It consists of the Formula One Grand Prix races which are included in the Formula One calendar and in respect of which the ASNs and organisers have signed organisation agreements with the FIA. All the participating parties (FIA, ASNs, organisers, competitors and circuits) undertake to apply as well as observe the rules governing the Championship and must hold FIA Super Licences which are issued to drivers, competitors, officials, organisers and circuits.

TheFIAwillorganisetheFIAFormulaOneWorldChampionship(theChampionship)whichisthepropertyoftheFIAandcomprisestwotitlesofWorldChampion,onefordriversandoneforconstructors.ItconsistsoftheFormulaOneGrandPrixraceswhichareincludedintheFormulaOnecalendarandinrespectofwhichtheASNsandorganisershavesignedorganisationagreementswiththeFIA.Alltheparticipatingparties(FIA,ASNs,organisers,competitorsandcircuits)undertaketoapplyaswellasobservetherulesgoverningtheChampionshipandmustholdFIASuperLicenceswhichareissuedtodrivers,competitors,officials,organisersandcircuits.

1) REGULATIONS

1.1 ThefinaltextoftheseSportingRegulationsshallbetheEnglishversionwhichwillbeusedshouldanydisputeariseastotheirinterpretation.HeadingsinthisdocumentareforeaseofreferenceonlyanddonotformpartoftheseSportingRegulations.

1.2 TheseSportingRegulationsmayonlybechangedafter30April2016withtheunanimousagreementofallcompetitorsenteredinthe2017Championship,saveforchangesmadebytheFIAforsafetyreasonswhichmaycomeintoeffectwithoutnoticeordelay.

2) GENERALUNDERTAKING

2.1 Alldrivers,competitorsandofficialsparticipatingintheChampionshipundertake,onbehalfofthemselves,theiremployees,agentsandsuppliers,toobservealltheprovisionsassupplementedoramendedoftheInternationalSportingCode(theCode),theFormulaOneTechnicalRegulations(theTechnicalRegulations)andthepresentSportingRegulationstogetherreferredtoas“theRegulations”.

2.2 TheChampionshipandeachofitsEventsisgovernedbytheFIAinaccordancewiththeRegulations.EventmeansanyevententeredintotheFIAFormulaOneChampionshipCalendarforanyyearcommencingatthescheduledtimeforscrutineeringandsportingchecksandincludingallpracticeandtheraceitselfandendingatthelaterofthetimeforthelodgingofaprotestunderthetermsoftheCodeandthetimewhenatechnicalorsportingcertificationhasbeencarriedoutunderthetermsoftheCode.

2.3 AnyspecialnationalregulationsmustbesubmittedtotheFIAwiththeoriginalapplicationforinclusionofanEventontheinternationalcalendar.OnlywiththeapprovaloftheFIAcansuchspecialregulationscomeintoforceforanEvent.

3) GENERALCONDITIONS

3.1 Itisthecompetitor'sresponsibilitytoensurethatallpersonsconcernedbyhisentryobservealltherequirementsoftheRegulations.IfacompetitorisunabletobepresentinpersonattheEventhemustnominatehisrepresentativeinwriting.ThepersonhavingchargeofanenteredcarduringanypartofanEventisresponsiblejointlyandseverallywiththecompetitorforensuringthattherequirementsareobserved.

3.2 Competitorsmustensurethattheircarscomplywiththeconditionsofeligibilityandsafetythroughoutpracticeandtherace.

3.3 Thepresentationofacarforscrutineeringwillbedeemedanimplicitstatementofconformity.

3.4 Allpersonsconcernedinanywaywithanenteredcarorpresentinanyothercapacitywhatsoeverinthepaddock,pitlane,ortrackmustwearanappropriatepassatalltimes.

3.5 NopassmaybeissuedorusedotherthanwiththeagreementoftheFIA.Apassmaybeusedonlybythepersonandforthepurposeforwhichitwasissued.

4) LICENCES

4.1 Alldrivers,competitorsandofficialsparticipatingintheChampionshipmustholdaFIASuperLicence.ApplicationsforSuperLicencesmustbemadeannuallytotheFIAthroughtheapplicant'sASN.

4.2 InaccordancewithArticles31.5and38.3,thestewardsmayimposepenaltypointsonadriver’sSuperLicence.Ifadriveraccrues12penaltypointshislicencewillbesuspendedforthefollowingEvent,followingwhich12pointswillberemovedfromthelicence.

Penaltypointswillremainonadriver’sSuperLicenceforaperiodof12monthsafterwhichtheywillberespectivelyremovedonthe12monthanniversaryoftheirimposition.

5) CHAMPIONSHIPEVENTS

5.1 EventsarereservedforFormulaOnecarsasdefinedintheTechnicalRegulations.

5.2 EachEventwillhavethestatusofaninternationalrestrictedcompetition.

5.3 Thedistanceofallraces,fromthestartsignalreferredtoinArticle36.9tothechequeredflag,shallbeequaltotheleastnumberofcompletelapswhichexceedadistanceof305km.However,shouldtwohours’elapsebeforethescheduledracedistanceiscompleted,theleaderwillbeshownthechequeredflagwhenhecrossesthecontrolline(theLine)attheendofthelapfollowingthelapduringwhichthetwohourperiodended,providedthisdoesnotresultintheschedulednumberoflapsbeingexceeded.Onlyunderthecircumstancesbelowwillanyexceptionbemadetotheabove:

a) ThedistanceoftheraceinMonacoshallbeequaltotheleastnumberofcompletelapswhichexceedadistanceof260km.

b) Shouldtheracebesuspended(seeArticle41)thelengthofthesuspensionwillbeaddedtothisperioduptoamaximumtotalracetimeoffourhours.

c) Iftheformationlapisstartedbehindthesafetycar(seeArticle39.16)thenumberofracelapswillbereducedbythenumberoflapscarriedoutbythesafetycarminusone.

5.4 ThemaximumnumberofEventsintheChampionshipis21,theminimumis8.

5.5 ThefinallistofEventsispublishedbytheFIAbefore1Januaryeachyear.

5.6 AnEventwhichiscancelledwithlessthanthreemonths’writtennoticetotheFIAwillnotbeconsideredforinclusioninthefollowingyear'sChampionshipunlesstheFIAjudgesthecancellationtohavebeenduetoforcemajeure.

5.7 AnEventmaybecancellediffewerthan12carsareavailableforit.

6) WORLDCHAMPIONSHIP

6.1 TheFormulaOneWorldChampionshipdriver'stitlewillbeawardedtothedriverwhohasscoredthehighestnumberofpoints,takingintoconsiderationalltheresultsobtainedduringtheEventswhichhaveactuallytakenplace.

6.2 ThetitleofFormulaOneWorldChampionConstructorwillbeawardedtothecompetitorwhichhasscoredthehighestnumberofpoints,resultsfrombothcars(seeArticle8.6)beingtakenintoaccount.

6.3 Aconstructoristheperson(includinganycorporateorunincorporatedbody)whichdesignstheListedPartssetoutinAppendix6.Themakeofanengineorchassisisthenameattributedtoitbyitsconstructor.

TheobligationtodesignanduseListedPartsshallnotpreventaconstructorfromoutsourcingthedesignand/ormanufactureofanyListedPartstoathirdpartyinaccordancewiththeprovisionsofAppendix6.

Ifthemakeofthechassisisnotthesameasthatoftheengine,thetitlewillbeawardedtotheformerwhichshallalwaysprecedethelatterinthenameofthecar.

6.4 PointsforbothtitleswillbeawardedateachEventaccordingtothefollowingscale:

1st : 25points 2nd : 18points 3rd : 15points 4th : 12points 5th : 10points 6th : 8points 7th : 6points 8th : 4points 9th : 2points 10th : 1point

6.5 IfaraceissuspendedunderArticle41,andcannotberesumed,nopointswillbeawardediftheleaderhascompletedtwolapsorless,halfpointswillbeawardediftheleaderhascompletedmorethantwolapsbutlessthan75%oftheoriginalracedistanceandfullpointswillbeawardediftheleaderhascompleted75%ormoreoftheoriginalracedistance.

Iftheformationlapisstartedbehindthesafetycar(seeArticle39.16),theoriginalracedistancewillbedeemedtobethedistancecalculatedinaccordancewithArticle5.3(c).

6.6 Thedriversfinishingfirst,secondandthirdintheChampionshipmustbepresentattheannualFIAPrizeGivingceremony.

6.7 Atrophywillbeawardedtothedriverwhosetsthemostpolepositionsduringthechampionshipseason(seeArticle35.2).Intheeventofatietheholderofthegreatestnumberofsecondplaceswillbetakenintoaccountand,ifthereisstillthetie,theholderofthegreatestnumberofthirdplacesandsoonuntilawinneremerges.

Ifthisprocedurefailstoproducearesult,theFIAwillnominatethewinneraccordingtosuchcriteriaasitthinksfit.

7) DEADHEAT

7.1 Prizesandpointsawardedforallthepositionsofcompetitorswhotie,willbeaddedtogetherandsharedequally.

7.2 Iftwoormoreconstructorsordriversfinishtheseasonwiththesamenumberofpoints,thehigherplaceintheChampionship(ineithercase)shallbeawardedto:

a) Theholderofthegreatestnumberoffirstplaces.

b) Ifthenumberoffirstplacesisthesame,theholderofthegreatestnumberofsecondplaces.

c) Ifthenumberofsecondplacesisthesame,theholderofthegreatestnumberofthirdplacesandsoonuntilawinneremerges.

d) Ifthisprocedurefailstoproducearesult,theFIAwillnominatethewinneraccordingtosuchcriteriaasitthinksfit.

8) COMPETITORSAPPLICATIONS

8.1 ApplicationstocompeteintheChampionshipmaybesubmittedtotheFIAduringtheperiod21Octoberto1NovemberinclusiveoftheyearpriortotheyeartowhichtheapplicationrelatesonanentryformassetoutinAppendix2heretoaccompaniedbyanundertakingtopaytheentryfee,calculatedinaccordancewithAppendix7,totheFIAnolaterthan30Novemberoftheyearpriortotheyeartowhichtheapplicationrelates.ApplicationsatothertimeswillonlybeconsideredifaplaceisavailableandonpaymentofalateentryfeetobefixedbytheFIA.EntryformswillbemadeavailablebytheFIAwhowillnotifytheapplicantoftheresultoftheapplicationwithinthirtydaysofitsreceipt.

SuccessfulapplicantsareautomaticallyenteredinallEventsoftheChampionshipandwillbetheonlycompetitorsatEvents.

8.2 Applicationsshallinclude:

a) ConfirmationthattheapplicanthasreadandunderstoodtheRegulationsandagrees,onitsownbehalfandonbehalfofeveryoneassociatedwithitsparticipationintheChampionship,toobservethem.

b) Thenameoftheteam(whichmustincludethenameofthechassis).

c) Themakeofthecompetingcar.

d) Themakeoftheengine.

e) Thenamesofthedrivers.AdrivermaybenominatedsubsequenttotheapplicationuponpaymentofafeefixedbytheFIA.

f) AnundertakingbytheapplicanttoparticipateineveryEventwiththenumberofcarsanddriversentered.

