INTRODUCTION

Micro Small and Medium Enterprises - Development Institute, Patna is

located in its own building in Patliputra Industrial Estate, Patna. Operational

jurisdiction of MSME-DI, Patna is spread over 17 districts of Central Bihar covered

by 17 District Industries Centers which are as under :-

OBJECTIVE

MSME-DI, Patna is working with prime objective of balanced and sustained

growth of MSME units as enumerated in the new Industrial Policy of the

Government of India. With this objective in view, this Institute works in close

coordination with State Government, Banks, Financial Institutions and other

Development Institutions engaged in the development of micro, small and medium

enterprises in the State.

MSME-DI, Patna renders Managerial, Economic & Technical assistance to

prospective as well as existing entrepreneurs. With a view to develop skill and

entrepreneurship in the area, various types of product-cum-process oriented ESDP

& EDP courses are conducted in different districts within operational jurisdiction of

this institute from time to time. To provide managerial expertise to the MSME

units, institute organizes various MDPs. Various awareness programmes on

different topics like Bar Code, ISO Certification, Packaging, Marketing Assistance,

etc are organized for the benefit of MSE units. In order to create awareness

towards starting of self enterprises among the unemployed educated youths

Industrial Motivational Campaign (IMC) is also organized in all districts under the

jurisdiction of the institute. For in-depth industrialization, a flagship programme of

NMCP of ministry of MSME is propagated in this state through its components.

State level co-ordination committee with Industries Development Commissioner

organized various awareness programmes with different stake holders of the state.

SUMMARY OF WORK DONE BY THE INSTITUTE 1.WORKSHOP AND LABORATORY SERVICES RENDERED :

Common Facility Workshop attached to MSME-DI, Patna provides common

facility services to micro, small & medium enterprises in different fields. The

workshop is equipped with machines such as HMT Lathe, Milling Machine, CNC

Surface Grinder, Conventional Surface Grinder, Arc Welding Machine, Shaper.

Besides this, it has got one Tool Cutting Grinder and one EDM Machine as well. In

Electrical workshop, MSME-DI, Patna has obtained several Measuring Instruments

and Tools as well as Coil Winding Machine.

One Crash Training Programme has been organized during the current

financial year in the Electrical Workshop, in which an amount of Rs 5,750/- was

realized as revenue. During 2014-15, Skill Development Training was imparted in

the Common Facility Workshop in the trades of Machine Shop Practice, Welding

Shop Practice and Electric Shop Practice. During the year 33 candidates were

admitted for training in 3 batches in different trades of 6 months duration each.

Workshop earned a revenue of Rs 18,000/- by way of course fee for SDP regular

course. The common facility workshop earned revenue of Rs 91,355/- by

undertaking job work. Thus the total revenue earned through workshop is

Rs.1,15,105/- only. During the year, 107 job work undertaken by the workshop

benefiting 84 units.

2. TRAINING, SEMINARS & MEETINGS CONDUCTED :

This Institute conducts various programmes as per the local requirements

and trends. Specialized skill oriented and process-cum-product oriented ESDP &

EDP are conducted to motivate entrepreneurs to set up industrial and service

enterprises. Awareness programmes on Bar Code, IPR, Cluster and CLCSS are also

organized to make the entrepreneurs aware on the areas.

4. CONSULTANCY SERVICES PROVIDED :

During the current year over 4500 prospective and existing entrepreneurs

were provided with technical, economic, marketing and management consultancy.

5. MANAGEMENT DEVELOPMENT PROGRAMMES : This Institute conducted 04 Management Development Programmes during

the current financial year. Altogether 94 candidates were trained in the

Management Development Programme. This Institute earned a revenue of Rs

27,400/- by way of fee collected from MDP trainees.

