FOREWORD
V. M. Jha Deputy Director (I/C)
It gives me immense pleasure to present the Annual Report for year 16-17of
the Institute. During the year the Institute has significantly contributed towards the
Promotion and Development of Micro and Small Enterprises in the 22 districts of Western
UP.
This report highlights the work done by MSME-DI, Agra in strategic area of
importance of MSME sector in current economic scenario and has made ample efforts to
organize National Vendor Development Programmes, National Workshop on Export
Marketing ,State Level Vendor Development Programmes ,Industrial Motivation Campaign,
Entrepreneurship Skill Development Programme, Awareness Programme on Intellectual
Property Rights (IPR),Product Certification, Business Incubator, Design Clinic, Energy
Efficient Technology ,Zero Defect and Zero Effect & Cluster Development, Industrial
Potential Survey.
The performance and achievement of the Institute is the result of the whole hearted
efforts made by the officers and the staff members of this Institute.
I believe that this Annual Report will be very much helpful to the stakeholders of
MSMEs of western UP.

2. About MSME -Development Institute, Agra
MSME - Development Institute, Agra was established in September 1956. Earlier it was known as
Small Industries Service Institute before the Enactment of MSME Act - 2006 in the Parliament.
Jurisdiction of MSMEs stretched for service sector & enhanced its services up to Medium
Enterprises too. The geographical jurisdiction of this Institute has spread over 22 districts of
Western U.P. The names of the Districts are as follows:

MSME-DI, Agra is extending techno managerial and economic consultancy services for
the development of Micro, Small and Medium Enterprises (MSMEs) and provides comprehensive
range of industrial developmental services ranging from identification of suitable line of
production to marketing of the product. Facilities for Techno-managerial Consultancy services are
being provided in the fields of the Following Disciplines:

• Metal Finishing,
• Electrical,
• Leather & Footwear,
• Food,
• Glass & Ceramic,
• Chemical,
• The Industrial Management Training (IMT),
• Industrial Potential
• Economic Investigation (EI)
The objectives of MSME-DI, Agra, are to provide Technical Consultancy Services to the
entrepreneurs in addition to Industrial Management Trainings, Entrepreneurs & Skill
Development Programmes, Short Term Management Trainings for MSMEs, Industrial
Motivational Campaigns, facilitation in implementing PMEGP Scheme, Establishing Entrepreneurs
Club, Assisting & Providing Awareness to the Entrepreneurs in Marketing through Domestic &
International Exhibitions & Zero defect and Zero Effect concept. The Institute also provides
Market Information, Industrial Potential Survey Report, Statistical Information, Identification of
Thrust Industries, Export Promotion, Preparation of Directories & Status Reports of MSME units,
Economic Information to set up MSMEs. Various New Schemes under NMCP Scheme were
Implemented / Introduced like Lean Manufacturing, MATU, State Level Fairs, Corporate
Governance, Design Clinic, ISO-9000, Bar Coding, Intellectual Property Rights, and mini Tool Room
etc. etc.

3. Technical Support To Prospective And Existing Entrepreneurs
During the reporting year 2016-17, the MSME- Development Institute, Agra has provided
assistance and Consultancy to numerous prospective and existing entrepreneurs. The assistance
& Consultancy consists of various fields such as selection of product & location, which is more
important in establishing a new venture. Selection of machinery & Technology is also one of the
inevitable things to know before going for a new industry under which numerous prospective
entrepreneurs has been assisted. Marketing & Finance is also one of the unavoidable things
wherein the Institute assisted and provided information to about 1054 (Including244 Females)
existing & prospective Entrepreneurs. About 5000 entrepreneurs have been provided assistance
and Consultancy through various trainings / campaigns and about 1060 enterprises were assisted
through Personal Visits of MSME-DI officers.

