Villa Francesca-The Ruth and Thomas L. Shepherd House - was designed by Master Architect Thomas Shepherd and served as his family home from 1943 until 1986. Located one and a half blocks west of the intersection of La Jolla Boulevard and Via del Norte, the one-story, 2937 sq. ft., 4 bedroom and 4.5 bathroom home was designed in 1939, just months after the architects first tr·ip to Europe. Shepherd described the home's style as following 181

h century Italian prototypes, today c lassified as Italian Renaissance Revival (McAlester, 2013). Shepherd emphasizes a measured sense of proportion and symmetry through co lor and form: centered at the end of a circu lar drive, the entry fac;ade projects forward from two side aisles and is accented w ith class ical p il asters, a w ide corni ce and molding and low-profile hipped roof covered in green

terracotta tiles . A central axis ~---------------------------------. connects the entry with the

Villa Francesca-The Ruth and Thomas L. Shepherd house was designed in 1939 by Master Architect Thomas Shepherd as his family home. Shepherd would become the longest practicing architect in La Jolla's history, spanning the subdivision "boom years" of the late 1920s through the 1970s. Influenced by two months spent in Italy at the close of the Depression, the architect applied elements of classical Italian architecture to his personal suburban home. Classified today as Italian Renaissance -Eclectic (McAlester, 2013) the residence is symmetrically placed along an axis from the front door to the back-patio wall. The fac;ade is set back off the street, aligned at the top of a curved drive, and framed by two olive trees planted by the architect in the 1940s. Classical elements are painted off-white in contrast to building's coral stucco exterior: pilasters, molded surrounds, a wide entablature/cornice that runs the width of the building. The house embraces the Southern California indoor/outdoor lifestyle: doors from living room and loggia open seamlessly onto a verdant patio where original trees and plantings are tucked between enclosed patio areas and walkways decorated with antique tiles collected by the architects during his many travels around the world. Two owners, have made minor changes including replacement of patio doors and a new kitchen, resulting in only minor changes to the building's exterior. The residence has excellent historical and architectural integrity.

I) City of San Diego HRB Criterion A: The key distinction provided by the City in HRS Criterion A is that in order for structures or built

candidates to be considered as historically significant they must be characterized as exemplify ing

or reflecting "special elements" of development. The Guidelines for the Application

of Historic Resources Board Designation Criteria state that:

-Special elements of development refer to a resource that is distinct among others of its

kind or that surpass the usual in significance. It is not enough for a resource to simply

reflect an aspect of development, as all buildings, structures, and objects do. (Italics

added).

Consideration for designation is, therefore, established based upon whether or not the structure

exemp lifies or reflects special elements of development listed under Criterion A.

Discussion: The 345 Via del Norte house, named Villa Francesca by Ruth and Thomas Shepherd

was completed in 1940 in Italian Renaissance - Revival style. For the evaluation under HRS A, the

following aspects of development were considered:

• Historical Development: Historical development shall exemplify or reflect a special or unique

aspect of the city's general historical development; or shall exemplify or reflect a unique aspect

of the city's history (City of San D iego H RB 2009a). There are two ways Villa Francesca -

• The Ruth and Thomas L. Shepherd house, completed in 1940, exemplifies special aspects of La

J..9 lla's history: (1 it was the home of La o ll a's longest practicing and most prolific architect,

and (2) the design marks a turning point in scale and aesthetic direction taken by the architect.

Shepherd's career spanned the years 192 7 to 1979, or fifty-two years, making him the longest

practicing architect in La Jolla's history. Thirty-six of those professional years were spent while

living in Villa Francesca. It was here that the architect would die at age 82, surrounded by his

characteristic light-filled rooms and the couple's antiques and art. Of the other eleven

architects working in La Jolla in the 1920s, only three continued to work after the Depression,

Richard Requa, Cliff May, and Thomas Shepherd. (McArthur et al. 2017) Shepherd's own

designs, and those built with his partner Herbert Mann, between 1927 and 1937, are typically

multistory Spanish Eclectic designs, with an occasional Monterey two-story residence.

The modest scale of Villa Francesca, and its classical Italian design mark a turning point in the

architect's work. If the CHRID record of Shepherd buildings is sorted chronologically one can

view the shift that occurs in his style after 1940. (See Appendix E, page 61-62) The scale and

simplification seen in Shepherd's Depression-era properties such as - HRS # 1000 (1933),

#898 (1934), #710 (193 7) - show the architect's quest for economies of scale, materials, and

design. Several other Shepherd (non-designated) homes in La Jolla built during the 1930s are

multi-story Spanish Revival designs. 1 (San Diego Union, 1930) However, following what was

likely his first trip to Italy, at the close of the Depression, he created a model Mediterranean

des ign for the suburban home. The architect returned to this model for subsequent

commissions, such as 7741 Lookout Drive, La Jolla, where Shepherd dupli cates the front entry

fac;ade used in Villa Francesca (Appendix E. pg. 63) . While Villa Francesca clearly served as a

conceptual model for the arch itect, and he has played a signif icant ro le in the town's

arch itectural history, the home does not meet Criterion A, as this one design does not appear

to have had an impact to the town 's overall historical development.

