Bahrain and UK partnership vow

Ways to broaden areas of bilateral economic cooperation and trade ties discussed

TDT | Manama

The United Kingdom is Bahrain’s major interna-tional investment part-

ner and the volume of bilateral economic and trade relations is growing steadily.

It reflects the importance of the long-standing relations between the two kingdoms, in line with the visions of their strategic partnership.

This was emphasised by In-dustry, Commerce and Tour-ism Minister Zayed bin Rashid Al Zayani as he was speaking during his meeting yesterday with the British Minister for International Trade, Ranil Jay-

awardena.Present were Industry Min-

istry’s Undersecretary, Eman Ahmed Al Dossari, Assistant Undersecretary for Domestic and External Trade, Shaikh Hamad bin Salman Al Khalifa, and the UK Ambassador to Bah-rain, Roderick Drummond, in addition to senior officials from the two countries.

They also discussed a number of issues of common interest

and ways to develop and in-crease the volume of joint in-vestments in the coming period.

Al Zayani underlined the Kingdom’s keenness to broad-en areas of cooperation with the UK in all fields, particularly trade, highlighting the key role played by the private sector in the two friendly countries in achieving common interests.

He also lauded the positive developments that have taken place since the launch of the Free Trade Agreement (FTA) signed between the Gulf Coop-eration Council (GCC) and the UK in October, 2021, noting that the FTA crowns the deep-rooted strategic relations between the GCC and UK.

Work underway for launch of ‘Skills Bahrain’ Initiative• Tamkeen CEO: “Skills Bahrain” a comprehensive national initiative to monitor current and future labour market needs

TDT | Manama

The Labour Fund “Tamkeen” announced that work is un-

derway to launch the “Skills Bahrain” Initiative based on the direction of the Supreme Coun-cil for the Development of Edu-cation and Training chaired by the Deputy Prime Minister, His Highness Shaikh Mohammed bin Mubarak Al Khalifa, who discussed the project’s progress to date during the last meeting.

The initiative is currently being implemented by the Tamkeen in collaboration with several rele-vant government and private sec-tor entities involved in education, training, and professional labour market requirements.

“Skills Bahrain” is the first comprehensive national in-itiative aimed at establishing professional standards for voca-tions and professions in Bahrain, and meets the rising demand for qualified nationals across a range of different sectors.

“Skills Bahrain” aims to pro-vide the resources and tools needed to support career guid-ance towards the professions and skills required by the la-bour market, thus facilitating a smooth transition from educa-tion to employment”, he said.

Tamkeen’s Chief Executive,

Husain Mohamed Rajab, praised the initiative and highlighted its significance in promoting the value of professional and voca-tional skills for the development of the national economy and the high-potential sectors.

“The Skills Bahrain team is in the process of building a clear skills framework for the various

levels of expertise required in Bahrain’s labour market. The in-itiative began its work to assess the needs of several high-poten-tial sectors in alignment with the national economic recovery plan, with the aim of providing updated and comprehensive labour market and job data,” he pointed out.

He added that work has al-

ready begun in the financial ser-vices and telecommunications sectors, as they are considered among the most significant con-tributors to the labour market.

These will be complimented by the addition of new sectors in the future, including a wide range of industries each with its own required skills, and assess-ment models.

Mohamed Ahmadi, Director of Skills Bahrain’ said that the initiative can be described as a “Skills Accelerator”, especially for high-potential sectors, as it explores current and future skill requirements based on the con-tinuous analysis of labour market data and information. It also sup-ports developing the learning and teaching environment, as well as preparing skilled and globally competitive Bahraini talent.

He stated that the “Skills Bahrain” initiative began last August, where it started with building relationships with busi-ness owners and relevant gov-ernment institutions by creating committees for each sector to determine the requirements of the labour market.

“The work of these committees is based on recognising the needs of private sector business own-ers in terms of skills and career pathways, the measures needed to develop their sectors, and the development of Bahraini talent to drive innovation and improve pro-ductivity. it will also contribute to the provision of skilled graduates into the labour market from the education system as it will bring a closer alignment of employers’ skill requirements to programs offered by education providers”.

Gulf Air continues investing in Bahraini talent’s futureTDT | Manama

Gulf Air, the national carrier of the Kingdom of Bahrain,

continues awarding its Bahraini staff with open ended contracts, as it builds on its efforts to main-tain its Bahraini calibre and lead the way to their development and prosperity.

Key partners in nation-building Praise for Bahraini women’s achievements across all fields and significant role in progress

• Kingdom celebrates Arab Women’s Day with pride in protection of women’s rights

• HM King, HRH Prince Salman’s unlimited support vastly contributes to their success

• Modern legislative system ensures integration of women’s needs into development

• Actively participate in enriching democracy, exercise political rights as voters and candidates

TDT | Manama

Bahraini women continue to have higher levels of achievements and play

their active role in progress and prosperity of the nation.

Interestingly, in this time of pandemic, they are at the fore-front of the Kingdom’s battle against the COVID-19. They rep-resent 75% of Team Bahrain members as they risk their lives to save others.

Their significant contribu-tions across all fields to become major partners in nation-build-

ing were highlighted again yes-terday.

Bahrain celebrated the Arab Women’s Day amid national pride in the Kingdom’s respect of women’s rights under the leadership of His Majesty King Hamad bin Isa Al Khalifa and the support of His Royal High-ness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.

