(a) the number of ceasefire violations by India at Pakistani

borders alongwith the details of loss of property and loss of

human lives suffered by Pakistan due to said violation; and

Will the Minister for Interior be pleased to state:

(a) the action being taken by the Government against foreigners

residing illegally in Islamabad, at present;

(b) if so, the number of said persons who are illegally residing in

Islamabad, so far?

Minister for Interior (Sheikh Rashid Ahmed): (a) It is submitted

that action against foreigners illegally residing in Islamabad has been

taken under the relevant law. During the current year 63 criminal cases

were registered against 134 accused persons under 14 Foreign Act 1946

residence illegally within Islamabad. The accused persons were arrested

and sent to judicial custody. After completion of investigation challans

have been submitted in the trial court, where they are facing trials.

(b) So for total number of 134 persons were illegally residing in

Islamabad have been identified, please.

180. *Moulana Abdul Akbar Chitrali:

(Deferred during 36th Session)

Will the Minister for Narcotics Control be pleased to state:

(a) whether it is a fact that the use of drugs in young generation

is being increased day by day;

(a) if the answer to part (a) is in affirmative, the steps being taken

by the Government to impose ban on drug use and to take

practical action against drug mafia; and

(c) the quantity of drugs confiscated during the year 2020-21?

Minister for Narcotics Control (Mr. Ijaz Ahmad Shah): (a)

According to drug use survey 2012 there were 6.4 million drug users /

addicts in Pakistan. No fresh survey has been conducted after 2012. In the

absence of latest figures, it is presumptive to deduce that the use of drugs

has increased assumed about increased use of drugs are developed based

on unauthentic surveys carried out by NGOs. The perception is also

inappropriately spread through electronic, print and social media without

questioning its authenticity. However, ingress of drug peddlers to

educational institutions cannot be ruled out. To formulate a credible action

plan to address the issue a latest drug survey must be conducted which is

being planned.

(b) ANF is continuously carrying out counter narcotics operations

against drugs peddlers who are selling drugs to youth / students of

educational institutions. In this regard special operations/ campaigns

around educational institutions are being regularly carried out. Details of

arrests and seizures made during these operations in the year 2020 and

2021 are at Annex-A.

(c) ANF has made significant seizures in the year 2020 & 2021.

Most of the drugs seized were being smuggled for local consumption,

which would have been sold to the youth as well. Timely operations by

ANF interdicted supply of these drugs to our youth specially students of

educational institutions. Following quantity of drugs have been seized

during 2020 & 2021. Details attached at Annex-B.

Will the Minister for Interior be pleased to state:

(a) number of officers, their names and grades employed in the

Ministry and its attached departments who are getting

transport monetization, Government vehicles; and

(b) names of officers who are using Government vehicles besides

getting transport monetization?

Minister for Interior (Sheikh Rashid Ahmed): (a) At present

eleven (11) eligible officers in MoI are availing the facility of

Monetization Allowance as per their entitlement. Details placed as

Annex-I.

(b) No officer who is availing facility of Monetization Allowance

is utilizing any official vehicle for private purpose; except official

meetings.

present; and

three years in order to attract the people to such places?

Minister for Interior (Sheikh Rashid Ahmed): (a) Following are

the existing historical places in Islamabad. Detail are as under:-

(i) Buddhist caves at Shah Allah Ditta.

(ii) Monument near Alexander route and well at Margalla Hills.

(iii) Buddhist Monastery Pond.

(iv) Baithak/ Sitting places of Hazrat Baba Ganj Shakar near

Shakarparian.

(v) Lohi Dandi, Chillah Gah.

(vi) Shrine of Hazrat Shah Abdul Latif (Bari Imam Sarkar).

(vii) Mosque at Lotus Park.

(viii) Shrine of Hazrat Mahmood Bukhari, Shiva & Rawal temple

in Saidpur.

(ix) Shrine of Golra Sharif.

(b) In order to attract the people to historical places. The

Environment Wing, CDA has taken a initiative to develop the historical

sites, monuments of Islamabad and development of Tourist facilities and

sites.

In this regard a PC-I has been prepared namely conservation &

Rehabilitation of historical sites, monuments of Islamabad and

development of tourist facilities and sites with the estimated cost

Rs. 299 (M) approximately which is under process.

4. *Begum Tahira Bukhari:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Chika Cheeno is a very famous food

items brand and being soldout/operated in Islamabad and

also in some other cities of Pakistan, for the last some years;

(b) whether it is also a fact that cases are registered against the

Chika Cheeno owners due to committing fraud with the

people, in the name of selling their franchise;

(c) if the answers to part (a) and (b) above are in the affirmative,

details of the cases registered against the Chika Cheeno

owners in the Islamabad, and also in other cities; and

(d) what steps are being taken by the Government to arrest the

culprits and to recover the amount of the innocent people

from the Chika Cheeno owner?

Minister for Interior (Sheikh Rashid Ahmed): (a) It is submitted

as per report of all Police Stations, Islamabad one fast food outlet with the

name of Chika Cheeno has been established in the year 2017-18, in the

jurisdiction of Police station Kohsar at F-7 Markaz, Islamabad, owned by

Dr. Amir Rasheed S/o Azmat Rasheed and presently no others fast food

with the above mentioned name is operational within Federal Capital,

Islamabad.

