B ased on the resolution of “Udaipur Chintan Shivir”, the Congress on Tuesday formed a political affairs group and a task force to for- mulate a strategy to take on the might of the BJP in 2024 Lok Sabha elections and in between crucial Assembly elections including that of Gujarat. Prominent members of the G-23 group — Ghulam Nabi Azad and Anand Sharma — who sought organisation- al reforms in the party and also questioned the leadership of Sonia Gandhi and Rahul Gandhi have got roles in these crucial committees. Congress president Sonia formed three groups — on political affairs for guidance on key issues, Task Force-2024 to implement the Udaipur “Nav Sankalp” declaration and evolve the party’s strategy for 2024 elections, and the third one to coordinate the October 2 “Bharat Jodo Yatra”. The Congress leaders from across the country held a three-day brainstorming session at Udaipur called as Nav Sankalp Chintan Shivir mid-May to bring about struc- tural changes in the organisa- tion and pave the way for the young to take a Central role in the grand old party. U S President Joe Biden praised Prime Minister Narendra Modi’s handling of the Covid crisis as India and US on Tuesday resolved to strengthen their robust ties and vowed to work together for a more prosperous, free, and secure world. President Biden said he is committed to mak- ing the US-India partnership “among the closest we have on earth,” while Prime Minister Modi termed the relations as “a partnership of trust.” The two leaders held a bilateral meeting on the side- lines of the Quad summit and also committed to bilateral defence and economic engage- ments. Modi also held a bilat- eral meeting with Australian Prime Minister Anthony Albanese. Three former Japanese Prime Ministers --- Yoshihide Suga, Yoshiro Mori, and Shinzo Abe --- called on Modi. Biden praised Modi for handling the Covid pandemic successfully in a democratic manner. He contrasted India’s success with China’s failure to handle the pandemic, though both countries are of compa- rable size, sources said. These remarks by the US President were made during the closed- door Quad summit, they said. Biden also told Modi that he is committed to making the US partnership with India “among the closest on earth,” saying there is so much that the two countries can and will do together. After meeting with Biden, Modi tweeted, “Today’s discussions were wide-ranging and covered multiple aspects of India-USA ties, including trade, invest- ment, defence as well as peo- ple-to-people linkages.” In his opening remarks at the meet- ing, the Prime Minister said the strategic relationship between India and the US is truly a “partnership of trust” and the friendship will con- tinue to be a “force for good” for global peace and stability. Modi invited the US industries to partner with India to man- ufacture in the defence sector under the Make in India and self-reliant India programmes. Following the talks between the two leaders in Tokyo, the Ministry of External Affairs said both sides launched an India-US Initiative on Critical and Emerging Technologies (iCET) to facilitate outcome- oriented cooperation in arti- ficial intelligence, quantum computing, 5G, and 6G, biotech, space, and semicon- ductors. The new mecha- nism under the iCET will be co-led by India’s National Security Council Secretariat and the US National Security Council. P rime Minister Narendra Modi on Tuesday said the Quad combine is following a constructive agenda for the Indo-Pacific and its image as a force “for the good” will be strengthened even more. Underlining this salient take- away from the Quad summit in Tokyo, he also said “in such a short time, the Quad has made an important place on the world stage. Today, the scope of Quad has become wider and the forum has become effec- tive.” The Prime Minister made these assertions in the second in-person conclave in the pres- ence of US President Joe Biden, Japan Prime Minister Fumio Kishida, and newly elected Australian Prime Minister Anthony Albanese. Against the backdrop of China’s aggressive posturing in the strategically important Indo-Pacific, the four leaders of the Quad strongly opposed any coercive, provocative, or unilateral actions that seek to change the status quo and increase tensions in the region. They also reaffirmed their resolve to uphold the interna- tional rules-based order. In his address, Modi said the mutual trust and determi- nation among the Quad mem- ber countries is giving new energy to democratic forces and the work of the grouping is encouraging a free, open, and inclusive Indo-Pacific. China has all along criti- cised this bloc and claims the Quad will lead to militarisa- tion of the Indo-Pacific region. “Quad is pursuing a con- structive agenda for the Indo- Pacific region. With this, the image of Quad as a ‘force for good’ will be strengthened even more,” Modi said. The summit took place against the backdrop of the ongoing Ukraine conflict. Though Biden and Kishida spoke strongly against the Russian military action, Modi refrained from touching upon the issue. “In such a short time, the Quad has made an important place on the world stage. Today the scope of Quad has become wider and the form has become effective,” Modi said. T he Supreme Court on Tuesday asked the Jharkhand High Court to first hear preliminary objections on the maintainability of a public interest litigation seek- ing probe against Chief Minister Hemant Soren for alleged irregularities in the grant of mining leases. The vacation bench of Justices DY Chandrachud and Bela M Trivedi noted that the High Court had itself in its order of May 13 said it would first decide the maintainabili- ty of the PIL filed by one Shiv Kumar Sharma and then it will go into the merit of the allega- tions levelled in the petition. “We are of the considered view that the high court would first deal with the preliminary objections on the maintain- ability of the writ petition and based on the outcome it would then proceed further in accor- dance with law,” said the apex court. T he Archaeological Survey of India (ASI) on Tuesday opposed a plea for restoration of Hindu and Jain deities inside the Qutub Minar complex, saying it is not a place of worship and the existing status of the monument cannot be altered. The ASI submitted in the Saket Court here that it would be contrary to the law to agree to the contention of any person claiming a fun- damental right to worship in this “centrally pro- tected” monument. The ASI, however, said the architectural materials and images of Hindu and Jain deities were re-used in the construction of the Qutab complex. “Fundamental rights cannot be availed in violation of any status of the land. The basic principle of protection conservation is not to allow starting of any new practice in a monu- ment declared and notified as a protected one under the Act,” the ASI said. The ASI said revival of worship was not allowed wherever it was not practiced at the time of protection of a monument. “Qutub Minar is not a place of worship and since the time of its protection by the Central Government, Qutub Minar or any part of Qutub Minar was not under worship by any commu- nity,” it said. The counsel for the ASI further said it was very clear from the Persian inscription at the Quwwat-ul-Islam mosque, that the cloisters were erected with carved columns and other architectural members from 27 temples. “Inscription is clear that the mosque was built with the remains of these temples. But nowhere it’s mentioned that the materials were retrieved by demolishing temples. Also, it is not clear if they were retrieved from the site or brought from outside… Not demolished but remains of temples used for construction,” the counsel said. I n another targeted strike on Jammu & Kashmir police- man, an “unidentified” terror- ist on Tuesday killed a selection grade constable while he was passing through a lane near his home along with his minor daughter in Malik Saab area of Soura in Srinagar. The seven-year-old child too received injuries in the attack and was rushed to a nearby hospital where her con- dition was stated to be stable. According to reports, a lone terrorist fired at the police- man from a close range possi- bly using a pistol just as police- man Saifullah Qadri stepped out of his home. Bleeding pro- fusely, he fell on the ground along with his daughter. Local residents in the area rushed him to the hospital where he succumbed to his injuries. The police recovered empty cartridges from the site of terror attack. So far 15 secu- rity personnel and 14 civilians have been killed in different incidents of targeted killings in Kashmir valley this year while security forces have eliminated around 80 terrorists belonging to different terrorist outfits. Condemning the terror attack Lieutenant Governor Manoj Sinha said, “I assure the people that those behind this despicable attack will not go unpunished. I salute the martyr Policeman SgCt Saifullah Qadri. His service to the nation and supreme sacrifice will always be remembered.” Former Chief Minister and National Conference Vice President Omar Abduallah also condemned the attack on a policeman. A fter reserving its order in the Gyanvapi mosque case on Monday, the Varanasi dis- trict court on Tuesday posted the matter for hearing on May 26. The court will hear the maintainability of the Shringar Gauri-Gyanvapi mosque law- suit on May 26. It has invited objections from both Hindu and Muslim sides to the report submitted by a civil court- appointed commission within a week. District judge Ajay Kumar Vishvesha had on Monday con- ducted a hearing on the “Order 7, Rule 11 CPC” application filed by the defendants, includ- ing the Anjuman Intezamia Masjid Committee, which looks after the management of Gyanvapi mosque. The com- mittee has raised questions on the maintainability of the suit filed by five women (plaintiffs). On Tuesday afternoon, Vishvesha heard both the sides — plaintiff and defendants — and posted the matter for hear- ing on May 26. The court also ordered for providing the copies of commission report, video and photographs captured dur- ing the survey. During the hearing, the counsels of both the parties put forth their arguments. Heavy security arrangements were made on the court premises. Five women, including one Rakhi Singh of Delhi and four belonging to Varanasi, had filed a petition in the court of Civil Judge Ravi Kumar Diwakar seeking permission to worship at Shringar Gauri temple and for preservation of other idols located in Gyanvapi mosque complex. P unjab Chief Minister Bhagwant Mann on Tuesday sacked Health and Family Welfare Minister Vijay Singla over graft charges. Soon after his dismissal from the Cabinet, Singla was arrested. Mann said his Health and Family Welfare Minister was seeking “one per cent commis- sion” in all departmental projects. On the other hand, Singla alleged a “conspiracy” to defame the Mann Government and the AAP. Singla’s arrest was ordered by Mann after he called the Minister to his residence before playing an audio recording of his alleged demand for “shukrana” in his nephew’s name. Punjab Police’s Anti-Corruption Bureau arrested Singla, who was later produced before the Mohali court which remanded him in three-day police custody till May 27. Late in the evening, Singla’s OSD Pardeep Kumar, who was named in the FIR filed by super- intending engineer Rajinder Singh working on deputation in Punjab Health System Corporation (PHSC), too was arrested in the matter.

