I struggledwith the idea of going aheadwithour plan to put young students so front andcenter in this issue. The imagesof smiling volunteers andhappy, engagedstudentsworkingtogetherareinstarkcontrasttotheimagescomingoutoftheNewtowncommunity.

Comparedtoallthechangesrolledoutfor2011,taxseasonthisyearlooksalotmoremanageable.

Forthestatebudgetandstateecono-my,Connecticutisclearlyinbetterfis-calshapetodaythatatanyothertimesincethefinancialcollapseof2008.Ontheotherhand,staterevenueisnolessimportant asGovernorDannelMalloycontinuestotakethe leadtostabilizeourstatebudget. Thisstate taxsea-sonwillalsoplayoutinthelargercon-textofwhetherfederalbudgetandtaxuncertainties have come back from,remainon,orhavegoneoffthecliff.

Afew2012Connecticuttaxremindersareworthnoting:

CT-EITC

With special thanks to volunteer taxpreparersallacrossthestate,thefirstyear for the Connecticut Earned In-comeTaxCredit (EITC)wentwellandmetourfiscalprojections. Sadly, thesamecannotbesaidfortoomanytax-payers filing for the state EITC whowerevictimizedbystorefront taxpre-parers.For2012returns,wewillcon-tinue to promote this assistance tolowerincomeworkingfamiliesandas-sureeffectiveanti-fraudcontrols.Refund Debit Cards

Whilenotwithouta fewbumps in theroad,our2011initiativewasasuccess–

cutting costs, significantly increasingdirectdeposits,andprovidingsecurity.TheDRScontinues to advise taxpay-erswhohavenotactivatedtheir2011refundsandisabletodoamuchbetterjob this time inprovidingpublic infor-mation.Thethresholdforrefunddebitcardsremainsatlessthan$5,000,butanumberofimprovementswillmakeiteveneasierfortaxpayersandfinancialinstitutionsthistaxseason.

Tax Calculation Changesfor Single Filers

Thepersonalexemption for singlefil-ers increases to$13,500,but there isa $1,000 reduction for every $1,000of CTAGI over $27,000. The CTAGIbeginningthresholdforthecalculatedpersonaltaxcredithasalsoincreasedto$13,500.

TheJobExpansionTaxCredit (JET) isavailable foreachnew,qualifyingem-ployee ($500 per month) or veteran($900permonth)hiredonorafterJanu-ary1,2012andpriortoJanuary1,2014.Theemployercreditmaybeappliedto(1) insurance company, hospital, andmedicalservicestaxes,(2)corporationbusiness tax, (3) utility company tax,and(4)personalincometax.

ElectronicfilingmaybeavailablefortheConnecticutCompositeIncomeTaxre-turnandCorporationBusinessTaxre-turn–buttaxpayersshouldfirstcheckonavailabilitywithsoftwareproviders.

File Early to Help Prevent Fraud

Federalandstate taxpayersandtheirtaxpreparersareurgedtofileasearlyaspossibleinordertoreducetherisk

oftaxfraudduetoidentitytheft.Fed-erally, at least, an increasing numberoftaxpayerswhofilelaterhavebeenleftwith theonerousburdenofchas-ingafterrefundsalreadyprocessedtofraudulentfilerswhobeatthemtoit.

Guidance for Tax Penalty Wavers

We hope that new regulations pro-posedby theDRSwill be inplace in2013 to provide better guidance fortax penalty waivers. We appreciatethehelpofpractitionersindevelopingtheseregulations.

Like the moon rising on a new fall-en snow, the fiscal trifecta of a newbiennialstatebudget,newstatelegisla-tivesession,andpost-electionpoliticsinWashingtonarealsoonthehorizon.

It remains tobe seenwhether a veryslowlyrecoveringstateeconomyandmodest statebudgetdeficitmayyet

be balanced by higher income indi-vidualswhomaytax-planforthefinalquarter of the 2012 tax year basedon the problematic status of federaltaxesfor2013.Inanyevent,findingthe fiscal balance for the new statebiennialbudgetwill remainchalleng-ing – although Malloy has alreadyindicatedhedoesnotexpecttopro-posenewtaxes.

