A Note From Your New President--------------

It's 1993 and Arkansas is in the media spotlight as never before, and in a very positive manner. What a great privilege for me to be your president at this point in history. For the very first time, a native Arkansan is President of the United States, and all the eyes of the nation and the world will be centered on our state for years to come. People from all oller the world are ellen now suddenly becoming interested in discovering their Arkansas roots. Has the Arkansas Genealogical Society ever had both a greater challenge and a bigger opportunity? This is my personal appeal to all of our members: "Let's seize the moment; let's grow in membership, improve or programs, publications, and, above all, expand our collective efforts."

The Arkansas Genealogical Society was organized under the leadership of the late Mr. W. J. Lemke and the Washington County Historical Society in May of 1962. From an initial membership of about seventy-five, our organization has grown into a nationally known genealogical society with memberships from 1,300 to 1,600, with a superb quarterly, The Arkansas Family Historian, a substantial list of other publications for sale, and record of quality educational activities. This could not have been done without the support and help of folks like you from all across the country who are Interested in their Arkansas roots. Let's keep up the good work!

This year, AGS needs your help as never before as we try to make our organization and publications even better. Help us do this. I challenge each and.every one of our members to take a little time and "speak out and sound off". Here are some things I want you to do when you have finished this Issue: I) sit down and write an article about your Arkansas families - sort or long· or abstract an Arkansas county, school, or church record and send it to our Editor for publication. II will make her day; 2) inventory a "lost cemetery", interview an older family member, send us news 01 the goings on in your local genealogical or historical groups, etc.; 3) let us know the Arkansas counties you are interested in: have we been neglecting yours?; 4) let us know the kind of articles you would like to see more of or less of; do you like articles of local interest" or those with state-wide appeal?; 5) and most of all, TALK BACK! Be frank· your comments, pro or con, will be welcomed.

If you live in Arkansas and would like to attend one 01 our Board meetings, or would like to host a quarterly meeting in your community, contact me. I will be more than happy to send you dates, places and times of meellngs. Remember that AGS is not the concern of just one person or a smell group of persons, it belongs to each and every member.

Thanks for your help and cooperation in the past, and in 1993, too!

Certificates of Arkansas Ancestry Report:-----------

By Desmond Walls Allen

Arkansas Genealogical Society's cert~lcate program continues to attract those dedicated researchers who want to be recognized for their work in uncovering those elUSive Arkansas ancestors. To request an application booklet, write me, Desmond Walls Allen, 99 Lawrence Landing Road, Conway, AR 72032, and send 52 cents worth of postage stamps (the cost of mailing the booklet to you). The booklets may be photocopied to submit for more than one line or ancestor.

I receive questions about fUling out the application booklet. Most concern how much proof is needed and how much must be known about the lives of the ancestors. We ask on the lineage form and family group sheet that you fill out as much as possible and list the documents, sources, books, and other materials you consulted in your research. We only require a photocopy of one item: a document that proves actual residency In Arkansas (a census enumeration, court document, tax record, news Item, or other source). Remember that when an exact birth, marriage, or death date Isn't known, an approximation Is acceptable (before 1680, after 1850, etc.). If a marriage record cannot be located, but subsequent records (census, deeds, tombstone, etc.) presume a couple married, estimate the marriage date as a year before the birth of the first child and note that it is an estimate. Filling out the certHicate application bookiet isn't easy, but neither was all the research needed to gather the facts to go in it. If you've requested one, but put it aside, why net retrieve It from one of those piles of papers on the dining table and start on just one generation today?

The following people were issued certificates since the last report. The name and address of the person to whom the certificate was Issued is follOWed by the ancestor's name, county of residence, and earliest proven year In Arkansas.

Anne Barrett Chamlee of Milledgeville, Georgia, recently requested a Certificate of Arkansas Antebellum Ancestry for her father, Howard Andrews Barrett of Fort Myers, Florida. Anne has proven descent from Howard Welcome Barrett of Whtte County, Arkansas. She sent a photo, taken on Christmas Day, of her presentation of the certificate to her father, and, with Anne's permission, I want to share It with you. (Anne noted the clOCk on the wall in the photo hung in her grandfather's home on Spring Street In Heber Springs.) What a wonderful way to bring generations together!