8.3 AcompetitormaychangethemakeofengineatanytimeduringtheChampionship.AllpointsscoredwithanengineofdifferentmaketothatwhichwasfirstenteredintheChampionshipmaycount(andwillbeaggregated)fortheassessmentofacommercialbenefit,howeversuchpointswillnotcounttowards(norbeaggregatedfor)theFIAFormulaOneConstructorsChampionship.AmajorcarmanufacturermaynotdirectlyorindirectlysupplyenginesformorethanthreeteamsoftwocarseachwithouttheconsentoftheFIA.ForthepurposesofthisArticle8.3,amajorcarmanufacturerisacompanywhosesharesarequotedonarecognisedstockexchangeorthesubsidiaryofsuchacompany.

8.4 WiththeexceptionofthosewhosecarshavescoredpointsintheChampionshipofthepreviousyear,applicantsmustsupplyinformationaboutthesizeoftheircompany,theirfinancialpositionandtheirabilitytomeettheirprescribedobligations.

8.5 AllapplicationswillbestudiedbytheFIAandacceptedorrejectedatitsabsolutediscretion.TheFIAwillpublishthelistofcarsanddriversacceptedtogetherwiththeirracenumbersonorbefore30Novemberoftheyearpriortotheyeartowhichtheapplicationsrelate,havingfirstnotifiedunsuccessfulapplicantsassetoutinArticle8.1.Out-of-timeapplicationswillbeconsideredseparately.

8.6 Nomorethan26carswillbeadmittedtotheChampionship,twobeingenteredbyeachcompetitor.

8.7 IfintheopinionoftheF1CommissionacompetitorfailstooperatehisteaminamannercompatiblewiththestandardsoftheChampionshiporinanywaybringstheChampionshipintodisrepute,theFIAmayexcludesuchcompetitorfromtheChampionshipforthwith.

9) CARLIVERY

9.1 TheprovisionsoftheCoderelatingtonationalcoloursshallnotapplytotheChampionship.

BothcarsenteredbyacompetitormustbepresentedinsubstantiallythesameliveryateachEvent,anychangetothisliveryduringaChampionshipseasonmayonlybemadewiththeagreementoftheFormulaOneCommission.

Inorderthatthecarsofeachteammaybeeasilydistinguishedfromoneanotherwhilsttheyareonthetrack,theonboardcameraslocatedabovetheprincipalrollstructureofthefirstcarmustremainasitissuppliedtotheteamandthesecondcarmustbepredominantlyfluorescentyellow.

Inorderfordriverstobeeasilydistinguishedfromoneanotherwhilsttheyareonthetrack,thecrashhelmetofeachdrivermust,withtheexceptionofoneEventofthedriver’schoice,bepresentedinsubstantiallythesameliveryateveryEventduringaChampionshipseason.AchangetohelmetliverywillalsobepermittedifadriverchangesteamduringaChampionshipseason.

9.2 EachcarwillcarrytheracenumberofitsdriveraspublishedbytheFIAatthebeginningoftheseasonortheracenumberthathasbeenallocatedtohisreplacementunderArticle26.1(b)(iii).Thisnumbermustbeclearlyvisiblefromthefrontofthecarandonthedriver’scrashhelmet.

Priortothestartofthe2014WorldChampionshipseasonracenumberswillbepermanentlyallocatedtodriversbyballot,suchnumbersmustthenbeusedbythatdriverduringeveryFormulaOneWorldChampionshipEventhetakespartinthroughouthiscareerinFormula1.Adriver’scareerinFormula1willbedeemedtohaveendedifhedoesnotparticipateinanEventfortwoentireconsecutiveChampionshipseasons.

Anynewdrivers,eitheratthestartoforduringaseason,willalsobeallocatedapermanentnumberinthesameway.

TheonlyexceptiontothisallocationprocesswillbeforthereigningWorldChampionwhowillhavetheoptiontousethenumberone.ThenumberthatwaspreviouslyallocatedtohimwillbereservedforhiminsubsequentseasonsifhedoesnotretainthetitleofWorldChampion.

9.3 Thenameortheemblemofthemakeofthecarmustappearonthefrontofthenoseofthecarandineithercasebeatleast25mminitslargestdimension.Thenameofthedrivermustappearontheexternalbodyworkandbeclearlylegible.

10) TRACKRUNNINGTIMEOUTSIDEANEVENTANDWINDTUNNELTESTING

10.1 TestingofCurrentCars(TCC)shallbedefinedasanytrackrunningtime,notpartofanEvent,inwhichacompetitorenteredintheChampionshipparticipates(orinwhichathirdpartyparticipatesonbehalfofacompetitororasupplierofahomologatedpowerunit),usingcarswhichweredesignedandbuiltinordertocomplywiththe2016,2017or2018FormulaOneTechnicalRegulations.NocompetitormaysellormakeavailableanysuchcarofthecurrentyeartoanythirdpartywithoutthepriorauthorisationoftheFIA.

EachcompetitorwillalsobepermittedtocarryouttwoPromotionalEvents(PE)withtheabovecarswhichwillnotbeconsideredTCC.APEshallbedefinedasaneventinwhichacompetitorparticipatespurelyformarketingorpromotionalpurposes.Nosuchtestmayexceed100kminlengthandonlytyresmanufacturedspecificallyforthispurposebytheappointedsuppliermaybeused.

AtthesolediscretionoftheFIA,andwiththefullknowledgeofallcompetitors,eachcompetitorwillalsobepermittedtocarryouttwoDemonstrationEvents(DE)withtheabovecarswhichwillnotbeconsideredTCC.ADEshallbedefinedasaneventinwhichacompetitorparticipatespurelyfordemonstrationpurposesandmayonlybecarriedbetweentheendofthelastEventoftheChampionshipandtheendofthecalendaryear.Nosuchdemonstrationmayexceed15kminlengthandonlytyresmanufacturedspecificallyforthispurposebytheappointedsuppliermaybeused.

InorderthatanFIAobservermaybeappointed,competitorsmustinformtheFIAofanyplannedTCC,PEorDEatleast72hoursbeforeitisduetocommence,thefollowinginformationshouldbeprovided:

i) Theprecisespecificationofthecar(s)tobeused.

ii) Thename(s)ofthedriver(s)ifknown.

iii) Thenatureofthetest.

iv) Thedate(s)andintendeddurationofthetest.

v) Thepurposeofthetest.

10.2 TestingofPreviousCars(TPC)shallbedefinedasanytrackrunningtime,notpartofanEvent,inwhichacompetitorenteredintheChampionshipparticipates(orinwhichathirdpartyparticipatesonbehalfofacompetitororasupplierofahomologatedpowerunit),usingcarswhichweredesignedandbuiltinordertocomplywiththe2013,2014or2015FormulaOneTechnicalRegulations.NocompetitormaysellormakeavailableanysuchcartoanythirdpartywithoutthepriorauthorisationoftheFIA.

TPCmayonlybecarriedoutwithcarsbuilttothespecificationoftheperiodandonlytyresmanufacturedspecificallyforthispurposemaybeused.

InorderthatanFIAobservermaybeappointed,wherepossiblecompetitorsmustinformtheFIAofanyplannedTPCatleast72hoursbeforeitisduetocommence,thefollowinginformationshouldbeprovided:

i) Theprecisespecificationofthecar(s)tobeused.

ii) Thename(s)ofthedriver(s)ifknown.

iii) Thenatureofthetest.

iv) Thedate(s)andintendeddurationofthetest.

v) Thepurposeofthetest.

10.3 TestingofHistoricCars(THC)shallbedefinedasanytrackrunningtime,notpartofanEvent,inwhichacompetitorenteredintheChampionshipparticipates(orinwhichathirdpartyparticipatesonbehalfofacompetitor),usingcarswhichweredesignedandbuiltinordertocomplywiththe2012FormulaOneTechnicalRegulationsorearlier.

THCmayonlybecarriedoutwithcarsbuilttothespecificationoftheperiodandonlytyresmanufacturedspecificallyforthispurpose,ortyresoftheperiod,maybeused.

10.4 CompetitorsmayonlyparticipateinTCC,TPCorPEusingcarswhich:

a) Havebeensubjectedto,andfulfilledtherequirementsof,thetestsdescribedinArticles16.2-6,17.2-3and18.2-9oftheF1TechnicalRegulationsoftherelevantyear.

b) ComplywiththerequirementsofArticles13and14oftheF1TechnicalRegulationsoftherelevantyear(withtheexceptionofArticles13.1.1,13.3.1and13.3.2forthesolepurposeoftestsensorinstallations).

AnycarusedforTCC,TPCorPEmustbefittedwiththepanelsdescribedinArticles15.4.7and15.4.8oftheF1TechnicalRegulationsoftherelevantyear.

10.5 TCCmayonlytakeplaceontrackscurrentlyapprovedforusebyFormula1carsandlocatedinEurope(unlessagreedbythemajorityofthecompetitorsandtheFIA),mayneveroccurwhilstaChampionshipEventistakingplaceandshallbelimitedto:

a) Twotests,opentoallcompetitors,ofnomorethanfourconsecutivedays’durationcarriedoutbetween1FebruaryandtendaysbeforethestartofthefirstEventoftheChampionship.

Onedayfromanyofthesetwotestsmustbesetasidefortestingofwet-weathertyres.ArrangementsforthisdayoftestingwillbemadebytheappointedtyresupplierinfullconsultationwithallcompetitorsandtheFIA.

b) Twotests,opentoallcompetitors,ofnomorethantwoconsecutivedays’durationcarriedoutoncircuitswhereanEventhasjusttakenplace,suchtestscommencingnolessthan36hoursaftertheendoftherelevantEvents.

EachcompetitormustallocateatleasttwooftheabovedaysfordriversinpossessionofanInternationalALicencenothavingcompetedinmorethantwoF1WorldChampionshipracesduringtheircareer.

TheabovetestswillbeorganisedbytheFIAinconsultationwithallcompetitorsandtheappointedtyresupplier.Thetestschedulewillbefinalisedwithin21daysofthefirstpublicationoftheChampionshipcalendar,changesmayonlybemadeafterthisdatewiththeagreementofallcompetitors.

c) 25cardaysoftestingforthesolepurposeofprovidingtheappointedtyresupplierwiththechancetotestimprovementstothedesignoftheirtyres,carriedoutbetweentheendofthefirstEventoftheChampionshipandoneweekfollowingtheendofthelastEventoftheChampionship,organisedbytheFIAinconsultationwithallcompetitorsandtheappointedtyresupplier.

