FALL/WINTER 2014 THE ENLISTED ECHO 3

Submitted by: Jerry Eisenbraun

As we begin to close the year 2014, I look at where we began the year; to reflect back and ask myself “Where do I want to be at the end of the next year?”, “Where is the Association going in re-gards to growth?”, “Are we doing everything we can to be involved and to involve others?”. These questions dare to challenge not only me as the lead-er of this organization, but you as a member of the Association. I committed to you nearly a year ago when I ran for this position; that I would strive to maintain if not increase the membership of the As-sociation, to strengthen the Association in order to

set South Dakota as the pinnacle state in which the remaining 53 states and territo-ries look to as an example. So how am I doing? Better yet, how are we doing? And I must continually ask myself that question because if I do not constantly check, we will not succeed. I emphasized in April that you hold me accountable just as I will hold you accountable. We cannot succeed by ourselves and so we must work together. Together we can grow the Association, Together we can motivate others, and Together we can be that pinnacle that others look to for advice. In August, South Dakota took twelve persons to Phoenix, Arizona to attend the 43rd Annual EANGUS National Conference. It was exciting to see some new faces as well as those that have attended nearly every national conference since its inception. Together we educated those attending for the first time and together we had fun. In addition we also had two Soldiers/Airmen that attended for Professional Development training. While they were kept busy and were only able to sit in on a portion of the general session, we used this opportunity to educate these individuals on how EANGUS operates and what we do for all Soldiers and Airmen at both the state and national levels. On September 20th we held our 11th Annual Black Hills Veteran March and Marathon. While our initial event coordination seemed to be a little behind this year, we had an increase in number of participants as well as a host of volunteers that culminated to make this event a huge success again this year. This is one of those events or activities that require a number of volunteers to do all sorts of jobs; my challenge to you is that if you are interested in volunteering for a position that occurs once a year, only takes one full day, and raises money for a great cause; this is the one to volunteer for. We can always use great people for this event and some tasks are complete before the event takes place in September. Give it some thought; we would love to hear from you. My sincere thank you to those that participated and volunteered this year; you are the reason we continue what we do. THANK YOU! So what are you doing to strengthen YOUR Association? I could use your help and I know you have a talent that we can use. If only for one event, one meet-ing, one conference, or maybe one term, give it some thought and see what you can do.

4 THE ENLISTED ECHO FALL/WINTER 2014

FROM YOUR 1ST VICE, NANCY AUSLAND

FROM YOUR 2ND VICE ANDY MEYERS Fall is finally here! Whether it’s the holiday season, the cool nights by the fire,

or the start of another hunting season, it’s a great time to enjoy the outdoors and family. Association wise it’s also a very important time of the year. Of course our annual member-ship drive started once again in September and will be going through December. If you’re not sure what your dues help support, now is a great time to ask some questions and/or get involved.

In case you haven’t noticed, this year is an election year, both locally and some big ones for us such as Governor and of course the hot Senate race. Locally sometimes we downplay a non-presidential year election, but these are just as important to all of us. No matter which side you support it is important to know the issues, no matter if it’s your local community, state, or nation.

Back to membership. A portion of your membership goes directly to our national office. That office is next to Capitol Hill and they lobby on our behalf. All enlisted mem-bers of the Guard from all the states and territories are represented by their membership. You can follow current bills on the national website, www.eangus.org. Under legislative

go to answer the call. This will show you current legislation that affects the Guard. You’re also able to email our senators and represenatatives with a click of the mouse. Finally, even though students have just started the fall semester, and high school seniors probably haven’t thought about next spring much, it’s not too early to be thinking about the scholarships we offer. Check in this issue of the ECHO for all the information you will need to apply for scholarships, both state, auxiliary, and National. March will come soon. Have a great hunting season and Happy Holidays!

