the previous sanction of the Cental Gov€rnment, hereby makes the following regulations further to amend the Indian

Medicine Central Council (Minimum Standards ofEducation in Indian Medicine) Regulations, J986, namely'

l. ( l) These regulations may be called the Indian Medicine Central Council (Minimum Standards of Education in

Indian Medicine) Amendment Regulations, 2013(2) These Regulations shall come into force from the date oftheir publication in the Official Gazette

2. In ihe Indian MJdicine Central Council (Minimum Standards of Education in Indian Medicine) Regulations, 1986, for

Schedule tt l, the following Schedule shall be substituted, namely:

l. Aims and Objects of Unani Education: To produce competent Unani graduates of profound scholarship, having

deep basis of Unani with modem scientific knowledge, in accordance with Unani fundamentals with extcnsivc

practical training so as to become Unani Physician and Surgeon and research worker fully competent to servc in thc

medical and health services ofthe country'2. Eligibil i ty for admission: (A) Admission to Kamil-E-Tib-Wa-Jarahat course: A candidate sceking admission to

maln Kamil-E-Tib-Wa-Jarahat (Bachelor of Unani Medicine and Surgery-B.U.M.S.) Course must have passed,

(a) intermediate (10+2) or its equivalent examination with fifty per cent. agglegate malk: il lhc subjccts of

physics, Chemistry and Biology and the candidate should have passed loth standard with Urdu or Arabic or

peisian language as a subject, or clear the test of Urdu in the entrance examination conducted by the

University ; B;ard or registered Society authorised by the Govemment to conduct such examination; or

3. Admission through lateral entry: Ten seats per year out of the total number of intake capacity permitted for Kamil-E-Tib-Wa-Jarahat (Bachelor of Unani Medicine and Surgery-B.U.M,S.) will be reserved for admission to maincourse through lateral entry (Pre-Tib course).

4. Duration ofcourse: (a) Pre-Tib Course: The duration ofcourse shall be one year; and(b) Degree (Bachelor of Unani Medicine and Surgery-B.U.M.S.) Course: The duration of course shall be five years

and six months comprising :i. First Professional sessionii. Second Professional sessioniii. Third Professional sessioniv. Final Professional session

- Twelve months- Twelve months- Twelve months- Eighteen months.

v. Compulsory Rotatory Intemship - Twelve months5. Degree to be awarded: The candidate shall be awarded Kamil-E-Tib-Wa-Jarahat (Bachelor of Unani Medicine and

Surgery-B.U.M.S.) degree after passing all the examinations and completion of prescribed course of study extendingover the prescribed period, and thereafter satisfactorily completing the compulsory rotatory internship extending overtwelve months.

6' Medium of instruction: The medium of instruction for the course shall be Urdu or tlindi orany recognised regionallanguage or English.

7. Scheme of €xamination: (l) First professional session{a) The first professional session will ordinarily start inJuly and the hrst professional examination shall be at the end ofone academic year offirst professional sessron.

(b) the first professional examination shall be held in the following subjects:(i) Arabic and Mantiq wa Falsifa;(ii) KuUiyat Umoore Tabiya (Basic Principles ofUnani Medicine);(iii) Tashreehul Badan (Anatomy);(iv) Munafeul Aaza (Physiology).

(c) a student fhiled in not more than two subjects shall be held eligible to keep the terms for the secondprofessional session, however he shall not be allowed to appear for second professional examination unless hepasses in all the subjects ofthe first professional examination.

(2) Second professional session{a) The second professional session shall start every year in the month of Julyfollowing completion of first professional examination and the second piofessional examination shall beordinarily held and completed by the €nd of month of May or June every year after completion of one year ofsecond orofessional session:

(b) the second professional examination shall be held in the following subjects:-(i) Tareekhe Tib (History of Medicine);(ii) Tahafirzi wa Samaji Tib (Preventive and Community Medicine);(ii i) Ilmul Advia;(iY) Mahiyatul Amiaz.

(c) a student failed in not more than two subjects shall be held eligible to keep the terms for the third professionalsession, however he shall not be allowed to appear for third professionafexamination unless he passes in allthe subjects of second professional examination.

(3) Third professional session- (a)The third professional session shall staft €very year in the month of Julyfollowing completion of second professional examination and the third professional cxamination shall bcordinarily held and completed by the end of the month of May or June every year after completion ofone year ofthird professional session;(b) the third professional examination shall be held in the following subjects:-

(i) CommunicationSkills;(ii) l lmul Saidla wa Murakkabat;(iii) Tibbe Qanooni wa Ilmul Samoom (Juris prudence and Toxicology);(iv) Sareeriyat wa Usoole Ilaj (Clinical Methods);(v) Ilaj bit Tadbeer (Regimenal Therapy);(vi) Amraze Atfal (Paediatrics).

