussed employment provision of Kavindra Sompura and agreed that he will be on a JSMC W-2 payroll or on a contract through W-9 if the scope of work is deemed short-term.

b) Board discussed employment provision of Manubhai Patel and agreed that he will be working as a temporary contractor based on W-9. 12. YJA Convention – JSMC Pledge

Upon reviewing YJA request and based on historic track record, board approved allocation of $1,000 in pledge towards supporting YJA’s upcoming convention being hosted at Lincolnshire Marriott on July 3-6, 2008. In consideration of and in light of Chicago temple being under construction, the pledged amount was substantially streamlined compared to the request.

13. Construction Bids / Proposals Several proposals were presented to board for stage curtains and stage lighting. Grand Stage Company was found to be the most cost-effective yet qualified for performing the intended scope of work. Scope of work for stage lighting control system from SEC Electrical was also presented. Based on individual proposals board approved $49,000 for stage lighting, $72,000 for stage curtains, and $16,000 for stage lighting control system. The proposed amounts are substantially lower than all previous estimates. Board approved a total of $140,000 for all three.

14. Visa Applications Proposals were presented from two law firms, Murthy and Michael Fulwani. Both firms are qualified and experienced in preparing R1 visa applications. Other potential options per input from LA and Hawaii were also reviewed. Based on qualifications and recent case studies, board approved Michael Fulwani’s firm for representing JSMC in preparing and submitting applications for R1 visas for 5-6 workers from India.

15. Temple Relocation Board approved a tentative schedule of May 31, 2008 for Uthhapan and temple relocation.

16. Temple Marble Procurement Board discussed at length the current marble quotations and procurement schedule. Besides previously obtained quotations through Rajesh Sutaria, two additional quotes, one from D. K. Trivedi and another one from SK Arts were reviewed. SK Arts cost is about 3X higher than other comparable quotes. Based on qualifications, vendor capabilities, references, interview feedback by board members, and price quotes, the following resolutions were made.

a. Use D. K. Trivedi for procuring marble and carvings for the temple. Use Ambaji marble instead of Vietnam marble based on historical data, field use in Jain temples of India, hardness, carvability, and durability. A telephone conference was held with Deepak Trivedi to re-discuss marble options. Deepak Trivedi explained that grey shades would be inevitable in Ambaji marble however, it does have hundreds of years of field track record towards its durability in outdoor conditions. It was understood that given the quantities required, Ambaji marble may only be available in Grade 2 quality. D. K. Trivedi was requested to hand select the best quality within Grade 2 blocks.

b. Board resolved to obtain a revised set of quotes from D. K. Trivedi by using Ambaji marble (instead of Vietnam marble). This change alone would yield substantial cost savings based on price differences between the two marbles.

c. In interest of time and schedule for construction, it was agreed by all board members to move forward with procuring all marble for interior flooring and interior/exterior cladding immediately (quotes A and B). Board agreed to further review the remaining quotes (quotes C through M) from D. K. Trivedi and approve them on an item by item basis.

d. Board discussed pros and cons of deferring certain scope of marble work, including roop choki (quote G). After detailed discussion and recognizing the significance and importance of roop choki in almost every Jain temple, board approved to move forward with roop choki based

on the concept presented by D. K. Trivedi. e. Board discussed options for roop choki’s rear columns (2) and beam (1) to assess whether they could be done in full sizes or need to be in half-

sizes. Even though board members preferred use of full size columns and beam (for the rear of roop choki) based on architecture and structural design, only the half columns and beam would be feasible.

f. Board approved marble quotes from D. K. Trivedi based on above referenced items and to proceed with the procurement process. 17. Temple Construction Management

Six bids/estimates were presented for review to board for temple construction project management. These included Sajani (fixed cost), Aksharkraft (project management), Holy Land Builder (fixed cost), HomeTech (fixed cost), Sachi Construction (project management), and Lachik (fixed cost). Sajani was ruled out immediately based on a high bid. Lachik was ruled out due to a lack of late submittal and his limited capability feedback. The remaining four bids were reviewed and discussed at length. Board acknowledged that due to many unknowns in temple construction, marble procurement and scheduling issues, and varying scope potential, it was in JSMC’s best interest not to lock-in a fixed bid. This could result in multiple scope changes later and could have a significant scope and cost escalation. Board further agreed that JSMC itself would act as a General Contractor and therefore needs a capable and qualified set of hands for assisting JSMC with the needed project management. Based on Sachi’s familiarity, alignment with the scope of work, detailed hands-on involvement with marble selection and procurement process, experience in having done projects with other temples in USA, ongoing working relationship between Kavindra Sompura and Rohit Patel of Sachi Construction, board voted in majority for Sachi Construction to be the Project Manager for the remaining temple construction scope. Sachi Construction was approved for the stated role within a total budget of $111,000.

