Proposal: Recommendation from the Chief Procurement Officer to award the proposal for renovation and expansion of the Civic Center (Parks, Recreation and Cultural Affairs) to Jaynes Corporation as the top evaluated firm after application of the five percent in-state and Veterans preferences based on the pricing schedule for services. Proposals opened September 19, 2017 with two offerors participating. -----------------------------4

The Central Purchasing Division of the Administrative Services Department concurs with the recommendation from both the Central Warehouse and Electric T&D to declare the following equipment as worn-out, unusable or obsolete.

Nominee biographical sketches

Farmington operations team A skilled and safety-driven team of 49 professiona l operators, functional leaders, technicians, maintenance personnel and support staff keeps the City of Farmington's water, wastewater and stormwater utility systems operating-managing wastewater, supply ing clean water to homes and businesses and maintaining consistent regu latory compliance. This team carried out all the operations and system monitoring necessary to assure the city's success in responding to the Gold King incident. At CH2M, we refer to these hardworking people as Everyday Heroes. They're the heart, soul and backbone of our world-class services. We rely on their experience and abil ities to bring the very best to our clients every day.

Ron Rosen, Project Manager Ron has more t han 30 years of water and wastewater treatment operations, management, laboratory, and supervisory experience. Because he has operated and managed utility systems employing a wide variety of technologies and unit processes, his expertise and leadership was integra l to emergency response and incident management after the Gold King Mine spil l. He has served as liaison and technica l advisor to federal authorities and regu latory agencies nationwide. He has developed financial, safety and staff ing strategy and policy, managed plant startups and upgrades, and guided qua lity assurance and qua lity control. Ron's extensive t raining in water and wastewater technology also helped Farmington manage emergency response and select technology and instrumentation to help address future incidents. He holds a Bachelor of Science degree in Biology and Zoology, and is cert ified in New Mexico as a Grade Ill Water Operator and Grade IV W astewater Operator.

Monica Peterson, Assistant Project Manager and Laboratory Director Monica has managed laboratory operations, sample collection and ana lysis, data management and reporting for more than 27 years. At Fa rmington, she directs laboratory ana lysis for Safe Drinking Water Act and National Pollutant Discharge Elimination System compliance. During Farmington's response after the Gold King Mine incident, Monica and Ron collected and tested water samples at t he request of the New Mexico Environment Department and for the U.S. Geological Survey. She also helped interpret test results for the U.S. Environmenta l Protect ion Agency. For her efforts above and beyond the scope of her duties, t he City of Farmington presented her with a special recognition during the 2015 New Mexico Municipa l League annual meeting.

Nomination rationale CH2M has operated the City of Farmington, New Mexico's water, wastewater and stormwater utilities since 2000, and we have developed a strong and trusting working partnership. On August 5, 2015, three million ga llons of water and debris spilled from the Gold King Mine in southwestern Colorado, releasing a plume of mine wastewater containing heavy metals and sediments into Cement Creek, a tributary of the Animas River. Farmington, 100 miles downstream from the spill site, relies on the Animas for its water supply. The waste plume from the Gold King threatened to impact public health, agriculture and the local economy.

When they found out about the spill and the coming waste plume the day after the spill, Ron Rosen, Monica Peterson and the Farmington operations team took action to maintain a safe water supply during and afte r the incident. Using a makeshift flow meter, they determined the approximate arrival of the waste plume near the City's water intakes. They closed off t he int akes at river pump stations, and estimated the raw-water supply still avai lable in the City's storage reservoir. They also set up clean­water stations at the commun ity center and a fire station to supply loca l residents concerned about the safety of their water wells.

The Farmington facility includes a well-run, and trusted, laboratory. The state-certified Farmington laboratory is a regional analysis facility that tests water for numerous nearby communities. Local, st ate and federal regulatory agencies asked Ron and Monica to collect, test and interpret water samples throughout the incident. Government officials established a command center in Farmington, and relied on Ron, Monica and team to help monitor water quality. The duo also attended meetings and public briefings as advisors.

The work didn't stop after the passing of the waste plume. Water quality in the Animas River returned to a usable, t reatable state a few weeks after the event. Our team and Farmington continue keeping a close eye on water quality during heavy rains and runoff. CH2M and the City worked together to select and install an automatic monitoring system at the river pump stations. This probe system detects elevated levels of key contaminants and shuts off pump intakes when needed. We also have lent our expertise as Farmington considers options for alternative water supplies, and improvements to the Lake Fa rmington storage system. CH2M renewed our operating partnership with the City in 2015 with a pledge of continued support and world-class service. We look forward to maintaining and growing our beneficial working relationsh ip with Farmington for many years to come.

