A meeting was held with the Chief Minister in the Chair at

on the subject captioned above that was attended by the following:

Following salient aspects were brought to the notice of the participants:

a)Itrtermsofthetrtstrucriorrperlainingtooutsourcingofmanpowerandservices

issuedbytheChiefsecretary'variousMunicipalBodiesweremeetingtheir

deficiency in availability of manpower in the category of Safai Karmacharies by

sourcing their services through private manpower service provi\ terms of

the said PolicY, -l- >-----z-b)However,on24,6'2014theGovernment(CMM)decidedthatthenceforththe

servicesofsafaiKarrnacharieswouldnotbeavailedasameasureofoutsourcing'

asitturnsouttobeexploitativeforthem.Andfurrheritwasalsodecidedthatthe

authorizedStrengthoftheSafaiKarmacharieswouldbeworkedoutaslafter

every 400 persons living in the respective Municipal Bodies' Number of posts

goirrgonsuchratiowasalsosanctionedwiththeconditionthatoverandabove

alreadyfilleduppostsbywayofregularrecruitment,'thead$itionalpostswould

be filled up by drawing Safai Karmacharies on Contract basis to fill up the

requisite posts by paying a lum sum remuneration of Rs' 8'100/- to them Fu|ther'

it was also decided that the Safai Karmacharies working on the basis of

outsourcing policy of the Chief Secretary as on l0'l l'2013 by availing their

servicesthroughvariousserviceprovidersandwhowerestillworkingassuchon

1.7.2014shalI no more continue in the pre-existing system and would rather be

absorbeddirectlyontheroIlsoftherespectiveMr.rnicipalBodyundertheabove

statedscheme0namonthlycontlactualremunerationofRs'8,100/.p.m

Throughthisrnechanism'll,428newpostswerecreated'whereasl0'5l0persons

were working by way of manpower provided by the outsourcing agency'

c) This new arrangement was implemented very hurriedly and hence threw

following implementation relatsd problems:

i. Since prior to 24'6'2014' there existed no, I:400 rionns for the Safai

Karmacharies, in certain Municipal Bodies there existed more Saf'a i

together) than what was required in terms oithe said policy;

ii The outsourcing Agencies were frequentry changed depending upon termsor'fered by therr. -r-herefore, i'nrany cases, rhe safai Karmacharies who wereworkirrg on r0. l r.20ll were actuaily not working on,outsourclng basis onl'7'2014' the date the policy was drafted and posts were sanctioned. This hasgiven a cause to agitate to all the safai Karmacharies who otherwise fulfiliedall the other parameters for being engaged on contract basis in terms of thePolicy except that they were not actuaily on roils,on 24.6.20r4 i.e. the date ofdecision of CMM. in many Municipal Bodies, especially in Municipalcorporatio' of Gurgaon, which dwered substantially on outsourcing, rhissituation has given rise to perenniar demonstratrons and ugry scenes crealedby such persons who, fhough at some point in time did work as oursourcedsafai Karmacharies, but faired to reap the benefit of the scheme onJy on thecount that they did not find a mention on the rolrs on 24.6.20r4, the rerevantdate;

iii Tiris acditio'arity, which hitherto was nor a permanent liabirity of therespecrive Mun.icipal Bodie.s and which, rooking ar the history ofGovernment's soft poricies towards regurarization (a regurar safaiKarmacharies is paid about twice as much on the date) is rikery to impact very

' adversely on the lstress faced by the Municipal Bodies in terms of theirresource and expenditure mismatch and may turn some of them financiallytotally broke' as rheir wage bit would sweri beyond their abirity ano capacrryto servicc.

The discussion on articulation of concerns and problems were thus co'ncluded.3' on detailed deliberations on the flagged rssues and projecred probrerns, folowinedecisions were made:

i' To keep the country, and n.ot just the Municipal Areas of Haryana,crean happensto be a narional priority today. And arnongst ail the pubiic paid emproyees, SafaiKarmacharies are nrost centrar and highiy vaiuabre asset contributing to thesuccess of this Nationar priority, Arso, they happen to be one amongst the mostsincere and dutiful of all the various categories of Government ernployees whilehandling most hazardous and difficurt nature of job. Thus the major chailengehappens to channerize their energies'and make best use or, their abirities, which

primarily happens to be a managerial issue.

There is 'o need to discontinue wit]r the sErvices of rhe safai Karnrachar.ies who

has been now engaged on con(racr basis in terms orithe poricy i:e, those or thenrrvho were working as ntanpower provided by the outsourcing agency ofl0 ll 2013 and still continued as such on 24.6.2014, i.e. rhe date on which trre

cMM made the said decision. For ail the remaining persons, whatever may betheir respective perceived merit, since they do not fit into the poricy, they carry novalid clai'r of being engaged on contractuar b'asis in terms of the policy The

DULB will very quickly get a list of all such authentic persons who meet the

criteria of policy and notify it to put all speculations cufninating into confusion

generated commotion and demonstrations at rest' ln every Policy Statement of the

Government emerging out of magnanimity of the Government' thcre are cut-off

After havilg said so, there is a requiremenl to institurionalize the meclranism of

seeking services from the Safai Karmacharies' bolh the Regular Employees and

the Contractual Employees being on rolls as a consequence of the said policy by

formulating a comprehensive policy in this regard'