Thanks to the unlimited sup-port of HM the King, the gov-ernment policies, and the initi-atives of the Supreme Council for Women (SCW) headed by Her Royal Highness Princess

Sabeeka bint Ibrahim Al Khalifa, wife of His Majesty the King, Bahraini women have been able to confirm their status as dependable partners in the na-tion-building process and sus-tainable development.

Bahrain, under the follow-up of the SCW and in partnership between the executive, legisla-tive and judicial authorities, has approved more than 150 royal orders, laws, legislative amend-

ments, ministerial decisions and circulars during the last two dec-ades.

This legal support vastly con-tributed to the protection and promotion of women’s rights.

It includes, most notably, Fam-ily Law 19 of 2017, Law 17 of 2015 concerning Protection against Domestic Violence, and other developed legislation in accord-ance with the constitution and international covenants, mainly

the Convention on the Elimina-tion of All Forms of Discrimina-tion against Women (CEDAW) that the Kingdom joined in 2002.

This modern legislative sys-tem contributed to ensuring family stability, deepening fam-ily cohesion, integrating wom-en’s needs into development in line with the National Plan for the Advancement of Bahraini Women (2013-2022), and con-solidating justice by setting up

a separate building for family courts in January 2018, which includes courtrooms, a family reconciliation office, services and an alimony fund office.

Bahraini women have actively participated in enriching demo-cratic life since their participa-tion in preparing and approving the National Action Charter, and exercising their political rights as voters and candidates in the parliamentary and municipal elections since 2002.

Thanks to the unlimited support of HM the King, the government policies,

and the initiatives of the Supreme Council for

Women (SCW) headed by Her Royal Highness Princess Sabeeka bint

Ibrahim Al Khalifa, wife of His Majesty the King, Bahraini women have been able to confirm

their status as depend-able partners in the

nation-building process and sustainable devel-

opment.

Staff Reporter TDT | Manama

The courts in the Kingdom heard 73,517 cases last

year, according to Abdullah Al Buainain, the Vice President of the Supreme Judicial Council and President of the Court of Cassation.

The Court of First Instance heard 46,436 cases while 11,800 cases were handled by the Court of Appeal. Meanwhile, the Court of Cassation heard 2,734 cases.

The Supreme Judicial Coun-cil recently announced the launch of a package to restruc-ture courts and to speed up the delivery of judgements in var-ious cases. The move includes increasing the number of judges

at various courts. Domestic violence in the

Kingdom came down by 44 per cent last year compared to 2020, according to Public Prosecution annual statistics for the year 2021. Last year also saw a major decrease in many crimes com-mitted across the country.

The drug crimes came down by 40pc while theft cases de-clined by 33.5pc. Covid rules

violation cases were down by 32.6pc. The Public Prosecution last year registered 82,746 cases in which 1,137 cases were relat-ed to social media abuses.

The Public Prosecution high-lighted that the jail terms of 3,741 inmates were commuted to alternate penalties on hu-manitarian grounds.

The substitution of sentences of imprisonment with alterna-tive sentences, follows a judi-cial process after reviewing the individual, social and economic circumstances of each case, fol-lowing formal referral by the Verdicts Implementation Direc-torate of the Interior Ministry.

All cases were each consid-ered carefully by the relevant judge.

in a statement placing six chil-dren in one of the social care institutions that belong to the Ministery of Labour and Social Development after they were captured in connection with at-tacking stationed police patrols with Molotov cocktail bombs in Sitra.

the Children’s Restorative Jus-tice Law and the effectiveness of its provisions, the Family and Child Prosecution Chief stated that the Public Prosecution had received a report from the Se-curity Department that six chil-

dren under the age of fifteen threw Molotov cocktails at the patrols stationed to guard the Sitra Police Station. As a result, a civilian car that happened to stop at the place was damaged, while it was established that the children carried out similar assaults,” the statement read.

Visit visa frauds targeting expats Caution urged against expatriate jobseekers falling prey to visa fraudsters

• Majority of the victims are unskilled workers from India, Pakistan and Bangladesh

Staff Reporter

TDT | Manama

Many vulnerable young-sters from South Asian countries, who are po-

tential jobseekers in the King-dom, are increasingly falling victim to visa fraudsters.

It is learnt that under the pretext of handing over em-ployment visas “visit visas are sold to many youngsters tak-ing amounts ranging between BD700 and BD1,200 from them”.

Social workers say that the

majority of victims only realise the fraudulent act after reach-ing the Kingdom on a visit visa. “However, after falling victim to the scammers they have no other option other than return-ing home or continuing their stay in the Kingdom as an ille-gal resident.”

Majority of the victims are unskilled workers from India, Pakistan and Bangladesh. “Al-most all South Asian cities are flooded with fake recruitment agents, who offer visit visas in the name of employment visas to innocent unskilled workers, who pay them huge amounts in their currencies. This is op-erated by a big racket across South Asian cities.”

Speaking to The Daily Trib-une, social worker Gangan Trikaripur said majority of the victims are unskilled workers

belonging to the hospitality and construction sector. “Owing to

poor financial situations mainly caused by the pandemic, many expatriates are trying to obtain jobs in Gulf countries including Bahrain. They get in touch with many fake recruitment agents through social media platforms and are conned out of money.”

“Among the victims there are a large number of women expatriates as well. They are lured into the trap by offering jobs in the hospitality industry. I know an expat woman, who was offered a week’s visit visa in the name of employment visa, who was later rescued and sent home.” He said the intensity of the fraudulent act is so high that the scammers are selling visas obtained for BD9

to vulnerable individuals for a minimum amount of BD700.

