Government:
● Civil Servants (government workers) hired on basis of ability, not nobility. ● Required to take exams proving their qualification to serve.
Values:
● Respect for elders, proper behavior, love of learning

Government:
● Encouraged rulers to govern less harshly
Culture:
● Influenced thought, writing, and art● Developed into a popular religion