• Archaeological Development: Archaeological Development may be prehistoric or historic in

nature but must exemplify archaeological development through subsurface deposits and may

include associated surface features (City of San D iego HRB 2009a). No archaeological sites

are associated with the Ruth and Thomas L. Shepherd House. The property is therefore, not

significant with respect to any form of archaeological development.

• Cultural/Social Development: Cultural development shall exemplify or reflect development that is associated with a group of people linked together by shared values, beliefs, and historical associations, or are properties associated with significant achievement in the visual and fine arts (painting, sculpture, architecture, theater, dance, music), literature, philosophy, religion, science, mathematics, the social studies, or any of the disciplines that are commonly associated with public and private institutions of higher learning and/or academic inquiry. Social development shall exemplify or reflect development that is associated with relations and interactions with others (City of San Diego HRB 2009a) . Historic research into the Ruth and Thomas L Shepherd did not reveal an association with events or associations. The property is, therefore, not significant with respect to any form of cultu ral or social development.

• Economic Development: Economic development shall exemplify or reflect development associated w ith the local, regional, state or national economy or economics, including manufacturing, labor and agriculture, maritime and transportation industries (City of San Diego HRB 2009a). The Ruth and Thomas L. Shepherd House is not associated with any patterns of economic development reflecting local or reg ional economic patterns or industries. The property is, therefore, not significant w ith respect to any form of economic development.

• Political Development: Political development sha ll exemplify or reflect development associated with politics or the political atmosphere, including women's suffrage, neighborhood activism, labor organizations and the Civil Rights Movement associated with ethnic and gay/lesbian issues (City of San Diego HRB 2009a). The Ruth and Thomas L. Shepherd House is not associated with any pol itical movements or individuals associated w ith politics. The property is, therefore, not significant with respect to any form of political development.

• Aesthetic Development: Aesthetic development shall exemplify or reflect development

associated w ith an artistic arrangement in theory or practice (City of San Diego HRB 2009a) .

The Ruth and Thomas L. Shepherd House is not assoc iated with any specific aesthetic patterns

of archi tectura l developments or arrangements that reflect any noteworthy design elements.

The property is, therefore, not significant with respect to any form of aesthetic development.

• Engineering Development: Engineering development shall exemplify or reflect development

associated with engineering (City of San Diego HRB 2009a). The engineering design of the

Ruth and Thomas L. Shepherd House is not associated with any unusual or unique aspects of

eng ineering design or development. The property is, therefore, not significant with respect to

any form of engineering development.

• Landscape Development: Landscape development shall exernplify or reflect development

associated with garden and park design, subdivision design, or ecosystem/habitat restoration

and may include professionally applied standards or design ingenuity within landscape disciplines (City of San Diego HRB 2009a). While Thomas Shepherd did plant the o live trees

in front of his property, and landscaped the back garden, it is not of significance to garden and

park design in the region.

• Architectural Development: Architectural development shall exemplify or reflect development

associated with the city's-built environment, especially that designed and constructed by non­architects, including real estate developers, contractors, speculators, homeowners and others associated with the building industry (City of San Diego HRB 2009a). As the Ruth and Thomas

L. Shepherd House was designed by the architect it is not representative of a particular form of

residential development in the bui lding industry.

When evaluating a historic resource, integrity is the authenticity of the resource's physical identity clearly indicated by the retention of characteristics that existed during its period of sign ificance. It is important to note that integrity is not the same as condition. Integrity directly relates to the presence or absence of historic materials and character-defining features, while condition relates to the relative state of physical deterioration of the resource. In most instances, integrity is more relevant to the significance of a resource than condition; however, if a resource is in such poor condition that original materials and features may no longer be salvageable, then the resource's integri ty may be adversely impacted. The seven aspects of integrity used in evaluating a historic resource are:

1. Location is the place where a resource was constructed or where an event occurred. 2. Design results from intentional decisions made during the conception and planning of a

resource. Design includes form, plan, space, structure, and style of a property. 3. Setting applies to a physical environment, the character of a resource's location, and a

resource's relationship to the surrounding area. 4. Materials comprise the physical elements combined or deposited in a particular pattern or

configuration to form a property.

