I. INTRODUCTION OF THE SECTOR : Agriculture in Lakshadweep is coconut husbandry. The people of Lakshadweep depend on coconut

for their livelihood. Taking this into account the administration is pursuing integrated farming system

wherein thrust is given to product diversification and value addition in coconut.

Total coconut cropped area under the UT is 2598 ha out of total geographical area of 3228 ha with a

population of 60650. Entire coconut growers belong to the Scheduled Tribe small and marginal farmer

category with an average land holding of 0.27 ha. Cultivation is by and large rain fed with unique mixed

farming practices. Though the coconut is predominantly a small holder crop, rurally based, higher

productivity always enhanced sustainable income and employment opportunities. Due to the multi product

nature of this wonder palm therefore there is a veritable physical resource and generally where it is grown

there is ample human resource as well. The coconut production of 52.8 million nuts in the beginning of the

XIth FYP was enhanced to 58.0 million nuts by the end of the FYP significantly enhancing the productivity to

22310 nuts per hectare, proudly, the highest in the Indian Union. Laccadive Ordinary and Laccadive Micro

are the two time tested eco-types of the UT with high quality copra, higher oil content and other superior

attributes besides true organic. The mandate of the Department is to enhance nut productivity from each

palm hectare, minimize nut damage loss by proven management practices, encourage processing and

product diversification and assure competitive open marketing thereby sustained development with higher

per capita income.

II. VISION: The Department is responsible for matters relating to crop production, preservation, protection and

improvement of Agriculture, formulation of programmes and policies for preservation and protection of

Agriculture through provision for better health cover, liaison with other periphery units and Ministries

including conducting of periodical surveys and Agricultural census. Implementation of various Centrally

Sponsored Schemes and RKVY Programme in all the Islands. To keep Lakshadweep free from the threat of

any outbreak of harmful pests and diseases of crops and to provide free Agricultural services at the farmers

door.

Objectives:

i. Evolve schemes and encourage farmers to take up Agriculture and allied activities to augment

Organic production of fruits and vegetables.

ii. Effective control of Crop pests and diseases especially Mandari, Rodents and Bud rot of Coconut

through organic treatment and public awareness programs.

iii. Hygienic production of value added products.

iv. Transfer of latest scientific technical know-how in Agriculture to the farmers.

v. Capacity building of technical and statistical staff.

vi. Setting up of large scale Crop husbandry and value addition industries under private sector with

the support of department.

III. MISSION: While there are many plus points for coconut cultivation in the islands there are equally minus points as

well. The most important one is the limited fresh water aquifer availability in the islands. This is hardly

sufficient for drinking purposes of its inhabitants thereby the entire farming essentially turned rain fed.

Practically none could be grown irrigated. Secondly, there is no possibility of further expansion in the area of

coconut or for any crop in that matter confining the entire crop cultivation within the limited area available.

The geological farness of these small atolls from the mainland also did contribute much to its backwardness

in use of high tech agronomic interventions and market development.

Most important is the Organic Agriculture, which is the production of fresh and healthy food devoid of

chemical fertilizers and pesticides. We, the entire Coconut Territory is organic for the last 20 years or more

but our farmers are not getting the benefit of Organic Products just because of not having Organic

Certification for our products . Therefore, the process of Organic Certification under National Horticulture

Mission (NHM) was started in Lakshadweep during 2010. The INDOCERT, Aluwa, Kochi is the certification

agency which was selected based on a tender process and a note from Hon’ble Administrator. The prime aim

of the programme is to make our territory fully organic and to be first in India. The all Unit in charge are

trained for the purpose and now we have received the final certificate for the ICS-1.

Organization setups for each Island have been prepared in accordance with the guidelines and Internal

Control System Manual for each Island for proper workflow. Under this setup an Approval Committee,

Appeal Committee, ICS Coordinator, Project Managers are constituted comprising the department staff. The

Internal Inspectors / Field Officer are the authorized persons well trained in the field of activities. The main

task of Organic Certification like field inspection, documentation, farmers training and Internal Inspection etc

are being looked after by the Internal Inspectors / field Officers.

The above mentioned staffs are Dept staff who manage and monitor the ICS works in the concerned

Islands.

5. Internal Inspectors: - Authorized persons for field inspection, data entry for trace net , preparation of

all documents related to Certification process

At present, we have obtained Organic Certification with registered area of 920.38 Ha under 1st ICS out of total

cultivable area 2598 Ha. About 3844 nos. of farmers have been registered under ICS- I.