I’d like to say I have some great kernels of wisdom to put down in this article to share with you all, but I’m afraid I’ve got writer’s block. I vowed once I was the one writing these articles that I would try to mix it up a bit and write about something other than membership, insurance, or scholarships. Unfortunately, those are the things that I feel are of the greatest importance right now. So, here goes. Membership dues collection is underway again and while our overall numbers were down some last year, we are still way ahead of most states. That won’t remain the case if we don’t find a way to encourage new members and to keep the one’s we’ve had. There is a movement in many states to go online with their membership dues and while I do see the benefit to this, I would like us to be cautious about depending on it. The personal one-on-one contact we have each year when we collect our dues with our members is our secret weapon and I would just encourage all unit and squadron representatives to continue to make that contact. You’ve done a great job in the past and whether we eventually go to an online enrollment system or not, we’ll still need your one-on-one contact with our members.

We have a missed opportunity to make funds for our association with the NGASD Insurance Program (see ad on page 6). I’ve had this insurance for over 20 years and it is a low cost, easy to enroll in supplemental insurance program that EVERYONE should take a look at. If you think you have enough life insurance already, I challenge you to find another that will put your family at ease within 24 hours of notification of your death by delivering a check. Our association as well as the Officer’s Association also receives an annual kick-back from this program which helps fund the operation of our associa-tions. Get ahold of David Burr and see what he can do for you. Lastly, I’m proud to say that I am a member of the Major General Duane L. “Duke” Corning Memorial Scholarship Committee and that this year we have decided to award a second scholarship for the 2015 award season. The fund is doing great and that allows us to increase our benefits to our members. Take a look at all the scholarship opportunities, including the Corning scholarship, on pages 12-13 in this publication. There is something for everyone there and EANGUS has even secured full four-year scholarship opportunities for the University of Phoenix and Grantham University. Check it out!

The EANGUS National Conference was held in Phoenix this year. Phoenix in August is REALLY hot!! Despite the heat, the conference was a productive one. South Dakota had four members attending as delegates including Edna Steinberg, Marlys List, Sherry Blackwell and myself. At the conference, the SDNGEA Auxiliary received the Outstanding State Award in the 26-75 member category. This is an award given based on a point system for outstanding contributions, achievements and service. Marlys List was recognized as the Area V recipient of a Legislative award for her over and above involvement in legislative efforts. The “Area V is Alive” Newsletter received first place in the newsletter category. EANGUS Auxiliary Officers elected for 2014-2016 include Judy Wood (AL), President; Connie Myers (MS), Vice President; Vivian Taylor (MS), Secretary; Cora Sower (WI), Treasurer. Jenny Lainhart (KY) Immediate Past President. The winners of the EANGUS Auxiliary Scholarships were also announced at the confer-ence. There were twelve (12) applicants and two of the four winning applications were submit-ted from South Dakota. The winners were Keisha Voges daughter of Shannon and Brian Voges

and Nathan List grandson of Marlys and Don List. Both scholarship winners will receive $1,000. Membership dues for 2015 are now being collected through December 31, 2014. If you have family members inter-ested in Auxiliary scholarships they must have someone who is signed up as a member both for SDNGEA and the SDNGEA Auxiliary for 2015. Eligibility criteria and application forms can be downloaded from the SDNGEA web-site. The cost of Auxiliary membership is $15. It is through our grassroots involvement that we have an impact on leg-islative outcomes. Our membership supports our voice on legislative issues that can make a difference for our Soldiers, Airmen and their families as an active or retired guardsperson. Have your voice be heard by signing up or renewing today!

FALL/WINTER 2014 THE ENLISTED ECHO 5

FROM PAST PRESIDENT, BOB FUNK

FROM AUXILIARY PRESIDENT, GAYLE FUNK

It was indeed my honor to attend the EANGUS Conference as a South Dakota delegate. We accomplished quite a lot of business while there, the most notable of which was the massive clean sweep of new officers. As of this writing, I must say that I am very impressed with our selection of President. CMSgt John Harris has been doing a wonderful job of keeping our Facebook page and web site up to date. He has also started a new e-news-letter. This newsletter is all of the latest and greatest of issues concerning our membership. To subscribe go to http://multibriefs.com/optin.php?eangus. Other actions included defeating a by-laws change that would have reduced the number of Area Representatives from 3 down to 2. This would have been a very dangerous move because it would take away power from our membership and put it in the hands of those elected into National office. This needs to remain an organization of the people. We forwarded on several resolutions, many of which had to do with the way our organization is run. This will ensure we remain effective on Capitol Hill. We continue to have a great reputation among our congressional body and we want to keep it that way. As I

heard one person say, “our stock in Washington is pretty high.” We do have lots of influence and we need members to keep it that way. As our membership drive takes off into full swing, I encourage all of you to be “recruiters” for the association. Spread the word and be a good spokesperson for how much good we get for our very low dues. While at the national confer-ence I heard what some other states are charging and it is no wonder they struggle to get membership. We have a real bargain here in South Dakota. Our organization is strong but we have room to make it even better.

