INTRODUCTION
With the spiraling cost of construction, coupled with inflation,
engineers must develop and research new techniques t o better u t i l i ze
the public's dollar. One area i n which these new technologies must be
researched i s in the f i e ld of highway construction; more specifically,
asphalt products.
There are areas w i t h i n the s t a t e of Iowa which do not have
Class I aggregate readily available for asphalt concrete road construc-
tion. The cost of transporting higher quality aggregate specified in
the "Standard Specifications for Highway and Bridge construction"' for
construction projects is escalating on a yearly basis. Many counties
will be squeezed out of the construction of new roadways i f an alterna-
t ive to the high costs i s not identified. The same high costs will
curtail adequate upkeep on the existing paved system and will result in
decreased serviceability. For th i s reason, a product i s needed to
better u t i l i ze the local aggregates for road construction and maintenance.
There i s a product on the market which the promoters claim will
improve the prer?nt asphalt to such a degree as to "upgrade deficient
aggregates" to the level they can be used in today's standard construc-
tion techniques. This product i s "Chem-Crete Bitumen," a'kpecially refined
asphalt" that was promoted by Chem-Crete Corporation of Menlo Park,
California. Chemkrete Technologies, Inc. of Wickliffe, Ohio; a wholly
owned subsidiary of the Lubrizol Corporation has since purchased the U.S.

patents of Chem-Crete. Chem-Crete was promoted as a product which
increases the s t ab i l i t y of asphalt mixes a t a l l temperatures, improves
durabil i ty and upgrades the fatigue response of present materials by
increasing the limiting s t ress and s t ra in .
OBJECTIVES
The primary objective of the research was t o determine i f Chem-
Crete Bitumen would provide significantly improved performance of the
mix designs used. The sec0ndar.y objective was t o determine i f a sa t i s -
factory asphalt concrete base could be made using a poorly graded sand.
PROJECT DESCRIPTION
Two roadways were selected i n Story County t o evaluate the per-
formance of Chem-Crete Bitumen. The projects a re a 1.046-mile section
of county road E-57 and a 2.400-mile section of the North Dakota Street
extension (Figure 1 ) . The existing roadbed of E-57 consisted of 2.5 inches of Type B
asphalt cement concrete over a 6-inch rolled stone base with a Cinch
soil-aaqregate subbase. The North Dakota Street extension roadbed
was 4.5 inches of emulsion treated base.

ASPHALT MIX DESIGNS
Chem-Crete was t o be blended 1:9 with an AC-10 asphal t cement
and mixed pr ior t o use. The bid p r i ce f o r a spha l t cement included
the cos t f o r supplying and blending the asphal t modifier. A hot sand
mix and a Type B Class 2 a spha l t i c concrete mix were desiqned f o r the
blend. Both mix desiqns were a l so specif ied f o r use with unmodified
a spha l t cement. The sand was from t h e Williams P i t i n Story County and
the gravel f o r the Type B mix was from t h e Peterson P i t i n Story County.
Appendix A contains the material t e s t repor ts .
TEST SECTIONS
On E-57, the sand mix and the Type B Class 2 a spha l t cement
concrete were placed i n two l i f t s f o r a t o t a l depth of 3 inches. .
The placements are:

CONSTRUCTION
The const ruc t ion began September 15, 1980 and was completed
September 19, 1980. Iowa Road Bui lders Company was the contractor .
Copies of the cont rac ts and specia l prov is ions are i n Appendix B.
A Barber Green p l a n t i n Ames, Iowa was used t o batch mix the
asphalt concrete. Haul distances t o the pro jec ts were approximately
10 mi les t o E-57 and 6 m i l es t o the North Dakota St ree t extension.
The construct ion procedure was standard p rac t i ce w i t h the ex-
cept ion o f the r o l l i n g sequence. The ho t asphal t mix w i t h Chem-
Crete appeared t o r e t a i n the heat. The r o l l e r was held back from
the Blaw-Knox laydown machine t o a l l ow the asphal t t o cool t o prevent
the asphalt from creeping ahead o f the r o l l e r .
Average h igh a i r temperature during construct ion was 72O F
and the average low a i r temperature was 47O F. No measurable pre-
c i p i t a t i o n f e l l dur ing construct ion.
DISCUSSION
Test cores were d r i l l e d i n March and A p r i l 1981. The Iowa DOT
determined the penetrat ion and v i s c o s i t y on the extracted asphalts
(Appendix C). The t e s t revealed low penetrat ions f o r the asphalt w i t h
Chem-Crete from the sand mixes, however, penetrat ions f o r the asphal t
w i t h Chem-Crete from the Type B mix were close t o values obtained
from assurance samples. Test cores were sent t o the Chem-Crete Corp-
o ra t ion f o r analys is . The evaluat ion by the Chem-Crete Corporation
indicated a v a r i a t i o n i n treatment l eve l s . The Chem-Crete Corporation
a t t r i b u t e d the v a r i a t i o n t o inadequate mixing of the Chem-Crete a d d i t i v e
w i t h the AC-10. Nei ther the Iowa DOT nor Story County were informed
as t o the mixing time required.
I n October 1981, the Iowa DOT received a l e t t e r from Chem-Crete acknow-
ledging tha t the mixing time was probably no t the primary cause o f the
premature cracking.
A crack survey was completed during the f i r s t two weeks o f March
1981 on the two Chem-Crete pro jec ts . The Chem-Crete sections exh ib i ted
severe cracking wh i le the contro l sect ions d i d no t (Figures 2-4). Cracks
i n the Chem-Crete sect ions were as wide as 314 o f an inch. Appendix D
i s a summary o f the crack survey. The Chem-Crete Corporation t e s t i n g
ind ica ted t h a t the primary problem was inadequate t e n s i l e s t rength i n
t h e Chem-Crete sections.
The Iowa DOT Road Rater was used t o determine the r e l a t i v e strengths
o f the t e s t segments before and a f t e r cons t ruc t ion (Appendix E). The 1982
t e s t i n g ind ica ted lower de f lec t ions f o r the comparative Chem-Crete sections.
On E-57, the 80th pe rcen t i l e de f l ec t i on f o r the Type B mix w i t h Chem-Crete
was 3.3 m i l s and f o r the untreated Type B mix i t was 3.7 mi ls . S im i l a r
r e s u l t s were found between the t rea ted and untreated sand mix, however, on ly
l i m i t e d t e s t i n g was conducted on North Dakota S t ree t extension.
The severe cracking on the Chem-Crete sect ions requi red co r rec t i ve
a c t i o n i n 1982. North Dakota Street received a zeal coat and the cracks on
E-57 were sealed w i t h emulsion i n the summer o f 1982. Chem-Crete Corporation
funded the cos t o f the crack seal ing and seal coat ing. A seccnd seal coat
was placed on North Dakota St ree t i n 1983 t o co r rec t the e a r l i e r seal coat
which had experienced loss o f cover aggregate.
CONCLUSIONS
The fo l l ow ing conclusions can be stated:
1. Based on the comparative t e s t sect ions w i t h and wi thout the
asphalt modi f ier , i t can be concluded tha t Chem-Crete had
a very detr imental e f f e c t on the Type B mix used.

