Minutes of the 32nd meeting of the Central Sanctioning and Monitoring Committee (CSMC) under Pradhan Mantri Awas Yojana (Urban) 7 Housing for All Mission held on 26 March 2018

The 32 d meeting of the Central Sanctioning and Monitoring Committee (CSMC) under Pradhan Mantri Awas Yojana (Urban) [PMAY(U)] was held on 26 March 2018 at 1.00 p.m. in the Conference Room, Nirman Bhawan, New Delhi, with Secretary, Ministry of Housing and Urban Affairs in chair. The list of participants is at Aanexure-I.

2. At the outset, the Secretary, Ministry of Housing & Urban Affairs (M0HUA) welcomed the participants/representatives from the State Governments, participants /officers of the Ministry and other Departments.

2.1. Following Decisions/Observations for compliance by all State/UT Governments were emphasised:

i. State Governments may prepare short films, printed literature/documents on projects

undertaken under PMAY (Ii) to showcase how lives of urban poor have changed. Such a

step may also be widely circulated both in print and electronic media and also in various

social media platforms.

ii. State/UT Governments may offer incentives through additional FAR for redevelopment

of ISSR projects in private land. Increase of more FAR upto 50% can be considered

which will incentivise developers to undertake construction work on privately owned

land for meeting the "Housing for All" goal.

iii. State/UT Governments may consider providing monetary incentive to the beneficiaries

who complete construction work early under BLC (N) and BLC (E) components as is

being done by the Government of Odisha. This will help in early completion of houses.

IV. 100% Aadhaar seeding of beneficiaries is a must for all projects under PMAY (U). All

States/UTs are to ensure that beneficiary details entered in the PMAY (U) MIS are

Aadhaar based and name of the beneficiary as in Aadhaar is entered to avoid any

mismatch at a later stage.

V. States/UTs need to expedite grounding of approved projects so that they are completed

within the scheduled timeline.

vi. State/UT Governments should exempt sanctioning of building plan on plot size less

than 100 sq. metre. States/UTs may also prepare and circulate standard building plan

designs for a plot size upto 100 sq. metre.

vii. States/UTs should ensure that the PMAY (U) logo is displayed in all housing units

constructed under the Mission.

viii. The State/UT Governments should consider ISSR component of PMAY (U) for

rehabilitation of slums since it requires lesser investment as land is used as a resource

which is readily available with the State/UT/ULBs.

ix. State/UT Governments are advised to ensure that:

• Adequate infrastructure is provided including individual water, sanitation and electricity connections.

• There should be no duplication/ change in the identified beneficiaries. • Demarcation of land and mutation is carried out before implementation.

• The design and construction of houses is disaster resilient and the specifications conform to IS/ NBC norms.

X. With regard to the vacant houses, if any, under JnNUR.M, the State Governments/UTs

should look for realistic, pragmatic options so as to allot these houses to eligible

beneficiaries in urban areas without any further delay.

xi. States/UTs should implement innovative, cost effective and high quality construction

technologies for constructing the housing units under PMAY (U). The tender documents

should preferably be technology neutral and a clause of quality assurance for the potential

bidders should be included.

xii. State/UTs must expeditiously complete demand survey so that the target of the Mission -

Housing for All by 2022 is achieved in time. 100% of the total housing demand should be

approved in the FY 2018-19 so that there is ample time for completion of projects within

the Mission period.

xiii. States/UTs may prefer arranging rent to the beneficiaries during the interim period of

construction of houses under ISSR projects for its speedy completion.

xiv. The States/UTs shall furnish regular update on the above issues to the HFA Mission

Directorate, MoHUA.

xv. The States/UTs should submit project proposals for consideration of ensuing CSMC by 151h . of each month so as to conduct site scrutiny/desk scrutiny of identified DPRs.

