The first meeting of the Inter-Ministerial Committee of Special Scholarship
Scheme for Jammu & Kashmir was held on 23rd
May, 2012 at 4:00 pm in Shashtri
Bhawan under the Chairmanship of Secretary (Higher Education).
2. The list of participants is enclosed.
3. After a brief welcome by Secretary (HE), Department of Higher Education,
the Agenda Items were taken up for discussion.
(i) Agenda Item: Making the students already studying in 2nd
and 3rd
year also eligible for scholarship under this Scheme:
Decision: To include students studying in 2nd
and 3rd
year of various
courses in this scheme. However, reimbursement of tuition fees, etc.
would be made only from 2011 onwards and no arrears would be paid pre-
2011. The aim is to spread the benefit of this scheme to more students.
(ii) Agenda Item : To include more colleges / institutes under the purview
of this scheme:
Decision : To incorporate colleges/institutes which are NAAC-approved
under category A & B, technical colleges/institutes which are NBA-
accredited, in addition to already included institutions, under this scheme.
This would make many more students eligible for scholarship under this
scheme and would make the scheme easier to administer. By such
inclusion, it will be ensured that only students studying in reputed
colleges/institutes are covered in this scheme. This would be in keeping
with the spirit of the recommendations of the Expert Group.

(iii) Agenda Item : Inclusion of Integrated Courses in the scheme:-
Decision : Students pursuing ‘Integrated Courses’ in such
colleges/institutes where the scheme is applicable, would be eligible for
scholarship for the duration of the course. This would enable students
pursuing various technical and other courses such as Law, etc., under the
Integrated format, to participate in this scheme.
With the aim of soliciting more applications during this year and to spread
awareness about the scheme, the following decisions were also taken by the
Inter-Ministerial Committee:-
(a) To publicize this scheme in J&K, through Radio Spots, in Urdu,
Kashmiri and Dogri.
(b) To ask the Govt. of J&K to direct all the School Principals to make
announcements about this scheme in the school assembly.
(c) Funding for publicity of this scheme would be met out of the budget
of the Dept. of Higher Education.

MINUTES OF THE 2ND MEETING OF INTER-MINISTERIAL COMMITTEE ON SPECIAL
SCHOLARSHIP SCHEME FOR JAMMU AND KASHMIR HELD ON 23RD OF AUGUST, 2012
AT 3:00 PM IN CONFERENCE ROOM 112 ‘C’ WING, SHASTRI BHAWAN, NEW DELHI
The 2nd meeting of the Inter-Ministerial Committee on Special Scholarship Scheme for
Jammu & Kashmir was held on 23rd August, 2012 at 3:00 pm in Shastri Bhawan under the

3. After a brief welcome by the Chairman, the Agenda Items were taken up for discussion.
i) Feasibility of admission in category ‘A’ and ‘B’ institutes/colleges of NAAC and
NBA accredited in view of their stringent admission criteria.
After discussions on the feasibility of admission in category ‘A’ and ‘B’ institutes/colleges
of NAAC and NBA accredited because of their stringent admission criteria, it was felt that
adequate number [5000 or more] of J&K students may not be able to secure admission in them.
Therefore, it was decided to include all AICTE & UGC recognized universities/colleges/institutes
under the purview of this Scheme. It was also decided that from the next academic year, efforts
would be made to decentralize/outsource the process of collection and scrutiny of application
forms to an Agency to be selected on the advice of the Inter-Ministerial Committee.
ii) To consider whether Students admitted under management quota would be
eligible under the scheme.
All members were of the view that students admitted under management quota would
not be eligible under the scheme.
iii) Whether ‘bunching’ of students in a few institutions should be allowed and to
consider making a provision of supernumerary quota of two seats in all colleges /
institutes, for students hailing from J&K.
The Committee felt that of provision supernumerary quota of two seats in all
universities/colleges/institutes would help to avoid ‘bunching’ of students in one
particular college, in one particular region, which would be in keeping with the spirit of
the recommendations of the Expert Group. This would also enable students to avail of
the scheme, in case they are unable to gain admission in the NAAC ‘A’ &’B’ category
and NBA accredited institutions. The Committee also felt that, to the extent possible,
bunching of students in a few institutions should be avoided as this may become a
source of malpractices. It was also decided that while students, who fulfill all the
eligibility criteria and have already gained admission in various
universities/colleges/institutes, up to 23rd August, 2012 would not be disturbed and
would be considered for the scholarship, those students who have not been able to gain
admission would be admitted under the supernumerary quota which would be
effective from 24th August, 2012. This would be subject to the overall ceiling of 5000
scholarships (4500 for general degree courses and 250 for engineering and 250 for
medical studies/dentistry).
ADMINISTERING THE SUPERNUMERARY QUOTA:
The supernumerary quota, across universities/colleges/institutes, would be allotted to
the students based on Class XII merit and this quota would be administered by AICTE,
through a dedicated website. UGC would furnish the list of universities/colleges to
AICTE.
Students seeking admission through the supernumerary quota would
compulsorily have to submit their applications on-line through the website of AICTE.
Thereafter, the merit list of these students would be prepared, based on their Class XII
marks. These students would be allotted seats in the various
universities/colleges/institutes based on their choice, as per their ranking in the merit list.

5. Chairman took a serious view about the applications not being sorred out
according to the last date that rvas fixed, i.e. 23'd August, 2012. He directed that
the applications received may be segregated with regard to this crucial date and
these may also be categorized institutei discipline-w,ise. Thereafter, a proposal is
to be submitted for transferring the w.ork reiating to this scheme either to UGC or
AICTE. It rvas decided that the last date for receipt of applications would be
15th of November, 2012 and that this may be publicized.

The fourth meeting of the Inter-Ministerial Committee (IMC) of Special Scholarship Scheme
for Jammu & Kashmir was held on 10th April , 2013 at 12:00 noon in Shashtri Bhawan under the
Chairmanship of Secretary (Higher Education) to review the implementation of the Scheme.

3. Action Taken Report : The ATR of the decisions taken in 1st, 2
nd and 3
rd IMC meetings were
reviewed and the following observations/ suggestions were made:
(i) During discussion, it was found that lack of awareness about the scheme among students and other stake
holders is a grey area in proper implementation of the scheme. Therefore, to disseminate the information
about the Scheme, it was decided to hold two workshops by AICTE one each at Jammu and Srinagar
in close collaboration with State Government.
(ii) In order to associate the State Government in implementation of the scheme, it was decided that Principal
Secretary (HE), State Government of Jammu & Kashmir may be co-opted as a Special Invitee in the
meetings of the IMC.
(iii) AICTE was asked to develop a mechanism through e-governance for admissions under
superanumerary quota and prepare a detailed strategy paper for consideration in the next meeting of the
IMC.
(iv) During discussion, it was observed that Scheme has not been picked up well and Members were
of the opinion that there is a need to further streamline the guidelines. Therefore, it was
decided to invite suggestions/comments from all Members of the IMC and State
Government of Jammu & Kashmir and same will be placed before the IMC in its next meeting.
4. Review of the status of release scholarships for the year 2012-13 - proposal of the AICTE
:
(i) The AICTE has informed that based on the online / offline applications available at AICTE from
different institutes across the country, expert visits were carried out in 467 Institutes / Universities. The
entire exercise of physical verification could not be completed due to time constraint. Based strictly on
expert’s recommendations and undertaking of the Head of institution concerned regarding approval status
of the institutions, guidelines issued by MHRD including cut-off date of admission as 23rd
August, 2012,
the following number of the students in engineering, medicine and general education were found eligible :

Since the number of rejected applications was found to be very high, therefore, the Inter-ministerial
Committee has decided to make a provision of Appeal for rejected candidates so that they could get the
benefit of Scholarship. Therefore, AICTE was asked to develop a mechanism for the same.
(ii) As per revised guideline there is a provision of 250 Scholarships for Medical including BDS and
250 for Engg. courses and it can be inter-changed within the ceiling of 500 Scholarships. As per proposal
submitted by AICTE, the number of eligible candidates is 758 in Engg. Stream and for Medical is 49
which is above the overall quota ceiling for these two streams. It is, therefore, decided that AICTE may
prepare a merit list of eligible candidates in Engg. Stream to meet the ceiling of 500 Scholarships with
the approval of IMC.
(iii) AICTE was also asked to finalize the proposal of granting the scholarship for the year 2012-13 by
1st week of May, 2013 along with the financial entitlements of students.
5. To decide the amount to be paid under “Incidentals” and “Hostel fees” : In the list of eligible
students submitted by AICTE, it is observed that some institutes are perhaps charging rates of hostel fees
and incidentals that may be on the higher side. An anomaly has been observed in the Guidelines, wherein
at para 9, in the second and third line, in paragraph 2, ‘hostel fees’ has been mentioned at both places. The
same is also in the CCEA Note, vide para. 2.7. Thus it is not clear whether ‘hostel fees’ and ‘incidentals’
would be capped at Rs. 1 lakh per annum OR whether ‘hostel fees’ would be paid as per ‘actuals’. The
provision of CCEA Note and guidelines were discussed in detailed and it has been decided by the IMC
that Hostel Fee/rental charges & Incidentals would be capped within Rs.1 lac per annum including a
ceiling of Rs15000/- for books or actual not exceeding the limit.
6. Release of fund for Scholarship to AICTE:- It has been decided by the IMC that the Ministry will
release the funds to AICTE and AICTE may further disburse the amount to the Institutions.

meeting of the Inter-Ministerial Committee (IMC) on Special
Scholarship Scheme for Jammu & Kashmir was held on 20th
June, 2013 at 11:00 a.m. in
Shastri Bhawan under the Chairmanship of Secretary (Higher Education).
2. The list of participants is enclosed.
3. Action Taken Report: The ATR on the decisions taken in the 4th
meeting of
the IMC were reviewed and the following observations/suggestions were made:
(i) AICTE along with the Dept. of HE, would organize two workshops one each in Jammu
and Srinagar, in consultation with the State Government. These workshops are to be
conducted in the 1st week of July, 2013. Another workshop may be held in Delhi, to be
Chaired by HRM.
(ii) Outlining the mechanism for operation of Supernumerary quota, AICTE indicated that
students taking admission under this quota would have to apply through the web portal
created by AICTE. The students would have to indicate their preference and they could
give 5 options from among the institutes and subjects/courses and combinations within
these. Thereafter, AICTE would allocate students a seat in the institute/course of his/her
choice, as per their merit. It was clarified that the supernumerary seats would be available
ONLY in institutes approved by AICTE and UGC. Hence no supernumerary seats would
be available in Medical Education streams, as well as in Centrally funded education
institutions. In these cases, the merit list (based on Class XII marks) will be prepared in
respect of applicants who have taken admission in these institutions on their own and
registered on AICTE portal. This mechanism would be operated from this year onwards.
4. Supernumerary Quota and Distribution of scholarships among various
institutes:
After lengthy discussions and considering views and opinions given by the
Members, it was decided that a quota of 2 supernumerary seats for each college / institute
would be provided, for which the students would compulsorily have to apply through the
web portal of AICTE. Admission of students under the supernumerary quota would be as

per their option, subject to merit. To avoid bunching of students in any one particular
institute and to have an even distribution of students amongst various institutes across the
country, it was decided that only 5 students in a particular college would get scholarships
under this scheme regardless of the number of students from J&K admitted in a particular
college, including the students admitted under the supernumerary quota. The 5 students
could be under open merit or upto 2 under Supernumerary quota, merit-wise. This has
been done keeping in view the spirit of the recommendations of the Expert Group. In case
more than 5 students belonging to J&K are admitted in a particular institute / college,
then the scholarship would be given to the top 5 students according to merit, based on the
marks secured by them in the Class XII or equivalent examination. This aspect would be
given wide publicity so that institutes and students become aware that from this year
onwards, bunching of a large number of students in any one institute/college, would NOT
entitle all these students to the scholarship under the scheme.
5. Cut-off date for providing scholarships to students who applied in 2012.
The Committee was informed that last year more than 5000 students applied for
scholarships under this scheme. While selecting the students for award of the
scholarship, the cut-off-date was taken as 23rd
August, 2012, i.e. the date of the 2nd
meeting of the IMC wherein it was decided that students who had taken admission prior
to 23rd
August, 2013 would not be disturbed and would be considered for scholarships
under this scheme. Taking this into consideration and after scrutiny and verification of
the applications, etc., AICTE recommended the names of 1048 students for the award of
the scholarship: 548 for General Degree Courses, 88 for Medical and 412 for Engineering
(162 scholarships were transferred from Medical to Engineering stream). The Committee
was informed that scholarship to these students has since been disbursed through the
institutes in which they are studying. It was also brought to the notice of the Committee
that there are many students who gained admission after 23rd
August, 2012, who are also
otherwise eligible under the Scheme. After taking the views of the Members and as
suggested by the representative of Ministry of Health and Family Welfare, it was decided
to keep the cut-off date, for such cases, as 30th
September, 2012. This is for the
academic year 2012-13. Students who had gained admission up to 30th
September, 2012
and who have already submitted their applications would be provided scholarships under
the scheme, within the total number of scholarships available.

6. Inter-changeability of slots between General Degree, Medical, Engineering and
streams:
The attention of the Committee was drawn to para 2.3 of the CCEA Note, which
relates to transfer of scholarships between the General degree, Engineering and Medical
streams. After discussion, it was agreed that inter-changeability of slots from General
Degree stream to Medical and Engineering streams is permissible and the Committee
decided that this would be done only if there are sufficient savings accruing both in terms
of number of students and in terms of financial savings, as provided for in para 2.3 of the
CCEA Note. Accordingly, the position emerged as under :

Based on the above, the Committee appreciated that sufficient savings have accrued to
provide scholarships to the students who have submitted their applications and who have
gained admission up to 30th
September, 2012.

AICTE is to take immediate action for preparing the eligibility list of the students,
who have gained admission in the different streams up to 30th
September, 2012 and
submit this list, along with the financial statement of the amount of scholarships to be
disbursed, to the Department of Higher Education for sanction of the scholarship amount.
Chairman desired that while preparing this new eligibility list, the AICTE should
once again conduct a physical verification in the institutes, especially in those institutes
where more than 50 students have been admitted. These visits may be carried out in
respect of society/trust/campuses which offer General / Engineering / Medicine stream
education under one banner, where 50 or more students are admitted from J&K.
Since the funds are to be released, as per the scheme, to the Institutions, it is the
primary responsibility of the Institution to vouch for the genuineness of the student. In
case of any wrong vouching of students by the institute, it will be liable to be penalized
for recovery in full plus delisting from the scheme.
7. Suggestions received from the Ministries / Dept. and NGO’s.
The Committee was informed that suggestions had been received from the M/O Home
Affairs, Govt. of J&K, AICTE and NGO’s. Briefly, these suggestions relate to :
(i) Inclusion of Diploma / Vocational Courses in the purview of this scheme.
(ii) Increase in the number of scholarships.
(iii) Increase in the rate of scholarships.
(iv) Inclusion of certain courses in the scheme. [Mass Communication, Law
etc.]
(v) Inclusion of Post-graduation courses in the scheme.
After discussion on these, it was decided that courses (including integrated-
courses), that lead to the award of a graduate-level degree, would be included in the
scheme, under the General Degree stream. However, since the scheme is relatively new,
major changes, especially changes having financial implications, which would require
the approval of EFC and CCEA, may be taken up next year.

