4. Executive Director Updates

a. Inca – additional incident with resident discussed previously, but no longer a resident and no incidences since; conversation with City Counselor – issues include possible over-reach by police officers; working on community outreach and education addressing proximity-to-school concerns; looking for new resident; general discussion about balance of city counselor engagement

b. COVID Updates – census remains low (about 50% of capacity), but no concern it will put any programs/grants/etc. in jeopardy; actually good for social distancing; some concerns from staff about the surging covid numbers, hazard pay, etc. Examining ideas for staff moral but not ongoing hazard pay, will feel out ideas with staff at upcoming staff meeting

Later conversations – Maya asked about when ED might be concerned about census – Heather explained how this is being addressed including reaching out to Westside and reviewing wait list. Heather thinks low census many be the result of people have family members who are letting them stay in their houses and some effect of Barrett’s stricter in-and-out rules. Anita asked about online school set-up – Heather explained not too many school-age children at this time but have 5 chrome books from Title I tied into school system, the computer room is used for students to work

c. Events:

Fashion & Freedom – media event – they delivered 4 shelter residents “swag bags” (high quality hair products) October 22, 2020 Food drives, donations, etc. seem to be on track for the year

d. Roof – not satisfied with current estimate, looking for other estimates

5. Program Deep Dive (Arias)

Arias presented educational program on Rapid Rehousing Programs (Bridges, ESG and Vecinos) – see power point for contents of program and details of Bridges and ESG (“Emergency Solutions Grant”) (similar programs) and Vecinos (more flexible eligibility program), respectively.

Notes: while case managers usually meet on monthly basis, currently meeting more often due to covid; ESG contracted for 10 household, have 11 currently; Heather added that there may be changes in Vecinos program due to input from City (issues about shifting more focus on using funds now rather than stretching over 3 years as planned) – no changes yet, just sharing discussions; general discussion about supports in the programs, long-term permanent housing rates, extensions, etc.

(Arias leaves meeting here)

6. Board Chair

a. Board Recruitment – Heather walked through proposed process (see power point); board asked questions, made suggestions including: length of orientation, order of meeting with ED/board, recruited vs. “cold call” applications; attending a board meeting or part. Heather’s summary: make step 2 optional (meet with board members), wait on background check until nominee attends part of board meeting, skills inventory optional, flesh out 4-hour orientation, vote at same board meeting – offer contingent on background check

Chris requested timeline/tenure for each existing board membership to see how much time each person has left and permit better planning on when/how many board members to add

Pg 3

Misc:Stephanie told us that she will have to leave the board at the end of the year Hope – asked that Development Committee be put on next meeting agenda a. Solar Campaign – tabled unit next meeting b. Confirmation of 2021 meeting schedule – 6:00 – 7:30 Tuesdays – Chris and Jessica confirmed they can make it work (though not 1st choice)

Kathy Fraser – parting thoughts as she leaves the board after 7 years Next Meeting – December 10, 2020

7. Adjournment - 7: 40pm
