YUGMARG, CHANDIGARH, WEDNESDAY, FEBRUARY 5, 2020

Britain is finally out of the European Union. Its citizenswoke up on February 1 to mixed reactions that mirroredthe narrow margin represented in a 51.9 per cent vote in

favour of leaving the EU on June 23, 2016. While many re-joiced in a newfound sense of independence, others were leftdespondent for breaking away after 47 years. The reconcilia-tion of such divergent views appears to be the biggest chal-lenge, with British Prime Minister Boris Johnson declaring hisjob was to bring his country together and take it forward. “Thisis not an end but a beginning” — were his words, where he mayhave paraphrased Winston Churchill, but they are as likely tolinger in history as Britons move on.

Brexit marks yet another blow to globalisation as econom-ic nationalism triumphed, much as it has in the past few yearsin which strong leaders are finding ways to make populist rulelegitimate. What were open borders will have to close soon. For most Britons, the painful Brexit debate was much lessabout economics and far more about identity. This hankeringfor freedom, partly premised on old glory, might have been athrowback to the heyday of the colonisers when the sun wassaid to never set on the British Empire. And yet it was mostlythe young and those living in the country who favoured Brex-it more than London.

The situation is riddled with problems as Britain left in ahurry, even before a proper deal could be struck with the EU.The negotiating positions on trade are seen to be hardeningnow as EU leaders are offering an icy reception to the BritishPM’s insistence on the UK not countenancing jurisdiction ofEuropean courts in trade. Mr Johnson is not wrong in seekinga pragmatic agreement, but the sharp deadline of December 31looms, and a “no-deal” Brexit could be far more damaging thanthe all the freedom the exit has brought.

The world order has changed somewhat, including in pol-itics. The emergence of Boris Johnson, seen as the man who“got Brexit done”, could reshape Britain’s electoral map foryears to come. Given the dynamics of an American electionyear, it is moot whether President Donald Trump would deliv-er on the great trade deal he promised when the UK was dither-ing in multiple parliamentary votes on Brexit, to settle whichthe Conservative leader called a general election.

In emerging stronger as his December election gambit paidoff, Mr Johnson himself will be a much wanted leader as therest of the world, including India, senses an opportunity fortrading with Britain on favourable tariff terms. Given India’ssteady and durable relationship with the UK, it’s on the cardsthat old bonds will mean something as India tries to fill gapseven as Britain and the EU go through a tortuous negotiatingprocess, complicated by Northern Ireland’s geographical con-tiguity with the Irish Republic.

A medium to long-termvision for India’s economy

The present glaring issuefor the economy hasbeen to infuse funds for

a demand pickup — for theagriculture sector, for NBFCsand for infrastructure spend,so as to enable the nation tobe back on the growth track.Finance minister NirmalaSitharaman has endeavouredto address most of the issueswith a medium to long-termvision.

In order to take the econ-omy on to a higher growthtrajectory, stepping up infra-structure investments is amust. Therefore, for me, thebiggest takeaway is perhapsthe announcement of allow-

ing Sovereign Wealth Funds(SWFs) 100 per cent tax ex-emption for investments inIndian infrastructure projects. The other important an-nouncement was the increasein the FPI limit for corporatebonds from nine per cent to15 per cent. This, coupledwith the laying out of the redcarpet for SWFs at this junc-ture, is very good news for In-dian infrastructure projects asit will enable long-termfunds, both equity and debt,to be invested in India. Theglobal financial markets areflush with abundant funds. The decision on DividendDistribution Tax, which has

been on the expected lines, islikely to make investments inIndia more profitable. On theinfrastructure front, one of thenotable announcements wasto bring the power sector inline with manufacturing com-panies and provide a conces-sional tax rate of 15 per centon the new domestic genera-tion companies. However, Ihope the existing power gen-eration companies and thedistribution companiesshould also be included in duecourse. I welcome the an-nouncement that the Centrewould now prod all state gov-ernments to adopt smart me-tering.

On the Chinese horoscope, thisis the Year of the Rat. Tradi-tionally, the New Year begins

with celebrations and feasts, but thelethal coronavirus has dampened allsuch festivities.

Many scientists trying to pinpointthe origin of this virus have conclud-ed that it was caused by bats from acertain cave in Hubei province. Fromthem it appears to have jumped tocivet cats kept in small cages in theseafood market at Wuhan by way ofurine or faeces. Some biologists con-jecture that the outbreak was causedby snakes. Whatever the cause, it iscertain that China’s food preferenceshave triggered this plague.

Don’t get me wrong: as a foodie, Ilike to experiment and have beenknown to slurp down all manner ofexotic dainties. Once in Hanoi, I washappily scoffing stir-fried locusts un-til my wife stopped me in mid-bite bysaying: “That one looks like a cock-roach.” To this day, I don’t know if shewas joking.