A. Basic Information:

The proposal under consideration of CSMC was for Central Assistance for 15 BLC

B. Additional information given by the State:

i So far, 1,68,437 houses (including CLSS) 'have been sanctioned. Out of this, 38,850 houses have been completed and work on 34,176 houses is at different stages of construction.

ii. Out of 53,431 houses in 16 cities, 42,106 houses are being constructed with alternate building technologies.

iii. Out of 171 approved cities, HFAPoA and AlP for 132 cities have been prepared and submitted.

iv. lEG activities are regularly being undertaken by the State and ULBs. V. The 4 AHP projects at Vadodara are having less than 250 houses mandated under AHP

vertical of PMAY (U), which are part of the demand of the city under AHP vertical. The CSMC was requested to relax the condition as per para 6.4 of the PMAY (U)

guidelines to facilitate construction of houses. vi. RAY: UCs for about Rs. 74.47 crore has been submitted claiming second instalment in

RAY projects, which is pending at GoT level on the issue of TPIMA report. vii. JNNURM: 2,632 houses are in progress and 6,035 houses are unoccupied.

C. CSMC observations:

i. The State needs to expedite the attachment of Annexure and upload the beneficiaries in the PMAY-MIS.

ii. Out of 1,38,190 sanctioned houses, work in 33,158 houses is yet to start. The State needs to expedite the grounding of projects already sanctioned.

iii. Technology neutral tenders should be floated for AHP and ISSR projects. iv. For RAY projects, latest 'TPIMA (other than State Government agency) report along

with corrective remedial actions taken by State Government for processing next instalments may be furnished for processing of release of Central Assistance.

V. Out of 1,38,190 houses sanctioned earlier, beneficiaries attached with valid Aadhaar are 39,344. The State should expedite all MIS entries and beneficiary attachment immediately.

vi. Utilization Certificates for Rs.386.19 cr. is pending under PMAY (U). State should expedite submission of pending UCs immediately.

vii. The State should submit remaining HFAPoAs at the earliest. viii. The State should expedite allotment of un-occupied houses to the eligible beneficiaries

under JNNURM immediately.

D. CSMC Decision:

In view of the above, CSMC

i. accorded relaxation as per the provision at para 6.4 of PMAY (U)-HFA guidelines in respect of the 4 AHP projects having less than 250 houses; and

ii. approved Central Assistance and recommended for release of first instalment of the Central Assistance for the State of Gujarat as under:

A. Basic Information: The proposal under consideration of CSMC was for Central Assistance for 10 BLC

(New) projects submitted by the State of Goa. The salient details of the proposal are as under:

B. Additional information by the State:

I.

Demand survey is complete in all the 14 towns. After validation, the total demand as on date is 4,845 houses.

ii. The unit cost of the houses is Rs. 4.05 lakh. The State is contributing Rs. 2.00 lakh pet

beneficiary.

iii. The carpet area of each housing unit is 37.38 sqm.

C. CSMC observations:

i. This is first project proposal from the State Government of Goa since launch of the PMAY (U) in June 2015.

ii. Demand survey is complete; the State should come up with project proposals covering entire demand at the earliest as there has already been delay on the part of State Government in submitting project proposals under PMAY (U).

ill. The State should submit HFAPoAs for the all the approved cities at the earliest.

iv. Infrastructure services such as water supply, sanitation and electricity connection for beneficiaries should be ensured.

V. The State should ensure that only eligible beneficiaries are selected as per PMAY (U) guidelines and there should be no duplication/ change in the identified beneficiaries.

vi. The State should ensure that the design and construction of houses are disaster resilient and the specifications conform to IS/ NBC norms.

In view of the above, the CSMC approved Central Assistance and recommended for

A. Basic Information:

The proposal under consideration of CSMC was for Central Assistance for 55 AHP, 55

BLC (New) and 55 BLC (Enhancement) projects submitted by State of Haryana. The salient

B. Additional information given by the State:

I. Demand survey is complete in all the 80 towns and a total of 3.23 lakh applications received. Validated demand is 2.26 lakh houses including CLSS.

ii. 74 HFAPoAs have already been submitted to Mission Directorate.

iii. Out of 55 projects, 41 projects under AHP have less than 250 houses, which are part of the demand of the city under AHP vertical.

iv. JNNURM: Out of 15035 Houses, 13150 have been completed and 11,082 houses have been allotted. About 2648 houses are in progress which will be allotted on completion.