6 THE ENLISTED ECHO FALL/WINTER 2014

FROM YOUR STATE CSM, SUSAN A. SHOEGreetings to you all: First let me say, thank you for support-ing the South Dakota EANGUS organization. I trust you all are plan-ning to attend the state Conference in April and are ready to volunteer for committees! One of the topics I have heard numerous times over the last two years I’ve been your State CSM is why we don’t get more NCOs/leaders to the state con-

ference. I am not personally allowed to publically support EANGUS as it’s not part of the South Dakota ARNG orga-nization, so if I support EANGUS, I have to give the same support to all other organizations. However, I am happy to let you know that this year’s Best Warrior Competition will be held in conjunction with the state enlisted conference in Watertown. We will have two Soldiers each from the MEB and RSG compete as well as one NCO from each of the major commands (MEB, RSG, RTI, and JFHQ). This two day event will also bring leader-ship from across the state to Watertown and give them the option of attending the conference. At the closing of your meetings on Saturday, our State Soldier and NCO of the Year will be announced. The E9s have put in motion plans of continuing this for future state conferences. I want to personally thank the MEB for being the command and control of this Best Warrior Competition, and

especially thank CSM Todd Rose who is the full time State G3 CSM as well as the 147th Field Artillery Battalion CSM. This has been a two year undertaking with all the coordina-tion involved, so when you see him please thank him for his hard work and commitment to accomplish the competition in Watertown during your conference. By the time this is published you will have a new M-Day Army State CSM. Thank you to all who have supported me in this position and to all of you who have challenged me to stay focused on Soldier issues. Visiting Soldiers over the last two years provided me the opportunity to keep my pulse on the organization and listen to issues directly from our Soldiers. When I interviewed for this position two years ago I addressed eight areas I felt needed to change in my interview. Each undertaking takes time, patience, and con-sensus of the NCOs, and I am proud to say that all eight goals were met. I believe in the NCO Corp with my heart and soul and am so proud to have been able to represent the enlisted force of this professional organization. Many of you have heard the saying, “Power of the 9s” and I can tell you with all honesty that when we have a united front, anything is possible, and we proved that. I hope you all continue on with our proud military history and traditions, but remember that changes can be necessary to stay relevant. Being an ac-tive part of the SDNGEA is a large step for many of you to make your own difference, and I challenge you to continue reaching for the stars and represent our time honored Corp in a competent and honorable manner. Stay resilient, stay strong, and stay true. I feel I am the luckiest Soldier in the SDARNG because I was able to attain a dream, make a difference, be part of this outstanding organization, and represent the enlisted Soldiers of the South Dakota Army National Guard. I will miss you all.

Thank you to SDNGEA leadership and all that at-tended and supported the EANGUS conference in Phoenix, AZ. The 114th FW had two people (SSgt Reggan LaBore, SRA Ash-ley Sammelman) attend the professional development sessions associated with the conference. They both gave a presentation to the Junior Enlisted Council (JEC) on their professional devel-

opment experience and the value of attending the national conference. Both noted the outstanding accomplishments EANGUS has made for us and stressed the importance of supporting our state and national enlisted associations. Spe-cial thanks to SSgt LaBore and SRA Sammelman who were great ambassadors of the 114th FW at the national confer-ence! The 114th FW JEC has made great strides this year stepping up and being involved with local events and activi-ties. Earlier this year the JEC provided much needed volun-teers partnering with the 114th Family Volunteer Group to host the Children’s Easter Egg hunt at the base. During Au-gust Family Day activities, the JEC sponsored morale events