6. ENTERPRENEURSHIP DEVELOPMENT PROGRAMME :

This Institute conducted 11 EDP and 91 ESDP courses at various places

under its operational jurisdiction during the current financial year. Altogether 2309

candidates were trained in the Entrepreneurship Development Programme and

Entrepreneurship-cum-Skill Development Programme. This Institute earned

revenue of Rs 1,14,800/- by way of fee collected from EDP and ESDP trainees.

7. MOTIVATIONAL CAMPAIGN :

This Institute conducted 93 Motivational Campaign under its operational

jurisdiction during the current financial year. Altogether more than 4500

prospective entrepreneurs participated in these motivational campaigns.

8. REPORTS PREPARED : State Profile :-

State Profile comprising information on existing resources and infrastructure

along with list of prospective industries in the state is updated every alternate year.

This has been updated in the year 2013-14.

9. ACTIVITIES RELATED TO REHABILITATION OF SICK UNITS : Director, MSME-DI, Patna is Member Secretary of State Level Apex

Committee constituted for Rehabilitation of Sick MSE units in Bihar under the

chairmanship of Director of Industries (Govt. of Bihar), Patna. In the capacity of

Member Secretary of this committee, this Institute coordinates the activities

relating to rehabilitation of sick MSE units. State Level Committee meetings are

convened on regular intervals in which cases of sick MSE units are placed for

discussion and decision. Each case put up before the committee is thoroughly

examined by MSME-DI, Patna so that cases of viable units may be placed properly

before the committee. MSME-DI, Patna also undertakes follow up activities for

rehabilitation of sick MSE units.

During 2014-15 two meetings of State Level Apex Committee was held.

Necessary follow up action has also been taken by this Institute in this connection.

10. ACTIVITIES RELATED TO PROPAGATION OF PUBLIC PROCUREMENT POLICY

Director, MSME-DI, Patna is Member Convener of recently constituted State Level

Advisory Committee constituted for monitoring and implementation of Public

Procurement Policy by govt. departments and public sector undertakings under the

chairmanship of Principal Secretary (Industry), Govt. of Bihar. In the capacity of

Member Convener of this committee, this Institute coordinates the activities

relating to monitoring and implementation of Public Procurement Policy by govt.

departments and PSUs. State Level Advisory Committee meetings are convened on

regular intervals in which matter related to implementation of Public Procurement

Policy are placed for discussion and decision. MSME-DI, Patna also undertakes

follow up activities in this matter.

During 2014-15 one meeting of State Level Advisory Committee was held.

Necessary follow up action has also been taken by this Institute in this connection.

11. DATA COLLECTION ACTIVITIES :

A. Data in respect of list of machines available in Engineering and Polytechnic

Colleges running in various districts of Bihar within jurisdiction of this

institute has been collected and the same has been sent to the office of

DC(MSME), New Delhi for the needful.

B. Data in respect of list of ITI available along with infrastructure details and

training capacity in various districts of Bihar within jurisdiction of this

institute has been collected and the same has been sent to the office of

DC(MSME), New Delhi for the needful.

12. MISCELLANEOUS WORKS DONE BY THE INSTITUTE DURING 2014-15 :

April 2014

1 Director of this institute attended a Trust Building Seminar of 3 days duration of GIZ organised at NIESBUD, Noida.

2 Director of this institute attended an Investor's meet programme organised by Govt. of Tripura.

3 Director of this institute visited NTPC, Barh and met GGM, NTPC in connection with VDP and highlighted Public Procurement Policy.

4 Director of this institute held a detailed discussion with GM, NTPC, Patna for more inclusion of MSMEs for their procurements.

5 Director of this institute attended a meeting on Lean Manufacturing organised by NPC at BIA Campus, Patna with the stakeholders.

6 One application for International Trade Fair alongwith draft forwarded to DC(MSME), New Delhi.

March 2015

1 Director of this institute met Principal Secretary (Ind) in his chamber & apprised him the work undetaken by MSME-DI, Patna.

2 Director of this institute met Principal Secretary (Ind) and visited alongwith him to bulb Cluster, Patna City for its conversion into LED. He assured in meeting with Bulb Association to extend all possible support in this regard. He spent whole day with entrepreneurs of Bulb Cluster, Patna City.