He urged potential expatri-ate jobseekers to keep a distance

from fake online advertisements offering jobs with extremely high salaries.

The other major visa scam, ac-cording to him, originates from within the Kingdom. “Many sponsors and their agents ob-tain employment visas and cop-ies are sent to expat jobseekers, who pay huge amounts in return thinking they have been offered

employment here. But, these sponsors and their agents would instantly cancel these visas and get the amount refunded from the Labour Market Regulatory Authority.

“The victims only realise their illegal status upon arriving at Bahrain International Airport and they, most often, return home as they have not much options left. There were also many cases of free visa holders being cheated by their sponsors, who cancel visas after taking the entire amount from victims. The victims can’t even file a police complaint as obtaining the free visa by itself is an illegal act.”

The Daily Tribune is await-ing response from Nationality, Passport and Residence Affairs with regard to the steps taken to increase awareness among expatriate jobseekers.

BD700Amounts range between BD700 and BD1,200 for visit visa being offered to many youngsters by

fraudsters.

RCSI Bahrain graduates exempted from examinations to practise medicine in UKTDT | Manama

The General Medical Coun-cil (GMC) in the United

Kingdom has given approval for the medical graduates of the Royal College of Surgeons in Ireland-Medical University of Bahrain (RCSI Bahrain) to apply for registration to prac-tise in the UK, without having to undertake the Professional and Linguistic Assessments Board (PLAB) licensing examinations.

PLAB examinations are admin-istered by the General Medical Council to ensure that doctors who have received qualifications from abroad have the correct level of knowledge and skills to practice medicine in the UK.

RCSI Bahrain medical gradu-ates can now apply for registra-tion with the GMC through the Relevant European Qualifica-tion (REQ) pathway, thanks to the recognised medical degree awarded to them under the gov-ernance of RCSI in Dublin.

This significant milestone will ease the process of access-ing internship and postgradu-ate training opportunities for all RCSI Bahrain medical grad-uates in the UK, regardless of their nationality.

Currently, 170 medical alumni are based in the UK, either work-ing or training to international

standards and availing of ex-tended learning opportunities.

On this occasion, Her Excel-lency Dr Shaikha Rana bint Isa bin Duaij Al Khalifa, Bahrain’s Secretary General of the Higher Education Council (HEC) and Deputy Chair of the HEC Board of Trustees, affirmed the approv-al received as global recognition of the quality of higher education in the Kingdom of Bahrain, un-der the care of His Majesty King Hamad bin Isa Al Khalifa and the directives of His Royal High-ness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister.

RCSI Bahrain’s achievement also testifies to the policies enforced by the HEC Board of Trustees to advance higher ed-ucation outcomes, encourage Bahraini institutions to obtain international accreditations for

their academic programmes and accomplish the initiatives of the national strategy for higher education.

President of RCSI Bahrain, Pro-fessor Sameer Otoom, said: “Pro-viding easier access to medical training in the United Kingdom is of great advantage for the nu-merous benefits it brings to our students, alumni and all health-care facilities. Over the years, a number of our alumni have returned to their home country with unparalleled experiences and have made great strides in their fields of expertise.

“Creating a diverse body of internationally-trained medical professionals will enhance the knowledge base, research and quality of healthcare services for the benefit of all patients in the Gulf Cooperation Council (GCC) countries.”

HSBC launches green auto loans in BahrainTDT | Manama

HSBC has launched green auto loans for its custom-ers in Bahrain, demon-

strating its support for the local electric and hybrid car markets.

One of the first banks in Bah-rain to offer sustainable auto loans, the move reiterates HSBC Group’s commitment to the transition to a global net-zero economy and supporting cus-tomers in their sustainable tran-sitions.

Shakofa Asghar, Head of Wealth and Personal Banking said: “Sustainable actions are more important now than ever before and it’s vital that banks support customers with com-petitively priced green finance,

and to encourage more sustain-able behaviours. Issuing green auto loans in Bahrain is a sig-nificant moment for customers looking to make more sustaina-ble decisions.”

Unlike fuel-consuming vehi-cles, an electric automobile is powered entirely by battery. As the vehicle does not produce any exhaust fumes they are clas-

sified as having zero emissions. A hybrid automobile operates

through multiple power sources working simultaneously. While most do feature a traditional combustion engine, they also contain a battery-powered elec-tric motor which reduces fuel combustion, making them more energy-efficient than conven-tional vehicles.

In January 2021, HSBC formed a dedicated Sustainable and Transition Finance Team (STFT) in the Middle East to help in-stitutions, corporates and in-dividuals transition to a more sustainable economy.

Globally, HSBC has stated its ambition to align financed emissions from its portfolio of customers to the Paris Agree-ment goal of net zero by 2050 or sooner.

HSBC is expecting to pro-vide between USD750 billion and USD1 trillion in sustainable financing and investment by 2030 to support its clients as they switch to more sustaina-ble ways of doing business. The bank aims to be net-zero in its own operation by 2030.