8. Disbursement of scholarships for 2013-14
AICTE was asked to start the process for obtaining the applications for fresh
scholarships of 2013-14 and also for renewals of scholarships sanctioned in the previous
years.

MEETING OF INTER-MINISTERIAL COMMITTEE ON
SPECIAL SCHOLARSHIP SCHEME FOR JAMMU & KASHMIR HELD ON

The 6th
meeting of the Inter-Ministerial Committee on Special Scholarship Scheme
for Jammu & Kashmir was held under the Chairmanship of Secretary (Higher Education)
on 29th
August, 2013 at 11.00 AM in Shastri Bhawan. Chairman welcomed all the
members and appreciated AICTE’s efforts in implementation of the scheme. The list of
participants is enclosed. Proceedings of the meeting, as per agenda items, are detailed
below:
1. Confirmation of the Minutes: The Minutes of the 5th
meeting of the Inter-
Ministerial Committee on Special Scholarship Scheme for Jammu & Kashmir was
circulated. Since no comments were received on the Minutes, the same were confirmed.
2. Action Taken Report : An amount of Rs.31.9 crores has been released for grant
of 2858 scholarships, as per the following break up :

3. Web-portal for renewal of scholarship: It was decided that AICTE should
display on their web portal the list of the eligible candidates along with the amount
sanctioned under various heads and the list of rejected candidates along with the reasons
for rejection. Further, the AICTE should develop and launch by the end of September,
2013 a web-portal for renewal of Scholarships granted under 2012-13. At the time of
renewal, AICTE should conduct physical verification especially in those institutes (i)
where more than 10 students are recipient of this scholarship and (ii) from where written
complaints/representations have been received from the students.
4 (A). Cases which were found ineligible for the scholarship: The AICTE informed
that in total 2952 cases were found ineligible for grant of scholarship due to the following
reasons:
(i) Admitted under Management Quota
(ii) Admitted after 30.09.2013
(iii) Pursuing PG/Diploma Programmes
(iv) Passed 12th
from outside J&K/NIOS
(v) Income of family exceeds Rs.4.5 lakhs per annum
(vi) Due to incomplete documents
(vii) Absent during physical verification by the AICTE nominated experts
(viii) Date of admission not mentioned on the report of expert.

After detailed discussion, it was decided that the cases falling in the category (i) to (v)
were not found eligible as per the guidelines of the scheme, hence should be turned down.
However, the cases rejected on the grounds as mentioned in category (vi) to (viii) may be
considered, if the candidates have appealed/represented in this regard.
4 (B) Cases where discrepancies have been observed in respect of Tuition Fee,
Hostel/Mess Charges, Books and Stationery etc: The committee was informed that
several representations were received from various Institutes on account of variations in
payment towards Tuition Fee, Hostel/Mess Charges, Books and Stationery etc.
After taking the views of the members, it was decided that with regard to Tuition Fee,
payment should be made as per actuals or as per the norms laid down by State Fee
Regulatory Authority, whichever is less and within the overall ceiling of the guidelines.
The receipt/certificate to this effect should be duly certified by the college/institute.
AICTE may obtain a copy of fee structure approved by respective State Fee Regulatory
Authority for this purpose.
Regarding hostel charges/mess (dining) charges and expenses towards books and
stationery, it was decided that based on the certification by the college / institute
authorities, payment should be made as per actuals, within the overall ceiling of the
guidelines. With regards to the expenses incurred by the students, who are not residing in
the hostel and have paid rent for private accommodation and incurred expenses on account
of food and books/stationery, it was decided that institute may certify the reasonableness
of these expenses & non-availability of hostel accommodation and reimburse the students
as per actuals, within the overall ceiling of the guidelines.
The college / institute were to maintain proper records for these items which would be
subject to audit. AICTE would do a random internal audit of the records maintained by the
colleges/institutes.
4 (C) (i) Interpretation of the scope of scholarship as per Guidelines for SSS for
J&K : With regards to inter-changeability of slots between General Degree, Medical, and
Engineering streams, the Committee reiterated that the Guidelines of the Scheme are clear
on this issue. The extract of the Guidelines in this regard is “The number of
scholarships for engineering and medical studies would be kept flexible i.e more than
or less than 250 scholarships per annum, for each streams, subject to the ceiling of
5000 fresh scholarships per annum and subject to the savings accruing from any
shortfall in the number of students opting for general degree courses”.
These may strictly be adhered to by the AICTE.

4 (C) (ii) Clarification on the decision of IMC for admission of 5 students per
institute/college in a year including 2 Supernumerary Quota : It was clarified that
Scholarship to be given as per inter-se merit of 5 students per Institute. Further, it was
decided that Centrally Funded Technical Institutes may be excluded from the bunching
norms of 5 students. Therefore, all students being admitted in Centrally Funded Technical
Institutes shall be eligible for scholarships under the Scheme.
4 (C) (iii) Clarification with regards to providing scholarship to the top 5 in the
inter-se merit list of each institute and not to draw parallel with inter-college merit
list : With reference to providing scholarship to the top 5 in the inter-se merit list of each
institute and not to draw parallel with inter-college merit list, it was decided that in an
institute scholarship will be restricted to the top 5 in the inter-se merit list and AICTE
would draw merit list for each institute and give scholarship to the top five students.
4 (C) (iv) Norms for reservation in SSS J&K : With regards to the norms for
reservation in SSS J&K , the Committee stated that the reservation norm has been
approved for the scheme which is “there will be internal earmarking of scholarship for
SC, ST and OBC categories as per the quota prescribed for the State of J&K. However, in
case of any quota remaining unfilled, it would be filled by General category students.
Horizontally, a reservation of 3% will be provided for physically handicapped as per Govt.
norms.” The Govt. of J&K vide its letter NO.HE/Sch/New.Scheme/2011 dt.12.7.2013
which is at annexure-I gives details about the percentage of reservation in professional
courses. It was decided that following reservation norms may be applicable under this
Scheme :
a. SC – 8%
b. ST – 11%
(i) Gujjar & Backward – 6%
(ii) Leh District – 2%
(iii) Kargil District – 2%
(iv) Other ST – 1%
c. Socially and Economically backward classes-25%
(i) Weak & under privileged classes/social cast (OCS)-2%
(ii) Resident of backward area-20%
(iii) Resident of adjoining actual line of control-3%
5. Suggestions received from J&K Government/Ministries and NGOs.
The Committee was informed that suggestions had been received from Ministry of Home
Affairs, Govt. of J&K and NGOs. Briefly, the suggestions relate to:
Direct Benefit Transfer to the students and left over scholarship of first year
to be carried forward.
Admission under Management Quota should be provided scholarship.

Extension of the Scheme for J&K Migrants.
Scholarships may be given for PG course also.
Increase scholarships from 5000 to 10000 per annum.
After deliberating on these issues, the Committee was of the view that since the Scheme is
relatively new and introducing major changes at this stage would not be an advisable
proposition. Such changes would be taken up once the scheme stabilizes. Moreover, the
changes having financial implications would also require the approval of the Cabinet.
With regards to extending of the scheme to the migrants from Jammu and Kashmir, the
Committee was of the view that in the first instance the comments of Ministry of Home
Affairs and J&K Government may be obtained.
Secretary (HE), Govt. of J&K further suggested that the Scheme should be transferred to
the J&K Govt. In this regard it is stated that in order to associate the State Government in
implementation of the scheme, the Principal Secretary (HE), J&K Government has been
co-opted as a Special Invitee in the meetings of IMC. AICTE was advised to work in close
coordination with the Higher Education Department of J&K Government.
6. Supplementary Agenda items :
(i) Regarding representation received from the students of Shri Faiyaz Hussain (PG)
College, Nedulikalam, Etah, Agra, UP on 26.8.2013 regarding their grievances, the
Committee decided that AICTE would take up the matter with the regulatory authority of
the college.
(ii) Regarding delay in disbursement of scholarships under the scheme to the
institutions, it was decided that AICTE, in case of renewals, will release 50% of the
amount disbursed in the preceding year as advance at the beginning of the academic year.
The final installment to be disbursed after making adjustments and on receipt of required
documents and certification by the respective institute.

The 7th
meeting of the Inter-Ministerial Committee on Special Scholarship Scheme
for Jammu & Kashmir was held under the Chairmanship of Secretary (Higher Education) on
08th
of November, 2013 at 3:00 PM in ShastriBhawan. The list of participants is enclosed.
The Chairman welcomed all the members and appreciated AICTE’s efforts in
implementation of the scheme. He also expressed his concern over the involvement of some
unscrupulous elements under the garb of NGOs and misguiding the students . He stressed the
need to streamline the process of filling the information by the student directly on line with
the help of the State Govt of J&K .
Proceedings of the meeting, as per agenda items, are detailed below:
1. Confirmation of the Minutes: The Minutes of the 6th
meeting of the Inter-
Ministerial Committee on Special Scholarship Scheme for Jammu & Kashmir were
circulated. Since no comments were received on the Minutes, the same were
confirmed.

3. Item No.3 To consider the selection process of students for SSS J&K
Scholarship for the academic year 2013-14.
The Committee considered and approved the final merit list of all eligible candidates
prepared as per the norms of the scheme i.e. 5 scholarshipsper Institute based on
(i) merit of the students within the institute upto 5 scholarship per Institute .
In the 5th
meeting of IMC held on 20 June 2013 it was decided that a quota of
2 supernumerary seats for each college / institute would be provided, for
which the students would compulsorily have to apply through the web portal
of AICTE. Admission of students under the supernumerary quota would be as
per their option, subject to merit. The other 3 seats would be for the students
who had managed to get the seats on their own/merit (excluding management
seat). However, none of the students applied for the supernumerary seat but
filled in the portal after taking admission on their own or perhaps through the
so called NGOs. Since their admission to a particular collage was already a
fait accompli , AICTE had no option but to draw up the merit list institute-
wise on as-is-where-is basis with the limit of 5 students per institute. This was
discussed at length and the Committee decided to approve the same.
(ii) reservation norms of the State of J&K., out of 5 scholarships per institute, 3
scholarships were provided for open category, 1 for SC or ST category in
merit and 1 for Socially and Economically Backward Class . PH candidates
were accommodated horizontally. The list of Eligible candidates includes
students with provisional admissions letter .
(iii) In addition to the above 5 seats any student who gets admission to any of the
Centrally Funded Technical Institutions (CFTIs) on merit would also be
considered for scholarship .

The Committee was of the view that bunching of students should not be allowed and AICTE
should go ahead as per the norms of the scheme i.e. 5 scholarships per Institute. The
Chairman mentioned that the Home Ministry’s representative had been reiterating the
importance of not allowing bunching of students in one institute. The idea was that the
students from J&K should have the feel of the entire country and not just limited to a few
cities/institutes.
Item No.4 To discuss release of scholarship to students of J&K for 2012-13 who
were found ineligible.
In the 6th IMC meeting, it was decided that the cases not considered for scholarship
due to following reasons may be considered, if the candidates have appealed / represented in
this regard and found eligible.
1. Incomplete documents
2. Absent during physical verification by the AICTE nominated experts
3. Date of admission not mentioned on the report of experts

The Committee considered and approved the award of scholarship to 482 additional
eligible students for the session 2012-13.
Item No.5 To discuss proposal regarding cases of short payment from Institutes only
on the basis of actual on submission of receipts.
The Committee noted that the matter had been adequately discussed and debated in the 6th
IMC meeting and reiterated the same for implementation. Hence payments to eligible
candidates be made towards hostel/mess/incidentals/rent, books, etc as per actuals and on the
production of receipts, subject to the ceiling as provided in the guidelines. The tuition fee
could be verified as per the norms laid down by State Fee Regulatory Authority.
Item No.6 To discuss issues relating to admission under Management Quota and
Admission after 30.09.2013
Chairman, AICTE informed that the following representations were received from
institutes in respect of their eligibility for scholarships for the year 2012-13.
1. A total of 164 students from 09 institutions admitted under “ Management Quota” and
2. A total of 116 students from 09 institutes admitted after cutoff date of 30.09.2012
The Committee reiterated that the decision taken by the 6th
IMC regarding admission
under Management Quota and Admission after the cut off date of 30.09.2013 should be
adhered to and such cases should not be considered for scholarship.In the IMC meeting held
on 23rd
August 2012 it was made clear that scholarship is given to students who get the seat
based on mean merit list and not through the management quotafor which the management
generally charges a premium.
Item No.7 To consider withholding and recovering of scholarship granted to student
as students were admitted under management quota in respect of Bhojia
Dental College & Hospital, HP for BDS programme.
The Chairman AICTE informed the Committee that one Institute named, Bhojiya Dental
College and Hospital was sanctioned Rs.4 lakhs for the following two students based on the
information submitted by the student and the institute.
1. Ms. Sabariya Latif Goni D/o Sh. Abdul Latif Goni
2. Ms. Syed Saiqa Showkat D/o Sh. Syed Showkat Hussain
However the institute vide their letter no. BDC/BHUD/S-1/7091 dated 07.08.2013 submitted
that the admissions were made under the management quota.
The Committee discussed the issue and decided that the AICTE should take refund
from the institute and also inform the students accordingly.
Item No.8 To discuss the proposal for release of 50% advance towards renewal of
scholarship in the academic year 2013-14.
The Committee recommended therelease of 50% advance towards renewal of
scholarships for the academic year 2012-13. However the Committee also recommended that
the Utilisation certificate of the grant already released may be obtained from AICTE before
releasing of the advance towards renewal of scholarships as per the prescribed format of
GFR.

During the meeting, AICTE brought to the notice of the Committee the following matters
which needed the attention of the committee.
1. Admission letters, certificates, other documents, and receipts produced not the
responsibility of AICTE / MHRD AICTE informed the Committee that students admitted under the General and
Medical streams in institutes which are in the domain of UGC/ DCI / MCI / NCI etc.
shall be the responsibility of the concerned regulatory authority. AICTE has already
sent a letter to all such regulatory authorities, seeking their reply in the matter. Since
AICTE is assisting IMC on the request of MHRD its role is that of an agency to
implement the scheme , the final responsibility of furnishing correct information
would be that of the student , institutions and the regulators.
2. Govt. of J&K having not filed affidavit for extension for admission date: In view of
the admission timeline laid down by the Supreme court for the year 2013-14, AICTE
had requested the Govt of J&K to file an affidavit for extension of the last date of
admission. It was informed that the affidavit is still not filed by the State govt.
3. Court matters: The Committee was informed about the following court cases.
Case-1 : SB.C W No. 11923/2013-titled as Eklavya Dental College and Hospital Vrs.
UOI and Ors.
Case-2: OWP No. 1283/2013-titled as Zahoor Ahmed Mir and Ors. Vrs. Union of
India and Ors.
Case-3: OWP No. 1353/2013 titled as Sajad Ali &Ors. Vs. U.O.I & Ors.
The Committee decided that AICTE shall take necessary steps as required in the
matter .
4. It was brought to the notice of Committee members that there was unwarranted
involvement / interference of some non governmental bodies notrecognized by the
State Govt who were creating confusion and probably even deriving pecuniary
benefits and cases of exploitation of students by such bodies was discussed. The
representative of Govt of J&K stated that the state govt. is aware of the fact and
taking appropriate steps including ordering of vigilance enquiries.
5. It was informed by AICTE that many institutes have admitted students without
charging any fee subject to the condition that their admissions will be final only after
their selection under the scheme. The committee took a serious note of the matter and
decided that from next year onwards the State Govt would take an active role in
proper dissemination of information and hand hold the students in filling the AICTE
portal through their state or state nominated agencies.
6. It was informed by AICTE that it has been receiving complaints from students about
lack of facility in the institutes. Most of these admissions were done by these so-
called NGOs on their own. One such complaint was with respect to Faiaz College,
Etawah, in which AICTE had referred the matter to UGC for action. It was informed
to the Committee that many students admitted to these institutes, were due to the
involvement of unscrupulous NGO.