(b) A total number of 05 following cases were registered against

the owner of Chika Cheeno at Police Station Kohsar, Islamabad. The

detail of cases are as under:-

(c) Details of case registered in Islamabad against the owner of

Chika Cheeno have been mentioned in above para.

(d) It is submitted that 15 accused person i.e. (Dr. Aamir Rasheed

and his employees) were arrested in 05 criminal cases and after

completion of investigation, they were sent to judicial custody, challan

against the accused persons were sent in the trial court where they are

facing trial, please.

5. *Syed Agha Rafiullah:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that many drains “NAALAS” in Islamabad

have been repaired/beautified by the CDA, recently;

(b) if so, the total funds reserved for the same;

(c) whether formal bids were called to carry out such work; if so,

the details thereof; if not, the reasons thereof;

(d) the details of officers/officials of CDA, who were involved in

the planning and execution of such work;

(e) whether it is also a fact that a drain, which touches E-11 and

flows to F-11, Islamabad, in front of Khudadad Height has

been diverted, resulting worst floods in recent rainy days;

(f) if so, the reasons for diversion of the route of said drain as

mentioned above;

(g) what corrective measures are being taken by the Government

in this regard;

(h) whether in the absence of accountability of CDA

officers/officials and also their prolong postings at the same

seats is one of the main reason and a cause of a mess in the

affairs of CDA; and

(i) details of action taken by the Government to hold the

responsible accountable?

Minister for Interior (Sheikh Rashid Ahmed): (a) Yes, it is a

fact that boundaries of “NULLAHS” and cleaning have been made by

stone pitching method at different locations of Islamabad. All these works

have been executed in line with the directions of “Implementation of

Flood Management Interventions Islamabad Capital Territory (ICT)” and

by completion of all codal formalities.

(b) It is informed that for the current financial year 2021-22,

proposal of funds amounting to Rs. 100.00 million is demanded by Market

& Road Maintenance Directorate and it is in advance stage of allocation

by Authority subject to completion of all codal formalities.

(c) CDA executed most of these works departmentally. Material

and labour were engaged locally where required as there was no civil

structural works involved in cleaning of Nullahs and in case of

requirements labour and machinery were hired through local market by

completing all codal formalities.

(d) Sanitation Directorate CDA, Environment Directorate CDA,

Market & Road Maintenance North Division and Market & Road

Maintenance South Division, CDA official’s remained engaged in these

works.

(e) No diversion of this drain as mentioned in Question part “e”

has been made in front of Khudadad Heights. Only Nullah’s boundaries

improvement and cleaning of Nullah have been executed in front of

Khudadad Heights and it is also stated that in front of Khudadad Heights

no overflow or worst flood emerged at any time.It is again clarified that

overflow of Nullah took place in sector E-11 not in front of Khudadad

Heights. In front of Khudadad heights no overflow of Nullah took place,

neither any diversion made at any stage in front of Khudadad Heights. It is

also clarified distance between Nullah in front of Khudadad Heights and

Nullah in sector E-11 is approximately 1 Km and no work was carried out

at any stage in Sector E-11.

(f) No diversion of drain in front of Khudadad Heights have been

made at any stage. Only Nullah’s boundaries improvement and cleaning of

Nullah have been executed in front of Khudadad Heights and it is also

stated that at this point no overflow or worst flood emerged at any time. It

is also clarified that overflow of Nullah took place in sector E-11 not in

front of Khudadad Heights (where this office not executed any work). In

front of Khudadad heights no overflow of Nullah took place, neither any

diversion made at any stage in front of Khudadad Heights.

(g) Proper stone pitching as per directions of “Implementation of

Flood Management Interventions Islamabad Capital Territory (ICT)” have

been executed.

(h) & (i) All the works and matters in CDA are already subject to

the approval of Internal Audit and External Audit checks under the

administrative control of Auditor General of Pakistan.

6. *Agha Hassan Baloch:

Will the Minister for Interior be pleased to state:

(a) whether the concerned authorities have taken notice of the

fact that most of the districts of Balochistan and their tehsils

and towns do not have near by NADRA and Passport Offices,

as a result the peoples of the province living in remote areas

are deprived of easy access to such offices;

(b) whether it is a fact that the people are also deprived of

availing the full benefits of various social schemes of the

concerned Government due to non-provision of CNIC and are

also unable to get registered in the voter lists; and

(c) what steps are being taken by the Government to set up

NADRA and Passport Offices by taking all the concerned

authorities on board to enable the peoples of the province to

get their CNIC and passports at their doorsteps?

Minister for Interior (Sheikh Rashid Ahmed): (a) NADRA has

established its Registration Centers in all Districts and most of the Tehsils

of Balochistan province.

• Currently, 87 NADRA Registration Centres (NRCs) are

operational in Balochistan province.

• Moreover, 24 Mobile Registration Vans (MRVs) are also

providing registration services to the citizens of Balochistan

province in far flung areas.

• NADRA has plan to establish its Registration Centers in rest

of the Tehsils of Balochistan province by 2023.

(b) NADRA is making every possible effort to cover remaining

population; however, same cannot be achieved without cooperation of the

citizens.

(c) NADRA has taken many initiatives to provide registration

services to the citizens in the nearby areas:

• Establishment of NADRA offices in all districts of the

Balochistan.

