You may be interested to know that pending his return I have been delegated to take over activities of the AJIX; Greek program and that future correspondence, until Mr . Jacobson's return, should be addressed to me.

Thank you for your information regarding the Jev.ish Refugees from Italy . The position at present seems most unsatisfactory, but we can only hope tlmt on Lt . Col. Toby's return he will uro-e the deoarture of these re-o • fugees from Italy.

triates as they are Greek subjects.

They can however be given entry permits subject to the follow­

ing conditions:

a) They come here as school teachers on a proper contract

basis under direction of B.M.A. and are liable o~ dis­

missal to be returned to Greece.

b) All cases must be checked by security before being allowed

to come in these islands.

c) They ill have to sign-. a contract of service with B.M.A.

for 3 months and if satisfaetory- this period may be ex­

tended.

d) Salaries will be on a basis of those suggested ~Y the

Rhodes Central Education Committee.

e) They will have to serve where ordered by the Education

Officer which may be in either of the villages of Rhodes

island or any of the other islands.

f) The~ will be on full-time employment with B.M.A. and will

not engage in any other trade,business occupation or pro­

fession without the consent of the Education Officer.

Subject to these conditions all these teachers can be aosorbed

in the schools in the Dodecanese.

11 0n arrival at Rhodes the people were diseCTbarked by 10.00 hrs . Tbe ships Captain then embarked 17 people from Rhodes. They were placed on board by "Friends .Ambulance Unit" and were refugees from Cos &; Kalymnos. o.c. of Flight had no knowledge of this embarkation. When the ship was at sea the chief officer recounted the refugees and found that he now had 22 people .

No rations, voyage or landing were loaded for t his party.

They were disembarked at Leros, where they were NOT expected and there were no reception authorities."

I the undersigned Stiliani George Tsolaki from Leros 60 vears old have the honour to submit to your consideration the following:-

On last year my husband George Aristidu ~solakis left Leros and proceeded for Palestine as a refugee. There he died on April 1944 in the ~Iosoital. He was in the UNR~A refugee Camp - Palestine.

According to informations received from Mr Stamatis Franzesku who was amongst the refugees and was acting as their representative, now in Leros, my husband, when died, left some luggage of his own property which still remains there.

Being an old widow with 3 children and having no means for supporting them I beg you to investigate this case for the eventual handing over to me of the a/m luggage which will be of some help to my poor familv living in hard conditions in every respect. ~his fact consequently makes it urgent and I am now directe~ to you sure of your kind interest for the unhappy persons.

Dear Sir,

V(e are in receipt of your letter Ref. 6-2-4 of 30 October, and are pleased to have your comments and suggestions with reference to the repatriation of Italian displ~ed persons to the Dodecanese.

It is our unde;r-standing that certain Allied authorities are most reluctant to authorize the return of wzy Italian nationals to the Dodecanese. If there should be a change in policy, which you may be able to ascertain locally, we should be very much obliged to leani of it.

There have not been very many applications from Italians to return to the Dodecanese. Should the occasion arise for the forming of a group to be repatriated we should appreciate being kept informed as to their chances of returning to their previous residences.

He h a s just rec~ived word from relatives in ustralia that they Bre maki:ng arrangements for him

to emigrate to ustralia. He is s~pplying the required information and hopes soon to receive from them a landing permit for ustralia.

When this arrives he will need assistance in securing a Greek passport or a temporary travel document for his trip. He understands that he must personally secure money for passage.

It will be appreciated if your Office can assist him to complete these steps for immigration. _

1) As the Dodecanese Islands are ex-enemy territory the entire responsibility for all the D.P. problems and operations will lie with the Allied Military Authorities. It will, therefore, be necessary for you to establish contact with them on the Displaced Persons problem and. to determine on all the following points to what extent they want UNRRA to help.

2) The internal refugees, i.e·. the Dodecanese people displaced within the Islands will be entirely local military responsibility. UNRRA will be able to help in so far as the Military Authorities will formally ask them for help. It could be given by rurming qr helping , to run camps •

3) Foreign D.P.s. This category includes non-Dodecanesian people displaced to the Dodecanese Islands as a result of thevar. For their repatriation you will have to get in touch not only with the :Military Authorities in the Dodecanese Islands, but direct with the tJNRRA Mission tn their country of destination provided that this country is in the :Mediterranean The~tre of Operations.

(a) For the Greek D.P.s you should get in touch with :Mr. Buell Maben, Chief of the UNRRA Mission, Athens, and clear with him whether Greece is in a position to receive them back.

(b) For the Yugoslavian D.P.s you should get in touch with Mr. Michael Sergeichik, Chief of the UNRRA Mission, Belgrade, and clear with him whether Yugoslavia is in a position to receive them back.

(c) For Albanian D.P.s you should get in touch with Mr. Oak~l)y Hill, Chief of the UNRRA :Mission, Tirana, and clear with him whether Albania is in a position to receive them back.

(d) For Italian D.P.s, though it is an ex-enemy country, you should get in touch with W.ir. Sam Keeny, Chief of the UNRR.A Mission, Rome, and clear with him whether Italy is in a position to receive them back.

4) IDt will be necessary for you to get all available inf'ormation about the foreignD.P.s displaced in the Dodecanese Islands a r..d you should send this info1_,11B.tion to E.R.O. as soon as possible.

i 5) '.F-he return of'_,Podecanesi~s from Abroad. To our knowledge no Dodecanesian -, was displaced outside the M~_iterranean Theatre of Operations as a. result of' the war. The Chiefs of the ~ Missions mentioned in paragraph 3 will be able to give you information as to the number of Dodecanesians to be repatriate from the different · countries in the Mediterranean Theatre of Operations. You should get in touch with Brigadier Waddington, Chief of the UNRRA Middle East Office, Cairo, and he will be able to tell you how many Dod.ecanesians are at present in the :Middle East camps under his control. You will have to make all necessary arrangements with him for their repatriation. With all tnis inf'ormation you should be able to determine at what rytbm the Dodecanese Island will be able to receive the Dodecanesians back. If any further information is obtained in E.R.O., we shall forward it to you at once.- - "

/ 6) For all questions of movement within the Mediterranean Theatre of Operatic / you should get in touch vvith Governor Cochran, Chief of the m,mru,. Liaison

Mission to A.F.H.Q. Caserta and all progranmes for repatriation of Dodecanesian -in particular should be made up together with his office.

/ 7) The Military Authorities may ask for tJNRRA' s help in the dispersal of the Dodecanesians coming back to the Dodecanese Islands and you should determine to what extent the Military Authorities want UNRRA to help them in that respect

8) Before any repatriation operation takes place, foreign D.P.s in the . Dodecanese Islands will have to be maintained and cared for. This again is,­a military responsibility but UNRRA can bring help in the two following ways. and you should determine to what extent the military authorities want UNRRA to help. ,

( a) By running or helping to run camps or centres either with UNRRA staff or voluntary society personnel supervised by UNRRA.

Once this information is obtained, you should report to E.R.O. for decision and avoid committing UNHRA before this decision reaches you.

9) You should report to E.R.O. on all these points and ask for instructions in all cases either involving policy dicision, or which look doubtful to you, or which you think makes the intervention of E.R.O. useful. '

10) You should determine if any UNRRA qualified Displaced Persons personnel will be needed in the Dodecanese Islands and ask E.R.O. to provide the personnel you think fit. You should also ~sk E.R.O. to give you authority to recruit on the spot the local perso~nel you think are needed to meet the D.P. problems. When asking E.R.O. for either of these categories of personnel you should justify their necessity by giving full particulars of their individual jobs.