MEETING OF INTER-MINISTERIAL COMMITTEE ON
SPECIAL SCHOLARSHIP SCHEME FOR JAMMU & KASHMIR HELD ON 26TH
NOVEMBER 2013
The 8th
meeting of the Inter-Ministerial Committee on Special Scholarship Scheme for
Jammu & Kashmir was held under the Chairmanship of Secretary (Higher Education) on 26TH
of November, 2013 at 3:00 PM in Shastri Bhawan. The list of participants is enclosed.
The Chairman welcomed all the members and stated that a review meeting of the
scheme had been held in PMO on 19.11.2013. He conveyed to the members of IMC the
satisfaction expressed by PMO over the increasing number of scholarships under this scheme
from a mere 38 scholarship in the year 2011-12, to 2858 in the year 2012-13. However in terms
of reaching the full target of 5000 scholarship much still needs to be done. During the review
meeting the numerous representations received from the Ministers, public representatives,
parents, students and other bodies were also discussed. The Chairman stated that it was
important to call this meeting to consider if we can come to a solution where more number of
students who have already taken admission on their own could be included in the scheme up to
the financial equivalent of 5000 scholarships (or 5000 scholarships whichever reaches first )
approved under the scheme yet take care of not allowing bunching of students in a single
institute against which MHA has been expressing its concern from time to time. In this way the
objectives of the scheme of providing education plus exposure to a large number of students
from J &K to the rest of the country could be achieved.
Proceedings of the meeting, as per agenda items, are detailed below:
Item No.1 : To discuss the issue regarding re-allocation of students from the institutes
which have admitted more than 5 students in the academic year 2013-14 under the Special
Scholarship Scheme for J&K, to other institutes affiliated to the same University.
The Chairman invited suggestions from the members on the above issues including a
way for possible migration of students from institutes where more than 5 students have been
admitted. He however mentioned that he had discussed with UGC as well as AICTE and both
had serious reservations about the feasibility of migrating students to other institutes mid way
in the academic year. However this could be done in the second year after they have passed in
the first year.
Chairman, AICTE stated that we could provide scholarship to the eligible applicants
even beyond 5 to the extent possible in the first year and in the next academic year they could
be shifted to other institutes within the same University (wherever feasible) or to other
Universities in the region. Prior to providing of scholarship, an undertaking would be taken
from the students to this effect. He however expressed that migration of medical students,
including Dental & Nursing would be difficult without these regulators agreeing to such an
arrangement. Representative from Nursing Council of India informed that there is possibility of
migration of students from one institute to other if it is within the norms of the Council. It was
decided to take up the matter with both Nursing Council of India and Dental Council of India
separately too. Representative of Ministry of Health and representative of UGC agreed to
provide a list of Dental colleges and general colleges respectively where vacancies would be
available next year and stated that there should not be any problem in relocation of students
from other Dental or general institutes. With regards to supernumerary seats the representative
of DCI stated that it is not possible for medical and dental streams as there is no provision for
the same in MCI/DCI Act. Secy. HE stated that he would take up this matter with the Ministry
of Health GOI.
JS&FA stated that the guidelines provide for 5000 fresh scholarships every year. Out of
these, 4500 scholarships would be for general degree courses, 250 for engineering and 250 for
medical studies. There is a provision of Inter-changeability of slots among General Degree,
Medical and Engineering Streams, subject to the savings accruing from any shortfall in the
number of students opting for general degree courses. Hence, there cannot be a general policy
of accommodating all eligible applicants owing to financial limits.
The overall financial implications as per the guidelines is 74.125 Crore (General Degree:
Rs. 1.3 lakh x 4500 = 58.5 Crore + Engineering: Rs. 2.25 lakh x 250 = 5.625 Crore + Medical:
Rs. 4.00 lakh x 250 = 10.00 Crore). For the academic year 2013-14, AICTE has shortlisted in
total 5608 candidates and recommended 1502candidates with a rule of maximum five
students per institute , as per the details given below:

Keeping in view the overall financial ceiling and provision of Inter-changeability of
slots among General Degree, Medical and Engineering Streams, subject to the savings accruing
from any shortfall in the number of students opting for general degree courses, it would be
essential to accommodate all the eligible 1577 general degree courses candidates. Subsequently
in Medical stream, i.e., 274 candidates are found eligible. This requires accommodating 274
total candidates, i.e. 24 candidates over and above the quota earmarked (250) for the Medical
stream, which is possible because of shortage of candidates in the General degree courses.
The financial implications in covering these students would be Rs. 31.461 Crore (General: Rs.

In view of the above, total additional students that can be accommodated in the
scheme would be 2245 in addition to 1502 candidates already approved as per the guidelines

IMC meeting held on 8th

The IMC recommended that for the current academic year, the above methodology of
accommodating the total eligible students 3747 (1502 + 2245), may be adopted subject to the
condition that in the next academic year the additional students would be relocated to other
institutions within the same University (wherever possible) or other University in the region
subject to vacancy in the second year and the student having passed the first year. AICTE will
obtain an undertaking from the students regarding their relocation to the other institutes as per
their preference or as per the allotment to be made by AICTE.AICTE should finalize the
procedure for relocation of students to various institutions in the 2nd
year in consultation with
the respective regulatory bodies, and submit a proposal to MHRD. IMC authorized
Secretary, MHRD to approve the proposal on behalf of the Committee.
Court Case.OWP No.1541/2913 Shahnaz Mushtaq & Ors Vs. State and Ors. .
The Petitioner has filed a case in the High Court of Jammu and Kashmir at
Srinagar/Jammu in respect of 49 students of Deshmesh College, Ram Krishna College and
NAISH College who were admitted in these colleges after the cut- off date and thus were not
eligible for award of scholarship. These students’ admissions were cancelled by these institutes.
The aggrieved party approached the High Court. The High Court issued an order on 28.10.2013
as follows:-
“Notice for objections. Meanwhile, position of the petitioners in pursuing the academic
course as well as release of scholarship, as is in vogue, shall no the disturbed.”
IMC recommended that AICTE should file an affidavit in the matter through its legal
counsel based on the merits of the case and defend the case effectively.
2. Involvement of the J&K State government critical for the success of this scheme:
The Chairman expressed the need for more active involvement of the State government in this
scheme as the State and its students are the biggest stakeholders. This year (2013-14) inspite of
the setting up of the web portal by AICTE and the decision of IMC in its 5th
meeting that
admissions to institutions would be done centrally by AICTE based on a common merit list
and the supernumerary seats created by UGC& AICTE, many of the students were misled by
so called ‘NGOs’ who got the students admitted on their own to private colleges. Most of the
students did not fill in the application in full or even state the choice of their institution. This
was despite AICTE holding several workshop in J&K and also advertising in the papers and
placing it on the website. The Chairman stressed that we need to take corrective action for
next year so that such things are not repeated. Secy. HE Govt. of J&K agreed to take all
possible steps for better dissemination of information regarding the scheme . It would set up
facilitation centres for the students and take the responsibility of inviting and scrutinizing the
applications . It was only with the involvement of J&K Government that the exploitation of the
students could be eliminated and the scheme could be implemented in its letter and spirit.
Secretary (HE), J&K Government was requested to submit a detailed proposal outlining the
modalities for setting up of facilitation centers in the State for providing handholding support
to the students to facilitate them in applying for the Scholarship. IMC recommended that the
State Government can invite and scrutinize the applications from the candidates and upload the
duly verified list of eligible candidates on AICTE’s web portal. AICTE would there after
provide centralized admission to the eligible students for the purpose of implementing the
Scheme, keeping in view the norms for bunching. ONLY THOSE STUDENTS WHO
APPLY THROUGH THE AICTE PORTAL AND ARE ALLOTTED COLLEGES /
SEATS OR THOSE WHO ARE ADMITTED TO THE CENTRALLY-FUNDED
INSTITUTIONS ON THEIR OWN MERIT WILL BE ELIGIBLE FOR THIS
SCHOLARSHIP FROM THE ACADEMIC YEAR 2014 -15 ONWARDS.
3. Management Quota
Secretary (HE), J&K Government expressed his concern that the candidates
rejected in the academic year 2012-13 on the grounds of ‘management quota’ should be
considered as the exclusion clause of the management quota was not envisaged in the original
scheme. Secretary (HE) GOI stated that the decision to exclude the candidates admitted under
management quota from the purview of the Scheme was the outcome of the 2nd
IMC meeting
held on 23rd
August, 2012 and the decision would be applied in respect of the admission taken
after the 2nd
IMC meeting. AICTE should ascertain whether admission of the students rejected
on the ground of management quota during the academic year 2012-13 were taken post 2nd
IMC
held on 23rd
August, 2012 or before.
4. Mid term Evaluation
As per the Guidelines of the Scheme, a mid-term evaluation of the Scheme would be
conducted after two years of operation. Since the scheme came into being in the year 2011 and
has completed two years, it was decided that a mid-term evaluation of the Scheme be
undertaken by MHRD by identifying a suitable independent agency for this purpose.
Summary of the IMC decisions is indicated below:-
1. 3747 eligible students (1502 + 2245) may be provided scholarship subject to the
condition that in the next academic year the additional students (2245) would be
relocated to other institutes within the same University (wherever possible) or other
University in the region, after AICTE obtains an undertaking from them regarding
their relocation to the other institutes as per their preference or as per the allotment to be
made by AICTE.
2. AICTE to finalize the procedure for relocation of students to various institutes in the 2nd
year as per decision of IMC . The other regulatory bodies to provide the lists of colleges
in each of the University area for relocation of students. Chairman to write to all the
regulatory bodies to supply this information on priority.
3. The court cases to be defended on priority basis.
4. State Government to invite and scrutinize fresh applications for the academic year 2014-
15.
5. MHRD to identify a suitable agency for conducting mid-term evaluation of the scheme.

MEETING OF INTER-MINISTERIAL COMMITTEE ON THE SPECIAL
SCHOLARSHIP SCHEME FOR JAMMU & KASHMIR HELD ON 25th
FEBRUARY, 2014 AT 03:00
PM IN SHASTRI BHAWAN, NEW DELHI
The 9th meeting of the Inter-Ministerial Committee on the Special Scholarship Scheme for Jammu &
Kashmir was held under the Chairmanship of Secretary (Higher Education) on 25th February, 2014 at 3.00 PM
in Shastri Bhawan, New Delhi. The Chairman welcomed all the members. The list of participants is enclosed as
Annexure-I. Proceedings of the meeting are detailed below:
1. Confirmation of the Minutes of the 7th and 8th Meetings of IMC held on 8th
and 26th
November,
2013 respectively: The Minutes of the 7th and 8th meetings of the Inter-Ministerial Committee on the
Special Scholarship Scheme for Jammu & Kashmir were taken up for confirmation. Since no comments
were received on the Minutes, the same were confirmed.
2. Action Taken Report: The representative from the AICTE informed that the process for disbursement
of the Scholarship to the eligible students as approved by the IMC in the 7th and 8
th meetings has been
initiated and an amount of Rs 35,35,26,730/- has been released towards scholarships to 3294 students for
the session 2012-13 and Rs 49,59,283/- towards renewal scholarships to 402 students. Also Rs.
2,21,45,480/- towards fresh scholarships to 1224 students for the session 2013-14 has been released.
Attention of the Committee was invited on Item No.2 of 8th IMC, which reads “only those students who
apply through the AICTE portal and are allotted Colleges/ seats or those who are admitted to the
Centrally funded Technical Institutes on their own merit will be eligible for this scholarship from the
academic year 2014-15 onwards”. It was pointed out by the representative from the AICTE that
implementation of this may have practical difficulty and requested the IMC to revisit the decision.
Secretary (Higher Education) desired that a workable model for providing admissions to the students from
J&K Kashmir under the Scholarship Scheme keeping in view the bunching norms may be worked out by
AICTE and placed before the IMC in its next meeting.
3. To exclude Central Universities from the norms of bunching:
IMC decided that Central Universities may also be excluded from the bunching norms of 5
students.
4. To consider the students for award of scholarship, who had applied for Scholarship in the academic
year 2012-13 on 1.10.2012, after the cut-off date of 30.09.2012, which happened to be a holiday, as
per the advice given by the Assistant Solicitor General of India in J&K High Court :
In view of the legal advice tendered by ASG, it was decided that all such students who took admission on
1.10.2012 may be considered as eligible for award of scholarship provided they are otherwise eligible as
per the Scheme and are still pursuing the course. AICTE informed that there are 27 such students. The
award of scholarship to these students would involve an expenditure of Rs. 0.53 Crore. IMC approved the
proposal and advised AICTE to take appropriate action for award of Scholarship to such students, if
otherwise eligible.
5. To consider and release of additional fund of Rs. 60,14,675/- towards the revised claim for
482 students and 11 additions students found eligible for the session 2012-13: AICTE
informed that there is a requirement for an additional grant of Rs. 6014675/- towards the revised
claim for 482 students and 11 additional students totaling to 493 students found eligible for the
Academic year 2012-13.
6. To release the amount of Scholarship to additional 77 candidates who were admitted under
Management Quota but took admission in college before 23.08.2012, become eligible for SSS J&K
2012-13:
The representative from AICTE informed that as per the decision of the 8th
an exercise was undertaken to
ascertain the number of students who had taken admission under the Management Quota prior to the 2nd
meeting of the IMC held on 23.08.2012 and it was found that there are 77 such students. It was proposed

that these 77 students may be considered as eligible for the scholarship under the Scheme as they had taken
admission under the Management Quota before this category was made ineligible for the scholarship under
the Scheme. The estimated expenditure on this account was worked out to be Rs. 0.75 Crore.
7. To consider and approve the recommendation of the Fact Finding Committee constituted by
AICTE for the session 2012-13 :
The representative from AICTE informed that a fact finding committee was constituted by AICTE to
review all such cases where the students had claimed to have inadvertently written that they were admitted
under management quota. The Fact Finding Committee had found that there were 107 such students who
had inadvertently mentioned that they were admitted under Management Quota. These students were
otherwise eligible for the award of scholarship. The AICTE proposed that these 107 students may be
considered as eligible for the scholarship for the academic year 2012-13 and grant of Rs. 1,80,90,030/-
towards the scholarship to such additional 107 students may be released .
7(a) As regards the proposals in paras 4,5,6 and 7, it was decided that the funds already available with AICTE
would be utilized and no further funds be released for now as sufficient funds are available with AICTE.
8. Variations in payment towards Tuition fee, Hostel / Mess Charges, Books and
Stationery under SSS J&K for the year 2012-13 :
AICTE requested for payment of difference, amounting to Rs. 58,54,030/- due to short payment in respect
of tuition fee, hostel/Mess charges, books etc. in respect of 205 students from 13 institutes based on the
receipts submitted by the Institutes and disbursement of the scholarship.
The following table illustrates the consolidated scholarship approved for the academic year 2012-13 by the
IMC so far:

The above table shows that IMC in its 5th and 7
th meetings approved scholarship to 3340 students (2858
+482). Further, IMC approves the award of scholarship to additional 222 students, as detailed above for
the academic year 2012-13, in its 9th meeting. The total financial outlay as per the ceiling provided in the
scheme guidelines for 3562 students works out to Rs 75.57 crore. However, the AICTE has informed that
the actual claim for 3562 students would be Rs 41.12 crore, including Rs. 58,54,030/- due to short
payment in respect of tuition fee, hostel/Mess charges, books etc, which is well below the financial ceiling
prescribed in the scheme guidelines.