5. Workmanship consists of the physical ev idence of crafts emp loyed by a particular culture, people, or artisan, which includes traditional, vernacular, and high styles.

6. Feeling re lies upon present physical features of a property to convey and evoke an aesthetic or historic sense of past t ime and place.

7. Association direct ly links a property with a historic event, activity, or person of past t ime and place, and requires the presence of phys ica l features to convey the property's character.

In order to assess each aspect of integrity when evaluating the Ruth and Thomas L. Shepherd

House, the fo llowing steps were taken, as required in the City of San Diego Guidelines for the

Application of Historical Resources Board Designation Criteria, Land Development Manual,

Historical Resources Gu idelines, Appendix E, Part 2, Adopted August 27, 2009a:

1. Integrity of location is the place where a resource was constructed or where an event occurred

(City of San Diego HRB 2009a). Integrity of location was assessed by reviewing historic records

and aerial photographs in order to determine if the structure had always existed at its present

location or if it had been moved, rebuilt, or its footprint significantly altered. According to the

water hook up records, and the di rectories, The Ruth and Thomas L. Shepherd House was

completed in 1940 at its current location. The building has not been moved or its location

otherwise impacted in any way, and therefore, retains integrity of location.

2. Integrity of design results from intentional decisions made during the conception and p lanning

of a resource. Design includes form, plan, space, structure, and style of a property (City of San

Diego HRB 2009a) .

Integrity of des ign was assessed by evaluating the spatial arrangement of the house on its lot

and its architectural features. Shepherd knew Lower Hermosa well . After joining the Mann

Building Company in 1926, he designed numerous homes in the subdivis ion, both w ith and

without his Associate. Examples are the historically designated homes: HRB#560, HRB #833,

HRB #630, HRB # 1144, HRB #993 . He often bought the lots, designed the homes, then so ld

them (i.e. 391 Via del Norte HRB #993, and the house next door at 6130 La Jolla Boulevard

where he would live for two years (See Photos Appendix E. p 68). The scale of these projects

reflects the architect's skill and the standards set by the subd ivision's developers, La Joll a

Properties. The subdivision implemented covenants and restrictions to assure exclusivity by

requ iring approval of all architectural designs; minimum lot frontage (70'-80'); lot depth (150');

and a minimum construction costs.)2

Shepherd stated to the current owners of Villa Francesca that "he had the pick of the lots" in

Lower Hermosa for the house. (Joehnk, 2016) He initially purchased Lot Two (2) Block Seven

(7) in Lower Hermosa, in November 1938, only three months after return ing from what was

most likely his first trip to Europe. (San D iego Un ion, Apri l 17, 1938 and August 14, 1938,

Appendix E. p. 64) The trip was an inspiration, for five months later Shepherd completed seven

pages of drawings for the home for "Mr. and Mrs. Thomas Shepherd," dated January 1939.

While the house was under construction in 1940, the architect was interviewed by the La Jolla

journal. He described the design as not following any particular style but "181h century Italian

precedent" ... "with a large plot of land which will adapt itself to a curving driveway" . .. with

"use [of] two-toned coloring and the blue-green roof ti les. (La Jolla Journal, May 16, 1940,

Appendix E. p 65) The original Plot Plan shows that the house and garden are centered

squarely on the central north-south axis, with an 86' wide frontage. The lot depth is a 148.84'.

Villa Francesca preserves the entire front fac;ade of the original: west side, back garden, the

curved drive, coloration, and the original footprint with a minor addition to the East facing

facade. The design falls under the eclectic directions taken by early Twentieth century

arch itects today classified as "Italian Renaissance" (McAlester 2013). Characteristics of the

style seen in Villa Francesca are: the low-pitched simple hipped roof covered by ceramic tile;

an entrance accented by classical pi I asters; and the symmetrical fac;:ade. Also characteristic is

the central entry which projects forward from the front fac;ade, with two side wings set back on

either side. Four pilasters support a wide molded cornice that runs the length of the low­

profile green glazed terracotta roof.

between the pilasters, framed with molded surrounds. Heavy wood shutters are used on the

front windows, their green color echoing the color of the tile roof and unifying the entire

fac;ade. As mentioned in the 1940 interview with the architect, the stucco's two-tone "coral"

coloration sets off the classical details and is complemented by the green ti le roof. The front

door has a raised plaster door surround with plinth, lintel extensions (ears) and recessed

paneling and two leaded lights. Additional original details on the fac;:ade include the metal

light fixture above the front door, the origina l wall mounted mai l box, and cast hardware. The

form of the circular drive is preserved as drawn on the original plan.