ICSs in each island will be registered as societies under the act 1860 and later on these societies will be

clubbed together to form federation. All Unit-in charges(ICS coordinators) will be directed to contact the

secretary/inspectors of cooperative societies in concerned island for the purpose. Further certification process

and marketing of products have to be carried out by the society/federation themselves. Based on the success

of the 1st phase of the organic certification, the process for the second ICS formation may be carried out. If

possible we can go for the formation of a Company by upgrading the federation.

This scheme was implemented as centrally sponsored scheme under national Horticulture Mission till

last year, but due to the short of fund under NHM now it is being continued as state plane scheme during

this year

Therefore, the entire strategy for development of agriculture in the UT during the XI FYP period is on

Coconut Husbandry based Organic Farming with farm level processing and product diversification. Viable

packages are proposed for individual agro climatic zones/islands putting together knowledge of what is

likely to work best in each zone/island.

A new open strategy mounted with more resources, sharper focus and strong commitment from the

Decision Making Level therefore is the vision statement.

IV. MAJOR ACTIVITIES OF THE DEPARTMENT:

All schemes which are formulated and implementing with public private participation and fully

beneficial to the farming community of this UT. This sector provides fresh vegetables and fruits having good

nutritional value to whole population of the territory and Coconut value additions help to generate gainful

employment and enriches the soil with organic manure.

The District Panchayat, Department of Agriculture, Lakshadweep through an integrated and

participatory approach have achieved organic certification (Scope Certification) for the entire territory of

Lakshadweep. This certification done by Indian Organic Certification Agency (INDOCERT), Aluway, Kerala

will enable the produces from Lakshadweep to compete in the world market. The Major

schemes/programmes for the development of Agriculture sector in each Island of this territory is highlighted

below. The financial outlay for the Annual Plan 2013 – 14 was `.980.00 lakhs while the proposed for the

Annual Plan 2014 – 15 is `.900.00 lakhs.

I.COCONUT DEVELOPMENT PROGRAMME

Coconut being the main crop and livelihood of the people of Lakshadweep, the scheme is very relevant to

Lakshadweep. The emphasis under this scheme is for coconut crop husbandry, coconut value addition,

assistance to coconut climbers.

(1) Component Name: Coconut Harvesting Scheme for Farmers (all islands except Minicoy)

Description of the Component: Changing social structure has created shortage of coconut climbers. Coconut

is harvested 6-7 times in a year, however most of the farmers cannot achieve this due to lack of coconut

climbers resulting is lower production and high incidence of pest attack mainly rodents. The harvesting

charges for coconut have also increased from ` 7.00 to ` 30.00 during the last five years. To overcome this

Department during 2011-12 introduced coconut harvesting scheme for farmers were the Department engaged

coconut climbers who are insured under coconut climbers insurance scheme implemented by the Department

Complaints & suggestion box is available at every unit office, so that the condition of service system can be

improved by continuous correction/elimination of shortcomings through feedback response.

Plant protection activities:

Against pests and disease problems of the farmers, spraying of pesticides and fungicides are being

carried out by the technical persons of the department. For the said purpose, either the farmer has to apply to

the Unit In Charge in one day earlier in a prescribed application form indicating the details or he has to at

least inform the unit for further measurements.

Intercultural activities:

On demand from farmers department will take up the ploughing work with Power Tiller on payment

basis. For this purpose farmers have to apply to the Unit In Charge well in advance in a prescribed

application form (Annexure II).

All the applications received will be entered in a bound-register (not on loose sheets of papers) in the

chronological order. Ploughing work will be carried out on first come, first serve basis strictly.

Extension activities:

In order to keep the farmers abreast with changing farming activities the following extension activities

are organized.

4 Agriculture Seminar on

specified subjects

Four numbers in every year on rotation basis. In

this subjects based on need of the

year/crop/Concept will be decided and experts

from Agriculture Universities and such other

Research Institutions will be invited for taking

Classes. Farmers will be selected based on their

involvement in Agricultural Activities.

To know how the training programmes are benefiting the target groups, a questionnaire (Annexure-III)

will be sent to the farmers undergone the training programmes. This will help to know the type of activities

the trained persons are doing, their problems, their suggestions to improve their conditions and to have way

out or/to find out ways and means to solve their constraints/problems.

Special care/drive for the benefit of farming community:

1. At headquarters island Kavaratti farmers will have free access, to meet District Agricultural Officer

on every day afternoon 4 –5 PM at office or even holidays at his residence, for discussing/seeking

advice on any matters related to Agricultural activities/developments/problems.

2. Director of Agriculture/District Agricultural Officer will be visiting other islands for a day or on

need basis, during the visit his services can be utilized by the farming community of that particular

island.
