CHAPTER 1

INTRODUCTION

The Office of Development Commissioner (MSME) is an attached office of the Ministry

of Micro, Small and Medium Enterprises (MSME) and is the apex body to advise, coordinate

and formulate policies and programmes for the development and promotion of the MSME Sector

in the country. The Development Commissioner (MSME) have a network of 32 MSME-

Development Institute(MSME-DI), 27 Br. MSME-Development Institute(Br. MSME-DI), 4

MSME-Testing Centres (MSME-TCs), 7MSME-Testing Stations (MSME-TSs), 21 Autonomous

bodies which include 10 Tool Rooms (TRs) and Tool Design Institutes (TDI), 4 MSME-

Technology Development Center(MSME-TDC), 2 MSME-Technology Development Center-

Footwear(MSME-TDC), 1 Electronics Service & Training Centre (ESTC), 1 Institute for Design

of Electrical Measuring Instruments (IDEMI) 2 National Level Training Institutes, and 1

Departmental Training Institute and one Production Center.

In the state of Uttar Pradesh, the support facilities and services of the Office of

Development Commissioner (MSME) are rendered through the network of three MSME-

Development Institutes located at Kanpur, Agra and Prayagraj and one Branch Institute at

Varanasi and 5 MSME-TCs at Kannauj (FFDC), Agra (PPDC & CFTI), Firozabad (CDGI) &

Meerut (PPDC) respectively.

MSME-DI, Kanpur was set up in Kanpur in the year 1958. At present, it caters to the

promotional and developmental needs of MSME Sector of 25 districts of Uttar Pradesh, namely

Auraiya, Basti, Barabanki, Deoria, Etawah, Farukhabad, Fatehpur, Ayodhya, Gorakhpur,

Hamirpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar, Kanpur Dehat, Kushinagar,

Lakhimpur Kheeri, Lalitpur, Lucknow, Mahoba, Raebareli, Shahjahanpur, Sitapur and Unnao.

Rest of the districts falls under the jurisdiction of MSME-DIs at Agra, Prayagraj, New Delhi &

Branch MSME-DI, Varanasi.

MSME-DI, Kanpur is the nodal Institute for the state of Uttar Pradesh The Institute

maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State

Promotional Agencies, Technical Departments, Universities and Academic Institutions,

Engineering Colleges and Industry Associations. The support of the Institute is basically in terms

of:

1. Policy promotion measures for MSME Sector.

2. Providing Techno-Managerial Consultancy to Existing and Prospective Entrepreneurs.

3. Publicizing Udyam Registration for MSMEs as part of ease of doing business & motivating

units for registration in MSME-Data Bank.

4. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in

procurements by Government Departments and Public Sector Enterprises & also

popularizing the special focus initiatives of the Govt. of India like Start Up India, Stand Up

India, Make in India, Skill India etc.

5. Sharing Economic and Statistical Information.

6. Implementation & Promotion of schemes of Ministry of MSME viz. MSE-Cluster

Development Programme (MSE-CDP), SFURTI, ESDP, Credit Link Capital Subsidy &

Technology Upgradtion Scheme (CLCS-TUS), Procurement & Market Support Scheme

(P&MS), PMEGP, International Cooperation (IC) & ASPIRE etc. in the State.

7. Popularizing the schemes like Credit Linked Capital Subsidy Scheme, CGTMSE, MUDRA

Yojana and psbloansin59minutes.

8. Organizing suitable training programmes and events for prospective and existing

entrepreneurs.

9. Services of Common Facility Workshops to the Entrepreneurs through Conventional M/Cs

& CNC wire cut Machine for engineering sector (Job work as well as specialised training)

and for Food sector through the well equipped Technology & Product Development Centre

(TPDC) are also extended.

10. An Enterprise Development Centre (EDC) is functioning under the Institute which

provides support from Ideation, Incubation to Start own enterprise for Startups and

prospective entrepreneurs. It also helps MSMEs for obtaining UAM, GeM/ GST

registrations and benefits of various schemes.

CHAPTER 3

NEW INITIATIVES

3.1State Champions Control Room (SCCR)

State Level Champions Control Room (SCCR) is being setup at MSME-DI, Kanpur

premises and is functioning w.e.f 11.05.2020. In the SCCR, grievances of the entrepreneurs are

attended and guided in a best possible manner by the officers of this office within the stipulated

time as per direction of the Central Champions control room New Delhi. Officers of the institute

resolved grievances received at State Champions Control Room, Kanpur after consultation with

the relevant departments like Banks, CPSUs, Central/State Govt. Departments, MSEFC etc.

Grievance matters received from Central Champion Control Room, New Delhi through e-mail

were also settled in close consultation with Bank/Financial institutions.

Since the starting of SCCR Kanpur, total 312 numbers of grievances were received on the

online Champions portal and all the grievances were resolved with in the stipulated time. In

addition to that, walk-in visitors were also attended by the officers of Institute for their various

queries pertaining to lending of loan for establishment of their business (Manufacturing and

Service Enterprise), Training, Udyam registration, GeM, GST, Trade Mark registration, ECLGS,

CGSSD, MUDRA, CGTMSE Scheme, Delayed Payments, Schemes of Central Govt. and State

3.2 Export Facilitation cells (EFC)

As per the instructions of DC (MSME), New Delhi Export Facilitation cells (EFC) are

functioning in each MSME-Development Institute across the country and are rendering services

to promote the export in their jurisdiction. The purpose to set up these EFCs are to provide

handholding support to exporter‟s viz. obtaining IEC, Product Selection, help to avail

International Marketing (IC) scheme and to promote export in the region. In MSME-DI Kanpur

Export Facilitation cell (EFC) has been set up on 11.04.2019. Vide publicity of the EFC has been

made through website, social media platform, emails etc. Publicity amongst Industry

associations regarding functions of EFC cell in MSME-DI, Kanpur was also made.

The Activities performed by EFC during the Year are as under:

This Institute organized Six Awareness Workshops on Export, Import Substitution, Anti

Participation of District Export Promotion Committee: - In order to achieve the target of

becoming a 5 Trillion Dollar economy, the growth of export sector is going to be one of the most

determining factors. In this scenario, each and every district has to play a crucial role. In order to

achieve the target in each of the district, the District Export Promotion Committee has been

constituted by DGFT under the Chairmanship of the District Magistrate.

MSME-DI Kanpur being a member of this committee has actively participated in these

meetings and offered valuable comments/suggestions in r/o product Identification for export,

conducting awareness programs/ trainings on export, handholding support to be provided by

EFC and making action plan for these districts. The details of the meeting attended by MSME-

Exporters Directory: - Kanpur is a Major hub of Leather goods/products and Saddlery &

Harness Items. The Total export of Leather & Saddlery Items from Kanpur is appox. 6000

Crores. EFC Kanpur compiled a directory of Leather Items exporters located in the Institutes

jurisdiction. Beside Leather products, EFC also compiled the information of prominent Exporters

of Chemical, Apparel & Engineering Sectors with the help of concern EPCs of the region. In

this directory all the valuable information such as product exported and contact details related to

exporters are available.

Management Development Programme:- MSME-DI, Kanpur also organized Five days

Management Development Programme on Export Management & Documentation from 22/02/21

to 26/02/21 at MSME-DI, Kanpur. During this programme Faculties/ Experts from various

departments realted to Export viz. DGFT, FIEO, ECGC, CONCOR, BANKS, DIEPC gave

presentations on the Schemes and supports being provided to the exporters. Total 25 participants

attended the programs.

3.3 Enterprise Development Centre (EDC)

Enterprise Development Center (EDC) is functioning from 08.08.2018 at Institute. EDC

provides facilitation to existing & budding entrepreneurs on various Govt. Schemes,

Registrations of Udyam Registration, GeM, GST etc., Financial Schemes viz. PMEGP,

MUDRA, Stand-Up India etc. and guiding to select new projects. Total 3911 nos. of visitors

visited to EDC and guided by the officials of the EDC & Institute during the Financial Year

2020-21.

Enterprise Development Center (EDC) also assisted the Enterpreneur for project

selection & disseminated information related to Important Trade Fairs & information related to

varios Skill Upgradation Traning Programmes of the Insititute as well as other Department.

More than 500 projects profiles are available in EDC cell which helps to budding

entrepreneur to select suitable project for them Beside this, EDC facilitates the visitors with

various latest technical & economical magazines & generals as per their requirement.

3.4 Aspirational District (Fatehpur)

Government of India has identified 117 backward districts as Aspirational Districts for

rapid transformation on the basis of certain criteria viz. Health, Education, Transport and also

financial inclusion. Out of these 117 districts, the state of Uttar Pradesh has 8 districts viz.

Fatehpur, Chitrakoot, Balrampur, Bahraich, Shravasti, Siddhatrh Nagar, Sonbadhra and

Chandauli. Out of these 8 districts of U.P., Fatehpur Districts comes under the jurisdiction of

this office.

For the development of Fatehpur District, this Institute organised 01 programme in

association with State Industry Department & Govt. ITI during the year 2020-21.

The detail of the programme which was organised by the Institute is as follows:

1. Shri Rajesh Kumar AD Coordinated IMC (Y) on 9-10 March, 2021 at Govt. ITI, Khaga,

Fatehpur.Total 75 participants attended the programme.

3.5 Virtual Programmes

During the Outbreak Covid-19 Panedemic it was not possible to oragnised physical programmes

and gathering in public place. As Intructed by O/o DC(MSME) to provide handhold supports

and guidance to entrepreneurs this Institute organised 36 Prgrammes on Virtual Mode in

association with various Leading Industry Organisation, Cluster, FPOs, NGOs, PSUs, and

Technical Insititions of the jurdiction.

REVENUE STATEMENT

Revenue generated from the Mechanical Workshop of this office was Rs.64,986/- during

2020-21. Apart from this, revenue of Rs. 29,300/-has also been earned from technical training

programmes including EAPs/ESDPs/MDPs.

CHAPTER 7

MSE- CDP SCHEME

This office is in close liaison with the State Government Industrial department, MSME

Associations, stakeholders of potential Clusters, EDI Lucknow, IED UP Lucknow for the

identification of clusters in the jurisdiction of Kanpur and intervention in them through MSE-

CDP/SFURTI scheme. The details of the clusters under consideration are as under:-

A) Common Facility Centre Final Approval

( i ) Unnao Zari Zardoji Cluster, Unnao

The said cluster has been finally approved with following details:

(i) Contribution of Central Government : Rs. 178.78 Lakh

(ii) Contribution of State Government : Rs. 22.42 Lakh

(iii) Contribution of SPV : Rs. 22.98 Lakh

Total Project Cost : Rs. 224.18 Lacs.

