8A. Listes indicatives des États parties soumises au 15 avril 2015, conformément aux Orientations

RÉSUMÉ

Ce document présente les Listes indicatives de tous les États parties soumises à la date du 15 avril 2015, conformément aux Orientations. Le Comité du patrimoine mondial est prié de noter que toutes les propositions d’inscription des biens devant être examinées par le Comité à sa 39e session sont incluses dans les Listes indicatives respectives des États parties.

• L’annexe 1 présente la liste complète des États parties avec indication de la date de soumission la plus récente de la Liste indicative ;

• L’annexe 2 présente les nouvelles Listes indicatives (ou les ajouts aux Listes indicatives) soumises par les États parties depuis la dernière session du Comité du patrimoine mondial ;

• L’annexe 3 présente une liste de tous les biens inclus dans les Listes indicatives des États parties classés par ordre alphabétique.

I. EXAMEN DES LISTES INDICATIVES

1. Le Comité du patrimoine mondial demande à chaque États parties de lui soumettre un inventaire des biens culturels et naturels situés sur son territoire dont l’inscription sur la Liste du patrimoine mondial lui semble appropriée et dont il a l’intention d’en proposer l’inscription dans les cinq ou dix prochaines années. L’objet de ces inventaires, appelés aussi Listes indicatives, est de permettre au Comité du patrimoine mondial d’évaluer, dans le contexte le plus large possible, la « valeur universelle exceptionnelle » de chaque bien proposé pour inscription sur la Liste. À sa 24e session (Cairns, 2000), le Comité a confirmé l’importance de ces listes pour les besoins de la planification, les analyses comparatives des propositions d’inscription et pour faciliter la mise en route des études globales et thématiques. Il a également décidé que les biens dont l’État partie a l’intention de proposer l’inscription sur la Liste du patrimoine mondial doivent obligatoirement être inclus dans les Listes indicatives.

2. Selon le paragraphe 65 des Orientations, les États parties doivent soumettre les Listes indicatives au moins un an avant la soumission de toute proposition d’inscription. L'annexe 2A des Orientations doit être utilisée comme formulaire pour la soumission d’une Liste indicative pour toutes les futures propositions d’inscription nationales. L'annexe 2B des Orientations doit être utilisée pour toutes les futures propositions d’inscription transnationales et transfrontalières, étant entendu que la soumission d’une Liste indicative de cette nature ne sera valable que lorsque tous les États parties concernés auront envoyé leurs soumissions.

3. Considérant l’utilisation des Listes indicatives comme un moyen d’atteindre les objectifs de la Stratégie globale, les experts de la réunion spéciale « Le concept de valeur universelle exceptionnelle », Kazan, Fédération de Russie (avril 2005), ont recommandé que :

chaque État partie mette en place un mécanisme de coordination composé de représentants de plusieurs disciplines qui sera chargé d’entreprendre et de superviser la mise en œuvre de la Convention du patrimoine mondial et en particulier la préparation et la révision de la Liste indicative ;

les Listes indicatives soient considérées comme faisant partie intégrante des efforts de conservation du patrimoine national ;

les biens inscrits sur les Listes indicatives bénéficient d’une reconnaissance nationale et/ou toute autre reconnaissance appropriée ;

les Listes indicatives soient établies avec la participation des communautés locales et des populations autochtones, avec, le cas échéant, la mise en oeuvre d’une consultation publique ;

les Listes indicatives soient établies en tenant compte de la Stratégie globale, des études comparatives et de l’analyse des lacunes effectuées par les Organisations consultatives ;

les Listes indicatives soient établies en tenant compte des autres conventions et programmes internationaux ;

lors de la préparation de leur Liste indicative, les États parties soient rigoureux dans leur évaluation de la situation locale, afin que les attentes associées à l’inscription soient en phase avec la réalité ;


la taille des Listes indicatives tienne compte de la décision de Cairns-Suzhou (décision 28 COM 13.1) et du cycle décennal des Listes indicatives recommandé par les Orientations (paragraphe 65) ;