Anne BaJT'eU Chamlee and Arr falher, Howard Andrews Barn:tt, on Cbristmas Day. 1992, Fort Mye~ Florida

When Anne took her father's certificate to be framed, the young man at the frame shop told her, "Wait a minute, I want to show you something." He brought out an old land grant certificate dated 1898 for land in Cleburne County, Arkansas, for James Walls, Anne related the story to me, thinking what a small world it is. Well, my grandfather's name was James Walls (though the land grant wasn't his) and he lived just one county away fTOm Cleburne County in 1898. I think most of us, if given time to get together and talk, could readily find possible kinship.

--------------,Colllns (Drew County), Arkansas Submitted by Edwin Moss, Jr., P. O. Box 216, Star City, AR 71667-0216

Collins, AR, in Southeast Drew County, was a thriving community at the turn of the 19th century and an incorporated town of the 20th century. As we near the 21!1t century, it is no longer an incorporated town and there is little to remind a person of its past.

The town was named for General Benjamin Franklin Collins, a native of Georgia, who was bom Feb. II, 1811. He moved to Drew County from New Albany, Mississippi, in 1856, and promptly purchased a large trael of land and Immediately cleared 3,000 acres. He built the first grist mill, cotton gin, saw mill and, in 1858, constructed a two-story hotel. Wesley McShan, who built the hotel for Gen. Collins, also planed the lumber by hand that was used in building the hotel.

Benjamin Collins apparently believed in land Investments as he was a large land owner in Mississippi belore coming to Arkansas where he purchased several thousand acres and continued to buy land until his death in 1886, (A family story is that Benjamin Collins, who always had long hair, died from pneumonia after getting his hair cut.)

Collins once had a post office, three churches, school, hotel, 11 stores, inCluding a drug store, two doctors, a railroad depot with a telegraph operator, sawmill, cotton gin, grist mill, two blacksmith shops, livery stable and saloon.

Collins township, which includes Section 36, Township 13 South, Range 5 West, was homesteaded in 1836 by Charles F. Moulton and Daniel Lowe, was sold to Samuel Swartwont who sold it to Benjamin Collins.

Two brothers of Benjamin Collins, Archibald O. and Moses Collins, Jr., followed their brother to Arkansas. Moses settled at Coleman, also in Drew County, and Archibald settled near Tyro in north Drew County, an area which became Lincoln County in 1871. In 1860, his sister, Elizabeth, who married Dr. Hugh N. Moss, moved from Memphis, Pickens County, Alabama, to near Selma in Drew County where Dr. Moss purchased 1970 acres of land. All members of the Collins family were slave owners. Dr. Moss brought 23 slaves with him from Alabama. Moses Collins, Gen. Benjamin Collins

father, was a wealthy slave holder and land owner In MISSissippi where he owned 10,000 acres. He Is credited with settling New Albany, Miss, a north Mississippi trading center.

The first post office to selVe the area was located at Cut Off Creek, about a mile east of Collins, and was called Cut Off. The first postmaster was Peter Falker. In 1872, 14 years before Benjamin Collins died, the post office was moved to the site of Collins and the name was changed to Collins. That same year, the railroad came to Collins. It was then that Collins became a trading center, especially for cotton. Freight was brought into Collins from surrounding towns and counties. It had been a stage stop prior to the arrival of the railroad.

Gen. Benjamin Collins, before moving to Arkansas, was a member of the Mississippi legislature. He selVed in the Arkansas legislature twice, once during the Civil War and once afterwards. He was a leader in the Baptist church and donated land for the Collins business dlslriel. When he came to the area the Bullochs, Trices, Ropers, Talleys, Donaldsons and Bakers were already living there. However, " was Gen. Benjamin Collins who led Collins to become a center for trading in that section of Drew County.

Gen. Benjamin Collins, who received the rank of general when he selVed with the Mississippi Militia during the Indian uprising and during the Mexican War, carried that name the rest of his life. He is buried in the Collins cemetery along with his wife and many of his descendants.

Collins had a part in the Civil War. Gen. Benjamin COllins helped Confederates who escaped from Union prisons and also helped their families. Those persons from Collins who selVed in the Confederate army Included W. F. Slemmons, who commanded a Confederate Regiment of Drew countians, Moses Albert Collins, Sumpter Rowland, Green Bulloch. Hilliard Roper, WIlliam Bulloch and Emanuel Courtney. Collins, a Methodist minister, was the son of Gen. Benjamin Collins. He was wounded and captured and died In a Union hospital Christmas Eve 1884. Rowland also was kUled during the war. Another resident of Collins, Alonzo A. Moss, nephew of Benjamin Collins, was wound-