• Registration services are providing at door steps and in far

flung areas through 24 Mobile Registration Vans (MRVs).

• More MRVs are being procured for enhancement of mobile

operations.

• Provision of registration services at home to the old age and

bed ridden citizens through manpack units.

• Provision of online registration services for overseas

Pakistanis.

7. *Mr. Ali Gohar Khan:

Will the Minister for Interior be pleased to state the steps being

taken by the Government to control the theft of water in Islamabad,

alongwith the number of cases registered so far since 2018?

Minister for Interior (Sheikh Rashid Ahmed): It is submitted

that the operation / maintenance of pipelines is being carried with proper

watch & ward to control theft of water from main conduction as-well-as

distribution pipelines. On observance the theft of water from conduction

lines by installation of illegal connection made by the local residents, the

same is removed forthwith by the Water Supply Staff. Since the year 2018

to-date, total 41-Numbers illegal water connections from 48", 36" dia

Main Conduction / Tube Wells lines made by the Farm Houses / Offices

in Orchard Scheme. Java Telli (Tarlai Farm Houses), Bari Imam

(list enclosed at Annexure-A) have been removed / sealed off to assure

management of better services.

8. *Mr. Muhammad Aslam Khan:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Shifa International Hospital, Sector

H-8, Islamabad, management has forcibly

occupied/encroached the roads in both sides of the hospital

for vehicle parking allegedly in exchange of some give and

take with concerned department of CDA;

(b) if yes, the reasons of such failure to remove the encroachment

alongwith names of the responsible against whom action is

taken by the competent authorities;

(c) whether it is possible to take possession of said area in the

jurisdiction of the Government to make both the roads hurdle

free for the smooth running of the traffic; and

(d) the time by which encroachment will be remove; if not, the

reasons thereof?

Minister for Interior (Sheikh Rashid Ahmed): (a) The Shifa

International Hospital did not forcibly occupy both sides of roads in Sector

H-8, Islamabad rather visitors of hospital parked their vehicles along road

sides causing traffic hurdles.

Moreover, CDA land occupied by the said hospital for car parking

has already been vacated. An inquiry to this effect is also under

investigation in FIA Corporate Crime Circle. This matter is also subjudice

before Islamabad High Court, Islamabad through W.P No. 2989 of 2015

titled M/s Shifa International Hospital, Islamabad Vs DG FIA and others.

(b) Parking of vehicles along road sides needs to be addressed by

Islamabad Traffic Police who deals with subject matter.

(c) This aspect may also be addressed by Islamabad Traffic

Police. However, CDA has no role to take possession of said roads under

any circumstances.

(d) It does not fall under the domain of CDA.

9. *Mr. Abdul Qadir Patel:

Will the Minister for Inter-Provincial Coordination be pleased to

state:

(a) whether it is a fact that the Pakistan Cricket Board (PCB) has

allegedly developed a culture that does not ensure

accountability and the persons are appointed to various

roles/posts in the PCB at huge financial incentives and they

have left the PCB at their discretion, neither the specific goals

are set out for their performance in PCB;

(b) whether it is also a fact that if the PCB forms a committee for

any kind of accountability within its domain, it is basically

toothless and their officials are also taking huge financial

incentives from the PCB; resultantly, neither such committees

can produce thoughtful investigative reports, nor any concept

of accountability is provided for such committees;

(c) if so, whether such situation has been assessed to provide the

accountability mechanism; and

(d) what steps are being taken by the Government to introduce

the concept of accountability in the PCB make the meritorious

targeted-based appointments and if an appointee cannot

justify his failures hold him/her accountable under the

provided law and to take action against him/her?

Minister for Inter-Provincial Coordination (Dr. Fehmida

Mirza): (a) The terms and conditions of appointment to the PCB are a

governed by the applicable employee service regulations i.e. the PCB

Human Resource (HR) Manual, which contains all relevant details

pertaining to, inter alia, recruitment, performance management,

remuneration and recognition etc. The range of remunerations payable to

PCB employees in particular grade / scale are either commensurate with

the prevalent market or are, in fact, even lower than what is being offered

in the market at times. With respect to whether employees can leave PCB

at their discretion, it is highlighted that employee contracts contain

termination clauses which may be exercised by both the PCB as well as

the employee. Similarly, the PCB HR Manual requires employees not to

conduct themselves in a manner that is detrimental to the interests of PCB

and also contains a detailed disciplinary policy in case employees are

found not to be meeting the expected standards of work for which they are

responsible.

(b) The Terms of Reference for each such committee are

determined by the competent authority at the PCB and it is factually

incorrect that PCB officials who are appointed to an inquiry/ investigative/

fact-finding committee take huge financial incentives from the PCB. In

fact, no extra allowances are payable to PCB employees/ officials by

virtue of their membership on such committees.

(c) As explained above, PCB has in place appropriate

mechanisms to determine and ensure accountability where a breach or

violation of applicable rules, regulations and policies has been established

after following the due process and all such rules, regulations and policies

are updated from time to time. These include, without limitation, the Code

of Conduct, Code of Ethics, Anti-Corruption Code etc.