AnysuchtestingscheduledatacircuithostinganEventoftheChampionshipmayonlybecarriedoutafterthatEventhastakenplace.

d) Onetest,forthesolepurposeofprovidingallcompetitorswiththechancetotestthetyrespecificationstobeusedthefollowingseason,oftwoconsecutivedays’durationcarriedoutonthecircuitatwhichthelastEventoftheChampionshipwasheld,suchtestcommencingnolessthan36hoursaftertheendoftheEvent.

e) Oneday,carriedoutbetweenthestartofatendayperiodwhichprecedesthestartofthesecondEventandthelastEventoftheChampionship,incaseacompetitordeclaresthatoneofitscurrentracedriversistobesubstitutedbyadriverwhohasnotparticipatedinanF1WorldChampionshipraceinthetwopreviouscalendaryears.Thefollowingmustbeobserved:

- AnysuchdaymayonlybecarriedoutbythenewdriverandmaynottakeplaceonacircuithostingaraceinthecurrentChampionshipyear.

- Anysuchdaymayonlytakeplacewithinaperiod14dayspriortothesubstitutionand14daysafterthesubstitutionhastakenplace.

- Ifacompetitor,havingdeclaredthedriver’ssubstitutionandperformedthetest,doesnotthenenteranEventwiththenewdriver,thecompetitorwillbepenalisedbyareductionofonedayfromthepre-seasonTCCdaysavailableinthefollowingyear.

Withtheexceptionofanytestbeingcarriedoutatnight,inwhichcaseanewtestschedulelastingnomorethanninehourswillbearranged,runningmayonlytakeplacebetween9:00and18:00.Inbothcaseseachcompetitormayonlyuseonecarperday.

10.6 Nocompetitormaycarryoutmorethan15,000kmofTCCduringacalendaryear.

10.7 DuringallTCCandTPCcarsmustbefittedwiththeFIAECUrequiredbyArticle8.2oftheFIAFormulaOneTechnicalRegulations.

10.8 DuringallFormulaOneTCC:

a) Redflagandchequeredflagproceduresmustberespected.

b) Noothertypeofvehicleispermittedonthetrack.

c) CarsbeingdrivenbydriverswhodonotpossessaSuperLicencemustbefittedwithagreenrearlightwhichmustbeilluminatedatalltimesthecarisonthetrack.

d) EveryreasonableeffortshouldbemadetoensurethattherecommendationsconcerningemergencyservicesdetailedinSupplement1ofAppendixHtotheCodearefollowed.

10.9 If,afteranincidentduringTCCandTPC,theMedicalWarningLightsignalsthatthresholdforceshavebeenexceededthedrivermustpresenthimselfforexaminationinthecircuitmedicalcentrewithoutdelay.

10.10 CompetitorsmustabidebytheaerodynamictestingrestrictionssetoutinAppendix8.

11) PROMOTER

11.1 AnapplicationtopromoteanEventmustbemadetotheASNofthecountryinwhichtheEventistotakeplace,whichwillapplytotheFIA.Itmustbeaccompaniedbywrittenevidencethatthepromoterhasmadearrangementstosecuretheparticipationofcompetitors,whicharrangementsareconditionalonlyupontheFIAenteringtheEventontheChampionshipcalendar.

12) ORGANISATIONOFEVENTS

12.1 AnorganiserisabodynominatedbytheASNandappointedbytheFIA.UpondecidingtograntanapplicationtoholdanEvent,theFIAwillinvitetherelevantASNtoorganiseitortonominateanorganiser.IftheASNisnotinapositiontodoso,theFIAmayitselfappointanorganiser.TheorganisermustbeacluborbodyacceptabletotheFIAandmustenterintoanorganisationagreementwiththeFIAwhenitappliestoorganisetheEvent.

13) INSURANCE

13.1 ThepromoterofanEventmustprocurethatallcompetitors,theirpersonnelanddriversarecoveredbythirdpartyinsuranceinaccordancewiththeFIArequirements.

13.2 NinetydaysbeforetheEvent,thepromotermustsendtheFIAdetailsoftheriskscoveredbytheinsurancepolicywhichmustcomplywiththenationallawsinforceaswellastheFIArequirements.Sightofthepolicymustbeavailabletothecompetitorsondemand.

13.3 ThirdpartyinsurancearrangedbythepromotershallbeinadditionandwithoutprejudicetoanypersonalinsurancepolicyheldbyacompetitororanyotherparticipantintheEvent.

13.4 DriverstakingpartintheEventarenotthirdpartieswithrespecttooneanother.

14) FIADELEGATES

14.1 ForeachEventtheFIAwillnominatethefollowingdelegates:

a) Safetydelegate.

b) Medicaldelegate.

c) Technicaldelegate.

e) ArepresentativeofthePresidentoftheFIA.

f) Anobserver.

14.2 TheroleoftheFIAdelegatesistohelptheofficialsoftheEventintheirduties,toseewithintheirfieldsofcompetencethatalltheregulationsgoverningtheChampionshiparerespected,tomakeanycommentstheyjudgenecessaryandtodrawupanynecessaryreportsconcerningtheEvent.

14.3 ThetechnicaldelegatenominatedbytheFIAwillberesponsibleforscrutineeringandwillhavefullauthorityoverthenationalscrutineers.

15) OFFICIALS

15.1 FromamongholdersofanFIASuperLicencethefollowingofficialswillbenominatedbytheFIA:

a) Threestewardsoneofwhomwillbeappointedchairman.

b) Aracedirector.

c) Apermanentstarter.

15.2 FromamongholdersofanFIASuperLicencethefollowingofficialswillbenominatedbytheASNandtheirnamessenttotheFIAatthesametimeastheapplicationtoorganisetheEvent:

a) OnestewardfromamongtheASNsnationals.

b) Theclerkofthecourse.

15.3 Theclerkofthecourseshallworkinpermanentconsultationwiththeracedirector.Theracedirectorshallhaveoverridingauthorityinthefollowingmattersandtheclerkofthecoursemaygiveordersinrespectofthemonlywithhisexpressagreement:

a) Thecontrolofpracticeandtherace,adherencetothetimetableand,ifhedeemsitnecessary,themakingofanyproposaltothestewardstomodifythetimetableinaccordancewiththeCodeorSportingRegulations.

b) ThestoppingofanycarinaccordancewiththeCodeorSportingRegulations.

c) ThestoppingofpracticeorsuspensionoftheraceinaccordancewiththeSportingRegulationsifhedeemsitunsafetocontinueandensuringthatthecorrectrestartprocedureiscarriedout.

d) Thestartingprocedure.

e) Theuseofthesafetycar.

15.4 Theracedirector,theclerkofthecourseandthetechnicaldelegatemustbepresentattheEventfrom10.00onthedayofinitialscrutineeringandthestewardsfrom15.00onthesameday.

15.5 Theracedirectormustbeinradiocontactwiththeclerkofthecourseandthechairmanofthestewardsatalltimeswhencarsarepermittedtorunonthetrack.Additionally,theclerkofthecoursemustbeinracecontrolandinradiocontactwithallmarshal'spostsduringthesetimes.

15.6 Thestewardsmayuseanyvideoorelectronicmeanstoassisttheminreachingadecision.Thestewardsmayoverrulejudgesoffact.AbreachoftheprovisionsoftheCodeortheseSportingRegulationsrelatingtothestartingprocedure,mayresultinthedisqualificationofthecaranddriverconcernedfromtheEvent.

16) INSTRUCTIONSANDCOMMUNICATIONSTOCOMPETITORS

16.1 ThestewardsorracedirectormaygiveinstructionstocompetitorsbymeansofspecialcircularsinaccordancewiththeCode.Thesecircularswillbedistributedtoallcompetitorswhomustacknowledgereceipt.

16.2 Allclassificationsandresultsofpracticeandtherace,aswellasalldecisionsissuedbytheofficials,willbepublishedviatheFIAdocumentandmessagingsystem.

16.3 Anydecisionorcommunicationconcerningaparticularcompetitorshouldbegiventohimwithintwentyfiveminutesofsuchdecision,andreceiptmustbeacknowledged.

17) PROTESTSANDAPPEALS

17.1 ProtestsshallbemadeinaccordancewiththeCodeandaccompaniedbyafeeof€2000.

17.2 Appealsmaynotbemadeagainstdecisionconcerningthefollowing:

a) PenaltiesimposedunderArticles38.3a),b),c),d),e),f)org),includingthoseimposedduringthelastthreelapsoraftertheendofarace.

b) AnydropofgridpositionsimposedunderArticle23.

c) AnypenaltyimposedunderArticle31.5.

d) AnydecisiontakenbythestewardsinrelationtoArticle35.1.

e) AnypenaltyimposedunderArticles36.4or42.3.

18) SANCTIONS

18.1 ThestewardsmayinflictthepenaltiesspecificallysetoutintheseSportingRegulationsinadditiontoorinsteadofanyotherpenaltiesavailabletothemundertheCode.

18.2 AnydriverwhoreceivesthreereprimandsinthesameChampionshipseasonwill,upontheimpositionofthethird,begivenatengridplacepenaltyatthatEvent.IfthethirdreprimandisimposedfollowinganIncidentduringaracethetengridplacepenaltywillbeappliedatthedriver’snextEvent.

Thetengridplacepenaltywillonlybeimposedifatleasttwoofthereprimandswereimposedforadrivinginfringement.

19) PRESSCONFERENCES,MEDIAOPPORTUNITES,DRIVERSPARADEANDNATIONALANTHEM

19.1 Daybeforefirstpractice:

TheFIApressdelegatewillchooseamaximumoffivedriverswhomustattendapressconferenceinthemediacentreforaperiodofonehourat15.00onthedaybeforefirstpractice.

AtEventstakingplaceinNorthorSouthAmericathispressconferencewilltakeplaceat11.00.Thesedrivers'teamswillbenotifiednolessthan48hoursbeforetheconference.Inaddition,amaximumoftwoteampersonalitiesmaybechosenbytheFIApressdelegatetoattendthispressconference.

19.2 Firstdayofpractice:

Onthefirstdayofpractice,aminimumofthreeandamaximumofsixdriversand/orteampersonalities,(otherthanthosewhoattendedthepressconferenceonthepreviousdayandsubjecttotheconsentoftheteamprincipal)willbechosenbyballotorrotabytheFIApressdelegateduringtheEventandmustmakethemselvesavailabletothemediaforapressconferenceinthemediacentreforaperiodofonehourat16.00.

Onadaysuitabletothepromoter’sschedulealldriversmustbeavailableforautographsigning.Thetime,placeandprocedurewillbecommunicatedtotheteamsbytheFIAafteragreementwiththepromoterandtheCommercialRightsHolder.

DriversmustbeavailableatallreasonabletimesduringanEventtotalktothemediaasrequiredbytheFIApressdelegate.

19.3 Seconddayofpractice:

AlldriverseliminatedinQ1orQ2mustmakethemselvesavailableformediainterviewsimmediatelyaftertheendofeachsession.Inaddition,alldriverswhoparticipatedinQ3,andwhoarenotrequiredtotakepartinthepost-qualifyingpressconference,mustmakethemselvesavailableformediainterviewsimmediatelyafterQ3.

Immediatelyafterthequalifyingpracticesessionthefirstthreedriversinthesessionwillberequiredtomakethemselvesavailablefortelevisioninterviewsintheunilateralroomandthenattendapressconferenceinthemediacentreforamaximumperiodof30minutes.