Present Status:

First Installment of Grant-in-Aid for Rs 71,51,000/-(Rs Seventy one Lakh fifty one

thousand only) has been sanctioned & released by the O/o AS & DC New Delhi to Uttar

Pradesh Trade Promotion Authority(UPTPA) for setting up of the CFC under MSE-CDP

Scheme. Construction of the building of the CFC has been completed by Uttar Pradesh Small

Industries Corporation Ltd.(UPSIC) & handed over to the SPV of the cluster on 23.03.2021. M/s

Oriental Collection, Kanpur (being L-1 Supplier of the Plant & Machinery) has ordered for the

purchase of proposed P & M. Dy. Commissioner DIEPC, Unnao is in process of purchasing of

furniture‟s for the CFC through GeM portal.

( ii ) Pottery/Terracotta Cluster Gorakhpur

The said cluster has been finally approved with following details:

(i) Proposed Contribution of Central Government: Rs. 201.39 Lakh

(ii) Proposed Contribution of State Government : Rs. 36.87 Lakh

(iii) Proposed Contribution of SPV : Rs. 44.79 Lakh

Total Project Cost : Rs. 283.05 Lakh.

Present Status

The proposal was placed in the 54th National Level Steering Committee Meeting held on

02.03.21 through Video Conferencing under the chairmanship of Secretary (MSME). The

National Level Steering Committee accorded Final approval subject to submission of following

documents prior to issuance of Final Approval Letter: (i) Government of Uttar Pradesh has not

enhanced its share. State share is still 13.03% (ii) Registered land lease deed in the name of SPV

(iii) NOC from State Pollution Control Board. (iv) Certificate from State Government for

compliance of GFR/CVC guidelines. (v) Inclusion of name of State Government and MSME

officials in SPV. (vi) Inclusion of condition in bye laws that SPV will not be eligible for

drawing any profit from operation of the CFC and profit generated during the operation shall be

ploughed back for further development of CFC. (vii) No. of beneficiary units (SPV members)

should be enhanced and list of members to be provided. (viii) Confirmation from State

Government regarding Implementation Agency and Fund receiving Agency for the project. (ix)

Incorporation of SPV in section 8 of Company Act. (x) The implementing Agency should open

the project specific Bank account in Public Sector Bank and Regional Rural Banks.

B) Common Facility Centre In Principal Approval

(i) Lalitamba Textile Cluster, Pvt. Ltd., Rooma, Kanpur

The said cluster has been in principally approved with following details:

(i) Contribution of Central Government : Rs. 1350 Lakh

(ii) Contribution of State Government : Nil

(iii) Contribution of SPV : Rs. 326.07 Lakh

Total Project Cost : Rs. 1676.04 Lakh.

Present Status:

Proposal was placed in the 46th SCM for final approval. The steering committee after

deliberation hold the proposal, as State Govt. could not commit about its share. The proposal was

placed in the State Level Project Steering Committee (SLSC) held on 18.04.18 in the

chairmanship of The Director of Industries who in turn agreed for 9% of state Govt. Share, 10 %

of SPV Share and Govt. of India share of 81%. Accordingly the SPV was advised by the State

Govt. to submit revised DPR which could be forwarded to O/o DC (MSME). In connection to

the same the SPV members have requested the state Govt. to drop the proposal as they are not

any more interested in the proposal. Dy. Commissioner, DIEPC Kanpur through his letter

No. 1439 dt:-06.10.18 requested the SLSC to drop the proposal, which got accepted by the

Uttar Pradesh State Level Steering Committee during its meeting on 10.08.20

C) Common Facility Centre Final Approval

(i) CFC in Handloom Cluster Ranipur, Jhansi.

The said cluster has been in principally approved by the Techno Economic Appraisal Committee

(TEAC) with the following details:

(i) Proposed Contribution of Central Government: Rs. 790.83 Lakh

(ii) Proposed Contribution of State Government : Rs. 98.85Lakh

(iii) Proposed Contribution of SPV : Rs. 98.85 Lakh

Total Project Cost : Rs. 988.53 Lakh.

The above proposal was considered for Technical Suitability & Viability during meeting

of 71st Techno Economic Appraisal Committee (TEAC) of MSE-CDP Scheme on 06.03.20

under the chairmanship of SS & DC. The TEAC recommended the proposal to be placed before

National Level Steering Committee for consideration and approval subject to submission of

following requisite documents:

(i) Online Application, as per new guidelines.

(ii) Registered land document in the name of SPV for a minimum period of 30 years.

(iii) Details of shareholding pattern of SPV members.

(iv) SIDBI Appraisal Report.

(v) Commitment letter from SPV for their contribution.

(vi) NOC from State Pollution Control Board.

(vii) Commitment letter from SPV members to utilise at least 60 percent of installed capacity.

(viii) Commitment letter from State Government / SPV to meet the cost escalation, if any, over

and above the approved project cost.

(ix) Certificate from State Government that more than 50% units in the cluster are Micro/ SC/ST

/ Women Enterprises, as the case may be.

(x) Certificate from State Government for compliance of GFR/CVC guidelines.

(xi) Details of SPV formation in Section-8 of Company Act and MoA and AoA.

(xii) Comments of Senior Most Technical Officer of MSME-DO.

(xiii) Details of Bank account of Implementing Agency.

(xiv) Advertisement placed on public domain for 2 weeks.

(xv) Efforts should be made to enhance SPV members and provide the list.

Present Status:

The proposal has been received online over MSE-CDP portal along with the DPR. Some

clarifications have been seeked from the SPV regarding observation made in the submitted DPR.

The proposal will be forwarded to the O/o DC (MSME) as soon as the Hard Copy of final DPR

along with the above earmarked documents are received at the Institute.

(ii) CFC in Chicken Embroidery Cluster, Barabanki.

The said cluster has been proposed by the State Govt. for its approval:

(i) Proposed Contribution of Central Government : Rs. 229.88 Lakh

(ii) Proposed Contribution of State Government : Rs. 215.86 Lakh

(iii) Proposed Contribution of SPV : Rs. 50.90Lakh

Total Project Cost : Rs. 496.64 Lakh.

The above proposal was considered for Technical Suitability & Viability during meeting

of 71st Techno Economic Appraisal Committee (TEAC) of MSE-CDP Scheme on 06.03.20

under the chairmanship of SS & DC. The TEAC recommended the proposal to be placed before

National Level Steering Committee for consideration and approval subject to submission of

following requisite documents:

(i) Online Application, as per new guidelines.

(ii) Number of units

(iii) Turnover in last five years.

(iv) Tangible outcomes of the project in prescribed format.

(v) Registered land document in the name of SPV for a minimum period of 30 years.

(vi) Details of shareholding pattern of SPV members.

(vii) SIDBI Appraisal Report.

(viii) Commitment letter from SPV for their contribution.

(ix) NOC from State Pollution Control Board.

(x) Commitment letter from SPV members to utilise at least 60 percent of installed capacity.

(xi) Commitment letter from State Government / SPV to meet the cost escalation, if any, over

and above the approved project cost.

(xii) Certificate from State Government that more than 50% units in the cluster are Micro / SC/

ST / Women Enterprises, as the case may be.

The said cluster has been proposed by the State Govt. for its approval:

(i) Proposed Contribution of Central Government: Rs. 662.63 Lakh

(ii) Proposed Contribution of State Government : Rs. 82.83 Lakh

(iii) Proposed Contribution of SPV : Rs. 82.83 Lakh

Total Project Cost: Rs. 828.29 Lakh.

The above proposal was considered for Technical Suitability & Viability during meeting

(ii) Proposed Contribution of State Government : Rs. 9.95 Lakh

(iii) Proposed Contribution of SPV : Rs. 19.90 Lakh

Present Status

Proposal was placed in the State Level Steering Committee (SLSC) held on 12.07.18

under the chairmanship of Principal Secretary (MSME). The proposal was in principally

approved by the chairman for forwarding it to O/o DC (MSME) for getting its approval. It was

advised by the committee to the SPV to prepare final DPR in consultation with DIEPC

Lakhimpur & MSME-DI Kanpur and submit it to the next steering committee of State

Government for its consideration. The proposal was re-examined by the 5th

SLSC meeting

held on 01.10.20 where in it was suggested to get the SPV registered in section-8 Company

as per the latest guidelines of MSE-CDP scheme.It was also suggested by the SLSC during

the said meeting that the Cluster being Artisan based, the proposal may be considered

under SFURTI scheme of Min. of MSME. SPV/ Dy. Commissioner Lakhimpur Kheri have

to take appropriate action in this regard.

( ii ) Gaura Stone Cluster, Mahoba

The said cluster has been proposed by the State Govt. for its approval:

(i) Proposed Contribution of Central Government : Rs. 1012.00 Lakh

(ii) Proposed Contribution of State Government : Rs. 145.00 Lakh

(iii) Proposed Contribution of SPV : Rs. 289.00 Lakh

Total Project Cost : Rs. 1446.00 Lakh.

Present Status

Proposal was placed in the State Level Steering Committee held on 12.07.2018 under the

chairmanship of Principal Secretary (MSME). It was advised by the committee to the SPV to

prepare final DPR in consultation with DIEPC Mahoba & MSME-DI Kanpur and submit it to the

next steering committee of State Government for its consideration. Dy. Commissioner, DIEPC

Mahoba through his letter No. 1203/DIEPC/2018-19 dt:-24.08.18 has requested the SLSC

to drop the proposal, as the State Govt. has banned the excavation & Mining of Gaura

Stone which is the main Raw Material for the Cluster. Considering the request, the

proposal was finally dropped by the Uttar Pradesh State Level Steering Committee during

its meeting held on 10.08.20.

E) Infrastructure Development Proposals:-

a) The following ID proposals under the jurisdiction of the Institute were considered for

Technical Suitability & Viability during meeting of 74th

Techno Economic Appraisal Committee

(TEAC) of MSE-CDP Scheme on 25.02.21 through Video Conferencing under the chairmanship

of AS & DC, committee deferred the proposals :-

(i) Up gradation of Industrial Estate at Jhinjhak, Kanpur Dehat, Uttar Pradesh.

