He made these remarks after holding talks with Chinese Foriegn Minister Wang Yi in New Delhi that lasted for about three hours. Jais- hankar said that he and his Chinese counterpart addressed a broad and substantive agenda in an open and candid manner. "I would describe the current situation as work in progress, obvi- ously at a slower pace than desir- able. And my discussions with For- eign Minister Wang Yi today were aimed at expediting that process," Jaishankar told reporters here after delegation-level talks with Chinese FM. "The impact of the tension at the border areas on the overall relation- ship has been visible in the last two years. This is only natural since peace and tranquillity at the border areas have been the foundation of stable and cooperative ties. Indeed we have agreements designed to strengthen these foundations and prevent the kind of situation that we are seeing today," he added. National Security Advisor (NSA) Ajit Doval on Friday told the visiting Chinese Foreign Minister Wang Yi that there has to be "early and complete disengagement" in border areas for Indo-China ties to move forward. In a meeting between the Chi- nese Foreign Minister and NSA Doval, both countries emphasised that their actions should not violate the spirit of equal and mutual securi- ty, the government sources said. The two Asian neighbours also concurred to work in the same direc- tion and resolve outstanding issues as quickly as possible, the sources added. The Chinese Foreign Minis- ter, who arrived in New Delhi on Thursday, held delegation-level talks with NSA Doval on Friday. In their meeting, the two sides emphasised on the need to continue positive in- teractions at diplomatic and military levels for restoration of peace, a pre- requisite for normalisation of bilater- al relations. This is the first interaction at the topmost level ever since the clashes between the two sides at the Galwan Valley in the summer of 2020. Both countries have held sever- al rounds of border talks to resolve the standoff. India has called for complete disengagement in eastern Ladakh at all friction points. The curative pe- tition was filed before the Apex Court, challenging its 2017 order, which had dismissed the NGO's pe- tition for probe, citing long delay. Three shops have been sealed by the municipal authorities. Theproperty tax should be deposited soon to take advantage of the interest. Those who have not yet de-posited the outstanding rent of the municipal shops, should deposit their tax before March 31, other-wise, action will be taken against them by the municipality. Municipal Secretary Mohit Kumar said thatshops of shop owners who have not deposited property tax on behalf of the municipality in the cityhave been sealed. Encroachmentsremoved near bus standPRITI SAINISADHAURA: Action was taken on Thursday by the joint teamof Municipal Administration and PWD to free them from illegalencroachments outside the rest house and around the busstand besides the vegetable market. On reaching outside the

Disclosing this here today, the Food, Civ-il Supplies and Consumer Affairs Minister Mr.Lal Chand Kataruchak said that the MSP isonly for the farmers and not for those traderswho purchase the produce of the farmers at ex-orbitant rates and then sell the same in theMandis to earn handsome profits which isnothing but sheer organized loot of the pre-cious Government funds and taxpayers mon-ey. The minister further pointed out that theDGP has been asked to put up Nakas or checkposts at the borders of the State besides goingin for thorough checking of all the trucks ladenwith wheat, entering Punjab. "Any unscrupu-lous element would not be spared", said theMinister also appealing to the farmers, NGOs,and the general public to assist the State Gov-ernment in identifying any such element whotried to sell wheat in the mandis in an illegalmanner.

Apprising about the preparations concern-ing the approaching Kharif Marketing Season,the Minister said that all the necessary arrange-

ments have been made with more than 2300mandis fully geared up to receive farmers fromApril 1. The State has also received 'Bardana' inample measure with robust arrangements beingput in place regarding transportation andlabour.

The minister exhorted the farmers to bringdry produce in the grain market so as to makesure that the precious time is not wasted in dry-ing it before purchase. The Government wouldbuy every single bale of farmers' produce andwon't let them encounter any difficulty, addedthe Minister.

Anumber of city councilors todaylodged a written complaint withSDM Dhuri Ishmit Vijay Singhagainst Sandeep Tayal Pappu,husband of Pushpa Rani, presi-dent of Dhuri Municipal Coun-cil, alleging misuse of the pres-idency.

The councilors have al-leged that Sandeep Tayal hasbeen abusing his wife's positionfor a long time and the bureau-cracy has been working underhis pressure. He said thatSandeep Tayal did not hold anypost in Municipal Council,Dhuri nor was he a currentcouncilor but his undue inter-ference raises many questions.

He said that the name of thePresident of the MunicipalCouncil Pushpa Rani is nominalat the office of the MunicipalCouncil. This can be seen fromthe CCTV cameras installed inthe house. Thisinformation was received at 9.30 am today.

Prof. Ashok Kumar Official Spokesperson,PGIMER further detailed, “After receiving the infor-mation, the normal functioning of the Institute wasresumed with the outsourced workers reporting forduty. Even the timings of the registration were in-creased till 12.30 pm from the routine 10 am on usu-al days to facilitate the patients.”

However, the Administration had ensured thatpatients are not put to inconvenience and according-ly necessary arrangements were made beforehand.Hence, despite a little confusion in the morning hourstill the outsourced workers resumed their duties, nountoward incident was reported and the situation waswell under control, stated the Official Spokesperson.