Most of landscape plan is as originally conceived: two olive trees are situated at the top of the

circular drive; hedge rows along the front side walk, and trees in the back garden are

preserved. Original wood pergolas, attached to the west and east sides of the house, vary and

extend the horizontal roof line, adding to the sense of scale. Fenestration on the sides and

back include multi-paned wood windows, diamond paned leaded windows and French doors.

In 1961 -62, the Ruth and Thomas Shepherd enclosed the west wall of the sun porch with large

aluminum sliding doors, and in 1969 installed a pool and pool equipment shed. The newly

enclosed space provided seating for large dinner parties. In 1994, the Erley1s rep laced the

former sun porch with a new kitchen, enlarging the space on the east side with an additiona l

250 sq. feet. The Shepherd's former (very small kitchen) became a butler's pantry. The Erleys

replaced the aluminum sliding doors installed by Shepherd in 1961, with five pairs of single

lite French doors with segmented arch and recessed bottom panels. These are distinct from the

French doors used by Shepherd which are diamond paned leaded windows. The Erleys also

filled in the Shepherd' swimming pool. In 1997, the remodeling project was featured in San

Diego Home and Garden. (Appendix E. p 74) The swimming pool was not part of the

architect's original plan for the house. As such, the changes made after the 1939 original

design, and 1961 additions made by Shepherd adhere to the Secretary of the Interior's

Guidelines for Rehabilitation, specifically Standards 9 and 10 which state:

(9) New additions, exterior alterations, or related new construction, shall not destroy

historic materials that characterize the property. The new work shall be differentiated from

the old and shall be compatible with the massing, sizing, scale, and architectural features

to protect the historic integrity of the property and its environment.

(10) New additions and adjacent or related new construction shall be undertaken in such

a manner that if removed in the future the essential form and integrity of the historic

property and its environment would be unimpaired.

A vine covered original pergola is located on the left side of the front fac;ade inhibiting a view

of the minor addition made to the East facing side of the house. The Shepherd's use of the

aluminum material for the door enclosing the original sun porch, per the architect's comments

to the current owners, was for economic reasons. Shepherd previously enclosed a sunporch

during remodels of the Herbert and Alexa Childs house at 210 Westbourne-HRB #1265. In the

Erleys' remodel, wood French doors are more compatible with the high level of materials used

in the rest of the house. Therefore, because the additions did not destroy original materials, or

affect the massing, sizing and scale of the house, it has retained its key architectural elements

and integrity of design.

3. Integrity of setting applies to a physical environment, the character of a resource's location,

and a resource's relationship to the su1-roL111ding area (City of San Diego HRS 2009a). Integrity

of setting was assessed by inspecting the elements of the property, which include topographic

features, open space, views, landscapes, vegetation, man-made features, and relationships

between buildings and other features. The Ruth and Thomas L. Shepherd House is located at

the northern border for the Lower Hermosa development. The nearby residences are a mix of

historic homes, dating from the 1920s, to those from the 1970s. The homes are all situated on

large lots with formal landscaping, similar to the Shepherd house. Therefore, the building

retains integrity of its setting.

5. Integrity of workmanship consists of the physical evidence of crafts employed by a particular

culture, people or artisan, which includes traditional, vernacular, and high styles (City of San

Diego HRB 2009a). Integrity of workmanship was assessed by eva luating the quality of the

architectural features present in the structure. The workmanship displayed in the execution of

the residence is good and alterations portray the same level of workmanship; therefore, the

Ruth and/fhomas L. Shepherd House retains integrity of workmanship.

6. Integrity of feeling relies on present physical features of a property to convey and evoke an

aesthetic or historic sense of past time and place (City of San Diego HRB 2009a). This was

assessed by evaluating whether or not the resource's features, in combination with its setting,

conveyed an aesthetic sense of the property in the 1940s when the Ruth and Thomas L.

Shepherd House was built. The building has been well maintained and its outward appearance

has generally remained the same since its period of construction; therefore, the residence

retains integrity of feeling.

7. Integrity of association directly links a historic property with a historic event, activity, or person

of past time and place; and requires the presence of physica l features to convey the property's

historic character (City of San D iego HRB 2009a). Because the Ruth and Thomas L. Shepherd

house was designed as the family home by the architect, it is associated with his legacy in La

Jolla. The Shepherds were very social and the house served as a meeting place for friends and

associates for over thirty-six years. Hence, Villa Francesca possesses integrity of association.

II) City of San Diego H RB Criterion B: Is identified with persons or events sign ificant in local, state or national history.

