New Provision for Redeeming United States Savings Bonds Through Banks
On August 29. 19'*^. It was announced thatthe Treasury Department had completed plane forsimplifying the redemption of United States sav-ings bonds of Series E, and the predecessorIssues Series A to D. Beginning October 2, 19144,
individual owners or co-ownere of these securi-ties C6U1 .present them for redemption at any eli-gible banj£ or trust company which has qualifiedfor this service. The bank will pay the redemp-tion value of the bonds Immediately, followingsatisfactory Identification of the owners, andwithout charge to the bond owners. Previously It
had been necessary to have requests for redemp-tion certified by an authorized officer, and thenforward the bonds to a Federal Reserve Bank orbranch or to the Treasury for redemption, a proc-ess Involving the lapse of several days beforethe bondholder received his money.
It Is the purpose of the new arrangementto simplify payment of savings bonds for thoseholders who find It necessary to cash them priorto maturity. It Is not to be assumed that theTreasury seeks to encourage or promote redemp-tions of savings bonds. On the contrary, thereIs some reason to believe that the new facilitieswill have a deterrent effect on redemptions,since a considerable number of bond owners In the
past have cashed their bonds well In advance ofexpected financial needs, which actually nevermaterialized, or have cashed bonds In largeramounts than, as later events developed, theyactually needed. With the new method providingfor Immediate payment of eligible bonds upontheir presentation to any qualified bank. It Is
believed that many redemptions, such as those
heretofore made In anticipation of emergencyexpenditures and later found unnecessary, will bsavoided. It Is also hoped that the new facili-ties may encourage the purchase of additionalSeries E United States savings bonds by personswho hitherto have been unwilling to buy suchbonds to their full ability because of the possi-bility that they might not be able to liquidatetheir holdings quickly In an emergency.
The new redemption regulations are baeed onlegislation which Congress enacted last year.They do not alter the requirement that such bondsmust be held for 6o days from the date of Issuebefore they become redeemable; nor do they affectthe nontransferability of the bonds. The privi-lege of cashing savings bonds of Series A to E atbanks and trust companies Is available only toIndividuals. Series F and Serlee G savings bondsare not Included In the new arrangements, butwill continue to bs redeemable by the old methodof certification through presentation of thebonds to a Federal Reserve Bank or branch, or atthe Treasury.
All incorporated banks and trust companiesare eligible to apply for qualification as bond-paying agencies under the new arrangements and itis believed that a large majority of them will doso. As of September 26, more than 10,000 hanks,or 70% of the eligible Inetitutione, had quali-fied as redemption agents. The Treasury willcompensate these banks at a rate of 15 cents eachfor the first 1,000 bonds redeemed, 12 cents eachfor the second 1,000, and 10 cents each for allin excess of 2,000 presented In any one calendarquarter.
Treasury Market Financing: Refunding of Certificatesand Treasury Notes
Results of August Refunding OperationsOn August 2k-, 1944, holders of the 7/S%
Treasury certificates of indebtednese maturingSeptember 1, 19'^, were offered, in exchange, anissue of 7/S^ Treasury certificates of indebted-ness to mature September 1, 19't-5. Of the $4,122millions of outstanding oertificatse, 3,69'* mil-lions were exchanged.
At the same time holders of the two issuesof Treasury notes maturing on September I5, 19^+4,
were offered, in exchange, an additional issue of1% Treasury notes due March I5, 19't6, which wereoriginally issued on November 1, 1941. The re-sults of the exchange are shown in the followingtable:

1/ These notes were orlgli^ly designed to help taxpayers set asidefunds with which to pay taxes and were known as Treasury tax saT-
ings notes. Series A notes were designed for the small and moder-
ate taxpayer; series B and series C notes were Intended for the
large taxpayer. Vhen the collection of taxes through withholding
at the source commenced, the need for series A tax sarings notes
disappeared and their sale was discontinued. Bedentptlon prorlslone
on series A notss were relaxed to proTlde for the payment of Inter-
est on notes thereafter redeemed for cash (see footnote 3). Sale
of Series C notes, which were designed for the InTestment of Idle
cash reserres as well as for the accuaiulatlon of tax reserves, was
continued and the notes were designated Treasury saTlnge notes.