19.4 Raceday:

i) Oneandahalfhoursbeforethescheduledstartoftheformationlapalldriversmustattendadrivers’parade.CompetitorswillbegivendetailsoftheparadebytheFIApressdelegate.

ii) 14minutesbeforethescheduledstartoftheformationlapalldriversmustbepresentatthefrontofthegridfortheplayingofthenationalanthem.CompetitorswillbegivendetailsbytheFIApressdelegate.

iii) Anydriverretiringbeforetheendoftheracemustmakehimselfavailableformediainterviewsafterhisreturntothepaddock.

iv) Alldriverswhofinishtheraceoutsidethetopthreemustmakethemselvesavailableimmediatelyaftertheendoftheraceformediainterviews.

v) DuringtheraceeveryteammustmakeatleastoneseniorspokespersonavailableforinterviewsbyofficiallyaccreditedTVcrews.

20) MEETINGS

20.1 Meetings,chairedbytheracedirector,willtakeplaceat16.00onthedaybeforefirstpracticeand17.00onthefirstdayofpractice.Thefirstmustbeattendedbyallteammanagersandthesecondbyalldrivers.

Shouldtheracedirectorconsideranothermeetingnecessaryitwilltakeplacethreehoursbeforetherace.Competitorswillbeinformednolaterthanthreehoursaftertheendofthequalifyingpracticesession.Alldriversandteammanagersmustattend.

21) GENERALCARANDPERSONNELREQUIREMENTS

21.1 Electromagneticradiationbetween2.0and2.7GHzisforbiddensavewiththewrittenconsentoftheFIA.

21.2 Accidentdatarecording:

a) EachcarmustbefittedwithanFIAaccidentdatarecorderduringeachEventandduringalltestswhichareattendedbymorethanoneteam.Teamsmustusetheirbestendeavourstoensurethattherecorderisinworkingorderatalltimes.Theonlypurposeoftheseunitsistomonitor,recordorcontroloneormoreofthefollowing:

i) Datarelevanttoanaccidentorincident.

ii) Adecelerationwarninglightonboardthecar.

iii) Alaptrigger.

iv) Thedriverinputsignalusedtoinitiatethepropulsionofthecaratthestartofarace.

b) Forthepurposeofaccidentanalysis,eachdrivermustwearin-earaccelerometerswhichhavebeenmanufacturedbytheFIAdesignatedsuppliertoaspecificationdeterminedbytheFIA.TheseshouldbewornbythedriverduringeachEventandalltestswhichareattendedbymorethanoneteam,teamsmustusetheirbestendeavourstoensurethattheyareinworkingorderatalltimes.

c) AtanytimefollowinganaccidentorincidentcompetitorsmustmakethedatarecorderavailableandaccessibletotheFIA.Arepresentativeoftheteamconcernedmaybepresentwhendatarelevanttoanaccidentorincidentisbeinguploadedfromtherecorder.Acopyofthedatawillbemadeavailabletotheteam.

d) Anyconclusionsastothecauseofanaccident,oranydatarelevanttoanaccident,mayonlybepublishedintheformofareportwhichhasbeenagreedbetweentheteamconcernedandtheFIA.

21.3 AllcarsmustbefittedwithacarpositioningsystemwhichhasbeenmanufacturedbytheFIAdesignatedsuppliertoaspecificationdeterminedbytheFIA.Nootherpartswhich,intheopinionoftheFIAarecapableofperformingasimilarfunction,maybefittedtoanycar.

21.4 DuringtheentireEvent,noscreen,coverorotherobstructionwhichinanywayobscuresanypartofacarwillbeallowedatanytimeinthepaddock,garages,pitlaneorgrid,unlessitisclearanysuchcoversareneededsolelyformechanicalreasons,whichcould,forexample,includeprotectingagainstfire.

Inadditiontotheabovethefollowingarespecificallynotpermitted:

a) Engine,gearboxorradiatorcoverswhilstenginesarebeingchangedormovedaroundthegarage.

b) Coversoversparewingswhentheyareonastandinthepitlanenotbeingused.

c) Partssuchas(butnotlimitedto)sparefloors,fuelrigsortooltrolleysmaynotbeusedasanobstruction.

Thefollowingarepermitted:

d) Coverswhichareplacedoverdamagedcarsorcomponents.

e) Atransparenttooltray,nomorethan50mmdeep,placedontopoftherearwing.

f) Warmingorheatretainingcoversfortheengineandgearboxonthegrid.

g) Arearwingcoverdesignedspecificallytoprotectamechanicstartingthecarfromfire.

h) Tyreheatingblankets.

i) Coversoverthetyremanufacturer’scodenumbers(nottheFIAbarcodenumbers).

j) Acoveroverthecarintheparcferméovernight.

k) Acoveroverthecarinthepitlaneorgridifitisraining.

21.5 DriveradjustablebodyworkpermittedbyArticle3.6.8oftheF1TechnicalRegulations:

a) Theadjustablebodyworkmayonlybeactivatedbythedriverinanyofthepre-determinedactivationzonesaroundeachcircuit.Inconditionsofpoorvisibilityhowevertheracedirectormay,athisabsolutediscretion,disableallsuchsystemsuntilconditionsimprove.

Iftheadjustablebodyworkisdisabledinthiswayatanytimeduringanyofthethreeperiodsofthequalifyingpracticesession(Q1,Q2orQ3)itwillremaindisabledfortheremainderoftherelevantperiod.

b) Forthesolepurposeofimprovingovertakingopportunitiesduringtheracetheadjustablebodyworkmaybeactivatedbythedriverafterhehascompletedtwolapsaftertheracestartorfollowingasafetycarperiod.

Thedrivermayonlyactivatetheadjustablebodyworkintheracewhenhehasbeennotifiedviathecontrolelectronics(seeArticle8.2oftheF1TechnicalRegulations)thatitisenabled.Itwillbeenabled,andmayonlybeusedbythedriver,ifheislessthanonesecondbehindanotheratanyofthepre-determineddetectionpointsaroundeachcircuit.

Thesystemwillbedisabledbythecontrolelectronicsthefirsttimethedriverusesthebrakesafterhehasactivatedthesystem.Inconditionsofpoorvisibility,orifyellowflagsarebeingshownintheactivationzone,theracedirectormay,athisabsolutediscretion,disableallsuchsystemsuntilconditionsimproveoryellowflagsarewithdrawn.

TheFIAmay,afterconsultingallcompetitors,adjusttheabovetimeproximityinordertoensurethestatedpurposeoftheadjustablebodyworkismet.

c) Intheeventofafailureinthesystemwhichnotifiesthedriverthathewaswithinonesecondofthecarinfront,andishenceauthorisedtousetheadjustablebodywork,theteamconcernedmayasktheracedirectorforpermissiontooverridethesystem.Ifpermissionisgiveninthiswaytheonuswillbeupontheteamconcernedtoensurethattheirdriveronlyusestheadjustablebodyworkifheiswithinonesecondofthecarinfrontofhim.

Ifthefailureinthesystemisrectifiedthedrivermaynolongerusethisoverride,theracedirectorwillnotifytheteamifandwhenthefaulthasbeenremedied.

21.6 Fromthestartofinitialscrutineeringuntiltwohoursafterthestartoftheracenocompetitormayhavemorethanatotalof60teampersonnelwhoareassociatedinanywaywiththeoperationofthecarswithintheconfinesofthecircuit.However,duringtheperiodstarting45minutesbeforethestartofthefirstformationlapuntil15minutesafterthestartoftheracethenumberofsuchoperationalpersonnelisunlimited.Fortheavoidanceofdoubtstaffwhosedutiesaresolelyconnectedwithhospitality,teammotorhomes,sponsors,marketing,publicrelations,securityordrivingtruckstoorfromtheEventarenotconsideredoperationalpersonnel.

Alistofalloperational,exemptandsingleracepersonnelmustbesubmittedtotheFIApriortoeachEventusingtheofficialtemplatethatmaybefoundintheAppendixtotheseSportingRegulations.

21.7 NoteampersonnelwhoareassociatedinanywaywiththeoperationofthecarsarepermittedwithintheconfinesofthecircuitduringtwoeighthourrestrictedperiodswhichcommenceelevenhoursbeforethescheduledstarttimesofP1andP3.WiththeexceptionofMonaco,iftheunrestrictedtimebetweentheendofP2andthestartofthesecondrestrictedperiodexceedsninehourstheexcesswillbeaddedtothesecondrestrictedperiod.

EachteamwillbepermittedtwoindividualexceptionstotheaboveduringaChampionshipseason,however,bothoftheseexceptionsmaynotbeusedduringasingleEvent.

Fortheavoidanceofdoubt,personnelwhosedutiesaresolelyconnectedwithcatering,mediaormarketingareexemptfromtheaboverequirements.

21.8 AllcompetitorsmustobserveashutdownperiodoffourteenconsecutivedaysduringthetimethattwoconsecutiveEventsareseparatedbyatleasttwentyfourdaysduringthemonthsofJulyand/orAugust.IftwoconsecutiveEventsduringthisperiodareseparatedbyonlyseventeendaysashutdownperiodofthirteenconsecutivedaysmustbeobserved.IneithercasecompetitorsshouldnotifytheFIAoftheirintendedshutdownperiodwithin30daysofthestartofthechampionshipseason.

Duringtheshutdownperiodnoteamoraffiliatetoateammaycarryoutorinstructathirdpartysuppliertocarryoutanyofthefollowingactivitiesfororonbehalfoftheteam:

a) Operationoruseofanywindtunnel(excludinganyserviceandmaintenanceactivity).

b) OperationoruseofanycomputerresourceforRestrictedCFDSimulations(excludinganyserviceandmaintenanceactivity).

c) Productionordevelopmentofwindtunnelparts,carparts,testpartsortooling.

d) Sub-assemblyofcarpartsorassemblyofcars.

e) Anyworkactivitybyanyemployee,consultantorsub-contractorengagedindesign,developmentorproduction(excludinganyworkactivitytobeundertakenattheracetrackinpreparationfortheEventimmediatelyfollowingtheshutdownperiod).

Eachcompetitormustnotifyitssuppliersofthedatesofitsshutdownperiodandmustnotenterintoanyagreementorarrangementwiththeintentionofcircumventingtheprohibitionontheaboveactivities.

21.9 Duringtheshutdownperiodthefollowingactivitieswillnotbeconsideredabreachoftheabove:

a) RepairscarriedoutwiththeagreementoftheFIAtoacarseriouslydamagedduringtheEventprecedingtheshutdownperiod.

b) Theassemblyandservicingofrunningorstaticshowcars,noneofwhichmayentailtheproduction,assemblyorservicingofanycurrentcarparts.

c) TheoperationanduseofanywindtunnelorcomputerresourceforRestrictedCFDSimulationsprovidedthisisbeingcarriedoutforprojectswithnodirectrelationtoFormulaOneorfororonbehalfofacompetitorthatisnotatthattimewithinitsownshutdownperiod.

d) AnyactivitythesolepurposeofwhichissupportingprojectsunconnectedtoFormulaOne,subjecttothewrittenapprovalfromtheFIA.

e) AnyactivityinrelationtothepowerunitasdefinedinArticle23.3(e).