Villa Francesca, The Ruth and Thomas L. Shepherd house is identified with Master Architect

Thomas Shepherd. Appendix A, p. 3 provides a copy of his p lans for the residence. Shepherd's

main house plans are dated January 14, 1939; plans for the back patios March 3, 1949, and

the sun porch enclosure October 17, 1961. An interv iew with Shepherd when the house was

under construction appeared in the 1940 La Jolla journal (Appendix E. p 65). The blueprints are

titled "Residence for Mr. and Mrs. Thomas L. Shepherd." It is unknown why the Shepherds

rented the house from 1941 and 1942, to George and Adelaide Harrison. The City Directory

does record that Shepherd lived in the house from 1943 until his death in 1979, at the age of

82 . Ruth Shepherd lived in the home until her death in 1986. (Appendix E. p 81)

Shepherd received recognition and numerous awards for his work, notice of which appeared

in the La Jolla and San Diego press throughout his career. This recognition is local as well as

national: the Gordon Grey/Shepherd residence on Spindrift drive, was used as the cover of

April Country Life of America (Doubleday in 1929), and Ada Black's home, was pictured in the

September 1929 issue of House Beautiful as a building to be featured in the "Traveling House

Beautiful exhibit". (San Diego Union, 1929) In 1930 House Beautiful again se lected one of

Shepherd's designs - the Walter P. Trible home (6028 Folsom Dr. HRB #1144) - as an

example of a "model home" to be exhibited in the publ ication's traveling exhibit. (Appendi x E,

p. 66) Shepherd's legacy in La Jolla is considerab le. He remodeled w ith Herbert Mann the La

Valencia Hotel, designed the Marine Room, La Jolla Beach and Tennis Club. The arch itect's

"Shepherd Build ing" at 1117 Wall Street, La Jolla, his "call ing card," remains an important commercial structure in the Village. (Anderson 1980)

Throughout their married lives the Shepher·ds played an active ro le in the social register of La

Jolla. In 1940, Shepherd is noted as serving as President of the La Jolla Conservation Society,

an early group concerned with growth, development and city planning, of La Jolla. (San Diego

Union, 1940)

In 1947 Ruth Shepherd began photograph ing the Shepherd homes and at that time she stated

the count was 103. She estimated the number of projects doubled by the time of architect's

death in 1979. (Anderson, San Diego Union 1980.) His role as an architect of note is seen in

the nineteen properties which have been historically designated by the City of San Diego

Historic Resource Board. (Appendix E. CHRID report p 61)

Upon Thomas Shepherd's death, per his request, there was no service or memorial, only a

black ribbon tied on the front door of Villa Francesca. Having no heirs, upon Ruth Shepherd's

death over two million dollars was left to the Scripps Memorial Foundation, including the

couple's home and its contents.3 This donation funded and endowed the 400-seat Shepherd

auditorium. The Shepherds also left a gift of over f ive million dollars to the YMCA of San Diego

County. This donation made a tremendous impact in the community by allowing the YMCA to

completely renovate its historic firehouse location on Hershel Avenue in downtown La Jolla.

This satellite YMCA branch was renamed the "Shepherd YMCA Firehouse" in honor of their

gift. In add ition, the Shepherds' philanthropy was a significant part of the major renovation and

grand re-opening of the main La Jolla YMCA branch location, now ca ll ed the Dan McKinney

Family YMCA. (Teplin 2018) As one of the reg ion 's lead ing master architects whose work had

a considerable impact on San Diego, and for Ruth and Thomas Shepherd's ro le as

philanthropists and civic leaders, Villa Francesca - The Ruth and Thomas Shepherd house is

significant to local history fulfilling the requirements of Cr iterion B.

Ill) City of San Diego HRB Criterion C: Embodies distinctive characteristics of a style, type, period or method of construct ion or is a valuable example of the use of indigenous materials or craftsmanship.

By the end of the Depression, Shepherd was the on ly consistently practicing residential

architect in La Jolla. Several of his La Jolla homes had won awards and were published in

national magazines giving him notoriety in the commun ity. 4 (San Diego Union 9-8-1929 and

1-7-1930) He was astute enough to realize that the Depression marked a sea change in

residential design. The 1935-36 California Pac ific International Exposition, Balboa Park had

perpetuated the pastiche of Spanish Colonial, Renaissance and Baroque elements. However,

the Shepherd's four-month trip to Europe in 1938, principally Italy, refocused the architect's

vision. His own residence, to be built in exclusive Lower Hermosa, would draw upon classical

prototypes, keeping in mind the post-Depression mindset of economy of scale and materials .

Shepherd would have been aware of the Cl iff May "modern Hacienda" homes under

construction, nearby, on Avenida Cresta. Like May, Shepherd was seeking a new residential

form, one more suited to the practical needs of his clients. However, Shepherd's taste turned

toward the more formal, classical prototypes he had just seen and studied in Italy, along with

the romance of the Mediterranean garden. In 1940, this was the direction he felt relevant to

himself and his sophisticated clientele.