News in brief u President Joe Biden said on Monday he plans to designate Qatar as a major non-NATO ally, granting a special status to a key ally in the Middle East. Biden made the announcement as he met Qatar’s emir, Sheikh Tamim bin Hamad al-Thani, in the Oval Office. The emir told reporters that he would discuss regional security with Biden as well as push for equal rights for the Palestinian people.

u Qatar has reached an agreement with the Taliban to resume chartered evacuations out of Kabul airport, the Axios news website reported on Tuesday citing an interview with Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani. The agreement was for two flights per week, chartered by Qatar Airways, and would allow the United States and other countries to evacuate thousands more of their citizens and at-risk Afghans, Axios said. The minister spoke to Axios on Monday

in Washington, during an official visit with Qatar Emir Sheikh Tamim bin Hamad al-Thani. Qatar stopped operating evacuation flights in early

December amid a dispute with the Taliban over which passengers were permitted to take the flights.

u Japan’s parliament adopted a rare resolution on Tuesday on what it called the “serious human rights situation” in China, and asked the government to take steps to relieve the situation. Japan has already announced it will not send a government delegation to the upcoming Beijing Winter Olympics, following a U.S.-led diplomatic boycott over concerns about China’s human rights condition, although Tokyo avoided explicitly labelling its move as such.

u The US Centers for Disease Control and Prevention (CDC) on Monday advised against travel to a dozen countries because of high rates of coronavirus infection, including Mexico, Brazil, Singapore, Ecuador, Kosovo, Philippines and Paraguay. The CDC now lists nearly 130 countries and territories with COVID-19 cases as “Level Four: Very High.” It also added Anguilla, French Guiana, Moldova and Saint Vincent and the Grenadines to its highest level on Monday. The U.S. State Department also raised its travel advisory for Mexico and some of the other nations listed by the CDC to “Level 4: Do Not Travel.” Since mid-December, the U.S. government has added more than 60 countries and territories to its list of places to avoid, citing the Omicron coronavirus variant. The CDC also raised travel warnings for 11 countries and territories to “Level Three: High” that urges unvaccinated Americans to avoid non-essential travel: Bhutan, Brunei, Comoros, French Polynesia, the Gambia, Guinea, Guinea-Bissau, Honduras, Liberia, Nepal and Oman. It now lists about 53 countries and territories at High.”

sites in 90 countries

Scientists count the world’s tree species (spoiler: it’s a bunch)Reuters | Washington

From the monkey puzzle tree of Peru to the Tasmanian blue gum of Australia, from the baobabs of

Madagascar to the giant sequoias of California, the world is blessed with an abundance of tree species.

How many? A new study has the answer.

Researchers on Monday unveiled the world’s largest forest data base, com-prising more than 44 million individual trees at more than 100,000 sites in 90 countries - helping them to calculate that Earth boasts roughly 73,300 tree species.

That figure is about 14% higher than previous estimates. Of that total, about 9,200 are estimated to exist based on statistical modeling but have not yet been identified by science, with a large proportion of these growing in South America, the researchers said.

South America, home to the enor-mously biodiverse Amazon rainforest and farflung Andean forests, was found to harbour 43% of the planet’s tree species and the largest number of rare species, at about 8,200.

Trees and forests are much more than mere oxygen producers, said Rob-erto Cazzolla Gatti, a professor of biological diversity and conservation at the University of Bologna in I t a l y a n d lead author of the study published in the jour-nal Proceedings of the National Academy of Sciences.

“Without trees and forests, we would not have clean water, safe mountain slopes, habitat for many animals, fungi and other plants, the most biodiverse terrestrial ecosystems, sinks for our excess of carbon dioxide, depurators of our polluted air, et cetera,” Gatti said.

“Indeed, our society often considers forests as just pieces

of wood and trees as natural re-sources, ignor-ing their funda-mental role for

humankind in p r o -

viding ecosystem services that go be-hind the mere economic - even if impor-tant - timber, paper and pulp produc-tion. From trees and forests humanity gets inspiration, relaxation, spirituality and essentially the meaning of life,” Gatti added.

27,000 known tree speciesSouth America was found to have

about 27,000 known tree species and 4,000 yet to be identified. Eurasia has 14,000 known species and 2,000 unknown, followed by Africa (10,000 known/1,000 unknown), North Amer-ica including Central America (9,000 known/2,000 unknown) and Oceania including Australia (7,000 known/2,000 unknown).

“By establishing a quantitative bench-mark, our study can contribute to tree and forest conservation efforts,” said study co-author Peter Reich, a forest ecologist at the University of Michigan and University of Minne-

sota.“This information is important be-cause tree species are going extinct due to deforestation and climate change, and understanding the value of that diversity requires us to know what is there in the first place before we lose it,” Reich said. “Tree species diversity is key to maintaining healthy, productive forests, and important to the global economy and to nature.”

This study did not tally the total num-ber of individual trees globally, but 2015

research led by one of the co-authors put that figure at about 3 trillion.

The new study pinpointed global tree diversity hot spots in the tropics and subtropics in South America, Central America, Africa, Asia and Oceania. It also determined that about a third of known species can be classified as rare.

The researchers used methods de-veloped by statisticians and mathe-maticians to estimate the number of unknown species based on the abun-dance and presence of known species. Tropical and subtropical ecosystems in South America may nurture 40% of these yet-to-be-identified species, they said. “This study reminds us how little we know about our own planet and its biosphere,” said study co-author Jingjing Liang, a professor of quantita-tive forest ecology at Purdue University in Indiana. “There is so much more we need to learn about the Earth so that we can better protect it and conserve nat-ural resources for future generations.”

British nature broadcaster Da-vid Attenborough, the World

Health Organisation and Belaru-sian dissident Sviatlana Tsikha-nouskaya are among the nominees for this year’s Nobel Peace Prize after being backed by Norwegian lawmakers who have a track re-cord of picking the winner.

Also among the candidates for the accolade were Greta Thun-berg, Pope Francis, the Myan-mar National Unity Government

formed by opponents of last year’s coup and Tuvalu’s foreign minis-ter Simon Kofe, last-minute an-nouncements showed.