3 Director of this institute & AD(Mech) met with Director (Ind) and apprised the outcome of subcommittee for rehabilitation of sick units and got the draft of minutes of SLAC for sick unit meeting held in this month.

4 Director of this institute attended a meeting with IIT, Patna regarding availability of Technology for conversion of Bulb into LED.

5 Director of this institute initiated the matter of setting up of Incubator under NMCP with DC(MSME), New Delhi under intimation to IIT, Patna & Principal Secretary (Ind).

6 Director of this institute initiated the Public Procurement Policy with all Central govt. offices & CPSUs.

7 Director of this institute is monitoring the construction of Toll Room & initiated with DM, Patna for endorsement of land Certificate as required by IDTR, Jamshedpur. Further expedited commissioning of electricity in Tool Room, Patna with SDO.

8 Director of this institute is monitoring the entire CPWD works with contractors & their work execution as per sanction received by DC(MSME), New Delhi.

9 DPC & MACP meeting fixed in the month of march for considering promotion and financial upgradation under cadre of MSME-DI, Patna.

10 One IMC conducted at Munger with existing units and Jamalpur Rly. Workshop for better participation and patronisation of local units.

REPORT ON STATE LEVEL VENDOR DEVELOPMENT

PROGRAMME ORGANIZED AT PATNA BY MSME-DI,

PATNA

In order to provide marketing support to MSEs. ,Govt of India organised one state level

vender development programme in collaboration with BIA, Patna in their conference Hall

on 8th

Nov. 2014 from 11.45 AM. The purpose was to create win-win situation for Govt/

PSUs/large scale units as well as MSEs by developing new vendors for buyer and creating

market opportunity for Micro & Small units of the region. Renowned PSUs like NTPC,

IOCL, NSIC & CWC attended the programme. Apart from above Micro & Small

entrepreneurs of the region attended the programme.

The programme was chaired by Sh. Pradeep Kumar, Director, MSME-DI, Patna. In the

inaugural session, he explained about Public Procurement Policy and told the audience that

this is the crucial time to think upon their procurement target by central PSUs as the

procurement policy is going to be mandatory for CPSUs to procure at least 20% of total

annual procurement from MSEs after financial year 2014-15.

Sh. Arun Agrawal, President, BIA, Patna in his welcome address highlighted that while

floating tender by CPSUs, they mentions product of specific company rather than specific

quality. He requested CPSUs to improve upon their system of procurement so that MSEs

also could get equal opportunity to participate their tender. He also stressed upon

implementation of uniform KYC in their procurement policy in order to get equal

opportunity irrespective of region or state.

Sh. G Munam, Dy. Manager(C&M),NTPC, Barh ; Sh. M. P. Singh, Sr. Manager, IOCL,

Patna; Sh. V.K. Rai , Chief Manager, LPG Division, IOCL, Patna; Sh. S K Sethy,

Purchase Officer, CWC, Patna one by one explained about their policy of procurement

inaugural session and details about potential items to be procured in technical session.

The key note address of the programme was given by Sh. S. P. Verma, Asstt. Director

(Met.),MSME-DI, Patna and it was concluded by vote of thanks of Sh. Subodh Kumar,

Secretary General after open house discussion.

REPORT ON STATE LEVEL VENDOR DEVELOPMENT

PROGRAMME ORGANIZED AT BHAGALPUR BY

MSME-DI, PATNA

State Level Vendor Development Programme was organized at Hotel Bhawna

International Bhagalpur on 21/11/14. There were 60 participants in the Programme . NTPC

Khalgaon,Sudha Dairy Bhagalpur were the public sector undertaking participated in the

Programme.Sri S.Bhattacharya,Addl. General Manager,HOD (C&M) NTPC Khalgaon was

the chief guest on the occasion. Sri P.K.Sabat,AGM (Contracts) NTPC Khalgaon was also

present in the programme.

