Agenda Item No.1. Confirmation of minutes of the 164th meeting

of Executive Committee held on 28.6.2011 It was noted that 164th meeting of Executive Committee was held on

28.06.2011. The minutes of the same were circulated to all the members of Executive Committee vide letter No. 5-1/2011-EC (164th) dated 25.08.2011 to

suggest addition/deletion if any. It was also noted that no comments were received.

Executive Committee confirmed the same.

Agenda Item No. 2. Creation of the 3 post of Assistant Registrar(Ayurveda)

It was noted that there was one post of Assistant Registrar (Ayurved) was existing in the CCIM since its inception. The same had fallen vacant on 16.04.1998 and on

account of non-sanction of RR by Deptt. of AYUSH in the pay scale of Rs. 8000-13500 (as per Forth Pay Commission). As work of the CCIM has been increased many fold and the work of the Ayurved is badly hampering, therefore, as per

direction of President, CCIM the proposal for creation of three post of Assistant Registrar(Ayurved) was sent to Govt. of India, Ministry of Health & Family Welfare,

Deptt. of AYUSH by surrender existing following post : (i) Technical Officer renamed as Assistant Registrar(Ayurved)- 01 (previous post)

(ii) Peon -03 (iii) Safaiwala-01

(iv) Chowkidar-01

It was further noted that as per information furnished by the Dept. of AYUSH the proposal has been approved by IFD and has moved onwards for further processing.

Executive Committee noted the same.

Agenda Item No.3. Consideration of the visitation reports of the new colleges visited in response to proposals

received from the Govt. of India Under Section 13A of IMCC Act, 1970.

It was noted that following colleges in view of the decision of previous meeting of

Executive Committee have been visited as per details given below to assess the managerial & financial capability of the Society to establish the college, examination of the scheme as well as to ensure the existence 100 beded fully functional hospital

before sending the recommendations to Govt. of India for issuing/not issuing LOI for establishment of the college.

After examination of the proposal alongwith the visitation report and all relevant

Agenda Item No.7. Approval of Annual Report and Audited Accounts for the year 2010-11.

It was noted that the Annual Report and Annual Audited Accounts of the Central Council of Indian Medicine for the year 2010-11 after printing are to be sent to the

Ministry of Health and Family Welfare Dept. of AYUSH, New Delhi to be laid down on the table of both the Houses of Parliament before 30th November as usual.

Executive approved the same.

Agenda Item No.8 Approval of Annual accounts for the year 2010-11 under Non-Plan and Plan-regarding.

It was noted that Annual Account for the year 2010-11 (Non Plan and Plan) are to be submitted to DGACE by 30th June to conduct the audit of the same in due course

of time as per provisions of the General Regulations of Sub Clause 1 of clause 86. The same should be submitted to DGACE after the approval the Executive Committee but it could not be possible due to unavoidable circumstances.

It was also noted after approval of the President, CCIM accounts have been

submitted to the DGCAE. Executive Committee approved the same with the direction that Annual

Accounts should be submitted to DGACE only after the approval of Executive Committee in future. No such general practice should be

followed in future. Agenda Item No.9 Reporting of decision of Govt. of India in

respect of Ayurved, Unani and Siddha colleges permitted/not permitted by Govt. of India for

the session 2011-12.

It was noted that Government of India was conveyed the decision in respect of

following Ayurved, Unani and Siddha college permitted/not permitted for the session 2011-12 so far in response of the recommendation of the CCIM.

Distt. Indore, Madhya Pradesh to other college(s) in respect of recommendation of the CCIM issued vide letter No. 3-5/2009 Ay.(30) dated

Agenda Item No.12. To fix the date & venue for next

Meeting of Central Council of Indian Medicine and its various Committees.

It was noted that as ratification of the recommendations of the Executive

Committee on the visitation reports of Ayurved, Unani & Sidhha Colleges and for the election is required.

Executive Committee decided that Central Council of Indian Medicine and its various

Committee meetings will be held on 17th to 19th October, 2011 in the office of CCIM, New Delhi.

(i). 17.10.2011 meeting of Ayurved Committee for election of vacant posts.

(ii).18.10.2011 Ayurved, Unani committee and Siddha Committee and meeting of Executive Committee. (iii). 19.10.2011 meeting of the CCIM.

Agenda Item No.13. Consideration of the visitation Report of the Nitishwar Ayurved Medical College, Muzaffarpur (Bihar)

It was noted that as per decision of the Executive Committee on 26.05.2011 the college was proposed for fresh visitation. Accordingly college has been visited as on 5-6.08.2011 for the same.

Executive Committee agreed to recommend to the Govt. of India for

granting permission for the session 2011-12.

Agenda Item No.14. Ratification of the action taken by the President, CCIM.

Mandsaur Institute of Ayurved Education & Research, Mandsaur (MP) (Bhanwarlal Nahata Samiti Sansthan, Mandsaur (MP).

It was noted that in compliance of the order dated 28.07.2011 of Hon’ble High Court, Indore under writ petition No. 3507/2011 to very the following shortcomings

informed by the Govt. of India vide letter dated R.12011/10/2009-EP dated 30.11.2010 reads as under-“OPD status will be verified after 3 months of this

permission and further the college administration will ensure that sufficient qualified teachers and non-teaching staff in the college and requisite staff are available in the hospital is as per the relevant CCIM regulations and norms before the admission

of the first batch of students in the 1st Professional BAMS course is made under intimation to the Central Government and the CCIM.” Accordingly the college has been visited by the visitors of the CCIM on 17-18.08.2011 to verify the same.