4.Project Profiles and District Industrial Potential survey Reports
1. Technical officers of this Institute prepared 19 Project Profiles against the target of 19 as
per action plan targets. This is an art of identification of new products, which can be
introduced and promoted in the MSME Sector. These project profiles comprise almost all
the information regarding a particular product such as availability of raw materials, cost of
production, marketing facilities, which are more useful to the new entrepreneurs.

a. Entrepreneurship Skill Development Programmes MSME-DI, Agra is organizing Entrepreneurship Skill Development Programmes (ESDPs)
regularly for Educated Unemployed Youths, Women, and Weaker Section etc. The main
objectives of these Programmes are to develop entrepreneurial abilities and qualities in the
Youth & Upcoming generation of the country to prepare and motivate themselves to set up their

7. Vendor development programmeS
To identify potential & genuine MSE vendors for specific items and services required by respective
Govt. Departments and CPSUs, this institute organized Two National Level Vendor Development
Programmes (NVDPs) and Ten no. of State Level Vendor Development Programmes during 2016-
2017. In these NVDPs & SVDPs Buyers & Sellers Meets are also organized to discuss various
procurement issues related to quality, cost, delivery terms & conditions including payment in time to
the MSEs by the Buyers.

8. National Workshop on Export Marketing
In order to provide marketing assistance to existing MSMEs Two-Days Sensitisation NATIONAL
Workshop on “Export Marketing” was organized to provide a platform to Exporting/export worthy
units. So that they may access the marketability as well as their strength.

9.Awareness Programme For Financial Assistance on Bar Code and Reimbursement to MSEs

10. Technology And Quality Upgradation Support To MSMES (TEQUP)
The main objective of the scheme is to sensitize the Indian MSMEs to upgrade their
manufacturing process towards usages of Energy Efficiency Technologies (EET) so as to reduce cost
of production and emission of greenhouse gases. The second objective is to improve product quality
of MSMEs towards becoming globally competitive. Under the TEQUP scheme following Awareness
Programmes on Product Certification and Awareness Programmes on Energy Efficiency Technologies
organized to motivates MSMEs.

Activity No.4 of TEQUP - Encouraging MSMEs to Acquire Product Certification Licenses from National/
International Bodies:
The primary objective of this Activity is to provide subsidy to MSME units towards the
expenditure incurred by them for obtaining product certification licenses from National
Standardization Bodies (like BIS, BEE, etc.) or International Product Certifications (CE, UL, ANSI, etc.).

The purpose of the ‘Standard Marking’ of the products is to assure product quality to the
users/consumers. Certification of MSMEs products to International Standards, CE, ANSI, UL, Energy
Star, etc. would also enhance acceptability of the products in the export market.
Certification is the main parameter in International as well as Domestic Market. The
Product Certification Licenses from National bodies e.g. BIS/ BEE /AGMARK & International Bodies
e.g. CE /UL /ANSI etc. under NMCP/TEQUP Scheme, are very much in demand & Proving a very good
scheme, During the year, 12 MSMEs got reimbursement of expenses incurred under the Product
Certification Licenses from National (BIS/ BEE /AGMARK)/ International (CE /UL /ANSI etc.), Bodies
under NMCP/TEQUP Scheme. Fund Rs. 11,26,125/- has been used in Reimbursement. Name of the

15. National Awards to MSMEs
The Micro, Small and Medium Enterprises (MSMEs) in India have undergone a vast development in the last five
decades. The MSMEs have registered tremendous growth as also the progress in terms of quality production,
exports, innovation, product development and import substitution, very much beyond the expected objectives
of setting up MSMEs by the planners of industrial production base in the country. Entrepreneurial efforts have
made it possible to produce number of items, which hitherto were imported. In quite a few cases new variants
so produced are having additional attributes than their original versions and are capable of solving a multitude
of user problems. This all has become possible owing to the ambitious and visionary spirit of entrepreneurs of
MSMEs. Recognizing the achievements of successful entrepreneurs in MSMEs, Government of India is
encouraging such entrepreneurs by giving National Awards to Micro, Small and Medium Enterprises for
outstanding efforts in entrepreneurship, Quality Products, Innovation Efforts, and Lean Manufacturing
Techniques.
During the year2016-17, MSME units were motivated to fill up application for National Awards2015 and 28
units had submitted their applications online under different category of Award from Western U.P. region.
Following units of Western U.P. region got National Award under different Categories in National Award
Function on 18 Oct 2016 at Punjab Agriculture University (PAU), Ludhiana