18. Anniversary Celebration Sponsorship Scheme The following summary reflects a series of conversations and proposals for a new and exclusive sponsorship schemes discussed by all EC and BOT members present at the meeting and subsequently approved by Board for use in this one instance. a. General:

All four items will be announced as brand-new donation schemes for NEW donation received for the one of the following expressed purposes only. Member loan may be converted to this donation provision since that conversion will qualify as new donation for dev-dravya. Any other donation to be considered under this scheme must be a new donation.

b. Schemes: (1) Gheeboli for marble seats of three main bhagwans. Aadesh will be given to close these gheebolis, so they do not remain open ended and gives prospect sponsors an opportunity to confirm their commitment or move onto the next gheeboli. (2) If audience response to Item 1 is good (in excess of $12,000), this second set of gheebolis will be done. Gheeboli for marble seats of the remaining seven bhagwans in main girbhgrih. Give Aadesh to close these gheebolis. If audience response is not as good, a Fixed Nakro of $1,501/per family will be announced, for a total nakro per bhagwan's seat of a multiplier of $1,501 based on the number of sponsor families. This Fixed Nakro (pledge) scheme would remain open up to Pratishtha for all remaining bhagwans' seats and will be listed in our fundraising fixed pledge list accordingly. (3) Fixed Nakro for 24 Tirthankars' marble seat slabs in Bhamti as well as the 14 Devs' and Devis' marble seat slabs in Rangmandap gokhlas, of $1,001/per family, for a total nakro per bhagwan's seat of a multiplier of $1,001 based on the number of sponsor families. This Fixed Nakro (pledge) scheme would remain open up to Pratishtha for all remaining Tirthankars', Devs', and Devis' marble seat slabs, and will be listed in our fundraising fixed pledge list accordingly.

Sponsor privileges for Items 1 to 3: (a) Sponsor can do pooja of marble seat subject to construction feasibility. To be done at a schedule to be determined by JSMC Board before Pratishtha. (b) Each sponsor family may insert a coin into the marble seat at a JSMC Board prescribed location (access point to drop coins will be arranged by JSMC Board). (c) No names or writing allowed anywhere on or around the marble seat.

(4) Sponsor a Marble Piece at a Fixed Nakro of $501/piece. This Fixed Nakro (pledge) scheme would remain open up to Pratishtha and will be listed in our fundraising fixed pledge list accordingly.

Sponsor privileges for Item 4: Sponsors will be listed in Pratishtha Souvenir Book and their names shall also be published in the newsletter immediately after Pratishtha.

(a) No names or writing allowed anywhere on marble cladding. This Fixed Nakro (pledge) scheme would remain open up to Pratishtha. 19. DKT Marble Selections

a) At the request of D.K. Trivedi, board discussed at length once again the pros and cons of using Ambaji marble versus Vietnam marble. Board after further review deliberated that in interest of durability, historical track record, and cost basis, the marble selection of Ambaji marble remains firm and that no change was necessary.

b) Board approved that subject to feasibility, Grade 1 (instead of Grade 2) Ambaji marble would be considered for girbhgrih. This, at limited cost differential, will enhance the girbhgrih, increase whiteness throughout the girbhgrih, and bring additional focus and emphasis to the girbhgrih.

c) Board reviewed and approved for D. K. Trivedi to redesign columns (all 8) with carvings instead of inlay work. 21. Temple Construction Management

Options for temple construction management were discussed further to continue to refine options and approaches for Sachi Construction’s involvement. Board agreed that following demolition it is important to use Sachi’s assistance in administering and supervising marble staging and marble installation for the temple construction.