(d) Individuals are appointed to the PCB as a result of a

transparent and merit-based process which includes the publication of

advertisements including specific job descriptions which are aligned with

the PCB’s strategy. PCB also has in place a performance management

system under which performance appraisals are undertaken against set

objectives, the progress of which is monitored and assessed throughout the

year.

10. *Ms. Tahira Aurangzeb:

Will the Minister for Interior be pleased to state the total amount

spent by the recent regime to make Islamabad safe zone and free

from crimes?

Minister for Interior (Sheikh Rashid Ahmed): The total amount

spent by ICT Police (3 different IDs), during recent regime to make

Islamabad safe Zone and free from crimes are as under:-

11. *Mr. James Iqbal:

Will the Minister for Narcotics Control be pleased to state:

(a) whether there is any proposal under consideration of the

Government to conduct a survey at Union Council levels in

the country to know about the criminals involved in drugs and

also the drugs users/addicts;

(b) if so, the time by which the said survey will be started?

Minister for Narcotics Control (Mr. Ijaz Ahmed Shah): (a) Last

survey of drugs users in Pakistan titled “Drug Use in Pakistan” was carried

out by Pakistan Bureau of Statistics in 2012 with collaboration of M/o

Narcotics Control/UNODC. However, fresh survey is under process.

(b) In process.

12. *Ms. Fauzia Behram:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the strength of Islamabad Traffic

Police officials is not sufficient, due to which Traffic Police is

not present at the busy places on the occasion of any national

or international conferences;

(b) the procedure adopted to install the speed limit, speed

breakers near the residential and commercial areas specially

at the schools and colleges; and

(c) what the steps are being taken by the Government for the

above?

Minister for Interior (Sheikh Rashid Ahmed): (a) Islamabad

Traffic Police ,was revamped on modern footings in the year 2005 and at

that time its area of responsibility was few sectors including Kashmir

Highway, Islamabad Highway and Muree Road. Therefore, strength of

685 was sanctioned for ITP which was sufficient to cover the areas and

regulate traffic.

However, at present the area of responsibility of Islamabad Traffic

Police has been increased and many new sectors and societies have been

established with increased population and vehicular influx. However, ITP

deploys its personnel in three shifts 24/7 and trying its best to cover all

prominent places apart from performing the VVIP routes, pilot and special

duties during such conferences.

The detail of such duties performed by Islamabad Traffic Police

during the last 03 years

(b) It does not relate to ICT Police.

(c) It is submitted that many units of ICT Police are functioning

without having sanctioned strength. A consolidated case for creation of

8688 posts including 1500 posts for ITP has already been taken up with

the Government vide letter dated 05-03-2020 but the same has not yet

been approved. Moreover, at present, 1595 posts are lying vacant in ICT

Police for which Establishment Division has been requested for issuance

of NOC for direct recruitment.

13. *Shazia Marri:

Will the Minister for Interior be pleased to state:

(a) whether the security cameras installed in the capital are

enough to identify any person, read and recognize an

object, vehicle or any other thing in daylight and also during

the darkness in particular, as and when it is needed to identify

from above;

(b) whether the concerned authorities have taken notice of the

fact that in many cases the quality of such security cameras

was not good enough to identify a person or an object in true

sense;

(c) particularly when the said recording of several incidents of

any kind sent to NADRA or any other law enforcement

agency; if so, reasons thereof;

(d) if so, what corrective measures are being taken by the

Government in this regard?

Minister for Interior (Sheikh Rashid Ahmed): (a) NADRA was

executing agency and conceived the project in the year 2013/2014. Under

the project 1940 cameras were installed in the Federal Capital. It is

relevant to mention here that presently installed cameras are covering only

30% area of ICT. During day light, the quality of cameras is good enough

to identify any person, vehicle or an object; however, quality of cameras

during night is not as good as in the day light due to less light on poles. In

this regard, CDA authorities have been written for installation of lights at

all poles where Safe City Cameras are installed. As for as he matter of

vehicle identification is concerned, 15 templates of various Number Plates

used in all over the country have been added in the VMS (Vehicle

Management System) to identify the vehicles.

(b) Safe City Islamabad was the pilot project of Pakistan which

was executed by NADRA. The cameras were installed in 2015-16 and the

quality differs comparatively with latest cameras. ICT Police under

various projects including Safe City Islamabad continually striving to

upgrade its processes and systems. The Safe City Project was handed over

to ICT Police in 2019 and since then the ICT Police is optimally utilizing

the project within meager resources. Presently, 95% of cameras of Safe

City Islamabad are functional which are playing vivacious role in crime

control and law & order situation. Moreover, surveillance is being made

from available resources in tracing out the suspects. Currently, 48% of

cases have been identified through installed cameras.

(c) Identification of human faces depends on captured footages

with respect to pre-defined angles; if he face is according to the angle then

it will be identifiable. Moreover, on he request of any organization/LEAS

footages/data are provided for investigation purposes.

(d) a. In first phase, two PC-1 regarding installation of 1900 latest

technology based cameras has been initialed through PSDP

funds and shall be approved shortly.

b. Hiring of vendor for Operations & Maintenance of Safe City

Islamabad is underway to achieve optimum results.