22) GENERALSAFETY

22.1 OfficialinstructionswillbegiventodriversbymeansofthesignalslaidoutintheCode.Competitorsmustnotuseflagsorlightssimilartothese.

22.2 SavewheretheseSportingRegulationsrequireotherwise,pitlaneandtrackdisciplineandsafetymeasureswillbethesameforallpracticesessionsasfortherace.

22.3 Otherthanbydrivingonthetrack,Competitorsarenotpermittedtoattempttoalterthegripofanypartofthetracksurface.

22.4 Ifacarstopsonthetrackitshallbethedutyofthemarshalstoremoveitasquicklyaspossiblesothatitspresencedoesnotconstituteadangerorhinderothercompetitors.Undernocircumstancesmayadriverstophiscaronthetrackwithoutjustifiablereason.

Ifanymechanicalassistancereceivedduringtheraceresultsinthecarre-joiningthestewardsmayexcludehimfromtherace(otherthanunderArticle22.7(d).

22.5 Adriverwhoabandonsacarmustleaveitinneutralorwiththeclutchdisengaged,withtheERSshutdownandwiththesteeringwheelinplace.

22.6 SaveasspecificallyauthorisedbytheCodeortheseSportingRegulations,nooneexceptthedrivermaytouchastoppedcarunlessitisinthepaddock,theteam’sdesignatedgaragearea,thepitlaneoronthestartinggrid.

22.7 Duringtheperiodcommencingfifteenminutespriortoandendingfiveminutesaftereverypracticesessionandtheperiodbetweenthecommencementoftheformationlapwhichimmediatelyprecedestheraceandthetimewhenthelastcarenterstheparcfermé,nooneisallowedonthetrack,thepitentryorthepitexitwiththeexceptionof:

a) Marshalsorotherauthorisedpersonnelintheexecutionoftheirduty.

b) Driverswhendrivingoronfoot,havingfirstreceivedpermissiontodosofromamarshal.

c) Teampersonnelwheneitherpushingacarorclearingequipmentfromthegridafterallcarsabletodosohaveleftthegridontheformationlap.

d) Teampersonnelwhenassistingmarshalstoremoveacarfromthegridafterthestartoftherace.

22.8 Duringarace,theenginemayonlybestartedwiththestarterexceptinthepitlaneortheteam’sdesignatedgarageareawheretheuseofanexternalstartingdeviceisallowed.

22.9 Driverstakingpartinpracticeandtheracemustalwaysweartheclothes,helmetsandheadandnecksupportsspecifiedintheCode.

22.10 Aspeedlimitof80km/hwillbeimposedinthepitlaneduringthewholeEvent.However,thislimitmaybeamendedbythestewardsfollowingarecommendationfromtheFIAF1safetydelegate.

Anyteamwhosedriverexceedsthelimitduringanypracticesessionwillbefined€100foreachkm/habovethelimit,uptoamaximumof€1000.

However,inaccordancewithArticle18.1thestewardsmayinflictanadditionalpenaltyiftheysuspectadriverwasspeedinginordertogainanysortofadvantage.

DuringtheracethestewardsmayimposeeitherofthepenaltiesunderArticle38.3a),b),c)ord)onanydriverwhoexceedsthelimit.

22.11 Ifadriverhasseriousmechanicaldifficultieshemustleavethetrackassoonasitissafetodoso.

22.12 Thecar'srearlightmustbeilluminatedatalltimeswhenitisrunningonintermediateorwet-weathertyres.Itshallbeatthediscretionoftheracedirectortodecideifadrivershouldbestoppedbecausehisrearlightisnotworking.Shouldacarbestoppedinthiswayitmayre-joinwhenthefaulthasbeenremedied.

22.13 Onlysixteammembersperparticipatingcar(allofwhomshallhavebeenissuedwithandwearingspecialidentification)areallowedinthesignallingareaduringpracticeandtherace.

Peopleunder16yearsofagearenotallowedinthepitlane.

22.14 Theracedirector,theclerkofthecourseortheFIAmedicaldelegatecanrequireadrivertohaveamedicalexaminationatanytimeduringanEvent.

If,afteranincident,theMedicalWarningLightsignalsthatthresholdforceshavebeenexceededthedrivermustbeexaminedbytheEventmedicalservicewithoutdelay,theFIAMedicalDelegatewilldeterminethemostappropriateplaceforthisexamination.

22.15 Theorganisermustmakeatleasttwofireextinguishersof5kgcapacityavailabletoeachcompetitorandensurethattheyworkproperly.

22.16 Animals,exceptthosewhichmayhavebeenexpresslyauthorisedbytheFIAforusebysecurityservices,areforbiddenonthetrack,inthepitlane,inthepaddockorinanyspectatorarea.

23) SPARECARS,ENGINESANDGEARBOXES

23.1 EachcompetitormayhavenomorethantwocarsavailableforuseatanyonetimeduringanEvent.

23.2 Anydriverwhosecarhasachangeofsurvivalcellfollowingthestartofthethirdfreepracticesession(P3)muststarttheracefromthepitlanefollowingtheproceduresdetailedinArticle36.2.Underthesecircumstances:

a) ThecarconcernedwillnothavetocomplywiththerequirementsofArticle34.

b) Thecarwillbepermittedtocarryoutonereconnaissancelapwhenthepitlaneisopenedfortherace.

23.3 a) Unlesshedrivesformorethanoneteam(see23.3(f)below),andsubjecttotheadditionsdescribedinb)andc)below,eachdrivermayusenomorethanfourpowerunitsduringaChampionshipseason.

b) Withtheconsentof(andatthesolediscretionof)theFIA,thenumberina)abovewillbeincreasedbyoneforanydriverusingapowerunitprovidedbyamanufacturerorsuppliertakingpartintheirfirstChampionshipseason.

c) Ifb)aboveappliesthenumbersind)ande)belowwillbeamendedaccordingly.

d) ForthepurposesofthisArticle23.3,thepowerunitwillbedeemedtocomprisesixseparateelements,theengine(ICE),themotorgeneratorunit-kinetic(MGU-K),themotorgeneratorunit-heat(MGU-H),theenergystore(ES),turbocharger(TC)andcontrolelectronics(CE).

EachdriverwillthereforebepermittedtousefourofeachoftheabovesixcomponentsduringaChampionshipseasonandanycombinationofthemmaybefittedtoacaratanyonetime.

e) ShouldadriverusemorethanfourofanyoneoftheelementsduringaChampionshipseason,agridplacepenaltywillbeimposeduponhimatthefirstEventduringwhicheachadditionalelementisused.Penaltieswillbeappliedaccordingtothefollowingtableandwillbecumulative:

Thefirsttimea5thofanyofthe Fivegridplacepenalty. remainingelementsisused.

Apowerunitoranyofthesixelementswillbedeemedtohavebeenusedoncethecar’stimingtransponderhasshownthatithasleftthepitlane.

DuringanysingleEvent,ifadriverintroducesmorethanoneofthesamepowerunitelementwhichissubjecttopenalties,onlythelastelementfittedmaybeusedatsubsequentEventswithoutfurtherpenalty.

f) IfadriverisreplacedatanytimeduringtheChampionshipseasonhisreplacementwillbedeemedtobetheoriginaldriverforthepurposesofassessingpowerunitusage.

g) AfterconsultationwiththerelevantpowerunitsuppliertheFIAwillattachsealstoeachoftherelevantcomponentswithinthepowerunitpriortothembeingusedforthefirsttimeatanEventinordertoensurethatnosignificantmovingpartscanberebuiltorreplaced.

Withinonehourofthepublicationoftheofficialraceresultsexhaustblankingplates(withone10mmdiameterinspectionholepercylinder)andfurthersealswillbeappliedtoallusedpowerunitcomponentsinordertoensurethattheycannotberunordismantledbetweenEvents.

UponrequesttotheFIAtheseadditionalsealswillberemovedafterthestartofinitialscrutineeringatthenextEventatwhichthepowerunitsarerequired.Allsuchpowerunitsmustremainwithintheteam’sdesignatedgarageareawhennotfittedtoacarandmaynotbestartedatanytimeduringanEventotherthanwhenfittedtoacareligibletoparticipateintheEvent.

h) IfanyoftheFIAsealsaredamagedorremovedfromtherelevantcomponentswithinthepowerunitaftertheyhavebeenusedforthefirsttimethosepartsmaynotbeusedagainunlesstheywereremovedunderFIAsupervision.

23.4 TheonlypowerunitsthatmaybeusedatanEventduringthe2017-2020Championshipseasonsareeither:

a) Apowerunitwhichisconstitutedonlyofelementsthatwereinconformity,atthedatetheywereintroducedintheracepool,withthelatestsubmittedandapprovedhomologationdossierasdefinedinAppendix4oftheseregulations,or

b) Apowerunitpreviouslyhomologatedduringthe2014-2020period.AnymanufacturerwhohomologatedapowerunitduringthisperiodmayapplytotheFIAtore-usesuchapowerunitinagiventeamwithoutgoingthroughthere-homologationprocessdescribedinAppendix4oftheseregulations.AnysuchpowerunitsmustbeinconformitywiththelatesthomologationdossiersubmittedtotheFIAforthatparticularpowerunitforthatseason.TheFIAmustbesatisfied,atitsabsolutediscretion,thatsuchapowerunitcouldfairlyandequitablybeallowedtocompetewithotherhomologatedpowerunits.

23.5 ForthepurposesofthisArticleonly,anEventwillbedeemedtocompriseP3,thequalifyingpracticesessionandtherace.

a) EachdrivermayusenomorethanonegearboxforsixconsecutiveEventsinwhichhisteamcompetes.ShouldadriveruseareplacementgearboxhewilldropfiveplacesonthestartinggridatthatEventandanadditionalfiveplaceseachtimeafurthergearboxisused.

AnyreplacementgearboxwillonlyberequiredtocompletetheremainderoftheEventinquestion.

Unlessthedriverfailstofinishtherace(orisunabletostarttheraceforreasonsotherthanapenaltyimposedbythestewards)thegearboxfittedtothecarattheendoftheEventmustremaininitfortheremainderofthesixracesequence.

Anydriverwhofailedtofinishtheraceatthefirst,second,third,fourthorfifthofthesixEventsforreasonswhichthetechnicaldelegateacceptsasbeingbeyondthecontroloftheteamordriver,maystartthefollowingEventwithadifferentgearboxwithoutapenaltybeingincurred.