Collins was incorporated in 1892 and the city government continued for some 15 or 20 years. Those persons who signed the petition for incorporating the town of Collins included F. M. Campster. H. L Biggs. J. S. Courtney. S. R. Bul· loch. J. F. Donaldson, M. F. Christmas, M. H. Evans, Thomas Ross, Albert Duncan. J. H. Wallace, J. E. Bowden, M. S. Collins, D. S. Lovett, W. A, Graham, J. P. Weatherall, J. R. Spivey, W. B. Crenshaw, R. H. Russell, W. A. Courtney, C. E. Bulloch. L H. Biggs, C. E. Gannaway, J. L Mor· man, J. A. Trice, J. A. Weatherall. James Gaster, J. C. Morris, W. J. Bailey, L R. Trotter and J, T. Blanks. The petition was filed May 23, 1892, In Book 1, Page 52, Drew County, Arkansas. The first mayor was W. A. Graham and the first council members included James Gaster. James Bowden and H. L Biggs. J. A. Trice was recorder, C, E. Bulloch was Treasurer and J, S. Smylie was marshal. Other mayors of Collins included W. B. Barksdale, Stephen Bulloch, T. H. Webb, M. S. COllins (grandson of Benjamin Collins) and J. A. Trice. Aldermen, or Council members, in addition to the original group, included J. D. Hunt, C. J. Burchfield, M. S. Collins, S. S. Gray, H. C. Bulloch, J. R. Spivey, Sam Gaster, E. M. Wallace, Victor E. Moss, W. H. Roper, R. N. Smith, J. A. Trice, W. E. Lang, J. A. Thompson, C. T. Lambert, C. E. Collins, W. J. Bailey, Walter Gaster, J. C. Walsh, Henry Courtney, J. R. Trotter and W. B. Barksdale. Most olthe town officials also operated stores.

One of the laws adopted by the Collins town council prohibited sales on the Sabbath except medical supplies, meat, ice cream, soda water, bread, lemons and lemonade. Other laws included no shooting of fireworks within 250 feet of the city limits. On one occasion the council ordered the Courtney brothers to remove their jackass out of town. It was noted that VICtor Moss, a saloon operator, paid $37.50 for a license to operate his saloon In 1899. The tax was increasad to $500 the next year. The council minutes did not mention the reason for the huge Increase. Maybe his business warranted it. Saloons previously had been operat· ed by Tom Cole, R. L Baker and Stephen Bulloch.

Collins had school for the lower grades in its early years but did not have a high school until 1921. Some of the early graduates Included Maude Lang, Hazel Gaster, Grace McShan, Morrison Taylor, who

became president of Florida raaltors, Tom Bulloch and John Trice, who was superintendent of Pine Bluff schools. Two persons graduated in 1922 and 10 the following year. Thirty one persons graduated from Collins High School before students in grades eight through 12 were transported to Drew Central High School on the campus at Arkansas A & M College, Monticello, in 1930. School for the lower grades eventually were transported to Dermott or Drew Central schools and the Collins school closad.

The first automobiles to arrive in Collins were 1915 model '7" Fords owned by W. C. Bulloch and John Ogles.

There were three two story homes in Collins owned by W. R. Taylor, W. E. Lang and Owen Ogles. The latter formerly was the Collins Hotel, built in 1858. The Ogles made their home in the former hotel and also operated an antique shop upstairs. It burned in 1945. It Is said to have had a secret stairway used by Benjamin Collins during the Civil War. Jesse and Frank James reportedly spent a night there during the Civil War. The two story Taylor home, with porches on two sides upstairs and three sides on the ground floor, was a former sawmill office before being remodeled for a home.

As late as 1929 there was no gravel road into Collins. It was the year the present road was constructed from Monticello to Dermott. It was gravel for a number of years but was an improvement over the old dirt trail winding around trees. The old road had a low water bridge at Sandy Creek, about half way between Monticello and Collins. Just about every board was loose on the 150 foot long structure. There were clay hills at each end, and. when wet, added excitement to a Monticello to Collins trip.

The new road, in 1929, mostly followed the dirt trail route through the woods, except being relocated as R left Monticello for several miles and nearing Collins, it was moved south of the railroad and in front of the old Collins Hotel. Before 1929, It was north 01 the railroad, entered town at the northwest corner, and through the business area. After the new road was finished the community was served by the Missouri Pacific Bus.