Thousands of people, from members of parliaments world-wide to former winners, are eligi-ble to propose candidates.

Norwegian lawmakers have nominated an eventual Peace lau-reate every year since 2014 - with the exception of 2019 - including one of the two laureates last year, Maria Ressa.

The Norwegian Nobel Com-

mittee, which decides who wins the award, does not com-ment on nominations, keeping secret for 50 years the names of nominators and unsuccessful nominees.

However, some nominators like Norwegian lawmakers choose to reveal their picks.

Nominations, which closed on Monday, do not imply an endorse-ment from the Nobel committee.

The 2022 laureate will be an-nounced in October.

COVID cases mount as athletes, personnel arrive in Beijing

• Three Russians test positive tests

• Top ski jumper Marita Kramer also positive

• Australian curler out of isolation

Reuters | Beijing

During the past four days China has detected 119

COVID-19 cases among athletes and personnel involved in the Beijing Winter Olympics, with authorities imposing a “closed loop” bubble to keep partici-pants, staff and media separated from the public.

The tally from the weekend showed 37 new cases on Sunday, and 34 on Saturday, with most testing positive after arrival at the airport, Games organisers said yesterday.

Russian biathlete Valeria Vasnetsova said her own Olym-

pic ambitions were over after testing positive twice follow-ing her arrival in Beijing, one of three Russian positive tests announced on Monday.

“Unfortunately, my Olympic dream will remain just a dream,” Vasnetsova wrote on social me-dia. “Maybe one day I will find the strength to rise again but it will be a completely different story.”

Eight athletes or team offi-

cials were among 28 people who had tested positive on arrival at the airport on Sunday.

International Olympic Com-mittee member Emma Terho, who heads the IOC’s athletes commission, also tested positive and said she has been in isola-tion since the weekend.

“Even though this is not the start I envisaged, I was happy to see the protocols that Bei-jing 2022 has put in place are

working well,” Terho, a retired Finnish ice hockey player, said on social media.

The cases have set off alarm bells among athletes concerned their competition could be over before it even starts after having prepared meticulously for years.

“You’re like just so stressed about making sure you’re as safe as you can be,” American luger Chris Mazdzer said. “Yet at the same time, there’s no way to be 100 percent safe.

“There have been a lot of ath-letes that are testing positive right now and it’s scary because you put in four years since the last Games and f or all of that to go to waste in the last week, last couple of days, it would be a tragedy,” he told reporters.

Some 3,000 athletes, along with coaches, officials, federa-tion delegates and media are ex-pected for the Feb. 4-20 Games.

The “closed loop” will al-low them to move between w accommodation and Olympic venues on official transport but they are not allowed out to move freely in public.

Ukraine announces plan to boost army• Armed forces to grow by 100,000 over three years

• Russia’s Lavrov due to speak to Blinken

Reuters | Kyiv

Ukrainian President Volo-dymyr Zelenskiy signed a decree yesterday to boost

his armed forces by 100,000 troops over three years and raise soldiers’ pay, but said this did not mean war with Russia was im-minent.

Zelenskiy urged lawmakers to

stay calm and avoid panic as he prepared to host the leaders of the Netherlands, Britain and Po-land - all NATO members - as part of efforts to defuse tension with Russia and shore up international support for Kyiv.

Russia has massed more than 100,000 troops near Ukraine’s borders, while denying plans to invade - an action that the United States and its allies have warned would trigger tough sanctions.

The West last week formally rejected Russian demands to bar Ukraine from ever joining NATO and pull out NATO forces from eastern Europe, while expressing willingness to talk about arms control and confidence-building measures.

Russia has not yet signalled its next move, and the Kremlin reit-erated on Tuesday that President Vladimir Putin would respond

“when he considers it necessary”.Putin said last week the Unit-

ed States and NATO had not ad-dressed Moscow’s main secu-rity demands but Russia was ready to keep talking. On Tuesday he was due to meet Hungarian Prime Minister Viktor Orban and hold a news conference at 1300 GMT.

“Our Western colleagues are talking about the need for de-es-

Shintaro Ishihara, Japanese politician who set off row with China, dies at 89Reuters | Tokyo

Shintaro Ishihara, a fiery nationalist

who was governor of Tokyo for more than a decade and set off a territorial row with China over a plan to buy islands claimed by both nations, died on Tues-day of pancreatic cancer, his family said. He was 89.

An award-winning novel-ist before turning politician and serving in parliament for almost 30 years, Ishihara’s tenure as governor of the Jap-anese capital was marked by controversy due to his out-spoken right-wing views and his penchant for controversial comments about, for instance, China, the LGBTQ community, foreigners and elderly women.

One of his more notorious

remarks came after the March 11, 2011 e a r t h q u a ke a n d tsunami that killed nearly 20,000 peo-ple, when he said the disaster was “di-vine punishment” for Japanese “ego-

ism”.But his biggest legacy may

have been re-igniting a fester-ing row with China over is-lands in the East China Sea by proposing that Tokyo buy the rocky, uninhabited islets and raising some $19 million to do so, saying they were important Japanese resources.

The government ultimately nationalised the islands in an attempt to defuse the situation, but the move backfired, setting off anti-Japanese protests and boycotts throughout China.