The final plans for Villa Francesca are dated January 14, 1939, only five months after the

Palladian and villa architecture is clearly seen in his design. Set back and centered on a semi-

circular drive, the north facing front entry is based on a rectangular plan. The original Plot Plan

(Appendix E. p 11) shows house and garden centered squarely on the central north-south axis

of the 86' wide frontage.

The eclectic style of the Shepherd house is classified as "Italian Renaissance" (McAlester,

2013), but which Shepherd would call "Southern California." The defining features include:

the low-pitched hipped roof, covered with ceramic t i les; an entrance area accented by

classical pilasters; and the emphasis on symmetry. In Villa Francesca, a centra l-wing projects

forward from the front fac;:ade, differentiated by color and detail. The stucco for the central

entry is painted in coral, setting it apart from the molded details and the side aisles which are

painted in an off white. Classical details on the central wing include: four flat pilasters with

simple Tuscan order capitals supporting a wide horizontal cornice. Centered between each of

the pilasters, on either side of the front door, are paired 10-lite casement windows, with

molded surrounds. Thick wood shutters hang on either side of the front windows, their green

also framed with sculpted stucco, is made of paneled aged wood, w ith two leaded windows

set in a diamond pattern. The decorative bronze cast door handle, lock, and light fixture as

we ll as the inset mail slot are original. The chi mney is also covered by ceramic tile. Other

fenestration includes paired multi-lite fixed windows, multi-light French doors, extensive us of

leaded glass set in diamond patterns. In the opin ion of Tony Crisafi, AIA, Island Architects, La

Jo ll a, Villa Francesca is a very carefu ll y planned and conce ived design: "Shepherd has adapted

the formal aesthetic of the "sty lar" present in the Ita l ian vi ll a, to the Southern California

suburban home." (Crisafi 2018)

Front and back garden details are based on Italian/Mediterranean prototypes and decorated

w ith multiple t il es brought from the Mediterranean. The layout for the pergolas and garden

"rooms" are visible in the 1949 drawings and the layout and decor are preserved today.

(Appendix A. p 10) There is a conscious use of symmetry and perspective to give a heightened

sense of depth and scale: in front, the circular drive is framed by two olive trees, hedge rows

border the front walk, and line the entry "plaza" perimeter. A central axis enfilade draws you

through the front door and living room to a pair of French doors that open onto the back

garden and beyond. The perspectival path passes a 19thcentury Italian terra-cotta wellhead

surrounded by four putti hold ing flower gardens; opening to a wrought iron gate and tall a/lee

of ficus trees; past hand pa inted ceramic tiles, to a shaded wall where a sculpture of a putti,

cast in bronze, beckons you near. The garden space is divided into three separate "rooms"

surrounded by low walls and loggia. Original glazed Middle Eastern ti les decorate all of the

garden walls. Several of the original trees and plantings survive. (Appendix D. Photos 51 -58)

Although the residence has undergone minor changes it has retained its original footprint,

massing, and shape, as well as all of the main characteristics of the Italian Renaissance -

Revival style, original to its time of completion in 1940. The garden, designed, decorated, and

planted by Shepherd also retains its original integrity. Therefore, the res idence and garden are

eligib le for designation under H RB Criterion C.

IV) City of San Diego HRB Criterion D:

Is representative of the notable work of a master builder, designer, architect, engineer,

landscape architect, interior designer, artist, or craftsman.

Thomas Leroy Shepherd was born on January 1, 1897, in Platteville, Wiscons in. After

graduating from the University of Wisconsin, he attended the Graduate School of Architecture

(Avery Hall), Columb ia University, New York, from 1920-1921 .5 Prior to arriving in La Jo ll a, he

worked as manager of the construction department for McCrory Stores Corporation; the offices

of architect Grosvenor Atterbury, New York and in 1923, for Roy Seldon Price (Beverly Hills)

and Wallace Neff (Pasadena). In correspondence requesting a position with Santa Barbara

architect George Washington Smith, Shepherd stated he was "not only capable of carrying

drawings from sketches to completion but [could) also be depended upon for outside

supervision." (Appendix D, p 67) Shepherd and Smith met on September 3, 1924.6 When

Shepherd joined the Mann Building Company in 1926, it was reported that he had been

"connected with the offices of George Washington Smith." (La Jolla Journal 1926) It is likely

that Shepherd was introduced to La Jolla through Smith's large project at 7040 Neptune Place

for Franklin P. Sherwood (1926 - 1929).