Families living in Collins, in addition to those of mayors and council members, included the McShans, Ogles, Sassers, Sommervells, Henrys,

Taylors, Bullochs, Jones, FOWlers, McKeowns, Morgans, Talleys, McNeeses, Vances, Fergusons, Aliens and Hoffmans. Will McShan, Owen Ogles, Ira Sasser and Barney Talley were store owners. Frank Sommervell was the depot agent and telegraph operator and also served as pastor of the Baptist church. W. C. Jones operated a cotton gin for W. C. Roper. W. E. Fowler and Walter Morgan operated blacksmith shops. W. R. Taylor was a sawmill operator. J. A. Trice operated a livery stable.

Tragedy struck near Collins about mid-afternoon on Sunday, April 16, 1939, when the Center Point church building and homes in the community were swept away by a tornado. Nineteen parsons were killed instantly, eleven 01 them in the church building. They had gathered in the small frame building for protection following a funeral. More died later from injuries. Some 60 were injured in the area. A survivor rode a horse into Collins to tell when had happened. A woods crew for the COllins sawmill had to cut a path Into the Center Point church and did not reach the injured for several hours. Fallen trees blocked the road. The Taylor home served as a first aid station for the injured,

Collins, which at one time could boast having three churches, two doctors, school, two blacksmith shops, post office, hotel, 11 stores, sawmills, cotton gins, large homes and train station, has few reminders of the past. It has only about 10 percent of the population It once had, but remaining are the brick sidewalks, which ran in a "L" shape in front of the stores in the bUSiness section. They are mostly covered wtth dirt and grass but are just about the only landmark remaining of the prosperous days of more than a century ago. The Hunt store building, part of the Ogles store building, and another store, which has been converted into a residence, are still standing. A few of the old homes remain but most of them are decayed, burned or have been torn down.

[Gen. Benjamin Collins was a great great uncle of Edwin Moss, Jr., of Star City. Hugh Moss and Elizabeth Collins Moss were his great grand parents, and Alonzo A. Moss was his great uncle and father of Victor Moss. Gen. Collins, Hugh N. Moss and Elizabeth Collins have many descendants In Arkansas. W, R. Taylor was his grandfather.]

Book Reviews and Notices5------------------

By Bobbie Jones Mclane and Desmond Walls Allen

The following are reviews and/or announcements of book acquisitions for the Arkansas Genealogical Society. The reviewed books are permanently housed at the Arkansas History Commission, or in the local History and Genealogy Room of the Llnle Rock Public Library. The Society expresses its appreciation to the authors and contributors. In ordering copies of these books, please remember to say you saw the review or notice in this publication!

Ancestral Roots of Certain American Colonists Who Came to America before 1700 by Frederick Lewis Weis, wHh additions and corrections by Walter Lee Sheppard, Jr.; published [1992] by Genealogical Publishing Co., Inc., 1001 Calvert St., Baltimore, MD 21202-3897; $25.00 plus $3.00 p/h, 276 pp., hardbound. This is the seventh edition of the classic work on the royal ancestry of certain colonists who came to America before the year 1700, the first new edition to appear in four years. This edition is an extension and refinement of research by Mr. Sheppard and his correspondents, upholding rigorous standards of evidence. It revises and extends various lines of descent. In addition, all footnotes and corrections in earlier editions have been Integrated into the text, recently discovered errors corrected and more than thirty new lines added. (BJM)

Absracts of Death Records for Johnson County, Tennessee, 1908 to 1941 by Eddie M. Nikazy, published [1992] by Heritage Books, 1540E Pointer Ridge Place, Ste. 300, Bowie, MD 20716; $33.00 plus $3.00 p/h, 482 pp., softbound. This compilation contains about 6,500 records and gives the name and place of the birth of the child, names and places of birth of the parents or names and places of residence of the informants, name spelling variations as they appear in the original records, and the cause of death as originally stated in the records. Record numbers correspond with the official death record numbers on file in the Tennessee State Libary and Arvhies, thus permitting researchers to check the complete record if desired. How wonderful it would be if more States would release this information, and some industrious person, such as Mr. Nikazy, would compile the records for the use of genealogists throughout the country! (BJM)

Forty-Three Years for Uncle Sam This 5 x 7", softbound, 108 page book was published by the author, Fred High of Berryville, AR, who was born in 1878, the son of Jacob and Ann (Roberts) High and is a genealogy of his family, beginning with his Dutch grandfather John Hoke, who came to the USA In the last half of the 18th century and was an early pioneer in Arkansas. The name Hoke was changed to High. Some 50 pages are devoted to cemetery records of High's relatives. This rare small book, long out of print, was donated to AGS by Willis H. Miller of Star-Observer Publishing Co., 226 Locust Street, Hudson, WI 54016 (BJM)