FROM YOUR WING COMMAND CHIEF MASTER SERGEANT

Command Chief Master Sgt. Dean Hillbergfor base personnel and family members. The volleyball & beanbag tournaments, sack races and pork loin sandwich meal were big hits for Saturday evening and Sunday. On November 21st the JEC is sponsoring and serving a meal at the Sioux Falls “Banquet”. WOW! What a year of base and community activity for the JEC! Thank you to the JEC leadership team for their push to get junior enlisted mem-bers involved in volunteer activities. Participating in those activities leads to personal and professional growth which has a positive impact on our organization and careers. The unit First Sergeants revised the “Airman of the Quarter” program creating two separate boards (AMN/NCO) that feed the “Outstanding Airman of the Year” (OAY) program. During November drill the 114th FW will be holding “Outstanding Airman of the Year” (OAY) boards. The SDNGEA association will be part of the rec-ognition ceremony planned for 1400 on November 2nd in the Operations Auditorium where OAY category selections will be announced. Our local selections will be forwarded to ANG for Air Force competition. Thank you to the unit First Sergeants who have done a great job with revising this important recognition program. In closing, the Chief’s Council has engaged with the JEC to get more of our members attending the state conference in Watertown, SD. Please visit with the JEC or Chief’s Council as we chart a path for greater success in that area. Thank you for your service.

BLACK HILLS VETERAN HONOR MARCH & MARATHON

It was another successful year for the Black Hills Vet-eran March and Marathon. The weather was perfect for our event; sunny and 40 degree when the race started at 0800 hrs in Rochford, SD. As the day progressed, the temperature in-creased to around 70 degrees with light winds. We were hon-ored to have COL Bradley T. Richardson (RET) as our honor-ary starter. A Veteran of Desert Storm who continues to fight for Veteran benefits today; he is an example of the new era of Veterans. Over 230 registered for the full march and mini-march, 221 began the race and 198 finished. We had over 25 register from Ellsworth, AFB and look forward to more next year. Our category winners are posted on the website and can be found in this issue of the ECHO. Check out the photos of the event on blackhillsveteranmarch.com. You will see numerous photos of patriotism at its finest. From a 4 year old, who did his best to complete the mini-march, to our oldest competitor at 76, all realized the accomplishment of taking this challenge. Some could not finish, some pushed themselves to the limit but all

felt the camaraderie and esprit de corp. Some of the comments I heard were: “I did it this time to see if I could finish, now I want to train and see how fast I can do it.’’” The rest stops were fabulous.” “Fantastic event.””My feet hurt.” It is not possible to thank every individual, business or organization assisted with this event. However, we want to thank all the volunteers who make this event possible. The rest stops were a big hit; I cannot wait until next year to see what they come up with next. And a special thanks to all the spon-sors whose contributions enable us to have this event and make enough money to give back to the Veteran community. Please check the website for a list of sponsors and please patronize them in the coming year. I would personally like to thank Josh Wermers, Courtney Tyrrell and Jerry Eisenbraun for their un-wavering dedication to this event. As always, we can use more volunteers, sponsors and especially marchers for next year. Plan early, get the word out; I hope to see you all there next year on 19 September 2015.

This is election year; consider the people who are running for office and what they will do for the National Guard, active and retired. After election, contact any new members of Congress informing them of your concerns. A Veterans Education Fairness Act Bill was introduced on July 30, 2014 to amend Title 38, United States Code, to ex-pand the authority of veterans to transfer entitlement to Post-9/11 Educational Assistance to dependents. It has been referred to the House Committee on Veterans’ Affairs. On September 11, 2014 the Senate passed the Veterans’ Compensation Cost-of-Living Adjustment Act, which would direct the Secretary of Veterans Affairs to increase the rate of veterans’ disability compensation starting on 1 December. The cost-of-living increase would match that of social security ben-efits. The bill now heads to the House for further action. The National Auxiliary made 1,817 contacts to Con-gress and received 578 responses; this was up from the previous year. There were a number of states whose auxiliaries made no contacts to Congress. It was my privilege to serve on the Leg-islative Committee at the National Conference. I also attended the Retiree Committee Meeting; discussed were some of the benefits that have been received due to EANGUS efforts and the

TRICARE Choices and TRICARE Retiree Dental Program. We were told that if you want these benefits you need to be an active Retired EANGUS member. Get Involved!
