GEORGIA BOARD OF EXAMINERS OF LICENSED PRACTICAL NURSES A Meeting of the Georgia Board of Examiners of Licensed Practical Nurses was held on Wednesday, July 12, 2006, scheduled to begin at 9:00 a.m. in Room 102 of the Office of the Secretary of State, Professional Licensing Boards, 237 Coliseum Drive, Macon Georgia. MEMBERS PRESENT MEMBERS ABSENT Jacqueline Dumas, LPN, President Mary Lynn Owensby, LPN, Vice President Barbara Mitchell, RN, NHA, Cognizant Julia Nell Shaw, RN Grace Taylor, LPN Judy Hilliard, LPN Le Ann Tuggle, Consumer Member OTHERS PRESENT: Brig Zimmerman, Executive Director Sonya Williams, Legal Services Department Serena Gadson, Application Specialist II Pam Candler, Application Specialist I Terralyn Gordon, Board Secretary Hattie O’ Bryant, Liaison for Georgia Practical Nurses President Dumas established that a quorum was present and called the Board meeting to order at 9:10 a.m. Agenda: Ms. Tuggle moved, Ms. Taylor seconded, and the Board approved the Agenda as amended. Minutes: Ms. Taylor moved and Ms. Tuggle seconded and the Board approved the minutes from the May 2006 Board meeting as written. Ms. Tuggle moved and Ms. Hilliard seconded and the Board voted to enter into Executive Session in accordance with O.C.G.A. §43-1-2(k)(1), (2) and (4); §43-1-19(h)(2), (3) and (4) and O.C.G.A. §43-1-19(h); 50-14-2(1) to deliberate on investigations and applications and receive information on application and investigative reports and the attorney general’s report. Voting in favor of the motion were Ms. Mitchell, Ms. Hilliard, Ms. Dumas, Ms. Tuggle and Ms. Taylor. The Board concluded executive session in order to vote on these matters and to continue with the public session. Executive Director’s Report: Mr. Brig Zimmerman, Executive Director of Allied Health Boards discussed the following items with the Board:

• Introduction of the new Nursing Consultant: Marcia Stevens • Reappointment of Board Member Mary Lynn Owensby by Governor Purdue • Discussion on the NCSBN 2006 Conference • Request from Kevin Kenward concerning Nursys Research • Letter written to the US Military Office of Public Affairs regarding Army 91C nursing

program/requesting information on all branches nursing programs. • Proposed rule changes: 400-3-10 and 400-3-02 – Tabled

Probation Report: Ms. Taylor moved and Ms. Mitchell seconded and the Board voted to take the following actions on Probation matters: Shelia Jones: End of probationary period; In compliance; probation removed Toni A McClellan: End of probationary period; In compliance; probation removed Kim Y Anderson: The board office received a letter requesting removal of controlled substance restrictions in accordance with public order. Board approved the request to remove restrictions. Susan E Dupree: The board office received a letter requesting removal of controlled substance restrictions and also a request to dismiss Quarterly Reports sent in to the Board. Board denied the request to remove restrictions and the dismissal of Quarterly reports. E’dy Charlyn Burel: The board office received a letter requesting removal of controlled substance restrictions in accordance with public order. Board denied the request upon Licensee sending a requested Drug/Alcohol Screen. Mary Angela Suggs: The board office received a letter requesting permission to work through a Nursing agency as a private duty in home nurse. Board denied the request upon receipt of letter from Employer concerning employment at the requested Facility. Kathy Stout: The board office received a letter requesting approval of the Refresher Course in accordance with public order. Board approves the requested Refresher Course. Arrahwannah Turpin: The board office received a letter requesting Continuing Aftercare at another facility due to the previous facility no longer allowing medical professionals at the facility. Board approved the aftercare at the requested facility. Pamela Sarver: The board office received a letter requesting Aftercare Counseling through a Community Church. Board has no jurisdiction to comply with the request. Other Matter Discussed: H.L.: Requested a Voluntary Surrender of LPN license. Board requested licensee to provide more information.

Update on QMA Program – Barbara Mitchell:

• Interviewing candidates for the DHR Program Director for QMA’S • QMA Sub-Committee will meet July 14, 2006 • Pilot Program to start Fall quarter 2006 • August 17th is the next meeting of QMA Taskforce at Atlanta Technical College

Additional Discussion: Ms. Jackson requested the Board’s approval to continue to serve on the QMA Taskforce as a representative of the Board (along with Board member B. Mitchell). Ms. Jackson requests the Boards approval for her to attend meetings and if needed, draft correspondence on behalf of the Board. Ms. Mitchell moved, Ms. Taylor seconded and the Board voted to approve Ms. Jackson’s continued support of the Board as a representative on the QMA Taskforce as requested. Approved Ms. Bellville moved and Ms. Tuggle seconded and the Board voted to adjourn the meeting at 4:00 p.m. GEORGIA BOARD OF EXAMINERS OF LICENSED PRACTICAL NURSES A committee meeting of the Qualified Medication Aide Sub-Committee of the Georgia Board of Examiners of Licensed Practical Nurses was held on Friday, July 14, 2006, scheduled to begin at 10:00 a.m. in Room 310 of the Office of the Secretary of State, Professional Licensing Boards, 237 Coliseum Drive, Macon Georgia. Sub-Committee Board Members present: Barbara Mitchell, RN, NHA, Cognizant Grace Taylor, LPN

OTHERS PRESENT: Brig Zimmerman, Executive Director Janet Jackson, Assistant Attorney General The appointed sub-committee is charged by the Board to review Senate Bill 480, Section 1 “AS PASSED” and make recommendations to the Board with regard to the promulgation of the rules, application(s) and any other pertinent matters with regard to the new legislation creating certification of Qualified Medication Aides to be governed with regard to licensure by the Georgia Board of Examiners of Licensed Practical Nurses. The sub-committee discussed the followings items inherit to the promulgation of new Board rules, Board policies and applications to be developed:

• Education Requirements • Exam Content • Certification Process • Applications

The sub-committee is aware of the short time frame within which it is to make their recommendations to the full Board. – March 2007 is projected date initial pilot class is to graduate. The sub-committee will meet as often as needed, and, will include in future meetings: Marcia Stevens, Nursing education Consultant and the new DHR QMA Program Manager upon notification of filling the position. Following the sub-committee meeting, Ms. Mitchell met with the Allied Health Sections newly hired “Nursing Education Consultant” Ms. Marcia Stevens at the request of the Board. Ms. Shaw, the Board’s Education Representative (absent today) will also be meeting with Ms. Stevens in the near future. These meetings were at the request of the Board and to assist Ms. Stevens in her new role as NEC. Ms. Mitchell, Ms. Stevens and Mr. Zimmerman reviewed the annual reports received to date and discussed the Board’s policies and Rules with regard to approved nursing education programs in Georgia. The next sub-committee meeting is to be August 23, 2006 and scheduled to begin at 10:00am via teleconference. There being no additional business to discuss, the committee meetings ended at 1:30pm.
