We break tradition with this issue of our annual report to be in keeping with the developments that characterize the year. From the changes in the report’s editorial policies to the activities undertaken and developments on campus, one can immediately see that innovation plays a key role in MSU-IIT’s 2019 journey.

While sustaining its academic gains, as evidenced by our continuous placement among the highest-ranking universities for PRC-regulated examinations and the rising number of significant citations of our faculty-authored papers, the Institute makes bold strides in extension and innovation work by transforming itself into a true hub for knowledge and technology transfer in Mindanao.

The establishment of the new Knowledge and Technology Transfer Office (KTTO) Building in October will now see the Institute serving as a conduit between the academe and industry.

MSU-IIT has become a provider of a meeting place for technology seekers and technology developers and a facilitator for the transfer and commercialization of intellectual properties (IPs) through strategic IP management and industry engagements.

Together with its Fabrication Laboratory (FabLab) Mindanao, Technology Business Incubator (TBI), Premier Research Institute for Science and Mathematics (PRISM), Knowledge and Technology Transfer Office (KTTO), and Technology Application and Promotion Unit (TAPU), MSU-IIT can say that it has successfully developed a thriving innovation ecosystem on campus.

It is this innovation ecosystem that puts MSU-IIT at the forefront of innovation and development in this area of Mindanao, and we invite all to partner with the Institute to help them innovate and improve their products and services.

With this invitation to our community partners and other stakeholders, I express my trust in the capacities of our own constituents.

By pushing the boundaries of knowledge forward, putting greater emphasis on the cultivation of research and innovation, and working together for building resilient and sustainable communities, MSU-IIT has earned the well-deserved reputation as a top university (7th) in the Philippines.

By firmly adhering to its core values of Accountability and Commitment towards attaining Excellence through Integrity and Teamwork in all its pursuits, MSU-IIT’ was recognized as a three-star university by the Quacquarelli Symonds (QS), through its QS Stars, an evaluation system that assesses the university’s Research, Teaching, Students’ Employability, Facilities, Internationalization, Innovation, Engagement, Culture, and Access using a rating method. This recognition is apart from the one conferred earlier in its World University Rankings: Asia 2019. The University was also recognized as 6th among Philippine universities with the most number of citations in Top Google Scholar Profiles (with 5,915 citations), and the leading university in Northern Mindanao for web presence, impact, openness, and excellence, as revealed by Webometrics.

The QS recognition including a plethora of awards and titles conferred by the Commission on Higher Education (CHED), Department of Science and Technology (DOST), AusAID Philippine-Australian Human Resource Organization Development, Philippine Higher Education Research Network (PHERNet) Center, among others, continue to inspire the University to improve its performance in its primary functions: instruction, research and innovation, and community engagement, so that it will continue to make its presence felt in the global academic landscape.

Continuing its unrelenting strides towards realizing the aspiration to become a premier university in the world, some MSU-IIT officials participated in the kick-off meeting at the University of Alicante in Spain for the Internationalization Project for Philippine Higher Education funded by Erasmus+, which aims to capacitate Philippine Higher Education Institutions (HEIs) to enhance internationalization initiatives. After this, the University immediately organized successive trainings and workshops to all of its systems, processes, and strategies so these can be at par with global standards. In fact, a Strategic Internationalization Plan has been crafted serving as MSU-IIT’s roadmap towards greater global engagement and collaboration and outlining the goals and objectives needed to ensure its realization. Also in 2019, the University signed agreements with premier global universities such as Universiti Teknologi Petronas (UTP) and the University of Malaya in Malaysia; Hasselt University in Belgium; the University of Lods in Poland; and Limoges University in France.

Among the university’s best practices in maintaining its reputation is keeping abreast with the standards. In July, the Human Resource Management Department (HRMD) was conferred the Bronze Award for Civil Service Commission’s (CSCs) PRIME-HRM. MSU-IIT is one of only a few government agencies in the country to have received the award this year. This acknowledges MSU-IIT’s persistent efforts to meet PRIME-HRM Level 2 maturity indicators in Recruitment and Selections Placement, Learning and Development, Performance Management Systems, and Rewards and Recognitions. This also guarantees that the Management values its workforce by efficiently and effectively delivering services to them.

The University believes that its pool of qualified and highly competent 643 teaching and 436 non-teaching personnel has always been instrumental in reaping various accolades. Its teaching workforce has remained even stronger with 12 newly hired from June to September; 14 have moved up the ladder; and 39 have been granted permanent tenure in the year 2019. For the non-teaching staff, six (6) were promoted and one (1) granted permanent tenure. With the help of these human resources, MSU-IIT produced 510 graduates during the mid-year graduation, and 2,499 graduates in June.

MSU-IIT remains attractive to funding agencies who magnanimously provide scholarships and grants, drawing in enrollees from different regions in the Philippines. This year, 85% of its undergraduate and 80% of its graduate students are enrolled in CHED-identified and RDC-identified priority programs.

To ensure that this year’s 8,565 enrollees are provided the best education, MSU-IIT submitted itself to external evaluation. Ten (10) academic programs (six undergraduate and 4 graduate) were presented for levels 1 and 3 accreditation by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc. on October 21 – 26. From the curricular offering, 56% of the undergraduate and 78% of the graduate programs have been accredited by external evaluating bodies. MSU-IIT believes that continuing evaluation will help top and mid-level officials gauge its strengths. It also believes in revisiting systems, policies, and processes to remain relevant in an ever-competitive and rapidly changing global academic landscape.

Among MSU-IIT’s strengths highlighted during the AACCUP’s visit in October is being tech-savvy. One of the reasons for this recognition is due to the University’s aim to reconfigure teaching modes especially now that the implementation of the blended learning mode, which allows for the 30% face-to-face and 70% online delivery of instruction, is already in full swing, particularly for the Master in Business Administration (MBA), Sustainable Development Studies (SDS), and Master of Science Education (MSciEd) programs.

The year also witnessed the continuing success of MSU-IIT’s graduates in Professional Regulation Commission’s (PRCs) licensure examinations, as they bring the University’s banner among the best performing schools in some academic programs. This year, IIT has produced topnotchers in the field of Metallurgical Engineering, Chemical Technician, and Secondary Education. It was also named one of the best schools for Metallurgical Engineering, Elementary Education, Nursing, and Psychology. Eighty-two per cent (82%) of first-time takers succeeded in the different licensure examinations administered within the year.

The University has also hosted professors, researchers, industry leaders, and international students who continue to enrich its academic and research capacities, strengthen its international connections, and foster for it a more global perspective. Among the notable visits this year were from experts and researchers from Belgium, France, China, India, Italy, Kazakhstan, Malaysia, Poland, Sri Lanka, Taiwan, Thailand, Japan, Australia and the United States of America (USA). Further proving MSU-IIT’s presence, MSU-IIT academics and researchers have also been invited to do lectures, join research consortia and other initiatives in private and public institutions and organizations in the country and in the world.

Aside from instruction, MSU-IIT is lauded for its research and innovation initiatives. Surpassing its

targets in 2019, a total of 163 articles were granted with publication awards. One hundred forty-eight (148) of these research papers were published in reputable international journals, and 15 in national refereed journals. Seventy-seven (77) of these articles were published in Thomson Reuters-Indexed Journals, 19 articles in Thomson Reuters-Listed journals, 34 in Scopus-Indexed journals, 18 in Non-ISI International-refereed journals, and 15 in in-house journals.

For research presentations, a total of 258 papers from faculty, staff, graduate and undergraduate students have been presented in international fora and 87 in national fora. Majority of these presentations were in conferences held in Asia and a few in Europe, North and South America, Australia and Africa.

The provision of cash incentives and awards to faculty and staff members, and graduate and undergraduate students for showcasing research excellence and contribution to the body of knowledge during the Annual In-House Review (AIHR) proves the University’s heavy emphasis on the cultivation of research culture. The University has awarded a total of Php245,000 to the winners in this year’s AIHR, aside from the subsidies provided for the implementation and presentation of their research projects. It has been observed that not only the teaching employees are aggressive in their research endeavors but even the non-teaching employees are motivated to submit, present, and publish their research findings, paving the way to becoming a research university.

Among the biggest achievements in research was the inking of an agreement between IIT and Unilab, Inc., Southeast Asia’s top pharmaceutical company, in February for joint undertakings on the research and development of nutraceuticals and dietary products. In addition, MSU-IIT, through the ICT Academy, was granted by Huawei, one of the world’s leaders in manufacturing telecommunications-equipment, with ICT equipment and training packages worth Php8M. The grant was aimed at developing talents with practical skills for the ICT industry and the community. These opportunities, according to Dr. Sukarno D. Tanggol, MSU-IIT’s Chancellor, signal the start of strong collaborations between MSU-IIT and industry players to guarantee that research findings indeed help individuals and communities.

For the entire year, MSU-IIT has also organized through its academic units several discussions, trainings, workshops, conventions, and conferences that all aim to improve teaching and learning processes, research production, and technology innovation.

Not only is the University research-oriented, but it is also steadfast in its commitment to give service to various communities. Earlier this year, MSU-IIT celebrated its collaborations with its valued partners through Panagtagbo 4, an annual community day that is now on its 4th year. The event showcased the expertise of the MSU-IIT constituents in extending help to the community in terms of sustainable programs, capacity building and literacy training, economic livelihood and a lot more.

MSU-IIT’s Fabrication Laboratory (FabLab) Mindanao, which is the first FabLab in Mindanao funded by the Department of Trade and Industry, continues to extend help in the community by giving lectures, workshops, and training for skills innovation. This year, FabLab Mindanao was launched as a Hub for Global Innovation through Science and Technology (GIST), a program by the U.S. State Department and implemented by VentureWell. This only boosts FabLab Mindanao’s capacity to host more experts and professionals to train more clients in technology innovation.

MSU-IIT is also home to the first technology business incubator in Mindanao, iDEYA: Center for Innovation and Technopreneurship (CIT), which provides technology-based business support to budding entrepreneurs in the region. Since its genesis in 2016, iDEYA has proven to be an important hub where government and non-government sectors as well as budding entrepreneurs meet for collaboration related to startups, innovation, and technopreneurship.

In addition, MSU-IIT, through OVCRE has been selected as one of the six (6) Social Enterprise Intermediaries in Mindanao, under the CSO-SEED Program of the EU and the British Council, extending the Institute’s outreach to conflict-affected communities and helping incubate social enterprise for peace and development.

Drawing from the wealth of expertise and knowledge at its disposal, MSU-IIT has positioned its educational structure and vision-mission which are of paramount importance both in the local, national and international academic and economic bandwagons. It considers a feather on its cap the creation of extension programs from the findings of some of its research endeavors. This year, one of the most significant contributions of MSU-IIT was an Information Communications Technology (ICT) Solution, a research project developed on campus and was deployed in local schools. The project is known as my.Eskwela, which gives access to parents, students, and teachers to track class attendance and students’ grades. The head of MSU-IIT’s Department of Extension (DE) acknowledges the my.Eskwela app solution as among the various means of making IIT responsive to the needs of the people.

Despite the many academic and research undertakings for the year, MSU-IIT always ensures the holistic development of its students and other constituents, as evidenced by its engagements with socio-civic organizations and display of profound understanding and appreciation for culture and the arts. For the year 2019, MSU-IIT continues to wow national and international audiences through resident theater group, IPAG’s awe-inspiring cultural performances in India and Vietnam, and in the different states in the US. Through IPAG, MSU-IIT’s sustained ardor for performance and aesthetics, continues to stimulate cognitive development, to encourage innovative thinking and creativity, to engender an understanding of the importance of cultural diversity, and to reinforce social tolerance.

MSU-IIT has also been being recognized as a member to the Asian League of Institutes of Art (ALIA), Asia-Pacific Bond of Drama Schools (allied with the UNESCO-International Theater Institute), and the International University Theater Association, associations which aim to create platforms of discussion or exchange, and co-operation between academes and organizations in Asia and the globe that aim to nurture culture and the arts, professionalize the cultural sector and make it sustainable. This is proof that when goals are set on the world, being part of the right network can truly make a difference.