Agearboxwillbedeemedtohavebeenusedoncethecar’stimingtransponderhasshownthatithasleftthepitlane.

b) Ifadriverisreplacedafterthefirst,second,third,fourthorfifthEventofasixEventperiod,havingfinishedthefirst,second,third,fourthandfifthEvents,thereplacementdrivermustusethegearboxwhichtheoriginaldriverhadbeenusing.

c) AfterconsultationwiththerelevantteamtheFIAwillattachsealstoeachgearboxpriortoitbeingusedforthefirsttimeatanEventinordertoensurethatnosignificantmovingpartscanberebuiltorreplaced.

d) Changegearsanddogrings(excludingfinaldrivesorreductiongears)maybechangedundersupervisionforothersofidenticalspecificationatanytimeduringanEventprovidedtheFIAtechnicaldelegateissatisfiedthereisevidentphysicaldamagetothepartsinquestionandthatsuchchangesarenotbeingcarriedoutonasystematicbasis.

e) Otherthanunderd)above,areplacementgearboxwillalsobedeemedtohavebeenusedifanyoftheFIAsealsaredamagedorremovedfromtheoriginalgearboxafterithasbeenusedforthefirsttime.

24) SUPPLYOFTYRESINTHECHAMPIONSHIPANDTYRELIMITATIONDURINGTHEEVENT

24.1 Supplyoftyres:

Thesingletyremanufacturer(theSupplier)appointedbytheFIAmustundertaketoprovide:

a) Threespecificationsofdry-weathertyreateachEvent,eachofwhichmustbevisiblydistinguishablefromoneanotherwhenacarisonthetrack.

b) AtcertainEventsoneadditionalspecificationofdry-weathertyremaybemadeavailabletoallteamsforevaluationpurposesfollowingarecommendationtotheFIAfromtheSupplier.TeamswillbeinformedaboutsuchanadditionalspecificationatleastoneweekbeforethestartoftherelevantEvent.

c) OnespecificationofintermediatetyreateachEvent.

d) Onespecificationofwet-weathertyreateachEvent.

24.2 Quantity,selectionandspecificationoftyresduringanEvent:

a) ExceptunderArticle24.1(b)andArticle24.4(e)and(f),nodrivermayusemorethanthirteensetsofdry-weathertyres,foursetsofintermediatetyresandthreesetsofwet-weathertyresduringanEvent.Asetoftyreswillbedefinedastwofrontandtworeartyresofthesamespecification.

b) NolessthannineweeksbeforethestartofeachEventheldinEurope,andfifteenweeksbeforethestartofeachEventheldoutsideEurope,theFIAwillprovideallcompetitorswiththefollowinginformationrelevanttotheEventinquestion:

i) WhichtyrespecificationswillbemadeavailablebytheSupplier.

ii) Themandatorydry-weatherracetyrespecification(s)(uptotwo).

iii) Themandatorydry-weatherQ3tyrespecification(whichwillalwaysbethesoftestofthethreespecifications).

CompetitorsmusttheninformtheFIA,nolessthaneightweeksbeforethestartofeachEventheldinEuropeandfourteenweeksbeforethestartofeachEventheldoutsideEurope,whichspecificationsofdry-weathertyrestheywishtouseforeachoftheirdriversattheEvent.Fromthethirteensetsofdry-weathertyresavailabletoeachdriver:

i) Atleasttwosetsmustbeofthemandatoryracetyrespecification(s).Fortheavoidanceofdoubt,iftherearetwomandatoryracetyrespecifications,oneofeachmustbechosen.

ii) AtleastonesetmustbeofthemandatoryQ3tyrespecification.

iii) Theremainingsetsmaybechosenfromtheavailabletyrespecifications.

OncetheFIAhasbeenprovidedwiththisinformationbyallcompetitorstheSupplierwillbeinformed.IfacompetitorfailstoprovidetheaboveinformationbeforethedeadlinetheFIAwillallocatetyrespecificationstoanydriverconcernedasitdeemsappropriate.

ForthefirstfiveEventsofthe2017Championshipseasononly,theaboveselectionprocedurewillnotbeused.FortheseEventstheSupplierwillallocatetwosetsofthehardestcompoundspecification,foursetsofthemediumcompoundspecificationandsevensetsofthesoftestcompoundspecificationtoeachdriver.

c) OncetheaboveselectionshavebeenmadetheFIAtechnicaldelegatewillallocatesetsoftyrestoeachdriverfromamongthestockoftyrestheSuppliermakesavailablefortheEvent.

24.3 Controloftyres:

a) TheoutersidewallofalltyreswhicharetobeusedatanEventmustbemarkedwithauniqueidentification.

b) Otherthanincasesofforcemajeure(acceptedassuchbythestewardsofthemeeting),alltyresintendedforuseatanEventmustbepresentedtotheFIAtechnicaldelegateforallocationpriortotheendofinitialscrutineering.

c) AtanytimeduringanEvent,andathisabsolutediscretion,theFIAtechnicaldelegatemayselectalternativedry-weathertyrestobeusedbyanyteamordriverfromamongthestockoftyrestheappointedsupplierhaspresentattheEvent.

d) AcompetitorwishingtoreplaceoneunusedtyrebyanotheridenticalunusedonemustpresentbothtyrestotheFIAtechnicaldelegate.

e) Theuseoftyreswithoutappropriateidentificationmayresultinagridpositionpenaltyordisqualificationfromtherace.

24.4 Useoftyres:

TheofficialreturnoftyreswillbemadeelectronicallyinaccordancewiththeproceduredescribedwithintheAppendixtotheseSportingRegulations.AnysetofelectronicallyreturnedtyresmustalsobephysicallyreturnedtotheSupplierbeforethestartofthefollowingsession.

a) AlltyresmustbeoperatedinaccordancewiththeprescriptionsissuedpriortoeachEventbytheFIAandtheproceduressetoutintheAppendixtotheseSportingRegulations.

b) TheonlysetsoftyreswhichmaybeusedduringanEventarethosewhicharedefinedinArticle24.2(a).

Anydriverwhousesasetoftyresofdifferingspecificationsduringtheracemaynotcompletemorethanthreelapsonthissetbeforechangingthemforasetoftyresofthesamespecification.ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhodoesnotchangetyreswithinthreelaps.Fortheavoidanceofdoubt,asetoftyresofdifferingspecificationswillnotbeconsideredwhenassessingthenumberofspecificationsusedduringtherace.

c) Tyreswillonlybedeemedtohavebeenusedoncethecar’stimingtransponderhasshownthatithasleftthepitlane.

d) Ifanadditionaldriverisused(seeArticle26.1(b))hemustusethetyresallocatedtothenominateddriverhereplaced.

e) Ifanadditionalspecificationofdry-weathertyreismadeavailableinaccordancewithArticle24.1(b)twosetsofthesetyreswillbeallocatedtoeachdriverforuseduringP1andP2.AnysuchtyresmustbeelectronicallyreturnednolaterthantwohoursaftertheendofP2.

f) IfP1orP2aredeclaredwetoneadditionalsetofintermediatetyreswillbemadeavailabletoalldrivers.Undersuchcircumstances,oneusedsetofintermediatetyresmustbeelectronicallyreturnedbeforethestartofthequalifyingpracticesession.

IfneitherP1norP2aredeclaredwet,butthelikelihoodofP3beingdeclaredwetisdeemedbytheFIAtobehigh,oneadditionalsetofintermediatetyreswillbemadeavailabletoalldrivers.Undersuchcircumstances,onesetofintermediatetyresmustbeelectronicallyreturnedbeforethestartofthequalifyingpracticesession.

g) Fromthethirteensetsofdry-weathertyresallocatedtoeachdriverunderArticle24.2(c):

i) OnesetofthemandatoryQ3tyrespecificationmaynotbeusednorreturnedbeforeQ3and,forthecarsthatqualifiedforQ3,mustbeelectronicallyreturnednolaterthanthreeandahalfhoursaftertheendofQ3.

ii) Twosetsofthemandatoryracespecification(s)maynotbereturnedbeforetherace.Fortheavoidanceofdoubt,iftherearetwomandatoryracetyrespecifications,onesetofeachspecificationmaynotbereturnedbeforetherace.

Fromthetenremainingsets:

i) Oneset,whicheachcompetitormustnominatepriortothestartofP1(ormayre-nominatewiththeconsentoftheFIAtechnicaldelegate),mayonlybeusedduringthefirst40minutesofthesession.Ifthesessionisstoppedduringthefirst40minutesthelengthofthestoppagewillbeaddedtothe40-minutelimit.

ii) OnefurthersetmustbeelectronicallyreturnednolaterthantwohoursaftertheendofP1.

iii) TwofurthersetsmustbeelectronicallyreturnednolaterthantwohoursaftertheendofP2unlessbothP1andP2areeitherdeclaredwetorcancelled,inwhichcaseoneofthesesetsmayberetainedbyeachdriverbutmustbeelectronicallyreturnednolaterthantwohoursaftertheendofP3.

iv) TwofurthersetsmustbeelectronicallyreturnednolaterthantwohoursaftertheendofP3.

h) OncealltyreshavebeenreturnedelectronicallyafterP2andthequalifyingpracticesessiontheSupplierwillpublishalistofthetyreswhicheachdriverhasavailabletohimfortheremainderoftheEvent.

i) Priortothestartofthequalifyingpracticesessionintermediateandwet-weathertyresmayonlybeusedafterthetrackhasbeendeclaredwetbytheracedirector,followingwhichintermediate,wetordry-weathertyresmaybeusedfortheremainderofthesession.

j) Withtheexceptionofanycarswhichhaveachangeofsurvivalcellafterthequalifyingpracticesession,atthestartoftheraceeachcarwhichqualifiedforQ3mustbefittedwiththetyreswithwhichthedriversethisfastesttimeduringQ2.Thiswillonlybenecessaryforthesecarsifdry-weathertyreswereusedtosetthefastesttimeinQ2andifdry-weathertyresareusedatthestartoftherace.

AnysuchtyresdamagedduringQ2willbeinspectedbytheFIAtechnicaldelegatewhowilldecide,athisabsolutediscretion,whetheranymaybereplacedand,ifso,whichtyrestheyshouldbereplacedwith.

ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhosecarisnotfittedwiththetyreswithwhichhesethisfastesttimeinQ2(exceptifdamagedtyreshavebeenreplacedwiththeapprovaloftheFIAtechnicaldelegate).

k) Unlesshehasusedintermediateorwet-weathertyresduringtherace,eachdrivermustuseatleasttwodifferentspecificationsofdry-weathertyresduringtherace,atleastoneofwhichmustbeamandatorydry-weatherracetyrespecificationasdefinedinArticle24.2(b).Unlessaraceissuspendedandcannotbere-started,failuretocomplywiththisrequirementwillresultinthedisqualificationoftherelevantdriverfromtheraceresults.

Iftheraceissuspendedandcannotbere-started,thirtysecondswillbeaddedtotheelapsedtimeofanydriverwhowasunabletouseatleasttwospecificationsofdry-weathertyre.

l) Iftheformationlapisstartedbehindthesafetycarbecauseofheavyrain(seeArticle39.16),ortheraceresumedinaccordancewithArticle42.5(a),theuseofwet-weathertyresuntilthesafetycarreturnstothepitsiscompulsory.

ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhodoesnotusewetweathertyreswhilstthesafetycarisonthetrackatsuchtimes.

24.5 Testingoftyres:

a) Tyressuppliedtoanycompetitoratanytimemaynotbeusedonanyrigorvehicle(otherthananF1caronanF1approvedtrack,attheexclusionofanykindofroadsimulator),eitherTeamownedorrented,providingmeasurementsofforcesand/ormomentsproducedbyarotatingfullsizeF1tyre,otherthanuniquelyverticalforces,tyrerollingresistanceandaerodynamicdrag.

25) SCRUTINEERING

25.1 Between10.00and16.00threedaysbeforetherace(fourdaysinMonaco)initialscrutineeringofallcarswilltakeplaceinthegarageassignedtoeachcompetitor.

25.2 Unlessawaiverisgrantedbythestewards,competitorswhodonotkeeptothesetimelimitswillnotbeallowedtotakepartintheEvent.

25.3 NocarmaytakepartintheEventuntilithasbeenpassedbythescrutineers.

25.4 Thescrutineersmay:

a) ChecktheeligibilityofacarorofacompetitoratanytimeduringanEvent.

b) Requireacartobedismantledbythecompetitortomakesurethattheconditionsofeligibilityorconformityarefullysatisfied.

c) RequireacompetitortopaythereasonableexpenseswhichexerciseofthepowersmentionedinthisArticlemayentail.

d) Requireacompetitortosupplythemwithsuchpartsorsamplesastheymaydeemnecessary.

25.5 Anycarthathasachangeofsurvivalcellafterbeingpassedbythescrutineersmustbere-presentedforscrutineeringapproval.

Anysuchre-scrutineeringmayonlytakeplacewiththeconsentofthestewards(followingawrittenrequestfromacompetitor)andwillbecarriedoutthenextmorning.

25.6 Theracedirectorortheclerkofthecoursemayrequirethatanycarinvolvedinanaccidentbestoppedandchecked.

25.7 Checksandscrutineeringshallbecarriedoutbydulyappointedofficialswhoshallalsoberesponsiblefortheoperationoftheparcferméandwhoaloneareauthorisedtogiveinstructionstothecompetitors.

25.8 ThestewardswillpublishthefindingsofthescrutineerseachtimecarsarecheckedduringtheEvent.TheseresultswillnotincludeanyspecificfigureexceptwhenacarisfoundtobeinbreachoftheTechnicalRegulations.

26) CHANGESOFDRIVER

26.1 a) Duringaseasoneachteamwillbepermittedtousefourdrivers.Changesmaybemadeatanytimebeforethestartofthequalifyingpracticesessionprovidedanychangeproposedafter16.00onthedayofscrutineeringreceivestheconsentofthestewards.

Additionalchangesforreasonsofforcemajeurewillbeconsideredseparately.

AnynewdrivermayscorepointsintheChampionship.

b) InadditiontotheaboveeachteamwillbepermittedtorunadditionaldriversduringP1andP2provided:

i) Thestewardsareinformedwhichcarsanddriverseachteamintendstouseineachsessionbeforetheendofinitialscrutineering,changesafterthistimemayonlybemadewiththeconsentofthestewards.

ii) Nomorethanfourdriversareusedinanyonesession.

iii) Theycarrytheracenumberthathasbeenallocatedtothem.

iv) Theyusetheengineandtyreswhichareallocatedtothenominateddriver.

v) TheyareinpossessionofaSuperLicence.

c) Ifoneoftheteam’snominateddriversisunabletodriveatsomestageaftertheendofinitialscrutineering,andthestewardsconsenttoachangeofdriver,thereplacementdrivermustusetheengine,gearboxandtyreswhichwereallocatedtotheoriginaldriver(seeArticles23.3,23.5and24.4).

27) DRIVING

27.1 Thedrivermustdrivethecaraloneandunaided.

27.2 DriversmustobservetheprovisionsoftheCoderelatingtodrivingbehaviouroncircuitsatalltimes.

27.3 Driversmustmakeeveryreasonableefforttousethetrackatalltimesandmaynotdeliberatelyleavethetrackwithoutajustifiablereason.

Driverswillbejudgedtohaveleftthetrackifnopartofthecarremainsincontactwithitand,fortheavoidanceofdoubt,anywhitelinesdefiningthetrackedgesareconsideredtobepartofthetrackbutthekerbsarenot.

Shouldacarleavethetrackthedrivermayre-join,however,thismayonlybedonewhenitissafetodosoandwithoutgaininganylastingadvantage.Attheabsolutediscretionoftheracedirectoradrivermaybegiventheopportunitytogivebackthewholeofanyadvantagehegainedbyleavingthetrack.

27.4 Atnotimemayacarbedrivenunnecessarilyslowly,erraticallyorinamannerwhichcouldbedeemedpotentiallydangeroustootherdriversoranyotherperson.

28) PITENTRY,PITLANEANDPITEXIT

28.1 Thesectionoftrackbetweenthefirstsafetycarlineandthebeginningofthepitlanewillbedesignatedthe“pitentry”.

28.2 Thesectionoftrackbetweentheendofthepitlaneandthesecondsafetycarlinewillbedesignatedthe“pitexit”.

28.3 Atnotimemayacarbereversedinthepitlaneunderitsownpower.

28.4 Thepitlanewillbedividedintotwolanes,thelaneclosesttothepitwallwillbedesignatedthe"fastlane"andmaybenomorethan3.5metreswide,thelaneclosesttothegarageswillbedesignatedthe"innerlane".

OtherthanwhencarsareattheendofthepitlaneunderArticles36.2and41,theinnerlaneistheonlyareawhereanyworkcanbecarriedoutonacar.However,noworkmaybecarriedoutinthefastlaneifitislikelytohinderothercarsattemptingtoleavethepitlane.

28.5 TheFIAwillallocategaragesandanareainthepitlaneonastrictlyequalbasiswhereeachteammayworkand,withineachofthesedesignatedgarageareas,onepositionwherepitstopsduringbothpracticeandtheracemaybecarriedout.

28.6 Nopowereddevicemaybeusedtoliftanypartofacarinthepitlaneduringarace.

28.7 Unlessacarispushedfromthegridatanytimeduringthestartprocedure,carsmayonlybedrivenfromtheteam’sdesignatedgarageareatotheendofthepitlane.

Anycar(s)driventotheendofthepitlanepriortothestartorre-startofapracticesessionmustformupinalineinthefastlaneandleaveintheordertheygotthereunlessanothercarisundulydelayed.

28.8 WiththeexceptionofthereconnaissancelappermittedbyArticle23.2(b),anydriverthatisrequiredtostarttheracefromthepitlanemaynotdrivehiscarfromhisteam’sdesignatedgarageareauntilthe20minutesignalhasbeengivenandmuststopinalineinthefastlane.

Underthesecircumstancesworkinginthefastlanewillbepermittedbutanysuchworkisrestrictedto:

a) Startingtheengineandanydirectlyassociatedpreparation. b) Thefittingorremovalofpermittedcoolingandheatingdevices. c) Changesmadefordrivercomfort. d) Changingwheelsandtyres.

WhencarsarepermittedtoleavethepitlanetheymustdosointheorderthatwasestablishedunderArticle36.2unlessanothercarisundulydelayed.Atalltimesdriversmustfollowthedirectionsofthemarshals.

28.9 Otherthandrying,sweepingoranytyrerubberleftwhencarsleavetheirpitstopposition,competitorsmaynotattempttoenhancethegripofthesurfaceinthepitlaneunlessaproblemhasbeenclearlyidentifiedandasolutionagreedtobytheFIAsafetydelegate.

28.10 Competitorsmustnotpaintlinesonanypartofthepitlane.

28.11 Otherthanunder28.8abovenoequipmentmaybeleftinthefastlane.

28.12 Teampersonnelareonlyallowedinthepitlaneimmediatelybeforetheyarerequiredtoworkonacarandmustwithdrawassoonastheworkiscomplete.

Allteampersonnelcarryingoutanyworkonacarinthepitlanewhenthecarisinitspitstoppositionduringthequalifyingpracticesession,orduringaracepitstop,mustbewearinghelmetswhichmeetorexceedtherequirementsofECE22.05-Europeanmotorcycleroadhelmet,DOT-USAmotorcycleroadhelmetorJIST8133-2015,class2–JPNprotectivehelmetsformotorvehicleusers.Theuseofappropriateeyeprotectioniscompulsory.

28.13 a) Carsmustnotbereleasedfromagarageorpitstoppositioninwaythatcouldendangerpitlanepersonneloranotherdriver.

Competitorsmustprovideameansofclearlyestablishing,whenbeingviewedfrombothaboveandinthefrontofthecar,whenacarwasreleased.

b) Ifacarisdeemedtohavebeenreleasedinanunsafeconditionduringanypracticesession,thestewardsmaydropthedriversuchnumberofgridpositionsastheyconsiderappropriate.

c) IfacarisdeemedtohavebeenreleasedinanunsafeconditionduringaraceapenaltyunderArticle38.3(d)willbeimposedonthedriverconcerned.

d) Anadditionalpenaltywillbeimposedonanydriverwho,intheopinionofthestewards,continuestodriveacarknowingittohavebeenreleasedinanunsafecondition.

Inalloftheabovecases,acarwillbedeemedtohavebeenreleasedeitherwhenithasbeendrivenoutofitsdesignatedgaragearea(whenleavingfromthegarage)orafterithascompletelycleareditspitstoppositionfollowingapitstop.

28.14 Underexceptionalcircumstancestheracedirectormayaskforthepitentrytobeclosedduringtheraceforsafetyreasons.Atsuchtimesdriversmayonlyenterthepitlaneinorderforessentialandentirelyevidentrepairstobecarriedouttothecar.ApenaltyunderArticle38.3(d)willbeimposedonanydriverwho,intheopinionofthestewards,enteredthepitlaneforanyotherreasonwhilstitwasclosed.

29) WEIGHING

29.1 a) Afteranyfreepracticesessionorduringthequalifyingpracticesessioncarswillbeweighedasfollows:

i) WhensignalledtodosothedriverwillproceeddirectlytotheFIAgarageandstophisengine.

Areprimandwillbeimposedonanydriverwhofailstostopwhensignalledtodoso,providedthecaristhenbroughtbacktotheFIAgaragewithoutdelayandthattheFIAtechnicaldelegateissatisfiedthecarhasbeenbroughtbackinexactlythesameconditionitwasinwhenitwasdrivenintothepits.