Pb Health Minister in AAP govt dismissed from Cabinet; Arrested on charges of corruption MONIKA MALIK nCHANDIGARH

The 52-year-old Dr VijaySingla was among the 10

medical professionals from theAam Aadmi Party (AAP) whowon the recently-concludedPunjab Assembly polls. AAP,which romped home to victo-ry with a three-fourth majori-ty promising to improvePunjab’s ailing health infra-structure, trusted the politicalgreenhorn Dr Vijay Singla — adental surgeon — to take careof the Health Department.

However, just over twomonths after taking over as theMinister, Dr Singla was sackedand arrested by the state policeon corruption charges. Andinterestingly, Chief MinisterBhagwant Mann is the one whoinitiated the action againsthim.

Besides the crucial Healthand Family WelfareDepartment, AAP’s MansaMLA Dr Singla was also giventhe charge of MedicalEducation and Research.

Ironically, Dr Singla, whotook oath as Cabinet Ministeron March 19 and was allocat-ed the portfolios on March 21,had, on March 23, declared thathe would adopt a “zero-toler-ance policy” towards corrup-tion. Exact two months after, heis out from the Cabinet and inpolice custody on corruptioncharges.

Chief Minister Mann onTuesday announced his extra-ordinary decision to sack his

Health Minister from hisCabinet on charges of corrup-tion for seeking “one percentcut in tenders allotment andpurchase of goods related to thedepartment”. Subsequently,Punjab Police’s AntiCorruption Bureau (ACB)arrested Singla.

Singla was in the eveningproduced before the Mohalicourt, and was sent to three-day police remand till May 27.The police brought Singla tothe Mohali court in a clandes-tine manner from the under-ground parking, while makingevery effort to keep the mediaaway.

However, Singla, respond-ing to the media query in themelee, alleged that this was alla “conspiracy” to “defame me,the party, and the Mann gov-ernment”.