(ii) Up gradation of Industrial Estate at Thandi Sadak Gher Shamukhan, Farrukhabad District,

Uttar Pradesh.

(iii) Up gradation of Industrial Estate at Talkatora, Lucknow District, Uttar Pradesh.

(iv) Up gradation of Industrial Estate at Sitapur District, Uttar Pradesh.

b) The following Flatted Factory Complex proposal under the jurisdiction of the Institute was

also placed during meeting of 74th

TEAC of MSE-CDP Scheme on 25.02.21 through Video

Conferencing under the chairmanship of AS & DC, committee recommended the proposal of

“Flatted Factory Complex Phase –I at Udyog Nagar, Kanpur District”

The details of said Flatted Factory Complex is as follows:-

(i) Grant-in-aid from Government of India: Rs. 1200.00 Lakh

(ii) Grant-in-aid from Govt. of Uttar Pradesh: Rs. 1272.19 Lakh

Total Project Cost : Rs. 2472.19 Lakh.

Present Status

Proposal was recommended to be placed before National Level Steering Committee for

consideration and approval subject to submission of following requisite documents:

(i) Project Appraisal Report.

(ii) Registered land documents in the name of Implementing Agency.

(iii) Copy of order of constitution of State Level Steering Committee to coordinate and monitor

progress.

(iv) IA should consider laying of roads with Cements Concrete in place of Bituminous and

proper drainages built in a professional manner to serve the purpose for relatively longer period

of time. The additional cost on this account shall be borne by the Government of Uttar

Pradesh/IA.

(v) Undertaking from Implementing Agency regarding basis of component-wise cost estimates

of project cost as per provided format.

(vi) Cost of land filling & leveling should be funded by State share.

attended fourth State Level Project Steering Committee meeting for MSE-CDP on

10.08.20 at Lucknow. The meeting was held under the chairmanship of Sh. Navneet

Sehgal Principal Secretary MSME, Govt. of U.P. During the meeting all the ongoing

proposals, in principally approved proposals, TEAC approved proposals & upcoming

proposals under the MSE-CDP Schemes were reviewed by the Principal Secretary

MSME.

holders of the Agarbatti Association on 13.08.20 in order to proceed for the soft & hard

Meeting of Atal Incubation Hub, HBTU Kanpur on 15.09.2020 through webinar. The

meeting, the list of 66 items being imported from China, was sent to Dr. Narendra Kohli,

Dean Incubation Hub, HBTU Kanpur.

29. Director Incharge and Shri Rajesh Kumar, Asstt. Director participated in 2nd Research &

Development Council of HBTU Kanpur on 15.09.2020 through webinar. The meeting

was chaired by Hon‟ble Vice Chancellor HBTU Kanpur.

30. Director Incharge, MSME DI, Kanpur along with officers of the Institute attended a video

Conference meeting being organized by Reserve Bank of India, Lucknow on 16-09-2020.

The meeting was organized on the topic “55th Meeting on Empowered Committee on

MSME”. During this meeting various agenda points related to credit flow to MSME

under CGTMSE, ECLGS and CGSSD, MUDRA schemes etc. were discussed in details.

Director MSME DI, Kanpur raised some key issues like incentives to ZED certified units

and dishonouring the facility of ECLGS scheme to MSMEs by private banks like ICICI,

HDFC in Lucknow. The officers‟ concerned took it on the note for consideration.

Committee of Export Promotion on 22.09.2020. The meeting was chaired by AS & DC

(MSME), New Delhi who also reviewed the progress.

32. Director Incharge and Shri Rajesh Kumar AD (Chem) visited to Allahabad on 25.09.20 in

respect of work related to court Cases. The officers also visited MSME-DI Allahabad and

had a meeting with Shri I.B. Singh, Director Incharge regarding review & balancing of

Manpower in U.P./Uttarakhand Cadre.

33. Director Incharge alongwith officers of the Institute participated in VC on 05.10.21 under

the chairmanship of JS, O/o DC(MSME), New Delhi regarding Ministerial Task Force -

2(MTF – 2) as constituted for EFC and Export/Import related activities in the State.

34. Director Incharge alongwith officers of the Institute attended a Video Conference with 19

TCs and 15 MSME DIs dt: - 06.10.2020 on CHAMPIONS activities under the

chairmanship of Secretary, MSME. Shri L.B.S. Yadav, Director Incharge MSME-DI,

Kanpur briefed about the performance of MSME DI, Kanpur and provided inputs for the

effective working of SCCRs and EDCs.

35. Director Incharge alongwith officers of the Institute participated in the VC dt:- 21.10.2020

on Atma Nirbhar Bharat under the chairmanship of Shri D.K.Singh IAS, AS & DC

(MSME).

36. Director Incharge alongwith officers of the Institute attended VC meeting dt:- 22.10.2020

on functioning of SCCR. The meeting was chaired by Shri Ateesh Singh, JS M/o MSME.

Total 15 DIs participated in the VC.

37. Director Incharge alongwith officers of the Institute attended a Video Conference held on

23.10.2020 for 12 SCCRs including SCCR, Kanpur on the theme “Digital Handholding

Measures for MSMEs”. Shri L.B.S. Yadav, Director Incharge provided valuable Inputs in

the areas like finance, technology, literacy, logistics, advisory etc. where digital

interventions can help the MSMEs. A detail about Success stories of SCCR Kanpur was

also shared during the presentation.

38. Director In charge along with Shri S.K. Agnihotri, AD (Chem.) attended a meeting on 27-

10-2020 at O/o KVIC, Lucknow. The meeting was organised by KVIC, Lucknow for the

rehabilitation of weaker societies registered under KVIC, Lucknow, Varanasi, Bhopal and

Gorakhpur region. Director Incharge, MSME DI, Kanpur emphasized during the meeting

that coordination committee meetings of the O/o Ministry of MSME i.e. NSIC, KVIC,

FFDC, Coir Board should be restarted for better handholding support to MSMEs.

39. Director Incharge alongwith officers of the Institute attended meeting with Sh Satish

Kumar, Asstt. Director, O/o DC(MSME), New Delhi on 28-10-2020 regarding effective

implementation of IPR scheme and to chalk out the strategy for organizing virtual

seminars on IPR.

40. Director Incharge, alongwith officers of the Institute participated in the VC meeting held

on 29.10.2020 in connection to the “National Toy Fair” to be organized in virtual mode

meeting and shared the initial thoughts about the participation of MSMEs. MSME-DI,

ensure participation of Toy manufacturers from each State.

41. Director Incharge, alongwith officers of the Institute participated in the VC meeting held

on 29.10.2020 in respect of Public Procurement for the offices under Ministry of MSME.

Shri Santanu Mitra ADC O/o DC (MSME) chaired the meeting and shared the thoughts

about it.

42. Director Incharge alongwith officers of the Institute participated in VC meeting held on

29.10.2020 in connection to the “National Toy Fair” to be organized in virtual mode

during February 2021. IISc Banglore, 3 IITs, 9 NITs, 4 TCs and all MSME-DIs

participated in the programme. The VC was chaired by AS & DC (MSME).

43. Director Incharge alongwith officers of the Institute participated in District Export Hub

meeting Dt:- 06.11.2020 on virtual mode chaired by District Magistrate Sitapur. Shri

Amit Kumat, Jt. DGFT Kanpur, Shri Sanjay Kumar Executive Director, Carpet Export

Promotion Council, Shri Alok Srivastava FIEO Kanpur, Shri Vivek Gupta, Shri Ishteyaq

Hussain were prominently present in the meeting.

44. Director Incharge and Shri Rajesh Kumar AD (Admin) had a meeting with Dy. Director

(Horticulture) & Asstt. Director(Horticulture), CPWD Lucknow on 15.11.2020 at

MSME-DI Kanpur regarding beautification and development of Lawn.

45. Director Incharge alongwith officers of the Institute attended virtual seminar dt:-

18.11.2020 on National Action Plan for Toys for the organization of virtual exhibition

during the Feb-March, 2021. The programme was organised by DPIIT, Ministry of

Commerce & Industry. 15 State Govts presented their state policy for the development of

Toy sector. Compiled the list of 35 toy manufacturing units under the jurisdiction of

MSME DI, Kanpur and the same was forwarded to the O/o DC(MSME), New Delhi.

46. Director Incharge alongwith officers of the Institute participated in VC meeting regarding

functioning of SCCR on 27.11.2020. The meeting was chaired by Shri Ateesh Singh, JS

M/o MSME.

47. Shri L.B.S.Yadav, Director I/c alongwith officers of the Institute attended the virtual

meeting on 09.12.2020 being organised by DIEPC, Hardoi on Export action plan of

Hardoi district. Director I/c also delivered a talk on the schemes of Ministry of applicable

for export-oriented units.

meeting with the members of “The Atar and Perfumers Association”, Kannauj on

17.12.2020 regarding CFC formation under MSE CDP scheme of DC (MSME), New

Delhi. The participants were also briefed about other schemes like P&MS, CLCS & TUS

of Ministry of MSME. The meeting was also attended by Shri S.V. Shukla, Director, Shri

49. Shri V.K. Verma, Joint Director along with the officers of the Institute attended VC on

the performance and expenditure status of MSME DIs during the 2020-21 being organised

by O/o DC (MSME), New Delhi on 07.01.2021. The VC was chaired by DDG (MSME) O/o

DC (MSME), New Delh

50. Shri V.K. Verma, Joint Director along with officers of the Institute attended review meeting

in r/o action taken report “Actionable Points on the Aatma Nirbhar Bharath” through VC by

O/o DC (MSME), New Delhi on 08.01.2021. The VC was chaired by AS&DC (MSME),

New Delhi.

51. Shri V.K. Verma, Joint Director along with officers of the Institute attended VC on ZED

scheme being organised by O/o DC (MSME), New Delhi on 08.01.2021. Officer from QCI

gave presentation about the proposed ZED scheme. The VC was chaired by JS(AFI),

Ministry of MSME.