C. CSMC observations:

i The number of houses approved under AHP and BLC vertical in previous CSMC is 1,04,562 and 36,159 respectively. So far developer has not been selected in any of the AHP projects and only 733 houses have been grounded under BLC component.

ii. CSMC expressed its concern regarding the extremely slow progress in grounding of approved projects and advised the Slate representative to expedite the progress.

iii. Under BLC (B) vertical, it was observed that seven different types of enhancement with an average estimated cost of Rs. 2.44 lakhs have been proposed by the State for all the 4,499 existing houses. The State to examine proposals on case to case basis based on field verification of existing housing units and work out the exact cost and the Central and State contribution required for enhancement of the proposed units. Central Assistance would be released only after receipt of confirmation that State has re-examined the proposals on case to case basis and necessary corrective action has been taken and incorporated in the DPRs under BLC (B) vertical. The same may also be ratified by SLSMC.

iv. Out of 1,40,721 houses sanctioned earlier, beneficiaries attached with valid Aadhaar are 23,972. The State should expedite all MIS entries and beneficiary attachment within a month.

V. Utilization Certificates for Rs. 4.55 cr. is pending under PMAY (U). State should expedite submission of pending UCs immediately.

vi. For AHP projects, out of 55 projects, 14 projects have less than 50 houses. The State may club them or check the possibility of developing these in other verticals of PMAY (U). State Government to confirm the same along with ratification by SLSMC.

vii. For AHP projects, the fund shall be released on confirmation by the State Government that the developer has been selected and land has been identified for the project. This will be reviewed in the forthcoming CSMC with regard to actual progress made in the proposed model of the Government of Haryana.

D. Decision by CSMC

In view of the above, the CSMC approved Central Assistance and recommended for

release of first instalment of the Central Assistance for the State of Haryana as under:

iv. CLSS: 60 loans have been sanctioned to the eligible beneficiaries.

V. CLSS: The Banks are insisting on collateral security for bank loan to the beneficiaries resulting poor result in availing of subsidy under CLSS by the beneficiaries.

C. CSMC observations:

I. The State should come up with more AHP projects in order to complete the housing

demand under PMAY (U) in the State.

ii. The State should expedite the progress of construction for approved projects under PMAY (U) and RAY. Action Taken Report in prescribed format on latest TPQMA report should also be furnished while claiming next instalment of Central Assistance.

iii. Utilization Certificates for Rs. 11.32 cr. is pending under PMAY (U'). The State should - expedite submission of pending UCs immediately.

iv. The CNA (HUDCO/NHB) may visit and conduct workshop with the banks for giving subsidy to the eligible beneficiaries. The house mortgaged against the housing loan availed by the beneficiaries should solely be taken as collateral security from the poor beneficiaries.

v. State Government may ensure compliance of NBC norms in construction of houses by beneficiaries themselves, as the hilly region is disaster prone. BMTPC is directed to extend necessary help in this regard.

vi. The State Government share is only Rs. 15,000 per house, which should be increased to reduce burden on the beneficiaries under PMAY P.

C. CSMC observations:

4 projects having 2172 houses have been approved under ISSR vertical. Developer is yet to be selected by the State in these projects.

ii. The State should submit UCs pending under JNNURM without any further delay.

iii. Utilization Certificates for Rs.275.82 cr. is pending under IPMAY P. State should expedite submission of pending UCs by 30.4.2018.

iv. Out of 4,45,721 houses sanctioned earlier, beneficiaries attached with valid Aadhaar are 2,99,160. The State should expedite all MIS entries and beneficiary attachment within a month.