Letter No.1(678)/CDD/ Footwear/ Saharanpur/ 2016 dated 16/12/2016 received from Dr. S.K. Newar, DD(CD), O/o DC (MSME), New Delhi regarding proposal for setting up of Common Facility Centre in Leather Footwear Cluster, Saharanpur under MSE-CDP-clarification regarding registration in the MSME Data Bank/Udyog Aadhaar in respect of all cluster members and confirmation whether any Diagnostic Study Report was prepared and soft interventions were under taken.
Collected various information in respect of Common Facility Centre in Leather Footwear Cluster, Saharanpur from Director, CFTI, Agra. In this connection a clarification letter No. MSME-DI/Agra/2/ Cluster/2016-17, dated 16.01.2017 was sent to Commissioner & Director of Industries, Govt. of Uttar Pradesh, Kanpur to clarify on the following points: As per DC (MSME) sanction No. TM/UND/05/2013, dated 18th July, 2013 the DSR Leather Footwear Cluster, Saharanpur was prepared by CFTI, Agra. The DSR of Leather Footwear Cluster was submitted by CFTI, Agra by their letter No. CFTI/Admn.3(3)/2013, dated 05.03.2014.
(i) As per Director, CFTI, Agra Informed that the Soft Intervention activity were not undertaken by CFTI, Agra.
(ii) This Office has not received the hard copy of on line application for DPR of Footwear Cluster, Saharanpur, U.P. for recommendation to Office of DC (MSME).
(iii) It may kindly be clarified whether Diagnostic Study Report mention in Para (1) and (2) is same or some other agencies had been engaged by you to prepare DSR.
(iv) The details of soft Intervention may also kindly be provided to this office.
2. The Commissioner & Director of Industries, Kanpur was also requested to forward the Soft and hard copy of DPR. 3. The reply is still awaited from Director of Industries, Kanpur.

3rd Sub Committee of Parliamentary Committee on Official Language visited Mathura on 12th April, 2016 for inspection of records and documents related to MSME-DI, Agra. The Inspection was convened by Shri Hukmdev Narayan Yadav, Honourable Member of Parliament and convener of the committee.

Shri Kalraj Mishra, Honourable Cabinet Minister, Govt. of India visited Invertis University, Bareilly on 19th May, 2016. Officers of the Institute visited Bareilly in this regard.
As per instructions of O/o development Commissioner (MSME), this office has observed Swachchhata Pakhwara from 01/05/2016 to 15/05/2016. Cleanliness drives were organized in office, nearby industrial area and Pottery cluster , Khurja. Nagar Nigam Agra, DIC Agra, CFTI Agra, PPDC Agra, Factory Owners Association Agra , Sikandra Factory Owners Association Agra, and Agra Iron Founders Association Agra also came forward and provided whole hearted support to the activities.
An officer of the Institute attended Town Hall Meeting for MSME Entrepreneurs at Mathura on 13.05.2016, which was organized by RBI and chaired by Regional Director, RBI, Lucknow. The program was attended by about 250 entrepreneurs.

have been developed. - 2 Provisional patents have been granted. - 2 Provisional Patents are under process, search report has come and found patenable. - 1 company in the name of IIMT Media Pvt. Ltd. has been registered as “Start Up” by
Department of Industrial Policy and Promotion, Ministry of Commerce & Industry, Government of India.
2. IIMT College of Medical Sciences, Meerut
- 4 Business ideas are under incubation, 1st installment has been disbursed. Samples have been developed.
3. Meerut Institute of Engg. & Tech. ( MIET), Meerut
- 6 Business ideas were indentified, are under incubation for financial approval with O/o DC (MSME), New Delhi.
4. Dayalbagh University, Agra (Dayalbagh Educational Institute) - Out of 10, 2 business ideas have been recognized by O/o DC (MSME), New Delhi, financial
approval is still awaited. Part funding for incubatees has already been received by Business Incubator (BI).
5. Process Cum Product Development Institute (PPDC), Meerut - 3 Business ideas have been indentified, and under consideration with O/o DC (MSME),
New Delhi for financial approval.
6. IIMT Engineering College, Meerut - Incubation of 5 business ideas has completed and the completion report has already been
sent by Business Incubator to O/o DC (MSME), New Delhi. - 2 business ideas are under incubation. 2 installments have been received. - 3 business ides are under consideration for financial approval with O/o DC (MSME), New
Delhi.
7. MSME-TDC, Process Cum Product Development Institute (PPDC), AGRA
- 6 Business ideas were indentified, and forwarded to O/o DC (MSME), New Delhi for financial approval.