The problem ofwaste and kachara (garbage) management is complex, and cannot

be generalized once and for all in terms of a uniform set of strategic initjatives'

{Therelore, there could be Municipal Bodies' where even the Safai Karmacharies

on the rolls may not oe sulficient to meet and match the challenges of the

requirements of cleanliness in public areas' In all such cases' hen9eforth' the

Policyshouldbe|ramedtoshiftandconcentratetheRegularandContractual

Safai Karmacharies (based on the above policy) in pre-designated areas of the

city, and for the rest of the areas' the Service as a whole' and not the manpower to

caler to the ssrvices' should be ouLsourced while laying down minimum standards

of performance standards lt will segregate the responsibilitiet, t:1-l:,:'"t t

healthy competition between our regulars and the'outsourced service provider as

'' awhole'' '

4. On further ,deliberations' following emerged as the policy guidelines to be

followed in matters of garbage collection and ils evacuation to the disposal point;

i.ForthesafaiKarmacharies,therearetwodistinctlydifferentdutiestobecarried

out namely, to collect the garbage/solid waste lrom the source of its genieratlon

(liousehold) ro a designated dumping place (normally bigger dustbins);'and to

load and evacuate the solid waste from such dumps to the designated disposal

point, which may either be the designated Solid Waste Treatment Plant or the

Land Fill site. Both these activities are equally imPortant and needs to be assigned

equal imPortance'

ii. ln times to corre' availability of dustbins' with the aim to segregate the waste at

thesourceshatlbeaugmentedsubstantially'buttillsuchtimeitisnotdone'every

Municipal 'Body should endeavor to select some contiguous pocket for

implementing it by applying their own resources' More especially; every

MunicipalCorporationmustd0it'Itwouldrequiredisseminationofawareness

amongst the inmates by concerted effort and proper environment building

involvingpublicrepresentatives'spiritedvolunteerssuchasvOlunteers'o'^'n|l

YuvaKendra,etc'respectedcitizensoItheareas,Citizer.r/SectorWelfareCouncil,

etc. The gradual cJispcnsation of this awareness is essential as in times to come

to the weckly rests and central reserve manpower pool kepttt the disposal of the

depIoyedondaytodaybasisforunderlal<ingspecialcleanlirressactivities/drive

wlriclr is other than the routine activities'

About 20% of tlre Salai Karmacharies would be deployed to load and evacuate

the soiid waste fiom garbagedumps to the designated disposal point' which may

eitherbethedesignatedSolidWasteTreatmentPlantortheLandFillsite.These

employees would have the means at their disposal to convey the garbage from

various points in tlre respective Municipal Areas where the household wasle is

stackcdbytheotherstreetsal'aiKarnracharies'Thisnunrberol20o/olrasbeerr

dclibelately assigncd genel'ously by affording a cushiorr o|5i'/o' Should a treed

arise irr the Municipal Area to respond by deploying intensive eale; of Safal

Karnracharres in a particular locationl, then 5o/o out of this force and the central

Reserve Manpower poor should ordinarily deployed for such purpose leaving the

regularly employed Saiai Karmacharies untouched largely' Similarly' where no

intensively clean up a pre selected locality' Such locality should be mapped in

vi. The narnes and M- Number, if any, of all the Safai Karmacharies assigned to the

beat should be officially shared with the ward counciiors, Sector welfare

Associarion, citizen wellare councii of the respective area to which the beat

extends, either. as a whole or a part. thereof, ward councilors, Sector welfare

Association, Citizen Wellare Councii should, thereafter, act as a watch dog on

behalfoftheMunicipalAreasbyensuringqualitycleanlinessoftheBeatArea

and in case of major deficiency, rhey should be encouraged to bring it in tlre

notice of ward councilors/other higher authorities. The idea is to secure co-

operative interactive relationship between the stake holders i.e. the citizens on

onelrandandtheserviceprovideragencyi.e.theMunicipalBodiesrepresented

by tlre Safai Karnracharies

ii. Similar kind of anangement of monitoring based on mutual trust and co-operation

canalSObe|o]lowedincasesoIconveyingthegarbage|romdesignateddumpsto

the central disPosal Points

iii. In cases where the entire service has been outsources, a similar arrangemenI r]usl

bemadcbytheoutsourcingagencyanditshouldbeapartofcontractual

. obligations to be discharged by them'

i*. This being a complex issue, it was acknowledged that to frarne an all inclusive

contprehenslvc policy covering all the Municipal Bodies across the State Thus'

dependinguponthespecificrequirements,therespectiveMunicipalBodymust

respond appropriately by making local deviations while adhering to the basic

objectivethatthispolicyguidelinesattemptstoachieve;.tornakemostoptimal,

e|ficientandjudicioususeofalltheresourcesatourcommandinordertoaclrieve

the goal ofSwachh HarYana'