But bats? Civet cats? No way. However, not everyone is restrained intheir tastes. Most faiths practised inChina do not offer dietary guidelines,so people will eat whatever catchestheir fancy. In fact, the rich will buythe most expensive beast or bug on themenu. Thus, entire nations are beingstripped of their wildlife to satisfy theChinese desire to impress and try nov-

el dishes. Donkeys in Africa are beingshipped to China where their skins areturned into gelatine for traditionalmedicine. There have also been pro-posals to export donkey hides fromPakistan to China. The meat, ofcourse, is eaten.

Pangolins, too, have been pushedto the edge by China’s dietary habits. These helpless, scaly beasts are beingscooped up from East Africa to Pak-istan and trafficked to China wherethey are sold for $470 per kilo (asagainst $11 per kilo in the 1990s). Thescales cost another $3,000 per kilo inVietnam and China, and are used inspurious cures, including as a cure for

impotence. In fact, moreendangered animals andbirds have been slaugh-tered in search of an elu-sive virility than in anyother cause. Our ownhoubara bustards havefallen victim to Arabroyalty’s compulsion toovercome impotence. But the killing of rarespecies like the Indiantiger, the rhinoceros forits horn, and elephantsfor their tusks haspushed them to the edgeof extinction. Fortunate-ly, the giant panda andmany types of whalesare staging a slow come-

back. Partly, this is due to their appealto animal lovers: it has never hurt tohave good PR. But if you are a bat ina cave in Hubei province, you don’tstand a chance. Other bears don’t fareas well: some are locked up in cages tomake them secrete bile which again isused in Chinese medicine. Fortunate-ly, China has shut down the animalfood markets, but how long this banwill last — and whether it will be rig-orously implemented — is an openquestion. If the SARS epidemic of2003 is any guide, we can concludethat the authorities in China havelearned little from the past. However,China has a lot to lose from the current

outbreak: tourists and investors willbe reluctant to visit a country that pos-es such a serious health hazard. Mil-lions of overseas Chinese are beingseen as potential carriers of coron-avirus.

At a time when President Xi is try-ing to position China at the top table, the last thing he needs is for his coun-try to be dragged into pariah territory.

So is the coronavirus a case ofwild animals striking back? Well, I’mcertainly on the side of the pangolinsand the donkeys. Nobody can con-vince me that an animal on the endan-gered list is good for me, no matterhow delicious it tastes.

And yet we all have our ownfoodie preferences that must seem oddto foreigners. Force-feeding geese tomake them produce more liver for foiegras must be painful for the birds, butwe do it anyway to obtain the unctu-ous paste so beloved by diners in lux-ury restaurants. The Japanese contin-ue to hunt whales despite worldwidecriticism. Meat from these giants ofthe deep is frozen and stored. Con-sumption is down to a small fractionof what it used to be during the Sec-ond World War, but the Japanese insistthat whale meat is part of their culture.

People in France, Italy and Ger-many still eat horse meat. When I wasa boy in Paris, it was fairly common tosee butchers with a horse’s head onthe shop front.

All government func-tionaries — whetherthey are ministers or

officials — are paid by thetaxpayers to serve the nation.Consequently, each of theiractions, individual and collec-tive, is liable to be questioned.Dissent being central to anyform of democratic gover-nance, such questioning is notonly legitimate but most oftendesirable. Most governmentactions are but a continuationof earlier decisions and dis-courses, and are the outcomeof deliberations between se-lected officials and electedpublic representatives.

All major decisions at theCentre are taken by the coun-cil of ministers headed by thePrime Minister, and generallyreflect the collective wisdomof the government — not thatof the PM alone. Such execu-tive actions are normallyquestioned in the legislatureand frequently challenged inthe courts of law. Thus, undernormal circumstances, thesystem itself has built-inchecks and balances. Unfortu-nately, a trust deficit has re-sulted in some leaders in pow-er and those in the Oppositionbeing on a conflicting course, with one side demonising theother as pushing a divisiveagenda. This is causing a fearpsychosis, which can very of-ten be extremely counterpro-ductive. The recent spate ofprotests across the country

over the Citizenship (Amend-ment) Act (CAA), as well asthe proposed National Popula-tion Register (NPR) or the Na-tional Register of Citizens(NRC), establishes one thingfor sure, that India’s democra-cy continues to be vibrant.

It can be argued that thecurrent discontent is the cu-mulative effect of mainly eco-nomic and certain social fac-tors, aggravated by incidentsof lynching and intemperateutterings by certain politicalleaders, but the fact remainsthat the core citizenship issuesare not being discussed ade-quately on facts or merits, andthat the agitations are accom-panied with emotive consider-ations and often guided by po-

litical hues. Since the citizenship con-

cerns are very complex anddeeply grained in history, anydiscourse has to be groundedin reality — requiring a dis-passionate analysis of thefacts and the legal position, not merely on abstraction ofmoral or civilisational ideals.Since State actions compriseenacting of laws and framingof rules thereunder, budgetingof financial resources, deploy-ment of manpower, timelineand such other concrete meas-ures, a framework of informeddebate with both sides willingto concede some ground, should perhaps include thefollowing. First, the CAA hasbeen termed by critics as dis-