Index of Deaths Recorded by the Ft. Smith, Elevator for 1900 by Pany S. Davis, 2325 North 46th Circle, Fort Smith, AR 72904, published [1992] by Research Services, [same address]: 42 pp. softbound. $10.00. In 1900, this newspaper reported over 2200 deaths occurring not only in this city, but in the state of Arkansas, Indian Territory, elsewhere in the United States and the world. This Index should be helpful to researchers searching for deaths, particularly in this part of this State In 1900. (BJM)

The Coopers of Hot Spring County, Arkansas by J. D. Crouse, 13100 Clarion Ct., Fort Washington, MD 20744-2812 [1991]: no purchase price shown, 128 pp., indexed, softbound. Howell Cooper, Jr. relocated to Hardeman Co., TN and after 1840 moved his family to Hot Spring Co., AR in time for the 1850 census. (BJM)

Funeral Homes, Greertwood - Hartford - Booneville, Records, 1918-1941. by Wanda Carson McGehee; 15.2 pages, $28.00 postpaid (see address above). The more than 2,000 records in this book cover June 1918 - March 1927, Oecember 1935 - May 1941. and geographically represent primarWy Sebastian and Logan Counties. Information listed includes (depending on completeness of the record) full name, age. date and place of death, physician, residence, spouse, parents and their places of birth, birth date and place, funeral service information, cemetery, religion, billing information, and more. There Is a complete, full·name Index. It's difficult to overemphasize the value of funeral home records to genealogists and these are a welcome addition to printed Arkansas records. (OWA)

Ancestors Inside the Gates: Fort Chaffee, Sebastian County, Arkansas, by Wanda Carson McGehee; 162 pages, $28.00 postpaid (see address above). In 1941, the federal government seized a portion of Arkansas to create an army base. Since then, systematic neglect and destruction are obliterating the graves of those pioneers burled In 27 cemeteries in the confiscated lands. This book contains a record of the inscriptions and other information available. (OWA)

1887 Hayes Atlas of Sebastian County, available from Wanda Carson McGehee; l1X14. 30 pages, $13.50 postpaid (see address above). This is a repro· duction of the 1887 atlas showing landowners' names on survey grids. The "patron's list and business directory" arranged by survey township serves as a partial Index to the material. For those who presumably paid to be indueled in the patron's list, occupation, nativity (state of birth), and the year of settlement In the county is listed. This graphic representation of land settlement offers the advantage of showing the proxImity of the neighbors, and it falls In that time period when the 1890 census is so sorely miSSed. (OWA)

1903 Plat Book of Sebastian County, available from Wanda Carson McGehee; l1X14, 172 pages, $55.00 postpaid (see address above). This historical atlas goes beyond just land ownership maps; it includes about 300 biographical sketches, a county history, county information, and 61 pages of photos of homes, public buildings, and businesses. And, icing on the

cake, there is a full name index. This is a wonderful tool for researchersl (OWA)

Civil War Soldiers of Bradley County, Arkansas, compUed by Beverly Jann Woodard, 12008 Ginger Lane, Benton, AR 72015; 33 pages, $12.50 postpaid. This booklet lists information about Bradley County's War Between the States veterans taken from their pension applications, the centennial ed ition of the Bradley County Eagle Oemocrat, and Goodspeed's county history. (DWA)

The O'Neals: A Book of Remembrance, by Beve~y Jann Woodard (see address above). This is a family history of Raiford O'Neal and Nancy Raley O'Neal and their descendants who migrated from North Carolina, through Tennessee, Alabama, and to Bradley County, Arkansas. Allied families include Temple, Frazier, McLeod, Halley, Brunson, Moore, Adams, Hewitt, Hamilton, and Stancell. Printing was limited to 150 copies and only a few remain, but the author has offered to respond to Inquires about Information In the book. The review copy will be available at the Central Arkansas Ubrary System's Main Branch, Genealogy Section, 700 Louisiana, in Little Rock. (OWA)

There is a full-name index. Also Included are lists of Confederate penSioners, Scott County marriages from Indian Territory, Physicians & Surgeons' Register, and a Centerpoint teacher's register of 1919. Since Scott County is one of the most difficult to research In Arkansas, this book is good news to everyone with ties to that county. (OWA)