22. Upashraya Scope Based on a request by certain members to clarify temporary temple relocation in connection with the use and upgrade wishes of the Upashraya, Board reviewed and resolved the following three points.

a. (There was a request to allocate the Coat room on the first floor, located next to the old stairs at the Jain Center, to carry out Sthanakwasi Jaap routinely performed on the first Sunday of every month.) Board agreed that this could be done and pre-coordinated on a monthly basis directly by the designated members of Sthanakwasis with the other members (such as Digamber group) of the JSMC. It is recognized that the frequency for such use is very low, typically only once a month, by each group and therefore the schedule and exact timing for use should be directly coordinated by the designated members of these groups among each other.

b. (This arrangement should be in effect until the main temple is fully renovated and ready for its use. At that time, we expect BOT to have Sthanakwasi Upashraya restored in line with other prayer halls in the temple.) Board resolved that it is a known fact and also has been further published in the recent (May 2008) newsletter confirming that the Upashraya should be returned to its original condition for its originally intended use upon completion of the temple construction.

c. (These members request that Sthanakwasi Upashraya should have marble floor.) Board discussed several alternatives, reviewed the current practices in the Upshrayas of the Jain Temples in India, compared the intent with the current use (once a month) of the JSMC Upashraya, and reviewed the current financials associated with the project. Based on this review and the current financials, the entire board voted against installing marble floors elsewhere except in the areas already defined in the scope of marble stone work. However, board discussed and agreed that upon completion of the temple construction and based on the availability of financial freedom to procure or have additional marble in possession, board will re-review all such considerations at that time.

23. Construction Committee Action Items a) Chairman of Construction Committee was requested to address the maintenance necessary to address ongoing roof leakages. b) Board discussed a need to redefine HVAC controls wither via manual controls or by aligning a new vendor to serve the ongoing needs. The

current vendor contract is due to expire in June/July and board agreed not to renew this contract. 24. Facility Superintendent

Board discussed a need to hire a full-time Facility Superintendent to look after, administer, maintain, and manage JSMC’s multi-million dollar assets. A job description for this position was drafted and distributed to all 14 committee members in April 2008. Board expressed interest and a need to expedite this hiring. It was also discussed that for equal opportunity reasons this open position will be announced to all members.

25. Financial Review Based on a review of two loan receipts ($50,000 and $10,000) totaling $60,000. Board agreed that this money will be paid as extra principle payment towards the current mortgage loan.

26. FundRaising A proposal from the FundRaising committee to change the name of Gym to Senior. Citizen’s Room was reviewed. The renamed room will provide a defined setup for the seniors and promote pledge from members to sponsor this room (which has not yet been pledged). The motion was approved by the majority. Since this is relatively a larger room than many other rooms, board agreed to discuss re-organization of this room as well as its pledge amount during upcoming meetings.

27. Construction Updates a) A proposal for Storm Water Drainage project at a cost of about $65,000 was reviewed. Board requested Construction Committee Chair to

prepare a list of all such capital projects and resubmit for a board review. b) Board approved to rent extra fence. c) Board addressed the classroom mold/mildew related issues and authorized Sachi Construction to fix as necessary. d) Board approved to get both elevators fixed that needed repairs.

27. Planning Committee for 2009 Pratishtha Mahotsav a) Board requested Dipak Doshi to assume Chairmanship of a Planning Committee for 2009 Pratishtha Mahotsav and resolved to form a

committee for the purpose. 28. Facility Superintendent

A candidate for a full-time Facility Superintendent was reviewed to look after, administer, maintain, and manage JSMC’s multi- million dollar assets. Based on previous discussions board agreed to first have this position posted and announced for other candidates to have an opportunity to apply for the job.

28. Construction Update Board discussed a need for review of certain capital projects including Parking Lot Upgrades, Curb Cutting, Storm Water Drainage, Ramp Leveling, etc. It was again requested by Board that a master list containing all anticipated capital projects for 2008-2009 is developed, reviewed and confirmed by the Construction Committee. This would allow board to make appropriate prioritization, establish budget, and sequence scheduling in concert with other ongoing projects.