It was further informed that in all, 2727 patientswere examined through the day including 1763 ex-amined physically and 964 reached out through tele-consultation.

CM directs PWD officers tomonitor road maintenance

Thakur was presiding overthe meeting with the officers ofthe Public WorksDepartment(PWD) virtuallyfrom Shimla today. ChiefMinister said that ChiefEngineers must regularlymonitor the progress ofmaintenance in their respectivezones and higher authoritiesmust regularly be made aware ofthe same. He said that delay infloating tenders for tarring of

roads would be viewed seriouslyand stern action would be takenagainst defaulting officers. Hesaid that special thrust must alsobe laid on quality work so thatcommuters do not face anyinconvenience. Jai Ram Thakursaid that roads are the lifelines of

Himachal Pradesh as there werelimited means of connectivitydue to its hilly terrain and thestate government was accordingtop priority for construction andmaintenance of the roads. Hedirected the officers to putearnest efforts to improve the

conditions of roads by executionof periodic renewal, patchwork,metalling, and tarring ofPMGSY, NABARD, and otherroads so that commuters couldtravel comfortably. He said thatall tenders for repairs, renewal,and blacktopping of roads shouldbe completed well in time so thatworks could be started at theearliest to facilitate the people.Chief Minister said that PublicWorks Department has achieved75 percent of the targets fixed forState and PMGSY roads underAnnual Maintenance Plan 2021-22 by undertaking works on1798 kilometers of roads byspending an amount of Rs. 228crore. He said that a target of1950.59 kilometers has beenfixed under Annual MaintenancePlan 2022-23 for maintenanceand other allied activities of theState and PMGSY roads.

This information was receivedat 9.30 am today. Prof. Ashok Kumar Official Spokesperson,PGIMER further detailed, “After receiving the information,the normal functioning of the Institute was resumed with theoutsourced workers reporting for duty. Even the timings ofthe registration were increased till 12.30 pm from the routine10 am on usual days to facilitate the patients.” However, theAdministration had ensured that patients are not put toinconvenience and accordingly necessary arrangements weremade beforehand. The Centre has decided to lift Covid-19 restric-tions, barring a few, by the end of March for thefirst time in two years. It is true that the infec-

tion rate has been falling — the country witnessedfewer than 2,000 cases in the last 24 hours. But thisshould not be seen as a signal to let the proverbialguard down. There has been a surge in Covid re-in-fections in some parts of the world, including theUnited States of America, China and South Korea. In-dia, given its lax culture of civic consciousness, willcontinue to remain a potential target of the virus thatseems to have resurrected itself.

There is, however, another pertinent issue. Indianeeds to reflect on and learn from its experience dur-ing the period of Covid-induced restrictions. Thisphase bared some of the ugliest warts in governance,healthcare and, most strikingly, its body politic. Therewas the horror of government ineptitude when the na-tion was lashed by the first two waves of the pandem-ic. Searing images — be it of bodies floating on theGanges or, earlier, migrant labourers trudging on de-serted highways in a desperate bid to reach home —bore evidence of the government’s insensitivity.Meanwhile, the economy continued to tumble in theabsence of meaningful interventions, magnifying pub-lic suffering. Equally shameful was the weaponizationof no less than a health emergency to target minorities— Muslims — by social and political segments thatare fuelling India’s unabashed march towards majori-tarianism. There can be no greater evidence of the de-terioration in — near-obliteration of — the pluralistethos cemented in the constitutional vision. Ricketyhospital infrastructure, the dissemination of unscien-tific concoctions as medical remedies as well as atepid response to safety protocols were some of theother overwhelming features of this difficult time.Strangely enough, these marked failures have notelicited an electoral retribution on the ruling BharatiyaJanata Party.

If the last round of assembly elections were an in-dication, the BJP’s policy failures on numerous frontsseem to have been brushed away by the electorate inthese states. The last two years of suffering — Indiaand the world are not out of the woods yet — havethus dismantled two entrenched assumptions. First,that a regime’s failure during a health crisis brings col-lateral political damage. Second, that a pandemic is amedical crisis only. It is not. It wreaks equivalent so-cial and economic costs. India is proof of that.

Rooftop gardens, greenerycan turn down heat in cities

According to research led by NASA's Goddard Insti-tute for Space Studies, rooftop gardens and green-ery can help ease some of the severe heat in cities.

The findings of the research were published in the jour-nal, 'Sustainable Cities and Society'.

For several decades, researchers have promoted re-placing black tar and other dark-coloured roofing materi-als with bright, sun-reflecting surfaces or "green roofs" fullof plant cover. Now they have used freely available satel-lite data to measure how effective these changes are.

Heat is often intensified or amplified in cities, a phe-nomenon known as the urban heat island effect. Asphalt,concrete, and similar materials absorb and retain signifi-cantly more heat than vegetation, so temperatures in urbanareas are often 10 degrees Fahrenheit hotter than sur-rounding suburbs or rural regions. In neighbourhoods withfewer trees and green spaces, this heat often dispropor-tionately affects older adults, low-income communities andsome communities of colour.