AICTE to take further appropriate action for release of scholarship to the concerned institutes from the
funds already available with AICTE. In case AICTE needs more funds, they may submit proposal for
additional fund along with Utilization Certificate (UC) for the funds already released by Ministry of HRD
to AICTE.
9. Review of the status of releases (fresh and renewals) to the institutes by AICTE from the funds
placed at their disposal by the Ministry of HRD during the current financial year:
The committee was informed that till date less than 10% of total fund placed at the disposal of AICTE for
the Academic Year 2013-14 has only been disbursed to the Institutes for the scholarship. It was informed
that, in most of the cases the tuition and other fees which are being claimed by the Institutes are not
supported by the original receipts. In many cases, the institute is submitting the claims without appropriate
“undertaking” which is mandatory in respect of such students who have been admitted in an Institute in
excess of the bunching norms of five students per institute. Also claims from several colleges are not
supported by the results of last exam passed by the students, as the University has not yet declared the
result. The Chairman desired that issues regarding early disbursement of scholarship by AICTE may be
discussed with JS&FA, HRD under the approved guidelines of the Scheme and prevailing Financial
Norms.
It was further decided that a team of officers from Economic Advisor’s Bureau and AICTE may make a
visit to a few institutes to ascertain as to why the institutions are not submitting the required documents
required for processing the claims for award of the scholarships to the eligible students and submit a report.
10. Adopting revised guidelines of the Scheme, prepared on the basis of the various decisions taken by
IMC in the past:
The observations made by the AICTE on the revised draft guidelines were discussed by the IMC. The
decision of the IMC on each of the observations of the AICTE is indicated in the statement enclosed as
Annexure-II to the Minutes.
11. To consider reimbursement of tuition and other fees to Private / Deemed Universities and Medical
Institutes as per the submitted claims in absence of prescribed Fee structure by State Government:
The Committee was informed that as per the Guidelines of the scheme the Tuition Fee component of the
Scholarship is to be paid as per actual or as per the norms laid down by State Fee Regulatory Authority,
whichever is less and within the overall ceiling of the guidelines. However, in case of Private/Deemed
Universities, Medical Institutes etc. which do not come under the purview of any Fee Regulatory Authority
a decision needs to be taken whether the fee claimed by these Universities may be allowed within the
overall ceiling of the guidelines.
It was decided that the team of officers from Economic Advisor’s Bureau and AICTE, which would be
visiting the institutes to ascertain difficulties being faced by the institutions in submitting the required
documents required for processing the claims for award of the scholarships to the eligible students, would
also suggest modalities for settlement of the claims submitted by the Private/Deemed University/Minority
institutions.
12. For a decision on the representations received from Institutes / Students regarding the list of Eligible
/ Not Eligible Candidates for 2013-14 Uploaded on AICTE web portal: It was informed that AICTE
has received around 450 representations from the Students / Institutes under following categories –
(i) Representations from students who applied under the Seeking Admission category but
could not get admission in the allocated college.
(ii) From students who were found “NOT ELIGIBLE” by the Experts nominated by AICTE
due to incomplete documents. Such candidates are now submitting their documents
with request to consider them for the purpose of scholarship.

(iii) Representations from students whose names are included in the uploaded lists or those
who are seeking clarifications for not including their names in the list of eligible
students.
(iv) Representations from students for Change of college - Under this category the students
had changed the college for which proof of admission was submitted at the time of
document verification and the Council is receiving claims from new / Changed
college.
(v) Number of students who were “Absent” during the document verification are making
representations for consideration.
(vi) In few cases the name of eligible students were inadvertently not included in the
uploaded list, however, as per verification report student is eligible for scholarship.
(vii) Also the students of few colleges with similar names like Vivekananda Institute of
Technology and Vivekananda Institute of Technology (E) were merged in a common
list resulting 5 students to one college where as both colleges are different, such request
will add new colleges in the list and few students from the list of not eligible due to low
in merit may shift to list –I of the added college.
It was felt that since the entire quota of scholarship has been exhausted, there is no scope for further
inclusion of any new beneficiary

IMC noted the ATR on minutes of last IMC submitted by AICTE and accepted the
Action Taken Report on all the items except item No.12 which relates to ‘decision on the
representations received from Institutes/Students regarding the list of Eligible/Not Eligible
Candidates for 2013-14 uploaded on AICTE web portal.’ The IMC decided that since the
maximum number of scholarships, possible within the financial ceiling have already been
approved by the IMC for the academic year 2013-14, there is no scope for award of any further
scholarships to the students belonging to the said academic year.
Item No. 3: To consider and approve the revised procedure for the scheme for 2014-15.
Chairman, AICTE presented the proposed methodology to be adopted for the
implementation of SSS for the year 2014-15, which is place at Annexure-II The methodology is
based on the policy decision taken in the 8th IMC which states that “ONLY THOSE
STUDENTS WHO APPLY THROUGH THE AICTE PORTAL AND ARE ALLOTTED
COLLEGES / SEATS OR THOSE WHO ARE ADMITTED TO THE CENTRALLY-
FUNDED INSTITUTIONS ON THEIR OWN MERIT WILL BE ELIGIBLE FOR THIS
SCHOLARSHIP FROM THE ACADEMIC YEAR 2014 -15 ONWARDS.” The proposed
methodology to select the eligible candidates for allotment of colleges/ seats and consequential
award of the scholarships under the Special Scholarship Scheme for J&K was discussed in
detail by the IMC.. Further the admission is proposed to be done through “Counselling” at a
centralized place in the state of J&K
It was decided that in case of General and Engineering programme the applicants will
only be selected for TWO supernumerary seats created in each of the Institutes by the regulatory
authorities UGC and AICTE. In case of Medical stream, Pharmacy and Architecture it was
decided that all the interested institutes offering approved courses ,will be invited to give their
willingness to offer seats (a minimum of TWO seats) for SSS for J&K through a Public notice in
leading Newspapers. Therefore, under Medical stream, the applicants will be evenly allocated to
Institutes who have given willingness to admit students under the scheme; as such number of
students in Medical stream may exceed two students per Institute.
Secretary, Higher Education, Government of Jammu and Kashmir informed that the State
Government is ready to take the responsibility to operate the facilitation centers for uploading
the application on AICTE portal and document verification of the applicants. The list of eligible
candidates prepared on the basis of eligibility criteria of the scheme and percentage of marks
obtained by the applicants will be used by AICTEfor making the category and stream wise merit
list. Further the state Government agreed to provide all necessary administrative support during
the process of allocation of seats by the method of Counselling.
Chairman, IMC requested representative from UGC to provide list of all the colleges
affiliated with the Universities approved by UGC along with the courses being offered by such
colleges to facilitate the applicants for selection of course and college of choice.
After detailed discussions, IMC approved the methodology presented by Chairman
AICTE for allocation of seats and the activity schedule as placed at Annexure – II.
Item No. 4: Status of release of payment under SSS for new cases of 2013-14 and renewal of
candidates admitted in previous years
The status of release of payment under was presented to IMC for information.
It was informed that in order to process the pending claims as per the revised procedure,
AICTE constituted Scholarship Disbursal Committee comprising of Experts taken from various
institutes / Universities. A FIVE day schedule from 4th April to 9th April 2014 was advertised in
leading newspapers, wherein the institutes were invited with all the relevant documents for
settlement of their scholarship claims. A List of 391 Institutes (who had still not settled their
scholarship claims) was uploaded on the AICTE portal, mentioning (against each institute) the
required documents. The Heads of Institutions seeking pending scholarships under the Special
Scholarship Scheme for J&K were requested to appear in person before the Scholarship
Disbursal Committee as per following schedule at AICTE meeting Room, 7th Floor, Mayur
Bhavan, Shankar Market, New Delhi.
Chairman, IMC appreciated the efforts put in by AICTE to release pending scholarship
by the method of Scholarship Disbursal Committee and desired that a last opportunity may be
given (a final drive of 2 to 3 days similar to the one carried out from 4th to 9th April 2014) to all
such Institutes who have not submitted the claims till date.
JS& FA (MHRD) suggested that, in respect of institutions with less number of students, it
may not be feasible for the institute to come before a committee on a specified date. All such
cases may be processed as per the prevailing procedure on submission of all the required
documents by the institute.
The meeting ended with vote of thanks to the chair.

METHODOLOGY TO BE ADOPTED FOR ADMISSION
USING THE METHOD OF COUNSELING
Preamble:
For the academic year 2014-15, only those eligible candidates, whose names are uploaded on the
AICTE web portal, and provided Centralized Admission to institutes / colleges approved by
AICTE, UGC and / or any other regulatory authority would be considered for the award of
scholarship, as per the ceiling of number of scholarships specified, stream-wise, in the scheme.
Students admitted to Centrally Funded Institutes / Universities on their own or otherwise and
by virtue of their own merit at the national level would also be considered for the award of
scholarship provided they are eligible as per thescheme guidelines
For Admissions to Engineering Stream, AICTE will provide a list of approved
Institutions, the courses offered by them , (state wise) for the benefit of students.
For Admissions to General Education Stream, UGC will provide a list of approved
Institutions, the courses offered by them, (state wise) for the benefit of students.
For Admissions to Medicine Stream, AICTE, will invite all the interested institutes
offering courses approved by MCI, DCI, NCI etc to give their willingness to offer seats
(a minimum of TWO seats) for J&KSSS through a Public notice in leading Newspapers.
This list of approved Institutions, the courses offered by them, will be provided (state
wise) for the benefit of students.
For Admissions to B Arch and B Pharm coming under Engineering Stream, and General
Education Stream respectively, AICTE, will invite all the interested institutes offering
such courses to give their willingness to offer seats (a minimum of TWO seats) for
J&KSSS through a Public notice in leading Newspapers. This list of approved
Institutions, will be provided (state wise) for the benefit of students.
All the above mentioned lists would be available to the students, to enable them to come
prepared with their choices for getting the best seat of their choice in Counselling round.
The following methodology will be adopted for admission to various streams of education stage
wise.
Stage 1: Online Registration and display of Merit List stream wise.
All the eligible students shall register ONLINE on the AICTE portal through the
various facilitation centers in the state of J&K or by any other method they may
choose. The original document verification shall also be done during this period only
at the chosen facilitation centers.
A merit list will be prepared stream wise (Separate for Engineering / Medicine / and
General streams) based on the marks obtained at Std XII (or Equivalent) examination.
In case of a ‘tie’, the following rule shall apply:
i) Aggregate marks in Class XII Examination
ii) Aggregate marks in Class X Examination.
iii) Date of birth of the student [elder student to be given preference)
Grievances, if any, will be invited from the applicants, in the event of any error found
in respect of incorrect data filled in respect of any applicant. The same will be
corrected in the database, and the FINAL MERIT list will be displayed stream wise.
Also the COMBINED MERIT LIST of all the streams, if needed, will also be
prepared.
The List of all the colleges / universities, where the students can seek admissions
based on such list being made available from UGC , AICTE, MCI will be displayed,
state wise for the benefit of students. A maximum of TWO seats will be filled in each
of the institutes / universities.
Stage 2: Sequence for Admission Round by COUNSELLING:
The following sequence will be adopted in respect of the Admissions of students for SSS.
a. Admissions for GENERAL STREAM students – In view of the fact that the number of
applicants (aspirants) for GENERAL STREAM is usually less than the number of
scholarships (4500 numbers) , it is appropriate to conduct the admissions in this stream. In
doing so, the status of leftover seats to be transferred to Engineering and /or Mediccal
streams becomes clear.
b. Admissions for MEDICAL STREAM students – In last two years, it is seen that the number of
applicants for MEDICAL STREAM is usually near to or slightly more than the number of
scholarships (250 numbers). Therefore, the next round of admissions for this stream will give
a clear picture of the number of students to be admitted in ENGINEERING STREAM after
inter- stream transfer.
c. Admissions for ENGINEERING STREAM students – It is observed that the largest numbers
of applications are received from aspirants from ENGINEERING STREAM. Hence a clear
idea of the number of students to be accommodated after spill over from the other two
streams becomes abundantly clear and hence, the admission to this stream is proposed to be
done at the end.
Details of procedure for the conduct of admission round by counselling
Based on the number of scholarships / number of applicants, the seats to be filled under Open
and Reserved category will be calculated. The percentage of seats for General / reserved
category is as below.
Scheduled Caste – 08%
Scheduled Tribe – 11%
Socially and Economically Backward Category – 25%
General Category – 54%
Reservation for Persons with Disability – 3% ( to be done horizontally)
The procedure for admissions through counselling will be conducted in three rounds as below
ROUND 1
All the candidates (General / reserved) of all the categories shall be considered for
allotment as per their inter se merit. A maximum of TWO seats may be allotted to
each institute.
Reserved category candidates shall be considered for allotment in open category seat
by virtue of their merit or in their respective category of reservation if General
category seats are not available at their merit.
Persons with Disability category candidates shall be considered for allotment for the
seats by virtue of their merit or in General category as per their inter-se merit, if the
seats reserved for Persons with Disability are not available at their merit
ROUND 2
The seats reserved for Reserved category candidates remaining vacant at the end of
Stage 1, shall be considered for allotment to the candidates of all the reserved
categories together, on the basis of their inter se merit.
ROUND 3:
The seats remaining vacant after completion of Round -2, shall be considered for
allotment to all the candidates (general / reserved) on the basis of their inter se merit.
Stage 3: Award of scholarships to the students admitted to Centrally Funded Educational
Institutes (CFEIs) on their own merit.
All the students admitted in CFEIs will be provided scholarships under the SSS for J&K,
subject to their eligibility as per the scheme guidelines.