The Programme started with the welcome address by Sri Naveen Kumar ,Asstt. Director

(elect.) of this Institute and lighting of inaugural Lamp by the chief guest and dignitaries. A

large no. of industries from Barari Industrial Estate Bhagalpur and from that region

attended the Programme.

While addressing to the Participant Sri Mukutdhari Agggarwal ,President Eastern Bihar

Industries Association said that it is a great privilege for the local entrepreneurs that

organization like NTPC is existing there and they are keen to give opportunity to them for

participate in their tenders. Therefore the entrepreneurs of Bhagalpur should come forward

and make effort to participate in the tender processing of NTPC Khalgaon. He said that

Govt. of India is trying to motivate the local entrepreneurs to be a part of NPTC Tender

processing.

Sri Shailendra Kumar Saraf, President Eastern Bihar Chamber of Commerce & Industries

told that Bhagalpur is the oldest city of Bihar which has been industrially active from a

long back . Therefore this type of Programme is very encouraging for the entrepreneurs

and now it is upto the entrepreneurs to come forward and start actively taking part in the

purchase procedures of NTPC Khalgaon and Sudha Dairy Bhagalpur.

Smt. Sabana Dawood ,MD Fateh Jute Product Bhagalpur told that there is big opportunity

for the people of Bhagalpur in the small scale sector. She explained how their organization

has been successful in the manufacturing of jute products in Bhagalpur area and they now

made a cluster of jute products in Bhagalpur.

Sri P.K.sabat , AGM contracts explained the tender procedures of NTPC Khalgaon and

also said that there is opportunities for the entrepreneurs not only in materials procurement

but also in services like contracts in NTPC khalgaon. Other officials from NTPC khalgaon

also spoke on the occasion.

Sri S. Bhattacharya while inaugurating the Programme said that NTPC is the organization

in which a large no. of products from all the fields are procured .They want to give more

and more opportunities to the local entrepreneurs. He also explained the purchase

Nov. 2014 from 11.30 AM in order to provide marketing support to MSEs in this region.

The purpose was to create win-win situation for Govt/ PSUs/large scale units as well as

MSEs by developing new vendors for buyer and creating market opportunity for Micro &

Small units of the region.

Sh. T K Seal , General Manager (O & M), NTPC, Barh chaired as chief guest addressed

the audience about their sincerity towards implementation of the public procurement

policy. Sh. T K Gonai, DGM (C&M) assured to support MSEs. In procurement of goods.

He also instructed their officers to prepare list out of 358 reserved items which are

frequently used in their works.

The programme was presided over by Sh. S P Verma Asstt. Director (Met.) Of MSME-DI,

Patna. In the inaugural session, he explained about Public Procurement Policy and told the

audience that this is the crucial time to think upon their procurement target by central PSUs

as the procurement is going to be mandatory for CPSUs to procure at least 20% of total

annual procurement from MSEs after financial year 2014-15.

During the technical session faculty of NTPC, Barh presented their procurement policy in

the programme. Power point presentation on public procurement policy was also displayed

by the undersigned. The technical session was followed by interactive session in which

participant units raised their problems in getting vender registration. Higher officials

present in the programme instructed their concerned officials to look into the mater and

assured to solve it. The programme was concluded with vote of thanks by Sh. Dharbendra

other deligates inaugurated thefunction Lighting the Lamp.

JAMALPUR (MUNGER) BY MSME-DI, PATNA MSME Development Institute (Govt. of India) under Ministry of MSME Organized two

days National Level Vender Development Programme cum Exhibition at Central Institute

Campus, Railway Workshop, Jamalpur in association with Railway workshop Jamalpur,

NTPC & NSIC Patna from 18th

December 2014 to 19th

December 2014. The programme

was supported by Various Central Public Sector undertakings, Govt. Departments,

Medium and Large scale Units and Industrial Associations like District Industries Centres,

NTPC, NSIC, BIA, MCCI and other Industry Associations.

