From year to year the total amount of import in Singapore increased; it is because

the government implies simple way to other countries to export goods to Singapore.

Therefore mostly every year the total amount of export by Argentina to Singapore also

increased. As we can see in the table below, Argentina has contributed to the export of

Market Information of Corn Flour (HS 110220), Corn Meal or Groat (HS 110313),

Worked Corn (HS 110423) and Germ of Cereals, Whole, Rolled, Flaked or Ground

(HS 110430) in Singapore

US, Malaysia, China, Japan and Taiwan are top countries which exported the above

products to Singapore since 2010 – 2013, and from year to year the value of export of those

products are decreased because of low demand from Singapore. Meanwhile if we look at

the increase of wholesale and retail trade in Singapore supposed to be the demand of those

products also increase, because one of reasons the increasing number of wholesale and

retail trade companies is to fulfil demand of products to Singaporeans. But it s not in line

with those products, which means Singaporeans are likely not so favourable to those

products.

The distribution of those imported products in Singapore is through the wholesale and retail

for home use, in recent years home use has declined because consumers are looking for

more health-oriented food. According to Centro de Economia International (CEI)

Argentina, there has been no export from Argentina to Singapore for products under HS

numbers; 1103.13.00, 1104.23.00, 1104.30.00 since 2012 until September 2014, but

Argentina in 2013 exported corn flour (HS 1102.20.00) and the value not significant

compared to other countries which exported corn flour to Singapore.

Importing Procedures in Singapore

The beginning processes of importation are done through the internet, traders could obtain

import permits within 24 hours and the process is in simply way.

Overview

The import of goods into Singapore is regulated under the Customs Act and the

Regulation of Imports and Exports Act as well as their relevant subsidiary legislations.

Generally, all goods (including gas, water, media, electricity, records, etc.) imported into

Singapore are subjected to GST payment for non-dutiable goods and GST and/or duty

payment in the case of dutiable goods.

Dutiable goods in Singapore consist of the following items:

a. intoxicating liquors

b. tobacco products

c. motor vehicles and

d. petroleum products.

All other products are non-dutiable

Duties and GST Payment

The actual importer is responsible for the payment of any duties, GST and other

miscellaneous fees ("taxes and fees") to SC upon importation of their goods. The importer

may apply for an inter-bank GIRO (IBG) account with SC or they may appoint a

forwarding agent to pay the taxes and fees on their behalf. Please visit this website for the

GST and/or duty is payable on imported goods regardless of whether or not the person

importing the goods is a taxable person. GST is calculated on the value of the goods which

includes cost, insurance and freight plus the duty payable (if any) at the point of

importation. The current GST rate is 7%. Duty is calculated based on the value of the goods

dedicated pipelines or other transport modes which does not pass through conventional

form of approval is required by a Competent Authority under any written laws in

Trade prohibitions are also imposed on certain goods that cannot be imported from

countries sanctioned by the United Nations Security Council (UNSC). The importer is

advised to refer to the relevant UNSC Resolutions to check if the goods may be imported

For dutiable goods, if they are imported for storage in a Licensed Warehouse (LW), the

GST and/or duty will be suspended. However, GST and duty will be payable when the

goods are removed from the LW into Customs Territory for use. For non-dutiable goods, if

they are imported for storage in a Zero GST Warehouse (ZGS) or under any of IRAS’s

GST suspension scheme [eg: Major Exporter Scheme (MES)], the GST will be suspended.