The reach of MSU-IIT’s programs, projects, and activities may be impressive, but what the University finds truly humbling is the impact these have made to its stakeholders, which are best told in the photos and stories contained in these pages.

As one leafs through this report, as one reads the articles and looks at the tables and graphs, one will see how much the MSU-IIT administrators, faculty and staff members, and students have labored to accomplish or even surpass targets.

Founded in 1979, the College of Science and Mathematics (CSM), with its esteemed faculty force and high-impact research projects and innovations, maintains its leadership in science and mathematics.

Its academic degree programs in the biological sciences, chemistry, mathematics, and physics continue to be recognized as CHED Centers of Excellence (COE), while its programs in marine science and statistics are striving to be elevated from Centers of Development to COEs.

CSM maintains its reputation as having the highest number of doctorate degree holders in one college compared to other universities in Visayas and Mindanao. At present, 67 faculty members have doctoral degrees in diverse disciplines of Science and Mathematics, 21 of them are housed at the Department of Mathematics and Statistics. There are 35 faculty members who are currently pursuing their doctorate studies in reputable universities in the Philippines and around the world. Thirty-six (36) of their faculty members are Master of Science degree holders who are also scheduled to go on study leave for their doctorate degrees.

This powerhouse handles the most number of undergraduate, MSc and PhD programs; and both the Department of Science and Technology (DOST) and the Commission on Higher Education (CHED) have always placed their confidence in CSM for their capacity to prepare their scholars to become competent and valuable resources to the University, the community, and to other stakeholders.

With the establishment of the Premier Research Institute of Science and Mathematics (PRISM), CSM is consistently conducting cutting-edge and world-class researches that are relevant to the UN-set Sustainable Development Goals (SDG). A good number of CSM faculty members are involved in long-term Discovery, Development, and Delivery (D3) of Natural Products categorized as pharmaceuticals, herbal or dietary supplements, nutraceuticals, cosmeceuticals, biopesticides, functional materials, solar cells, and biofuels. Apart from internally-funded basic research in science and mathematics, other prominent on-going studies in 2019 are data science and analytics; mathematical and statistical modeling and simulation (e.g., dengue transmission); ethnopharmacology; biodiversity assessment for conservation and management; marine natural products; aquatic ecosystem analysis; DNA barcoding of coral reef species for recruitment studies; harmful jellyfish blooms; shrimp immunology; geomorphometric analysis of plants and animals; climate change-related issues (plant pests and pest control); harnessing microbes for genomics; proteomics for health and industrial biotechnology; soil nematodes and fungi; physical and computational chemistry; biochemistry and biotechnology; environmental chemistry; organic synthesis; material science; high energy and medical physics; and soft matter and biophysics. Helping with the implementation and dissemination of these undertakings are funds which are sourced externally from its longtime partners DOST, CHED, BFAR, NFRDI, and international agencies and foundations (UNDP, UNESCO-IOC-WESTPAC, USAID, JSPS, GIZ, Rufford, Nagao).

In 2019, CSM has published 101 papers in Web of Science (ISI) and SCOPUS journals. Among those published, the most notable is the publication by Prof. Noel Lito B. Sayson, a faculty member of CSM’s Physics Department, in the prestigious peer-reviewed scientific journal, Nature Photonics. Another paper by PhD candidate Sheldon Rey Boco (1st author) and Prof. Ephrime B. Metillo, the Dean of the College, has been cited in the journal Science Robotics. Still another faculty from the Physics Department, Prof. Jan Mickelle V. Maratas, holds a record of greater than 600 publications as a member of CERN (Conseil Européen pour la Recherche Nucléaire), a Google Scholar citation of 24,897, and an exceptional h-index of 83. CSM teachers and students are also assertive in their research dissemination to international and national fora (a total of 156 papers presented), with some students winning Best Poster and Best Paper presentations.

The College has become even more motivated to work and produce more because of the linkages with 13 international universities forged in 2019. These linkages allowed the college’s hosting of 11 visiting professors as can be seen in the table:

Among the laudable efforts made by CSM in the year 2019 include its partnership with national scientific organizations like the Mathematical Society of the Philippines, Federation of Institutions for Marine and Freshwater Sciences, Philippine Society for Microbiology, and the Samahang Pisika for Visayas and Mindanao. And more noteworthy is the donation by the Iligan City Government of a coastal property to house the Department of Marine Science, which will be equipped with a research vessel. A natural science museum, dormitory, and a research building will also be built on this property.

CSM has also made an indelible impression on its immediate community through its implementation of extension projects with local, Mindanao-wide, and national significance. The college has become very active in strengthening the DepEd STEM program through its Senior High School Immersion Program, Junior Chemistry Congress, and capability building program for science and math teachers in Iligan. Some of its faculty members regularly serve Philippine Science High School students in their Summer Science Internship Program. To promote environmental health, CSM partnered with communities for beach and ocean plastics clean-up (SCUBASURERO), mangrove rehabilitation, and management of jellyfish lethal stings. Some faculty members are involved in projects that help build resilient communities through basic life support system; basic emergency response training; workshop on fire safety, prevention, and rescue operation; assessment of coastal food fish and invertebrate species; cultivation of commercial succulent and ornamental plant species; plant tissue culture, and IEC on household chemical hazards and consumer chemistry.

With the diverse experiences and expertise of CSM’s faculty members, the selfless support from its non-teaching staff, and its capacity to provide immersion in a research environment, and practical laboratory and field studies, students can be assured of a world-class education that distinguishes them in their areas of specialization, and allows them to become leaders and productive members of the society.

COLLEGE OF ENGINEERING AND TECHNOLOGY

The College of Engineering and Technology (COET) has brought prestige to the entire University with the CHED accrediting their programs in Electronics Engineering and in Mechanical Engineering as Centers of Excellence (COE) and those in Metallurgical, Electrical, Ceramic, Civil, and Chemical Engineering as Centers of Development (COD).

The rise in the scholarships for the year 2019 from AusAid, Erasmus Mundus, AUN/Seed-Net/JICA, CHED, DOST, OWWA, ESGP-PA, NGCP, Holcim, PhilDev, and PHINMA, among others , is a testament to the solid reputation of the COET as an institution providing superior education.

Its phenomenal performance in the 2019 board examinations, as shown in the overall passing rate of first-time takers, which exceeded the national passing rate, and a total of 15 top notchers in the respective programs, demonstrate the breadth and excellence of scholarship and research in engineering and technology at MSU-IIT.

The College works hard to build academic and research relationships with its partners in the country and in the world. In 2019, it has inked partnerships with Curtin University and University of New South Wales in Australia; Chulalongkorn University and King Mongkut’s Institute of Technology in Thailand; Nagoya, Gifu, Hokkaido, and Shinshu University, and Nagoya Institute of Technology in Japan; National Institute of Materials; Limoges University in France; and Centre National de la Recherche Scientifique. Because of its strong network of academic and industry partners, COET was able to host visiting professors and to produce and disseminate high-impact research studies.

COET also hosted a number of professionals who shared their expertise in engineering, transportation planning, 5G communication, and artificial intelligence.

For 2019, the College has published a total of 22 research studies in indexed and reputable journals; while a total of seven (7) faculty-led research projects that aim to provide technology that will help improve the lives of the immediate communities have been funded by MSU-IIT’s Department of Research and other key collaborators.

Most of COET’s groundbreaking research projects are dedicated to transformation and sustainability. One of these projects is the establishment of the first-ever mercury-free gold processing facility in Northern Mindanao, with an aim to address the health risks faced by small-scale miners. This common service facility (CSF) for artisanal small-scale gold mining, designed to have safe, environment-friendly, and high-yielding methods of extracting gold and address environmental issues caused by improper waste disposal by small-scale gold miners, is DOST-PCIERRD funded. Another research study completed in 2019 is the Techno-Economic Feasibility Study of a Microgrid, which aims to determine the viability of the installation of a micro-hydro technology in a rural community. This is the first of the three phases of this project which is expected to spur economic development for rural communities in Iligan City.

In May, the country’s leaders in science and technology commended MSU-IIT for its efforts at furthering its capacity as a training hub for integrated circuit (IC) engineers. MSU-IIT, through COET aims to design and fabricate a customized microcontroller IC chip that can harvest energy from ambient sources, and cultivate microelectronics awareness in Mindanao. In no time, Mindanao will soon become a powerhouse in electronics through IIT’s impressive track record. In June, the Philippine Chapter of the University Space Engineering Consortium (UNISEC) Global was launched, with MSU-IIT as one of the initial four-member universities. Among the advantages of being part of this network is receiving lectures related to Space Demarcation and Satellite Missions, and Satellite Technology in the country.

In August, MSU-IIT became an affiliate member of the Semiconductor and Electronics Industries in the Philippines Foundations Inc. (SEIPI). This is the leading organization of foreign and Filipino-owned semiconductor and electronics companies in the Philippines with over 337 members composed of manufacturing firms, allied and support industry and the academe. This Industry-Academe Linkage will be the start of collaborations in developing courses and electives, professorial chairs, recruitment pooling, faculty and/or staff immersions, among others.

It is without a doubt that MSU-IIT’s COET is becoming a force for innovation which is well-established through an emphasis on rigorous and innovative curriculum. With genuine concern for providing first-rate instruction and community-responsive research, MSU-IIT, through COET, fares well in pushing the boundaries of knowledge forward.

COLLEGE OF COMPUTER STUDIES

The year 2019 marks the historic renaming of the School of Computer Studies to College of Computer Studies (CCS) reflecting the growth and expansion of its academic programs and researches in the fields of Information and Computer Sciences.

The return of two (2) faculty members, one acquiring a degree in Master of Science in Data Science from the Asian Institute of Management and the other a degree in MS in Information Technology from Carnegie Mellon University, Australia, will help the college in keeping up with the demand to produce relevant pedagogy and high-impact research.

The highly competent faculty members of CCS have shown their zeal for research by conducting several studies. One (1) of these is a collaborative research with Universitas Muhamadiyyah Yogyakarta (UMY) in Indonesia, while two (2) are in partnership with the College of Nursing (CON). The consequence of strong coordination between CCS faculty members and their students, and the motivation to be known in the field of research has boosted the college’s publication to seven (7).

Some faculty research undertakings have been disseminated in international fora as well, especially during the Future of Information and Communication Conference (FICC 2019) in San Francisco, California, USA; the Annual Institute of Electrical and Electronics Engineers 2019 Congress on Evolutionary Computation (IEEE) in Wellington, New Zealand; and the 19th International Symposium on Communications and Information Technologies in Ho Chi Minh, Vietnam. But what is remarkable for 2019 is the active participation of nine (9) CCS students in the 5th Information Systems International Conference in Surabaya, Indonesia.

CCS has also been mandated to produce the University’s information systems. In 2019, two (2) more researches have been utilized to carry out some of MSU-IIT’s operations - Facilities Management System and Vehicle Booking System, and MSU-IIT’s Intelligent Course Adviser (MICA); and, one (my.Eskwela) was deployed in schools under the Department of Education. Meanwhile, one of their research projects of CCS has been copyrighted - FoodGo: A Mobile Application Using Situated Analytics.

And to extend its services, CCS has organized several seminars and trainings such as the Technological Literacy Training for Marginalized Women in Iligan City, Cybersecurity Awareness Initiatives for High School Learners, Literacy Training in ICT Tools in Social Media Marketing among Marginalized Women Youth in Iligan City, and Digital Literacy Program for Out-of-School Youth in Iligan.