SPECIAL SCHOLARSHIP SCHEME FOR JAMMU & KASHMIR HELD ON 25th June, 2014
The 11th meeting of the Inter-Ministerial Committee on Special Scholarship
Scheme for Jammu & Kashmir was held under the Chairmanship of Secretary (Higher Education) on 25th June, 2014 at 4.30 PM in Shastri Bhawan, New Delhi. The list of participants is enclosed at Annexure-I.
The Chairman welcomed all the participants. Proceedings of the meeting, as per
the agenda items, are detailed below: Item No.1: Confirmation of the Minutes of the 10th Meeting of IMC held on 17th April, 2014:
The Minutes of the 10th meeting of the Inter-Ministerial Committee on Special Scholarship Scheme for Jammu & Kashmir were taken up for confirmation. Since no comments were received on these Minutes, the same were confirmed. Item No.2: Action Taken Report on the decisions taken in the 10th Meeting of the IMC held on 17th April, 2014.
IMC noted the ATR on minutes of last IMC submitted by AICTE and accepted the same. Item No. 3: To consider and approve benefit of the scheme to additional students for the academic year 2012-13 out of available funds.
Chairman, AICTE indicated that for the Academic Year 2012 – 2013, fresh scholarship
was approved for a total of 3562 students and a sum of Rs. 41.04 Cr. was disbursed. Further,
out of 3562 students, renewal scholarship has also been disbursed to 2012 students amounting to
Rs. 24.22 Crore. The scholarship to the remaining students could not be disbursed due to non
submission of UCs and affidavits by the concerned Institutes.
Chairman, AICTE informed that due to various representations received from the
students, AICTE conducted a program of re-verification of documents on 29th
and 30th
May
2014. During the re-verification exercise, 242 additional students were found eligible
for award of scholarship for the academic year 2012 – 2013. He further explained that some of these students could not make themselves available for physical verification or
were unable to submit complete documents or some students had entered wrong data regarding their date of admission or inadvertently indicated that they were admitted
under management quota in their on-line form. It was also indicated by him that out
of these 242 students , physical verification is needed to be carried out in respect of 144
candidates before taking a final decision about their eligibility. He proposed that
scholarships to these students may be awarded as it is within the physical and
financial ceiling stipulated in the scheme. The net additional outflow on fresh as well as
renewal for these additional students will be Rs. 9.54 Cr. (calculated at maximum limits).
After much deliberation, the IMC felt that these 242 students may be
considered for award of scholarship provided the AICTE confirms their eligibility. Therefore, it was decided AICTE should first carry out the physical and document verification in respect of the 144 students, whose physical verification is yet to be undertaken and then come up with a complete list of students who are finally found eligible for award of scholarship before the next IMC for approval. Item No. 4: To consider and approve the benefit of the scheme to additional students for 2013-14 out of the available funds.
Chairman, AICTE indicated that for the Academic Year 2013 – 2014, a total of 3747
students were approved for Scholarship and scholarship has been disbursed to 2781 students
amounting to Rs. 34.35 Cr. at actual. The scholarship could not be disbursed to the remaining
966 students due to non submission of receipts, and affidavit by these students / institutes
concerned. The estimated scholarship amount, calculated on maximum limits, for these 966
students would be Rs. 21.88 Cr.
Chairman, AICTE informed that due to various representations received from the
students, AICTE conducted a program of re-verification of documents on 26th
to 28th
May 2014.
During the re-verification exercise, 2584 additional students (276 - General stream, 144 -
Medicine stream and 2164 -Engineering stream) were eligible for scholarship for the
academic year 2013 – 2014. He explained that some of these students could not make themselves available for physical verification earlier or were unable to submit complete documents during document verification exercise.
He further stated that the financial limits for award of 5000 scholarships in an
Academic year is approximately Rs. 75.00 Crore. Out of which expenditure incurred
and anticipated in respect of the students already approved for the Scholarship for the Academic year 2013-2014 is Rs. 56.23 Crore. There would be a savings of Rs. 18.86
Cr.(approx.) Therefore, out of 2584 candidates, only 276 students belonging to general stream,
144 to medicine stream and 418 to engineering stream (Total 838 students) can be
accommodated from the available funds Rs. 18.76 Crore (calculated on maximum limits of
scholarship amount for academic year 2013 – 2014).
It was also indicated by him that out of these 838 students , physical verification is
needed to be carried out in respect of 65 candidates before taking a final decision about their
eligibility. He proposed that scholarships to these students may be awarded as it is
within the physical and financial ceiling stipulated in the scheme. The net additional
outflow for these additional students will be Rs. 18.76 Cr. (calculated at maximum limits).
After much deliberation, the IMC felt that these 838 students may be considered for award of scholarship provided the AICTE confirms their eligibility. Therefore, it was decided AICTE should first carry out the physical and document verification in respect of the 65 students, whose physical verification is yet to be undertaken and then come up with a complete list of students who
are finally found eligible for award of scholarship before the next IMC for
approval. Item No. 5: Counseling for academic year 2014 – 2015 It was decided after due deliberations that centralized counseling for the academic year 2014-15 for all eligible registered students would be carried out by AICTE in close coordination with the Education Department, J&K Government at a suitable centre, preferably Srinagar. Secretary, Higher Education Government of J&K assured full cooperation and assistance for smooth conduct of counseling of all the eligible students. Item No. 6: Extension of current period of on-line Registration of students for
2014-15
In view of the large number of students of J&K participating in the on-line registration process for the academic year 2014-15 and to give the students ample time to avail the benefit of the Scheme, IMC decided that the last date for on-line Registration process may be extended by 7 days i.e. up to 10th July, 2014. meeting of Inter-Ministerial Committee (IMC) on Special Scholarship for Jammu
& Kashmir was held under the Chairmanship of Secretary (HE) at 5:00 p.m. on 17.11.2014
in his Chamber to discuss mainly the following issues:-
1. Requirement of funds for release of renewal and fresh scholarship during 2014-15
to students admitted in 2012-13, 2013-14 and 2014-15 academic years.
2. Approval of procedure and list of students admitted under J&K SSS for the
Academic year 2014-15 through the process of centralized counselling.
3. Colleges refusing admission to students who have been provided provisional
letters under centralized counselling by AICTE.

Chairman, AICTE gave a brief description of the Scheme and raised the issues which
needed IMC’s directions. The issues raised were regarding the representations received from
the students for not being considered for award of scholarship as they had taken admission on
their own or could not participate in the counselling process on the scheduled date.
Chairman, AICTE was of the view that as per the Supreme Court directions, admission
cannot be granted beyond 5th
September, 2014. The IMC decided that counselling cannot go
on indefinitely and admission and scholarships to the students cannot go beyond the
counselling process just for meeting the target.
Chairman, AICTE also appraised the Committee regarding colleges which have
refused to give admission to the students to whom provisional admission letters were issued
during the counselling process. It was decided that the grant to such colleges should be
stopped.
Regarding release of funds for the academic year 2012-13, 2013-14, the Committee
was of the view that the release of renewal scholarship is a routine matter and AICTE should
go ahead with the release of renewal scholarship after following the due process. IMC further
approved the procedure adopted for admission on the basis of counselling and also the 2102
students selected for admission under the scheme for the academic year 2014-15. AICTE was
asked to ascertain as to how many students who were granted admission actually joined the
college/institutes and to submit a proposal to the Programme Division for release of the fresh
scholarships.
Chairman observed that for improvement of the implementation of the scheme, every
effort should be made to initiate the scholarship process well in advance and directed AICTE
to upload the list of all approved engineering colleges and other colleges approved under
Section 12B of the University Grants Commission Act, 1956, on the website of AICTE and
the Higher Education Department of the J&K Government, so that the students are aware of
the colleges, where they can seek admission. Chairman was of the view that AICTE may
explore the possibility of increasing the number of admission under Supernumerary Quota to
5 per institute for colleges/universities approved under Section 12B of the University Grants
Commission Act, 1956. A letter to be sent to Secretary (Health) requesting him for
earmarking two supernumerary seats in each of the medical colleges under Medical Council
of India.
Representation has been received from J&K Government regarding students not being
considered under the scheme as they have studied outside the State of Jammu & Kashmir
under the Good Will Mission. The Committee was appraised that as per the scheme, the
awardees under the Special Scholarship Scheme for Jammu & Kashmir would be selected
only from amongst the students who appear for the Class XII or equivalent exam through the
State Board of Jammu & Kashmir and CBSE affiliated schools located in Jammu & Kashmir.
In light of the above the Committee decided that such students may not be considered for
award of scholarship.
Summing up the discussions, the following decisions, inter alia, were taken.
(i) Fresh Scholarship for the academic year 2014-15 to be released after ascertaining
that how many students actually took admission after counselling.
(ii) Clause of Section 12B of the University Grants Commission Act, 1956, cannot be
relaxed as it would compromise the standard of college/institute.
(iii) Mid-term appraisal of the scheme to be undertaken immediately.
(iv) AICTE to initiate the counselling process for academic year 2015-16 well in time
and also the counselling to be made broad- based to enable more and more
students to apply for the scholarship.

Item No.2: To consider the revise procedure for grant of scholarship from 2015-
16 onwards.
On the issue of revised procedure it was decided that the procedure followed in 2014-15
should continue and counseling should be organized in the 1st week of July, 2015 at Srinagar or
any other venue in consultation with the State Government. Through counseling AICTE to
provide admission to 2 supernumerary seats in Universities/Colleges/Institutions approved under
12 B of UGC Act, and AICTE recognized intuitions. UGC will provide the course wise list of
Institution approved under 12 B of UGC Act to AICTE for including the names of colleges for
counseling. Further, the students who have applied online on AICTE portal would also be
eligible for scholarship if they have taken admission on their own to the College / Institutes/
Universities approved under 12 B of UGC act OR recognized by AICTE and having atleast one
NBA accredited course. As the supernumerary quota is not available in Medical colleges the
students who have taken admission on their own and have applied online at AICTE portal
would be eligible for the scholarship as such seats under Medical Stream will not be allotted
through counseling. All the scholarship to be disbursed directly in to the bank account of the
students which needs to be seeded with the Aadhar number.
Item No. 3: To discuss the issue regarding re-allocation of students from the institutes
which have admitted more than 5 students in the academic year 2013-14 under the Special
Scholarship Scheme for J&K, to other institutes affiliated to the same University.
The IMC after detailed discussion decided that the additional 2245 students of 2013-14
could continue in the institutes/universities in which they were provided admission and granted
scholarship. It was further stated that the Scholarship should be disbursed directly in to the bank
account of the students through DBT scheme with Aadhar number.
Item No. 4 & 5 : To consider and approve the benefit of the scheme to additional students
for the academic year 2012-13 and 2013-14.
The committee was of the view that the 213 and 838 additional students of 2012-13 and
2013-14 respectively could be provided fresh and renewal scholarship.
It was further decided that scholarship would be disbursed directly in to the bank account
of students, through DBT which should be seeded with the Aadhar number.
Item No. 6: Review the status of releases of scholarship (fresh and renewals) to the
institutes by AICTE for the academic year 2012-13, 2013-14 and 2014-15 from the
funds placed at their disposal.
AICTE gave details about the release of fresh and renewal scholarship. It was further
informed that the Rs. 17 crores was the unspent balance lying with AICTE. IMC also suggested
AICTE to give the details regarding reduced number of scholarships in respect of 1st and 2
nd
renewal cases to be presented in the next meeting.
Item No. 7: Release of scholarship to Cambridge Engineering College for 3rd
semesters and
proportionate charges for the number of months, students stayed in the hostel (who have
been migrated by PTU) in the light of Hon’ble Court directions:
The decision of releasing scholarship to 42 students migrated from Cambridge
Engineering College by Punjab Technical University was ratified by the Committee.
Item No.8. Reimbursement Hostel Fee to Institutes.
The IMC decided that Hostel Rent and Mess Charges to be reimbursed as per the ceiling
notified by the State Fee Regulatory Authority , in such cases where the State Fee Regulatory
Authority has not prescribed Hostel Rent and Mess Charges and reimbursement to be made as
per actual subject to the production of receipt and within the financial ceiling laid down in the
scheme guidelines.
Item No.9. Representations being forwarded by the Police Control Room Kashmir.
The committee was of the view that a mechanism should be in place to redress the
grievances wherein the AICTE should forward the grievances to the concerned Institute and the
concerned Regulatory Bodies under intimation to Police Control Room, Kashmir to do necessary
follow up in the matter.
Item No. 10. Mid-term evaluation of the scheme
The Committee was informed that NUEPA is carrying out the evaluation of the scheme
and would submit the Evaluation report within six months.
Item No. 11. Dissemination of information and publicity about the scheme and the
scholarship procedure.
For the academic year 2015-16, counseling should be scheduled in the first week of July
at Srinagar or any other venue in consultation with the State Government and also adequate
publicity about the 2015-16 process may be given so that maximum number of students avail the
benefits of the scheme.
Summing up the discussions, the following decisions inter-alia were taken.
I. Counseling to be organized in the 1st week of July, 2015 at Srinagar or any other
venue in consultation with the State Government.
II. Through counseling, AICTE to provide admission to 2 supernumerary seats in
Universities/Colleges/Institutions approved under 12 B of UGC Act, and AICTE
recognized institutions.
III. The students who have applied online on AICTE portal would also be eligible for
scholarship if they have taken admission on their own to the College / Institutes/
Universities approved under 12 B of UGC act OR recognized by AICTE and having
atleast one NBA accredited course
IV. Students who have taken admission on their own in Medical Colleges and have
applied online on AICTE portal would be eligible for the scholarship.
V. All the scholarship to be disbursed directly in to the bank account of the students
which needs to be seeded with the Aadhar number.
VI. Additional 2245 students of 2013-14 could continue in the institutes/universities in
which they were provided admission and granted scholarship.
VII. 213 and 838 additional students of 2012-13 and 2013-14 respectively could be
provided fresh and renewal scholarship. Scholarship to be disbursed directly in to the
bank account of students which should be seeded with the Aadhar number.
VIII. Cabinet note to be prepared for disbursing scholarship through DBT.
IX. AICTE to give status about the decrease of renewal scholarship for the previous
years.
X. UGC to provide updated course wise list of 12 B Institutions/Universities to be used
for counseling for 2015-16 within 15 days.

