An enormous variety of stimulating and excitingactivities are been designed for the participantsof the II Interamerican Scout Moot in Brazil.This event will offer an excellent opportunity toall participants to enjoy themselves while havingfun and learning more about Scouting in theirgroups, country and other countries throughoutthe world.

This is a great opportunity to show howScouting can “make a difference” at local,national and world levels. It will be a greatopportunity for all participants to change theworld for better, to be SCOUTS!

In less than two years, the Rovers of theInteramerican Region will meet in Brazil for themost important rover event of the Region: theInteramerican Scout Moot!

The Interamerican Scout Moot mirrors the Scoutworld. All the diversity and knowledge fromdifferent Scout cultures around the world isgathered in one place. The event is inspiring andcontributes to the development of the ScoutMovement.

Its main objective is to promote cultural,ecological, recreational, spiritual, touristic and,especially, community activities that aim tofacilitate the exchange of experiences,integration, discussion, intellectual growth anddevelopment of the young people, strengthening

The purpose of the Interamerican Scout Moot Bulletinsis to provide National Scout Organizations with all theinformation they need, at the right time, to help preparefor the II Interamerican Scout Moot. We have planned 3Bulletins a year throughout the lead-up to the Moot.

The Bulletins will be sent out through the World ScoutBureau – Interamerican Office and our expectation isthat you will then distribute the information to yourmembers. Where Heads of Contingents have beenappointed, we will also send the Bulletins directly tothem.

In addition to the Bulletins there are several other waysto find information, the website being the main one.

The Interamerican Moot`s main purpose is to be aneducational event for young people, organized inaccordance with the Regional Youth Program Policyfor the Rover Section, in which the Scout Principlesand the commitment to the Scout Law and Promiseare taken to their highest level.

Within its educational proposal and the theme" ", the II InteramericanScout Moot aims to provide participants with anenvironment conducive to the integration of youngpeople from all American countries, encouraging theexchange of experiences and good will. The eventwill enable young people to know the reality ofcommunities other than their own, and, moreover,have the opportunity to interact with them inrealizing shared dreams.

We want young people to return from the Moot witha critical and committed view, bringing newknowledge and the seeds of transformation tobecome agents of building a better world, acting intheir own communities.

The first four days of activities will be developed in the paths. On the firstday, arriving in Porto Alegre, participants will be sent directly to differentregions.

Two of these days will be devoted to community activities. At this timerovers will have an important mission: to know, share and perform thedreams of the local communities in which rovers will be inserted.

This will be with the interaction of participants with the people who live incommunities that are served by Moot, working together with them topromote a great action that generates a transformation in the lives ofeveryone. Path participants will also have the opportunity to live momentsof leisure, relaxation and tourism. Furthermore, they may get to know andtry the cuisine and the different aspects of local culture, formed from thepeople who emigrated to the state of Rio Grande do Sul.

From the fourth day all participants will leave the paths and will meet atBase Camp for a second round of the event, where they can exchangeexperiences with young people who were in their different paths.

Base Camp is where the Interamerican Development Village will belocated, with the participation of various institutions and where we havethe Interamerican Scout Centre providing integration activities withparticipants.

During these five days we will have a large community action involvingall the rovers and aimed at generating positive actions with an immediateand substantial impact.

At Base Camp there will also be time for contingents, debates, forums,spirituality, fellowship and great party! Of particular note is the night ofNew Year's Eve with many shows and attractions! On the last day theparticipants return to their homes tired but full of new experiences andknowledge.

Participation inthe IIInteramericanScout MootThe Interamerican Scout Moot is an event foryoung people and is open to young men andwomen.

All Scouts participating in the II InteramericanScout Moot must be registered members of aNational Scout Organization that is recognizedby the World Organization of the ScoutMovement (WOSM). If your country has severalAssociations, you will need to come together inone Contingent.

In order to take part in the II InteramericanScout Moot, participants must be registered asrovers in their National Scout Organizations andbetween 17 (inclusive) and 21 years of age(inclusive) when the camp starts on December27, 2013.

The effective implementation of Scouting’s teamsystem is an essential component of the Mootprogram, that complements Participants’opportunities for individual personaldevelopment.

Participants

The Team System

Participants should be registered by theirnational contingent in such a way as to facilitatetheir allocation by the Moot Planning Team intosmall teams. The Host Organization will allocateparticipants to teams on a multinational basis.

Participants will camp and undertake MootProgram in their teams throughout the durationof the camp.

Each National Contingent has the possibility ofbringing a support team of adult leaders – aContingent Management Team (CMT).Contingent Management Teams will camp in theAdult Camp at the II Interamerican Scout Moot.

Each Contingent is limited in the number ofadults they may bring on their ContingentManagement Team, depending on the number ofyoung people in the Contingent.

International Staff Team(IST)

An estimated 300 staff are needed to run theMoot, and the International Service Team (IST)will be composed of local and internationalScouts. Being a staff member is an excitingopportunity where you can make a contributionto the young people of the world today.