India goes on a spending spree to boost growth

• Finance minister unveils higher spending on infrastructure

• Allocates higher subsidies ahead of state elections

• Indian economy projected to grow 8%-8.5% in 2022/23

Reuters | New Delhi

India’s government will step up spending to 39.45 trillion

rupees ($529.7 billion) in the coming fiscal year to build pub-lic infrastructure and drive eco-nomic growth, it said yesterday, but it involves a wider fiscal deficit than targeted and record borrowing.

Finance Minister Nirmala Sitharaman, presenting the an-nual budget to parliament, said total government spending in the 2022/23 fiscal year begin-ning in April will be 4.6% more than the current year.

Trillions of rupees will be allocated to expressways, af-fordable housing and solar manufacturing to put growth on a firmer footing, she said.

Growth is estimated to be 9.2% for 2021/2022, coming

off a low base and slowing to 8 to 8.5% in the coming fiscal year, still the fastest among the world’s major economies.

The recovery from the pan-demic has been swift but in-complete, officials say. Private consumption has been ham-pered by a lack of jobs, depleted household balance sheets and wider income inequalities.

“The economy has shown strong resilience to come out of the effects of the pandemic with high growth. However, we need to sustain that level to make up for the setback of 2020/21,” she said.

She announced spending of 200 bn rupees ($2.68 bn) for a highway expansion programme and said 400 new trains would be manufactured over the next three years.

The fiscal deficit for the cur-rent year would be 6.9% of GDP, slightly more than the 6.8% tar-geted earlier, Sitharaman said, drawing concern in the bond market.

For the next fiscal year, Prime Minister Narendra Modi’s gov-ernment is targeting a deficit of 6.4% of GDP, hoping to build on higher tax revenues and privati-sation of state firms including a share sale of giant insurer Life Insurance Corporation.

Gross borrowing for 2022/23 was raised 40% to 14.95 tril-lion rupees. Gross borrowing

by the Modi government has more than doubled during the pandemic.

DIGITAL CURRENCYThe government sharply

scaled back its plans to sell state-run companies after po-litical criticism and market tur-moil, expecting to raise 650 bn rupees from the privatisation programme next fiscal year, lower than the revised 780 bn target for the current fiscal year.

Initially, it had announced it would raise 1.75 trillion rupees this fiscal year.

Sitharaman also said the cen-tral bank would introduce a dig-ital currency in the next fiscal year using blockchain and other supporting technology.

India’s central bank has voiced “serious concerns” around private cryptocur-rencies on the grounds that these may cause financial instability.

44mResearchers unveiled the world’s largest forest data

base, comprising more than 44 million individual trees at more than 100,000

sites in 90 countries

Rihanna expecting her first child with A$AP RockyANI | Washington

Grammy-winning singer and fashion mogul Ri-hanna is pregnant and

expecting her first baby with rapper A$AP Rocky.

According to People maga-zine, the couple was recently photographed over the weekend out in New York City, where she debuted her baby bump while wearing a long pink jacket.

Rihanna’s oversized outer-wear was unbuttoned at the bottom to reveal her growing bump adorned in a gold cross with colourful jewels.

In one of the photos, clicked in Harlem, Rocky’s hometown, the rapper was seen kissing the soon-to-be mom on her forehead

as they enjoyed a snowy walk outdoors.

Back in May, Rocky had told a magazine about his romance

with Rihanna, calling her the “love of my life.”

On being questioned what it felt like to be in a relationship, he said, “So much better. So much better when you got ‘the One.’ She amounts to proba-bly, like, a million of the other ones. I think when you know, you know. She’s the One.”

Talking about fatherhood, Rocky had said that starting a family is “in my destiny, absolutely.”

“I think I’d be an in-credible, remarkably overall amazing dad.

I would have a very fly child. Very,” he said, at the time.

Rocky was previous-ly linked to rapper

Iggy Azalea from 2012 to 2013 and model Chanel Iman from 2013

to 2014.In Novem-

ber 2020, a source con-f i r m e d t o

People mag-azine that Rihanna and Rocky were dating after years of friendship.

The couple had sparked romance rumours since

Rihanna split from her boyfriend of three years, billionaire Hassan Jameel, in January 2020.

She featured Rocky in her Fen-ty Skin campaign that July and the duo did several interviews together to promote their collab.

Previously Rihanna had opened up about family planning in March 2020, while speak-ing to another magazine, where the ‘Umbrella’ singer said that she was “realizing life is really short” and found a new no-non-sense approach to living.

“You don’t have a lot of time to tolerate s----, you know? You put so much on your plate. When you’re overwhelmed, you need to start cutting things out. And I’m overwhelmed too much. What’s happening

now is that I’m going back to black and white. My gray area is shutting down,” she said at the time.

“I know I will want to live differently,” she added, saying that within the next 10 years she sees herself having “three or four” children, whether she has a partner or not.

As per People magazine, Ri-hanna said, “I feel like society makes me want to feel like, ‘Oh, you got it wrong ...’ They dimin-ish you as a mother if there’s not a dad in your kids’ lives. But the only thing that matters is hap-piness; that’s the only healthy relationship between a parent and a child. That’s the only thing that can raise a child truly, is love.”

Adam Deacon adds Ed Sheeran to ‘Sumotherhood’ castANI | Washington

American actor-director Adam Deacon has added

a bumper list of names to his British urban action-comedy and return to filmmaking ‘Su-motherhood’, which will start production in London soon.

According to The Hollywood Reporter, Ed Sheeran, whose growing acting stints have in-cluded ‘Game of Thrones’ and ‘Yesterday’, has been added to the cast alongside Danny Sapa-ni, Jennifer Saunders, Peter Ser-afinowicz, Leomie Anderson, London Hughes, Kevin Bishop, Jaime Winstone, Vas Blackwood and Kobna Holdbrook-Smith.