52. Shri V.K. Verma, Joint Director, along with officers of the Institute attended

Video Conference held under the Chairmanship of Joint Secretary (CHAMPIONS/AFI) and

Shri U.C. Shukla, Director, Champions portal, on 19.01.201 to discuss the efforts made for

the publicity of the CHAMPIONS portal in the month of December 2020. SCCR Jaipur and

SCCR Kanpur were asked to make an Action Oriented Presentation on State Industrial

Policy and its possible linkage with the schemes of M/o MSME. It was also instructed that

the presentation should have a complete analysis of weightage given, if any, for existing

schemes/policies of the Ministry of MSME. Accordingly, a presentation on desired subject

was made by the institute during the VC. The progress of SCCR Kanpur and details of 4 No

of success stories were shared by Joint Director, Incharge of the institute during the VC.

53. Shri V.K. Verma, Joint Director, Shri S.K. Agnihotri, Asstt Director attended the State

Level Technology Upgradation meeting held on 02.02.2021 at Directorate of Industry and

Enterprise Promotion, Govt. of U.P. Total 12 applications as received from Micro and Small

Enterprises from different districts of U.P. were scrutinized, out of them 10 were

recommended for disbursement of the subsidy.

54. Shri V.K. Verma, Joint Director, Shri S.K. Agnihotri, Asstt Director attended State Award

meeting held on 02.02.2021 at 2021 at Directorate of Industry and Enterprise Promotion,

Govt. of U.P. The number of applications received for State Awards were very less and many

categories were left blank. The committee suggested that fresh applications may be asked for

all the categories having none applications received and more applications may also be asked

where only 1 application was received for the desired category of the award. Commissioner

and Director of Industries/Chairman showed his consent with the suggestion of the

committee.

55. Shri V.K. Verma, Joint Director, Shri S.K. Agnihotri, Asstt Director and Shri K.P. Sheel,

Investigator (L/F) attended the meeting held on 08.02.2021 at KLC, Unnao. The meeting was

organised by CFTI, Agra to explore the possibility for establishing an Extension Centre at

KLC, Banthar Unnao. Schemes of Ministry of MSME Govt. of India were also briefed to the

participants during the meeting. Prominent Entrepreneurs of leather sector attended the said

programme.

56. Shri V. K. Verma, Joint Director along with officers of the Institute attended the virtual

meeting on 25.02.2021 under the chairmanship of Ms. Alka Arora, Joint Secretary (SME)

Ministry of MSME. The details like number of toy manufacturing units, number of visitors

going to register in the National Toy Fair were shared during the virtual meeting.

57. Shri V.K. Verma, Joint Director along with officers of the Institute attended the Virtual

Seminar on “Accelerating Adoption of Solar Roof-top by MSME Sector” on 02.03.2021. The

purpose of the programme was to create awareness amongst MSMEs by State Bank of India

under Solar Roof-top lending program so that MSMEs could avail the program's benefits.

The programme was inaugurated by Shri Nitin Gadkari Hon‟ble Union MSME Minister,

Govt. of India.

5. Shri Ajay Bajpai, DD(Electx) had a meeting with the representatives of UPICO, Kanpur

in the Directors Chamber on 07.10.20 regarding submission of Cluster proposals as per

the new guidelines of MSE-CDP Scheme.

Baithak, on 15.10.2020 under the Chairmanship of Shri Abhaydas Malhotra, AYKAR

7. Shri Rajesh Kumar AD (Chem/Admn) participated in District Export Hub Committee

Web Meeting for District Jhansi on 15.10.2020. The meeting was chaired by CDO

Jhansi. Dy. Commissioner, DIEPC Jhansi convened the meeting. Shri Amit Kumar, Joint

DGFT briefed about objectives of District Export Hub during the meeting. Shri Dhiraj

Khullar, Sh Arun Kr. Bansal, Shri Hari Mohan Bansal were prominently present during

the meeting.

8. Shri S. K. Pandey, AD(Food) organised web Meeting on “NPS Performance review”

with Shri Shaikh Mohd. Rahim Asstt. Manager NSDL Mumbai on 23.10.20. The

Meeting was chaired by the Director Incharge MSME-DI Kanpur. Issues related to NPS

were discussed in detail. Regulatory updates, NPS ki Pathshala –a You Tube By NSDL

for NPS Subscribers and Nodal office updated by NSDL were also discussed during the

meeting.

9. Shri Neeraj Kumar, AD (EI) attended District Export Hub meeting held on 02.11.20 at

DRDA Meeting Hall Barabanki. The meeting was chaired by District Magistrate,

Barabanki. Shri Himanshu Pandey Asstt. DGFT Kanpur spoke in length about the

District Export Hub Scheme. The meeting was convened by Dy. Commissioner DIEPC,

Barabanki. LDM Barabanki, DDM NABARD, DVIO, IIA Chairman and prominent `

entrepreneurs of the district were present during the meeting.

10. Shri Rajesh Kumar AD (Chem./Admn) and Shri Neeraj Kumar AD participated in

District Export Hub Meeting held on 10.11.20 at Export Promotion Bureau, Kaiser Bagh

Lucknow. The meeting was chaired by ADM (Admn) Lucknow. Shri Amit Kumar, Jt.

DGFT Kanpur spoke in length about the District Export Hub scheme. The meeting was

convened by Dy. Commissioner, DIEPC Lucknow. During the meeting Jt. DGFT

informed that from January 2021, Districtwise Export data will be available.

11. Shri Neeraj Kumar, AD (EI) attended District Export Hub meeting held on 18.11.20 at

Bachhat Bhawan, Raebareli. The meeting was chaired by District Magistrate, Raebareli.

The meeting was convened by Dy. Commissioner DIEPC, Raebareli. LDM Raebareli,

DDM NABARD, DVIO, IIA Chairman and prominent entrepreneurs of the district were

present in the meeting.

and Jr. Engineer, CPWD (Civil) Kanpur on 02.12.2020 and asked them to speed up the

Civil work of MSME-DI Kanpur premises, to complete the same within this financial

Year.

17. Shri Neeraj Kumar, AD (EI) attended 56th EC Meeting on MSMEs on Virtual mode

along with Shri L.B.S. Yadav Director Incharge and Sh. S.K. Agnihotri (Chem.) on

16.12.2020. Sh. Laxmi Kant Rao, Regional Director, RBI chaired the meeting & review

the progress of MSMEs.

18. Shri S.K. Agnihotri, Asstt. Director (Chem.) and Shri Neeraj Kumar, AD (EI) attended

State Export Award meeting being organised by Export Promotion Bureau on 28.12.2020

at Lucknow. The meeting was organised under the chairmanship of Shri Pradeep Kumar

Singh, Special Secretary, Govt. of U.P. 114 No. of applications received under different

categories were reviewed for the recommendation of State Export Award.

19. Shri S.K. Agnihotri, Asstt. Director (Chem.) attended State Technology Up gradation

meeting on 29.12.2020 at Directorate of Industries, Kanpur. 49 applications as received

from different districts were reviewed as per the parameters of the scheme and eligible

units were recommended for subsidy under the said scheme.

20. Shri Sandeep Kumar Gupta S.S.O. had a meeting with Shri Satish Kumar, Deputy

Commissiner, DIEPC, Kushinagar on 22.01.2021 regarding potential of development of

Buddhist Circuit Kushinagar.

21. Shri P.K. Srivastava A.D.(Stat) attended district level export committee meeting in

Faizabad on 30.01 2021. 22. Shri S.K. Agnihotri and Shri S.K. Pandey Assistant Director of MSME DI, Kanpur

attended the programme „Budget Pe Charcha-2020” at Allenhouse Campus, Rooma,

Kanpur, on 01.02.2021. The Annual Union Budget was presented in the Parliament by

Hon‟ble Union Finance Minister, Govt. of India. Officers of MSME DI Kanpur also

Employment on the said occasion.

22. Shri Rajesh Kumar AD(Chem.) and Shri S.K. Gangal Inv. had a meeting with Hon‟ble

Vice Chancellor, CSJM University Kanpur on 04.02.21 about conducting programmes

under ESDP Scheme in association with CSJM University Kanpur. Dr Rashi Agrawal

HOD (IT) and Dr. Vivek Sachan, HOD (Hotel Management) were also present in the

meeting. Honourable VC shown keen interest in organizing different programmes in the

University campus for the benefit of Educated Unemployed Youth and also advised Dr

Sachan to work out the possibility of conducting ESDP on Food Products at University

Campus. It was also decided in the meeting that MSME-DI Kanpur and CSJM University

will hold Joint Press Conference for publicity of ESDP Scheme.

23. Shri S.K. Agnihotri, Asstt. Director (Chem.) attended meeting with Shri Vijay Kumar

Meena, IRS, Asstt. Commissioner, CGST and Central Excise on 05.2.2021 to depute

Guest Faculties/Officers for organizing MDP on Goods and Service Tax (GST) w.e.f.

22.02.2021 to 26.02.2021 in the premises of MSME DI, Kanpur.

24. Shri P.K. Srivastava, AD(Stat.) had a meeting with Principal, Polytechnic, Ayodhya,

DIEPC Ayodhya and Bank of Baroda (Lead Bank) Ayodhya on 08.02.2021 regarding

conducting IMC-Y programme.

25. Shri S.K. Pandey Asstt. Director (Food) attended State Level Steering Committee

Meeting along with Joint Director Chaired by Dr Navneet Sehgal IAS, ACS (MSME)

Govt of UP at Lok Bhawan Lucknow on 09.02.20. The following proposals regarding

Flatted Factory at Dada Nagar Kanpur, Terracotta Toys cluster Gorakhpur and soft Toys

cluster were discussed. During the meeting on going CFC proposals of Zari Zardozi

Unnao were also reviewed. The team of officers also visited CFC of Zari Zardozi Cluster

Unnao.

26. Shri Sandeep Kumar Gupta S.S.O alongwith Sh. Avinash K. Apurv, SHT, attended

virtual meeting of Nagar Rajbhasha Karyanavayan Samiti-2 on 23.02.2021 under the

Chairmanship of Shri Preetam Singh, Principal Chief Commissioner of Income Tax

Department Kanpur. 27. Shri Ajay Bajpai DD(Eletx.) alongwith Shri Rajesh Kumar AD(Chem./Admin), Shri

Sandeep Kumar Gupta SSO participated in the meeting regarding setting up of

Technology Centres (TCs)/ Extension Centres (ECs) on 23.02.21 at Lok Bhawan,

Lucknow. The meeting was chaired by Shri Navneet Sahgal IAS Additional Chief

Secretary Govt. of U.P. Action plan for setting up of TCs / ECs at Jhansi, Gorakhpur and

Lakhimpur Kheeri were discussed during the meeting.

