National Film Competition on ODF Plus
(16th April – 15th August, 2021)
Background and Objectives
• Taking forward the ODF milestone and gains achieved in Phase 1 of SBMG (2014-19)
• Focus on ODF Sustainability and vision of ODF Plus villages in SBMG Phase 2
• Ensuring holistic cleanliness of villages with solid and liquid waste management arrangements
• Need for creating mass awareness on ODF Plus with a dedicated IEC campaign
• Simplifying Communication on ODF Plus components: BWM, GWM, PWM, FSM & Gobardhan
• Crowdsourcing of short films on ODF Plus to mobilize communities for a JanAndolan
Important Dates
Competition Launch Date: 16th April, 2021
Competition End Date: 15th August, 2021
• Open for participation to all citizens/Indian Nationals above the age of 10 years
• In the Institutional category, The Gram Panchayats (GPs)/Community Based
Organizations (CB0s)/Non-Governmental Organizations (NG0s)/Self Help Groups
(SHGs)
• Film duration to be between 1 minute and 5 minutes
• The entries are eligible in all recognized Indian languages/dialects.
• Only entries based on rural settings will be accepted for the purpose of this
competition.
• The film has to be uploaded on YouTube with a valid and active email id. The
upload link needs to be filled up in Participation form on www.mygov.in

Participation guidelines
Category 1
Thematic category: Make a short film on either of the following themes defined under
ODF Plus. Keep in mind that the settings must be rural.
1.Bio-Degradable Waste Management (BWM)
2.GOBARdhan
3.Plastic Waste Management (PWM)
4.Grey Water Management (GWM)
5.Faecal Sludge Management (FSM)
6.Behaviour Change
Cash prizes in the category 1 for each
of the above six themes are as under

Category 2
Geographic Category: Here you are required to make a film that captures a holistic
swachhata message or provides a technical solution for solid and /or liquid waste
management in rural areas. However, these swachhata messages or solutions should be
specific to following five geographical areas.
1.Desert Areas
2.Hilly Areas
3.Coastal Areas
4.Plains
5.Flood prone Areas

How to register and submit the video
How to register and submit the video
Copy the link of the Youtube video you uploaded and paste it in the following filmcompetition form which can be accessed through this linkhttps://innovateindia.mygov.in/sbmg-innovation-challenge/
• One may use their mobile phone/camera to take the videos
• Concept of the video should be inline with the themes given under each category
• Every Mandal should submit atleast 5 videos on possible themes like Solid waste
management, Liquid waste management, Behavioral change, etc.
• For example,
o For solid waste & plastic waste management, one may document video of source
segregation at household level, collection segregated waste using tractors/other
vehicles, focus on sanitation workers or SHGs collecting segregated waste, sorting
of solid waste at segregation cum compost shed, making of compost,
upcycling/reusing waste, managing sanitary waste, forward linkaging plastic/dry
waste, efforts of GP in mobilizing people to construct soakpits, etc.
What type of videos to shoot and how to shoot
o For liquid waste management, one may document video of individual magic soak pits-
explain its construction and benefits, community soak pits and its advantages, impact of
liquid waste management on GP, any other waste water systems in GPs, if there is
drainage system its usage and maintenance, efforts of community towards establishment,
efforts of GP in mobilizing people to construct soakpits, etc.
o For fecal sludge management, one may document convergence model with urban local
bodies, emptying of twin pits, retrofitting of single pits, septic tanks, inefficient twin pits,
etc.
o For Gobardhan systems, please identify households or institutes or GP with bio gas plants
and document the process, its O&M, community mobilization, challenges, advantages,
etc.
o GPs may focus on initiatives of GP functionaries or volunteer groups or SHGs in bringing
behavioural change in the GP regarding any of the above said components. It may also
include monitoring and evaluation system set up in the GP.
What type of videos to shoot and how to shoot
• Since all these components vary according to the geographical context, GPs may
document the systems from geographical perspective like how they have been
implemented in dessert, hilly, flood prone, tribal areas, etc. and challenges they faced.
• Video should have a story line related to ODF Plus components as per SBM-G Phase II
guidelines (do not cover or put Palle Pragathi videos directly. stick to sanitation theme)
• Self explanatory silent videos with background music or song, Videos with voice over,
Videos with background music and titles, Combination of video clippings and photos
• One need not hire a professional videographer or content creator. Videos may be shot
in the phone (iphone or high end phones with 4k resolution will help)
• These videos may be edited as per the content/storyline and for this online free tools
may be used to trim, or join the video and add back ground music or voice over. One
such android mobile is Video.guru. This app interface is explained in detail in later
slides.