Preempting criticism bythe Opposition, Mann said:“The Opposition parties willsay that AAP’s Minister wasfound involved in corruptionwithin two months of formingthe government. But I want totell them that I have taken anaction and the Opposition didnot even know about it.”

“Their chief ministers havebeen saying that they knewtheir ministers were engaged inthe mafia. Then why don’tthey take any action againstthem? I have not only sackedmy Minister but also directedthe police to take action againsthim. We will bring a change inthe country,” he said.

Singla is a dental surgeon

by profession and was electedMLA from Mansa in theFebruary 20 Punjab assemblypolls — which AAP won witha thumping majority of 92 outof 117 seats. Singla defeated topPunjabi rapper and Congresscandidate Shubhdeep Singhalias Sidhu Moose Wala by amargin of 99,200 votes.

HOW IT STARTED?A government officer

approached the ChiefMinister’s Office (CMO) about10 days back to complainagainst Dr Singla. Taking seri-ous note of the allegations,Chief Minister got a discreetthorough investigation con-ducted questioning severalemployees. A sting operationwas conducted and incrimi-nating pieces of evidence werecreated.

“A case was brought to my

notice that a Minister in myCabinet was seeking one per-cent commission for each ten-der and purchase-related to hisdepartment. Only I knew aboutthis case, neither the media northe Opposition had an ideaabout it. Had I wanted to, Iwould have covered it up. Andhad I done so, I would have notonly failed my conscience butalso the lakhs of people whotrusted me. I am taking strongaction against him. I am sack-ing him from my Cabinet anddirecting the Police to takeaction against him. He hasconfessed to this crime,” saidMann, in a video message.

It has been learnt thatbefore proceeding against his“Minister”, Mann called DrSingla at his residence, “playedthe audio recording” of hisconversation wherein he wasdemanding one percent“shukrana” (code word for

commission) on all tendersand projects of the HealthDepartment. “Singla confessedto the financial misconduct,”said Mann in the video mes-sage.

Mann added, “AAP has azero-tolerance policy towardscorruption. This (removing asitting Cabinet Minister) ishappening for the second timein the country. In 2015,Arvind Kejriwal had sackedone of his Ministers on cor-ruption charges.”

Mann, in his video mes-sage, said: “As you all know,we are an honest government. We will not tolerate corrup-tion of even Re one.Whenever I used to go to peo-ple in villages, towns andcities, I saw hope in their eyes.I saw that they had a hope thatthere would be someone whowould pull them out of cor-ruption. When I was to be

announced the chief ministe-rial face, AAP’s revolutionarychief Arvind Kejriwal hadsaid that he would not toler-ate bribery and corruption. Ihad promised him that we willrun this government the sameway. I assured him that we willnot spare anyone involved incorruption.”

Adding, he said: “I want totell everyone that I would nottolerate corruption of even Reone. So, straighten yourself. We had taken an oath at mar-tyr Bhagat Singh’s KhatkarKalan vil lage, we hadpromised that we would runa corruption-free government. This is a historic decision byAAP.”

Sir — It is a matter of great concern thatthe precious time of courts, including theSupreme Court, is wasted on adjudicationof cases pertaining to disputes overwhether certain deities were worshippedin places where some mosques exist now.It is worrisome that the courts are forcedto deal with such unimportant cases whenthey have to deal with huge backlog ofcases related to the lives of the commonpeople. Some Hindus believe that sever-al mosques, the Gyanvapi mosque, forexample, were built by demolishing tem-ples. Muslims, on the other hand, believethat no such temples existed in these places.

It may be recollected that similar argu-ments had led to the demolition of BabriMasjid. The Places of Worship Act, 1991,was legislated by Parliament to preventreligious organisations from makingclaims on other mosques and shrines. Fora long time the courts refused to hear casesquestioning the legality of mosques. However, when the courts showed willing-ness to hear such cases, many litigantsstarted filing petitions on flimsy grounds. In fact, the courts need to reject such casesas they violate the Places of Worship Act.

Sir — The Opposition-ruled States likeMaharashtra, Rajasthan and Kerala havedecreased VAT on petrol and diesel afterFinance Minister Nirmala Sitharaman’s callto provide further relief to consumers fol-lowing a cut in excise duty by the Centre, though some other States appear reluctantciting their inability to take more strain onrevenue. It is debatable whether States canafford to give up revenue from the ValueAdded Tax (VAT) on petrol and dieselunless the Centre devolves more funds orgives them more grants. The Shiv Sena-led Maharashtra Government slashedthe VAT on petrol by 2.08 per litre anddiesel by 1.44 per litre.

A statement by the Government said

the State exchequer will have to bear anannual loss of 2,500 crore as a result ofthis decision. Despite the tax reductionannounced by the Centre, the rates are stillhigh compared to 2013 when the Congress(UPA) ruled the country. The UnionGovernment’s levies on petrol have goneup substantially in the last seven years.Though the revenue to the UnionGovernment has increased manifold, there has not been a matching increase inthe revenues to States. It means that theCentre’s excise duty cut on petrol anddiesel is eyewash.

Sir — As per the World Food Programme, the world’s largest humanitarian organi-sation focusing on food security andhunger, a crisis is looming. WFP hasrecently made a painful revelation thatworldwide, up to 811 million people go tobed hungry every night, and the numberof those facing acute food insecurity has

more than doubled — from 135 millionto 276 million in the last three years. Thehunger crisis has been caused by variousfactors like conflicts, climate shocks andthe economic consequences in the after-math of the COVID-19 pandemic.

WFP says that ‘conflict’ is the biggestdriver of hunger, with 60 per cent of theworld’s hungry living in areas affected bywar and violence. Also, the events unfold-ing in Ukraine are proof of how conflictsfeed hunger. The pandemic has only exac-erbated the problem, driving hunger tounprecedented levels. Putting an end tohunger and malnutrition is a moral oblig-ation of humankind, and it is not just theduty of the Governments. Ordinary citi-zens, high net-worth individuals, youthinfluencers and celebrities can all play theirpart and raise their voice against the injus-tice of global hunger.