The Basic objective of the programme was to bring MSEs and CPSUs on one Platform in

order to negotiate with each other and get benefited out of the meeting.

This programme was carrying two fold activities, one side an industrial exhibition was

organized in which CPSUs as well as Railway displayed their own product tending to

procure from MSEs. On the other hand MSEs also exhibited their product or work on their

counter to attract CPSUs towards their efficiency and capability to execute orders, if,

obtained from any CPSUs.

At the same time a seminar workshop, Technical session and Interactive sessions were also

carried out. In which experts from different division/field presented their paper in the

seminar and participated as panel member in the interactive sessions.

The programme was started with inaugural session on 18th

December 2014 followed by

technical session and interactive session in which Shri Pradeep Kumar, Director, MSME-

DI, Patna in his presidential address explored about relevance of such function and

requested CPSUs to take part in the programme actively and support MSEs with open

mindset and strengthen them to compete for supplying in any CPSUs/ Govt. Departments.

Shri Animesh Kumar Sinha, CWM, E/Railway Workshop, Jamalpur in his inaugural

speech assured MSEs to provide all support as mentioned in the policy and encouraged

MSEs to improve themselves to participate e-tendering issued by various CPSUs.

Shri Chinmoy Mallik, Purchase Manager, NTPC, Kahalgaon presented their paper on

requirements of NTPC Kahalgaon and process of their procurement of stores. Shri S.P.

Verma, Asstt. Director (Met) presented through Power Point Presentation about the key

point of Public Procurement Policy and activities of MSMEs in strengthening MSEs in the

area. After Interactive & Question-Answer session this day programme was concluded

with vote of thanks.

The programme was continued for next day 19th

December 2014 in which two technical

session followed by interactive session and question-answer session. In the 1st session Shri

that, though, store items are procured centrally from eastern Railway Headquarters,

Kolkata even then, there is wide scope for MSEs to identify products based on their

capability and participate in General tenders also. He nicely explained and gave a power

point presentation about purchases from MSEs and new orders to MSEs. During

interactive session Shri Pradeep Kumar, Director, MSME-DI, Patna advised Railway

Workshop, Jamalpur to discuss about decentralization of purchases as local industry does

not get equal opportunity to participate in such tender.

In the 2nd

session Shri A Verma, JWM, Ordnance Factory, Nalanda (Rajgir) explained

about their requirements, which are mainly concert of Engineering and maintenance works,

and are quite approach to MSEs. In this 2nd

Session Shri M M Sinha, Sr. Br. Manager

explained about benefit of single point registration with NSIC. He, one side encouraged

MSEs to get single point registration with NSIC and other side requested CPSUs to give

priority to such regard units.

CLUSTER AT MORATALAB (NALANDA) FOR 2014-15

The leather Footwear Industry at Patnacity is one of the oldest and prestigious industries

Cluster of Bihar. It is of national repute among Footwear Clusters. The main product of

this cluster is Gents Shoes and Chappals, and Ladies Chappal made by few machines and

hand. Its product is influencing life of the common people and is being used by all levels of

people living in society. The main aim of the Cluster Development is to modernize the

industry and make them self sustainable to cope with the standard of International market.

The above Cluster is spread over in a radius of 2 Km and its is in now organized sector.

The Cluster is having more than 55 units and over 330 artisans are involved in the

production of Gents and Ladies Chappals, and shoes made out of Leather.

The Ministry of Micro, Small and Medium Enterprises, Govt. of India has adopted the

Cluster approach as a key strategy for enhancing the productivity and competitiveness as

well as capacity building of small enterprises.

On the request of this MSME-DI, Patna, Central Footwear Training Institute, Agra a training Programme were organised on skill Development Programme for Shoe Making from 21/03/2015 to 25/03/2015 and trained cluster beneficiaries about how to make the shoes on different methods, techniques to be adopted and how to reduce the cost. Similarly Training Programme on Footwear Design Development organised from 16/03/2015 to 18/03/2015 and trained them, how to develop a design according to the segment and fashion trend.

