Introduction Which two-year-olds are covered by this list 1. We are pleased to provide these tables setting out an estimate of the number of two-year-olds eligible for the Government’s early learning for two-year-olds programme. From September 2014 it is estimated that around 285,000 two-year-olds will meet the eligibility criteria for a government funded early learning place. Of these, 277,000 children are eligible under the economic criteria (those applying to both the criteria introduced in September 2013 and those to be introduced from September 2014). These are included in the following lists. 2. 8,000 two-year-olds are estimated to be eligible under the non-economic criteria under both phases of the programme (i.e. looked after children, children with special educational needs, adopted children and children from asylum seekers). We do not have local level estimates for the 8,000 children eligible under the non-economic criteria and they are therefore not included in the following lists.

Eligibility criteria 3. From September 2013 a two-year-old is eligible to receive a funded early

education place if the child’s parent is in receipt of any one or more of the following support payments:

a) Income support

b) Income-based Jobseeker’s allowance

c) Income-related employment and support allowance

d) Support under Part 6 of the Immigration and Asylum Act 1999

e) The guaranteed element of State Pension Credit

f) Child Tax Credit (but not to Working Tax Credit and have an annual income not exceeding £16,190 as assessed by HMRC)

g) Working Tax Credit four-week run on.

Children looked after by a local council are also entitled to a place.

4. From September 2014 the following two-year-olds will also be entitled to a place:

a) Their families receive Working Tax credits and have annual gross earnings of no more than £16,190; or

b) Special Educational Needs criteria:

1) They have a current statement of special educational needs/ an education, health and care plan; or

2) They attract Disability Living Allowance (DLA); or

c) Care and adoption criteria:

1) They are looked after by their local authority; or 2) They have left care through special guardianship or an adoption or residence

order. Purpose of document 5. The information in this document is designed to support local authorities with their

responsibility to ensure that sufficient places are available for every two-year-old who meets the eligibility criteria. It is also intended to provide information to early education providers about potential demand so that they can identify where there may be opportunities for business growth that result from the introduction of the entitlement.

6. Many local authorities provide support to providers that wish to set up or expand.

Providers are encouraged to speak to the relevant local authority about what support may be available and to discuss whether there is a need for additional capacity.

Note on numbers

The data provided in this document has been providedby the Department of Work and Pensions and Her Majesty’s Revenue and Customs (HMRC). This data is a snapshot of those eligible on a particular day and is believed to be representative of the estimated number of children who will be eligible at any one time on the basis of the benefits and earnings criteris. They do not include estimates for children that would be eligible under the non-economic criteria. .

All estimates below 3 have been suppressed and other estimates rounded to the nearest ‘five’. As such the total of individual postcode sector level data will not typically equal the overall estimate for the local authority area.

The non-inclusion of a postcode sector in this document should not therefore be taken to mean that there will not be any resident eligible children.