Considering that the Hon’ble Court Order was for compliance within 15 days therefore, as per instruction of the President, CCIM report has been sent to the Govt. of India for necessary action.

Executive Committee ratified the same.

Agenda Item No.15. Notification issued by Govt. of India in respect of Election of the CCIM.

It was noted that in compliance of order dated 13.05.2011 under CWP 33/2009

filed by K.B. Nagur V/s Govt. of India the election to the members of in various States was concluded. The Govt. of India has issued the notification No. 1367 dated 15.07.2011 and 1625 dated 24.08.2011 in the matter.


Addl. Agenda Item No.1. List of the colleges along with the

reason not visited for the year 2011-12.

It was noted that following colleges has not been visited for the year 2011-12 on the reason as mentioned against them-

1. SSUD Ayurved Medical College, Washim- CBI had raided the college on

02.08.210. Considering the lack of facilities of teaching and practical training for conducting Ayurvedacharya (BAMS) Course. Govt. of India did not agree to grant the permission for the session 2010-11. However, CCIM also

recommended to transfer of the admitted students to other permitted college of the State. The Government of India has also issued the order in this effect.

2. Dhanwantri Ayurved Medical College, Chhata, Dist. Mathura- When it

was came to the notice of President, CCIM, that there is no sufficient

facilities of teaching & practical training for conducting UG course, the college was again visited on 09.09.2010. After observing that there is no sufficient

facilities of teaching & practical training the same was informed to the Govt. of India and it was recommended to transfer the admitted student to other permitted colleges. The Govt. of India has issued the letter No.

R.12011/18/2008-EP dated 18.10.2010 for the same.

3. Parasurampuriya Ayurved Medical College, Sikar- There is no students, therefore, college has not been visited for the year 2011-12.

4. Acharya Gyan Ayurved Medical College, Indore- As per order dated 20.12.2010 of Hon’ble High Court under LPA No. 899/2010 the Govt. of India

was asked to conduct the visitation for the year 2011-12 and take the view therefore CCIM has not conducted the visitation.

5. Om Ayurved Medical College, Betul- When it was came to the notice of the President, CCIM that there is no sufficient facilities of teaching & practical training for conducting Ayurvedacharya course. The college was again

proposed for visitation and visited on 08-09.09.2010 by the visitors of the CCIM. After observing that there is sufficient facilities of teaching and

practical training for conducting Ayurvedacyarya (BAMS) course, it was recommended to Govt. of India to transfer admitted students to other permitted colleges. According Govt. of India vide letter No.

R.17011/112/2009-EP dated 22/12/2010 has passed an order to transfer the admitted students to other permitted college. The students have also been

transfer by Govt. of Madhya Pradesh.

6. Zakaria Ayurved College, Gulabarga- There is no students, therefore, college has not been visited for the year 2011-12.

7. Mahaganpati Ayurved Medical College, Dharwad- There is no students, therefore, college has not been visited for the year 2011-12.

8. Dr. BNM Rural Ayurved College & Hospital, Bijapur- The college was visited on 5-6.03.2010 to asses the available facilities of teaching and

practical training for conducting UG & PG course and college was not recommended to grant permission for the session 2010-11. However, Govt. of India granted an opportunity of hearing thereafter Govt. of India

forwarded the document to CCIM submitted by the college at the time of hearing for comments. However, it was proposed to Govt. of India for

conducting visitation by combined team (representation of the ministry and CCIM). The visitation was conducted by combined team but college did not allow the CCIM visitors for the same. However, Govt. of India denied the

permission for the session 2010-11 and agreed for transfer of admitted students to other permitted college. The order of Govt. of India has been

challenged by the college therefore the visitation for the year 2011-12 has not been conducting so far.

9. Mahesh Ayurved Medical College, Ashti, Beed- There is no students, therefore, college has not been visited for the year 2011-12.

EC decided that reply in respect of each college be send separately as above.

Addl. Agenda Item No.2. Reporting of the decision in respect of Institute of Asian Medical Sciences, Zakkora, Srinagar (J&K) and Kashmir

Tibbia College, Saidakadla, Srinagar.

It was noted that as per decision of Executive Committee in its meeting held on 28.06.2011 complaint was sent to Director, J&K to examining the matter and

furnish the report in the matter. The reminder was also sent to the Director. As nothing was heard and Govt. of India has also stated that Director J&K has little say

in the matter. Therefore, visitation report has been forwarded to Govt. of India to take view in the matter.

The Executive Committee noted the same. .

Additional Agenda Item No.6 Provisional Registration of Internship. Dr. Bhragupati Pandey, Member, CCIM raised the point that CCIM while amending

the provision of compulsory Internship under Indian Medicine Central Council (Minimum Standards of Education in Indian Medicine) (Amendment) Regulations,

1989 has made it mandatory to obtain the provisional registration from the State Board before starting Internship. It cause delay for starting Internship, therefore,

it may be amended as “student shall obtained the provisional Registration within a week time for starting the internship”.

The Executive Committee felt the hardship of student to get the provisional registration. However later on it was decided to write a letter to all the

State Board to ensure the issuing of certificate on the same day.