29. Financial Update a) YTD Financials

i. It was reported that the financial audit remained ongoing. The audit completion was delayed primarily due to 2006 year-end balance reconciliation and availability of certain 2007 A/P vouchers and copies of payments.

ii. A motion was made to approve donation of Rs. 50,0001to Shantidham, Tithal, Valsad. Shantidham is run under the guidance of Shree Jinchandraji / Bandhu Triputi who has been inspiration to JSMC since its inception and has made multiple visits and contribution by leading and guiding JSMC during its course of evolution. Board approved.

b) Preparation for General Body Meeting Based on a renewed targeted completion of the financial audit, November 9 or November 16 were proposed for the earliest scheduling of the Annual General Body Meeting. A 30-day notice is required to all members and that the financial audit report must be distributed in due time prior to the meeting.

30. New FR Schemes A proposal of new FR schemes was presented that were also reviewed at previous board meetings (June 17, August 26). Board was requested to approve a select number of such schemes in order to assign tangible recognition for the prospective significant donors. Depending upon scope of capital investment and sponsorship offers, the following summarizes a list of proposed ideas:

i. Temple Dedication ii. Entrance Arch iii. Pathshala Dedication iv. Monument Stumbh 31. Kickoff Meeting for 2009 Pratishtha

a) A schedule was presented and approved for 2009 Pratishtha Kickoff Meeting to be held on Sunday September 28, 2008. This was a half day workshop style session involving all members of the Board of Trustees and Executive Committee. This meeting was intended to be an internal kickoff for Pratishtha planning. The following agenda was followed.

i. Pratishtha Planning & Programming ii. Pratishtha Ceremony iii. Pratishtha Logistics iv. Pratishtha Related Gheebolis & Nakro iv. Miscellaneous vi. Q4-2008 Priorities

33. Property Superintendent A revised job description for the open position of a Property Superintendent was reviewed. Board agreed to place an ad in the next newsletter for a job opening announcement. It was discussed and agreed that the prospective candidates must apply in writing for the job and shall be interviewed by at least two BOTs and two ECs to assess feasibility for hire. A position salary range was approved between $30,000 to $40,000 per year for a full-time equivalent employment. It was further agreed that there shall be no additional major benefits offered with this position and that the position will require a fixed-time rotating schedule depending upon job and JSMC scheduling requirements.

34. Strom Water Drainage A summary feedback of a revised scope of Storm Water Drainage project was presented. The revised scope proposes to accomplish this work at a cost of about $47,000. Board approved.

35. October 24, 2008 Meeting with Previous Pratishtha Donors/Sponsors The purpose of this meeting on October 24, 2008 was to obtain approval from the sponsor members to create an opportunity for the new members to participate in the Pratishtha ceremonies and for our temple to raise new funding by opening up renewed options for additional gheebolis, fixed nakros, or raffles during Pratishtha. The opportunity if staged would be offered to the entire membership with additional Pratishtha options and benefit the JSMC with a huge potential of MM $ donations. There was additional discussion to list agenda and to determine logistical requirements for this meeting. A proposal was made to coordinate scheduling of this meeting.

36. AGB Proposals: Board resolved the following proposals at subsequent board meetings while taking into consideration the views of the majority. a) AGB Proposal: New Fund Raising Opportunities

i. JSMC Temple Dedication: One family can sponsor the JSMC Center dedication. The donation range can be between $0.5 MM to $1 MM. A single highest donor will be chosen. Donation must be fully made prior to issuing the work orders for construction. The sponsor’s name will be displayed in the entryway. Communications referring to JSMC Center will refer with their name as prefix.

ii. Pathshala Dedication: One family can sponsor the JSMC Pathshala. The donation range can be between $0.25 MM to $0.5 MM. A single highest donor will be chosen. Donation must be fully made prior to issuing the work orders for construction. The sponsor’s name will be displayed in Pathshala lobby. Communications referring to JSMC Pathshala will refer with their given name as prefix.

iii. Stumbh: Stumbh constructed of solid marble stones (in the range of 40 FT tall) is estimated to cost about $40,000 but can generate a donation of $0.25 MM or more. Such a monumental Stumbh will not only beautify the temple but also create a significant fund raising opportunity. The Stumbh can be sponsored by up to 3 families. The highest bidder will be chosen. Donation must be fully made prior to issuing the work orders for construction. The base area of the Stumbh will be used to put donor name plates.