l’analyse comparative soit effectuée par régions et par thèmes ;

des réunions régionales sur l’harmonisation des Listes indicatives définissent des types de biens à proposer pour inscription dans une région donnée et des biens susceptibles d’être inscrits en tant que biens transnationaux ou transfrontaliers ;

les États parties qui n’ont pas de Liste indicative soient encouragés à demander, si nécessaire, l’Assistance internationale préparatoire pour établir leur Liste indicative ;

dans la limite de leurs ressources, les Organisations consultatives fassent sur demande des commentaires sur les Listes indicatives de tous les États parties.

4. Le manuel de reference Établir une proposition d'inscription au patrimoine mondial (http://whc.unesco.org/fr/activites/643/) peut aussi se révéler utile pour l'élaboration des Listes indicatives.

5. Il est aussi précisé dans le document WHC-15/39.COM/9A que, pour rendre le Processus en amont plus efficace, le soutien en amont devrait idéalement intervenir plus tôt dans la procédure de proposition d’inscription ; plus exactement au moment de la révision des Listes indicatives des États parties. Ainsi, le Processus en amont appliqué aux Listes indicatives pourrait être affiné afin de fournir davantage de conseils et d’assistance aux États parties.

6. Dans sa décision 38 COM 8A, le Comité du patrimoine mondial a demandé au « Centre du patrimoine mondial de présenter une proposition pour la révision du processus d’enregistrement des Listes indicatives dans les Orientations, pour examen par le Comité du patrimoine mondial à sa 39e session en 2015 ». En conséquence, le Secrétariat a fait une proposition pour la révision du paragraphe 68 des Orientations, laquelle est incluse dans le document WHC-15/39.COM/11.

7. A la date du 15 avril 2015, sur 191 États parties ayant ratifié la Convention, 179 États parties avaient soumis des Listes indicatives en conformité avec les critères spécifiés dans les Orientations. 12 États parties n'ont pas soumis de Liste indicative. Toutes les propositions d’inscription soumises pour examen en 2015 (voir document WHC-15/39.COM/8B) figurent sur les Listes indicatives des États parties concernés.

8. Conformément à la décision 27 COM 8A, paragraphe 4, ce document présente, dans une annexe séparée, les nouvelles Listes indicatives et les ajouts aux Listes indicatives depuis la dernière session du Comité du patrimoine mondial. Depuis la 38e session du Comité du patrimoine mondial, 41 États parties ont soumis des nouvelles Listes indicatives ou modifié les Listes existantes, qui répondent à toutes les exigences du paragraphe 68 des Orientations. Le nombre total de nouveaux biens ajoutés aux Listes indicatives est de 130. Ces biens sont présentés à l’annexe 2 de ce document.

9. Conformément à la décision 7 EXT.COM 4A, les biens déjà inscrits sur la Liste du patrimoine mondial ont été retirés des Listes indicatives des États parties.

10. Conformément à la décision 27 COM 8A, paragraphe 5, les Listes indicatives complètes des États parties sont mises à la disposition du public à l’adresse Internet du Centre du patrimoine mondial suivante : http://whc.unesco.org/fr/listesindicatives.

11. Par ailleurs, le Comité du patrimoine mondial invite les États parties qui ne l’ont pas encore fait à soumettre dès que possible les Listes indicatives conformément aux

Orientations, étant entendu que l’assistance préparatoire devrait être fournie, si nécessaire, et demandée par l’État partie concerné.

Il convient de noter que la Conférence générale de l’UNESCO, par ses résolutions 32C/39 et 33C/50, a affirmé que : « (...) assurant que rien dans la présente décision, qui vise à la sauvegarde du patrimoine culturel de la Vieille Ville de Jérusalem, n’affectera en aucune manière les résolutions et décisions pertinentes des Nations Unies, en particulier les résolutions pertinentes du Conseil de sécurité sur le statut juridique de Jérusalem ».