14. *Romina Khurshid Alam:

Will the Minister for Interior be pleased to state:

(a) what is the annual collection of Excise and Taxation

Department of Islamabad against each head during the last

three years;

(b) where such collection initially credited on a daily basis and

where or at which place it is finally parked for further

distribution;

(c) where is such collection used and how is it distributed into

different categories;

(d) whether there is a discrepancy between the daily collection

and the amount deposited at the final destination; if so, the

reasons thereof;

(e) what corrective measures have been taken to address such

discrepancies and hold the responsible accountable;

(f) whether the concerned authorities have taken notice of the

fact of alleged agent culture in the “E” and “T” department

of ECT; if so, the details thereof; and

(g) what further corrective measures are being taken to curb such

agent culture and make the whole process easier for the

common man?

Minister for Interior (Sheikh Rashid Ahmed): (a) The annual

collection of Excise & Taxation Department, Islamabad against each head

for last three years i.e. 2018-2021 is at “Annexure-A”.

(b) Excise & Taxation Department, ICT issues computerized

payment challan for each transaction. The fee/taxes are being calculated as

per the Active Tax Payer status of applicant. The applicants had to deposit

the same at National Bank Booth situated in the premises of department.

No human interaction is involved in assessment of fee/taxes.

(c) The daily receipts are being deposited by the National Bank

into Federal Treasury. The department neither could use the daily receipt

not distribute the same.

(d) The daily collections deposited in the National Bank booth

are being reconciled by the Federal Treasury Office. No discrepancy has

been ever pointed out by the auditors on account of daily collection till

date.

(e) As mentioned at Sr. “d” no discrepancy has been ever

pointed out by the auditors on account of daily receipt during the Audit.

(f) The staff has already been deputed to perform duty on daily

basis at entry/exit point of department. Furthermore, subsequently

crackdown had initiated against agent mafia and sent to Police Station.

(g) The department has extended all the possible resources for

the easement of common man and to axe the involvement of agent mafia.

The following initiative has been taken by the department to make the

whole process transparent.

Introduction of Biometric Verification system in respect of

new registration and post registration applications in order to

cope up the fraudulent transactions.

Online Token Tax Payment service has been provided to

owner of Islamabad registered owner. Now, the owner can

pay the tax of their vehicle through application namely “City

Islamabad” either through online banking application or by

visiting any e-Sahulat Center of NADRA. Now, the citizens

are not required to visit the office for payment of Motor

Vehicle Tax.

Door step vehicle registration has been stalled for resident of

ICT. Now, the applicant could book their appointment and get

their vehicle registered at their doorstep.

Mobile vehicle registration has been started by the

department. Mobile Van of department provides all the

services at different locations in ICT on daily basis from 05

pm to 07 pm.

Will the Minister for Inter-Provincial Coordination be pleased to

state:

(a) whether the Government has taken the decision to revive the

Football Federation back; and

(b) what steps are being taken by the Government to bring back

Football Federation in Pakistan?

Minister for Inter-Provincial Coordination (Dr. Fehmida

Mirza): (a) Government is trying to play a mediating role after suspension

of Pakistan Football Federation by FIFA in April, 2021. Government has

also taken all stakeholders on board to resolve this issue amicably leading

to revival of Football in Pakistan.

(b) After taking all stakeholders on board, the Government is

trying to facilitate Normalization Committee to hold transparent elections.

16. *Ms. Shagufta Jumani:

Will the Minister for Interior be pleased to state:

(a) has the Circle Registrar, as the regulator of Cooperative

Societies, taken notice of the fact that the Senate Secretariat

Employees Cooperative Housing Society, Islamabad has

canceled the membership of several persons in recent past; if

so, the reasons thereof and was he authorized to do so;

(b) has the regulator also taken notice of the fact that the

membership list has been tampered with and new entries have

been made against the above-mentioned canceled

membership;

(c) if so, has any special audit of the society been conducted in

recent times; if so, details of it and if not, whether there is a

proposal to conduct a special audit of the society and to

investigate its administrative and financial affairs and if any

discrepancies are found, the person responsible should be

held accountable;

(d) what steps are being taken to give physical possession of plots

to decades old members?

Minister for Interior (Sheikh Rashid Ahmed): (a) As per

Society’s record, the Annual General Meetings held in year 2011

approved to cancel the memberships of defaulter members. Minutes of

said AGMs were also approved by the Registrar’s Office.

(b) The Society has confirmed that no new entry or name has

been incorporated in the said cancelled list of members. No further action

or decision has been taken by the present managing committee in this

regard.

(c) As per report of Society no such anomaly has been reported in

regular Annual Audits, a Special audit was conducted in year 2017

whereas at present, Registrar Cooperatives Societies has also ordered

Special Audit and all data has already been provided to the Auditors.

Moreover, the Sub-committee of Public Accounts Committee (PAC) has

already probed this issue after examining all record and its directives are

awaited and complied with. As narrated above, the Special Audit is near to

completion but it is once again assured that there are no new entrants

against the cancelled memberships. The Society has stated that although

the matter is clear, however if any ambiguity arises, same will be dealt as

per law.

(d) The Society has stated that the possession of plots will be

handed over to members in near future, who had already allotted with plot

numbers; provided that they may pay their development charges in time.

Development at site has already been commenced.