What may perhaps be considered as the most phenomenal in the year 2019 for CCS is the hatching of Galansiyang, biomimicry of Asian Glossy Starling bird, as an upshot of students’ thesis developed through the incubation program of iDEYA and DOST-PCIERRD, and fabricated through MSU-IIT’s Fab Lab Mindanao. Galansiyang makes use of a fixed-wing unmanned aerial vehicle (UAV) with seed dropping technology which aims to respond to the demand for sustainable reforestation. Galansiyang got its first international recognition when the technology was presented during the 5th FabLab Asian Network International Conference in July at Seoul Innovation Park in Seoul, South Korea. The second was when it was presented at the APEC Local Innovation Ecosystem Forum Session 3 in Bangkok, Thailand in August. Galansiyang also appeared in the 28th Mindanao Business Conference (MinBizCOn), Startup Week Conference in Manila, and in the 1st Industrial Summit in Mindanao. The research team also signed a two-year collaborative project with the Philippines’ largest producer of lateritic nickel ore and one of the largest in the world, Nickel Asia Corporation - Cagdianao Miners (NAC-CMC) with the attempt to create the very first drone-made forest model site in Southeast Asia located in their mined-out area.

The College of Computer Studies may be the youngest unit in MSU-IIT, but it has never failed to showcase its perseverance and dedication in order to keep pace with the advancements in a wired society, to prepare students for Industry 4.0, to be responsive to the needs of the community, and to continue to stay relevant in a fast-changing academic landscape.

CONIntegrating research to produce globally competitive and committed nurse practitioners

COLLEGE OF NURSING

Hard work eventually paved the way for higher productivity for the College of Nursing (CON) in 2019. The CON has proven that in the quest to provide excellent nursing education, students should be able to see the impact of instruction and research to the community.

Going above and beyond expectations, the CON has produced in the year 2019 innovative technologies out from their faculty-led research studies like the Design and Testing of Emergency Devices and Fertility Tracking Tools. Moreover, CON is continually developing DemenTRACK, an IOT-based technology solution, launched in 2017 in collaboration with CCS and Fab Lab, that provides notification if patients with dementia are out of the predefined safe zone and helps determine their location. Both Dementrack and Fertility Tracking Tool are ready for marketing; and CON is looking forward to having these mainstreamed in the market in 2020.

It is also the first time for CON to be the co-convenor of the 12th National Nursing Research Conference, which assembled 200 BS Nursing students during the pre-conference workshops, and an impressive participation of 300 medical practitioners and researchers from various regions in the Philippines on the day of the conference. Aside from networking, the conference provided an avenue for the dissemination and critique of nursing research, publication, continuing education and training; and fostered ethical standards in nursing research, particularly in the academe and health care setting.

Meanwhile, the majority of CON’s faculty members (16/18; 5 are on study leave) were able to disseminate their research undertakings in national and international fora. One (1) faculty member’s research paper was hailed 2nd Best Paper, while five (5) others were recognized as best presenters during the 2019 ICOSI, held at Universitas Muhamadiyyah Yogyakarta (UMY) in Indonesia. In addition, the CON has solidified its research consortia with partner organizations in the Philippines, Indonesia, and Malaysia.

The CON has always been known to consistently have a big heart for diverse communities. In 2019, it continued its medical missions for vulnerable groups in Iligan like the women and children in hinterland barangays, the inmates of BJMP, the Badjao community, and the elderly. In fact, the CON’s longtime engagement with the Senior Citizen Association in the Philippines (Iligan Chapter) allowed it to serve 2,300 senior citizens in Iligan City each year.

Regarding instruction, CON has also submitted its program Bachelor of Science in Nursing for accreditation by AACCUP. Having met the rigorous standards of external accreditors like AACCUP, CON successfully passed the Level 3 accreditation status (phase 1). CON believes that in providing quality education, accreditation by external evaluators is needed, and so they are gearing up for Level 3 (phase 2) visit in the coming year.

CON has also secured the Top 10 spot in the top-notch universities in the November 2019 Nursing Licensure Examination, with a passing rate of 92.47%. This is a strong indicator of the CON’s consistent pursuit for excellence in providing competitive nursing education to produce professional nurses who are among the best in the country and around the globe. Indeed, CON’s productive year is an outcome of scrupulous planning and strategic focus on research and innovation that further the goal of nursing education.

CASSNurturing humanistic scholars and professionals

COLLEGE OF ARTS AND SOCIAL SCIENCES

The College of Arts and Social Sciences (CASS) sustains its commitment to excellence and leadership in knowledge generation and societal transformation by providing opportunities to discuss diverse values, histories, and cultures.

With this end in mind, CASS debuted disCASSion in 2019, a year-long lecture series which provided venues for the collaborative exchange of ideas and highlighted the relevance of the social sciences in addressing pressing issues. The multiplicity of ideas allowed students and faculty members to develop a better sense of self and the courage to take a stand and act for the common good.

Alongside the roster of in-house experts who lectured during the disCASSion 2019 were the following resource speakers from the College’s strong network of academic partners:

disCASSion emphasized on the effective of examination and conversation as the key to understanding one another and the world, in general, towards social transformation.

Aside from providing opportunities for the discussion of ideas, the CASS also took care to join discussions held elsewhere. In 2019, CASS funded the participation of 13 undergraduate and graduate students in various international and national conferences, trainings, and fora for research dissemination. These activities included particularly the training intended for addressing United Nations (UN) - Sustainable Development Goals (SDGs); the Wenzao International Conference on Southeast Asian Studies in Taiwan; and the International Conference on Applied Linguistics in NTUT Taiwan, and the International Conference on Humanities and Social Sciences in Thailand. The College believes that opportunities such as these enhance students’ knowledge bases and competencies, and help them network with experts and fellow researchers in their respective fields.

The year also saw the CASS getting more aggressive in its internationalization efforts, in consonance with MSU-IIT’s policy to improve international presence. For example, it continued research collaborations between the college’s faculty members and the Universitas Muhamadiyyah Yogyakarta (UMY) in Indonesia that led to the completion of two (2) research projects. Among the competitive advantages that this partnership gave to CASS was the offering of a dual degree program in Political Science and Public Administration, which meant that students from MSU-IIT and UMY could earn degrees from both institutions. CASS, during the year, a partnership with Khon Kaen University (KKU) of Thailand for academic exchange and internship, to begin in the second and third quarters of 2020.

CASS also spent 2019 preparing most of its programs for Level 4 Re-Accreditation by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), Inc. CASS looks forward to submitting its programs to the Commission on Higher Education’s (CHED’s) evaluation for Centers of Excellence and Development. CASS believes that subscribing to both internal and external assessment ensures that academic programs offered have attained a level that meets or exceeds global standards.

Another proof of the college’s continuing efforts to scale up instruction was joining the roll of top-performing schools in the Philippines in the October 2019 Psychometrician Licensure Examination. MSU-IIT landed 7th, with a passing rate of 87.25%.

Other than this, CASS is looking forward to a five-story edifice to be erected in the second quarter of the year 2020. This building shall house a case room, state-of-the-art classrooms, and faculty lounge, among others. This physical development is hoped to provide a more conducive learning environment, a place that will not only develop the competencies and expertise of students and its faculty members but will likewise nurture their well-being.

From structure, pedagogies, to collaborators, for 35 years, CASS has been assertive in trying to provide a more integrative approach to education – one that substantially contributes to the overall intellectual growth of scholars and professionals of MSU-IIT and Mindanao by emphasizing the importance of interdisciplinarity while developing the mind, character, values, and commitment to contribute to making the world a better place.

CASS sustains its programs and projects for vulnerable communities earning the epithet “puso at konsensya ng MSU-IIT.” This year, all departments in the College have been actively involved in extension activities.

Prof. Niaz Asadullah, PhD, Professorial Fellow at the University of Manchester and Professor of the University of Malaya, shared that “poverty, for women, is associated with dignity, respect, and self-worth” in one of the lectures hosted by CASS for DisCASSion, a series of public lectures of prolific scholars and academicians from various disciplines. DisCASSion also includes the lecture about LGBTIQ and SOCIE Bill by Hamilcar Chanjueco, Jr., Gay Feminist, Human Rights Activist and GAD Practitioner.

CBAASeizing opportunities for relevance and excellence in business education

COLLEGE OF BUSINESS ADMINISTRATION AND ACCOUNTANCY

The College of Business Administration and Accountancy (CBAA) continues to strive for relevance in the region amidst challenges of a new dynamic landscape for higher and advanced education. These efforts are manifested in the wide array of initiatives the college embarked on in 2019.

Highlighting the year of CBAA was its hosting the 28th Mindanao Business Conference (MinBizCon) together with the Chamber of Commerce and Industry Foundation of Iligan, Inc., held at the MSU-IIT Gymnasium in September 2019. CBAA recognizes its role in the Institute’s thrust towards the socio-economic development of Mindanao and thus, it actively involved in this gathering of key officials from line agencies of the government, national legislators, the country’s key business players represented by some of their top executives, investors, and entrepreneurs, discuss the present and prospective business landscape that will make Mindanao an investment destination of choice. The event also served as a learning experience for the participating business students which highlighted the opportunities available in Mindanao and the provided them the ways they could participate in the region’s development.

Economic development has always been a vigilantly monitored construct to indicate the wellness and quality of life of a country. Some CBAA faculty members have conducted research that may serve as helpful inputs to policy making towards this end and were conferred different distinctions. Dr. Pamela F. Resurreccion was given the Best Paper Silver Award for her research entitled, “Logistics Performance of Countries and Its Relationship to Economic Growth: A Panel Data Analysis,” during the International Conference on Islamic Economics and Financial Inclusion and 3rd International Conference on Sustainable Innovation (ICOSI 2019) held at the Universitas Muhammadiyah Yogyakarta (UMY) in Yogyakarta, Indonesia on July 29-30, 2019. Dr. Maria Rizalia Y. Teves, together with Assoc. Prof. Stephen C. Fajardo and Asst. Prof. Donnavic Dumapias, won 2nd Best Paper for their research, “Drivers of Economic Dynamism among Philippine Cities,” during the 2019 Cities and Municipalities Competitiveness Index (CMCI) Academic Symposium held at the Philippine International Convention Center (PICC), Manila on October 15, 2019.

CBAA continues to be a catalyst in effective technology utilization and sustainable entrepreneurial undertakings as it reached out to the community in 2019 through a variety of programs and events. It organized the 3rd TeenPRENEUR and Patigayon Awards, a two-month-long youth entrepreneurship advocacy program consisting of a business idea pitching competition participated by Secondary Schools in Iligan City which culminates in a final pitching round of shortlisted teams, and recognition of local micro and small enterprises in the city for their achievements.

Additionally, CBAA, being the home of experts in business and management, accounting, and social entrepreneurship was able to address some needs of the immediate community. Through some of its faculty members, CBAA was engaged by the British Council to help in the screening of social enterprises which qualified for the Business Incubation Program under its CSO-SEED program implemented by Villgro Philippines. CBAA also provided other trainings to some of Iligan City’s micro-businesses such as training on Business Name Registration and Business Permit; and Empowering Women through Business Education.

The year also witnessed some worthwhile accomplishments of CBAA being responsive to its primary mandate of providing quality business education. After the accreditation visit on August 2019 by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP), CBAA’s Bachelor of Science in Hotel and Restaurant Management and Master in Business Administration programs were granted Level 1 Accreditation status, bringing the percentage of accredited programs in the college to 100%.

CEDServing, leading towards pedagogical innovation

COLLEGE OF EDUCATION

MSU-IIT’ is one of the top-ranked Philippine universities in teacher education today because of the College of Education (CED).

CED offers strong programs in professional education, science and mathematics education, technology teacher education, and physical education, all of which are nationally accredited. On top of its BSED and BEED programs, which are level IV and III, respectively, accredited by AACCUP, three (3) of its graduate programs have been submitted and have passed the Level 1 AACCUP survey in 2019. In order to further enhance its profile within the education realm, CED will continue to have its programs promoted to higher accreditation status.