b) AGB Proposal: Add up to 2 More Families for Existing Pratimajis During 2009 Pratishtha Many options were reviewed for Re-Pratishtha of existing pratimajis. Rights of previous Pratishtha Sponsors will remain intact and they will have an opportunity to do Pratishtha ceremony once again in 2009. The meeting outcome was deemed successful (>95% agreed with the proposal of approx. 65% attendees) in terms of approval from the sponsor members. Board has further analyzed this input and resolved that a balanced approach is to add up to 2 families for Pratishtha of existing pratimajis during 2009 Pratishtha.

c) AGB Proposal: Place All Temple-Related Donor/Sponsor Name Plates on to Designated Recognition Walls JSMC hall of fame will have all Donor/Sponsor names, properly and artistically presented. A committee has been commissioned consisting of members with skills in interior decor and professional furnishings. This is further intended to remove all distractions from temple and bring needed serenity in to the temple.

d) AGB Proposal: 2008-2009 Temple Budget This resolution authorizes continuation of ongoing temple reconstruction and associated areas with a target to finish all temple-related work by 2009, at a 2008-2009 budgeted cost of $1,539,085.

e) AGB Proposal: Presence of a Minimum Number of Life Members to Pass Significant Resolutions at AGB Meetings Presence of a minimum number of 15% life members and 80% of BOT/EC members is required to pass any significant resolution involving individual or collective decisions deemed equivalent to a monitory value of $0.5 MM to $1 MM at the AGB meeting. Additionally any similar resolution involving individual or collective decisions > $1 MM in monitory value would be placed on a referendum to be passed via electronic voting with at least 25% voting or in person at the next JSMC event when at least 25% of life members are present.

37. Pratishtha Planning and Programming A draft of a Pratishtha Committees and a Steering Committee driven master plan approach covering all aspects of programming was presented. Board agreed to schedule Pratishtha Mahotsav over a 7 to 11 -day celebration period during last two weeks of June, preferably aligning closely with the temple anniversary schedule of June 27-28, 2009, and to determine an optimal schedule and a program outline within this window.

38. Pratishtha Gheeboli, Fixed Nakro, or Raffle Approaches Board discussed pratishtha approaches for dhwaja and dev-devis. A master list of proposed gheebolis, fixed nakros, and raffles has been commissioned and is under review by EC and BOT.

39. Pratishtha Aradhaks and Vidhikars A proposal was presented to review requirements for aradhaks and vidhikars to host 2009 Pratishtha Mahotsav. After reviewing a series of options presented board approved the following:

a) Shwetamber Ceremony Vidhikar: Narendrabhai Nandu and his 3-people team including Kaivan, Tabla, Keyboard: JSMC will pay most economical expense travel cost reimbursement for up to 4 tickets to Narendrabhai Nandu.

b) Shwetamber Ceremony Aradhak: Karnikbhai Shah. JSMC will pay most economical travel expense cost reimbursement for 1 ticket to Karnikbhai Shah.

c) Digamber Ceremony Vidhikar: Devendrakeerti Bhattaraka Mahaswamiji. JSMC will pay most economical travel expense cost reimbursement for 1 ticket to Devendrakeerti Bhattaraka Mahaswamiji

d) Shrimad Rajchandra Ceremony Vidhikar: Sudhaben Sheth. JSMC will pay most economical travel expense cost reimbursement for 1 ticket to Sudhaben Sheth.

40. Pratishtha Decoration Budget A list of suggested decoration items at a cost of approximately $10,000 to $12,000 was presented and reviewed. Following individual item review, board approved a decoration budget of $10,000 for these items (to be procured from India) and in addition estimated contained shipping cost of $4,000. A master list of these items has been prepared and included in the Pratishtha Master Plan document.

Diwali Celebration

JSMC appreciates and thanks the volunteers and members for their dedicated support in making the Diwali Celebration a success. JSMC recognizes volunteers that assisted in Decorations, Kitchen and the Poojan. The Diwali Celebration hada beautiful exhibition, the first of its kind in Chicago. Many members and visitors visited the exhibition during the weekdays and gained additional insight in Jainism history. Kudos to all exhibit volunteers. JSMC was successful in motivating more than 15 new Life Members. JSMC raised money by selling tickets to non-members and guests.