V. The site & desk Scrutiny for Nasrullaganj BLC (New) project was carried out by HUDCO. As per preliminary observations submitted by HUDCO, out of 53 beneficiaries inspected, 2 deceased beneficiaries have been mentioned in the project. The State Government should hold an enquiry on how name of deceased have been included in the beneficiary list and submit a report to this Ministry immediately.

H. The carpet area of each housing unit is 31.95 sgmt.

iii. The cost of each housing unit is Rs. 2.00 lakh. This includes the cost for water supply, electric supply and other services.

iv. Low cost local materials such as wood, asbestos cement sheet walling, flooring and roof support structure are used which are also disaster resilient.

C. CSMC observations:

i. The State needs to freeze its entire demand at the earliest.

ii. No State Share is involved in the project. State Government should contribute its share in the projects.

iii. The grounding of houses needs to be expedited so that it is completed as per schedule.

iv. The State Government should ensure that the design and construction of houses are disaster resilient and the specifications conform to IS/ NBC norms.

i. The State is in the process of completing the demand survey in 382 approved HFA towns/cities of the State.

ii. The State has come up with PPP policy. The major focus of the policy is to provide affordable housing. Under this: • Private developer or consortium can bid for development. • Land selection criteria are predefined. • 50% of the houses in a project will have the pricing as per policy of MHADA, for

the remaining 50% developer can have differential pricing • Permissible FSI is 2.5, which is to be exclusively used for EWS and LIG housing

stock • NDZ/Green zone lands will also be permitted for development with FSI 1.0 • Reduced Stamp duty of Rs 1000 only for EWS as well as LIG dwelling units (earlier

it was only for EWS DUs) is charged.

iii. The State has also issued a GR for PPP policy on the basis of GOT models with primary focus on AHP on Private Land.

iv. Out of 145,243 houses sanctioned, tenders have been issued for 39,188 houses.

V. The 2 AHP projects at Pune Municipal Corporation are having less than 250 houses mandated under AHP vertical, which are part of the demand of the city under AHP vertical. The CSMC was requested to relax the condition to facilitate construction of houses.

C. CSMC observations:

i. The State needs to expedite the demand survey process and submit HFAPoAs for all the approved cities under the Mission at the earliest.

ii. The grounding of houses needs to be expedited so that it is completed as per schedule.

iii. Technology neutral tenders should be floated for AHP and ISSR projects.

iv. The project completion time of AHP projects in Pune (1071 houses) and Barshi (1596 houses) needs to be within 24 months.

V. Out of 1,45,243 houses sanctioned earlier, beneficiaries attached with valid Aadhaar are 13,344 only. The State should expedite all MIS entries and beneficiary attachment immediately.

C. CSMC observations:

i. The State should submit HFAPoAs for all the cities approved under the Mission at the earliest.

ii. The State should come up with more ISSR and BLC projects in order to complete the housing demand.

iii. There are discrepancies in the total no. of projects and houses mentioned in the Annexure 7C and SLAC/SLSMC meeting minutes. There is pending appraisal by SLAG for houses approved by SLSMC under BLC (N) & BLC (E) projects. Corrective action should be done immediately.

iv. For AHP projects, the fund shall be released on confirmation by the State Government that the developer has been selected and land has been identified for the project.

V. The State should expedite the progress of construction for approved projects.

vi. There is a pendency in occupancy of houses constructed under JNNURM. The State needs to take necessary action for occupancy without any further delay.

vii. RAY: The progress of completion of sanctioned RAY projects is very slow. The State Government should expedite completion and allotment of houses to the beneficiaries.

viii. Utilization Certificates for Rs.81.47 cr. under PM-AY (Ii), Rs. 93.45 cr. under JNNURM and for Rs.86.33 cr.- under RAY is pending. The State should expedite submission of pending UCs immediately.

ii. The State should submit HFAPoAs for all the cities approved under the Mission at the earliest.

iii. The State should expedite the progress of construction for approved projects

iv. For undertaking ISSR and AHP projects, the State should also organise regional workshops with ULBs, Development Authority, private developers etc. in the month of April at State level and in May at Regional level in Varanasi, Agra, Meerut.

iii. During the FY 2018-19, the State should come up with housing proposals for its entire demand as proposed in the road map.

iv. The State should take adequate measures for improving CLSS coverage.

