Henderson County Sheriff’s Office Capt. Bryan Tower reports the 43-year-old man had bite marks and lacerations from his upper body to his lower extremities, and was treated in the intensive care unit at East Texas Medical Center-Tyler after receiv- ing initial treatment in Gun Barrel City by EMS. Mikel Christopher Kirkpatrick, 43, was found outside his residence on Lake Arrowhead Drive around 4:30 a.m. after someone heard a commo- tion and found him yelling for help. Kirkpatrick told the re- sponding deputy he was attacked by three pit bulls. Tower reports one pit bull was seized the same day of the attack and placed in quarantine. Animal Control Officer John Haverly seized two more pit bulls later in the week, believed to be in- volved in the mauling. A dangerous dog hear- ing held before Precinct 2 Justice of the Peace Kevin Pollock resulted in all three animals being designated as dangerous. Two of the dogs were ordered to be humanely destroyed and the third re- turned to the owner after agreeing to comply with Henderson County’s ani- mal control ordinance ad- dressing dangerous dogs. Those conditions in- clude: • posting signs on their property warning of a dan- gerous animal on site. • noting, via electronic chipping, of the dog’s dan- gerous disposition. • having the animal spayed or neutered. • procuring liability in- surance, annually, in the amount of $100,000 or showing financial respon- sibility. • keeping a current shot record on the animal. • muzzling the dog when it leaves the property in the company of its owner. Monitor Staff Reports ATHENS–Henderson County Sheriff Ray Nutt reports a man fired a shot- gun at a deputy outside the man’s Cherokee Shores residence Jan. 22. The deputy returned fire hitting Steven Clement Rei, 48. Rei was taken to East Texas Medical Cen- Man charged with attempted murder ter-Tyler and was listed in stable condition the fol- lowing day. No one else was injured in the shoot- ing incident. Rei was charged withAt- tempted Capital Murder. According to a press release, the incident began with a domestic distur- bance call involving a fire- arm. At around 10 p.m. two deputies arrived at the residence in the 200 block of North Cherokee Shores Drive. The female caller met deputies outside the resi- dence. She said that dur- ing an argument, Rei had displayed a 9 mm handgun. Rei confronted the deputies, who were still outside, with a shotgun. Domestic dispute escalates to shooting at deputies The deputies sprung for cover. “Rei fired the shotgun at one of the deputies who returned fire, striking Rei,” the press release stated. Nutt and his command staff responded to the scene along with District Attorney Scott McKee and his investigators. A search warrant of the residence and an arrest warrant for Rei were ob- tained from Court at Law Judge Scott Williams. The deputies involved have been placed on paid administrative leave while the incident is being inves- tigated. The Texas Rang- ers, with assistance from the D.A.’s Office, are looking into the incident. Monitor Staff Reports ATHENS–Henderson County Sheriff Nutt re- ports arrests connected to two separate suspi- cious vehicle reports on Sunday. In both cases the occupants of the vehicles were in possession of marijuana or drugs and were arrested. Sgt. Mitch Baker re- sponded to a call out of Bonita Point subdivision near Gun Barrel City. Upon arrival he found a man asleep in a blue Chevrolet Suburban that was stuck in the mud at one of the boat docks. After waking him, he was patted down for weapons and identified as Richard Garner, 20, of Gun Barrel City. Two small bags of marijuana, totaling less than two ounces, were found on his person. He was charged with the Class B Misdemeanor and booked into the county jail. He is being held on a $2,500 bond. Also Sunday morning, Baker, along with Deputy Kenny Collard, responded to a call about a vehicle at the Stop Fast Marina in Payne Springs. When deputies arrived Suspicious vehicle calls result in drug arrests they found two subjects asleep in the vehicle. A male subject was identi- fied as Dylan Jack Little, 23, of Crandall. Deputies found a clear small bag with a crystal-like sub- stance believed to be methamphetamine. Little was placed under arrest for Possession of a Controlled Substance less than one gram. He is being held on a bond to- taling $5,500. Also in the car was Shelby Sharee Womack, 20, who was arrested for an out- standing warrant out of Denton County. Survivor of head-on collision dies Monitor Staff Reports KEMP–The Monitor learned Jan. 23, after go- ing to press for the Jan. 25 Sunday paper that the survivor of a Jan. 21 head-on collision on Loop 7 in Athens, died. Kemp resident Bobrow Gunnels, 76, died while undergoing treatment at a trauma center in Tyler. Though it was initially reported that he sustained non-life-threatening injuries requiring multiple sur- geries, a family member reports he was unable to maintain stability during the recovery stage. His funeral service was set for Jan. 26 in Scurry. New rule to allow research time before meetings Kaufman County Commissioners get three working days to review agenda items with staffers; hear complaint request being ignored By David Webb Monitor Correspondent KAUFMAN–The Kaufman County Com- missioners’ Court ap- proved a new rule Mon- day that will allow elected officials more time for re- searching agenda items before they meet. New Precinct 4 Com- missioner Jakie Allen pro- posed a revision to the Commissioners Court Agenda Process order of Sept. 9, 2013. Allen said the commissioners’ receipt of the agenda from County Judge Bruce Wood’s of- fice on the Friday before the twice-monthly regular Monday meetings gave him no time for research unless he works on week- ends when all county of- fices are closed and unable to provide information. “It doesn’t give any time to do research,” Allen said. The other commission- ers agreed with Allen, and they approved a new or- der after consulting with a representative of Wood’s office in the judge’s ab- sence. Wood missed the meeting while taking scheduled time off, and Precinct 3 Commissioner Kenneth Schoen led the Jan. 26 meeting. The new order ap- proved by the commis- sioners requires requests for items to be placed on the agenda be received by the judge’s office 11 days prior to the scheduled meeting. Commissioners will receive the draft of the agenda by e-mail 10 days prior to the meeting, and they will receive the hard copy of the agenda packet with its supporting docu- ments six days prior to the meeting, according to the new order. The new schedule will allow commissioners three days to review the agenda packet before the week- ends preceding the Mon- day morning meetings. Prior to the discussion, Kaufman County resident Roseann Morrow of Bedrick Lane complained to the court during the visi- tors remarks time that of- ficials ignored her request to be placed on the agenda. Morrow spoke to the court Jan. 12 about her failed attempts to get the mile-long road leading to her farm and four other residences included in Kaufman County’s road maintenance program. Morrow said Precinct 1 Commissioner Jimmy Vrzalik’s predecessor, Jerry Rowden, agreed to maintain the road after five property owners agreed to help pay the cost of laying a gravel road, but Vrzalik will not honor the agree- ment. She noted the county maintains connect- ing roads to Schoen’s home and Vrzalik’s sand and gravel business. Morrow said Vrzalik called her following her previous appearance but instead of talking to her about her concerns, he wanted to know who took the pictures of his business that were presented to the court. “That’s the kind of thing we are having to deal with,” she said. KEMP–The RotaryClub of Cedar CreekLake learned about aunique prison ministry agroup of locals are carry-ing out which is seeinggood results.

