The Directorate has started an online Grievance Redressalmechanism, which is also used to collect feedback. Besidesfeedback is also collected through LSCs, RCs and SRCs andtelephonically by the SSSU.

6 Measures for qualitative improvement

1. Constitution of CIQA, 2. Uploading SLM on website, 3. Reviewof curriculum and SLM, 4. Uploading FAQs on website, 5. TheDirectorate is hosting digital and Audio-Video learning material onits website, 6. Students, LSC coordinators, RCs/SRCs areinformed about SLM dispatch through sms and email. Also it isuploaded on the university website.

7Ensuring Implementation of its recommendations through regularmonitoring

RCs and SRCs are informed about the recommendations toensure implementation at LSC-level. The entire process ismonitored regularly.

8 Ensuring Participation of stakeholdersWorkshop for RDs/ARDs held at the Headquarters. Separateworkshop for LSC Coordinators held at the Headquarters.

9Preparation of Programme Project Report and Informationregarding any new programmes launched

PPRs of all Programmes along with four new programmesapproved by the Academic Council.

10Collection, collation and dissemination of accurate, complete andreliable statistics about the quality of the programmes

Data and information are regularly collected by the Centre forInformation Technology of the university, which is shared on thewebsite and also with the Regulatory Authority (UGC-DEB) fromtime-to-time.

1. The Syllabus of ODL programmes have been synchronized to match with that of Regular Programmes. 2. CBCS has been implemented for theODL programmes as envisaged under the UGC - ODL Regulations 2017. 3. Practical examinations are also conducted wherever the curriculum of aparticular programme requires. 4. The qualification of the Academic Counsellor has been prescribed on par with the Regular Faculty of theUniversity. 5. The Question Paper for the Term End examinations are prepared by a panel of eminent faculty approved by the Academic Council. 6.The qualified examiners for the ODL programmes are entrusted with the work of evaluation of the Term End examinations. 7. Flying squads areconstituted to conduct surprise visits/checks during the Term End examinations. 8. Observers are deputed to every centre to oversee thepreparation and the conduct of examinations and to ensure fair conduct of examinations. 9. The Learner Support Centres have been relocated tothe Degree Colleges/HEIs according to UGC-DEB Regulations.

Audio Visual Materials: Quality Standards Before producing any supplementary material in the form of Audio visual curriculum based programme,the aspects of productions like learning capabilities, skills and programme formats are decided. The resource persons use simple language whiledelivering the video lessons to avoid any ambiguity or any pedagogic jargon. In the beginning of every video lesson, audio/video programmes followa standard pattern of mentioning the details about the programme like title and class and objectives of the video lesson and concludes with learningoutcomes and references. Apart from these details the concerned resource persons clearly mentions that this lesson is for the students of aparticular subject/course e.g. B. A (Urdu) I, II, III year etc. and further it is also mentioned in the title of the programme through graphics. The centrealso creates a downloadable link for each video lessons and same is shared with the Directorate of Distance Education and these links areuploaded at the university’s website’s DDE portal to make it convenient for easy access to the ODL students. As far as the quality of the productionsis concerned, all the video programmes are being produced in Standard Definition with complete synchronization of the sound with images. Theproducer, resource persons and the graphic artists enhances the quality of every programmes by using rich, appropriate graphics while theprogramme content is supported with requisite visuals. To make lesson easy to understand and to fulfil the mandate of the university the graphicsand textures slides are presented in the Urdu language, but in Science and Social Sciences programmes the slides are also incorporated in Urduand English as well. In addition, to provide the wider access of video lessons, IMC has launched IMC MANUU Youtube channel which has arepository of curriculum based audio-visual programmes of various streams like Science, Social Science, Life Science, Education and Training, Artsand Languages etc. Since social media is now widely spread amongst all age groups, the students are taking benefits of these audio video lessonsat Instructional Media Centre MANUU Youtube channel as per their conveyance. Further, to provide a scope for discussion on a Audio videolesson, the ODL students are being encouraged to write back to the concerned Resource Person to clarify their doubts. This provides a liveinteracting platform for students wherein students clarify their doubts about their lesson from the concerned teacher. During closing remarks, theteacher also encourages students to write back for more clarifications. The audio-visual lessons are reviewed and checked for quality by the expertsand after their approval the materials are uploaded on the website.

UGC ODL Regulations 2017 Guidelines for preparation of SLM are strictly followed in the SLM preparation. The SLM is self-explanatory, self-contained, self-directed, self-motivating, and self-evaluating. Simple language based on easy to follow diction is used. Conversational style ofwriting is adopted with direct address to the learner. The structure follows consistent layout and format. The learning objectives and outcomes areclearly defined. The SLM is divided into Blocks and Units. The content is divided into segments and there is appropriate sequence of material withillustrations, diagrams, tables, maps, self-check questions etc. where necessary along with references and exercises. Glossary is also provided.SLM size as specified credit-wise is maintained. The SLM has been approved by the statutory authority. The approval of Academic Council isuploaded.

Part - 9: Compliance status of ‘Guidelines on Learner Support Centre’ – As perAnnexure - X of UGC(ODL) Regulations, 2017: HEI shall mention the process followed for identification of LSCs and the agreement terms for providing support tothe learners thereby ensuring compliance to the LSCs provisions of the Regulations. The explicit details of approvalby its Statutory Authorities/CIQA shall also be mentioned.

Part - 10: Compliance status of ‘Guidelines on Learner Support Centre’ – As perAnnexure - X of UGC(ODL) Regulations, 2017: HEI shall mention the mechanism put into place along with brief details of grievances received and actions takenthereof. Also mention that how the learners have been made aware about this mechanism.

Part - 11: Compliance status of 'Evaluation and Certification' – As per Regulations13of UGC(ODL) Regulations, 2017:

Programme Project Reports (PPRs) are prepared by the Programme Coordinators as per UGC ODL Regulations 2017 Guidelines. In compliance ofthe Guidelines, each PPR has the following contents: Mission and Objective; Relevance; Nature of Target Group; appropriateness for deliverythrough ODL system; instructional design; admission procedure, curriculum and mode of evaluation; laboratory and/or library resource facilities;cost estimate; quality assurance mechanism and learning outcomes. Each PPR is approved by the statutory authority. The relevant AcademicCouncil Approval is uploaded.

The Directorate of Distance Education, Maulana Azad National Urdu University developed a proforma (approved by CIQA in its 2nd Meeting on 09-05-2018) and issued Expression of Interest for establishment of Learner Support Centres on its university website. After receiving applications onprescribed format the Scrutiny Committee examined the applications. The Committee then recommended inspection of the eligible institutions. Afterapproval from the competent authority, the inspection of the institutions was done by a committee constituted for the purpose. After receiving theInspection Reports. the Scrutiny Committee again scrutinized the reports and sent its recommendations for approval to the competent authority andthe concerned statutory bodies. After approval, letters were issued for establishment of Learner Support Centres at the eligible institutions as perUGC-DEB Regulations.

Adedicated toll-free number is also provided to the students for this purpose. 2.The Student Support Service Unit (SSSU) receives grievancespertaining to name correction, change of LSC, change of address, non receipt of Migration and Bonafide Certificates, shown absent in the appearedExamination, non-receipt of Memorandum of Marks, Non entry of Assignment marks and non receipt of Provisional Certificate. The SSSU alsoaddresses queries and provides information on a routine basis in person and over telephone and follow up the student grievances with theconcerned section every day and has successfully resolved majority of the cases. 3.The UGC grievance redressal mechanism was adopted in theAcademic Council.