The International Service Team (IST) will beopen to active Scouts aged 22 or over at the startof the Moot (27 December 2013). Members ofthe IST should be able to speak English and/orSpanish and be prepared to take on any taskneeded to create the Moot. IST must arrive onsite before 12 p.m. 26 December 2013, in orderto take part in training required for their role atthe Moot, and can leave 4 January 2014.

When nominating members of the IST, NSOsshould take into consideration the individual’sability to manage the physically andpsychologically demanding conditions at theevent. Contingents should encourage theparticipation of Adults in the 22–30 age range.

No Contingent shall have more IST thanParticipants.

WAGGGS members

Members of the World Association of GirlGuides and Girl Scouts (WAGGGS) may takepart in the II Interamerican Scout Moot underthe conditions agreed between WOSM andWAGGGS as follows:

For National Scout and Guide Associations(those which are members of both WOSM andWAGGGS), the invitation to the InteramericanScout Moot is addressed not only to WOSMregistered members, but also to those membersregistered with WAGGGS.

Members of national Girl Guide/Girl Scoutassociations (which are members of WAGGGSonly) may attend such event with the agreementof the NSO in their country. Apart from initialinformation provided by WOSM and WAGGGS,all information about the event, registrationprocedures, etc. are handled through theirWOSM Member Organization.

In all cases, Girl Guides/Girl Scouts attendingthe Interamerican Scout Moot are part of theirrespective National Contingent. There willtherefore be no WAGGGS contingents.

Moot Planning Team

Appointment of Head ofContingent

Those involved with planning and preparing forthe II Interamerican Scout Moot are included inthe Moot Planning Team. The Moot PlanningTeam is an international team and informationon how to apply will be distributed later.

All members of the Moot Planning Team mustbe active Scouts and have the approval of theirNational Scout Organizations.

Pre-registration for the II Interamerican ScoutMoot is already possible. This is an importantplanning tool for the Moot Executive Team as ithelps us to estimate the likely size of the Moot atan early stage. Pre-registration does notguarantee a Contingent places, nor does itcommit you to a Contingent size.

Every National Contingent to the InteramericanScout Moot must have a leader who isresponsible for the Contingent. The Head ofContingent is appointed by the National ScoutOrganization and is the contact person for theMoot Executive Team.

It is important for us to make contact with Headsof Contingent as soon as possible. Please fill inthe Appointment of Head of Contingent Form,found in Appendix I, and send it back to theMoot Office.

Moot Fee

Registration fees for the II Interamerican ScoutMoot are tiered in a system based on the samecriteria as for membership fees to WOSM.

There are four levels of registration fee, asfollows:

National Scout Organizations can confirm theircategory with the Moot Office.

Information about how to pay and the paymentschedules will be distributed in a later Bulletin.

Scouts from every country in the InteramericanRegion should have the chance to come to the IIInteramerican Scout Moot. To help Scouts whohave economic difficulties to participate in theMoot, a solidarity fund has been established,called Operation Mundo Novo. OperationMundo Novo will ensure that all fund recipientshave everything they need to fully participate inthe event.

Fundraising for Operation Mundo Novo hasalready begun, and several large target donorshave been identified. National ScoutOrganizations are also essential to the success ofthe Operation.

Contributions to Operation Mundo Novo can bethrough direct financial donations or throughhelping participants from a specific part of theregion. Contingents are encouraged to thinkabout how they can expand any existingpartnerships they have to include participation atthe Moot.

The II Interamerican Scout Moot will take placeon the fields of the Marechal Manoel LuizOsório Park, outside the town of Tramandaí, inthe very south of Brazil.

The closest major town with an internationalairport is Porto Alegre. Tramandaí is only oneand a half hours by coach from Salgado Filhoairport.

The Moot has two entry points:

Porto Alegre bus station, Porto Alegre, RioGrande do Sul

The Moot organizers will offer transport fromany of the above entry points to the Moot site.

The graphic design for the II InteramericanScout Moot represents the key concepts behindthe event. You can read more about the meaningbehind the logo in our website.

To help all Contingents with promoting the IIInteramerican Scout Moot, we have developed arange of marketing materials. You can findthese, along with the guidelines for use of thegraphic profile for the Moot, in Appendix III:

Design Guidelines and they are availableelectronically on the enclosed CD.

In order to help with your planning, we haveprepared the timetable below showing a numberof important “milestones”. Please note that thisis a first indication of how we think thetimetable will look and may be subject tochange.

The Moot Planning Team will run severalweekend briefings via Skype, where Heads ofContingent can talk with the Moot organizers.

TimetableWe will also organize two Heads of Contingentmeetings, one in Colombia, during theInteramerican Scout Camporee and Jamboreeand the second one in Argentina, during theInteramerican Scout Conference.

We recommend that all National ScoutOrganizations send representatives to one of thetwo official meetings.