Among the hard-earned rewards for CED’s persistent efforts in 2019 is the recognition as Top 7 Performing School in the Licensure Examination for Teachers (LET) - Elementary level given by the Professional Regulation Commission (PRC). Another would be breaking into the list of topnotchers for the secondary level of the LET when an examinee ranked 10th. PRC’s recognition is an additional feather in MSU-IIT’s cap, albeit the real goal is to produce quality teachers. More than producing top notchers, CED is striving to produce quality teachers.

CED also intensified its internationalization efforts in the year 2019 with the visit of two (2) experts from Khon Kaen University (KKU), Thailand.

The visit of Dr. Chokchai Yuenyong, who has a robust record of research and publication experience in science education, STEM, and cultural issues, has proven helpful in reinvigorating the interest of students and teachers in research and publication, especially in Scopus-indexed journals. Proof of this is the increase in the number of articles submitted for publication and of projects proposed for University research funding. Before the year ended, CED recorded a significantly higher number of faculty-led research publications (a total of 24). Some faculty members and students were able to publish in Scopus-indexed journals in Psychology, Psychiatry, Personality Assessment, Health and Physical Education, and Physics Education. Whereas the research projects that have been internally-funded include those that directly or indirectly benefit students in vocational courses, daycare centers in Iligan City and selected barangays in Misamis Oriental, DepEd teachers, officers of the Philippine National Police, marginalized women and girls in Iligan City, IP women and children, and victims of political unrest in Mindanao especially those who survived the Marawi Siege.

Another associate professor from KKU was Dr. Auijit Pattanak, a Mathematics Education expert, taught CED students and teachers about one of KKU’s best practices for 15 years, which is the use of Open Approach in Mathematics Classroom. KKU created a model that influenced schools and policymakers in Thailand, which has likewise inspired CED to refocus their approach in creating more sustainable extension programs particularly those that address the needs of the Department of Education (DepEd), which CED has perpetually teamed up with for their projects.

Because of the vibrant friendship between KKU and MSU-IIT, the Dean of the College of Education was invited to KKU for the following engagements: discussion on ICT integration in Math Education, actual laboratory experience, and visits to high schools that have been mentored by KKU about Open Approach for the last 15 years. This has given CED a better perspective on how KKU’s best practice can be put into good use when crafting extension programs.

One of the lessons CED learned from KKU is to be committed to stewardship of its immediate community, and so in 2019, CED also spearheaded other extension projects including the following:

On the other hand, CED and MICeL have always been partners in furthering the goals of the University in providing innovations in the delivery of instruction. With more and more varied groups of learners in mind, including those who are overseas, whilst improving the University’s international presence, CED and MICeL have worked together to train teachers in the design and implementation of blended courses. And right before the year ended, MSU-IIT and the University of the Philippines (UP) discussed an important project intended to promote equity and access to higher education through Open and Distance Learning (ODL). MSU-IIT, through CED, will take on an important role in a study with Tampere University of Applied Sciences, Finland, dubbed as BUKA Project – Advancing Equity and Access to Higher Education through Open and Distance Learning with the aim to help enable increased access to higher education for people in rural and remote regions as well as those with diverse backgrounds (e.g. mature age students, working students, first-in-family students, students with learning difficulties) in Malaysia, the Philippines and Indonesia.

With its unwavering commitment to excellence in instruction, research, and extension service, MSU-IIT’s CED is indeed ready to take on a very important role as a leader in pedagogical innovations.

CENTER FOR CULTURE AND ARTS

Mindanao’s rich, diverse, dynamic, and colorful cultural heritage and history provide fertile ground for inspiration. This is why, aside from making breakthroughs in instruction, research, and community engagement, MSU-IIT also endeavors to provide structures that allow opportunities for self-expression, initiatives, and cultural education, whilst underscoring the value of the arts

and culture including the difference that they make to individuals and to society. With this in mind, the Institute has consolidated all cultural groups under one office now called the Center for Culture and Arts (CCA).

Under this office are the Integrated Performing Arts Guild (IPAG), Octava Choral Society, Kalimulan Cultural Dance Troupe, and Echoes Band.

The Integrated Performing Arts Guild (IPAG), the resident theater company of MSU-IIT, has significantly contributed to a robust culture-and-arts environment. As a catalyst that has enhanced consciousness for Philippine Arts, IPAG has spread out its influences that cover creative production, education, craft enhancement, the management of creative resources, and social advocacy.

Through the years, IPAG has already made a long-lasting impression on its diverse audiences around the world. The theater company has enthralled Asia, Europe, and the US with its creativity and poignancy. This is one of IPAG’s successes in its attempts to decenter the Manila-centric power and empower Mindanao as the authority narrating its own stories.

In 2019, IPAG brought back the immortal epic of Sita to its own birthplace. Its own version which contemporizes the Hindu narrative by reflecting issues that beset the world, in general, has captivated the cities of Mumbai and Ayodha and received acclamation even from the most avid Ramayana scholars. IPAG’s performances of Sita will continue in 2020.

IPAG’s prominence as one of the more dynamic performance companies in the Philippines today is well acknowledged. It presents a theater characterized by a distinguishable form, movement, color, poetry, rhythm, and a presence that captivates.

MSU-IIT’s resident choral group is the Octava Choral Society, that is likewise esteemed for its vocal prowess in folk, Filipino ballads, classical, ethnic, as well as, contemporary music. With a new set of trainees, the choral group has ventured to take a step further towards their goals.

In March, Octava Choral Society along with IPAG participated in the Kolorkabildo (Arts for Relief), an extension activity for the female inmates of the Iligan City Jail in Tipanoy, Iligan City. The choristers received valuable inputs from a workshop given by the Philippine Madrigal Singers, led by Sir Mark Anthony Carpio, Choirmaster, which immensely helped the choir prepare for its musical concert.

The highlight of Octava’s year was in November. Marking its 41st founding year, the group staged “ALINDAHAW: A Concert in Celebration of Mindanao Week of Peace”. The repertoire tells about the alindahaw with adventures of nature and love (Act 1), giving praises to God, Allah or Magbabaya, or whoever is the source of spiritual inspiration (Act 2), and being a Filipino through folk songs (Act 3). Alindahaw is strategically used to symbolize new beginnings, change, happiness, and the aspiration to bring these virtues to life through music, poetry, and dance, which perfectly reflects the choral group’s graceful scurrying in deep waters of change to become better ambassadors of peace across Mindanao.

Another sought-after cultural group in IIT is the Kalimulan Cultural Dance Troupe. The group aims to preserve and promote the Filipino culture through ethnic dances and foster awareness of ethnic dances as an authentic cultural and artistic expression of the Filipinos. Showcasing not only the artistic ingenuity but also the beliefs, traditions, and life of the indigenous and Muslim communities in Mindanao, Kalimulan performed at their concert dubbed as “Sayyew te Mindanaw” (or The Dances of Mindanao). This is an annual production celebrating the abundance and beautiful culture of the different ethnic communities of Mindanao through a day of music and dances. Also in August, Kalimulan represented the city of Iligan during the 5th Regional Fair of the Department of Tourism. The Kalimulan’s performances contributed to the aggressive marketing strategies of the Tourism Promotions Board of the Department of Tourism (DOT Region X) in attracting, encouraging, increasing and sustaining domestic travel in the region and in the country.

And finally, the Echoes Band, the Institute’s resident pop band. The band’s stint in the Tatlong Araw ng Tugtugan during the 2019 celebration of the Arts Month helped hone the musicality of students from MSU-IIT.

In 2019, all the resident artistic and cultural groups merged their talents for a month-long extravaganza of talent and artistry in the celebration of the National Arts Month highlighting the Arts as a vehicle for empowerment, dubbed as Alampat, with a very timely overarching theme “Panulong: Asserting identities, Reclaiming peace.”

Some of the activities organized in relation to Panulong are Sangka sa Garay, which is a Spoken Word Poetry event about Mindanao Cultural Heritage and History; Paglangkob (Cebuano for “put together”), which is a multimedia exhibit featuring accents of the Maranao panolong, the exhibit expresses reality using art forms- installations, performance art, visual art and film/animation; Art Talk, which provided the avenue to discourse on art production featuring two of the country’s eminent scholars: UP Prof. Emeritus and Artistic Director Emeritus of the 25-year-old UP Dance Company Basilio “Steve” Villaruz and Mr. mêLe Yamomo from the University of Amsterdam; Film Screening and Forum organized by the Kalilas Film Guild which screened award-winning short films composed by students and showcased the works of three home-grown directors: Mr. Bagane Fiola, Ms. Kiri Dalena, and Mr. Gutierrez “Teng” Mangansakan II who also shared their creative process after the screening of their obras.

IPDMInstitutionalizing peace

INSTITUTE OF PEACE AND DEVELOPMENT IN MINDANAO

The Institute of Peace and Development in Mindanao (IPDM) was founded to act as a bridge between the academe and multi-sectoral stakeholders (i.e. security sectors, civil society organizations, etc.) in Mindanao, in the country, and the global community.

Since its establishment, IPDM has been consistent in becoming a knowledge hub clarifying issues surrounding conflict, bringing together people from diverse backgrounds, providing a neutral and safe ground to discuss possible nuances in stories about peace and conflict based on actual facts.

Months after the siege in Marawi, IPDM remained steadfast. They continued to provide intervention programs for the internally displaced people (IDP), aside from relief operations, such as de-stressing and trauma healing sessions, and psycho-social support.

Aside from responding to the traumatizing effects of the siege, IPDM also assumed an important role in the information campaign for the Bangsamoro Organic Law (BOL), in coordination with various Civil Society Organizations (CSOs) in Mindanao. The IPDM launched a platform in social media with the name ‘Let’s BOL In!’ in support of such an information campaign, as well as the BOL plebiscite and transition period. The platform helped provide, among others, the important steps towards sustainable peace and development in the Bangsamoro region.

IPDM also made sure that the provisions of the BOL had been translated into languages more familiar to the immediate community so people would have a better understanding of the changes that will come their way and that they will make informed decisions thereafter. They also facilitated discussion groups and community organizing to address information needs and to draw a bigger picture surrounding BOL for all its stakeholders, including women and the youth. Meanwhile, what is brewing now for MSU-IIT through IPDM is a project dubbed as IIT for BARMM, which commenced with a workshop in August 2019 that emphasized the shared moral responsibility that Mindanaoans have to ensure the success of BOL and the BARMM, and the role of MSU-IIT in providing technical knowledge through evidence-based support program that supports peace, as well as remaining culturally-sensitive and gender-sensitive. The University and IPDM are still thinking up more activities related to this.

With the desire to become a catalyst for transformative change, the dedicated team at IPDM and its wider support networks have worked tirelessly to facilitate and legitimize a fact-based dialogue around peace through engaging in research. During the last quarter of 2019, IPDM is working on a research project in collaboration with CSOs and Non-Government Organizations (NGOs), that aims to consolidate all PCVE initiatives of academic and non-academic organizations in Mindanao in order to cull data that will provide valuable information about factors affecting peace and in the drafting of policies and programs that aim to effectively counter violent extremism. The presentation of the findings of this research project is set in the year 2020.

IPDM’s engagements in the field and its experience of capacity building for education for peace and social conflict management brought to the fore new challenges in understanding the role and contribution of the discipline of peace and conflict research and, in particular, peace education in creating and sustaining a culture of peace, especially in conflict-prone and transition communities in Mindanao. In line with this, IPDM is looking at the possibility of offering degree programs related to peace and conflict management. Before the year ended, IPDM has completed its feasibility study with 70% of stakeholders supporting the offering of MA and PhD programs in Peace and Conflict Studies.

PRISMWhere responsible research and innovation thrive

PREMIER RESEARCH INSTITUTE OF SCIENCE AND MATHEMATICS

The Premier Research Institute of Science and Mathematics (PRISM) was established in furtherance of MSU-IIT’s thrust of producing quality, if not cutting-edge research undertakings, and in furthering its internationalization pursuits.