The faith-basedprogram’s volunteer co-ordinator spoke at theclub’s Jan. 23 meetingheld at Cedar CreekCountry Club.

“I’ve seen miracles hap-pen,” Bob Jenkins said.“If God asks you to dosomething, He gives youeverything you need to doit.”

The faith-based pro-gram operates in Tennes-see Colony near Palestineon a dedicated wing forinmates who are commit-ted to growing in faith andmaking positive changes inthe way they think andbehave.

After reading and sign-ing a seven-page contract,and going through an in-terview with Jenkins, in-mates are accepted intothe George Beto Unit ona volunteer basis. Theyagree to abstain from drugand alcohol use, and sexu-ally or physically violentacts.

Bible workshops andpeer-to-peer account-ability groups are manda-tory for all participants aswell as abiding by TexasDepartment of CriminalJustice (TDCJ) rules and

regulations.Faith-based programs

promote moral codes, in-crease self-discipline, andless than half of those inthe two-year program re-turn to crime after their re-lease.

“In prison, people getworse or better but noone stays the same. Wetry to push them to getbetter,” Jenkins said.

Those who graduatemay opt to become an in-mate pastor or mentor.Inmates vary in race andreligion and most areserving anywhere from 10to 20 years to life withoutparole.

“Ninety percent of thecrimes committed bythose in the prison systemare alcohol- and drug-re-lated crimes,” Jenkinssaid. However, TDCJ haseliminated all Alcohol andNarcotics Anonymousprograms in its facilities,he said.

Jenkins’ wife, Annette,works in another prisonministry which assists menupon their release by pro-viding a start-up ward-robe to help them gainemployment.

