GM Flexible Procurement SystemOur ambition in Greater Manchester is to create an integrated labour market eco-system which has the individual and employer at its heart.

We want to facilitate streamlined access to quality providers who have demonstrated they have the required experience, expertise and desire to work in partnership on Education, Work and Skills delivery with GMCA. The system enables GM to:

• Create a single Procurement System that allows easier and quicker commissioning of education, work and skills activity by GMCA (and

LA partners)

• Minimise the timescale for procurement activity

• Creating opportunities for a wider range of providers to bid for GMCA commissioned activity

• Reduce confusion and administration

• Commission projects of all sizes and values through one system

The existing GM DPS for Apprenticeship provision will merging into the FPS in 2022.

Further details about providers currently approved to bid via the FPS, and future application windows can be

found here….

Working Well started in 2014 with a small LTU (long-term unemployed) pilot to challenge the DWP’s Work Programme and create a case for devolution. It has since developed into

the system of devolved and test and learn provision shown below that spans a whole spectrum of need.

Working Well programmes (inc. pilots) have supported over 60,000 GM residents to date and helped 15,200 people to find employment (many of whom were not likely to move into

work without specialist support). At its heart are the following key principles: keyworker model, 1-2-1 personalised and sequenced support, and integration with the wider GM

ecosystem. The Work & Health Programme alone has delivered over 50,000 interventions with external/other services (10 times more integration than the DWP equivalent).