Australia has voted forchange and elected anew Prime Minister,Anthony Albanese,

Member for Grayndler in NewSouth Wales since 1996.Nicknamed “Albo”, his substantialrise in the party eventuated underKevin Rudd’s Kevin07 dispensa-tion in which he was given a min-isterial position. In the 2010hung Parliament, Albanese wasalso instrumental in securingthe support of independent mem-bers when the Government wasshy of the majority mark. Afterthe drubbing in the 2013 elec-tions, when the Australia LabourParty chose Bill Shorten over himas the leader, he secured theDeputy Prime Minister’s position.

Subsequently, following theshock defeat of the ALP in 2019when Shorten resigned fromleadership, Albanese became theparty leader. There is no denyingthat Albanese took charge of theparty in very challenging timesand needed to unite its factions, restore public and business con-fidence in Labour’s policies andvalues and, most of all, consoli-date his own authority as a leader— and he has done fairly well onall counts. The jury may differover his leadership style, articu-lation and capabilities, but hispolitical resume certainly testifieshis credentials as a peace/deal-maker within the Labor caucusand in Parliament. Above all, hepossesses a key virtue to be a suc-cessful political leader — patience.

Come 2022, biding his time,he backed his political convictionsand after the initial gaffes in themedia, brick-by-brick built hisprime ministerial image in thepublic. He championed change inthe way politics was conducted, inclusiveness in decision-making,compassion for the indigenousAustralians and hope for thejobless. His promise to create anational anti-corruption com-mission is a big tick with the tealsand also the Australian public.

His win was also aided by astrong anti-incumbency overrape and sexual misconduct;rising cost of living, fuel, electric-ity and essential commodities;stagnating wages, waning climatecommitments and Scott

Who is a Vaishnav? Anyoneoffering divine loving services toLord Shree Krishna by dedicatingand finding refuge in Him is calleda Vaishnav. A Vaishnav does notharbor negative feelings of hatred, jealousy, envy, etc., and treats every-one with respect, equanimity, andequality.

What is Inner Faith?Inner faithis the divine love one experiencesafter realising Shri Krishna’s truenature. It is the recognition of theall-pervading nature or Brahmavadessence of God within ourselves andin the world that gives a positive out-look and attitude towards life andcreates respect, understanding, andawareness of oneself as well as oth-ers. Unyielding faith originatingfrom one’s experiences of God’somnipotent presence can lead toextraordinary experiences which arepractical and liberating. In thisstate of liberation, one merges intoShri Krishna’s blissful form and nocaste, creed, color, sex, or age pre-vents one from attaining ShriKrishna’s grace. It transcends allboundaries of identity, time, space, and place.

What does Pushtimargiyamean?Pushtimarg also known as“The Path of Grace” is a Vaishnavsect of Hinduism established byJagadguru Shrimad VallabacharyaMahaprabhuji, one of the greatAcharyas of Hinduism.“Pushtimargiya” is spontaneous, selfless, motiveless love forLordVaishnavism theology, descendto empower the good and fight evil, thereby restoring Dharma. This isreflected in the passages of theancient Bhagavad Gita as:Whenever righteousness wanes andunrighteousness increases, I sendmyself forth.

For the protection of the goodand for the destruction of evil, andfor the establishment of righteous-ness, I come into being age after age.

The composition of RajyaSabha will soon mirrorLok Sabha giving an

advantage to the ruling BJP. Butit will not gain the majority yet.Stakes are high for the BJP andthe opposition parties becauseof the upcoming Presidentialand vice-presidential polls inJune-July. Any changes in thecomposition of state assem-blies will impact the RajyaSabha, the House of Elders.

The House will witness sev-eral changes after the upcomingbiennial elections for 57 RajyaSabha seats and two bye-elec-tions on June 10. Some retiringmembers might come back, and others may not. The region-al parties may gain more thanthe two national parties - theruling BJP and the Congress —after the biennial polls.

The regional satraps rule

several states like West Bengal,Telangana, Andhra Pradesh,Odisha, Delhi, Punjab, andTamil Nadu. The last threestates are coalition govern-ments. The young Aam AadmiParty (AAP) ruling Delhi andPunjab has been the biggestgainer in the Rajya Sabha bien-nial elections. It won five seats, with which its strength in theHouse has gone up to eight. Theregional parties might increasetheir tally to 27 from 25 seats outof the 57.

Secondly, during PrimeMinister Narendra Modi’s firstterm (2014-2019), theCongress-led opposition wasstrong and created hurdles formost bills. The BJP, which hadjust 47 members in 2012, hastouched three digits. The num-bers changed in Modi- 2-0,enabling the Government to

push through many contentiousbills, including the abrogation ofArticle 370 and the trifurcationof Jammu and Kashmir.

Of the 59 members retiring,25 belong to the BJP, while itsallies, the Janata Dal (United)two and AIADMK, three. Theshrinking National DemocraticAlliance (NDA) has 31 seats outof the 59. It will be challengingfor the NDA as it will likely lose7 to 9. As far as other parties are

concerned, the Samajwadi Partyhas three, the Biju Janata Dalfour, the Bahujan Samaj Partytwo, and the Telangana RashtraSamiti three. In contrast, theYSR Congress, the Akali Dal,and the Rashtriya Janata Dalhave one each.