APPLICATION INTERFACE – Video . Guru
Simple steps to edit videos and pictures with Voice over and effects
• Turn on the mobile data or connect to Wi-Fi.• Open Play store/App store from your mobile
phone/tab.
STEP 1
• Install the app with accepting the terms and conditions.
• Open the app once the downloading is complete.
STEP 3
• A welcome window will appear in the opening with few samples of edited videos for reference.
• However, click on the new project tab for adding the new videos to edit.
STEP 4
• Choose single or multiple videos and photos which you would like to merge to the video.
• Later, click on the next arrow for editing.
STEP 5
• Since the videos are to be uploaded in YouTube, the recommended frameset is 16:9.
• Click on the 16:9 ratio tab to select the frame and proceed to edit.
STEP 7
• If original audio is busy with unnecessary voice or disturbing background, mute the original audio by clicking on the mute clip Audio option.
STEP 8
• To add text on the video, click on text option and place the text where ever you are convenient on the video.
• You can also change the text sixe, colour and font style by clicking on the floating text box on the video.

• You can increase/decrease the duration of the text along the video by clicking on the arrow in text box.
• You can add multiple texts at convenient interval to convey the information in the video

• Click on Add audio to add music/record or effects to the video clip.
• If you are adding audio make sure you have turned off the original audio clip

• You can add music or sound effects to the video by clicking on the sounds and effects tabs.
• You can also add previously recorded voice by selecting it in the sounds section.

• You can click on the record option to record a background voiceover to support the video or narrate the story of the video.

• Click on the record option to start audio recording, which will be attached to video as background voiceover.

• Once the overall recording and editing isfinished.
• Click on the export option on top right to savethe edited video clip.
• Choose a resolution (640p is recommended) andFrame rate (30fps is recommended) of yourconvenience and save the file on phone storageand share the video.
• Do not respond to the advertisement tab which appears in the middle screen while saving
• Once the file is saved you can view the saved link of the edited video.
• You can also find the edited video file in your Mobile gallery (video section).
• You can share the video by clicking on the social media tabs which appears on the screen.

• One can use Laptop or Computer or mobile phone to upload the video (here the steps are shown for
laptop/Computer users)
• Connect your laptop to Wi-Fi with good network.
• Click on windows option or the search engine on your desktop.
STEP 1
• Open google chrome / Firefox / Internet explorer or any other browser according to your convenience.
STEP 2
• Search for YouTube in search engine and open the YouTube page for uploading the edited video.
STEP 3
• A welcome page will appear with random video suggestions.
• Click on the SIGN IN option on the right corner of the desktop.
STEP 4
• Again a welcome page with random video suggestion will appear.• Click on the Video icon on the right corner of your desktop to upload video on YouTube.• As soon as you click on the video icon a small dashboard will appear on the desktop. Click
on the upload video option to upload the video.
STEP 6
• Later, click on the select files to add the videos from your computer or drag the video from your computer and paste here in the white floating window.
STEP 7
• When you click on the select files, a small window will be opened where you need to attach the edited video from your computer (for example: If the video is on D drive, open the D drive and select the video from the source)
• Then select the video and click on open option to add that video.
STEP 8
• The YouTube Studio window will be opened with 4 sections called Details, video elements, checks & visibility.
• Here in details you can add the Title, description for your video.
• Title can be the Category of the video and followed by village name. For example (Solid Waste
management_at_Kamalapuram)
• The description should be a brief essay of your concept on the video or key words of the category/concept.
(This is optional)
STEP 9
• After adding the title and description, Scroll down to add few more details for the video.
• Click on upload Thumbnail to add an image that will appear on the YouTube screen and this picture
should be attractive and informative.
• You can add a photo used in the edited video or can create a cover sheet based on concept to attract
viewers (Do not deviate from the theme or category your are applying in the competition for
thumbnail image).
STEP 10
• Do not select any option in Playlists as its not required here.
• Select Yes, its made for kids option in the Audience section as the video is viewable by
everyone irrespective of age and gender.
• Click on the Next option once you complete all of these steps.
STEP 11
• The next section is video elements.
• Do not select any fields in this section and please proceed further by clicking on next option.
STEP 12
• The next section is Checks.
• Here, the YouTube auto checks the copyright of the video on internet.
• Please wait until you get a green tick on the copyright row.
• Click on the next option once you get a green tick for copyright.
STEP 13
• The fourth and last section is visibility.
• Please tick on the public view option, so that everyone on the platform can view the uploaded video.
• You can go back and forward within these four sections to verify and edit the details and information
added for the video.
• Once the entire details are added correctly you can click publish to upload.
STEP 14
• Please wait until the video uploads.
• A small window will appear with the video link and also you can share the uploaded video
on YouTube to WhatsApp, Facebook, etc.
• You can click on the copy option after the link, copy the link address and paste it in the film
competition form through this link.

STEP 15
• After uploading if you want to view/edit the video, you can click on Your profile which will
be on the right corner of the desktop and further select Your channel to view the uploaded
file.

• You can check the views, likes/dislikes on this page.
• You can also share the video from this page by clicking on the share option below the video.
STEP 19
• Here, you can share the link of video on WhatsApp, Facebook and various other social
media applications.
• You can also copy the link of the video here to paste it paste it in the film competition form