GAYA FOR 2014-15

The Agarbatti Industry at Gaya is one of the oldest and prestigious industry cluster not

only for Bihar but also famous in India. The Agarbatti Industry of Mysore and Bangalore

depends on Gaya for their raw materials. The main activities in the cluster are making

Unscented Raw Agarbatti and Finished Scented Agarbatti. Its Product is influencing

common life of the people and use by all levels of people lives in Society for the purpose

of Puja and other work. Its Products used in all the seasons and have great potential for

growth and it‟s influenced in the economy of our country. The Cluster is having more than

183 units and they are belongs from all Community and over 6000 artisans on Direct

Employment and 10,000 artisans on Indirect are involved in the production of Agarbatti

Stick. They need to diversify the same by introducing new Designs. The above Cluster is

spread over in a radius of 10 Km and it is in now in organized sector.

The Ministry of Micro, Small and Medium Enterprises, Govt. of India has adopted the

MSE-CDP scheme. Shri Giriraj Singh, Honorable Minister of State for Ministry of MSME, Govt.

of India visited the proposed Tasar Cluster situated at Kadirganj, Nawada (Bihar) on 26.12.2014.

Shri Pradeep Kumar, Director MSME – Development Institute, Patna along with Shri G.K Sinha,

Assistant Director (Mech) of this Institute were also present on the occasion. Sr. Branch Manager,

NSIC, Patna and representatives from Industry Department (State Govt.) & Bankers were also

present there. The Hon‟ble minister heard the problems of cluster entrepreneurs and discussed

them with concerned officers for their remedies and growth of the cluster. He emphasized on

Training of entrepreneurs for quality improvement, design variations and increased production

under Soft Intervention of MSE-CDP Scheme. He also told that a CFC may be set up in this

cluster in order to feed ready to use input material to cluster entrepreneurs and subsequently

provide marketing assistance after value addition to the products through creating linkages with

different organizations/agencies. Director, MSME –DI, Patna also expressed his views towards the

roadmap for growth and development of this cluster. He explained in detail the objectives and

benefits of MSE – Cluster Development Programme to the members of the cluster.

It is pertinent to mention here that the cluster is about 100 years old and about 200 units exist in

this cluster, most of them are EM - II registered with District Industries Centre under MSME –

Development Act. A “Bunkar Bhawan” under physical possession of cluster stake holders with

nearly 10000 Sq. feet space with G+1 building is also available there. They are willing to handover

this building to the proposed cluster association/SPV. The raw material depot as proposed by

cluster association can be undertaken after formation of SPV, since land and building is available

and working capital can be arranged under CGTMSE scheme. Moreover the final product can be

easily marketed through KVIC since it is under the same ministry. As per existing policy KVIC

can be a potential buyer at suitable price through their field set up (i.e, Gram Nirman Mandal)

situated at Sikhodausa in the district of Gaya about 15-20 KM from this proposed cluster.

At present the work of Diagnostic Study of above cluster is under progress after verbal approval

from DC(MSME), New Delhi.

PROGRESS REPORT ON POTTERY CLUSTER AT

PHULWARI SHARIF, PATNA FOR 2014-15

In pursuant to the approval of Phulwarisharif Pottery Cluster, Patna in the 37

th meeting of

Steering Committee of MSE-CDP, the work of Diagnostic Study of this cluster was

undertaken by MSME-DI, Patna. In doing so, 4 nos. of Interactive meetings were

organized in the cluster. The first meeting was held on 05/01/15 in which stakeholders like

cluster actors, representative from MSME-DI, Patna and other local authorities

participated. The cluster actors were briefed about the MSE-CDP Scheme and attempts

were made for the trust building and participation in the scheme. The second, third and

fourth meeting was organised on 15/01/15, 20/01/2015 and 20/02/15 respectively. Officials

from DIC Patna, KVIC Patna, Local Banks, Representative from Panchayat and Professors

of Government Polytechnic Gulzarbagh participated. During the meeting, the process of

manufacturing problems in cluster, market problem, SWOT etc. were diagnosed and data

was collected. Based on the findings during the diagnostic study, the process of preparation

of Diagnostic Study Report report is under compilation.