Green roofs are designed to harness the cooling powerof plants to lower the temperature in city spaces. Thegreenery may be extensive (shallow soil, low-maintenanceplants) or intensive (deeper soil, more diverse plants andtrees). The GISS team has studied three sites in Chicago tosee how green roofs affected surface temperatures aroundthose buildings, and whether there was a difference be-tween those sites and others nearby without green roofs.Two of three green roofs in the study reduced temperatures,but results indicated that effectiveness may depend on lo-cation and plant diversity, among other factors.

"As cities grow and develop, they need to make gooddecisions about their infrastructure, because these deci-sions often last for 30 or 50 years or longer," said ChristianBraneon, a climate scientist and civil engineer at ColumbiaUniversity and GISS.

"In the context of more frequent heatwaves and moreextreme heat, it's important to understand how these urbandesign interventions can be effective," Braneon added.

Braneon and the GISS team partnered with Chicago'sPublic Health and Planning and Development departmentsto study three sites that had installed green roofs in the ear-ly 2000s: Millennium Park, City Hall, and a Walmart shop-ping centre. Using imagery captured by the Landsat 5 satel-lite between 1990 and 2011, the researchers have comparedchanges in land surface temperatures and vegetation abun-dance at the study sites as well as nearby control sites with-

out green roofs. Results from the three sites were mixed.Millennium Park, which has an intensive mix of plants andis located near Lake Michigan, showed significantly low-er average temperatures after its green roof was installed in2004. It was the only site where the roof fully mitigatedclimate warming over the study period.

City Hall, also an intensive site, had a green roof in-stalled in 2002. Its temperatures after green roof installa-tion were lower than those at the control site, but they wererising toward the end of the study period.

The Walmart site told a different story. While the greenroofs at Millennium Park and City Hall were added ontoexisting buildings, the supermarket was newly built duringthe study period. Even though Walmart installed an exten-sive green roof, the conversion of the land from a vacant,grassy lot to a store meant the vegetation index for thelandscape decreased.

"In a lot of places, you might be developing an area thatdidn't have something there before; it just had overgrownvegetation," said Braneon, who co-leads urban research forthe Climate Impacts Group at GISS.

"You might think that putting a green roof on your newbuilding would make a significant impact. But what we seeis that a lot of impervious material may also be added there

Artificial sweeteners reduceadded sugar content and corre-sponding calories while main-

taining sweetness. A new study sug-gests that some artificial sweetenersare associated with increased cancerrisk. The findings of the study werepublished in the journal 'PLOS Medi-cine'. To evaluate the potential car-cinogenicity of artificial sweeteners,researchers analyzed data from102,865 French adults participating inthe NutriNet-Sante study. The Nu-triNet-Sante study is an ongoing web-based cohort initiated in 2009 by theNutritional Epidemiology ResearchTeam (EREN).

Participants enrol voluntarily andself-report medical history, sociode-mographic, diet, lifestyle, and healthdata. Researchers gathered data con-cerning artificial sweetener intakefrom 24-hour dietary records.

After collecting cancer diagnosisinformation during follow-up, the re-searchers conducted statistical analy-ses to investigate the associations be-tween artificial sweetener intakes andcancer risk. They also adjusted for arange of variables including age, sex,education, physical activity, smoking,

body mass index, height, weight-gainduring follow-up, diabetes, family his-tory of cancer, as well as baseline in-takes of energy, alcohol, sodium, satu-rated fatty acids, fibre, sugar, whole-grain foods, and dairy products.

The researchers found that en-rollees consuming larger quantities ofartificial sweeteners, particularly as-partame and acesulfame-K, had ahigher risk of overall cancer comparedto non-consumers (hazard ratio 1.13,95 per cent confidence interval 1.03 to1.25). Higher risks were observed forbreast cancer and obesity-related can-cers.

According to a new clinical trialled by King's College, dailyconsumption of cranberries for

one month can improve cardiovascularfunction in healthy men.

The study has included 45healthy men who consumed wholecranberry powder equivalent to 110gof fresh cranberries per day (9 g pow-der) or a placebo for one month. Thoseconsuming cranberry had a significantimprovement in flow-mediated dila-tion (FMD), which signals improve-ment of heart and blood vessel func-tion. FMD is considered a sensitivebiomarker of cardiovascular disease

risk and measures how blood vesselswiden when blood flow increases. DrAna Rodriguez-Mateos, the Senior

The re-sults demonstrated that the consump-tion of cranberries as part of a healthydiet can help reduce the risk of cardio-vascular disease by improving bloodvessel function. An initial pilot studywas completed with five healthy youngmen to confirm the biological activity

of the whole cranberry freeze-driedpowder. The pilot concluded that cran-berry consumption increased FMD andconfirmed dosing. The main study wasa gold standard study design examin-ing 45 healthy men each consumingtwo packets of whole cranberry freeze-dried powder equivalent to 100g offresh cranberries, or a placebo, dailyfor one month.

The study found significant im-provements in FMD two hours afterfirst consumption and after one monthof daily consumption showing both im-mediate and chronic benefit. In addi-tion, metabolites were also identifiedand predicted the positive effects seenin FMD.