A. Basic Information:

The proposal under consideration of CSMC was for Central Assistance for 32 BLC

(New) projects submitted by the State of Kerala. The salient details of the proposal are as under:

B. Additional information given by the State:

i. Geo-tagging of PMAY (U) houses is nearly 97 %

ii. For Social audit, tender has been floated to identify an agency.

iii. Aadhaar details of about 90 per cent of the beneficiary have been validated.

iv. The State has allotted a budgetary provision of Rs. 50,000 lakh for the FY 2018-19

V. Progress: Out. of 77,414 houses sanctioned, 21622 houses are in various stages of construction and 1974 houses have been completed.

C. CSMC observations:

i. The State should expedite the construction of already sanctioned houses.

ii. Infrastructure services such as individual water, sanitation and electricity connections needs to be ensured by the State.

iii. Only eligible beneficiaries should be selected as per PMAY (U) guidelines and there should be no duplication/change in the identified beneficiaries.

iv. The State should ensure that the design and construction of houses are disaster resilient and the specifications conform to IS/ NBC norms.

D.CSMC Decision:

In view of the above, the CSMC approved Central Assistance and recommended for

release of first instalment of Central Assistance for the State of Kerala as under:

B. Additional information given by the State:

I. The demand for housing in all the 4 verticals is 5.21 lakh houses in 121 cities out of 125 HFA cities.

ii. Out of 143,544 houses sanctioned, 60,933 houses have been grounded, 16,805 houses completed and 44,128 are in progress.

iii. The cost of each housing unit is Rs. 3.68 lakh.

C.CSMC observations:

i. The State needs to develop housing projects under AHP and ISSR verticals of PMAY(U) as well.

ii. The State should expedite the construction of sanctioned houses.

iii. The State should submit HFAPoAs for all the approved cities at the earliest.

iv. Infrastructure services such as individual water, sanitation and electricity connections needs to be ensured by the State.

V. Only eligible beneficiaries should be selected as per PMAY (U) guidelines and there should be no duplication/change in the identified beneficiaries.

D. CSMC Decision:

In view of the above, the CSMC approved Central Assistance and recommended release

B. Additional information given by the State:

i. The demand survey is complete in 270 towns of the total approved 271 HFA towns/cities. The validated demand is around 12.81 lakh.

ii. The average cost of AHP housing unit is Rs. 4.50 to 5.00 lakh.

iii. Under SLTC, out of the sanctioned 10 experts, 6 have been deployed. Under CLTC out of the sanctioned 128 experts, 58 have been deployed. The recruitment of other experts is under process.

C.CSMC observations:

i. The State should expedite the construction of sanctioned houses.

ii. The State should submit HFAPoAs for all the approved cities at the earliest.

iii. Under JNNURM, large number of houses is still unoccupied. The State should take appropriate steps for its occupancy without any further delay.

iv. Infrastructure services such as individual water, sanitation and electricity connections needs to be ensured by the State.

V. Only eligible beneficiaries should be selected as per PM-AY guidelines and there should be no duplication/change in the identified beneficiaries.