For the year 2019, the agreement forged between Southeast Asia’s top pharmaceutical company United Laboratories (Unilab), Inc. and PRISM marks a significant milestone for the center mandated to establish and further its linkages with other institutions to advance its research activities. This formally kicks off joint ventures on the research and development of nutraceuticals and dietary products and is a realization of the aspiration to strengthen industry-academe partnership among SUCs in the country. PRISM takes pride in being the first academic institution in the country to have been tapped by Unilab in recognition of its reputation in research and innovation on dietary products, nutraceuticals, and Mindanao’s flora and fauna.

The partnership with Unilab is a five-year engagement that aims to attract more faculty and students, who are doing research, in the review and evaluation of research studies with potential commercial benefits. Besides, this alliance would not only spur more vibrant research in MSU-IIT but will likewise be instrumental for community engagement, for example, a livelihood program for the farmers of Lanao del Sur is already being discussed.

Another notable achievement for PRISM is the hosting of the 1st International Conference on Science and Mathematics (ICSM) in April 2019, in cooperation with the Samahang Pisika ng Visayas at Mindanao (SPVM) and the Mathematical Society of the Philippines (MSP), Mindanao Chapter with the support of the other cost centers in MSU-IIT. Respected scientists and mathematicians who participated in the ICSM 2019 are listed on the table below.

ICSM 2019 gathered an unprecedented number of more than 400 participants composed of researchers, teachers, and students from 65 institutions who have engaged in meaningful confab about Nanoscience and Renewable Energy; Complex Systems; Theoretical Sciences; Biodiversity; Climate Change; Biotechnology, Natural Products, and Drug Development; and Applied Mathematics and Statistics. Because of the success of the 1st ICSM, the second international assembly is expected to be organized in the year 2021.

The PRISM is also elated to have been able to partner with the Universiti Teknologi Petronas (UTP), one of the most prominent private universities in Malaysia having been ranked in the top 160 under the Quacquarelli Symonds (QS) University Rankings in Asia and a maximum of 5-star overall rating in the QS Stars University Rating System, for co-development of technology for detection purposes (i.e. arc flash system). This alliance will further strengthen the development of products from some of the research projects of MSU-IIT’s faculty and students. The zeal to produce more internally and externally funded projects become even stronger as PRISM prepares for the year 2020. In fact, a partnership with a German-based organization is in the offing.

En route to becoming one of the best academic institutions offering quality research experience not only for knowledge generation but also technology and product development that contribute to economic growth and address social challenges, MSU-IIT’s PRISM will continue to strengthen its research agenda, its pool of scholars and experts, and its industry networks.

FAB LABWe make almost anything

FABRICATION LABORATORY MINDANAO

MSU-IIT believes that the academe should allow for a burgeoning group of “tinkerers, makers, and breakers” to realize what they want on workspaces that are devoid of any fear or intimidation. This belief became the inspiration for the creation of MSU-IIT’s fabrication laboratory Mindanao, more widely known as FAB LAB Mindanao.

From its humble beginnings with the Department of Trade and Industry (DTI) and the Department of Science and Technology (DOST), FAB LAB Mindanao has now become an innovation space where almost anything can be made. It is one of only three (3) centers in the Philippines to become part of the Global Innovation through Science and Technology (GIST) Network in 2019, which is funded by the US State Department. Today, MSU-IIT’s FAB LAB Mindanao continues to fulfill its role as a technical prototyping platform for innovation and invention. Aside from sustaining its programs, MSU-IIT can gain a competitive edge from the benefits of the GIST network, i.e. learning from low-cost webinars provided by global leaders in science and technology, like the Makers without Borders Program. GIST also helps empower science and technology entrepreneurs in emerging economies by inspiring, identifying, supporting, and connecting young innovators across the globe through global online innovation community, in-country training programs, and pitching competitions.

In 2019, FAB LAB Mindanao managed to finally disseminate its research outputs and innovative projects in national and international venues. One of the most prestigious events where FAB LAB Mindanao brought seven (7) maker groups is the 3rd Manila Mini Maker Fair held in Taguig City, an international movement of exhibition on invention, creativity, and resourcefulness. MSU-IIT’s FAB LAB Mindanao has been lauded for practicing the principles of responsible sustainable production. Other than the Mini Maker Fair, FAB LAB Mindanao also participated in the 3rd Colleges and Universities Public Service Conference (CUPSCON 3) organized by the University of the Visayas in Iloilo; and the 2019 National Conference for Extension Professionals in Higher Education Institutions of the Philippine Association of Extension Program Implementors, Inc. (PAEPI). These fora underscored academe-industry-community partnership for more effective community development and people empowerment.

FAB LAB Mindanao has likewise been invited to provide a lecture during the Fablab Asia Network Conference in Seoul, Korea; where they received acclaim for pioneering Galansiyang, an output of a FAB LAB-iDEYA incubation activity in the Global Hackathon.

Before the year ended, FAB LAB Mindanao was the only fabrication laboratory from the Philippines which was presented at the 11th Geneva Forum-4th Annual International Conference on Participatory Research, Citizen Sciences, Crowd-Innovation and Fab Labs for Peace and Development in Geneva, Switzerland. This forum, organized by the Objectif Sciences International, gave an avenue for FAB LABs and institutions to be capacitated in aligning their programs with the 17 Sustainable Development Goals (SDGs).

FAB LAB Mindanao continues to work on three (3) projects for the out-of-school youth, children, women, and differently-abled people and training them to be employed in the laboratories.

For the coming year, FAB LAB Mindanao sees the need to be more assertive in engaging with industry partners to ensure the sustainability of the projects initiated. The engagement with US STRIDE would most likely help in making the presence and significance of the FAB LAB Mindanao, as well as in building the capabilities of other fab labs in the country. Albeit slow compared to other countries, the Philippines has a promising innovation ecosystem; and FAB LAB Mindanao will always be a potent force in the transformation of ideas for value creation and wealth generation, a safe space that aims for significance above excellence.

iDEYAWhere ideas take flight

CENTER OF INNOVATION ANDTECHNOPRENEURSHIP

The Center of Innovation and Technopreneurship (CIT), more popularly known as iDEYA, considers the year as its growing stage. Three (3) years after its inception, iDEYA has finally developed an Incubation Program for start-ups that is both process-oriented and needs-based. Although the design is still far from perfect for the first DOST-PCIEERD-funded technology business incubator

(TBI) in Mindanao, the activities for the entire year have become iDEYA’s touchstone for a program that would benefit other TBIs in the region.

In 2019, iDEYA was able to host a total of 37 start-ups, the country’s most number of technology-based innovations for that year. Among the teams who proceeded to the seven-month incubation program with the assistance of MSU-IIT’s Innovation Ecosystem, Ideaspace Foundation Inc., and Startup Village, are the following:

All of these have been funded by the Department of Science and Technology-Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD), with other national collaborators like the Department of Communication and Information Technology (DICT) and the Department of Trade and Industry (DTI). It was also history for iDEYA being able to become the first Technology Business Incubator (TBI) hub to host the Philippine TBI Meeting and Conference for all TBIs in the country and the newly approved projects of DOST-PCIERRD.

Fortifying its partnership with industries that further its goals, iDEYA signed a Memorandum of Agreement (MOA) with BCB Innovation PTE LTD, a blockchain company registered in Singapore. iDEYA joins ten (10) other Philippine academic institutions that are in alliance with BCB Blockchains in co-incubation of projects, research and development, seminars and training, promotional activities, competitions, hackathons and collaborative endeavors for smart city or blockchain development. This year, MSU-IIT, through iDEYA, will provide logistics for spreading awareness about blockchains, and help in organizing competitions and incubations.

In celebration of the 2019 National Women’s Month, iDEYA also conducted the following events: the Fireside Chat Night: Super Business Women and iDeyabrew: Sheinnovators, which provided insights for students and women to develop an entrepreneurial mindset through projects that create deeper awareness about their creativity and innovativeness that can potentially become a business advantage in the future.

In September, iDEYA partnered with the Catholic Relief Services (CRS)-Philippines in partnership with The MoroPreneurs Incorporated (TMI), Office of the Bangsamoro Youth Affairs (OBYA) in the premiere of a youth-led project that aims to select outstanding social enterprise from the youth of Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and turn it into reality through a series of mentoring and incubation. This bootcamp provided the youth participants, who are either out-of-school youth (OSY) or senior high school or college students, with information sessions about the Philippine Startup Ecosystem, mentoring, team activities, pitching, etc.

iDEYA: CIT is indeed one of MSU-IIT’s secrets to success as it grows into becoming an avenue that fosters ideas, where people collaborate, experiment, and learn from each other. iDEYA also marks MSU-IIT as a linchpin not only to Iligan City as the city’s biggest economic driver, offering mentorship and funding to seed start-ups, but the entire country as it continues to develop talents that attract global investors.

MICeLInnovating digital learning, transforming pedagogy

MSU-IIT CENTER for e-LEARNING

The need to create e-learning centers to serve the ever-increasing demands for contemporary technology-based ways of supporting learning and teaching motivated the creation of the Center for MSU-IIT Center for eLearning (MICeL). Since then, the goal is to offer courses through hybrid mode, where 70% of the learning activities, at most, have been moved online and time traditionally

spent in the classroom shall be reduced to 30% the least.

The year 2019 saw the rise of trailblazers of e-learning as MICeL successfully trained faculty members from different colleges, using the six-phase program: Analysis and Design, Development, Critiquing, Implementation, Evaluation, and Revision, which MICeL has crafted to guide faculty members through and through in their design of blended courses or programs. To facilitate the discussion of every module, a pool of technical experts and consultants, and instructional designers from various colleges in the University have been appointed. They are in charge of the redesign of the syllabi, and for suggesting ways to include interactive content, including strategies to assess the learning process.

The first blended course that has fully taken off in 2019 was CBAA’s Master of Business Management (MBM). The course includes a number of innovative online instructional components. It may still be in its infancy stage, but programs like this are changing the learning experience of students by relaxing time and space constraints as well as providing easier access to information (online journals and e-books; student portals; etc.) – an achievement that should not be downplayed.

However, MICeL is determined to train more academics, because building a community of e-learning implementers and adopters within the institution is crucial for further e-learning developments. Therefore, it is already looking forward to a hectic line-up of faculty training in 2020. To further underscore the pedagogic value of online learning among students and academics, MICeL expects more programs that may be championed. The priority, really, is to find a way to mainstream e-learning and maximise its impact in the classroom.

Other than providing faculty support, MICeL is equipped with state-of-the-art facilities which help in the conduct activities, especially those involving speakers from different locations.

MICeL believes that with MSU-IIT’s assertiveness in trying to expand access to education options and pathways for more diverse students through quality hybrid courses the vision of pushing the boundaries of knowledge forward is within reach.

TAPUFostering academe-industry partnerships through technology transfer and commercialization

TECHNOLOGY APPLICATION AND PROMOTION UNIT

The university’s impact in the community does not rely on knowledge generation and dissemination alone, but it also banks on its strength to ensure that its faculty members’ discoveries, inventions, and new science applications lead to useful products and services for the public. This is the task of the Technology Application and Promotion Unit (TAPU), the marketing and promotion arm of

OVCRE mandated to promote development by building up expertise and capability of stakeholders through training and extension of technical assistance. Its two (2) centers, the Bamboo Technology Resource Center (BTRC) and the Ceramic Training Center (CTC) were able to accomplish the following:

TAPU led in the skills training for bamboo weaving and industrial weaving for bamboo processors and bamboo entrepreneurs in the hinterland barangays of Abuno, Hindang, Digkilaan, and Rogongon. The Unit also rendered technical assistance in the prototype development and production for selected faculty and students of CBAA; and supervised immersion for the on-the-job (OJT) training of college students from CED, COET, and CSM and senior high school students from Iligan City East National High School, Philippine Science High School, and the MSU-IIT’s Integrated Developmental School (IDS).