Severe cracking on the Chem-Crete section developed i n the
f i r s t year of service.
2. The asphalt concrete base mix using the Chem-Crete modifier
and poorly graded sand was unsatisfactory. Severe cracking
also developed in the f i r s t year of service.
3. The Chem-Crete sections will require substantial future
maintenance. The seal coat applied to North Dakota will
probably be inadequate and either overlay or removal will
be required much ea r l i e r than normal. In January 1984 the
crack f i l l i n g on E-57 also appears t o be inadequate and
further work will be required.

ADD t h e following sentence t o 2203.02. - D. Special Additive. A s p e c i a l l y processed and ref ined asphal t ,
a s i s manufactured by Chem-Crete Corporation of Menlo Park, Cal i forn ia under the name of "Chem-Crete" o r an approved equal, s h a l l be added t o the AC at the s to rage tank. The mixture s h a l l be thoroughly mixed f o r no l e s s than 30 minutes on the b a s i s of: one p a r t of Chem-Crete bitumen, by weight, is t o n ine p a r t s of t h e regular paving asphal t cement.
ADD t h e following sentence t o 2203.03. - When s torage b ins a r e used, the holding time s h a l l be l imi ted t o 4 hours.
ADD the following new paragraph t o 2203.23A. - The pr ice bid per ton of Asphalt Cement Concrete s h a l l include the cos t of furnishing and incorporat ing the add i t ive i n t o t h e mixture placed on f inished roadway.
The road s h a l l be kept open t o t r a f f i c . Not more than 200 f t . of center l i n e j o i n t s h a l l be l e f t open overnight.
Temporary Pavement Marking is not required. Permanent painted pavement markings a r e required.
Fabric reinforcement s h a l l be placed over the ex i s t ing bridge mat and i s inc iden ta l to the work. A 1" th ick mat placed over the f ab r i c . Fabric s h a l l be furnished and del ivered t o the s i t e by the county.
The Special Sand Mix s h a l l be completed no l a t e r than September 15, 1980.

SUMMARY OF CRACK SURVEY
March 1981
E57 Sta 0+00 to Sta 32+75 Type B
Full width transverse cracks at approximately 300 foot intervals.
E57 Sta 33+30 to Sta 44+00 Type B w/Chem-Crete
Full width transverse cracks at approximately 100 foot intervals. Two foot transverse cracks at the center and the edge of slab spaced approximately 10 feet apart. Insignificant longitudinal cracking.
E57 Sta 44+00 to Sta 55+22 Sand w/Chem-Crete
Full width transverse cracks at approximately 30 foot intervals. Random transverse cracks ranging from 1 foot to 10 feet in length interspersed between full width cracks at approximately 6 foot intervals. Approximately 40% of the test section had centerline longitudinal crack- ing. Much of the crack pattern in this section appears to be reflective cracking.
North Dakota Street Extension Sta 0+00 to Sta 70+00 Sand w/Chem-Crete
Full width transverse cracks 30 to 40 feet apart in full width sections of Chem-Crete. The 8% sand mix with Chem- Crete had short (2 feet) transverse cracks at 10 foot spacings at the centerline.
NorthDakota Street Extension Sta 70+00 to Sta 90+00 Sand Rt. Side Sand w/Chem-Crete Lt. Side
The control had no crack pattern except for the cracks which were extending from the Chem-Crete portion. The sand with Chem-Crete had transverse cracks at approx- imately 8 to 10 feet apart; of which approximately 50% extended 1 to 4 feet into the control segment.