The 15th
meeting of the Inter-Ministerial Committee on Special Scholarship Scheme
for Jammu & Kashmir was held under the Chairmanship of Secretary (Higher Education) on
17th August, 2015 at 3 PM in the Conference Hall of Shastri Bhawan, New Delhi. The list of
participants is enclosed at Annexure-I.
The Chairman welcomed all the participants. Proceedings of the meeting, as per the
agenda items, are detailed below:
Item No.1: Confirmation of the Minutes of the 14th
Meeting of IMC held on 27th
April, 2015:
The Minutes of the 14th
meeting of the Inter-Ministerial Committee on Special
Scholarship Scheme for Jammu & Kashmir were taken up for confirmation. Since no
comments were received on these Minutes, the same were confirmed.
Item No 2. Approval of the Counseling process and allotment of college/institute to
3742 students to pursue general or engineering course for the session
2015-16.
Chairman, AICTE explained in detail the process of centralized counseling by which
3742 students were allotted college/institute to pursue general or engineering course in
Institutes recognized by AICTE or approved under 12 B of UGC Act.
IMC appreciated the efforts made by the officers and officials of Government of
Jammu and Kashmir and AICTE in smooth conduct of Counseling at two venues which was
a challenging task. Further it was felt that the data base of institutions must be more
comprehensive and complete in all respects and should include the details of available
courses, fee structure, hostel facility, eligibility criteria etc. For the next academic year
counseling, all these information should be available well in advance.
After detailed deliberation, the IMC approved the process for allotment of
college/institute to 3742 students to pursue general or engineering course.
Item No. 3. Consideration of other eligible students for the academic year 2015-16
Chairman, AICTE informed that the AICTE Portal, will be open from 20th
August,
2015 to upload relevant documents for the following categories of students
i. Students who have taken admissions in Centrally Funded Institutes (Like IITs,
NITs, Central Universities etc) located outside the state of J&K on their own
merit.
ii. Students who have taken admissions in Institutions having NBA accredited
course and are AICTE recognized or approved by UGC under section 2(f) and
12(B) on their own merit.
ANNEXURE- A
iii. Students who have taken admissions under MEDICAL STREAM in Institutions
approved by respective regulatory body and located outside the state of J&K on
their own merit.
The final list of eligible candidates within the sanctioned intake, from the above
categories will be placed before next IMC for information and consideration for scholarship
as per the norms for the year 2015-16.
Item No. 4. Representations received from the students allotted seats through
counseling for admission under PM SSS 2015-16
The representations received from candidates were discussed in detail. The main
concern of the Committee was towards the problem of the students who were not in a
position to deposit the initial fees especially the Engineering fees at the time of taking
admission. Members opined that, as number of candidates selected under the scheme are not
in position to pay the fee in advance, so, tuition fee component may be paid to the institute,
whereas, the hostel or maintenance fee may be paid to the beneficiary.
Chairman AICTE informed that a number of students have already paid the fees and
in other cases, the institutions have been requested to grant provisional admission to such
students, who are not able to pay the fee, till such time the scholarship is transferred to the
account of student under DBT. Keeping this scenario in view, the proposal to transfer a part
of total scholarship amount to the institute and the student may be considered from the next
year.
JS, DBT Mission was requested to give his views on the transfer of money towards
tuition fees directly to the institution’s bank account. Joint Secretary, DBT informed that as
different schemes are being implemented through DBT mode, the proposal to transfer the
scholarship amount to the student and institution accounts can be considered. However, he
would get back on this issue by taking necessary approvals.
JS, MHRD requested the UGC to convene Regional Workshops for all such colleges
where students have been allotted seats under Supernumerary quota. Through the workshops
the institutions could be sensitized and also apprised about the scheme and the procedures
required for disbursal of the scholarship, so that the admitted students are not put to any
inconvenience.
Chairman, AICTE informed that, all such cases where the allotted college/course is
not available, the Council is changing the college/course as per the preference of the student
and availability of supernumerary seat in the college.
For the academic year 2015-16, it was decided that status quo of disbursement of
tuition fee and hostel fee directly into the student’s bank account should be maintained and
from the next year, the scholarship towards tuition fee and hostel fee could be considered to
be disbursed to the institution and students respectively.
ANNEXURE- A
Item No. 5 : Review the status of releases of scholarship (fresh and renewals) to the
institutes by AICTE for the academic year 2012-13, 2013-14 and 2014-15
from the funds placed at their disposal.
IMC was informed that out of Rs. 174,23,43,520/- released to the AICTE during
2013-14 and 2014-15, for disbursal of fresh and renewal scholarship , the Council has already
disbursed Rs 164.75 Cr. and claims of 1102 students for Rs 13.00 Cr. is under process for
release.
Item No. 6: Requirement of Funds for release of fresh scholarships to eligible students
in the AY 2015-16 and renewal scholarship to students of previous years.
3742 students have been allotted institute to pursue general or engineering course.
AICTE is required to collate the information regarding the numbers of students who have
joined the allotted colleges so that requirements of fund for fresh and renewal scholarships
are worked out.
It was decided that a detailed proposal shall be sent by the AICTE to MHRD
immediately for releasing the grant.
Item No. 7: AICTE to give status of the scholarship amount disbursed and likely to be
disbursed for the academic year 2014-15 in order to ascertain as to how
many students, stream wise, have benefitted under the scheme and how
many more students can be considered for the academic year 2014-15.
The IMC was informed that scholarship to 408 students admitted in 2014-15 has been
released and 136 claims are under process. JS (J&K), Ministry of Home Affairs requested to
extend the benefit of the scheme to such eligible students who have taken admission on their
own, in view of the small number of claims received and processed for the academic session
2014-15. Secretary, Department of Higher Education, Government of Jammu and Kashmir
informed that due to floods in the State, a number of students could not attend the counseling
and in a number of cases the candidates who were allotted a college, could not reach the
allocated college, within the stipulated time, which resulted in lower number of claims during
2014-15.
It was informed that MHRD has already requested Government of J&K to collect the
applications of the students who had taken admission on their own to 12B approved or
AICTE recognised Institutes in academic year 2014-15 and after scrutiny as per the scheme
guidelines, forward them to the Department for consideration of scholarship.
Item No. 8: Pending court cases
The Committee opined that AICTE should have a system in place so that the cases are
regularly monitored and the interests of the Department are properly safeguarded before the
Court of Law. Secretary, Department of Higher Education, Government of Jammu and
Kashmir was requested to move for caveat in the cases related to JK SSS.

Item No. 9: Govt. of J&K to disseminate the information and collect the applications of
the students who had taken admission on their own to 12B approved or
AICTE recognised Institutes in academic year 2014-15 and forward them
to the Department for consideration of scholarship.
Secretary (HE), Govt. of J&K was requested to collect the applications of the students
who had taken admission on their own to 12B approved or AICTE recognised Institutes in
academic year 2014-15 and after scrutiny, as per the scheme guidelines, forward them to the
Department for consideration of scholarship.
Item No.10: Representations/grievances received from students or their parents.
The Committee was of the view that a mechanism should be in place to redress the
grievances. AICTE could explore the option of having a helpline centre to attend to
individual grievances and resolve the same in a systematic and time-bound manner.
Item No 11: UGC to provide the course wise list of Institution approved under 12 B of
UGC Act and also about the details of hostel facility in such institute
Secretary, UGC requested AICTE to identify the 3000, 12 B approved colleges where
students would be allotted seats under the scheme. He stated that by limiting the number, it
would be easier for UGC to provide details about the courses and hostel facility available in
the college.
Summing up the discussions, the following decisions inter-alia were taken.
I. The scholarship amount towards tuition fee and hostel fee would require
differential treatment under DBT wherein the tuition fees would require to be
disbursed directly to the institution and hostel fee disbursed directly into the
beneficiary’s account.
II. AICTE should adopt the UGC system of release of scholarship amount i.e first
installment at the time of joining and subsequent installment after three months on
receiving the continuation certificate.
III. Decision was taken to transfer implementation of the scheme to J&K Government
from the next academic year. Technical support would be provided by AICTE
and the institution details would be provided by AICTE and UGC
IV. UGC was asked to provide list of institutions along with the details of courses and
hostel facilities to the AICTE urgently.

November, 2015 at11.30 AM in the Conference Hall of Shastri Bhawan, New Delhi. The list of

officers of Government of Jammu and Kashmir and AICTE in implementing the scheme.

were received on these minutes, the same were confirmed.
Item No 2. Proposal to revisit the Special Scholarship Scheme for the students of J&K
In detail the proposal and the need for revisiting the scheme was explained. After
detailed deliberation, IMC agreed to the proposal of revisiting the scheme on the following
issues:
I. Rationalize stream wise number of scholarships and substitution of Engineering Course
with “Technical Courses”. As per AICTE Act, Technical Course includes
Engineering, Technology, Pharmacy, Architecture, Hotel Management and Catering
Technology and Applied Arts and Crafts.
II. Provision for 2500 scholarships for Technical Courses, 1500 for General Courses and
100 for Medical Courses. In total 4100 scholarships would be made available.
III. Increase scholarship amount towards the academic fee for General Degree course from
Rs. 30000/- to Rs. 50,000/-
IV. Instead of reimbursement of scholarship for hostel fees, payment of Fixed Maintenance
Allowance as per classification of cities which will be Rs 9,000/- ; Rs 8,000/- and Rs
7,000/- per month for maximum of 10 months.
V. Disbursement of Academic Fees to the Institutes and Fixed Maintenance Allowance
disbursement to the students bank account through DBT.
VI. Administering of the scheme by the State Government wherein it would short list and
select the students from the next academic year which would enable proper monitoring
and tracking of the students. Department would provide the hand holding by way of
providing necessary training, software for centralised counselling etc. and build the
capacity of the officials of the State Government.

Item No. 3. To consider making a provision of supernumerary quota of two seats in all
colleges /institutes, for all courses, for students hailing from J&K.
The Committee felt that provision of supernumerary quota of two seats in all
Universities / Colleges / Institutes of Ministry of Agriculture, Tourism and Health & Family
Welfare would help in avoiding in ‘bunching’ of students in one particular college.
Representative from Ministry of Health & Family Welfare stated that supernumerary quota in
medical colleges would not be possible within the Ministry’s policy framework, however, he
would get back on the issue of supernumerary quota in Nursing course.
Further it was opined that AICTE, UGC and other regulators may increase
supernumerary seat from two to 10 per institute (with not more than two seats per course) and
20 per University and its constituent colleges offering multi disciplinary programme ( with not
more than two per course).
Item No. 4. Complete details about the institute should be made available in public
domain to facilitate the students in selecting of institute of their choice
during centralized counselling.
It was decided that by limiting the number, it would be easier to administer and monitor
the scheme, and to facilitate the process, AICTE & UGC should provide the list of 500
Universities/Colleges/Institutions each by 31st December 2015 to the State Government, to start
the preparatory work for the admission of next academic year. The list would include complete
address, available course, fee structure, availability of hostel facility, eligibility criteria, medium
of instruction etc and where the complete details are not available the same will not be
considered for counselling .
On apprehension of Secretary, HE (Govt. of J&K)about the difficulty in handling large
number of institutes, it was clarified by the Chairman that the State Government may first
handle those Universities/Colleges/Institutions which have provided all the required details.
Item No. 5 Approval for additional no. of students admitted on their own to Govt./
Centrally Funded Institute in the academic year 2014-15.
The committee approved the additional 46 no. of students admitted on their own to
Govt./ Centrally Funded Institute in the academic year 2014-15. Two students who took
admission in State Government Colleges i.e. Government Engineering College, Gandhinagar
and Govt. Institute of Hotel Management Catering Technology & Applied Nutrition, Dehradun
will also be considered for scholarship.

Item No. 6 : Consideration of other eligible students for the academic year 2014-15.
For the year 2014-15, the beneficiaries of the scheme are 2102, out of which only 669
claims have been received. In this regard, Secretary, Higher Education, MHRD, vide DO letter
dated 14.07 2015 requested the J&K Govt to identify students who had taken admission on their
own to AICTE approved and UGC 12(B) approved institutes or by any other Regulatory
Authority.
The State Government has forwarded the list of 1053 students who had taken admission
on their own, in the academic year 2014-15. Out of 1053 students, 104 students have taken
admissions in institutes not approved by AICTE/12 B of UGC Act. 35 students have taken
admission under Medical Stream.

Regarding grant of scholarship to all those students who had taken admission on their
own, in the academic year 2014-15, to the Institutes either approved under 12B of UGC Act or
recognized by AICTE or by any other Regulatory Authority, JS (Kashmir), MHA, was of the
view that all the above students should be considered for the purpose of grant of scholarships
and bunching norms should not be the criteria for exclusion. After detailed discussion, the
Committee was of the view that all eligible students who have taken admission on their own, in
the academic year 2014-15, to the Institutes either approved under 12B of UGC Act or
recognized by AICTE or by any other Regulatory Authority should be included ( by relaxing the
norms for 2014-15 and as approved in 8th
and 10th
IMC) in the list of beneficiaries of the
scheme and AICTE should go ahead with the release of scholarship after following the due
process.

Further, the Committee, after reviewing the number of recipients of scholarships for
2015-16 (which are reported to be around 850 as on date), decided to extend the benefit of
relaxation for the year 2015-16. In effect, Govt of Jammu and Kashmir was requested to
facilitate in identifying students who have taken admission on their own, in the academic year
2015-16, to the Institutes either approved under 12B of UGC Act or recognized by AICTE or by
any other Regulatory Authority.
Item No. 7 AICTE to give status of the scholarship amount disbursed and likely to be
disbursed for the academic year 2014-15 and 2015-16, in order to ascertain as
to how many students stream wise have benefitted under the scheme.
IMC was informed that in AY 2014-15, out of 2102 approved students, scholarship has
been released to 500 students and disbursal of scholarship to 169 students is under process and
in AY 2015-16 out of 3742 approved students, scholarship has been released to 593 students and
disbursal of scholarship to 265 students is under process.
Item No. 8 : Review the status of releases of scholarship (fresh and renewals) to the
institutes by AICTE for the academic year 2012-13, 2013-14, 2014-15 and
2015-16 from the funds placed at their disposal.
IMC was informed that out of Rs. 199,51,43,520/-released to the AICTE for disbursal of
fresh and renewal scholarship, the Council has already disbursed Rs. 191,54,90,373/-. An
unspent balance of Rs.7,96,53,147/- is lying with AICTE. With regards to pending Utilization
Certificate from the Institute, the Committee was of the opinion that such institutes should be
dealt firmly and if the need be, the regulatory body could consider to cancel their affiliation.
Item No. 9 : Requirement of Funds for release of fresh scholarships to eligible students
in the AY 2015-16 and renewal scholarship to students of previous years.
It was decided that a proposal for actual fund requirement should be sent by AICTE to
MHRD immediately.
Item No 10 : Representations received from the students allotted seats through
counselling for admission under PM SSS.
The AICTE informed that for 2015-16 representations under the following categories
have been received and request under the category at S.No. 1, 2, 3 have been considered till
30.09.2015.
1. The tuition fee is more than the upper ceiling prescribed in the scheme guideline
2. To change the college as the allotted college is closed or not running the course
3. Change of college as allotted college is not running the allotted branch
4. The College is demanding Fee in advance for admission
5
5. Change of College as college has no hostel facility/quality of food is not good/distance
problem/language problem.
6. Admission not granted by the college as the candidate is not fulfilling eligibility criteria
of the affiliating University.
As far as representations pertaining to academic year 2012-13, 2013-14 and 2014-15,
are concerned, the Committee was of the view, that since these representations are very old,
and they may not be considered.
Item No. 11 : Legal Advice from Department of Legal Affairs, Ministry of Law and
Justice in case of Mewar University Vs UOI and others.
Legal advice in case of Mewar University was sought from Ministry of Law and Justice,
Department of Legal Affairs. In para 19 of the advice it was stated IMC may deliberate the
issues of grant of scholarship for class or category of J&K students whose scholarships have not
been released so far.
IMC was of the view that since Mewar University is not approved under 12B of UGC
Act, it can not be considered under the scheme.
Item No. 12 : Pending court cases
Many court cases have been filed and mainly relate to implementation of the scheme. It
was decided that AICTE shall regularly monitor the cases and safeguard the interest of the
Department before the Court of Law.
Summing up the discussions, the following decisions inter-alia were taken.
I. Revisit the Special Scholarship Scheme for the students of J&K in terms of stream wise
number of scholarships i.e. 2500 for technical course, 1500 for general course and 100
for medical course, increasing the scholarship amount towards the academic fee for
General Degree and payment of Fixed maintenance allowance.
II. Provision of supernumerary quota of two seats in all Universities/Colleges /Institutes, for
all courses, for students hailing from J&K. The limit of two supernumerary seat may
be increased by the Regulators, AICTE and UGC respectively, to 10 per institute (with
not more than Two seats per course) and 20 per University and its constituents colleges
offering multi disciplinary programme ( with not more than two per course).
III. UGC and AICTE to provide complete detailed list of 1000
Universities/Colleges/Institutes (500 each) by 31st December, 2015 to J&K
Government. Only those institutes wherein complete details are provided, would be
considered for Centralized Counselling.

IV. Approval under the scheme for 914 students who had taken admission on their own, in
the academic year 2014-15, to the Institutes either approved under 12B of UGC Act or
recognized by AICTE or by any other Regulatory Authority.
V. For the academic year 2015-16, State Government may facilitate collecting applications
from such students who had taken admission on their own to the Institutes either
approved under 12B of UGC Act or recognized by AICTE or by any other Regulatory
Authority.