(c) a Student failed in not more than two subjects shall be held eligible to keep the tcrms for the final professionalexamination, however he shall not be allowed to appear for final professional examination unless hc passcs inall the subjects of third professional examination.

(4) Final professional session- (a) The final professional session will be of one year and six months duration andshall start every year in the month of July following completion of third professional examination and the finalprofessional examination shall be ordinarily held and completed by the end of the monlh of December everyyear after completion ofone year and six months offinal professional session;(b) the final professional examination shall be held in the following subjects:-

(i) Moalajat(Medicine);(ii) Amraze Niswan (Gynaecology);(iii) Ilmul Qabala wa Naumaulood (Obstetrics and Neonatology);(iv) Ilmul Jarahat (Surgery);(v) Ain, Uzn, Anf, Halaq wa Asnan (Eye, Ear, Nose, Throat and dentistry).

(c) failed students of final professional examination will be eligible for appearing in subsequent supplemcntaryexamination.

8. Compulsory Rotatory Internship: (l) Duration ofCompulsory Rotatory lnternship shall be one year and the studentshall be eligible to Join the compulsory intemship programme after passing all the subjects ftom first to the finalprofessional examinations, and the intemship programme shall start after the declaration of the rcsult of finalprofessional examination.(2) Intemship Programme and time distribution shall be as follows:-

(a) The intems will receive an orientation programme regarding details of intemship programme alongwith therules and regulations, in an orientation workshop, which will be organised during the first three days of thebeginning of intemship programme and a workbook will be given to each intern, in which the intem will enterdate wise details ofactivities undertaken by him during his training;

(b) every intem will provisionally register himself with the concerned State Board or Council and obtain acertificate to this effect before Joining the intemship program;

(c) daily working hours of intem will be not less than eight hours;(d) no lntemee shall remain absent from his hospital duties without prior permission from Head of Department or

Chief Medical Officer or Medical Superintendent of the Hospital;(e) on satisfactory completion of intemship programme, the Principal of the concemed college shall issue the

intemship certificate to the candidate;(f) normally one year intemship progamm€ shall be divided into clinical training of six months in thc tJnani

hospital attached to the college and six months in Primary Health Centre or Community Health Centre or ruralhospital or district hospital or civil hospital or any Govemment hospital of modem medicine;

(g) where there is no provision or facility of the hospital or dispensary of modem mcdicine, thc onc ycarInternship will be completed in the hospital ofUnani college.

(3) Clinical training of six or twelve months, as case may be, in the Unani hospital attached to the college will bcconducted as follows:-

(4) Six mondrs trairiing of intems shall be carried out with an object to orient and acquaint the intem with NationalHealth Programme and the intem shall undertake such training in one ofthe following institutes, namely:-

(a) Primary Health Centre;(b) Community Health Centre or District Hospital;(c) any recognised or approved hospital of modern medicine;(d) any recognised or approved Unani hospital or dispensary.

Provided that all the above institutes mentioned in clauses (a) to (d) will have to be recognised by the concemedGovemment for providing such training.

(5) Detailed guidelines for intemship programme: The intem shall undertake the following activities in respectivedepartmeDt as shown below:-(a) Moalajat- Duration of intemship in this department shall be two months or four months with following

activities:-(i) all routine work such as case taking, investigations, diagnosis and management of common diseases by

Unani medicine;(ii) examination ofNabz, Baul-o-Baraz by Unani methods, routine clinical pathological work as haemoglobin

estimation, complete haemogram, urine analysis, microscopic examinalion of blood smears, sputum .examination, stool examination, interpretation of'laboratory data and clinical findings, and aniving at adiagnosis;

(iii) training in routine ward procedures and supervision of patients in respect of their diet, habits andverification of medicine schedule;

(iv) Ilaj bit Tadbeer: Procedures and techniques ofvarious regimenal therapies;(b) Jrahat- Duration of internship in this department shall be one month or two months and intem should be

practically trained to acquaint with following activities:-(i) diagnosis and management ofcommon surgical disorders according to Unani principles;(ii) management ofcertain surgical emergencies such as fractures and dislocations, acute abdomen;(iii) practical training ofaseptic and antiseptics techniques, sterilization;(iv) intem should be involved in pre-operative and post-operative managements;(v) practical use ofanesthetic techniques and use ofanesthetic drugs;(vi) radiological procedures, clinical interFetation of X-ray, Intravenous Pyelogram, Barium meal,

Sonography and Electrocardiogram;(vii) surgical procedures and routine ward techniques such as:-

(A) suturing of fresh injuriesl(B) dressing ofwounds, burns, ulcers;(C) incision of abscesses;(D) excision of cysts;(E) venesection;