In Andhra Pradesh, theBJP will lose the three it current-ly holds out of the four seatsgoing to the polls. The YSRCP’ssweeping victory in 2019 means

it will gain all four seats.Similarly, the Telangana RashtraSamiti (TRS) will gain both seatsgoing to the polls. Biju JanataDal (BJD) will continue to holdall three seats. In Bihar, theRashtriya Janata Dal (RJD) willimprove its tally from one seatto two, and AAP will win boththe seats in Punjab thatCongress and Akali Dal previ-ously held. The JharkhandMukti Morcha (JMM) hasoffered one seat to Congress, held by the BJP.

Thirdly, the Congress Party, the main opposition since 2014,could shrink further. Electorally, the Congress Party has notrecovered from the jolt itreceived in 2014 and 2019 andhas lost one state after the othersince then. Its tally in RajyaSabha will dip further after theforthcoming biennial elections

to the Upper House. The partywill get zero seats in AndhraPradesh, come down inRajasthan from 4 to 2, and loseone seat each from Jharkhandand Chattisgarh. Moreover, between now and 2024, therewill be elections for 65 seats, butCongress’s chances are bleakand its strength will decreasefurther.

Fourthly, some seniorCongress leaders might not geta Rajya Sabha berth due to therecent Udaipur resolution giv-ing a 50 percent share to theyouth in all positions. Thetenure of senior Congress lead-ers, like P Chidambaram, KapilSibal, Jairam Ramesh andAmbika Soni, are set to end. Some Union ministers includ-ing Finance Minister NirmalaSitharaman, CommerceMinister Piyush Goyal, and

Minority Affairs MinisterMukhtar Abbas Naqvi will alsoretire. However, they are all like-ly to come back. The party willbe able to accommodate almostall of them after its recent mas-sive win in four of the five stateAssembly elections.

On the contrary, Congress’sfootprint has shrunk geograph-ically. The party is ruling in onlyfour states-in Rajasthan andChhattisgarh on its own and inMaharashtra and Jharkhand asa junior partner in the rulingalliance. The party will have zerorepresentation in the RajyaSabha from 17 states and UnionTerritories.

Above all, the Rajya Sabhais likely to have a new Chairmanif the incumbent, M. VenkaiahNaidu, is either elevated asPresident or does not get a second term.

-$ Vaishnavism is one of the majorforms of modern Hinduism, char-acterised by devotion to Vishnuand his incarnations. A devotee of

Vishnu is called a Vaishnava. TheVaishnavite tradition is known for the lov-ing devotion to an avatar of Vishnu, and assuch was key to the spread of the Bhaktimovement in South Asia in the 2nd mil-lennium CE. For Vaishnavas, absolutereality is manifested in Vishnu, who in turnis incarnated in Rama, Krishna, and otheravatars. Through his avatars, Vishnudefends traditional righteousness in keep-ing with the moral law.

Vaishnavism is the worship and accep-tance of Vishnu. The various sects of wor-shippers of Vishnu pray to him in differ-ent ways. For some, the goal of religiousdevotion to Vishnu is liberation from thecycle of birth and death. For others, it ishealth and prosperity in this life, good crops, success in business, or thriving children.Vaishnavism comprises many sects andgroups that differ in their interpretation ofthe relationship between the individual andGod. It has four main categories of sub-schools: the medieval-era Vishishtadvaitaschool of Ramanuja, the Dvaita school ofMadhvacharya, the Dvaitadvaita school ofNimbarkacharya, and the Pushtimarg ofVallabhacharya. The Srivaishnava sect, forexample, emphasises the doctrine of qual-ified non-dualism of Ramanuja, accordingto which, although the differentiated phe-nomenal world is illusory, it is neverthelessthe medium through which devotees maygain access to God. Another group profess-es the dualism of the philosopher Madhva, the belief that God and the soul are sepa-rate entities and that the soul’s existence isdependent on God. The Pushtimarg sectmaintains the pure non-dualism doctrineof the theologian Vallabhacharya, whichdoes not declare the phenomenal world tobe an illusion. The Gaudiya sect, foundedby Chaitanya, teaches inconceivable dual-ity and non-duality, the belief that the rela-tion between God and the world is beyondthe scope of human comprehension.

President Joe Biden onTuesday said his country's

policy towards Taiwanremained unchanged, a dayafter his comments raisedquestions about whetherWashington was shifting fromits long-standing policy ofmaintaining an ambiguousstance on self-ruled islandclaimed by China as a renegadeprovince.

When asked at sidelines ofQUAD summit hosted byJapan as to whether policy ofstrategic ambiguity towardsTaiwan was changed, Bidenreplied: "No."

"The policy has notchanged at all. I stated thatwhen I made my statement yes-terday," Japan's Kyodo newsagency quoted Biden as sayingin a response to another ques-tion about whether or not UStroops would be sent to Taiwanif China invaded island. Bidenon Monday said United States

was committed to defendingTaiwan if China attempted toseize self-ruled island by force.Asked if US is willing to getinvolved militarily in a Taiwancontingency, Biden told mediaafter a meeting with JapanesePrime Minister Fumio Kishidahere: "Yes. That's commitmentwe made."

Biden also said burden toprotect Taiwan was "evenstronger" after Russia's invasionof Ukraine. The White Houseinsists that Biden's unusuallyforceful comments aboutTaiwan did not amount to ashift in US policy towards self-ruled island that China claimsas its own.

Chinese Foreign Minister Wang Yiwill visit Solomon Islands this

week in what the South Pacific nation'sleader said was a "milestone" in hiscountry's relationship with China, amid concerns that their new securitypact could allow Chinese military per-sonnel on the islands.

But Prime Minister ManassehSogavare insisted in a statement post-ed on his government's website Tuesdaythat the partnership with Beijing doesnot come at the expense of ties withAustralia, the United States and others.

The visit of Wang at the head of a20-person delegation on Thursday andFriday comes amid growing concernsabout China's influence in the strate-gically important Solomon Islands.