29. Shri Ajay Bajpai, DD(Eletx.) attended 54 meeting of National level steering committee

of MSE-CDP held on 02.03.2021 through VC being chaired by Secretary(MSME)

regarding proposal under MSE-CDP Scheme.

30. Shri Neeraj Kumar AD visited RBI, Lucknow on 05.03.21 and attended 57th meeting of

Empowered Committee on MSME. Shri R. Lakshmi Kant Rao, Regional Director, RBI,

Lucknow Chaired the meeting. Various issues viz. Credit Flow, framework for revival

and rehabilitation of sick MSME units, NPA and Cluster were discussed in details.

During the meeting vision & agenda of M/o MSME, GoI for cluster was brought in the

knowledge of the participants. Shri Pradeep Kumar, Special Secretary (MSME), Govt. of

U.P., Shri Sarveshwar Shukla Joint Commissioner Industries, Govt. of U.P., General

Manager, SIDBI, Lucknow, Shri Rakesh Agarwal, Chairman, Banking & Taxation

Committee, chairperson IIA, Lucknow & other dignitaries from various leading banks

were also present during the meeting.

31. Shri Neeraj Kumar AD(EI) visited DGFT Kanpur on 19.03.2021 had a meeting with Shri

Amit Kumar Joint DGFT Kanpur regarding district Action Export Plan.

32. Shri S.K.Agnihotri, Asstt Director(Chem.) attended the Technology Upgradation meeting

being organised by Directorate of Industry and Enterprise Promotion, U.P under the

Chairmanship of Commissioner and Director of Industry, Govt. of U.P. on 22.03.2021 at

Kanpur. The applications received from different districts were scrutinized by the

committee for the recommendation of subsidy under above scheme.

33. Shri Ajay Bajpai, DDi(Eletx.) visited Furniture Cluster Shahjahanpur on 30.03.21 & had

interaction with the SPV members. Dy. Commissioner DIEPC Shahjahanpur & LDM

Shahjahanpur were also present during the meeting. Discussion on the preparation of

DPR was made during the meeting & proposed land was also inspected during the visit.

9.2. Other Works of the Institute:

1. A Compendium for MSMEs to support fight against COVID 19 as prepared by O/o

DC(MSME) was shared with MSMEs, MSME Associations & UP State Industry

Department through E Mail & Website of the Institute.

2. Details for manufacturers & suppliers of the Medical & Auxillary Items for use in Covid-

19 was compiled and sent to O/o DC(MSME).

3. All Officers the attended Webinar of “Champions Team” under the chairmanship of Shri

A. K. Sharma IAS, Secretary MSME, Government of India on 09.05.20.

4. All the Officer of the Institute extended hand holding support to MSMEs during the

lockdown period and daily Action Taken Report (ATR)for COVID-19 was also

forwarded to the O/o DC(MSME).

5. Officers of the Institute attended the Speech of Finance Minister on Special Package for

MSME. As desired the Key Points of same were forwarded to the O/o DC(MSME).

6. The Institute compiled the list of 15 PPE Kit manufacturers under the jurisdiction of

MSME-DI, Kanpur. These are MSMEs who were engaged in the manufacturing of textile

and leather product and diversified the manufacturing and started the production of PPE

Kit and Mask after taking approval from approved labs (DRDO), New Delhi, SITRA,

Bangalore and SAF, Kanpur. The units were contacted individually and enquired about

the problem faced by them regarding Raw Material procurement, testing of their samples,

Marketing and procurement support etc. if any

7. This Institute organized a Webinar on “Impact of COVID 19 on MSMEs” with

Confederation of Indian Micro, Small and Medium Enterprises (CIMSME) and Centre of

Excellence for Innovation Incubation and Entrepreneurship (CEIIE) and Lead Bank,

BOI, Lucknow on 18.06.2020. Shri L.B.S. Yadav, Director Incharge in his deliberation

briefed about the impact of COVID 19 on MSMEs and steps taken by Ministry of MSME

to overcome the issues being raised due to menace. He also informed to the participants

about the State Champions portal being set up at MSME DI, Kanpur and 66 SCRs in

other parts of the country by Our Ministry to sort out all the issues of MSMEs. About 120

women entrepreneurs attended the Webinar.

8. Shri Ajay Bajpai, Dy. Director prepared project Profiles on “Electronics B.P. Machine”

and “Hospital Bed” being COVID-19 items.

9. Shri S.K. Agnihotri, AD(Chem) prepared project Profiles on PPE Kit, Surgical masks,

Readymade garments, Manufacturing Hosiery Products, RO Plant Manufacturing.

10. Shri Rajesh Kumar AD (Chem./Admn.) coordinated visit of Hon‟ble Member of

Parliament (Loksabha - Kanpur) Shri Satya Dev Pachouri to the MSME Technology

Centre, Kanpur. Shri L.B.S.Yadav, Director Incharge briefed the progress of MSME-TC

to the Hon‟able M.P. Representatives of KCPL and TCE were also present during the

review meeting. Progress of MSME-TC Kanpur as on date was compiled and presented to

Hon‟ble MP during review meeting.

Report on Infrastructure one of the pillar of Atam Nirbhar Bharat (Self Reliant India) on

Pan India Basis and submitted to the Director-of MSME-DI Bangalore.

12. Shri S.K. Pandey AD(Food) prepraed Project Profile on Multi grain Atta and Mini Dairy

Processing.

13. Shri R.K. Barnwal, Inv(Mech) prepared& submitted project profile on“Flour Mill”.

14. Shri Rajesh Kumar AD (Chem./Admn.) sent an email to General Manager, Indo Danish

Tool Room, Jamshedpur on 13.06.2020 in order to expedite the payments of House Tax

for the year 2018-19, 2019-20 and 2020-21. The bill received from Nagar Nigam in this

regard was also attached with the email. The copies were also endorsed to Shri Virender

Sharma, Director and Dr. R.K. Bharti Dy. Director O/o DC (MSME), New Delhi.

15. Shri Rajesh Kumar AD (Chem./Admn.) organised Webinar on

PATHSHALA@STARTUPS with emphasis on Innovation, Incubation and Startups in

association with PHD Chamber of Commerce and Industry, Lucknow on 08.07.2020.

Shri L.B.S. Yadav, Director Incharge delivered Key Note address and also briefed about

recent developments in MSME Sector. Dr. Ranjeet Mehta, Principal Director PHDCCI,

Dr. Lalit Khaitan PHDCCI, Dr. Manorama Singh, Regional Director IGNOU, Lucknow,

Shri Rajendra Prasad, AGM SIDBI, Lucknow, Dr. Nikhil Agrawal, CEO, SIIC IIT

Kanpur, Dr. Shashi Rana and Shri Atul Srivastava, Resident Director PHDCCI Lucknow

also addressed the participants during the Webinar. About 100 Officials and

Entrepreneurs got benefitted from the programme. Other officers of the institute were

also present during the V.C.

16. Officers of the Institute had close interaction with the state Govt authorities, LDM, Bank

Authorities etc. in order to resolve the grievances as received over CHAMPIONS Portal.

17. Shri Rajesh Kumar AD (Chem./Admn.), Shri Neeraj Kumar AD (EI) and Shri S.K.

Gangal Inv.(G/C) coordinated a Webinar on 10.07.2020 regarding Udyam Registration

and Exports in association with FIEO, Kanpur. Shri Ajay Sahai Director General & CEO

FIEO welcomed all the guests and participants of the programme. Shri Ashwani Kumar,

Regional Chairman FIEO Northern Region inaugurated the Webinar. Shri L.B.S.Yadav

Director Incharge delivered key note address and also spoke on Udyam Registration

procedures, while Shri Rajesh Kumar AD(Chem./Admin.) spoke on schemes of MSME.

Shri Alok Srivastava, FIEO Kanpur was Moderator of the programme. Total 84

participants attended the programme.

23. MSME- DI, Kanpur organised a webinar regarding “Udyam Registration and schemes

implemented by the Ministry of MSME” on 20.08.2020 in association with Indian

Industries Association, Kanpur, Directorate of Industries, Govt. of U.P and District

Industries and Enterprise Promotion Centre (DIEPC), Kanpur. The Webinar was

addressed by Shri L.B.S.Yadav, Director Incharge, MSME, Kanpur, Shri Sarveshwar

Shukla, Joint Commissioner Industries, Shri S.P.Yadav, Asst. Commissioner, DIEPC,

Kanpur.

24. MSME DI, Kanpur organised an Awareness Programme on virtual platform dated:

24.08.2020 in association with DICCI, U.P state and National SC/ST Hub, Lucknow,

Agra and Bank of Baroda, Lucknow. The Webinar was addressed by Shri L.B.S.Yadav,

Director Incharge, MSME-DI Kanpur. Shri S.K. Agnihotri, Asstt. Director(Chem.),

MSME DI, Kanpur, delivered talk over Udyam Registration and schemes implemented

by the Ministry of MSME especially for SC/ST entrepreneurs. Sh Parvez Subhani, Chief

Manager, BOB, Lucknow, briefed about the financial support schemes for prospective

and existing entrepreneurs. Sh Pushpendra Suryavanshi from National SC/ST Hub Agra

and Sh Vivek Mangal from, National SC/ST Hub Lucknow delivered the talk regarding

the efforts made by National SC/ST hub for setting up new enterprises and promoting the

existing units. About 40 Entrepreneurs from SC/ST category attended the programme.

25. Officers of the Institute attended webinar on “Importance of Innovation & Intellectual

Property Rights” being organised by PHD Chamber of Commerce & Industry, Lucknow

on 28.08.2020. Dr. Hari Om Saran, Dean (Engineering), Rama University, Kanpur, Sh

Tanuj Chawla, TPO, Rama University, Kanpur, Dr. Shashi Rana, Ex. Jt. Director, DST,

U.P., Sh. Sagar Chaudhary, Patent Attorney, Sh. LBS Yadav, Director In-charge MSME-

DI Kanpur were the key speaker of the webinar. During the webinar various issues of

IPR and its registration were discussed.

26. Shri Rajesh Kumar AD (Chem./Admn.) prepared the information on “ Post Evidence List

of Points (LoPs) on the subject 'Groundwater: A Valuable but Diminishing Resource” in

reference to the e-mail from O/o DC (MSME New Delhi and forwarded the same to

SME-Manufacturing Division. The information included 19 Industries/ MSMEs sectors

(as per CPCB) which are major contributors in causing pollution in under Groundwater.