RECO~~ENDATION FROM THE PARKS, RECREATION AND CULTURAL AFFAIRS CO~II'IISSION/NANING OF THE NEW F~1ILY AQUATIC CENTER AT BROOKSIDE PARK

Provi d ing background information, Parks, Recreation & Cultural AHairs ("PRCA" ) Director Cory Styron reported that a survey was sent to all City of Farmington personnel to help narrow-down t he name of the proposed ne w family aquatic center to be located at Brookside Park. He explained that a committee comprised of PRCA staff and representatives from the Convention & Visitors Bureau selected f our possibilities from the l ist of suggested names with Sisti Bay at Brookside Park, Enchanted Oasis at Brookside Park, Bluff Basin ~la ter Park at Brookside Park and Farmington Aquatic Badlands being t he top selections. He noted that the four selections, along with an opt i on to suggest a different name, were sent to the public via a Facebook survey where 570 responses were submitted with Sisti Ba y at Brookside Park receiving the most votes (159 or 27.89 percent). As a result , the name Bisti Bay at Brookside Park was p re!::ented to the PRCA Commission for consideration in Augus t where t hey asked that the word "Brookside" be incorporated in a more prominent manner. Thus, ~1r. Styron reported t hat the PRCA Commission unanimously recommended in September the name Brookside's Sisti Bay and stated that he is seeking direction from the Council on how to proceed with naming t he new facility.

Mayor Roberts contended that Brookside's Bisti Bay is g r ammatical l y incorrect a nd suggested that the name be changed to Bisti Bay at Brooks ide Park since it maintains t he historica l significance of the loca tion of the facil i ty.

Councilor Duckett a nnounced tha t he was una1~are of t he public s urvey and stated t hat it is his belief that the local community will s till refer to t he facility as Brookside ~later Par k. However , he suggested the name Stands t one Falls since he does not believe that the word "Bisti" has any significance to those who do not reside in and a round t his area.

Councilor Sharer agreed with the comments of councilor Duckett and joked that he is favorable to the suggested name, "Pooly r•lcPoolface."

Councilor ~1cCulloch announced that she f avor s the name Brookside since that is what t he community knows it to be. She likened t he proposed name change to the failed attempt of Purgatory Ski Resort changing its name to Durango Mountain Resort at Pur gat ory .

Councilor Rodgers agreed with the comments made by her fellow counci lors.

~1ayor Roberts argued tha t some consideration should be given to the recommendat i on t hat was made by t he PRCA Commiss i on and suggested that Bisti Bay at Brookside Park be considered . He a l so argued tha t t he waterpark will draw patrons from a 100 -mile radius of Farmi ngton \\•ho are familiar with the Bisti Badlands.

Councilor McCulloch pointed out that none of the four responses r eceived over 30 percent support and stated tha t , in her mind, Brookside Water Park makes the mos t sense.

Followi ng further discussion, a motion was made by Councilor Duckett to name the proposed family ~~ater park Sandstone Falls at Brookside Park . The motion failed Cor l ack of a second.

Addressing the Council, Convention & Visitors Bureau Executive Director Tonya Stinson reported that t he Sist i Badlands are ~1ell known for this area and contended thaL inc l uding the word "Bisti" in the name wi l l hel p make t he water park unique and more marketable.

Following further consideration, a motion was made by Councilor McCul loch to name t he proposed facility Brookside tolater Park. The motion f a i led for lack of a second.

In response to inquiry from Councilor McCulloch, Mr . Styron reported that it was his idea to rename the park facility becaus e he felt that the new facility deserved a new and exciting name. City Manager Rob ~1ayes exp lained that staff has always believed that there would be a name change since the facility is no longer just a solimming pool.

In an effort to move the discussion along, Mayor Roberts pol led the council to determine whet her Bisti Bay is "a dead-end" pursuit.

Councilor McCulloc h announced that she appreciates the work done by t he PRCA commi ssion, but pointed out tha t Lhe Counc i l has voted to deny recommendations made by o t her commissions in t he past.. She made a recommendation to name Lhe proposed f acility Brookside Park and to allow marketing groups to promote t he Bisti in advertisements of t he water park. The mot ion f ail e d for lack of a second .

Lastly. councilor Sharer made another motion to table the item, Councilor DuckeLL seconded t he motion , and upon voice vote the motion carried unanimously.

Roach and Downtown Coordinator Michael Bulloch will be housed aL 119 W. Ma i n Street throughout the dura t i on of Lhe cons truc t ion (approximately 2 to 3 years) and no t ed that Mr . Bulloch' s hours have been i ncreased from part-time to full- time . Furthermore, he noted that staff i ntends Lo ask the do~mtoo.m bus i ness and properly owners at this meeting whether they are supportive of back- in parking as proposed by t he City' s consu l tant since this is a fundamental component of the design process .