Item No 2. Registration process of the students under Special Scholarship Scheme for
Jammu & Kashmir – way forward
The methodology with regards to registration process for academic year 2016-17 was
explained, wherein the students of academic year 2015-16, who were registered for class 12
exams, with J&K Board or CBSE affiliated schools located in J&K would be eligible to register
on AICTE portal, and also would be required to give preference of stream
(General/Engineering/Medical) for pursuing higher studies.
JS, MHA (Kashmir) was of the view that the students of academic year 2014-15 should
also be allowed to register on the portal and they should be placed below the students of 2015-
16. Further he stated that students should be allowed to give preference rather than option so that
in case they are not considered for their 1st preference than they could be considered for their
2nd preference within the overall merit, as this will ensure that lower merit is not at advantage
over high merit, based on preference. Secretary (HE) Govt. of J&K categorically stated that
students of academic year 2014-15 should be allowed and combined merit list for both academic
year should be drawn so that students of academic year 2014-15 are not at disadvantage. She
reiterate that students should give preference at the time of registration.
It was decided that registration should start immediately and students of academic year
2014-15 could be considered if there is shortfall in the number of beneficiaries for academic year
2015-16. Preference of stream should be taken at the time of registration and also ensuring that it
is not to the disadvantage of an individual. Inter-se merit of 12th marks should be maintained for
considering the students under the scheme.
Item No. 3. Preparedness of AICTE/ State Government for the Registration process
For the registration process, AICTE agreed to have the web portal functional by 1st week
of March 2016. Secretary (HE) Govt. of J&K stated that the state is committed to bring
awareness about the scheme and will do so through newspaper advertisements etc.
Item No. 4. Methodology to be adopted for award of scholarship for AY 2016-17
It was decided that once the merit list is drawn, the candidate has the option to either take
admission on his own to institutions which are recognized by AICTE or approved by UGC under
section 2(f) and 12(B) or respective regulatory body or seek admission through counseling for
supernumerary seat.
Summing up the discussions, the following decisions inter-alia were taken.
1. Commence registration process by 1st week of March 2016.
2. Students of academic year 2014-15 to be considered if there is shortfall in the number of
beneficiaries of academic year 2015-16.
3. Preference of stream to be taken at the time of registration.
4. The candidates who are in the merit list have the option to either take admission on their
own to institutions which are recognized by AICTE or approved by UGC under section
2(f) and 12(B) or respective regulatory body or seek admission through counseling for
supernumerary seat.

MINUTES OF THE 18th MEETING OF INTER.MINISTERIAL COMMITTEE ONSPECIAL SCHOLARSHIP SCHEME FOR JAMMU & KASHMIR HELD ON
The 18th meeting of the Inter-Ministerial Committee on Special Scholarship Scheme forJammu & Kashmir was held on 4th July, 2016 at 4 PM in the Conference Room. The list ofparticipants is enclosed at Annexure-I.

Item No.l: Confirmation of the Minutes of the 17th Meeting of IMC :
The Minutes of the 17th meeting of the Inter-Ministerial Committee on SpecialScholarship Scheme for Jammu & Kashmir were taken up for confirmation. Since nocomments were received on these Minutes, the same were confirmed.
Item No 2. Finalisation of the process/methodology for the award of scholarship foracademic year2016-17
The process/methodology with regards to allotment of seat through centraiizedcounseling for academic year 2016-17 was discussed.
For ensuring transparency in the counseling process, AICTE was asked tofrnalize the guiding principle for allotment of colleges and also inform theinstitutions [to which the students had been allotted seats) about the schenteparameters.

Further, AICTE was requested to make available the list of Colleges alongwith the details regarding the stream, fee structure, hostel facility etc., at leasta week prior to the date of counselling so as to enable the students to takeinformed decision at the time of counseling.
The counselling dates have been fixed from lgtt' July, 2016 onwards. State
Government and AICTE were required to disseminate the information aboutthe counselling dates and the venue, through regional dailies etc.
Item No. 3. Preparedness of AICTE for the counselling process
In order to ensure smooth counselling process, the State Government, the UGC and
Indian Nursing Council assured full cooperation.
The State Government, the UGC and the Nursing Council were asked to ensure that the
students are not denied admission in the allotted colleges.
Item No. 4. Fixed maintenance allowance to be disbursed to the students directly intotheir bank account.
The Committee was informed about the present disbursement process of scholarships
and the difficulties faced in the disbursement process.

During deliberations, Secretary UGC stated that the maintenance allowance may begiven quarterly and the scholarship towards tuition (academic) fee be given to the institutiondirectly.
(i) It was decided that fixed maintenance allowance, i.e., scholarship towards hostel feebe disbursed to the students, initially in two instalments, and once the system stabilises themaintenance fee could be disbursed quarterly and scholarship towards tuition facademic) feemay be disbursed to the Institutions directly. For release of scholarship towards hostel fee(maintenance allowance), AICTE must obtain continuation certificate duly signed by theinstitution.
Item No.5: Hotel Management and Catering Technolory EMCT) courie to be includedunder Engineering stream.
The Committee was informed that the f&K Government requested that HMCT, being a 4year duration course, should be included under the Engineering/Technical stream so that it couldprovide desired impetus to the young aspirants of f&K for job opportunities and help in cateringto the need of skilled manpower in tourism sector in the State.
The Chairman, AICTE was of the view that, besides HMCT, the courses like Nursing,Pharmacy, which are considered as technical courses and have four years duration should also beincluded under Engineering stream.
The Committee agreed to the views of AICTE and recommenced inclusion of HMCT,Nursing and Pharmacy.under the Engineering stream. The scholarship towards the academic feeas per the norms for the Engineering stream, would have prospective effect only. The existingstudents will, thus, get the scholarship at higher rates from ihe atademic year Z0L6-17 only.
Item No' 6: Creation of supernumerary quota for B.Sc. (Nursing) in Government nursinginstitutions.
The Committee was informed that two to three supernumerary seats have bebn createdfor B.Sc. (Nursing) in Government nursing institutions

Item No.7: slow progress in disbursement of renewar schorarship
The Committee noted with concern that there is a huge pendency in release of renewalscholarships and a large number of cases with no claims.
The Chairman, AICTE indicated that the slow progress in the release of renewalscholarship was due to non receipt of Utilisation CertificateJ and acknowledgement from thestudents.
The Committee was of the view that since scholarship is being disbursed through DBTmode, the students should not be penalised for the non-furnisiring of th"e ucs by the Institutes inrespect of the funds released to the institutions in the past. The committee, therefore, decidedthat the scholarship should not be held up for no fault of students and directed the regulatory
bodies, namely, AICTE and UGC to pursue with the intuitions and obtain the pending UCsexpeditiously.
AICTE was directed to clear all the under process cases by 7th Iuly, 2016.
Item No. 8: Fund requirement for the Ay 2016-17
The Committee was informed that in the current financial year, amount Rs. 40 crore hasalready been released to AICTE.
For additional release of funds, AICTE is required to furnish the audited accounts andutilisation certificate for releases of the previous year, in order to enable timely disbursement ofthe funds.

Item No.9: Status of students of AY zf|r4il|and 2015-16 who had taken admission ontheir own
The Committee desired that AICTE may report status of students for the Ay 20 j.4- j.5 and20L5-L6, who have taken admission on their own and whose applications have been forwardedby the State Government of f&K. Such cases, if otherwise eligible, should be handled on prioritybyAICTE.

SPECIAL SCHOLARSHIP SCHEME FOR JAMMU & KASHMIR HELD ON 16th January, 2017
The 19th meeting of the Inter-Ministerial Committee on Special
Scholarship Scheme for Jammu & Kashmir was held on 16th January, 2017 at
11.00 AM in the Conference Room. The list of participants is enclosed at Annexure-I.
The Chairman welcomed all the participants. Proceedings of the meeting, as per the agenda items, are detailed below:
Item No.1: Confirmation of the Minutes of the 18th Meeting of IMC:
The Minutes of the 18th meeting of the Inter-Ministerial Committee on Special Scholarship Scheme for Jammu & Kashmir were taken up for
confirmation. Since no comments were received on these Minutes, the same were confirmed.
Item No. 2: Status of the students for the academic year 2016-17 who
were called for counselling.
The Committee was informed about the status of the students of the
academic year 2016-17 wherein out of the 3818 approved students only 2208
had reported to the institutes and 1956 students uploaded their DBT
applications, while scholarships were processed only for 1540 students. The
scholarships for the remaining 416(1956-1540) students could not be
processed as their applications were not verified by the Institutes.
IMC expressed its concern on the issue of less number of students
joining and recommended that all those students who have registered on the
portal and have marked their attendance during the counselling may be
considered under the scheme provided they take admission in the institutions
which are either approved under section 12B of UGC Act or recognised by
AICTE or any other respective regulatory authority. IMC also directed the
AICTE to expedite disbursal of scholarships through DBT.
J&K Government have been asked to contact the students who had not
reported to ascertain the reason of their not joining and submit a detailed
report.
Item No. 3: Grant of scholarship to students who have taken admission on
their own in medical/engineering colleges based on NEET/AIEEE/ State level entrance examination results.
The Committee was of the view that those eligible students who
have registered on the AICTE portal and are in the merit list and have taken
admission on their own in medical/engineering colleges based on the
government conducted National/ State level Common Entrance Exam, should
be considered for award of scholarship.
Item No. 4: Preparedness of AICTE and the State Govt. of J&K regarding
2017-18 admissions.
Commissioner & Secretary, Higher Education, J&K Govt. emphasised
that awareness at district and school level should be taken up by involving
district administration and concerned school principals. Further, he suggested
that Secretary, School Education, J&K Government should be co-opted as a
special invitee in the IMC meeting as they have a major role in bringing
awareness about the Scheme.
The Committee was also appraised about the workshops which are
planned for the month of February, to sensitise all the stakeholders. IMC
was also informed that online registration would be open from 15th March to
30th April, 2017 and counselling would be conducted in the month of June-
July, 2017.
Item No. 5: Finalising the methodology/process for selection of the candidates for the academic year 2017-18.
The Committee was of the view that methodology/process for selection of
the candidates for the academic year 2017-18 should be finalised well in
advance by the AICTE and uploaded in the public domain so as to facilitate the
students to take informed decision.
Item No. 6: Better utilisation of the scholarship slots under the scheme. The Chairman expressed his concern over the low reporting of the
students and desired that necessary steps should be taken to ensure
maximum number of students join the institutes. AICTE informed that the
major reason of low reporting was mainly because large number of students
were not taking admission under general courses and preferred to stay in the
State which has two central universities and six state universities.
The Committee was of the view that stream-wise scholarship slots should
be rationalised within the overall financial ceiling of the scheme keeping in view
the demand for professional courses which provide them better gainful
employment. Rationalisation could be done by decreasing scholarship slots
from 4500 to 500 under general degree course and 250 to 100 under medical
stream and increasing scholarship slots under professional/technical course
from 250 to 2830.
Regarding creation of supernumerary seats in institutions approved
under Section 12B of UGC Act, Secretary, UGC informed that there already
exists a provision for two supernumerary seats in all colleges and every
department of the University. However UGC was asked to clarify whether this is
being actually implemented. UGC was also directed to provide list of such 25
Universities and 40 Colleges of the north and north-western region, wherein
the students from J&K would prefer to join and get seat allocation. Further,
AICTE was directed to identify limited premier institutions to which the
students could be allotted seats. The IMC was of the opinion that limiting the
number of Universities/ Institutions would result in better implementation and
monitoring of the scheme.
The Committee directed UGC to issue an advisory to such
institutions/colleges/universities to honour the commitment of two
supernumerary seats created under the Scheme. Further, UGC and AICTE
were asked to conduct a workshop in close coordination with the State
Government, for the VCs of such Universities and Principals of such
Colleges/Institutions so that they could be sensitised about the Scheme well in
advance of the next academic session.
Item No. 7: Fresh/renewal scholarship pendency
The Chairman was of view that release of old scholarships cannot be left
open ended and before releasing old pending cases, they should be examined
on case to case basis. AICTE was directed to ensure that no genuine claim is
held up and delayed and release of scholarships against pending claims should
be expedited on priority basis, if otherwise found eligible.
Item No. 8: Slow progress in disbursement of scholarship for the AY 2014-
15 and 2015-16 i.e. the year from when Centralised Counselling started.
The Committee was briefed about the slow progress and disbursement of
the scholarship. The Committee observed and directed AICTE to provide the
list of the students of the AY 2014-15 and 2015-16 to the State Government so
that they could ascertain the possible reasons of students not joining the
institutions. Further, AICTE was asked to follow up with the concerned
institutes/students.
Item No. 9: Fund requirement for the AY 2016-17. AICTE was asked to submit the fund requirement for the last quarter of
the current financial year based on the actual pending claims.
Item No. 10: Impact/Assessment of the scheme. AICTE informed that they have shortlisted TISS for conducting impact
evaluation of the Scheme. Chairman specified that a time frame of three
months could be provided for getting the evaluation done.
Item No. 10: Miscellaneous.
The issue of Section 12B approval was also discussed and it was decided
that Clause of Section 12B of the University Grants Commission Act, 1956,
should not be relaxed as it would compromise the standard of college/institute.
Summing up the discussions, the following decisions, inter alia, were taken.
- Students of AY 2016-17 who have registered on the portal and have
marked their attendance, should be considered for award of the
scholarship if admitted to institutions which are either approved under
section 12B of UGC Act or recognised by AICTE or any other respective
regulatory authority and if all eligibility conditions are fulfilled.
- Those eligible students, who are registered on the AICTE portal and in
the merit list and secured admission on their own in
medical/engineering colleges based on Common Entrance Exam
conducted at the national and state level, are to be considered for award
of scholarship.
- Secretary, School Education, J&K Government may be co-opted as a
special invitee in the IMC.
- Online registration will be open from 15th March to 30th April, 2017 and
counselling will be conducted in the month of July, 2017.
- Rationalisation of scholarship slots was decided by decreasing scholarship slots from 4500 to 500 under general degree course and 250
to 100 under medical stream and increasing scholarship slots under professional/technical course from 250 to 2830.

Item No. 2: Status ofthe Scheme.
A detailed presentation was made highlighting the scheme details since its inception and
also its performance in the last five academic years. The Committee was apprised about therationalisation of the stream wise scholarship slots within the overall financial ceiling i.e.
decreasing of the scholarship slots from 4500 to 500 under General Degree courses and 250 to100 under medical stream and increasing scholarship slots under professional/technical coursesfrom 250 to 2830 based on an assessment ofthe demand ofthese courses.
Chairman expressed his concem over the high percentage of drop outs and low reportingof students to the allotted Institutions. On this issue, JS (HE) desired that a case by case analysisbe done and reasons ascertained to eliminate the apprehension of harassment/unfavourableenvironment etc., being faced by the J&K students. The committee endorsed the views of JS(HE) and requested the State Government to take action on this matter urgently by conducting anevaluation study. The State Govemment was also asked to contact the students who had notreported, to ascertain the reasons oftheir notjoining.
Item No. 3: Registration process for the academic year 2017_lE.
The committee was informed that the online registration process for the academic year2017-18 is open from 16th Aprit to l5th May, 2017. rn view of the intemrption in the intemetservices in the state, the commiftee recommended that the last date could be extended byanother I0 days i.e. up to 25s May, 2017 . The state Govemment was requested to give widepublicity to this effect and arso caution the students not to be misled by *s"-puloJ, ug"nts.Comrnissioner and Secretary (HE), J&K Govemment stated that intemet facility is available atthe oIEce of the DC which can arso be used by the students for registering online.