D.CSMC Decision:

In view of the above, the CSMC approved Central Assistance and recommended release

of first instalment of the Central Assistance for the State of Karnataka as under:

Ratification of the proposal of State Government of Karnataka for release of 16 Central Assistance for 220 BLC projects and 3 AHP projects approved in-

principle in 20th CSMC meeting (Supplementary Agenda 16)

A. Brief Information:

The CSMC was informed that in 20th meeting held on 21.3.2017 in-principle approval

was given for 220 BLC (N) and 3 AHP projects due to ambiguities in the project proposals. The

CSMC had directed the State to submit unconditional approval of the SLSMC after ratification

by SLAG regarding ambiguities in the project proposals/houses. Now State Government has

informed that the ambiguities in respect of houses have been ratified and the approval of

SLSMC has been obtained in its 9th SLSMC meeting held on 21.12.2017; a copy of the Minutes

has also been furnished. The proposal was for ratification by the CSMC to its 'in-principle'

approval given in 20th CSMC meeting of 220 BLC projects (30247 houses) and 3 AHP projects

(1177 houses) for consideration of Central Assistance for these projects. A part of lS instalhnnet

of Central Assistance has been approved by competent authority with concurrence of IFD with

the condition that the matter would be got ratified by CSMC in its next meeting for

regularisation of such release.

B. CSMC Decision:

In view of the compliance furnished by the State Government of Karnataka, the CSMC:

a. ratified consideration of Central Assistance of Rs. 453.705 crore for the 220 BLC projects and Rs. 17.655 crore for the 3 AHP projects;

b. recommended release of V t instalment (40%) of Rs. 181.4820 cr. of the Central Assistance for 220 BLC and Rs. 7.062 crore for 3 AHP projects as earlier approved in 20th CSMC meeting; and

c. recommended for regularisation of any part release of 15t instalment made for these

projects.

Proposal for relaxation for number of houses proposed for Pourakarmikas under 17 Pourakarmika Gruha Bhagya Scheme in convergence with AHP-PMAY (U) in

Karnataka (Supplementary Agenda 17)

A. Brief Information

The CSMC was informed that the State Government of Karnataka had inter-aba

proposed for construction of 574 houses in 12 AHP projects for Pourakarmikas and the same

was earlier placed before CSMC in its 30 th CSMC meeting held on 7.2.2018. The CSMC,

however, directed that the State may reconsider converting these 12 AHP projects into BLC

project proposals as the number of houses are less than 250 houses mandated under AHP

\rQj of PtvLA Y (Li).

The State Government of Karnataka in its letter dated 22.3.2018 had informed that due to

land issues, it is not possible to convert 574 houses in 12 AHP projects into BLC projects and

hence requested for relaxation for number of houses proposed for Pourakarmikas under

Pourakarmika Grhua Bhagya Scheme in convergence with AHP-PMXY (U).

B. CSMC Decision:

In view of the above, CSMC

1. accorded relaxation as per the provision at para 6.4 of PMAY (U)-HFA guidelines in respect of the 12 AHP projects for Pourakarmikas under Pourakarmika Gruha Bhagya Scheme in convergence with AHP-PMAY (U) in Karnataka.

ii. approved Central Assistance amounting to Rs. 861.00 lakh for 12 AHP projects for construction of 574 houses of EWS category under PMAY (U) and also recommended instalment of the Central Assistance amounting to Rs. 344.40 lakh (40% of Central Assistance for the 12 AHP projects to the State Government of Karnataka.

Project-wise details are given at Annexure XVI.

118 Other important observations /directions of CSMC I The following important observations were made regarding project proposals and

implementation of projects under PMAY (U'). States should take note of the observations of CSMC and take further action accordingly:

i. All States were requested to provide details of ongoing residential housing projects by the government, private developers, builders, individual households etc.

ii. State/UTs to expedite finalisation of agencies for TPQM and Social Audit as per the guidelines.

iii. First instalment of Central Assistance in case of BLC/ISSR projects shall be released when all beneficiaries in the project are Aadhaar seeded and in case of AHP projects 2d instalment shall be released only after Aadhaar seeding of all beneficiaries is captured in the project. Hence, claim for release of 21d instalment of Central Assistance for a project must be submitted only after the Aadhaar seeding of all the beneficiaries in the project is completed in PMAY (U)-MIS by the State/UT Governments.

iv. The Secretary, MoHUA directed that MIS report(s) captured in PMAY (U) may be shared with States/UTs on fortnightly basis.