17. *Mr. Sher Akbar Khan:

Will the Minister for Interior be pleased to state:

(a) the number of affectless whose applications were referred by

the Ministry of Interior to FIA in respect of fraud case in

Jammu and Kashmir Cooperative Housing Society, G-15/4,

recommendations/decisions of Standing Committee on Interior made in its

34th meeting held on 7th April, 2021,included 02 fraud reports related to

J&KCHS which were forwarded to FIA vide letter No. F. 3(1)/2021-Com-

III-2 dated 24-05-2021.

After receiving the matter at FIA CCC, Islamabad, 02 enquiries

were initiated against the relevant reports whose detail is enclosed as

Annex-A.

spend this amount on Rawalpindi Project whether society will

spend said amount on the development of same project where

said land was sold out as per law;

(c) if so, whether the administration of society will spent the

income earned from the same on the Sector F-15, Islamabad;

Minister for Interior (Sheikh Rashid Ahmed): (a) The Society

has reported that no amount has been received by the Jammu & Kashmir

Cooperative Housing Society till to-date for sale of land to Federal

Government Employees Housing Authority.

(b) The Society has stated that no such proposal in under

consideration of the Management of the Society.

(c) As per report of Society no amount has been recovered so far,

therefore, any decision regarding its disbursement could not be taken at

this stage.

19. *Ms. Naureen Farooq Ibrahim:

Will the Minister for Interior be pleased to state:

(a) the percentage of area of Islamabad Capital Territory whose

computerized record has been completed so far; and

(a) the time by which remaining areas will be computerized

alongwith complete detail thereof?

Minister for Interior (Sheikh Rashid Ahmed): (a) The revised

PC-I of the project titled “Land Record Management Information System

in Rural Areas_ of ICT” has been approved on 07-09-2021 by the Central

Development Working Party (CDWP) and MOU between Survey of

Pakistan and ICT Administration has been signed for the execution of the

project and Survey of Pakistan has been assigned the task to complete the

computerization of Rural Areas of Islamabad in 18 months. So far no

Rural Area of ICT has been computerized.

(b) As per received approved PC-I Survey of Pakistan will

complete the computerization of Islamabad Rural Areas within 18 months.

20. *Mrs. Shahida Akhtar Ali:

Will the Minister for Interior be pleased to state:

(a) the date on which inquires of Jammu and Kashmir

Cooperation Housng Society refereed to NAB alongwith the

number of inquiries, the number of meetings held on each

inquiry, the names of officers who dealt with the said

inquiries alongwith the details of date wise meetings and the

names of officers;

(b) the progress of each inquiry, the details of fraud found in that

inquiry alongwith the details of the recovered amount; and

the number of accused persons arrested so far; and

(c) the number of members to whom amount has bee paid or the

possession has been given after allotment of plots alongwith

the details thereof?

Minister for Interior (Sheikh Rashid Ahmed): (a) 38 Nos.,

complainants have been referred to NAB Rawalpindi vide J&KCHS letter

No. JKCHS/2020/NAB/525 dated 30-04-2020 which are registered under

tracking ID No. NABR20200611210938. However, record/ status of

proceedings of inquiries can be explained by the NAB.

(b) The inquiries are under investigations with the NAB, out of

which one Reference has been filed by the NAB Rawalpindi in

Accountability Court on September 2021. However, neither any amount

has been recovered nor any accused person has been arrested so far.

(c) As mentioned above any amount has not been recovered so

far, therefore, any member could not be compensated as of now.

Will the Minister for Interior be pleased to state the location-wise

police check posts established in the Islamabad at present?

Minister for Interior (Sheikh Rashid Ahmed): It is submitted in

the recent past under the policy of the Federal Government, all the check

posts established within Federal Capital have been removed. However

keeping in view the importance of high security zone, the police personals

remained present at the entry points of high security zone to watch

suspicious vehicles/persons to avoid any untoward incident. Snap

Checking are also being conducted from time to time at NADRA

Headquarters Chowk, Serena Chowk and Express Chowk Parade Avenue,

please.

22. *Mr. Ramesh Lal:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that I-16, Islamabad is a CDA Sector;

(b) if yes, the total number of Tube Wells have been installed for

water supply in said sector and the number of Tube Wells

which are not in working condition; and

(c) whether any alternative arrangements has been made by the

Government for water Supply to the aforesaid sector?

Minister for Interior (Sheikh Rashid Ahmed): (a) Yes, It is fact

that I-16 Islamabad is a CDA Sector.

(b) It is stated that no tube well has been installed in Sector

I-16. Electric Resistivity Survey (ERS) has been conducted at several

points in the area for exploration of underground water. According to the

reports installation of tube wells in the area was not recommended.

(c) CDA has planned supply of water to Sector I-14, I-15 & I-16

through pipeline from Shah Allah Ditta Water Reservoir. The work in

laying of pipeline has been completed up to 80% at site and the remaining

work is held-up due to dispossession of land coming in the alignment of

pipeline. The efforts are being made for safe land possession to complete

the balance work.

23. *Moulana Abdul Akbar Chitrali:

Will the Minister for States and Frontier Regions be pleased to

state:

(a) whether it is a fact that under the Rules of Business, 1973

each Ministry or Division has to prepare Annual Book of

performance;

(b) if so, the details thereof; if not, reasons for not preparing the

said book; and

(c) action being taken by the Government against the responsible

functionaries for this negligence?