REPORT ON AWARENESS PROGRAMME ON QMS/QTT UNDER NMCP

SCHEMES AT BUXAR ORGANISED BY MSME – DI, PATNA

Awareness Campaign on QMS/QTT was organized at Hotel Ambassador at Buxar on

24/07/14 in association with the Rice Mill Association Buxar. The chief guest on the

Ocassion was GM DIC Buxar Sri Mahfooz Ansari. There were 60 participants in the

Programme. Sri R.K.Singh, Quality consultant from Patna under NPC was the resource

person in the Programme. The Programme started with the Welcome of all the guest and

Welcome address by Sri Naveen Kumar, Asstt. Director (Elect.) of this Institute.

While inaugurating the Programme Sri Mahfooz Ansari, GM DIC Buxar told that Buxar is

very rich in Rice Production and the Rice Milling industry in Buxar is the Major Cluster in

the area. Therefore they need Quality Management Standards and quality Technology

Tools to adopt in their unit. This type of Awareness Campaign is very beneficial for the

rice milling units. The units should implement the quality Management tools in their

factory premises for better results.

Sri L.P. Chaturvedi, President Rice Mill Association Buxar addressed the participants. He

told that the Rice Mill in the Buxar area needs technological Innovations and quality tools

for producing the quality rice at the low price to compete in the market. He said that such

type of Initiative taken by the MSME Ministry is very important for the Rice Milling

Industries in Buxar. He motivated the rice milling units present in the Programme to come

forward and apply Quality Management Standards and Quality Technology Tools in their

units.

Sri Ashok Poddar, President Bhojpur Chamber of Commerce & Industries Buxar unit

spoke on the occasion. He told that he is already implementing the Quality Management

standard ISO 9000 in his unit and is more interested to implement quality technology tools

in his unit.

Sri Naveen Kumar ,Asstt. Director (Elect.) of this institute gave presentation on the

QMS/QTT scheme of MSME Ministry in detailed. He also discussed about the

implementation of various quality tools in the units and its advantages. He also discussed

about the various schemes of MSME under NMCP for the benefits of entrepreneurs.

Sri R.K.Singh the resource person in the programme gave lecture on the topics of Quality

Management Standards such as ISO 9000 and Quality Technology Tools like six sigma

etc. during the Programme. He interacted in detail with the entrepreneurs present in the

Programme on Quality Management Standards and quality technology Tools . There was

a question and answer session with the entrepreneurs and the resource person during the

session.

The entrepreneurs present in the Prograame shown their keen interest to implement Six

sigma, Kaizen 05 S etc in their unit. The Vote of thanks was given by Sri Naveen Kumar,

Campaign on Quality Management standards and Quality Technology Tools on

08.01.2015. The Programme was inaugurated by Sri S.N.Chatterjee,Director BIS Patna, in

Hotel Trident Castle, C-24, Patliputra Industrial Estate Patna-800013. The Programme was

Presided over by Sri Pradeep Kumar, Director MSME -DI Patna. While addressing to the

Participants he told that in the present Competitive Scenario it is necessary for the

industries to adopt the Quality Management Standards and quality technology tools in their

manufacturing process. He also told about the Quality Standards such as ISO 9000, ISO

14000, ISO 22000 and quality Technology tools like 5 S, Six Sigma etc. He said that there

is reimbursement scheme of Ministry of MSME for taking ISO 9000 and Quality

certification. Sri S.N. Chatterjee Director Bureau of Indian standards Patna the chief guest

on the occasion addressed the participants .He also gave detailed lecture on Quality

Management standards.