V. It was directed that all North-Eastern States, smaller States like Kerala and Goa, Hilly States ([Jttrakhand, Himachal Pradesh and Jammu & Kaslimir) and all UTs should saturate their total demand for sanction in the year 2017-18 itself, which would enable them to complete all the houses by 2020. All other States should saturate their 50% of the demand for sanction in the year 2017-18 and balance 50% in 2018-19, which would enable them to complete the houses by 2021-22 along with UCs and completion certificates etc.

EA/NBO will coordinate the efforts and will update regularly the progress made.

vii. The States/UTs to share good quality images of the housing for documentation of case studies. It was also advised to document success stories of the PMAY (U) projects which highlight a tangible change in the lives of the beneficiaries due to this programme.

viii. MoHUA will document, film and disseminate the good practices through its quarterly newsletters.

ix. The States were advised to incorporate latest technology in construction of housing units and document the same.

X. A robust MIS System is critical for PMAY (U) Mission. States need to constantly monitor the progress of survey data entries and link of beneficiaries to sanctioned projects in PMAY (U)-MIS. All States/UTs to ensure that the Aadhaar details of beneficiaries with regards to their number and name is accurate while updating in MIS. Beneficiary's details to be entered in the PMAY (U) MIS should be Aadhaar based and name of beneficiary as it is in Aadhaar should be entered.

X1. Under PMFS/DBT process, the funds would have to be transferred at every stage only through electronic mode. This may relate to PMAY(U) as under:

a. In case of Centrally Sponsored Schemes: • For Beneficiary Led individual house Construction (BLC) and ISSR, under

PMAY (U), the bank account details of the beneficiaries should necessarily be mapped so that the funds can flow to the beneficiaries' bank account directly.

• In the case of Affordable Housing in Partnership (AHP), the 2nd instalment to the State Government should be released only after receipt of beneficiary Est with linkage of Aadhaar numbers of the beneficiaries duly certified by the State Government! UT concerned and uploaded in the PMAY- MIS portal.

b. In case of Central Sector Scheme: • for CLSS, the Central assistance is deposited upfront in the loan account of

the beneficiary, after the bank receives the funds from CNAs xii State Level Appraisal Committee is expected to thoroughly appraise the DPRs

before submitting the same to State Level Sanctioning & Monitoring Committee for approval. Combining SLAC and SLSMC meeting is not permissible as the mandate of the two bodies is distinct.

xiii Projects such as VAMBAY, JNNURM, which have already been funded under housing schemes of Gol should not be considered for further funding under PMAY (U).

xiv Under BLC, all individual houses shall have to be Geo-tagged on the BHUVAN(MoHUA) application. Further, the States are advised to release funds to the beneficiary only after the beneficiary completes the construction up to foundation level through their own funds.

xv. It has come to notice that some individual/organizations are collecting registration money etc. from potential beneficiaries seeking dwelling units in PMAY (U). The Ministry of Housing and Urban Affairs has not authorized any individual/organization/agency to collect application/registration fee for applying for Houses in PMAY (U).Thus, no individual/agency/organization can collect any money/application fee from the beneficiary for enrolment under PMAY(U). All State Governments may also issue disclaimer to this effect in their relevant websites/advertisements etc. to stop this fraudulent activity.

xviii All States/UTs should utilize the released central funds expeditiously and submit Utilisation Certificates duly signed by competent authority in State/UT Governments as in the prescribed format given in the scheme guidelines. Parking of funds should be avoided.

xix. The MoHUA has formulated 'PPP Models for Affordable Housing' to enable States/UTs to facilitate private sector participation, in order to meet the growing need of affordable housing in the country. The States/UTs are advised to make use of these guidelines suitably for PPP projects on affordable housing.