27. Shri Amit Bajpai, AD(Elect.) prepared Year wise Report of Intellectual Propoerty

Facilitation Council of this Institute for the year 2019-20 and forwarded the same to O/o

DC(MSME), New Delhi.

Jhansi.

30. Shri Sandeep Kumar Gupta, SSO compiled details of State PSUs for resolution of

Delayed Payment cases pending with them and forwarded the same to O/o DC(MSME),

New Delhi.

31. Shri Subhash Chand, Inv(Chem) conducted webinar on 31.08.2020 on the topic

“Opportunities in agarbatti cluster development” with agarbatti manufactures. 27 nos.of

entrepreneurs attended thewebinar.

32. Officers of the Institute participated in webinar on “Atamnirbhar Kanpur” dt:-

12.09.2020. This Webinar was organised by Muskarae Kanpur, Self Help Group(SHG),

CSJM University, Udyog Bandhu & State Industry department.

33. Shri S. K. Pandey, AD(Food) organised webinar on Cluster Development for Jaggery

Industries of Sitapur in association with Shukla Bandhu organic Producer Company

Sitapur on 15.09.20. Director Incharge MSME-DI, Kanpur inaugurated the

webinar.During the programme deliberations were made by Dy. Commissioner Industries

Sitapur Sh. Ashish Gupta, Sh H.N. Meena KVIC Lucknow, Sh. Naresh Shukla CEO of

Shukla Bandhu Organic Producer Company. Discussions were held about MSE-CDP

scheme, SFURTI scheme. About 38 nos. of Jaggery processers attended the webinar

34. Video Conferencing on State Champions Control Room (SCCR) was held on 18.09.2020

under the chairmanship of Shri Ateesh Kumar Singh, Joint Secretary, Ministry of MSME,

New Delhi. Incentives given by Govt. of U.P to MSMEs were briefed during the VC.

Shri Ateesh Kumar Singh, Joint Secretary asked in detail that how ZED scheme may be

linked with the schemes of State Govt. The copy of few schemes of U.P. state govt. like

Electricity duty scheme, Stamp duty scheme, Technology up gradation scheme were sent

to the O/o DC (MSME), New Delhi.

35. MSME-DI, Kanpur organized Webinar on Coal Usage & Import Substitution for MSMEs

on 21.09.2020. Shri L.B.S. Yadav Director Incharge welcomed all the dignitaries and

participants. He also spoke about Udyam Registration and Schemes of MSME. Shri

Mukesh Choudhary, Director Ministry of Coal, Govt. of India spoke about availability of

Coal to MSMEs. Shri Gaurav Joshi, Dy. Director (Exports) presented his views on behalf

of O/o DC (MSME) New Delhi. Shri Vivek Yadav, UPPCF Govt. of U.P. spoke about

procedures for getting the coal through UPPCF. Shri Alok Srivastava, FIEO Kanpur

guided the entrepreneurs about Exim Policy 2020. Shri C.P. Srivastava, President,

Kanpur Brick Klin Owner‟s Association and Shri Chabra spoke on behalf of Coal users.

on Self employment schemes implemented by the Ministry of MSME, Govt. of U.P. and

financial support being provided by the Banks for women & weaker section of the

society. Shri L.B.S. Yadav, Director MSME DI, Kanpur in his key note address briefed

about Udyam registration, IPR support and working of Champions portal along with

Kalyan Samiti, U.P for opening of a new Branch in Bithoor, Kanpur Nagar on 18-10-

2020. This centre will provide Skill and Management trainings to physically changed

youths in the trades like Agarbatti/Dhoopbatti, Plumbing, Carpentry and Physiotherapy

45. Shri S.K.Agnihotri Asstt. Director(Chem) compiled 5 Success Stories from the

grievances as received in the State Champions Portal. The grievances resolved were

mainly from the fields like Access to finance under different schemes like MUDRA,

PMEGP, ECLGS, Delayed payment, Procurement, Udyam Registration etc.

46. MSME-DI Kanpur and CSIR-CMERI Durgapur jointly organized Webinar dt:-

20.10.2020 on “Challenges and Efficient solution of Water purification with Sustainable

Technologies”. Shri L.B.S.Yadav Director Incharge welcomed all the Guests and

participants. Prof. (Dr.) Harish Hirani Director, CSIR-CMERI, Durgapur gave

presentation on various technologies developed by CSIR-CMERI. Total 50 Nos. of

approval to implement the draft Omnibus Chemical Regulation and to establish “National

Chemical Authority” under the Department of Chemicals and Petro Chemicals for its

implementation”, the same was forwarded to the O/o DC MSME by e-mail on

21.10.2020.

48. Shri Neeraj Kumar, AD (EI) compile the Half Yearly Progress Report of EFC and sent

the same to O/o DC (MSME), New Delhi.

49. Shri Sandeep Kumar Gupta, SSO compiled Half Yearly Hindi Report and forwarded the

same to NARAKAS Samiti Kanpur.

50. MSME-Development Institute, Kanpur organized a webinar on Anti Dumping Duties &

Trade Remedies on 05.11.2020. Sh. Satish Kumar, ITS, Addl. Director General DGTR,

Ayurvedic/Herbal Drugs.He also informed that testing of raw materials and finished

products is now an essential parameter to maintain drug uniformity of every batch. Dr.

Srivastava, Senior Scientist, (CIMAP), Lucknow, (U.P) briefed about the products

technology being developed by CIMAP. Mr Bhaskar Asthana, General Secretary

PADMA Lucknow presented vote of thanks to the participants. Shri A.K.Srivastava,

President, PADMA, Kanpur was the moderator of above programme. 50 Ayurvedic

Products manufacturing MSMEs participated virtually in above said programme.

54. This office compiled weekly Quality Assurance report of all the months of the FY 2020-

21 after setting up of Champions cell at the Institute and sent them to the Central

Champions Control Room, New Delhi.

Sidhauna, Lalganj, Azamgarh & M/s Amber Enterprises Gangwal, Post- Sidhauna,

56. Shri Sandeep Kumar Gupta, SSO assisted M/s Unitel Projects, Konark Building,

Ghaziabad U.P. for filing the MSEFC case and forwarded the case to MSEFC Council

Kanpur for settlement.

57. An awareness workshop on Swatchta was organised by MSME DI, Kanpur in association

with Residents Welfare Association, Ordnance Factories residential complex, Armapur,

Kanpur on 6.12.2020. In the beginning of the programme, tribute to Bharat Ratna Dr.

B.R. Ambedkar was paid on his Mahaparinirvana Diwas by all the participants. Shri L. B.

S. Yadav Director incharge, MSME DI, Kanpur briefed that Swachhta abhiyan has

played an important role in the fight against the corona virus pandemic. It has

premises of Saint Ravidas Mandir situated in the residential complex on this occasion.

of MSME. Shri Sanjay Kumar, Deputy Commissioner, District Industry and Enterprise

Promotion centre, Hardoi briefed about the schemes like ODOP, Stamp Duty &

Electricity Duty Exemption, Technology Upgradation, MDA Schemes implemented by

the Government of Uttar Pradesh for the promotion of MSMEs. Shri B.N.Shukla Lead

District Manager, Bank of India, Hardoi informed that Govt. has taken up significant

steps for the rehabilitation of MSMEs under Atmanirbhar Abhiyan. Ms Deeksha Arora,

Manager, Cell for IPR Promotion and Management (CIPAM), Department for Promotion

of Industry and Internal Trade, Ministry of Commerce & Industry also joined the seminar

and briefed about the activities being performed by her department. 35 MSMEs from

district Hardoi participated virtually in above said programme.

Mark, Patent and GI registration. Shri Sunil Kumar Agnihotri, Asstt. Director, MSME

DI, Kanpur gave the presentation about the schemes implemented by the Ministry of

MSME. Shri A.K.Verma Lead District Manager, Bank of Baroda, Kanpur informed that

Govt. has taken up significant steps for the rehabilitation of MSMEs under Atmanirbhar

Abhiyan. He briefed about PMEGP, MYSY, MUDRA CGTMSE and various other

financial support schemes implemented by other departments. Shri Gyan Prakash

Upadhyay, Director JSS, Unnao presented the vote of thanks. 52 Existing and prospective

MSMEs participated virtually in above said programme.

62. Director Incharge along with Shri S.K. Pandey, AD(Food), Asstt Director (EI) and

representative of DIEPC Kanpur Dehat visited Industial Estate Jhinjhak Kanpur Dehat in

connection with the proposal of upgradation of Existing ID projects under MSE-CDP

scheme.The team also visited 02 nos of units & discussed about possibilities of upcoming

units after upgrdation.

63. Shri Rajesh Kumar AD coordinated Online Pension Adalat on 30.12.2020. Pension

grievances in respect of Shri P.D. Tandon Ex. OS and Shri Rakesh Chandra, Ex. AD

were discussed. During the Adalat, Shri Surender Jakhad, PAO New Delhi interacted

with Shri Tandon and Shri Chandra. A detailed report of Pension Adalat organized on

30.12.20 as per proforma was compiled and forwarded to PAO and O/o DC (MSME),

New Delhi by e-mail on 30.12.20 itself.

64. Shri Neeraj Kumar, AD (EI) organized a webinar on Export Opportunities for Processed

Agro Food Products on 29.12.2020. Sh. L.B.S. Yadav, IEDS Director Incharge MSME-

DI, Kanpur, inaugurated the webinar & during his deliberation highlighted the schemes

of Ministry of MSME. He also emphasised on the importance of export for the growth of

country. Deliberation was also made by Sh. S.K. Suman Nodal Officer APEDA,

Lucknow on export related schemes for Agriculture sector. Sh. Himanshu Pandey Asstt.

DGFT, Kanpur discussed about the export opportunities in food sector in the region. Sh.

Rajesh Kumar, Asstt. Director(Chem./Admin) briefed about the export related activities

of EFC Cell being established at the institute. Vote of thanks was given by Sh. Neeraj

Kumar Asstt Director(E.I.) prepared and forwarded the PPT of up-gradation of ID

Projects to the Cluster division of Hqtrs. for TEAC meeting.