Also spoke on the occasion Sri Umesh kumar Singh GM DIC Patna and Sri J.K.Singh Dy.

Director National Productivity Council Patna. Sri Balraj Kapoor President Patna Industrial

Area & Estate Association told that quality Management Standards and quality technology

tools must be followed by the industries and this is a good initiative taken by the MSME

Ministry by organizing such training programmes. He encouraged the entrepreneurs from

the Patliputra Industrial Estate Patna -13 for being quality conscious.

A large no of Micro & Small entrepreneurs around 50 participated in the Programme. Sri

J.K.Singh Dy. Director ,National Productivity Council Patna gave presentation on 5 S and

six sigma . Sri K.P. Bhawsinka , Creative Consultant Patna gave presentation on Lean

Manufacturing.

at Agriculture Implements Cluster, Noorsarai, Nalanda on 18/02/2015 under Technology

and Quality Upgradation support to MSMEs. The main objective of the programme to

create awareness about the hand holding support provided by Government of India in the

form of providing subsidy to MSME units towards the expenditure incurred by them for

obtaining product certification licenses from National Standardization Bodies (like BIS,

BEE, etc.) or International Product Certifications (CE, UL, ANSI, etc.). The purpose of the

„Standard Marking‟ of the products is to assure product quality to the users/consumers.

Certification of MSMEs products to International Standards, CE, ANSI, UL, Energy Star,

etc. would also enhance acceptability of the products in the export market.

Talking at length Sri Sanjeev Azad, Assistant Director(L/F) welcome the participants and

resource person. He also made a brief presentation on details of TEQUP schemes. Md.

by them for in adopting energy efficient and the need for energy efficiency and cash

benefits from Energy Efficient Technologies (EFT) and Clean Development Mechanism

(CDM. The related activities will be identification of energy efficient technologies for

typical Technology and Quality Upgradation Support to Micro, Small & Medium

Enterprises 9 production units and preparation of model Detailed Project Report (DPRs)

for cost effective, bankable energy efficient projects. The recommendations in the model

DPRs will be used with the cluster based MSMEs for demonstrating the scope, need and

financial benefits from EET projects, Promoting replication of model EET projects in the

cluster based MSMEs and subsidizing the preparation cost of the DPRs for the EET

projects taken up by the individual MSMEs. The expected outcomes from the Activity are:

(i) Enhanced Awareness on energy efficiency in manufacturing processes, (ii) Energy

audits of MSMEs, and (iii) Adoption of energy efficient technologies by MSMEs.

PROGRAMME

Micro, Small and Medium Enterprises Development Institute, Government of India,

Patliputra Industrial Estate, Patna -13 and National Institute of Design (NID), Ahmadabad

with joint collaboration organised Awareness Programme on Design Clinic for Lahthi

Cluster, Rampur Bakhri, Muzaffarpur.

Design Clinic Scheme for MSMEs is an ambitious and effective Scheme sponsored by

Government of India and implemented by National Institute of Design (NID), Ahmadabad,

across the country. It is a real game changer for the MSMEs at large across, by making

them more competitive and helping in scaling up their all around progress

comprehensively.

Through Design Awareness Programme (DAP), cluster specific opportunities are identified

using a clinical diagnostic system holistically. Herein the doctor is the design expert who

provides outcome identifiers like on the spot solution for Design problems and needs of the

Cluster in general. The design gap and design need assessment of the MSME group are

surveyed to bring out solution on real time design problems; thereby creating increase

productivity, better process integration and cost optimization, making the cluster / unit

products more competitive & sustainable. Overall helps in creation of new business

opportunities & more employability in the cluster.

Apart from the ten days Design Awareness Programme cum Workshop Micro, Small and

Medium Enterprises Development Institute, Government of India, Patliputra Industrial

Estate, Patna -13 and National Institute of Design (NID), Ahmadabad with joint

collaboration organised 16 one day Design Awareness Programme in the 16 Cluster of 09