The Unit also initiated a study in August focusing on Bamboo Nursery and Plantation for Pole Production in Iligan City. This research is expected to increase the annual yield of bamboo poles, planting material production, and income of farmers in hinterland barangays in Iligan City. Aside from these, they also conducted workshops, to wit: Pottery production for Jireh Shammah Multipurpose Cooperative in Kauswagan, Lanao del Norte; Terracota Sculpture for Ceramic Engineering students; and a Summer Arts Workshop on Clay as an art medium for kids.

TAPU also represented MSU-IIT in various capability seminars, especially those organized by DOST, Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), and the Northern Mindanao Consortium for Agriculture, Aquatic and Natural Resources Research and Development (NOMCAARRD). Among the significant events TAPU attended in the year 2019 are the Mindanao Trade Expo, Technology Fair of the Mindanao Business Conference (MinBizCon), the Regional Science and Technology Week, and the 31st Regional Symposium on Research and Development.

For the year 2019, TAPU played an important role in ensuring the University’s leadership in research and in the translation of knowledge into revenue-generating activities, as well as in the creation of jobs locally, regionally and potentially globally.

Other than research, innovation, and technopreneurship, MSU-IIT endeavors to translate research and knowledge from the laboratory and classroom into technology that benefit the community; supervise the launching of inventions conceived and produced by the university’s constituents; and facilitate the execution of agreements and other documents for the protection of the university’s

intellectual property rights. Overseeing these functions is the Knowledge and Technology Transfer Office (KTTO).

An important milestone for KTTO in the year 2019 was the inauguration of the 20M peso office for MSU-IIT to be a true hub for knowledge and technology transfer in Mindanao in October. The USAID-supported initiative is a fulfillment of KTTO’s objective to become a conduit between the university and its industry partners on tech transfer and commercialization-related activities. The facility is expected to efficiently carry out the transfer and commercialization of intellectual properties (IP) through strategic IP management and industry engagements in order to benefit society and promote economic development.

In 2019, KTTO, with strong support from the Office of the Vice Chancellor for Research and Extension (OVCRE), spearheaded a number of activities like the (1) industry partner meeting with Unilab Philippines, Inc. for the nutraceutical research outputs initiated by PRISM, and MOA signing and licensing agreement with Nutra Tech Biopharma Inc.; (2) signing of trademark license agreement for and product launching of MSU-IIT watches; (3) training among MSU-IIT constituents on Research Ethics, Copyright, Intellectual Property, and Patent Application (IP Orientation and IP Clinic); (4) leading the innovation convergence forum in August; and (6) showcasing various community engagement programs and activities of the University (Panagtagbo 2019).

KTTO has also allied with Erasmus Mundus in a conference dubbed as Erasmus+: Strategic IP Management for Effective R&I in Asian Higher Education (SPIRE) Conference Program, which aims to conduct a strategic discussion towards establishing a consortium to strengthen the importance of Asian-level IP management centers.

Through the years, KTTO has been steadfast on its goal to helping researchers among the MSU-IIT faculty and students by providing the best routes where they can market their research outputs, negotiating with industry collaborators for funding and commercial enterprises, and leveraging the university brand and expertise.

MCRImproving Community Resilience

MINDANAO CENTER FOR RESILIENCY

Recognizing that resiliency is a shared undertaking, the University has taken steps to better understand and increase the adaptive capacity not only of its constituents but of the bigger community. It also seeks to establish strong partnerships that will assess and enhance regional resilience. In the hope to build sustainable communities, the Mindanao Center for Resiliency (MCR) is created.

Aside from facilitating the regular conduct of Earthquake and Fire Drills, in compliance with the Nationwide Simultaneous Earthquake Drill (NSED), MCR takes the lead in the consolidation and coordination of existing research efforts of the Institute in the field of DRRM and CCA.

In 2019, the Center, together with the Department of Research (DR), has funded two (2) very timely studies. One aims to assess the feasibility of offering of a Graduate program on Science, focusing on Disaster Risk Reduction and Resilience. The study lays the cornerstone for championing sustainable development, as this program aims to develop industry leaders and decision-makers who are willing to be at the forefront in the identification, mitigation and management of industry, safety or environmental risks.

The other study focused on emergency response capabilities of higher education institutions (HEIs) in Northern Mindanao, which aims to determine existing policies, plans, issuances, resolutions, orders or guidelines in various HEIs regarding DRRM; evaluate whether of not HEIs have sitemaps and other IEC materials which could help during disasters; and delve into the extent of HEIs’ collaborations or partnerships with the LGU, NGOs, Private Sector, People’s Organizations, and others on the conduct of DRRM-CCA activities.

MCR also spearheads the promotion of disaster consciousness and preparedness within the University and outside, as well as responding to emergencies arising from the occurrence of a natural disaster. MCR continues to provide experts in the conduct of a series of Emergency First Aid and Basic Life Support (EFA-BLS) training from July to November for MSU-IIT students from different colleges and through NSTP-ROTC and Red Cross Youth (RCY). Other than this, MCR led the facilitation of Training-Workshops on Climate Change and Disaster Readiness, Risk Reduction and Management for MSU-IIT constituents to systematically manage risk related to natural and/or human-induced hazards, and, for the senior high school students of the Integrated Developmental School (IDS) so they can effectively influence others on the urgent need to pay attention to climate change. MCR also organized a training-workshop for K-12 science teachers to give them in-depth discussion on disasters like typhoon, flood, earthquakes, tsunamis and landslides and on DRRM Act of 2010; introduce inquiry-based approach in teaching science to them to help them develop lessons related to Disaster Science.

The Center is also responsible for establishing and nurturing partnerships with LGUs, National Line Agencies, and other local/national and international organizations to enrich the Institute’s DRRM and CCA engagements with partner communities.

The most notable contribution of MCR for the year 2019 is bringing out very important policies which could significantly impact the University’s immediate surroundings. The policies are the following: ban on Single-Use Plastic and Tarpaulins, and Vehicle-Free Wednesday. These policies are addressing issues on plastic waste and pollution and the increasing level of carbon dioxide emission. With no cars entering the campus every first Wednesday of the month, MSU-IIT is trying to reduce its carbon footprint. This, likewise, encourages the MSU-IIT community to walk around the campus every first Wednesday of the month, therefore, promoting a healthier lifestyle.

CLGSFacilitating university-community partnerships for better local governance

CENTER FOR LOCAL GOVERNANCE AND SERVICES

MSU-IIT has always been an asset to its immediate local and regional economies through the production of talents that can benefit the local workforce. Other than this, the Institute has also become an important ally to the local government in helping it achieve its development priorities and supporting its efforts at community revitalization.

Among its major accomplishments in 2019 is the conduct of the Citizen Satisfaction Index, a research project with the municipality of Kolambugan, in partnership with the Bureau of Local Government Supervision of the Department of Interior and Local Government (DILG). This study provides valuable information about relevant citizens’ feedback on local governments’ service delivery performance and on the citizens’ general satisfaction, which helps assess the quality, responsiveness, and inclusiveness of public services from the point-of-view of the people as clients and as citizens.

Amplifying its role in educating the public through a voters’ education and candidates forum for the May 2019 elections, CLGS, with the College of Arts and Social Sciences (CASS), organized a Candidate’s Forum for Local Elections in Iligan City. The said forum which helped gather the voting public from multi-sector representatives, media, and supporters from each political party, is the University’s response to the need to strengthen voters’ democratic values by increasing v oter education.

CLGS is in its endeavors to provide more intervention programs for other municipalities, and eventually establish a training hub for local governance for the leaders in Mindanao that will pave the way for more sustainable programs for the people of Mindanao.

The success of MSU-IIT’s Gender and Development Resource Center (GADRC) is anchored on its mission of being a support structure for the efficient and effective mainstreaming of gender plans, programs, and activities into the areas of instruction, research, extension, and production in the Institute and the local community for the advancement of RA 9710, otherwise known as the Magna

Carta of Women, and to institutionalize commitments to mainstream gender and development in its policies and programs.

The Center takes on a more assertive approach in 2019 through the inclusion of GAD in the planning, programming and budgeting processes of every cost center. Owing to this strategy, it has been a productive year indeed for GADRC, as more and more sessions and fora have been set to discuss gender policies; women’s role in business, innovation, and digital age; gender equity; LGBTQ and SOGIE; volunteerism and gender responsiveness; and youth participation in gender issues. The Center likewise approved the implementation of training that aim to develop skills for livelihood, literacy, and gender-sensitivity, including art and writing competitions that promote genuine recognition of gender equality. More than quantity, GADRC takes pride in the substantial progress that MSU-IIT made in trying to close gender gaps within the organization and among its partner communities, which contribute to the development of programs that have contributed towards MSU-IIT’s status as a champion of women empowerment and gender equality on the global stage. Figures clearly show that in the Institute’s workforce, for both permanent and casual teaching and non-teaching staff, women make up the majority, and are also well represented at the top and mid-level administrative offices.

THE ADMINISTRATIVE OFFICES

There is no silver bullet to MSU-IIT’s ascent in the world rankings. The University’s relentless emphasis on passion for excellence and collegiality are among the factors that helped expand its influence and presence in the global arena. The University takes pride in all its administrative offices, and academic and non-academic centers, whose synergy spawned successes in various forms leading

to the attainment of targets set for the academic and fiscal year.

The Office of the Chancellor (OC) coordinates administrative support for the chief executive officer and steward of MSU-IIT. The Office provides administrative, organizational, strategic, and compliance services to advance the best interest of the university. The chancellor provides leadership to all the vice chancellors, college deans, directors, faculty; thus, the Office facilitates university-wide management in such areas as academic policy, planning, and business affairs; faculty, student, and staff affairs; legislative policy; university research; legal affairs; fiduciary planning; and international relations.

Under the Office of the Chancellor are independent support units, the performances of which contribute in promoting institutional image, fiscal, operational, and information integrity.

The OC has the direct supervision and control over the following main offices: the Office of the Vice Chancellor for Academic Affairs (OVCAA), Office of the Vice Chancellor for Administration and Finance (OVCAF), Office of the Vice Chancellor for Research and Extension (OVCRE), Office of the Vice Chancellor for Planning and Development (OVCPD), and Office of the Vice Chancellor for Student Services (OVCSS).

Moreover, by the nature of their functions, the following offices are directly under the Chancellor:

The Office of the Institute Secretary (OIS) serves as the corporate secretariat doing the legwork during Board of Regents (BOR) meetings, and the repository for information on all matters relating to policies governing the University. It is also the task of OIS to continue uploading and updating university-wide policies and BOR approvals on University-related items.

The Internal Audit Services Unit (IASU) assists the university’s management in the effective discharge of its responsibilities and for establishing a culture of compliance. The regular audits carried out by IASU that aim to evaluate and monitor risks, processes, and policies help the management protect university resources and enhance achievement.

Helping to promote MSU-IIT’s reputation to all stakeholders in the country and the globe is the Office of Public Information (OPI). The Office promotes the university’s breadth and depth of knowledge through the IIT webpage and other platforms such as Facebook, Twitter, and its quarter issues of the Gazette. The Office manages the recruitment and selection of campus ambassadors among the students, who shall help promote the campus as a leading university in Mindanao. OPI also facilitated a Seminar-Training on Photojournalism and Writing in 2019 to improve the campus writers’ reportage.

The Security and Investigation Division (SID) has also been consistent in being a formidable overseer of the University’s security and smooth flow of activities. They are also active in the conduct of special training and symposia to University employees regarding disaster management and risk reduction, water safety, rescue and life-saving, fire and earthquake drills, among others. Fostering an environment of collaboration and information-sharing among other units within the locale, SID also maintains its partnership with the Local Government Unit of Iligan, the Iligan City Police Office, the Bureau of Fire Protection-Iligan, and the Disaster Risk Reduction Management Office.