Wang will be the highest-rankingChinese representative to visit thecountry since the two nations for-malised diplomatic relations 32 monthsago, the Solomon Islands ForeignAffairs Ministry said, after Sogavareswitched recognition from Taiwan toBeijing. The Chinese Foreign Ministrysaid later that Wang would also visitKiribati, Samoa, Fiji, Tonga, Vanuatu,Papua New Guinea and East Timor in

a 10-day trip. While in Fiji he will hosta meeting with the foreign ministers ofPacific Island nations, it said.

"It is believed that the meeting willplay an important role in promotingsolidarity and cooperation betweenChina and the Pacific island countriesand in advancing the development ofour relations," Foreign Ministryspokesperson Wang Wenbin said inBeijing.

The security agreement, signed inApril, would allow Beijing to sendpolice and military personnel toSolomon Islands "to assist in main-taining social order" and let Chinesewarships make port calls for "logisticalreplenishment." That has raised fears ofa possible Chinese naval base ondoorstep of Australia and New Zealand.

weeks. But stiff Ukrainian resis-tance, bolstered by Western

weapons, has bogged downMoscow's troops, forcing them

to pursue more a limited objec-tive.

The Kremlin is nowfocused on the eastern indus-trial heartland of the Donbas, where Russian forces haveintensified efforts to encircleand capture Sievierodonetskand neighboring cities, Britishmilitary authorities saidTuesday. That's the only part ofthe Donbas' Luhansk regionthat remains under Ukrainiangovernment control.

Russian forces haveachieved "some localized suc-cesses" despite strongUkrainian resistance alongdug-in positions, the U.K.Defense Ministry said, but thefall of Sievierodonetsk and thearea around it may cause logis-tical problems for the Russians.

"If the Donbas front linemoves further west, this willextend Russian lines of com-munication and likely see itsforces face further logisticresupply difficulties," the min-istry said.

In its effort to secure a vic-tory in the Donbas, Moscowhas withdrawn some forcesfrom around Ukraine's second-largest city of Kharkiv.

There, residents lined upfor rations of tea, sugar, pastaand cereal, holding out plasticbags to receive cups of flourand other supplies.

Meanwhile, a Russian-installed official in Ukraine'sKherson region said the pro-Kremlin administration willask Moscow to set up a militarybase there.

"It is vitally important andwill become a security guar-antee for the region and its res-idents," said Kirill Stremousov, deputy head of the adminis-tration. Ukrainian officials havespeculated Russia plans to stagea referendum in the region todeclare its independence, sim-ilar to ones held years ago inthe Donetsk and Luhanskregions of the Donbas.

Moscow recognised theself-proclaimed Donetsk andLuhansk republics two daysbefore invading Ukraine, usingthat as a pretext to send troopsto its ex-Soviet neighbor.

Instead, Stremousov saidthe region would ask theKremlin to make it part ofRussia. Kremlin spokesmanDmitry Peskov has said it is upto the people of Kherson todecide how and where theywant to live.

Meeting in Tokyo with fel-low leaders in the Indo-Pacificsecurity coalition known as theQuad, President Joe Biden saidTuesday that Russia's war inUkraine had brought a "darkhour in our shared history."

"The decade that followedwas defined by FrancisFukuyama's thesis on the endof history: liberal democracyand the market economy hadprevailed, and there was no wayback.

That's how my generationgrew up: thinking that eco-nomic growth, interconnect-edness, freedom of thoughtand speech and humanprogress were just as pre-dictable as they wereinevitable," he said.

When Vladimir Putinannounced the invasion

of Ukraine, war seemed faraway from Russian territory.Yet within days the conflictcame home - not with cruisemissiles and mortars but in theform of unprecedented andunexpectedly extensive volleysof sanctions by Western gov-ernments and economic pun-ishment by corporations.

Three months after theFeb. 24 invasion, many ordi-nary Russians are reeling fromthose blows to their liveli-hoods and emotions. Moscow'svast shopping malls haveturned into eerie expanses ofshuttered storefronts onceoccupied by Western retailers.

McDonald's - whose open-ing in Russia in 1990 was a cul-tural phenomenon, a shinymodern convenience comingto a dreary country grounddown by limited choices -

pulled out of Russia entirely inresponse to its invasion ofUkraine. IKEA, the epitome ofaffordable modern comforts, suspended operations. Tens ofthousands of once-secure jobsare now suddenly in questionin a very short time.

Major industrial playersincluding oil giants BP andShell and automaker Renaultwalked away, despite their hugeinvestments in Russia. Shell hasestimated it will lose about $5billion by trying to unload itsRussian assets.

While the multinationalswere leaving, thousands ofRussians who had the eco-nomic means to do so were alsofleeing, frightened by harshnew government moves con-nected to the war that they sawas a plunge into full totalitari-anism. Some young men mayhave also fled in fear that theKremlin would impose amandatory draft to feed its warmachine.

But fleeing had becomemuch harder than it once was- the European Union's 27nations, along with the UnitedStates and Canada had bannedflights to and from Russia. The Estonian capital of Tallinn, once an easy long-weekenddestination 90 minutes by airfrom Moscow, suddenly took atleast 12 hours to reach on aroute through Istanbul.

Even vicarious travel via

the Internet and social mediahas narrowed for Russians.Russia in March bannedFacebook and Instagram -although that can be circum-vented by using VPNs - andshut access to foreign mediawebsites, including the BBC,the U.S. Government-fundedVoice of America and RadioFree Europe/Radio Liberty andthe German broadcasterDeutsche Welle.

move to allow mutual funds to launch passivelymanaged Equity-Linked Savings Schemes(ELSS) will provide a cost-effective and tax-saving alternative to individual investors, experts said on Tuesday.

Apart from these, Sebi has put in place aframework for managing passive funds --Exchange Traded Funds (ETFs) and IndexFunds -- amid growing popularity of suchfunds as an investment product for retailinvestors.