criminatory and against secu-larism, not universal in out-reach, unconstitutional andagainst India’s civilisationalethos. It would be prudent towait for the Supreme Court togive its final verdict on theseissues. Meanwhile, any publicdebate should addresswhether the CAA is againstone religious group or favour-ing others. Is it in the spirit ofaffirmative action or not?Should the Government of In-dia, dealing with citizenship, exercise reasonable restric-tions to define certain reli-gious groups, if there has beena historical case of persecu-tion against them? While uni-versalism in approach may bean ideal scenario, can the gov-

ernment be blamed for not fol-lowing that ideal? What hasbeen the international experi-ence in this regard? Howwould the maintenance of sta-tus quo help resolve this con-tentious issue?

This brings us to the sec-ond issue, relating to the ad-ministrative capacity of theState. What is the approxi-mate number of illegal mi-grants and how many of themare sought to be covered underthe ambit of the CAA for thefaster grant of citizenship?Has there been any official es-timate? If so, can that be pub-lished for the people to under-stand the magnitude of the ex-ercise? In the absence of anydata, and of the basis of arriv-ing at such data, how wouldthe cost, complexities and im-plications of the nationwideundertaking be assessed?

The third issue is aboutthe process involved and thedocumentation needed. Whathas been the experience ofconducting the NRC in As-sam? What are the lessonslearnt? Should the CAA befurther amended and how arethe rules to be framed there-under? What modifications ofrules and processes are need-ed to make the exercise mean-ingful, compassionate andnon-threatening? Instead ofmaking blanket demands forthe abolition of everything, can there be constructive sug-gestions about the amend-

ments that may be needed, onthe basis of evidence-basedreasoning? Between the rigidstances of the pro-changersand the no-changers, is thereany space for a more nuancedmiddle path?

The fourth issue relates tothe timing and phasing of thisexercise. Is it the right time? Isthe current disruption going toaffect the nation’s growthprospects — and if so, howmuch? While the CAA makesclear the intentions of the gov-ernment, should it be in a hur-ry to steamroll the process, having known well that ad-ministration or politics is theart of the possible? Those op-posing the moves should alsospell out a tangible course ofaction to tackle the problem.Do they want the process ofaccelerated citizenship to beabandoned permanently or ex-tended universally? Under thecircumstances, shouldn’t thegovernment pause a little, takea deep breath, learn from pastexperience, involve all thestakeholders involved andthen proceed?

Finally, certain state gov-ernments have planned to notcooperate in any way with theimplementation of the CAA asalso the NPR/NRC. Making apolitical noise is understand-able in a charged atmosphere, but states seeking to defy aCentral law, if validated by theSupreme Court, can set a dan-gerous trend.

CAA: Lack of informed debate mars discourseMeanwhile, any public debate should address whether the

CAA is against one religious group or favouring others

Unlike in China, all endangeredspecies should be off the menuWhatever the cause, it is certain that China’s food

preferences have triggered this plague

Creation is manifestationof God in various forms

SADGURU RAMESHJI

Sab jag ishwar roop hai, bhaloburo nahi koyiJaki jaisi bhavana, taiso hi phalhoyi

This couplet in Hindi meansthat the whole of creationis nothing but the manifes-

tation (modified form) of Godhimself, hence, nothing in cre-ation is bad and nothing is good. This couplet further explains that

wha t eve rwe feel foranybody orfor anythingin thisworld, sowill be thereaction andresult fromit in our life.

There are two aspects/secrets ex-plained in the above couplet. One is the highest spiritualknowledge about creation andthe second about the behaviouralaspect of creation. The first secretabout creation explains that God(God is referred here as the di-vine energy which is formless, omnipresent, omnipotent andeternal) has itself modified intovarious forms in the process ofcreation. Having taken variousforms, it has got various attrib-

utes based on each form. When-ever a substance or a thingchanges its form, it also changesits qualities and attributes. It ap-pears completely different fromits original substance. For exam-ple, when ocean water evapo-rates, it converts itself into watervapour and is invisible to oureyes. Though we could see it aswater, but now we cannot see itas water vapour. Not only that,we could have drunk it, taken abath with it as water, but now, af-ter it has converted into watervapour, we cannot drink it norwe can bathe with it. Similarly, this water vapour converts itselfinto clouds and thus gets a newname and form and new attrib-utes. The process goes on and ontill clouds convert into rainwater,

rainwater into rivers and riversmerging back into the ocean. With every conversion, a newentity takes birth, overshadowingthe original entity from which ithas come into existence. One be-came many and many becameone.

This is the process of creation. As water became vapour, vapourbecame clouds, clouds becamerain, rain became rivers andrivers merged back into theocean, similarly that One DivineBeing became five elements(ether, air, fire, water and earth),mind, ego, senses, etc and themixture of five elements furtherconverted into various forms likemountains, trees, the atmos-phere, ocean, food grains, ani-mals, birds, humans, etc.