Minister for States and Frontier Regions (Sahibzada

Muhammad Mehboob Sultan: (a), (b) & (c) According to Sub-Rule (2)

of rule 25 of the Rule of Business 1973, at the beginning of each financial

year, each Division shall, for the information of the Cabinet and for the

information of general-public, prepare the Year Book as a permanent

record.

In 2018, Cabinet Division vide Memorandum dated 17th Oct.,

2018 issued new instructions in which it was directed that each Division

shall prepare and upload Year Book on its website instead of making hard

copies as per their pervious guidelines for Preparation of Year Book 2011-12.

Ministry of States and Frontier Regions has been following the

matter periodically and the Year Book 2016-2017 was uploaded on the

website Subsequently, Year Book 2020-21 has been uploaded as per

requirement.

It is also pertinent to mention here that Ministry of SAFRON has

from time to time shared its performance, and activities with M/o.

Information and Broadcasting, PM office and other departments as and

when required.

the required amount from the Ministry of Finance over the

last three years to pay different pensionary dues to employees

who have retired, martyred or died during the service;

during the said period and he date of payment to each of the

Will the Minister for Overseas Pakistanis and Human Resource

Development be pleased to state:

(a) whether it is a fact that Pakistan earns huge amount of money

through seafood exports with the efforts of fishermen but the

hard work of fishermen is not being recognized;

(b) whether Government intends to consider a proposal to

include millions of fishermen in the ongoing schemes of

EOBI;

(c) if so, the details thereof; if not, the reasons thereof;

(d) whether currently there is an impediment for inclusion of

fishermen in EOBI’s ongoing schemes;

(e) whether is there any proposal under consideration of the

Government to relax such laws to include fishermen in EOBI:

(f) if so, the details thereof; and; if not, the reasons thereof?

Minister for Overseas Pakistanis and Human Resource

Development: (a) As per the report provided by EOBI at present EOBI

has registered 12 fishermen’s related organization and a total of 636

fishermens are registered.

(b) Fishing is an informal activity therefore do not fall under the

definition of establishment. The applicability of the EOB Act, 1976

currently allows mandatory registration of establishments/ industries with

10 employees or more, nevertheless, such organizations can registered

themselves voluntarily.

2. However, the Ministry is working on Amendments in the

EOB Act 1976, which will allow fishermen to have access to benefits

under EOB Scheme.

(c) Currently, the first round of consultation in the proposed

Amendments in the Act was completed and the law and Justice division

has vetted the draft, nevertheless, the Prime Minister Office has raised

some observations and clarifiactions. In the back drop of such next round

of consultation is required to be held with the Ministries of Finance,

Commerce, Industries, BOI, State Bank and Provincial governments. After

completion of the process the amendments shall be forwarded to the Prime

Minister and the CCLC .

(d) EOB Act, 1976 in its current shape allows mandatory

registration of establishments & industries with 10 or more employees.

Since, most of the fishermen operate as a family business is informal

sector, they cannot opt for registration under EOB Scheme. However,

workers employed associated with Fishermen Corporative Society, fish

processing industries etc. working in formal sector are registered under

EOB Scheme. The number of such establishments is 12 & the numbers of

insured persons (OPs) are 636.

(e) The Ministry is working on Amendments in EOB Act 1976 to

incorporate informal sector to EOBI’s benefits net.

(f) Currently, the first round of consultation in the proposed

Amendments in the Act was competed and the law and justice division has

vetted the draft, nevertheless, the Prime Minister Office has raised some

dengue;

agency/firm;

(d) if so, the details thereof; if not, reasons thereof;

(e) whether it is a fact that the ICT administration has failed to

fulfill its responsibilities in the year 2021, as a result of which

the capital has been badly hit by dengue epidemic this season;

if so, whether it is not a negligence of ICT administration;

(f) whether the Government has taken steps to identify the causes

of the unprecedented outbreak of dengue in the capital and

hold the responsible accountable for their failure to fulfill the

fixed responsibilities;

(g) if so, the details thereof; if not, the reasons thereof; and

(h) what protective measures are being taken by the Government

to take all stakeholders on board and formulate a

comprehensive strategy to address the outbreak

desease dengue presently and also for the future?

Minister for Interior (Sheikh Rashid Ahmed): (a) The dengue

epidemic has highly hit the country specially Lahore, Karachi, Peshawar,

Rawalpindi and Rural Islamabad.

Two departments of Health take measure to control dengue fever:

1. DHO office M/o NHSR&C for the Rural and semi-urban

areas of Islamabad where dengue epidemic is high.

2. Directorate of Health Services, MCI-----Responsible for

Sectoral Islamabad/Municipal limits of CDA.

It is the responsibility of ICT administration in to liaison with other

stakeholders to control dengue. In this regard ICT administration did the

following jobs:

Regular Coordination meetings at Chairman CDA Office, Chief

Officer, MCI, M/O NHSR&C, 10 Corps Chaklala, Deputy Commissioner

Office Islamabad and Dy. Commissioner Rawalpindi Office to coordinate

with all stake holders to plan,, control and execute dengue measures.

(b) Finance Wing of CDA has reserved, released and utilized

Rs. 7400000 (7.4 Million rupees) to control dengue in the year 2021. The

funds and resources allocated to DHO office are separate and can be

inquired from the department.