Sebi, in its circular, on Monday said mutu-al funds can either launch an actively-managedELSS scheme or a passively-managed one butnot in both categories.

The passive ELSS scheme should bebased on one of the indices comprising equi-ty shares from top 250 companies in terms ofmarket capitalisation.

Piyush Gupta, Director - Funds Research,Crisil Ltd, said that Sebi’s move to push pas-sive debt funds is doubly beneficial.

One, it will offer a low-cost option to thoseseeking to invest in actively managed fixed-income-oriented funds.

Two, it will engender liquidity for suchproducts that, in turn, would deepen India’scorporate bond market, he added. “Theadvent of passively managed ELSS provides acost and tax-saving alternative to individualinvestors,” he said. PTI

Virat Kohli's return to form and a rather dra-matic entry into the IPL play-offs will make

Royal Challengers Bangalore a more confidentunit when they meet a top-heavy Lucknow SuperGiants in the Eliminator here on Wednesday.

After a string of low scores, Kohli found hisrhythm enroute to a scintillating 54-ball 73 in theirlast match against Gujarat Titans. This was his onlysecond fifty this season.

Kohli's return to form will be a big plus to theirtop-order which often has struggled to get goingin the power-play.

Add Dinesh Karthik's new-found finishingexploits, a quality pace trio in Josh Hazlewood,Wanindu Hasaranga and Harshal Patel who wouldlook to embrace the seam-friendly Eden condi-tions, and Faf du Plessis's calm and astute captain-cy, RCB will be upbeat in their quest of an elu-sive IPL title.

Having featured in three IPL finals, RCB areone star-studded outfit which has failed to live upto its fans' expectations time andagain. But this time under a three-time IPL winner in du Plessis,RCB look more balanced especial-ly on the pace bowling front.

RCB's experience in batting certainly willweigh heavily against the young LSG pace attackof Avesh Khan and Mohsin Khan.

Lucknow also have the experienced duo ofJason Holder and Dushmanta Chameera but theyhave been inconsistent this season, something thatcan be a cause of concern for the KL Rahul-ledoutfit. A key battle for RCB would be against theLucknow Super Giants opening duo of K L Rahuland Quinton de Kock — by far the best opening

pair of this IPL — sitting pretty on second andthird places in the top run getters' list.

But this also will be the team's weakness asthe Lucknow franchise lacks a quality middle andlower order, barring Deepak Hooda who has fourhalf-centuries this season.

The likes of Marcus Stoinis, Krunal Pandya,Ayush Badoni and Holder have failed to impressand it's high time that they get into their acts ina virtual quarter-final.

The record five-time IPLwinning Mumbai Indiansskipper had a woeful seasonfinishing with 268 runs from14 innings at an average of19.14 with a modest strike-rake 120.17 as their teamfinished at the bottom ofthe standings this season.

because they are all human,"Ganguly said. Before the lastmatch where he scored a fiery

fifty against Kolkata KnightRiders, former India captainKohli also endured his worst-

Backing the duo, Gangulysaid: "They are very goodplayers. I'm sure they will beback among runs. They play somuch of cricket that at timesthey go out of form. Kohliplayed very well in the lastgame, especially when it wasrequired for RCB.

"That's why he (Kohli)was so happy that RCB qual-ified. They are all great play-ers, it's a matter of time theywill be at their best," Gangulyadded.

Rishabh Pant has failed toimpress especially with hisDRS making decisions butGanguly feels with time hewould improve.

"Don't compare Pant withMS Dhoni. Dhoni has so muchexperience, has captained in500-plus games in IPL, Testsand ODIs. So it's not fair forRishabh to be compared withDhoni."

Young-left arm pacer Arshdeep Singhsays clarity of mind, attained through

yoga and meditation, has helped him per-fect the art of bowling yorkers, a rare abil-ity that has pushed him into the Indian T20side for the South Africa series.

The 23-year-old from Kharar humblyaccepts the success that has come his wayin the IPL but says he really had to "earneverything".

It may seem that landing yorkers, at will, comes naturally to the lanky fast bowler buthe put in the extra work with his personalcoach Jaswant Rai ahead of the IPL to honehis coveted skill.

Yoga and meditation has also helpedhim stay calm in high-pressure scenarios.

"It (meditation) clears the mind. Whenthere is pressure, there is no substitute toclarity. Being able to stay calm surely helpsin a big way," Arshdeep said.

Back at home after a gruelling coupleof months in the IPL, Arshdeep is gettingsome much-needed rest at home but it won'tbe long before he joins the Indian squad forthe South Africa series beginning in Delhion June 9.

He bowled more with the old ball thannew ball this IPL season with Punjab rely-ing on him heavily in the slog overs.

Only one of the two players to beretained by the franchise, Arshdeep repaidthe faith by ending up with an economy rateof 7.31 in the death overs, the best among

bowlers who bowled more than 10 overs inthat critical phase.

"My role depended on team combina-tion, match ups are a big thing in T20 crick-et. I bowled with the new ball, in the mid-dle as well as death.

"Whatever the team combination for aparticular game was, the role changedaccordingly. You have to be adaptable in thisformat.".

He ended with 10 wickets with an econ-omy rate of 7.70 but it was his death overgame that earned plaudits from the experts.

The internet too raved as he got his york-ers right ball after all.

A 0 ?"Expecting nothing and be ready for

everything," Arshdeep swears by thesewords and that is how he is approaching hisfirst series as a India cricketer.

He got the taste of life as an India crick-eter when he travelled to Sri Lanka as a netbowler last year. That was the time he alsogot to work with Paras Mhambrey whostraightened his run up so that he couldswing the ball better.

He had burst on the scene in 2018 U-19 World Cup in New Zealand, where Indiawon, but he did not get to play in all thegames.

Talking about the rapid strides he hasmade in the last five years, he said, "Thejourney has been satisfying. There werestruggles."