71. Shri P.K.Srivastava Asstt Director(Stat) and Shri Sandeep Kumar Gupta S.S.O visited

Distt Kushinagar on 21st and 22nd January 2021 in order to get inputs regarding potential

of development of Buddhist Circuit. The consolidated report of the same was prepared

and forwarded to O/o DC(MSME).

72. Shri S.K. Pandey Asstt. Director (food) organised Virtual Seminar on IPR in association

with Dari & Rice Millers Manufacturers Association of district Sitapur. During the

programme deliberation were made by Sh V.K. Verma, Joint Director MSME DI Kanpur

regarding objective of seminar. Scope of GI registration in our Jurisdiction was

deliberated by Dr Rajnikant, India‟s Premier GI Facilitator & Expert. Introduction of

DGFT Kanpur. Latest Schemes of Govt of UP were discussed by Sh. Ashish Gupta, Dy

Commissioner Industries, Sitapur. Deliberation on latest scheme of MSME was made by

Sh SK Pandey, Asstt. Director, MSME-DI Kanpur. Deliberations were also made by Sh

73. A Virtual seminar on “Quality and Stability Concerns for Ayush Products” was organised

by Provincial Ayurvedic Drug Manufactureres Association, U.P., Gujarat Ayurved

Aushadh Manufactureres Assn., Saurashtra Drug Manufacturers Assn. in association with

MSME DI, Kanpur on 07-01-2021. The purpose of this programme was to sensitize

AYUSH MSMEs about the significance of quality checks/testing Stability profile for

Ayush proprietary products, Preservatives used in AYUSH units. The presentation was

given by Shri S.K.Agnihotri, Asstt. Director (Chem.) on “Benefits, Relevance and

Significance of Ayush Mark and Quality Certification and Subsidy schemes” during the

seminar.

74. Shri S.K. Agnihotri Asstt Director compiled the list of 34 interested MSMEs for ZED

registration & willing to join the inaugural function of New ZED scheme being launched

by the Hon‟ble Union Minister MSME, Govt. of India. The list was shared with the

designated officer Sh Mahavir P. Tiwari Dy. Director, QCI and O/o DC (MSME), New

Delhi.

75. Shri S.K. Agnihotri, Asstt Director attended the virtual seminar on 28-01-201 organised

by O/o DC (MSME) with nodal officer of the IPFCs at MSME DI to review the progress

and achievement made regarding the Funds utilization, services offered. A PPT

presentation regarding the activities done in the IPFC, Kanpur was also given during the

meeting.

76. Shri S.K. Gangal) Inv.(G&C) compiled the list of beneficiary units under MATU scheme

and forwarded the same to EDI & O/o DC(MSME) New Delhi.

Scheme for the FY 2019-20.

78. The inaugural function of Financial Literacy week cum loan Mela was organised jointly by

MSME DI Kanpur, RBI Mumbai and BOB Kanpur on 11-02-2021 at MSME DI Kanpur.

Shri V.K.Verma Joint Director MSME DI Kanpur presided over the programme.

Financial support schemes, Fund management and Schemes of MSME and Government

of U. P. were discussed in length. During the programme loan procedure, documentation

for loan was also shared by the Sr. Officers of different Banks. DGM BOB, DGM Union

Bank, DGM BOI, DGM PNB, DDM NABARD, AGM SBI and AGM Canara Bank were

prominent guests on the occasion. Loan of Rs 5.03 Cr was distributed by different Banks

to 102 beneficiaries. 230 participants attended the programme and got benefitted.

79. Prof. Nalinaksh Vyas IIT, Kanpur visited MSME DI Kanpur and MSME TC, Kanpur on

11-02-2021. Prof Vyas has been assigned a task jointly by Ministry of Railway and

Ministry of MSME to implement Industry 4.0 concept in MCF Raibareli and to increase

the production capacity of Coaches up 5000 per year. Shri Sudhir Garg JS, Ministry of

MSME suggested him to integrate with MSME TCs Jamshedpur, Indore, Kanpur and

Alleppy to get important inputs on the subject. He also visited MSME TC Kanpur along

with Shri V. K. Verma Joint Director, Shri S. K. Agnihotri Asstt Director MSME DI

80. Shri S. K. Agnihotri, Asstt. Director participated in the Aparajita-100 million smiles

programme being organised Amar Ujala Dainik News paper on 10-02-2021 at the

premises of Amar Ujala Kanpur. On this occasion training programmes on Computer

Application, Beautician and Garments manufacturing were started by Inner Wheel Club

of Brahmavart and Parshwanath Charitable Centre, Kanpur. Participants were briefed

about entrepreneurship and various schemes implemented by the ministry of MSME.

81. MSME- Development Institute, Kanpur in association with Kanpur Commercial

Merchant Association (KCMA) organized a “Virtual Seminar on Intellectual Property

Rights (IPR) and MSME Support Schemes” on 18-02-2021. In the beginning Shri

Shashank Dixit, President, Kanpur Commercial Merchant Association (KCMA)

welcomed all dignitaries and participants present virtually in the programme. In his key

note address Shri A.K.Verma, Joint Director, MSME-DI, Kanpur briefed that Intellectual

Property Rights (IPRs) are legal rights that protect creations, inventions resulting from

intellectual activity in the industrial, scientific, literary or artistic fields. Shri Anurag

Kapoor, Senior Advocate & Attorney for Trademarks, Kanpur informed that intellectual

property rights (IPRs) have now become quite critical for the sustainability of Micro,

Small & Medium Enterprises (MSME). Shri Sarveshwar Shukla, joint commissioner

briefed about the schemes and facilities provided by the Govt. of U.P. He emphasized

that now its very easy to get the approval within 72 hours from respective DIEPCs for

establishing new enterprises. Shri Sunil Kumar Agnihotri, Asstt. Director, MSME DI,

Kanpur gave the presentation about Govt. Incentives/Benefits for MSMEs through

Intellectual Property Rights (IPR) & Latest Schemes of Ministry of MSME. He also

briefed about the intellectual Property Facilitation Centre (IPFC) set up at different places

in our country and services being rendered by them. Shri Praveen Wadhwani, Nodal

officer, GeM portal Uttar Pradesh informed that GeM is a short form of one stop

Government e-Market Place hosted by DGS&D where common user goods and services

can be procured. Shri Ankit Saxena, Manager Project, FIRST, IIT Kanpur briefed about

the importance of design and packaging for the promotion MSME products. Shri A.K.

Verma Lead District Manager, Bank of Baroda, Kanpur Nagar informed about the

various financial Support Schemes being implemented by the Govt. of India through

Banks for MSMEs. He briefed in details about the Emergency Credit Line Guarantee

Scheme (ECLGS), CGSSD, CGTMSE, MUDRA, Standup, psbloansin59minutes,

PMEGP, Mukhya Mantri Yuva Swarozgar Yojana (MYSY) and 2% interest subvention

scheme. Shri Sunil Kumar Agnihotri, Asstt. Director, MSME DI, Kanpur being

coordinator of the programme presented vote of thanks to the participants. 33 MSMEs

participated virtually in above said programme.

82. Shri Rajesh Kumar AD(Chem./Admin.) and Shri Neeraj Kumar AD(EI) coordinated

Workshop on Export and Import Substitution on 09.02.21 in association with EEPC New

Delhi. Shri Amit Kumar Jt. DGFT Kanpur inaugurated the workshop. Shri Rajesh Kumar

AD(Chem./Admin.) gave presentation on MSME schemes, while Shri Neeraj Kumar

proposed vote of thanks. Total 65 enterpreneurs and officials got benefitted from the

programme.

83. This office forwarded reimbursement applications under PMS scheme of 05 units towards

their participation in “India Solar Expo” being organised w.e.f 14.02.20 to 16.02.20 at

Lucknow.

84. Shri Sandeep Kumar Gupta S.S.O along with Shri Avinash Kumar Aprov organized

Quarterly Hindi Meeting at Committee Room, at office premises on 25.03.2021 under the

Chairmanship of Shri V.K. Verma, Joint Director, MSME-DI Kanpur. All the Officers

and staff of the Insitute were present during the meeting.

9.2.1. Workshop on Hindi (Rajbhasa):

Hindi Diwas & Hindi Pakhwara was organized w.e.f. 14.09.2020 to 30.09.2020 in the

office by the Namit Rajbasha Adhikari, Shri Sandeep Kumar Gupta, Senior Statistical Officer.

Hindi Workshops were organised on quarterly basis on 14.09.2020, 15.12.2020, and

25.03.2021 at the office premises. Director of the Institute presided over the workshops. All the

officers & staff members actively participated in the workshops. These workshops were

organized by Shri Sandeep Kumar Gupta, Senior Statistical Officer along with Shri Avinash

Kumar Apurw, Sr. Hindi Translator.

MSME Development Institute, Kanpur has a mechanical workshop attached to it.

The earlier facilities of testing and heat treatment have been discontinued. Most of the

work is done with Wire Cut CNC machine. Training programmes are also being

organized for wire cut CNC machine and other technical topics.

CHAPTER 13

SWACHH BHARAT MISSION (SBM)

In order to accelerate the efforts to achieve universal sanitation coverage and to put focus

on sanitation, the Prime Minister of India, Shri Narendra Modi, launched the Swachh Bharat

Mission on 2nd October, 2014. The Mission aims to achieve a Swachh Bharat by 2019, as a

fitting tribute to Mahatma Gandhi on his 150th birth anniversary by cleaning up the streets, roads

and infrastructure of India's cities, towns, and rural areas.

It is India's largest cleanliness drive involving about three million government employees

and students from all parts of India participating in 4,041 cities, towns, and rural areas.

In order to fulfill the above mission, the Institute organized following activities during the

Year 2020-21:

I. Swachhta Drives :11 Nos.

The following activities were promptly being carried out by the institute during

the Swachhta Drives by all the Officers & Officials of the Institute during the FY 2020-

21 :-

(1) Awareness Programme on Swachchhta & Covid-19

An awareness workshop was organised by MSME DI, Kanpur in association with

Residents Welfare Association, Ordnance Factories residential complex, Armapur,

Kanpur on 6.12.2020. In the beginning of the programme, tribute to Bharat Ratna Dr.

B.R. Ambedkar was paid on his Mahaparinirvana Diwas by all the participants. Shri L. B.