Another very busy unit in the University is the Office for Legal Services (OLS), which is responsible for the efficient preparation of documents, review of contracts, and crafting of MOAs/MOUs. The Office ensures that the University follows laws and regulations as stipulated in its Charter and its vision, mission, and implements approved BOR resolutions. It keeps the University within legal bounds in all its undertakings and provides legal advice to the administration on activities that so require it.

And finally, the Center for Information and Communication Technology (CICT), which was created to coordinate and focus IT activities in order to minimize costs as well as maximize benefits from the cooperation of the various program components. Under the ICTC are the Computer Facilities and Support Services (CFSS), which is primarily responsible for the design and implementation of IT systems and the management and maintenance of IT facilities of the University; and, the Office for Client Services (OCS), which is the administrative arm of the ICTC in connection to its projects and grants implementation. Among the notable achievements of ICTC for the year 2019 is the development of an app solution deployed to DepEd schools to help in the tracking of students’ attendance and academic performance. To participate effectively in the global knowledge society, IIT through ICTC has recently upgraded its Internet bandwidth from 580 to 780 Mbps. Moreover, to provide quality network infrastructure for student and staff access to ICT services in line with university priorities, three (3) modules have been added to the MyIIT portal to fast track employees’ research and other professional undertakings (ROU), faculty evaluation (TER), and research productivity (Scholarly). It can be recalled that in the AACCUP visit in October, MSU-IIT was lauded for its tenacity to become an Internet-of-Things (IOT), and is designing its program outcomes in preparation for Industry 4.0.

In charge of academic planning, academic program review, and curriculum development is the Office of the Vice Chancellor for Academic Affairs (OVCAA). The Office coordinates with the college deans and the directors for undergraduate and graduate programs in the evaluation and approval of their recommendations for faculty hiring, promotion, and tenure; and leads in creating and maintaining academic standards and policies. The OVCAA has had a hectic year pushing for the accreditation of ten (10) academic programs and the approval of six (6) revised and three (3) newly crafted academic programs, which are expected to be offered in the first semester of AY 2020; and expanding the blended mode delivery of instruction, which was highly complimented by the AACCUP accreditors during their visit in October. In addition, the Office is facilitating the offering of three (3) advanced degree programs soon, to wit: MS in Disaster Risk Reduction and Recovery, DiSDS and MiSDS in Peace and Conflict Transformation, and Graduate Diploma in Data Science.

OVCAA works closely with the college deans to ensure that quality is observed in all its academic, research, and creative endeavors among faculty and students. Other academic and administrative units reporting to OVCAA include the Office of the Undergraduate Studies (OUS), Office of the Graduate Studies (OGS), Office of the Institute Registrar (OIR), MSU-IIT Center for e-Learning (MICeL), Office of the Institute Librarian (OIL), Office of Admissions and Scholarship Administration (OASA), Office for Alumni Relations and Placement (OARP), and Office of National Services Training Program (ONSTP).

The Office of the Institute Registrar (OIR) manages the registration of students in coordination with the different colleges of the university, safeguards the students’ academic records, prepares the University academic calendar, and issues students’ academic records.

Another center under OVCAA is the MSU-IIT Center for e-Learning (MICeL), which is a torch-bearer when it comes to the use of technology for both on-campus and off-campus delivery of courses. MICeL helped in the reassessment and reevaluation of one (1) blended course on credit and one (1) online course on audit. And in order to keep up with the trends related to the utilization of ICT in education, MICeL represented MSU-IIT in the workshops for OER, CHED-UK universities, and in the 2019 National Conference on Open and Distance e-Learning (NCODEL). MICeL also provides consultancies about eLearning to other interested institutions.

Enriching and backing up the university’s academic programs through the acquisition of library resources and collections (printed and online) for the seven (7) libraries within MSU-IIT, including the conduct of hands-on training in the use of online databases, are at the heart of the operation of the Office of the Institute Librarian (OIL). The OIL makes sure that the University’s subscriptions to online resources, dailies, and DLM support maintenance are renewed monthly or annually. MSU-IIT continues to be an active member of the Philippine Association of Academic and Research Libraries (PAARL), Consortium of Engineering Libraries-Philippines (CELPh), Academic Libraries Information Network in Mindanao (ALINET), and MASTSLinet. This inter-library cooperation provides bibliographic access and resource-sharing among member institutions.

To ensure that world-class and quality education is made available to all aspiring college students, the Office of Admissions and Scholarship Administration (OASA) leads in the University’s recruitment of students using a plethora of online (and offline) strategies such as school visits, printing of posters and flyers, through radio and television broadcasts, and through the help of other public agencies. The Office processes filled out applications (online or manual), prepares the test centers, recruits examiners and proctors, and makes sure that the MSU-SASE is smoothly administered. This year, the Office has served a total of 2,761 newly enrolled students, and almost 4,000 scholars and grantees, in their processing of documents. The Office is in the frontline in the delivery of academic scholarships and grants from MSU-IIT’s longtime partners like CHED StuFAP, GSIS, PhilDev Foundation, UniFAST, NGCP, private corporations, congress representatives, among others. The Office also processes incentives and tuition privileges to students who finish the foregoing semester with flying colors through the Rizal’s Excellence, Chancellor’s, and Dean’s awards.

The office that caters to the needs of the graduating students and university alumni through job placements, job fairs, tracking and registration of the university alumni and creation of alumni chapters both local and international is the Office for Alumni Relations and Placement (OARP). The Office continues to enhance the relationship between the alumni and its alma mater through activities such as Alay sa Graduates, AAITAFI Chapter Reunions, alumni homecomings, and hosting of alumni soiree. The Office has likewise shown its assertiveness in tracking MSU-IIT graduates and their employment, which helps the University leverage its quality of instruction and its competitive advantage. As of December 31, more than 70% of its graduates have been tracked through online alumni registry, clearances, yearbooks, Alumni surveys, and college-initiated tracer studies.

Complementing instruction, are the Office of the National Services Training Program (ONSTP), which is in charge of the Reserve Officers Training Course (ROTC) and the Civic Welfare Training Course (CWTS). This Office carries out programs and activities that instill national defense preparedness and socio-civic education that prepare them for greater responsibilities in the society. For 2019, the Office provided rappelling and water safety exercises, first aid training, tree planting activities, and clean-up drives, as well as a forum discussing the Bangsamoro Organic Law (BOL) for students taking CWTS; while the ROTC officers and cadets bested other universities in the 2019 Regional Annual Administrative and Tactical Inspection (RAATI) by garnering an average score of 98.85%.

MSU-IIT boasts a vibrant research agenda engaging scholars, students, and various organizations and communities with expertise in issues vital to local and global interests. The Office of the Vice Chancellor for Research and Extension (OVCRE) steers the entire MSU-IIT community into becoming a research university by providing technical expertise in proposal development and in faculty development, assisting in the identification of potential funders and other stakeholders, and administering funding for research dissemination and community projects implementation. One of OVCRE’s keys to success is its Visiting Research Professor Program. Through this, internationally renowned professors have been invited to visit the university to share their expertise with faculty and students, forge research collaborations, and establish international linkages. The DR has given support to the development of the different colleges through the Visiting Research Professor Program. In 2019, the Department of Research (DR) supported the visit of 21 Research Professors from different countries including the United States of America, Thailand, Belgium, Italy, Taiwan, Poland, China, and Sri Lanka.

Among the most dynamic units under OVCRE are the Department of Research (DR) and the Department of Extension (DE).

The Department of Research (DR) works closely with the seven (7) colleges in the periodic review of R&D thrusts and directions of the University along with the demands of global, national, local and University research clientele and recommend redirections as needed. It also facilitates the implementation, monitoring, and evaluation of duly approved research projects and other R&D programs. DR likewise develops strategies for financial sourcing and funding of University R&D projects and programs. This year has been extremely exciting as more and more teaching and non-teaching staff have focused on individual and collaborative projects to achieve its vision of becoming a research university, while there is already a good number of faculty being invited as article reviewers in reputable and indexed local and international journals. As of December 31, 2019, MSU-IIT completed 267 research projects; 134% of its research targets have been widely disseminated in national and international fora.

Coordinating with all colleges in carrying out services meaningful to partner communities is the Department of Extension (DE). The Office also provides appropriate technologies, values, and skills to capacitate communities to become productive and resilient. DE also strives to sustain institutional linkages and networking with other private and public agencies through project/program cooperation and complementation. The feature stories of the respective colleges exhibit how committed the faculty and staff are in extending its expertise and energy to communities. The WE CARE program of DE clears the path for MSU-IIT to reach communities that are in dire need. For this year alone, DE facilitated the implementation of 71 extension programs consistent with the University’s mandated and priority programs. MSU-IIT has served more than 10,400 trainees in the training conducted for 2019; and it has inked 91 partnerships with LGUs, industries, NGOs, NGAs, SMEs, and other stakeholders.

In addition to DR and DE, other units working closely with the OVCRE are the Technology Application and Promotion Unit (TAPU), Knowledge and Technology Transfer Office-Innovation and Technology Support Office (KTTO - ITSO), Mindanao Center for Resiliency (MCR DRRM-CCA), iDEYA: Center of Innovation and Technopreneurship ( CIT), Gender and Development Resource Center (GADRC), and CHED-Philippine Higher Education Research Network.

Because faculty members are extremely involved in research and innovation, the Knowledge and Technology Transfer Office - Innovation and Technology Support Office (KTTO - ITSO) is created. The Office serves as the central resource and support hub for researchers and the external partners. It is an office that is responsible for IP protection, IP technology transfer, IP commercialization, and IP management.

The marketing and promotion arm of OVCRE, on the other hand, is the Technology Application and Promotion Unit (TAPU), especially in the transfer and commercialization of appropriate technologies. The Unit is mandated to promote and hasten the effective transfer of appropriate technologies that will promote development by building up the expertise and capability of stakeholders through training and extension of technical assistance. TAPU is composed of two (2) centers: the Bamboo Technology Resource Center (BTRC), and the Ceramic Training Center (CTC). In 2019, TAPU led several skills training and workshops, and rendered assistance to communities in hinterland barangays in Iligan.

Compliant with Republic Act 7192 (an Act Promoting the Integration of Women as Full and Equal Partners of Men in Development and Nation Building and for Other Purposes) and the Memorandum Circular of the National Commission on the Role of Filipino Women (NCRFW), the National Economic Development Authority (NEDA) and the Department of Budget and Management (DBM), and to institutionalize the University’s commitment to mainstream gender and development in its policies and programs, the Gender and Development Resource Center (GADRC) was established. Colleges have been exceptionally driven on their GAD-related research projects and extension services as shown in the number of accomplished projects as the year came to a close.

Another unit under OVCRE is the Center for Local Governance Studies (CLGS). With the mission to provide demand-driven training and development interventions to LGUs and assists national government agencies (NGAs) in implementing their programs at the local level, in 2019 CLGS conducted a research project which the local government of Kolambugan, Lanao del Norte could use in their governance and management of resources, as well as a local elections candidates forum underscoring the need for a more reliable voters’ education.

Finally, the Mindanao Center for Resiliency (MCR), which serves as the University’s coordination and knowledge-generation center for Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA) concerns. The remarkable contributions of MCR in the year 2019 is the BOR approval and University’s adoption of two (2) policies, namely: the stricter ban on single-use plastic products such as food containers and the like, and tarpaulin within its campus, as a simple measure for environmental protection; and, the ban of all motor vehicles on campus once a month to demonstrate its commitment to climate change adaptation and the reduction of carbon emissions.

The office that sees to it that priorities are aligned for greater growth and expansion is the Office of the Vice Chancellor for Administration and Finance (OVCAF). OVCAF is responsible for the sound management of the university’s financial and administrative services in alignment with the vision and mission as well as strategic plans. The offices under OVCAF emphasize a service-oriented, team approach to providing financial information, systems, and policies that meet fiduciary responsibilities, address the operational needs of the university, and serve the needs of the students, parents, alumni, teaching and non-teaching employees, and linkages. Under OVCAF are the Budget Management Office (BMO), Cashiering Division (CD), Human Resource Management Division (HRMD), Physical Plant Division (PPD), Supply and Property Management Division (SPMD), Procurement Services Division (PSD), and Accounting Division (AD).