Through One Man’sTreasure, a former inmatereceives suitable shoesand clothing. These aredelivered by a male vol-unteer, who can answerbasic questions abouthow things work outsideof prison. This is someonewho can help the formerinmate begin adjusting to

living on the outside. BobJenkins regularly volun-teers for the organization.

Faith-based ministriesinclusion into prison sys-tems began in the early2000s and TDCJ is nowmandated to providesuch programs in all itsfacilities. However, theprograms are not feder-ally funded so they de-pend solely on volun-teers and theirfundraising efforts.

“Please think about vol-unteering. Talent is notnecessary. You just needto care about others,”Jenkins said.

“Volunteers who cansing, teach, play an instru-ment are greatly appreci-ated,” Jenkins said.

“Some of the inmateshave never gotten a letteror visitor. Some havenever been told, ‘I loveyou.’ Just show up andyou’ll see some powerfulwork being done here,”he added.

The Beto program cur-rently assists 180 menwho need mentors andhuman contact.

“This ministry haschanged my life. We areshowing Christ’s love tothe those who need itmost,” Jenkins said.

Roads countywide arein poor condition, andresidents frequently com-plain to the court aboutneeded repairs and thelong period of time theymust wait to see workdone.

• authorized the submis-sion of a Texas Commu-nity Development BlockGrant on behalf of AblesSprings Water SupplyCorp. for $275,000 to beused for the construction ofa 16,000-foot water line.

• approved tearingdown the old Precinct 4

barn and putting a fencearound the site.

• approved purchasingseven new dump trucks forPrecincts 3 and 4 fromEast Texas Mack Trucksat prices of $114,312 forsmall trucks and $133,631for larger trucks.

• renewed the county’ssoftware agreement withSouthern Software for$84,011.

• accepted the childrenshelter’s report thatshowed it operating at ca-pacity with about 15 resi-dents at all times. The shel-ter is now seeking a staffdirector and driver foremployment.

• learned the county’sjail passed a state inspec-tion conducted in January.

AUSTIN–The 84thTexas Legislature recentlyreceived an estimate offunds available for the2016-17 biennial budget.

State ComptrollerGlenn Hegar reported arevenue estimate of $113billion for General Rev-enue related funds, plus$7.5 billion in balancesfrom 2014-15, less $5 bil-lion reserved for transfer tothe Economic StabilizationFund (ESF) and the StateHighway Fund.

That translates to a nettotal of $110.4 billion ingeneral funds. From thisamount, an estimated $5billion is oil and gas taxrevenues which is ear-marked for the ESF andState Highway Fund.

The majority of rev-enues available for the gen-eral fund (89 percent)come from tax collections.

Of the tax collected, thesales tax portion totals 63percent.

Other significant rev-enue sources include mo-tor vehicle sales and rentaltaxes, oil and natural gasproduction taxes, the fran-chise tax, insurance taxesand lottery proceeds.

The projected balanceof $7.5 billion at the endof this year is a result ofbetter-than-expected rev-enue collections and the

positive effects of robust oiland natural gas activityover the past several years.

It also reflects reducedstate spending. Hegar alsonotes that local propertytax collects by school dis-tricts have served to sup-plant state funds for publiceducation purposes.

In addition to generalrevenues, the state is ex-pected to collect in 2016-17 funds from the federalreceipts totaling $72.9 bil-lion and other revenuesdedicated for specific pur-poses, thus unavailable forgeneral revenue spending.Revenue collected from allsources and for all pur-poses should total $220.9billion.

Without any appropria-tions from the ESF by the84th Legislature, at the endof the 2016-17 bienniumthe ESF balance shouldgrow to $11.1 billion, be-low the constitutional limitof an estimated $16.1 bil-lion.

Economic GrowthHegar reports that Texas

had a strong recovery fromthe national recession of2008-09. By November2011, Texas had replacedall the jobs lost during therecession and by Novem-ber 2014 had added morethan 1.1 million additionaljobs. By contrast, the na-tion did not regain all itslost jobs until May 2014.

Since the recession,Texas has consistently out-paced the nation across arange of economic indica-tors.

Increased oil productionhas led the economic re-covery. However, recentdeclines in oil prices, if sus-

In 2012 Texas saw a6.8 percent increase in realgross state product, fol-

lowed by a 4.3 percentgrowth in 2013 and a 3.7percent growth in 2014.

Total 2014 nominalgross state product is esti-mated to be more than$1.6 trillion.

