Membership in Parliamentary Committees

Data Range: June 2019 to March 2020 Source: Loksabha.nic.in

Why are parliamentary committees important?Though in the sessions of the house, question hour and debates are often covered by the media, the actual parliamentary machinery runs in the back office in the form of parliamentary committees. This is where the complex task of examining bills, policies and grants for various ministries are carried out. This is how an MP gets involved with influencing policy.

It’s an equalizerIt comprises of members of both houses of parliament across an array of parties, large or small, thus leveling the playing field. It gives opportunities to independent/small party MPs as much as members of a major party.

The information presented below indicates the type of parliamentary committees and years of participation by MPs.

Tells you what issues your MP cares aboutNo. of years spent in a committee and type of committee are two parameters that define the interest/concerns of the MP and the area they has focused on.

MPLAD Spending PatternsThe MPLAD (Member of Parliament Local Area Development) Scheme is fully funded by the government of India and works through the process of an MP recommending public works on issues of national priority mentioned below. Under MPLADS, the role of the Members of Parliament is limited only upto recommendation of works. Thereafter, it is the responsibility of the District Authority to sanction, execute and complete the works recommended by Members of Parliament within the stipulated time period. Why is it important? It helps you gauge if your MP has spent the funds wisely on pressing issues in your constituency.

6 Housing & Poverty Alleviation

Local Military Authority (LMA) in Kandivali and Malad had filed police complaints against build-ing projects coming up in the vicinity of defence establishments and termed these constructions

"illegal". It sought either their demolition or wanted the police and the BMC to stop construc-tion because they fall within the restricted zone. MP Gopal Shetty said he would take up the issue with higher authorities and that developers who

(Times of India June 2019)

8 Housing & Poverty Alleviation

After an excruciating two-year long wait, over 150 families - all beneficiaries of a slum rehabilitation scheme - stormed into the

building and took possession of their homes. According to MP Go-pal Shetty, who helped the group of 156 families in claiming their homes, the delay was  because the SRA kept citing an archaic rule that prevents first-floor residents of slums from being entitled to

rehabilitation schemes. (Mumbai Mirror September 2019)

2 Housing & Poverty Alleviation

My prime focus will be expediting slum redevelop-ment projects on the Centre's land, which are stuck

in the absence of no-objection certificates. There are thousands of residents in various pockets in my constituency who are awaiting rehabilitation.

(Hindustan Times April 2019)

1. Participated in the following debates in the Parliament:1. Participated in debate in the Parliament to request the Defence Minister to lift the restriction and give permission for the repair, restoration and maintenance of the old

buildings of Juhu Vile Parle.

2. Requested that Government of India should formulate a policy so that the Civil Avia-tion Ministry could give a ‘No Objection Certificate’, to the Government of Maharashtra

for rehabilitating slum dwellers on the vacant land of the Airports Authority of India.

3. Slum Rehabilitation projects are operative in the Maharashtra State. Those projects can be worked out over the plots reserved by the State Government or local govern-

ment. But these schemes are not allowed to be worked out on the plots reserved by the Central Government or Institutes affiliated to the Central Government. As a

result, these plots remain undeveloped. It is clearly mentioned in the Pradhan Mantri Awas Yojana that it is the responsibility of the Ministry concerned to rehabilitate the slum dwellers. It is suggested that the Government may frame rules and regulations.

Residents in the slums around Chhatrapati Shivaji Maharaj Airport are not yet rehabil-itated anywhere which is resulting in delay in development of the airport. It ultimately

affects the air travelers’ schedules. Considering the magnitude of the problem, it is suggested that the Aviation Ministry should pay immediate attention.

1. Raised a question in the Parliament to know whether the Government has taken stringent measures to protect the interest of flat buyers and control the builders in the country, the steps taken by the Government for providing timely possession of

flats booked by the people in the country? (Q. No. 1039)