S. Yadav Director incharge, MSME DI, Kanpur briefed that Swachhta abhiyan has

played an important role in the fight against the corona virus pandemic. It has

strengthened and empowered us in the fight against corona and we need to continue the

habit of cleanliness. Shri S. K. Agnihotri, Asstt. Director MSME DI, Kanpur explained

about the schemes implemented by the ministry of MSME. Swachhta pledge was

administered by the Director Incharge. Tree plantation was also done in the premises of

Saint Ravidas Mandir situated in the residential complex on this occasion. Shri L. B. S.

Yadav Director Incharge along with Shri S. K. Agnihotri, Asstt. Director, Shri K. P.

Sheel Investigator, Shri D. S. Manral, UDC, Shri Ashish Kumar MTS of MSME DI

Kanpur distributed the essential itemsi.e. Hand sanitizer bottle, Cotton Mask and Soap

used to fight against COVID 19 amongst all the participants and they were requested to

(2) Awareness Programme on Swachchhta & Covid-19

An awareness workshop on “Swachhta and Fight against COVID 19 Pandemic”

was organised by MSME DI, Kanpur on 08-12-2020 at Village-Ishwariganj, Block-

Kalyanpur Kanpur Nagar. In the beginning of the programme, Shri S.K.Agnihotri, Asstt.

Director MSME DI, Kanpur welcomed all the participants and informed that Ishwariganj

village is of National importance because our Hon‟ble President Shri Ram Nath Kovind

started the campaign “Swachhta Hi Sewa” (Cleanliness is Service) on 15-09-2017 from

this place. On that occasion Hon‟ble President also honored the village level Champions

who contributed in making Ishwariganj village Open Defecation Free (ODF). In the

Inaugural address Shri L. B. S. Yadav Director Incharge, MSME DI, Kanpur briefed that

Swachhta abhiyan has played an important role in the fight against the corona virus

pandemic. India is fighting a decisive battle for cleanliness and hygiene. Cleanliness is

not only the responsibility of sanitation personnel and government departments, but also

is a multi-stakeholder movement. Together we should make the efforts to clean our

houses, public places, villages and cities. He told that the responsibility shown by the

people of Ishwariganj village to make their village open defecation free is laudable. I

hope others will take a cue from this village. Shri Neeraj Kumar Asstt. Director MSME

DI, Kanpur explained about the schemes implemented by the ministry of MSME. He

requested youth to visit the O/o MSME DI, Kanpur and collect detailed information

required for setting up a MSME unit. Swachhata pledge was administered by the Director

Incharge. Tree plantation was also done in the premises of English Medium Primary

School (EMPS), Ishwariganj by the Director Incharge, officers of MSME DI, Kanpur,

Teachers of School and the villagers. Shri L. B. S. Yadav, Director Incharge along with

Shri S. K. Agnihotri, Asstt. Director, Shri Neeraj Kumar, Asstt. Director, Shri Ashish

Kumar MTS from MSME DI Kanpur distributed the essential items used to fight against

COVID 19 i.e. Hand sanitizer bottle, Cotton Mask and Soap, amongst all the participants

and they were requested to use them in their daily routine. Shri Ram Singh, Member

Gram Samiti, Ishwariganj, Kanpur presented vote of thanks. 135 people including male,

female and children were present on the occasion.

was organised by MSME DI, Kanpur on 10.12.2020. Shri Rajesh Kumar AD coordinated

Swachhata Drive at MSME-Technology Centre, Anwarganj, Kanpur. Shri L.B.S.Yadav

Director Incharge MSME-DI Kanpur administered the Oath to all Officers, Staff and

labour present at the site and distributed Mask, hand Sanitizer and Soap to 145 persons

present at the site. Shri S.K.Gangal Inv, Md.Usman TCE and Shri Ajay Srivastava

Project Manager KCPL were prominently present during the programme.

(4) Awareness Programme on Swachchhta & Covid-19

An awareness workshop on “Swachhata and Fight against COVID 19 Pandemic”

was organised by MSME DI, Kanpur in association with FFDC, Kannauj and The Attar

and Perfumers Association, Kannauj on 17-12-2020 at FFDC, Kannauj. In the beginning

of the programme, Shri S.K.Agnihotri, Asstt. Director MSME DI, Kanpur welcomed all

the participants and informed that every citizen will have to contribute his services to keep

our society clean and safe. He also discussed about the schemes being implemented by the

Ministry of MSME. In the Inaugural address Shri L. B. S. Yadav Director Incharge,

MSME DI, Kanpur briefed that Swachhta abhiyan has played an important role in the

fight against the corona virus pandemic. India is fighting a decisive battle for cleanliness

and hygiene. Cleanliness is not only the responsibility of sanitation personnel and

government departments, but is a multi-stakeholder movement. Together we should make

the efforts to clean our houses, public places, villages and cities. Sh S. V. Shukla Director

FFDC, Kannauj also briefed the participants about the services being rendered by FFDC

and steps taken up by FFDC, Kannauj in swachhta drives. He informed that FFDC

obtained the Drug license, started the manufacturing of Hand Sanitizer and supplied on

large scale to the society. Shri Pawan Trivedi, President, The Atar and Perfumers

Association, Kannauj also requested the participants to use masks and maintain social

distancing in their daily routine. Swachhata pledge was administered by the Director

the Inaugural address Shri V.K.Verma Joint Director, MSME DI, Kanpur briefed that

Swachhta abhiyan has played an important role in the fight against the corona virus

pandemic. Together we should make the efforts to clean our houses, public places,

villages and cities. Shri S.K.Agnihotri Asstt. Director MSME DI, Kanpur explained about

the schemes being implemented by the ministry of MSME. He also requested youth to

visit the O/o MSME DI, Kanpur and collect detailed information required before setting

welcomed all the participants including students and deliberated about the importance of

Swachhata. In the Inaugural address Shri V.K.Verma, Joint Director, MSME DI, Kanpur

briefed about the importance of Health and Hygiene for all the citizens. Shri

S.K.Agnihotri Asstt. Director MSME DI, Kanpur explained about the schemes being

implemented by the ministry of MSME. He requested youth to visit the O/o MSME DI,

Kanpur and collect detailed information required before setting up a MSME unit.

Swachhata pledge was administered by the Joint Director. Officers of MSME DI Kanpur

distributed the essential items used to fight against COVID 19 i.e. Hand sanitizer bottle,

Cotton Mask and Soap amongst all the participants and they were requested to use them in

their daily routine. Dr. Richa Principal GLI advised all the participants to follow the

Social worker welcomed dignitaries and all the participants. He informed that every

citizen will have to contribute his services to keep our society clean and safe. Shri

S.K.Agnihotri, Asstt. Director MSME DI, Kanpur discussed about the schemes being

implemented by the Ministry of MSME. Officers of MSME DI Kanpur distributed the

essential items used to fight against COVID 19 i.e. Hand sanitizer bottle, Cotton Mask and

Soap amongst all the participants and they were requested to use them in their daily

routine.

Ministry of MSME. During the drive officers of MSME DI Kanpur distributed the

essential items used to fight against COVID 19 i.e. Hand sanitizer bottle, Cotton Mask and

Soap amongst all the participants and they were requested to use them in their daily

routine

School, chhauchh, Lakhimpur Kheri on 18.02.2021.In the beginning of the programme,

Shri Sandeep Kumar Gupta S.S.O welcomed dignitaries and all the participants. &

discussed about the schemes being implemented by the Ministry of MSME. Shri P.K.

Srivastava, AD briefed that Swachhta abhiyan has played an important role in the fight

against the corona virus pandemic. India is fighting a decisive battle for cleanliness and

hygiene.Officers of MSME DI Kanpur distributed the essential items used to fight against

COVID 19 i.e. Hand sanitizer bottle, Cotton Mask and Soap amongstall the staff of School

&participants and they were requested to use them in their daily routine life.

sanitizer bottle, Cotton Mask and Soap amongst all the staff of School, attached

Anganwadi Kendra and students of the schooland they were requested to use them in their

daily routine life.

role in the fight against the corona virus pandemic. India is fighting a decisive battle for

cleanliness and hygiene. Cleanliness is not only the responsibility of sanitation personnel

and government departments, but is a multi-stakeholder movement.Shri Sandeep Gupta

S.S.O welcomed dignitaries and all the participants. Shri P.K. Srivastva, AD gave the

Vote of thanks.Officers of MSME DI Kanpur distributed the essential items used to fight

against COVID 19 i.e. Hand sanitizer bottle, Cotton Mask and Soap amongstall the staff

of School &participants and they were requested to use them in their daily routine life.

II Swachhta Activities at Institute premises: -

As a swatchta activity, sanitization of the institute premises was carried out from time to

time during all the Quarters. All the officers & Staff of the institute were provided with mask,

Hand Sanitizers, Gloves & hand wash to fight against Covid–19.

Few required sanitization & safety equipment like thermal Scanner, Hot & cold water

dispenser, sanitizer, mask, Hand Gloves, Foot operated sanitizer dispensing machine, sanitizer

spraying machine etc. were also purchased for the institute &visitors.

Regular sanitization of the office premises including rooms, workshop and corridor was

carried out from the time to time.

The following activities were promptly carried out at Institute‟s premises by all the

Officers & Officials of the Institute during the Swachhta Pakhwada in theall the Quarters of FY

2020-21 :

a) Cleaning of water drains, parking areas, lawns, gardens, Corridors, stairs etc.

b) Disposal of waste of office campus by Nagar Nigam Kanpur.

c) Swachhta related activities were carried out at MSME TC (Tool Room) Kanpur.

d) World Yoga day was also organized during the SwachhtaPakhwada.

e) Swachhta Drive was also organized via webinar of Solid & Liquid Waste Management,

f) Swachhta related activities were carried out on the topic “Open Defecation Free Kanpur”.

During this officers motivated and tried to bring awareness about Swachhta amongst the

children and also discussed the importance of Swachhta in daily life. Swachhta oath was

also taken.

IMPROVEMENT IN CIVIL & ELECTRICAL INFRASTRUCTURE

The following activities were carried out to improve Civil & Electrical Infrastructure of the

Office:

1. Civil Work for Water Proofing treatment at MSME-DI Office Building.

2. Providing of Tiles in the Ground Floor, Class Room and Lobby& Internal Painting

Works of Office building.

3. Rain Water Harvesting System in Office Campus.

4. Renovation of 04 nos. Toilet and provision for ladies & gent‟s toilets in existing old toilets