Throughout the 1920s and 1930s, Shepherd's work followed the trending eclectic mix of

Spanish-Mediterranean design. The Mann Building Company was awarded such important

commissions as construction of the La Jolla Country Club, the renovation and tower addition to

the La Valencia Hotel (1928) and the design for the First National Trust and Savings Bank of

San Diego (1928). Between 1928 and 1930, the team designed multiple homes in Lower

Hermosa. Shepherd also designed projects independently of Mann, such as the Shepherd

Building on Wall St (1928-29). Despite the Depression, Shepherd's work continued into the

1930s. Examples are the large Spanish style residences of Lida V. Bevis on Newport Terrace,

featured on the cover of the National publication of "Country Life in America," (San Diego

Union 1 931) and the home for Roger and Jennie Jewell Pelton at 1802 Amalfi drive (1935 -

San Diego Union 19777).

From 1935 into the 1940s, Shepherd played an active role as one of the leaders of the "La Jolla

Conservation society." In coordination with the National Housing Administration's La Jolla

office, he drew plans to transform and enhance the west side of Girard Avenue (between

Prospect and Silverado street, from what he called "pill-boxes" to Southern California

architecturally, and relieve the former unsightliness." (San Diego Union, 1935, Appendix 69).

With Mann's departure for Pasadena in 1932, Shepherd operated from 1118 Wall Street and

after 1945, he relocated his offices to 7856 Ivanhoe, La Jolla.

While working with Herbert Mann, Shepherd met Ruth Marston, the office draftsman, who he

would marry in May 1931 . (La Jolla Journal 1931 ). In December 2, 1938, four months after the

couples' return from Europe, Shepherd acquired the lot at what was then 311 Via del Norte

(later became 345) and by, by January 14, 1939, he completed the drawings for Villa

Francesca. Shepherd continued to perfect the home throughout his life (see drawing for the

house and garden (1949), and enclosure of the such porch (1961 ). (Appendix A p. 3-11)

Villa Francesca skillfully adapts classical concepts of design, balance and proportion to the

suburban Southern Ca lifornia home. The classical front fac;ade centered at the top of the

curved drive is unique in the architect's work. Shepherd exemp lifies how color can be used to

unify and harmon ize a front fac;ade: the molded details, pilasters, w indow and front door

surrounds, enliven the fac;ade through form and color, contrasting w ith the green shutters and

roof ti !es. In 1 940, there were sti II the craftsmen and sources for the hand-hewn shutters, front

door, leaded windows and hand wrought fixtures. By placing the house along a central ax is,

Shepherd demonstrates his mastery of proportion, and his use of perspective and vanishing

points expertly directs vis itors through the rooms and to the back garden.

The home exemplifies des ign principles that would become fundamental to the architect's

work: the garage is placed to the back of the house, to not dominate the front elevation; the

landscaping in front is simplified to enable viewers to see the full design of the house; the set­

back is extended to give the 'Impression that the house is located farther back on the lot and

creates the feeling of spaciousness even for a standard size lots" (interview with Shepherd, San

Diego Union 1975). Shepherd's use of scale, and perspective, and placement of rooms takes

advantage of California light and sun, a feature apprec iated today by homeowners who life in

his homes. By situating the "L" shaped p lan along a north/south exposure, the entire south

side of the house opens into the garden benefiting from morning light. Villa Francesca models

a layout, situation and design which maximizes the indoor/outdoor lifestyle. Villa Francesca

enabled Shepherd to implement features he appreciated and could share with his discern ing

clients.

In 1940, when Villa Francesca was completed, Shepherd rented the home to friends. We know

the architect was in La Jolla as he remained active as President of the La Jolla Conservation

Society (San D iego Union, 1940). While Shepherd was likely active in some aspect of the local

w ar effort, it is not clear if he served in the Navy during World War 11.8

The Post War economy with its demand for housing along w ith modernist trends impacted the

architect's later work. By the end of the 1940s he evolved his particular vers ion of the wood

sh ingled "Ranch." From the 1950s on, the Shepherd's undertook trave ls throughout the world,

and in one of the rare interviews w ith the architect, it was clear that this experience affected

his designs.9 Affable and practica l, he chose to adapt des igns to his client's interests and needs.

(Julia Fleet, 1967 Appendix p 70) This flexibi lity and Shepherd's charm helped hi m to bu ild a

following which continued throughout his fifty-year career. Shepherd was the architect of

choice for the design of large scale La Jolla homes and the remodeling of many of the homes

he had worked on since 1927. He was also an avid investor/speculator. He purchased

multiple lots, designed, and built commercial and "spec" homes, and sold them. Several

projects were in Lower Hermosa and in the Vi llage.

Villa Francesca-The Ruth and Thomas L. Shepherd house is considered a notab le examp le of

twentieth century Italian Renaissance - Southern California style -- by Master Architect Thomas

Shepherd. Therefore, the house is eligible for designation under HRB Criterion D.