Services for MamieStringer “Grandma,” ofMabank, were held Janu-ary 26, 2015, at EubankCedar Creek MemorialChapel in Mabank withRev. Andre Ward officiat-ing. Interment followed atRoselawn Memorial Gar-dens in Seagoville.

Mamie was born Jan.29, 1933, in Otto, Texas.She was the 11th child ofJohn Arnold Niemeyer Sr.and Martha Hattie LockeNiemeyer, and entered intorest Jan. 23, 2015, at theage of 81.

Mamie was known byher family as “Grandma.”She was very soft spokenand the epitome of a Godlylady. Mamie moved toDallas where she workedfor Fireman’s Fund Ins.Co. for more than 31years after retiring Decem-ber 1991.

After retiring, Mamietook care of many childrenincluding her great-grand-children until they startedschool, even through herdiagnosis of cancer. Theywere all a joy for her tokeep and filled her homewith many blessings.

Mamie loved to bake.Her specialties were fudge,brownies and potatosalad. She always madeone of her daughters,Lanette, a German choco-late cake for her birthday.

Mamie was an immacu-late dresser. Every year,she took her annual trip tothe State Fair of Texas withher children.

Mamie was raisedLutheran and became amember of PrairievilleBaptist Church in 1988,when they moved to Ma-bank.

Mamie played the organand piano for many yearsand her husband, Edward,served as a Deacon.

She read the Bible dailyand could always look foranswers to your spiritualquestions. Mamie put oth-ers before herself, even onher death bed. She was aloving caring lady who willbe truly missed by all whoknew her.

After they married, theymoved to Dallas, Texas.Agnes became a seam-stress in a garment factoryand Joe worked in a ma-chine shop as a tool anddie machinist.

Agnes and Joe enjoyedfishing, hunting and gar-dening together.

Joe retired in 1982 andthey built a home at CedarCreek Lake, and theymoved in 1983. Joepassed away Jan. 2, 1985.

She was the last of 13children in the Krajca-Vitovsky family.

They have three chil-dren, Linda Prachyl andhusband Al, JeannieLemke and husbandLarry, Mike Zabojnik andwife Vickie along with ninegrandchildren and 13great-grandchildren.

PHILADELPHIA, PA–How does a stay-at-homemom from Gun Barrel Citybecome the most recog-nized youth soccer volun-teer in America? By eat-ing, breathing and livingsoccer, while giving thesport and its families in theregion her heart and soulfor 25 years.

Tri-County Soccer As-sociation registrar CandiConner was honored withthe 2014 US Youth Soc-cer Volunteer of the Yearaward at the National Soc-cer Coaches Associationof America Convention inPhiladelphia Jan. 16. Shebecame a finalist for thenational award after win-ning the Region III Volun-teer of the Year award inlate 2014.

The experience hashumbled and gratifiedConner, who never bragsabout or expected to winany of her recent acco-lades. She even givescredit to her friends andfamily for the national rec-ognition.

“When I was nominatedfor Region III in NorthTexas, lots of peoplewrote letters of supportdetailing my involvementwith Tri-County Soccer,”

Conner said. “It was veryhumbling. The North Texasboard said that they havenever received that manyletters of recommenda-tion.”

The whole experiencewas a pretty sweet deal forConner, who got a freeflight and a two night stayin a Philadelphia hotel onUS Youth Soccer’s dime.She took the offer gladlyand even did a little sightseeing while in the north-east.

“I’m a bit of a home-body,” she said. “As aCowboys fan, I didn’tthink I would ever be go-ing to Philadelphia of allplaces. We saw the Lib-erty Bell, Ben Franklin’shouse and IndependenceHall, all while wearing ourDallas Cowboys shirts!”

Of the four national fi-nalists, Conner was theonly woman.

“One of the other final-ists told me all the awardshe had won and I was surehe was going to get the na-tional one too,” she said.“I was so surprised andhonored when they calledmy name.”

It’s been a long timecoming for Conner, whohas seen Tri-County Soc-cer undergo tremendousgrowth the past quarter-century. When Conner first

The ex-cellent performance putsBurleson in the early con-versation for All-DistrictSuperlative honors. Hewas a particular menace inthe lane, providing offen-sive and defensive forcethat the Hornets were notable to stop.

The Panthers came outon fire and built a 14-point, 22-8 lead over Ath-ens after the first quarter.

The Hornets, however,buzzed back. The Hornetscut its deficit in the secondquarter and were onlydown 32-29 at halftime.