"Whenever I get the opportunity I tryto enjoy and make the most of it.Whether I play or not, it is a team game. The team has to win. My focus is on giv-ing my 100 percent before I go off tosleep everyday."

"I am just happy to be in the Indianteam. I don't rate my performance at all.I am just doing my job. If I think about allthose things then thoughts will come up andmind will get blurred.

"I feel I don't need to change anythingfor the highest level. I just want to maintainmy consistency," Arshdeep signed off.

to pick him after displayingexemplary finishing skills inthe IPL. He had last played forIndia in the 2019 ODI WorldCup.

He praised the RoyalChallengers Bangalore teammanagement for backing himstrongly for the finisher's role.

who would be puttingup their name for selection,

to see the skillset that is out thereand believe that this is the guywe need for the World Cup. Ithink it is a very very humblingfeeling. The swashbuckling ShafaliVerma blazed away at the

top before Laura Wolvaardt'sunbeaten half century asVelocity overhauled a stiff tar-get to get the better ofSupernovas by seven wickets inthe Women's T20 Challenge

here on Tuesday.Set a target of 151 after opt-

ing to field, Velocity complet-ed the chase with 10 balls tospare.

After Shafali's breezy knockof 51 in 33 balls, LauraWolvaard (51 off 35 balls) andDeepti Sharma (24 not out) sawtheir side home comfortably.

Chasing a challenging tar-get, Velocity lost NatthakanChantham (1) early but the big-hitting Shafali decided to go allguns blazing as the team racedto 60 for the loss of only onewicket by the time the six powerplay overs came to an end.

Shafali reached her halfcentury in quick time, needingonly 28 runs to get to the land-mark. She did so in style, pulling Deandra Dottin for aboundary over midwicket.

Though she managed toscore only 17 off 13 balls,Yastika Bhatia gave Shafali com-pany when the team needed itthe most, having suffered anearly blow.

Shafali got out after scoringan aggressive 51 off 33 balls, thesuccessful bowler being Dottin, but the experienced duo ofWolvaardt and Sharma ensuredthe Velocity were home withoutmuch difficulty.

Earlier, skipperHarmanpreet Kaur top-scoredwith a blistering 51-ball 71 asSupernovas posted 150 for five.

David Miller hit threeeffortless sixes whichlooked like actionreplays as Gujarat

Titans, under their inspira-tional skipper Hardik Pandya, made a mockery of all theodds to reach the final of IPL-15 with a seven-wicket win overRajasthan Royals on Tuesday.

On a track that was two-paced, Royals rode on JosButtler's 56-ball-89 to post 188for six in 20 overs, whichseemed like a winning totalconsidering the pressure of theoccasion.

But Pandya (40 no off 27balls) and Miller (68 off 38 balls)added 101 runs in exactly 10overs to seal the deal withthree balls to spare.

For a team which manytipped to finish last because ofsome out-of-the-box picks, turned out to be the most con-sistent and will now play thefinal in front of its home crowdat the Narendra Modi Stadium, with more than 100,000 peoplecheering them on.

No praise is enough fornew 'Captain Cool' Pandya, who always looked in controleven when things didn't seemto go his team's way.

One of the cleanest hitters,Pandya took the game deepwith some well-placed bound-aries which allowed Miller totake his time before unleashingfive huge sixes -- three off thelast over from Prasidh Krishna, when the bowler completely losthis nerve.

The best part aboutPandya's captaincy was nottaking any risks against theopposition's best bowlerYuzvendra Chahal (0/32 in 4overs) but left it to his partner, who hit two huge sixes to easethe pressure.

Once Trent Boult (1/38 in4 overs) and Chahal were done,it was left to the day's worst per-former, Obed McCoy (1/40 in4 overs), to bowl a good 19thover with Titans requiring 23 off12 balls.

McCoy used his back of thehand slower balls to perfectionas only seven came off the over, leaving Krishna with 16 runs todefend but it took Miller threeballs to nail it, all in the lengthslots.

At the start of chase,Wriddhiman Saha (0) was all atsea against Boult and edged onethat moved in and then straight-ened after pitching. MatthewWade (35 off 30 balls) andShubman Gill (35 off 21 balls)didn't let it affect their battingas they added 72 for the secondwicket to keep the chase oncourse.

Gill started slowly but thenlaunched into RavichandranAshwin with a six over long-offfollowed by two boundarieson both sides of the square.

Wade also carried onbriskly before a big mix-upended in Gill's run-out.

Skipper Pandya startedwith a square cut off McCoybefore the bowler got Wade inthe same over when Buttlertook a well-judged catch atdeep mid-wicket.

Earlier, Buttler enjoyedcopious amount of luck and dis-played a fair bit of pluck duringan innings of 89, which tookRajasthan Royals to a challeng-ing total after being put into bat.

The Orange Cap-holderButtler, who had failed to get hisact together in the second halfof the season, got off to a slowstart but made full use of a cou-ple of dropped catches duringhis knock, which was studdedwith 12 fours and two sixes.

Buttler, who now has 718runs in 15 games, scored 39 offhis first 38 balls and thensmashed another 50 off his next18 deliveries.

Buttler was also fortunate toget two reprieves -- first on 43-- when Hardik Pandya slippedto miss a sitter, and then RashidKhan grassed him on 69.

He then took on AlzarriJoseph, smashing three bound-aries in an over to accelerate hisscoring before getting run-outin the final over.

First up, it was SanjuSamson's swagger that was onfull display as the Royals skip-per, seemingly hurt by the lat-est India selection snub, responded in style with a 26-ball47 (5x4, 3x6).

At a time when Buttlerstruggled to get going, thewicketkeeper-batter dealt inboundaries in his entertainingpowerplay display.

Samson shared 68-runstand with Buttler, of which 47came off the former's blade thatsummed up the dominationfrom the Royals skipper afterthey were put in.