The Office of the Budget Management (OBM) works diligently to ensure the university’s budget, and the formulation process that results in its development, is transparent and provides opportunities for participation and input by the MSU-IIT community. BMO leads budget consultations with cost centers to communicate updated information and to provide guidance to the budget managers on efficient budget management procedures.

Safeguarding funds received from the Department of Budget and Management (DBM), other government and private entities, students and from the general public is the priority of the Cashiering Division (CD) of MSU-IIT. The goal of the Cashier is to provide excellent service to the University community at large including both students and University offices and to process each transaction efficiently and accurately.

In the driving seat when looking at organizational growth and sustainability based on maintaining excellence in the HR strategies and systems, practices, operations and services to address employee needs is the Human Resource Management Division (HRMD). The HRMD supports the achievement of excellence in education, learning and research via the recruitment, retention, reward, recognition and development activities undertaken with and for University staff. In addition, the Division seeks to ensure that the University continues to maintain and enhance its reputation as a leading employer. Its most noteworthy feat for the year 2019 is the conferment by the Civil Service Commission (CSC) of the bronze award for having been accredited as PRIME-HRM Level II, for demonstrating a level of excellence for good governance and efficient public service. Among its major orientation programs conducted for the year is on Ease of Doing Business and Efficient Government Service Delivery Act of 2018 to remind government workers of their responsibilities and their accountabilities. As of December 2019, the Office issued appointments to a total of 37 permanent and the promotion of 18 faculty members. Among the non-teaching personnel, ten (10) have been promoted to higher administrative positions, five (5) have been newly hired, and 34 have been appointed to temporary and permanent statuses.

In order to enhance MSU-IIT’s institutional value and integrity, world-class infrastructure has to be in place and efficient facility management has to be practiced. This is the primary purpose of the Physical Plant Division (PPD). The most significant landmarks that PPD facilitated for the year 2019 were the Graduate School Dormitory, and the KTTO buildings. For the year 2020, the new CASS, and CED-IDS buildings, are respectively, proposals for which have been initiated in the year 2019.

The Supply and Property Management Division (SPMD), on the other hand, is the overall in charge of the acquisition of new properties and equipment, and the disposition of unserviceable or no longer needed equipment of the University. Its role is to support the University’s strategic goals.

By making sure that the University avails of goods, services, and works from the most appropriate sources, using effective, efficient and lawful procurement processes is the Procurement Services Division (PSD), which works closely with the Bids and Awards Committee (BAC) Secretariat. The Office guides MSU-IIT and its suppliers about relevant procurement legislation, correct procurement procedures, and the contracts for goods, services and works available to our clients.

The University’s role is not only confined to teaching and developing job skills, but also to the acquisition of life skills and values. The need to facilitate holistic and well-rounded student development and for their active involvement as valuable and responsible citizens in the world spur the creation of the Office of the Vice Chancellor for Student Services (OVCSS). With the help of OVCSS, an average of 2,000 graduating students have been given a head start in their post-graduation jobs through pre-employment seminars, job fairs, and job posts. Moreover, ensuring equitable access to education through scholarship programs, OVCSS has awarded scholarships and financial grants to almost 4,000 undergraduate students for AY 2019-2020 alone. Other services offered by the OVCSS include training for mental health, subsidies for student training and research conferences, medical reimbursement, and industry immersion. Committed to providing an environment that supports students in achieving their personal and professional goals, the OVCSS oversees units responsible for providing a broad array of academic services and co-curricular experiences through the following offices: the Office of Student Development Services (OSDS), Office of Residential and Food Services (ORFS), Office of Guidance and Counseling (OGC), Office of Medical, Dental and Health Services (OMDHS), and Office of Sports Development (OSD).

It is the paramount duty of the Office of Student Development Services (OSDS) to supervise the affairs of all students’ organizations, making sure that all activities help students become transformative leaders. They also facilitate student’s assistantship and other special scholarship grants. And the Office handles student complaints being part of the Committee on Decorum and Investigation (CODI).

Striving to create meaningful student experiences inside the campus while encouraging students to learn and grow together in a community led to the creation of the Office of Residential and Food Services (ORFS). The Office manages student concerns pertaining to accommodation and monitors food service facilities on campus.

Responsible for creating a welcoming and affirming space where all members of the MSU-IIT community are valued is the Office of Guidance and Counseling (OGC). Among OGC’s notable contributions to the university include the conduct of guidance and counseling sessions; administration of aptitude, personality, and psychological tests; conduct of tutorials; and facilitation of career and placement activities to graduating students; and conduct of symposia and lectures relevant to student development.

Adding to the list of offices under OVCSS is the Office of Medical, Dental and Health Services (OMDHS), whose primary purpose is to promote the physical and emotional health of students and staff thereby maximizing the educational process and work functionality. The Office continues to improve its facilities to provide competent Medical, Nursing, Laboratory and Dental Services to all students and employees of the University.

And finally, the Office of Sports Development (OSD), whose responsibility is to develop the MSU-IIT community’s physical well-being, promote and preserve their vitality, strengthen character and discipline through physical activity. For the year, the Office conducted several activities and events such the Volleyball Technical Refresher Course for referees with LGU-Iligan City, the 1st Sepak Takraw Invitational Tournament, Summer Tennis Clinic, the 6th MSUSAA Unity Games, and the Invitational Friendship Games.

And finally, the leadership of the Office of the Vice Chancellor for Planning and Development (OVCPD) has made the university’s strategic planning even more well defined, with processes clearly laid out and expectations transparent to all. The Office ultimately leads and supports university-wide research planning processes, including strategic, academic, operational and resource planning.

These pursuits are scrupulously done by continuously improving data analytics to support institutional decisions, greater coordination between planning and budgeting functions, and transparent and strategic resource-allocation processes through its highly competent and effective sub-offices: the Office of Institutional Planning and Development Services (OIPDS), Office of International Affairs (OIA), Office of Monitoring and Evaluation (OME), and the Office of Quality Assurance Management Services (OQuAMS).

Under the helm of the OVCPD is the Office of Institutional Planning and Development Services (OIPDS), which makes sure that the performance expectations and strategic outcomes are clear in the context of MSU-IIT, and the key results are reported against these expectations. The OIPDS also helps appraise the University’s current plans to ensure that the target of high efficiency and effectiveness in resource allocation and utilization is achieved and after rigorous verification transforms this data into meaningful information that will be helpful for management decisions in budgeting, planning, and investment matters.

Another unit under the supervision of OVCPD is the Office of Monitoring and Evaluation (OME), which is tasked to provide assessment tools for monitoring and evaluation of projects and services and check whether these monitoring and evaluation tools are duly implemented by the respective Responsibility Center. The Office likewise updates these tools to be adaptive to the changing situation. One pivotal role of the office is to provide and communicate a thorough analysis of data culled from these tools to the top management for action. Its important accomplishment this year is the systematic analysis of data which elucidated the strengths of the university, including all aspects needing improvement, during the MSU-IIT’s mid-year assessment.

In close liaison with OME is the Office of Quality Assurance Management Services Office (OQuAMS), which acts as the central coordinator for all colleges and units to ensure the establishment, implementation, maintenance, and updating of documented University Quality Management System (QMS) in accordance with the University Charter, vision and mission statements, as well as national and international standards. The Office spearheads accreditation activities, coordinates with colleges and units in carrying out self-evaluation and assessment of the academic programs and services offered by the university, ensures integration of recommendations from partner accrediting agencies in the University’s annual plans and monitors their full implementation, and implements a document management system to ensure accuracy and readiness of information for purposes of quality assurance activities. OQuAMS is instrumental in the accreditation of additional ten (10) academic programs, and MSU-IIT’s recognitions by international organizations, to wit: #4 in the Philippines based on UI GreenMetric World University Rankings, which is an important initiative to promote sustainability in higher education institutions globally; and garnered three (3) stars according to the QS Stars audit system, which covers everything from research and employment outcomes, to social responsibility and inclusiveness.

Other than planning; monitoring and evaluation; and quality assurance, the office, through the Office of International Affairs (OIA), manages all of the University’s efforts to expand its network and continue to solidify MSU-IIT’s global footprint. As of December 31, 2019, the University has forged linkages through MOUs and MOAs with 22 global institutions and four (4) internationally recognized networks, which will help leverage institutional strengths.

The OVCPD integrates all of the University’s internationalization engagements. The Office likewise implements plans that infuse international or intercultural dimension in all aspects of the university’s teaching, research and service. Fostering campus internationalization, the Office serves as a central support, advisory, and information center for all its stakeholders. The Office endeavors to establish and manage international academic cooperation with foreign colleges and universities to boost the exchange activities of its students and faculty and to broaden their learning horizons. Among its vital contributions boosting MSU-IIT’s reputation is the exchange of human resources (administrators, faculty, staff, and students) and material resources, Culture and the Arts programs, conferences and workshops, research collaborations, and joint academic programs.

MSU-IIT, other than being compliant to its mandate of ensuring that all financial activities are conducted in an efficient, effective and appropriate manner, ascertains that the University exercises proper management of finances to sustain or even further its operations and services. MSU-IIT is always known for its prudence in all funds maintained and income generated to

ensure a solid financial position, to prevent the extension of base operations beyond current revenue capacities, and to adapt to ever-changing policies and opportunities affecting both its four-fold function throughout the course of the fiscal year.

FUND 01 - Authorized Appropriations and Actual Utilization

The 2019 GAA is divided into 78% for Personal Services (PS); 21% for Maintenance and Other Operating Expenses (MOOE); and 1% for Capital Outlay (CO).

The capital outlay amounting to Php10 Million has been devoted to the construction of the College of Education (CED) Laboratory Building. This is a five-story concrete and steel permanent building structure with a total gross floor area of 8120 m2 with approximately 36 laboratories and classrooms. This will benefit students of CED taking Teacher Education Courses and the community being identified and authorized by Commission on Higher Education (CHED) for delivering Higher Education Institution of the K to 12 Program.

MSU-IIT has consistently allocated the lion’s share of its operating budget to its core mission-related activities of education, research and community service. The share of the operating budget allocated to research has ebbed and flowed with the availability of government funding and the University’s success in establishing partnerships with other organizations and benefactors.

Although MSU-IIT considers government appropriation of vital importance to its operations, the University demonstrates the ability to generate sustained and significant resources. For FY 2019, a total of Php243,809,057.79 of fiduciary and regular income has been accrued by the University, which is 29% higher than the amount collected last year. This amount was equally utilized for General Administration and Support, and Operations in the Higher Education and Advanced Education Programs, Research, and Extension.

It was in the year 2019 when the Department of Budget and Management (DBM) introduced the annual cash-based budget, a system that shall be implemented by all State-Universities and Colleges (SUCs) in the country in their planning, budgeting, and utilization of government appropriations. This system requires that all government programs and projects budgeted for the fiscal year should be implemented and delivered within the same fiscal year. Although it is still on transition period in 2019, MSU-IIT has already exercised prudence in managing its funds for its programs and projects. MSU-IIT shall implement the system in FY 2020 believing that this encourages better planning, greater coordination, and faster service delivery among Responsibility Centers within the University. This will likewise spur discipline and accountability and more active management of budgetary resources.

under the provision of Republic Act (RA) 5363,

MSU-IIT is known for its excellence in science and

The University is an external unit and one of the ten

campuses of the Mindanao State University System.

Established on July 12, 1968 as provided for by

Republic Act (RA) 5363, the institute has continually

provided quality education to thousands of students

from almost everywhere in the Philippines.

The university is led by Prof. Chancellor Sukarno

D. Tanggol, DPA supported by different offices

and governed by the Board of Regents of the MSU

System.

MSU-IIT’s impact has always been toward global

competitiveness, which made it into a world-

renowned institution for higher learning.