For the federal budget, the test re-mainswhetherthepresidentandCon-gresscanfindcommongroundonthekind of balanced approach recentlyrecommendedbyanationalcoalitionofbusiness leaders that includes re-duced spending and increased rev-enue.NeithermycrystalballnormyoldMagic8BallareuptopredictingwhatwillhappeninWashington.

The2013 legislative sessionwill alsobe the first opportunity to consideraction on the phased recommenda-tionsof thegovernor’sBusinessTaxTaskForce.Whatevercanorcannotbe accomplished legislatively now,Malloy has already given the greenlightforanumberofimportantagen-cyinitiatives.AttheDRS,theseinitia-tivesinclude:

•Expandingelectronicfilingandadd-ingEZfilingfor lowertaxable incomebusinesses.

•Establishingexternaladvisorygroupsonsimplifiedbusinesstaxaccounting,expedited tax rulings, broader taxadvisories,andexternalreviewofma-jorformsandpublications.

•Increasingcapacityfortaxmodelingandpolicy analysis aswell as estab-lishingastatehighereducation-basedpartnership for applied tax and eco-nomicresearch.

•Workingwithotherstateagenciestolaunch a one-stop, online, effectivelylinked“businessportal.”

Ultimately the IRS agreed with our position and it resulted in a multi-million dollar refund in which payment had to be approved by the Ways and Means Committee. This in part led to a change in the tax code to close a particular loophole we used to our advantage.

My favorite tv show is: anything on the Discovery Channel related to astronomy

My favorite movie is: Eight Men Out.

Something people would be surprised to know about me is: during my senior year of high school and six months after graduation, I was an elevator mechanic before going to college for accounting.

The best advice I ever received was: in regards to clients and staff, never say you don’t have time for them, you make the time.

Thisfall,Zampinomorphedthecourseyetagain,thistimetailoring it toaccountingstudentsatConnecticutcollegesanduniversities.SinceSeptember,he’saddressedstudentaudiencesattheUniversityofConnecticut,QuinnipiacUni-versity,FairfieldUniversity, theUniversityofHartfordBetaAlphaPsiChapter,PostUniversity,andThreeRiversCom-munityCollege,withadatescheduledforProvidenceCol-legeinthespringanddatesbeingarrangedwithSouthernConnecticut State University, Western Connecticut StateUniversity,andNaugatuckValleyCommunityCollege.

Sessionsrangefrom45minutestothreehours,depend-ing on the school’s meeting or class format. Studentsgarneradviceonawidevarietyofprofessionalcommuni-cationconcerns, includingbutnot limitedtosuchtopicsas email etiquette, nonverbal communication, and evenlisteningskills.ThepublicspeakingcourseoffersZampino’smethodicformulafororganizinganddeliveringaneffectivepresentation,pepperedwithahealthydoseofhumorandpersonalanecdotes.

Whenofferedtheseminar,CTCPAPresidentNoelle Taddei,an associate professor of accounting at Post University,tookthingsastepfurther.Seekingtogiveherstudentsatasteofaprofessionalbusinessenvironment,shearrangedfor school vans to bring approximately 20 Post studentstotheCTCPAEducationCenterinRockyHillforacustomseminarwithZampino.

After an introduction to CTCPA’s resources for studentsandnewandyoungprofessionalsbyAcademicandCareerCoordinatorAlicia Strong,studentssettledintotheEduca-tionCenter’sergonomicchairsfortheBusinessCommuni-cationspresentation.

Followingthepresentation,studentswereeagertoputtheirnewknowledgeintopractice.

“All that Ihave learned in thepresentation IwillnodoubtutilizeandpracticeintheverynearfutureasIseektofindmyfirstprofessionaljob,”onestudentsaid.

“Ilove[Zampino’s]personalexperience,humor,andstories.IhavealreadybeguntopracticewhatIhaveheard,”agreedanother.

Taddei’seffortstointroducethestudentstotheprofessionalaccountingcommunitypaidadditionaldividends.

“FrommyfirstarrivalattheCTCPAbuilding,Ifeltextremelywelcomedbyeveryone,”saidoneofherstudents.

“I amplanning on joining the young professionals group,becauseitseemslikeagreatwaytobuildnetworkswithintheaccountingfield,”addedanother.