They will be joining the al-

ready announced cast of Dea-con, Jazzie Zonzolo, Richie Campbell and comedi-an Eddie Kadi, while there are expected to be various addition-al cameos from the world of acting, com-edy and music.

Alongside the on-screen talent, ‘Sumotherhood’ has also secured the services of Si-mon Stolland as a cinematographer.

“We are so ex-cited that this incredible cast is joining the project bringing

these wacky and crazy charac-ters to life. More than ever, we

are celebrating the variety of life in East London in 2022. Both darkly authen-tic, as well as embracing

the vibrant and diverse lifestyle of living in

an East London council estate,” said Deacon.

Written by Dea-con, Zonzolo and Michael Vu, the film marks Dea-

con’s comeback to filmmaking after several y e a r s aw a y from the in-d u s t r y, a n d

over a decade since his 2011 directorial debut ‘Anuvahood’.

Having broken out in the 2006 drama Kidulthood, he sensationally won the BAFTA Rising Star award in 2012, but later stepped back after a public battle with mental health, hav-ing been diagnosed as bipolar in 2015.

As per The Hollywood Re-porter, ‘Sumotherhood’, which will shoot in Hackney and East London through February and March, is produced by BI-FA-nominated producer Finn Bruce of Belstone Pictures, Deacon’s production company Deaconstructed and the new-ly-formed banner Piece of Pie Productions.

“This is not the way. This is not safe. This is not healthy. This is not love. I un-derstand the world is in fear, but I don’t be-lieve that an-swering fear w i t h f o r c e will fix our problems,” she added.

Nadal feels lucky to be part of dominant ‘Big Three’Rafael Nadal said he was lucky to be part of an era of tennis that included Roger Federer and Novak Djokovic

• Nadal claimed his 21st grand slam title, one more than Federer and Djokovic

Reuters | Melbourne

Rafael Nadal said he was lucky to be part of an era of tennis that included

Roger Federer and Novak Djok-ovic after the Spaniard won a men’s record 21st Grand Slam title at the Australian Open to move one ahead of his two great rivals.

Nadal roared back from two sets down to edge Daniil Med-vedev 2-6 6-7(5) 6-4 6-4 7-5 in a classic final on Sunday, only months after fearing his glorious career might be over because of a niggling left foot injury.

He then paid tribute to Feder-er, who missed the year’s first Grand Slam to continue his re-habilitation from knee surgery and Djokovic, who was deported

following a dispute over Austral-ia’s COVID-19 entry requirements and his unvaccinated status.

“At the end of the day, it’s just a game and in some way we achieved more than what we ever dreamed of when we were kids,” Nadal told reporters. “It doesn’t matter that much if one is 21, one is 20, or the other fin-ished 23 and the other with 21.

“I think we did very impor-tant things for our sport and we achieved our dreams and we enjoy it. I feel lucky to be part of this era that has been very special for our sport.”

The 35-year-old, who pulled out of Wimbledon, the Tokyo Olympics and the US Open in 2021 and returned to com-petitive action last month,

said the satisfaction of win-ning his second Australian Open crown was impossible to describe.

“It’s amazing to have this trophy with me,” Nadal said. “I tried hard during my career here in Australia, finally, it was probably the most unexpected year for me to achieve, one more time this beautiful trophy so I’m super happy.”

Nadal said he was not thinking about his next tournament.

“I have my schedule planned, but I’m enjoying the moment... I need to see how my body recov-ers from an amazing month and I’m going to make my decision,” Nadal said.

Red-hot Japan down Saudis to move closer to World Cup

AFP | Tokyo

In - f o r m Ja p a n t o o k a huge step towards

World Cup qualification with a 2-0 home win over group leaders Saudi Arabia yesterday.

Liverpool forward Ta-kumi Minamino gave the four-time Asian champions the lead midway through the first half, before Junya Ito bagged another shortly after the break in Saitama, north of Tokyo.

The Saudis went into the game four points clear of Japan at the top of Group B, knowing a win would seal their place in Qatar.

But Japan’s victory in-stead set up a tense battle for the two automatic qual-ifying spots, with two games remaining and Australia also still in the hunt.

The Socceroos were in action away to Oman later in the day.

Jofra Archer back in IPL auction list but likely to miss 2022 seasonTDT | Manama

England’s Jofra Archer has been added to the India

Premier League auction list but the tournament’s franchis-es were told yesterday to pick the fast bowler at their own risk.

Archer, who is recovering from a second operation on his injured elbow, is among 590 cricketers going under the hammer on February 12 and 13 in Bangalore.

The 26-year-old has placed himself in the top bracket of potential recruits with a base price of Rs 2 crore.

But the England and Wales Cricket Board registered him “with a view to potential par-ticipation in 2023 and 2024, as due to his current injury it is unlikely that he can participate in IPL 2022,” the league’s chief operating officer Hemang Amin told its 10 franchises in an email.

“Therefore, his name has

been included in the auction list but he won’t feature in the marquee or other sets to be presented,” Amin added.

“He will be available to be called during the accelerat-ed auction and whoever picks him will not get a replacement player for IPL 2022 season.”

Ten teams will bid and par-ticipate in this year’s IPL af-ter the addition of two new franchises, Ahmedabad and Lucknow.

Trent Boult, Pat Cummins, Quinton de Kock, Faf du Ples-sis, Kagiso Rabada, and David Warner are among the mar-quee players at the top of the mega auctions.