(c) Amraze-Ain, Uzn, Anf- Halaq wa Asnan- Duration of intemship in this department shall be one month ortwo months and intern should be practically trained to acquaint with following activities:-(i) diagnosis and rnanagement of common surgical disorders according to Unani Principles;(ii) intern should be involved in Pre-operative and Post-operative managements;(iii) surgical procedures ofear, nose, throat, dental problems, ophthalmic problems;(iv) examinations of eye, ear, nose, throat disorders, refractive enor, use of ophthalmic equipment for

diagnosis ofophthalmic diseases, various tests for deafiress;(v) minor surgical procedure in Um, Anf, Halaq like syringing and antrum wash, packing of nosc in

epistaxis, removal offoreign bodies from Um, Anf and Halaq at Out-Patient Department leycl;(d) Ilmul-Qabalat wa-Amraze Niswan-Duration of intemship in this department shall be one month or two

months and intern should be practically trained to acquaint with following activities:-(i) antenatal and post-natal problems and their remedies;(ii) antenatal and post-natal care;

(e) Arnraze Atfal- Du;ation of internship in this department shall be fifteen days or one month and intem should

be practically trained to acquaint with following activities :(i) antenat;l and post-naial problems and their remedies, antenatal and Post-natal care also by ljnani

principles and medicine;(ii) antenatal and post-natal emergencies;

' (iii) care ofnew bom child alongwith irnmunisation programme;

(iv) important Pediatric problems and their managements in Unani systcm of Mcdicinc;

19 iaiamrri*a-Samaji Tib-Duration of intemship in this department shall be fifteen days or one month and

intem should be trained to acquaint with the programmes of prevention and control of locally prevalent

endemic diseases including nutritional disorders, immunisation, management of infectious diseases, family

welfare planning programmes etc.(6) Intemship haining in erimary Health Cenhe or rural hospital or district hospital or civil hospital or any' -

Govemmint hospital of modem medicine: During the six months internship training in Primary Health Centre,

Community Heaith Centre or district hospital or any recognised or approved hospital of Modem medicine or

Unani hospital or dispensary, the intern shall-(i) get acquainted with the routine ofthe Primary Health Centre and maintenance oftheir recordsi

(ii; let acquainted with the routin€ working of the medical or non-medical staff of Primary Health Centre and be

always in contact with the staff in this period;(iii) get farniliar with work of maintaining ihe register like daily patient register, family planning register, surgical

iegister and take active participation in different Govemment Health Schemes or Programme;

(iv) participate actively in different National Health Programmes implemented by the State Govemment.

(7) iniemship'training in Rural Unani dispensary or hospital: During the six months internship training in Rural

Unani dispensary or hospital, intem shall-(i) get aiquainted with the diseases more prevalent in rural and remote areas and their management; and

(ii; inuolui in t"u"hing ofhealth care methrids to ruralpopulation and also various immunisation programmes.

(g) iniemship training in basualty Section of any recognised hospital of modern medicine: During the six months

intemship training- in Casualty Section of any recognised hospital of modem medicine, intern shall-

(i) get acquainted with identification of casualty and trauma cases and their first aid treatment; and

(ii) get acquainted with procedure for refening such cases to the identified hospitalsg. Assessm'ent: After completing the assignment in various Sections, the intem have to obtain a completion ccrtificate

ftom the head of the Section in respeit of their devoted work in the Section concerned and finally submit to the

principal or Head ofthe institute so that completion ofsuccessful internship can be granted.

10. Migration of Internship: (l) Migation bf intemship will be only with the consent of the both college and

University, in case of migration is between the colleges of t\ryo different Universities'

(2) In case migration is only between colleges of the same University, only the consent of both the colleges will be

required.(3) The migration will be accepted by th€ University on the production of the character ceftificate issued by institute

or collelge and application iorwarded by the college and University with a No Objection Ccftificate, as the casc

may be.ll. Examiration: (1) Theory examination shall have minimum twenty per cent short answcr qucstions having

maximum mark up to forty per cent. and minimum four questions for long explanatory answer having maximum

marks up to sixty per cent and these questions shall cover entire syllabus ofsubject'

(Z) e canaidate oUtaining seventy-fivi per cent. marks in the subject shall be awarded distinction in the subjcct

(li the minimum marks requiied foi passing the examination shall be fifty per cent: in theory and practical

separately in each subjeci and in the subjects which are comprised of two papers and have one common

practical; the criteria ofpassing the theory papers will be decided on the basis of achieving fifty per cent marks

in aggregate ofboth the PaPers.f+) tf a candidate is failed in the theory or practical exam, he shall be required to appear in supplementary

examination in theory as well as practical also.(5) The supplementary examination shall be held within six months of regular examination and failed students

shall be eligible to appear in its supplementary examinatron, as the case may be'

(6) Each student shall Le required to inend not less than three-fourth of the lectures delivcred and practicals or

demonstrations or clinicals held in each subject during each course and each studcnt also be requircd to

participate in educational trips or tours ofthe college during the ycar, Provided that the Dean or Principal may