V) City of San Diego H RB Criterion E:

Is listed or has been determined to be eligible by the State Historical Preservation Office for

listing on the California Register of Historical Resources. Villa Francesca-The home of Ruth

and Thomas L. Shepherd has not been determined eligible by the State Historical Preservation

Office for listing on the register, and hence does not qualify under HRB Criterion E.

VI) City of San Diego H RB Criterion F:

Is a finite group of resources related to one another in a clearly distinguishable way or is a

geographically definable area or neighborhood containing improvements which have a special

character, historical interest or aesthetic value or which represent one or more architectural

periods or styles in the history and development of the city.

No historic district presently exists for the La Jolla, or for La Jolla Hermosa. Villa Francesca-The

home of Ruth and Thomas L. Shepherd is not part of a finite group of resources related to one

another in a clearly distinguishable way or within a geographically definable area or

neighborhood containing improvements wh ich have a special character, historical interest, or

aesthetic value, or which represent one or more architectural periods or styles in the history

and development of the city. Therefore, the residence does not qualify under HRB Criterion F.

wners of homes designed by the late La Jolla archi­tecr Thomas Shepherd glow with their good for­tune. To own two in a lifetime is co be doubly

blessed and to live in the architect's own romantic version of an 18th-century Icalian-style home adds a special touch.

A retired couple, who had owned another Shepherd-designed house in the same neighborhood since 1977, were ready to move to a smaller home when the Shepherd estate became available. They were well-suited ro undertake the rehabilitation and restoration of this 1947 La Jolla landmark, which Shepherd had designed for himself before World War II and built after the war. They are to be commended for their sensi tive approach to remodeling the home with the help of Dewhurst &

Associates, a fourth-generation La Jolla builder, and La Jolla landscape architect Todd Fry, ASLA. Without destroying any of its most impor­tant attributes they have enhanced the small treasure in a way Shepherd surely would have approved.

renovation, 'Tm uneasy taking credit for any of ic because 1t was a Thomas Shepherd house to begin with and the homeowner, an interior designer, did so much ." Her desire was for a simple, warm, rich look that would suit their lifestyle and collection of English antiques.

The owners found a magnificent paneled wall , just the right size, in Chicago to surround the fireplace in the living room. Plaster was used instead of drywall co maintain the integrity of the home . The exterior paint color was carefully masked and retained as is and the existing roof's green-painted barrel tile was painstakingly marched on the new additions for the galley kitchen and the master suite.

"The designer-owner has such a good sense of color," says Donald Dewhurst, the projecc manager, who praises her choices chroughouc the projecc. Excerior and interior light fixtures , including chandeliers, were refurbished by Jim Gibson and retained . The from driveway, which had

deteriorated, was replaced with exposed aggregate to simulate a gravel drive. The tiny kitchen was turned into a butler's pantry with extra appliances for entertaining, china storage and flower-arranging neces­s1 nes.

One of the biggest uansformations was the loggia, which had lost its original intent and has now been turned into a beautiful Mediterranean-style galley kitchen with cabinetry from WmOhs of Denver. A 1950s sliding glass door was replaced with a colonnade of arched doors facing the courtyard that emulates the original arched door from the living room. This makes the kitchen, with a breakfast cable at one end and sitting area at the other, a sunny, cheerful place to be and enjoy the garden. A motorized awning controls sun exposure during the hottest months.

New floors of antique French clay rile, recycled from old chateau barns, have been laid in a diamond pattern with wood pickets in living room, dining room, kitchen and terrace. The owners had used chis floor pattern in their first Shepherd house and found ir attractive and easy to care for. It also echoes the diamond-shaped leaded windows chat Shepherd often used in his houses, including this residence.

"Shepherd was a master of proportion," say che homeowners . "It is a very subtle element but che reason why he was able co create such warm 'people ' houses.

"This is a 2,500-sguare-fooc house but char living coom feels grand because of che proportions," Bennett says.

The small garden's basic design has been retained, as has the forced perspeccive viewed from che living room through an arch. "We built cages co protect the eugenia bushes and basically just trimmed and fed

A pool and an unhealthy olive tree were removed, gravel pathways put in and a solid wall cut out tO reveal more of the garden. "We really just simpli­fied ," say the owners.

Shepherd did not cover up his hous­es wi th landscap ing , so Fry has kept the landscaping low and to t he perimeter as it was on the street side.

"We are very happy with remodel and working with Dewhurst. The quality of the crafts­people is superb, " the owners say. "Shepherd was very proud of his house and, especially, the garden. He brought us here when we consulted with him about the remodel of our previous house . His house was very special to the neighborhood, coo, and from the street we haven 't changed its look at all .