Paris FC, representing Vic-torious Bahrain in Ligue 2,

Coming from Le Havre, the Moroccan international striker signed on Monday for a period of one-and-a-half years with the club of the capital.

Boutaib has played 96 games to date in Ligue 2, 31 games in Ligue 1 and scored 36 goals in these two competitions.

With a solid experience of the high level, the Morocco national team player has 20 caps and eight goals. He discovered the professional world late at 27 years old, with Gazélec Ajaccio with whom he participated in the historic rise of the Corsican club.

In 2016, he joined Thierry Laurey, whom he had known at Ajaccio, and the Racing Club de Strasbourg. The 34-year-old striker is one of the major archi-tects of the rise of the Alsatian

club in Ligue 1 in 2017. After his success in France,

Boutaib moved to Turkey to Yeni Malatyaspor for two seasons (51 games, 17 goals) and then to Zamalek SC in Egypt.

In the summer of 2020, the Franco-Moroccan found Le Havre in Ligue 2. Author of five goals this season, Boutaib brings all his experience to Paris FC where he will wear the num-ber 13.

He said: “Paris FC has posi-tioned itself and its high ob-jectives have attracted me. It’s a great opportunity. The fact that I know Thierry Laurey and Fabien Lefevre reinforced my idea, I know what I’m getting into. A third rise, and moreover with coach Laurey, it would be an incredible story!”

Milan both ranked in the top 10 of the youth category yesterday after the first stage of the 2022 Saudi Tour.

The event is under the Inter-national Cycling Union (UCI) and it is part of the UCI’s Asia Tour. It is being held in the northwest region of Al Ula over five stages across a total of 831 kilometres.

Wright, from Great Britain, and Milan, from Italy, were

23rd and 25th, respectively, at the end of this 198km stage, which saw a huge group of rid-ers battling for the best finish-ing position up front.

Teammate Jasha Sutterlin from Germany was Bahrain Victorious’ top finisher in 20th.

Santiago Buitrago Sanchez from Colombia was 37th for the team, Kamil Gradek of Poland came 48th, his countryman Fil-ip Maciejuk was 53rd and Bah-raini youngster Ahmed Madan 88th amongst the 96 competing riders. This year’s Saudi Tour is the event’s second edition, and it kicks off the 2022 season for Bahrain Victorious.

Meanwhile, Bahrain Victori-ous will be participating in the Volta a la Comunitat Valencia-na, also known as the Tour of

Valencia, starting today. The event is now also part of the newly established UCI ProS-eries, with Matej Mohoric and newcomer Luis Leon Sanchez leading the team.

Around 170 cyclists from more than 20 countries are ex-pected to be competing in the event.

Bahrain beat DR Congo in friendlyHashem Sayed Isa scores match’s lone goal in third minute of second half to help hosts overcome highly ranked African opponents

• Friendly match marked end of senior men’s national team’s latest training gathering under head coach Helio Sousa

• Bahrainis preparing for upcoming competitions, including third round of qualification for AFC Asian Cup 2023 in June

TDT | Manama

Bahrain defeated DR Congo 1-0 last night in an inter-national friendly match

played at the National Stadium in Riffa.

Hashem Sayed Isa scored the game’s lone goal early in the sec-ond half to give the Bahrainis their second tune-up win in a week. They had previously out-classed another top African side, Uganda, on Thursday 3-1.

The Bahrainis’ two opponents are both highly ranked in their confederation and on the FIFA World Rankings. Heading into the two exhibitions, Uganda

were 82nd and DR Congo 64th, while Bahrain were 91st.

Yesterday’s contest marked the end of the senior men’s na-tional team’s latest training gath-ering.

Starting the game for head coach Helio Sousa were Sayed Mohammed Jaafar between the posts; Hamad Shamsan, Abbas Ayyad, Abdulla Al Haz-za and Hassan Karani in de-fence; Ali Madan, Abdulrah-man Yousif, Jassim Al Shaikh

and Komail Alaswad in mid-field; and Hashem Sayed Isa and Abdulla Al Hashash up front.

After a goalless opening 45 minutes, Bahrain opened their account three minutes after the re-start. The nationals took ad-vantage of some porous defend-ing from their rivals, who should have easily cleared a cross from the right edge of the box from Bahrain’s Ayyad.

But his pass found its way to

a waiting Isa in the face of goal, and he made no mistake with his low effort which he sent to the bottom-right corner of the net, past Congo’s reserve goalkeeper Lionel Mpasi

Both teams had a few other chances to score on either side of half-time, but could not make the most of their chances.

The Bahrainis have used the two friendlies as part of their preparations for their upcoming competitions, which include the

third round of qualification for the AFC Asian Cup 2023, which will be held in June.

The nationals have yet to learn of their groupings for this stage of qualification. The draw is scheduled to be held on Feb-ruary 24.

Matches will be played over three days on June 8, 11 and 14. It was announced by the AFC that each group will hold their games in a centralised venue, and a bidding process will be

held for the hosts.Bahrain are one of 24 national

teams competing in this third round of qualifying for the AFC Asian Cup 2023. These teams are to be divided into six groups of four to play a single round-robin. The group winners and the best five runners-up across all groups will qualify for the Asian Cup, where they are joined by China and by the 12 teams which qual-ified directly from the second round.

Bahrain have appeared in the Asian Cup, the continent’s pre-mier football competition, six times in the past, including the last five editions. Their best fin-ish was fourth in 2004.