(c) No, the funds have not been audited by any government

agency/firm till date.

(d) The audit of funds allocated and released for the current year

2021 will be conducted at the end of the financial year.

(e) Dengue is an endemic disease, which has cyclic pattern not

only Pakistan, but in more than 100 countries in the world effecting.

almost 400 million people. Till date (29-10-2021) the number of dengue

cases in Urban Islamabad under the DHS, MCl/CDA are 801 and in Rural

Islamabad areas under DHO are 3105. ICT dengue control functions are

divided among All confirmed Dengue cases were, strongly responded as

per SOPs of WHO.

(f) Dengue is an endemic disease in twin cities and other parts of

the country, which has cyclic pattern.

In the year 2021 heavy rainfall was witnessed in Islamabad. Due to

heavy rainfall, Directorate of Health Services, MCI strongly responded.

As a results 801 dengue cases were reported from Sectoral Islamabad/

Municipal Limits of CDA atleast four (04) times less than surrounded

areas.

In the Rural areas of Islamabad where dengue epidemic is high,

waste management is the cause besides other reasons.

(g) Dengue is an endemic disease in twin cities and other parts of

the country, which has cyclic pattern. However, Junk yards, Solid Waste

Management, unplanned urbanization. Urban Slums are the main

challenges. Dengue disease is not only endemic in some parts of Pakistan,

it rather hit almost 100 countries in the world very year.

(h) M/o of National Health Services, Regulation & Coordination

and 10 Corps have taken measures by all stakeholders on board through a

team work. A comprehensive strategy to address the outbreak of dengue

has been formulated and shared with M/o NHSR&C and 10 Corps.

Minister for Interior (Sheikh Rashid Ahmed): (a) Correct. It is

fact that PTCL facility is not available in E-16 and E-17 of the Cabinet

Division Employees Cooperative Housing Society, Islamabad.

(b) As per report of Society, one of the requirements of PTCL to

extend their services that the Society should have the capacity to get at

least 180 connections immediately. Whereas number of the completed

houses / residents in CDECHS is about 130. As and when the minimum

number of houses / residents would be completed the matter will be taken

up with PTCL.

possession areas in Sector F-15/1, Islamabad size 40x80 to

the allottees besides receiving full payment; and

(b) if the answer to part (a) above is in affirmative, the

Honourable Minister give assurance to the House for

initiating legal action against the society?

Minister for Interior (Sheikh Rashid Ahmed): (a) FIA deals

with any legality, criminality, illegal loss/gain, omission and commission

with malafide intentions. So far, the possession of plots is concerned this

does not fall under the ambit of FIA but in the jurisdiction of Registrar

Cooperative Housing Societies, Islamabad.

(b) Therefore, such matters are sent to Circle Registrar and the

Registrar Cooperative Housing Societies for further necessary action at

their end.

59. Mr. Iqbal Muhammad Ali Khan:

(a) whether it is a fact that thirty eight (38) inquiries are going

on to investigate the fraud case of Jammu and Kashmir

had paid the amount earlier in zone-V whether the said point

non-functional and motorists face great traffic jams at said

point; if so, the reasons thereof; and

(c) the time by which, maintenance/repair of aforementioned

that a traffic blinker was installed at Sawan road college Chowk Stop,

G-10/4, Islamabad instead of signal and which has been made operational.

(b) It is a traffic blinker and used for warning only and it cannot

caused any traffic jam.

(c) The traffic blinker has been made operational and working

properly.

project of construction of prison/Jail in Islamabad has been

dropped?

Minister for Interior (Sheikh Rashid Ahmed): No. The project

“Construction of Model Prison at H- 16 Islamabad” was approved by

ECNEC on 20-07-2016 at a cost of Rs. 3.9 billion. Rs. 240.000 million has

been allocated in current year PSDP 2020-21 and the same has been

released.

The project is under implementation and Rs.1, 507.054 million has

been utilized so far.

Islamabad have been affected during the last three years due

to cancellation of allotment of their kiosks/khokhas;

of the khokha owner alongwith date of allotment and location

of these kiosks/khokhas;

(c) whether is it also a fact that cases for earmarking of these

kiosks/khokhas are lying with the CDA but the authority has

been failed in earmarking these kiosks/khokhas to date; and

(d) the time by which these kiosks/khokhas will be earmarked and

allotment/restoration letters will be issued to their respective

owners?

Minister for Interior (Sheikh Rashid Ahmed): (a) Yes, due to

violation of the terms & Conditions of the temporary license for running

the kiosk/ khokhas was cancelled on 01-11-2013 with the approval of

Competent Authority.

(c) As per directions by the Senate Standing Committee and in

the light of CDA Board Decision Municipal Administration, MCI

forwarded the each individual case file of kiosk / khokha to Planning

Wing CDA for earmarking the sites in lay out plan 2020.

(d) The process of earmarking if kiosks / Khokhas is being

finalized which will be forwarded to Directorate of Municipal

Administration, Metropolitan Corporation Islamabad. They will issue

licenses to Kiosks.

(b) CDA /MCI is providing the burial and bus service to the

citizens of Sector I-16. The said Sector falls under the municipal limit of

Islamabad, but till to date neither any person from said sector approached

Graveyard Section, MCI for burial of dead bodies / funeral services to be

rendered by CDA / MCI.