Item No. 4: Methodolory for selection of benefrciaries and list of institutions whereinstudents could be allotted seats under the scheme in the academic year 2017 -18.
AICTE gave a presentation on the methodology being adopted for selection of students inthe academic year 2017-18, wherein, it was highlighted that only those eligible students who are
in the merit list and are allotted seats though centralised counselling as well as those students
who have taken admission in Central Universities or Medical/Engineering Colleges based on
Government conducted National level examination would be considered for award ofscholarship.
Students who wish to change their allotted colleges would be required to route theirrequests for change through the AICTE. This process would ensure proper tracking of thestudents and facilitate timely disbursal of scholarships.
To broad base and provide greater choice to the students to choose from, the Committee
directed UGC to provide complete details along with the hostel facilities (boys/ girls) for the
top 200 NIRF and NAAC Grade A and above accredited institutions. Further, UGC was asked
to earmark two supemumerary seats under the scheme in these institutions by following issue ofa letter from the UGC.
AICTE was also directed to upload details about those UGC/AICTE/ INC approvedinstitutions, along with 200 NIRI and NAAC Grade A institutions, wherein seats undersupemumerary quota would be allotted. This would facilitate the students to take informeddecision.
Item No. 5: Status of release of fresh scholarship for academic year 2016-17.
The committee was informed that for the year academic year 2016-17, students had theoption of taking admission to the allotted college or take admission on their own in Institutionswhich are either approved under Section 12 B of UGC Act or recognised by AICTE orrespectively regulatory body. Students who had taken admission in Central Universities orMedical/Engineering colleges based on the Govemment conducted National level examinationswere also considered for award of scholarship. AICTE informed the Commiftee that of the 3818students who were approved for award of scholarship, 2240 students had submitted theirjoiningreports, out of which 17 52 students had been disbursed fresh scholarships.
AICTE was directed to provide status of the students who have taken admission on theirown to approved institutions and also ensure that the scholarship is disbursed on time.
Item No. 6: Evaluation studv of the scheme.
The commiftee was of the view that an impact evaluation study of the scheme wouldgive a clear picture as to whether the scheme has met its objective and recommend remedialcourse correction for its betterment. Further, the Committee was of the view that state

Govemment should simultaneously conduct a study on their own, to assess the impact of the
scheme.
Item No. 7: Allowing Diploma hotder candidates to apply for scholarship under the
scheme,
The Committee was informed that various representations were received for considering
polytechnic Diptoma holders eligible under the scheme. In response, chairman, AICTE
informed that Diploma holders are equivalent to class XII and their inclusion would be in the
interest ofthe scheme. Further, it would help in improving the coverage of the scheme as these
students would be adjusted against the vacancies of the previous year, which otherwise remain
vacant.
After detailed deliberation and considering the views and opinions of the other Members, it
was decided that for the academic year 2017-18, Polltechnic Diploma holders would be
considered on merit and allotted seats against the vacant slots of previous year, under the
supemumerary quota of engineering stream. For the academic year 2018-19 onwards, the
number of seats to be allocated to the Diploma Holders would be assessed and determined with
the approval of competent authority.
Item No.8: Status of Grievances received from Resident commissioner, Govt. of J&K.
A detailed presentation was given on the nature of grievances which was received from
the Office of Resident Commissioner, J&K. In response, the Resident Commissioner stated that
these grievances pertain mainly to academic year 2012-13 arrd 2013-14 wherein students were
denied scholarship on the grounds of being low in merit, incomplete documents, not registered
with AICTE, absent during verification, etc., These grievances could have been minimised withproper communication and follow up with these students. The Resident Commissioner requested
AICTE to examine these grievances sympathetically.
After detailed deliberation, the Committee recommended that a Grievance Redressal
Camp in association with the State Govemment and the Office of Resident Commissioner be
organised within 15 days at AICTE which would examine such individual grievances and
resolve the grievances on merit basis.
Item No. 9: Year wise status of scholarship released and funds required to release pendingscholarships.
AICTE was asked to submit year wise status of scholarships released and fund required
for releasing the pending scholarships.

Item No. l0: Miscellaneous Issues.
The Committee was informed that Aadhaar is being captured on the AICTE portal for all
the beneficiaries under the scheme. However, no student is being deprived of scholarship for
want of Aadhaar. Chairman was of the view that provision should be made in the portal to
capture other specified identifiers for those students who do not have Aadhar.
To increase the coverage of the scheme, and to ensure reaching the target group,
Chairman asked AICTE to hold a meeting with Secretary (School Education), Govt. of Jammu
and Kashmir to explore the possibility ofreaching out to the students of Classes IX and above so
as to inform them about the details ofthe scheme, as they would be the future beneficiaries.
Summing up the discussions, the following decisions, inter alia, were taken.
- Grievance Redressal Camp wilt be organised in coordination with State Govemment and
the Office of Resident Commissioner. The camp will be organised, within 15 days, at the
AICTE Office.
- UGC will provide, within 7 days, a complete list of 200 NIRF and NAAC Grade A and
above Institutions to AICTE. The list should also include information about the
availabitity of hostel facilities (boys/girls).
- UGC should earmark supemumerary quota in these institutions and a letter in this regard
shall be issued by the UGC. The concemed institutions will be asked to honor the
commitment of providing admission against the supemumerary quota created under the
scheme.
- From academic year 2017-18, only those students who have taken admission to the
allotted institutions or who have taken admission in Central Universities or
Medical/Engineering Colleges based on Government conducted National level
examination would be considered, if otherwise eligible.
- For the academic yeel. 2017-18, Polytechnic Diploma Holders would be considered on
merit and allotted seats against the vacant slots of previous year, under the supemumerary
quota of engineering stream. For the academic year 2018-19 onwards, the number ofseats to be allocated to the Diploma Holders would be assessed and determined with the
approval of competent authoritY.
- Universities, who on their own, have admitted the J&K students under the scheme may
be directed by the UGC to ensue smooth completion of their courses'

MINUTES OF THE 21st MEETING OF INTER-MINISTERIAL
COMMITTEE ON SPECIAL SCHOLARSHIP SCHEME FOR JAMMU &
KASHMIR HELD ON 24th February, 2018
The 21st meeting of the Inter-Ministerial Committee on Special Scholarship
Scheme for Jammu & Kashmir was held on 24th February, 2018 at 3 PM in the
Conference Room. The list of participants is enclosed at Annexure-I.
The Chairman welcomed all the participants. Proceedings of the meeting, as
per the agenda items, are detailed below:
Item No.1: Confirmation of the Minutes of the 20th Meeting of IMC.
The Minutes of the 20th meeting of the Inter-Ministerial Committee on
Special Scholarship Scheme for Jammu & Kashmir were taken up for
confirmation. Since no comments were received on these Minutes, the same were
confirmed.
Item No. 2: Status of the Scheme.
A detailed presentation was made and the committee was informed about
Expenditure Finance Committee approval with regards to continuation of the
Scheme for three years and rationalisation of stream wise scholarship slots i.e.
2070 under General Degree Stream, 2830 for Professional Stream and 100 under
Medical Stream.
Item No. 3: Status of the students for the academic year 2017-18 who were
called for counselling
AICTE informed the Committee that 6515 (5976+539) students attended
counselling and were issued the allotment letter. Of the allotted students, 3296
(2780 +516) students have uploaded their joining reports and 3077 (2568+509)
students’ have filled online DBT applications and their scholarship has been
processed. The name of the students who have not filled the DBT application has
been shared with the Nodal Officer, J&K Govt. for follow-up.
Item No. 4: Preparedness of AICTE and Role of J&K Govt.
The Committee observed that with the help of J&K government, awareness
about the scheme should be created at the school level. The AICTE was requested
to write to the Principals of the Senior Secondary schools to reach to the target
population. Also, AICTE was requested to share with Secretary (School
Education) J&K, the scheme brochures containing full information, by March 2018
end.
Secretary (School Education) J&K informed that 400 schools which have
ICT lab, would facilitate the students with online registration and choice filling.
Item No. 5: Methodology for selection of beneficiaries and list of institutions
wherein students could be allotted seats under the scheme in the academic
year 2018-19.
AICTE gave a presentation on the methodology to be adopted for selection
of students in the academic year 2018-19, wherein, it was highlighted that only
those eligible students who are in the merit list and are allotted seats online on the
basis of online Choice filling, as well as those students who have taken admission
in Central Universities or Medical/Engineering Colleges based on Government
conducted National/State level examination would be considered for award of
scholarship. All those students who are provisionally allotted an institution based
on his/her merit and choice of institute/course, would be required to visit the
nearest facilitation centre for getting their documents verified and uploaded, on the
same day. Subsequent to the uploading of verified documents, the final allotment
letter would be generated. Copy of the same is required to be produced at the time
of reporting to the allotted institute.
To broad base and provide greater choice to the students wishing to pursue
General course, the Committee directed UGC to pre identify and provide by 10th
March, the list of 300 institutions which are either NIRF or NAAC Grade
A/A+/A++ accredited, having hostel facility and willing to charge within the
prescribed fee ceiling. Course wise, admissions against 10 supernumerary seats, to
be made only in the identified willing institutions.
AICTE was also directed to upload details about those UGC/AICTE/ INC
/ICAR approved institutions, wherein seats under supernumerary quota would be
allotted. This would facilitate the students to take informed decision.
Item No. 6: Fresh/Renewal Scholarship Pendency
Chairman expressed his concern over the high percentage of drop outs in the
subsequent years and desired that a case by case analysis should be done and
reasons ascertained by the State Government about the reasons of drop out. Also,
the State Government was asked to contact the students who had not reported in
order to ascertain the reasons of their not joining.
Item No. 7: Fund requirement for the FY 2017-18.
The Committee was informed that Rs 175 crore is the budget for the scheme and
Rs. 125 Crore has already been released.
Item No. 8: Impact/Assessment of the Scheme.
AICTE informed that Tata Institute of Social Sciences was conducting
impact evaluation of the scheme and the draft report has already been received.
The Committee observed that AICTE should call a meeting of TISS and the State
Government to deliberate upon the evaluation findings.
Further, the Chairman was of a firm view that the State Government and
AICTE, needs to contact those students who have completed their degree course
and ascertain whether they have gone for gainful employment or are self
employed. A meeting could be organised in May/June wherein these beneficiaries
could be invited for sharing their experience and giving feedback about the
scheme.
Item No. 9: Miscellaneous Issues.
Representative from ICAR informed that supernumerary seats could be
made available for other courses i.e. Horticulture, Food Technology, Forestry etc.
offered in Universities under their purview. Further, he requested for a letter in this
regard.
The representative from NIC assured that the APIs submitted by AICTE
would be integrated with NSP (National Scholarship Portal) by March end.
Summing up the discussions, the following decisions, inter alia, were taken.
1. With the help of J&K government, awareness about the scheme to be
created from the school level.
2. Portal to open for online registration and choice filling, from mid March to
mid May.
3. 400 J&K schools which have ICT lab to facilitate the students with online
registration and choice filling.
4. UGC to pre identify and provide by 10th March, the list of 300 institutions
which are either NIRF or NAAC Grade A/A+/A++ accredited, having hostel
facility and willing to charge within the prescribed fee ceiling. Course wise,
admissions against 10 supernumerary seats, to be made only in the identified
willing institutions.
5. Letter to be sent to ICAR for creation of supernumerary quota (course-wise)
in its Universities.
6. AICTE, to share with State Government the list of students who have
completed their Degree course, who have discontinued studies and who did
not join the allotted institution. The State Government to contact these
students to have a feedback.

15-02/201NS-II dated 8.3.2018. Since no comments have been received from the Members of
the IMC, the same were confirmed.
Item No. 2: Status of 2018-19 admissions
AICTE informed the Committee that in the current academic year, 20313 candidates applied
online, 10483 students who attended counselling were issued the allotment letters. However only
4093 students froze their seats and out of which 2638 students joined the Institutions. 9 students
took admission in IIT/NIT/Institute of National Importance and 899 students in NBA
Accredited/NIRF/ NAAC Ranking Institutions.
Special Secretary (School Education) Govt. of J&K expressed concern about poor
internet connection in the hilly areas which is causing difficulty for the students to apply online
and also observed that there is a trust deficit among the students and their parents.
The Committee observed that as the Polytechnic Institutes have strong bandwidth
connection, the State Government should involve these Institutes, along with the schools which
are having ICT lab, to facilitate the students in the online registration. Further the list of these
centres should be widely publicized. With regards to the trust deficit, the committee was of the
view that this issue could be addressed by allotting ten supernumerary seats per college and
putting in place a dedicated toll free call centre working 24x7, to attend to the grievances of the
students.
Item No. 3: Finalising List of approved institutions for AY 2019-20.
The committee was informed that in order to provide quality education and to improve
employability of the students, allotment of supernumerary seats could be made in the following
institutions which are having hostel facility:
i) All 695 institutions in which students have taken admission in the AY 2018-19.
ii) All NAAC institutions having CGPA above 3.
iii) All NBA accredited institutions.
iv) Top 100 NIRF institutions.
v) All Government institutions.
vi) Any other quality institutions with the approval of Chairman, AICTE
Special Secretary (School Education) Govt. of J&K stated that as the J&K students
preferred to stay in Delhi, Bangalore, Pune, Mumbai and in North and North Western Region,
they should be allotted college in these regions.
AICTE informed that, Civil, Computer Science & Mechanical Engineering, and B.Sc
Nursing courses are preferred over the other technical courses.
The Committee observed that inclusion of the above category institution is in the best
interest of the students and directed that out of 10 supernumerary seats, four seats should be
earmarked for Civil Engineering, four for Computer Science and two for Mechanical
Engineering or four seats per discipline based on students’ preference. Further, UGC to create 10
supernumerary seats in colleges and provide the list of willing Institutions, along with the
courses offered, course wise fee, etc., by 10th January, 2019. It was decided that the condition of
hostel facility could be relaxed for those good institution of Delhi, Mumbai, Bangalore, Pune
and Hyderabad which would otherwise be excluded for not having hostel facility. AICTE to
finalise the list of institutions as per the above criteria along with complete details and the same
made available in the public domain for the students to take informed decision.
Item No. 4. Automated system for timely release of scholarship.
AICTE gave a presentation with respect to the automated disbursement process of scholarship.
The Committee observed that as there is a lot of delay in the disbursement of scholarship, an
automated system should be put in place at the earliest and from the next academic year
Maintenance allowance could be released in 9 instalments i.e. first instalment of Rs.20,000/
could be released by 15 August ( on verification of joining report) and eight monthly instalment
of Rs.10,000/ each starting from October. The release of the monthly instalments would be
subject to online verification of student’s attendance by the concerned institute.
Item No. 5: Preparation for Academic Year 2019-20.
AICTE presented the calendar of online counselling before the IMC which was approved.

per annum could be allotted seats against the supernumerary quota, without them being
provided scholarship under the scheme. The committee gave its consent and directed AICTE
to work out the modalities in this regard.
3. The Committee observed that the State Government should take up the responsibility of
creating awareness and spread the message about the availability of scholarship under the
Scheme and also share with the AICTE the names of the nodal officers appointed by the
State Government for coordinating with the students who are studying outside the State.