Anydriverwhofailstostopwhenaskedtodoso,andthenfailstobringthecarbacktotheFIAgarage,orifworkiscarriedoutonthecarbeforeitisreturnedtotheFIAgarage,willberequiredtostarttheracefromthepitlane.

ii) AttheendofthequalifyingsessionallcarswhichtookpartinQ3willbeweighed.Ifadriverwishestoleavehiscarbeforeitisweighedhemustaskthetechnicaldelegatetoweighhiminorderthatthisweightmaybeaddedtothatofthecar.

iii) Ifacarstopsonthecircuitduringthequalifyingsessionandthedriverleavesthecar,hemustgototheFIAgarageimmediatelyonhisreturntothepitlaneinorderforhisweighttobeestablished.

b) Aftertheraceanyclassifiedcarmaybeweighed.Ifadriverwishestoleavehiscarbeforeitisweighedhemustaskthetechnicaldelegatetoweighhiminorderthatthisweightmaybeaddedtothatofthecar.

c) TherelevantcarmaybeexcludedshoulditsweightbelessthanthatspecifiedinArticle4.1oftheTechnicalRegulationswhenweighedundera)orb)above,savewherethedeficiencyinweightresultsfromtheaccidentallossofacomponentofthecar.

d) Nosubstancemaybeaddedto,placedon,orremovedfromacarafterithasbeenselectedforweighingorhasfinishedtheraceorduringtheweighingprocedure.(Exceptbyascrutineerwhenactinginhisofficialcapacity).

29.2 Intheeventofanybreachoftheseprovisionsfortheweighingofcarsthestewardsmaydropthedriversuchnumberofgridpositionsastheyconsiderappropriateorexcludehimfromtherace.

30) REFUELLING

30.1 a) Refuellingisonlypermittedintheteam’sdesignatedgarages.

b) FuelmaynotbeaddedtonorremovedfromacarafterithasleftthepitlanetostartthefirstreconnaissancelappermittedunderArticle36.1.

c) Fuelmaynotbeaddedtonorremovedfromacarduringarace.

30.2 Nocarmayberefuelled,normayfuelberemovedfromacar,atarategreaterthan0.8litrespersecond.

30.3 Thedrivermayremaininhiscarthroughoutrefuellingbuttheenginemustbestopped.

30.4 Duringallrefuellingorfuelhandlingoperations:

a) TherelevantpersonnelmustbewearingoutergarmentswhichareincompliancewitheitherFIAStandard8867-2016orFIAStandard8856-2000.

b) AnassistantequippedwithasuitablefireextinguisherofappropriatecapacitymustbepresentandmustbewearingoutergarmentswhichareincompliancewitheitherFIAStandard8867-2016orFIAStandard8856-2000.

c) Allcars,refuellingequipmentandcontainersmustbesuitablygroundedwherenecessary.

d) Anypoweredpumpingsystemusedtotransferfuelmustbeoperatedbyanon-latchingswitchorbeturnedoffautomaticallyiftheoperatorleaves.

30.5 Nocarispermittedtoconsumemorethan105kgoffuel,fromthetimeatwhichthesignaltostarttheraceisgiventothetimeeachcarcrossestheLineaftertheend-of-racesignalhasbeengiven.Otherthanincasesofforcemajeure(acceptedassuchbythestewardsofthemeeting),anydriverexceedingthislimitwillbeexcludedfromtheraceresults.

31) PRACTICESESSIONS

31.1 Nodrivermaystartintheracewithouttakingpartinatleastonepracticesession.

31.2 Duringallpracticestherewillbeagreenandaredlightattheendofthepitlane.Carsmayonlyleavethepitlanewhenthegreenlightison.Additionally,ablueflagand/oraflashingbluelightwillbeshowninthepitexittowarndriversleavingthepitlaneifcarsareapproachingonthetrack.

31.3 UnlesswrittenpermissionhasbeengivenbytheFIAtodootherwise,thecircuitmayonlybeusedforpurposesotherthantheEventafterthelastpracticesessiononeachdayofpracticeandonthedayoftheracenolessthanonehourbeforetheendofthepitlaneisopenedtoallowcarstocoverareconnaissancelap.

31.4 Theintervalbetweenthefirstandsecondfreepracticesessions,inadditiontotheintervalbetweenthethirdfreepracticesessionandthequalifyingpracticesession,mayneverbelessthantwohours.

31.5 IntheeventofadrivinginfringementduringanypracticesessiontheStewardsmaydeleteadriver’slaptime(orlaptimes)ordropthedriversuchnumberofgridpositionsastheyconsiderappropriate.Unlessitiscompletelyclearthatadrivercommittedadrivinginfringementanysuchincidentwillnormallybeinvestigatedaftertherelevantsession.

Whereappropriate,regardwillalsobegiventotheprovisionsofArticle18.1.

31.6 Anydrivertakingpartinanypracticesessionwho,intheopinionofthestewards,stopsunnecessarilyonthecircuitorunnecessarilyimpedesanotherdrivershallbesubjecttothepenaltiesreferredtoinArticle31.5.

31.7 Shoulditbecomenecessarytostopanypracticesessionbecausethecircuitisblockedbyanaccidentorbecauseweatherorotherconditionsmakeitdangeroustocontinue,theclerkofthecoursewillorderredflagstobeshownatallmarshalpostsandtheabortlightstobeshownattheLine.

Whenthesignalisgiventostop,allcarsshallimmediatelyreducespeedandproceedslowlybacktothepitlane,andallcarsabandonedonthetrackwillberemovedtoasafeplace.AttheendofeachpracticesessionnodrivermaycrosstheLinemorethanonce.

31.8 Theclerkofthecoursemayinterruptpracticeasoftenandforaslongashethinksnecessarytoclearthetrackortoallowtherecoveryofacar.However,onlyduringqualifyingpracticewillthesessionbeextendedasaresult.

Shouldoneormoresessionsbethusinterrupted,noprotestcanbeacceptedastothepossibleeffectsoftheinterruptiononthequalificationofdriversadmittedtostart.

32) FREEPRACTICE32.1 Freepracticesessionswilltakeplace: a) Thedayafterinitialscrutineeringfrom10.00to11.30(P1)andfrom14.00to15.30(P2). b) Thedaybeforetheracefrom11.00to12.00(P3). TheintervalbetweenthescheduledstarttimesofP1andP3mayneverbelessthan24hours.33) QUALIFYINGPRACTICE33.1 Thequalifyingpracticesessionwilltakeplaceonthedaybeforetheracefrom14.00to15.00.

Thesessionwillberunasfollows:

a) From14.00to14.18(Q1)allcarswillbepermittedonthetrackandattheendofthisperiodtheslowesteightcarswillbeprohibitedfromtakinganyfurtherpartinthesession.

Laptimesachievedbytheeighteenremainingcarswillthenbedeleted.

b) From14.25to14.40(Q2)theeighteenremainingcarswillbepermittedonthetrackandattheendofthisperiodtheslowesteightcarswillbeprohibitedfromtakinganyfurtherpartinthesession.

Laptimesachievedbythetenremainingcarswillthenbedeleted.

c) From14.48to15.00(Q3)thetenremainingcarswillbepermittedonthetrack.

Theaboveprocedureisbasedupon26carsbeingofficiallyeligibletotakepartintheEvent.If24carsareeligiblesevenwillbeexcludedafterQ1andQ2,if22carsareeligiblesixcarswillbeexcludedafterQ1andQ2,andsooniffewercarsareeligible.

33.2 Anydriverwhosecarstopsonthecircuitduringthequalifyingsessionwillnotbepermittedtotakeanyfurtherpartinthesession.Anycarwhichstopsonthecircuitduringthequalifyingsession,andwhichisreturnedtothepitsbeforetheendofthesession,willbeheldinparcferméuntiltheendofthesession.

33.3 Attheendofqualifyingpracticethetimesachievedbyeachdriverwillbeofficiallypublished.

34) PRE-RACEPARCFERMÉ

34.1 EveryteammustprovidetheFIAtechnicaldelegatewithasuspensionset-upsheetforbothoftheircarsbeforeeachofthemleavesthepitlaneforthefirsttimeduringqualifyingpracticesession.

34.2 Eachcarwillbedeemedtobeinparcferméfromthetimeatwhichitleavesthepitlaneforthefirsttimeduringqualifyingpracticeuntilthestartoftherace.AnycarwhichfailstoleavethepitlaneduringqualifyingpracticewillbedeemedtobeinparcferméattheendofQ1.

Betweenthesetimes,otherthanwhencarsarereturnedtotheparcferméovernight,thefollowingworkmaybecarriedout:

a) Enginesmaybestarted.

b) Fuelmaybeaddedorremovedandafuelbreatherfitted.

c) Wheels,wheelfastenersandtyresmayberemoved,changedorrebalancedandtyrepressureschecked.

d) Sparkplugsmayberemovedinordertocarryoutaninternalengineinspectionandcylindercompressionchecks.

e) Permittedheatingorcoolingdevicesmaybefitted.

f) Ajumpbatterymaybeconnectedandonboardelectricalunitsmaybefreelyaccessedviaaphysicalconnectiontothecar.

g) Chargingand/ordischargingoftheERSenergystoragedevices.

h) RemovaloftheERSenergystoragedeviceswhich,oncemarkedbytheFIAtechnicaldelegate,mayberetainedovernightbytheteam.

i) Themainelectricalbatteryandradiobatteriesmaybechanged.

j) Thebrakesystemmaybebled.

k) Engineoilmaybedrained.

l) Compressedgasesmaybedrainedoradded.

m) Fluidswithaspecificgravitylessthan1.1maybedrainedand/orreplenished,however,fluidsusedforreplenishmentmustconformtothesamespecificationastheoriginalfluid.

n) Theaerodynamicsetupofthefrontwingmaybeadjustedusingtheexistingparts.Nopartsmaybeadded,removedorreplaced.

o) IftheFIAtechnicaldelegateissatisfiedthatchangesinclimaticconditionsnecessitatealterationstothespecificationofacar,changesmaybemadetotheairductsaroundthefrontandrearbrakesandradiatorducts.Thesechangesmaybemadeatanytimeafterallteamshavebeensentthemessage“CHANGEINCLIMATICCONDITIONS”viatheofficialmessagingsystem.Fromthispointonwardsthechoiceofairductsaroundthefrontandrearbrakesandradiatorductsisfreeandpitottubesmaybecoveredoruncovered,subjectalwaystocompliancewiththerelevantTechnicalRegulations.

p) Bodywork(excludingradiators)mayberemovedand/orcleaned.

q) Cosmeticchangesmaybemadetothebodyworkandtapemaybeadded.

r) Anypartofthecarmaybecleaned.

s) Onboardcameras,marshallingsystemcomponents,timingtranspondersandanyassociatedequipmentmayberemoved,refittedorchecked.

t) AnyworkrequiredbytheFIAtechnicaldelegate.

u) Changestoimprovethedriver'scomfort.Inthiscontextanythingotherthantheadjustmentofmirrors,seatbeltsandpedalsmayonlybecarriedoutwiththespecificpermissionoftheFIAtechnicaldelegate.

Shouldambienttemperaturechangesignificantly,teamswillberequestedtochangetheheadpaddingrequiredbyArticle14.6.1-6oftheTechnicalRegulationsviatheofficialmessagingsystem.

Theadditionorremovalofpadding(orsimilarmaterial)isalsopermittedbutmayonlybecarriedoutundersupervisionand,ifrequiredbytheFIAtechnicaldelegate,mustberemovedbeforethepost-raceweighingprocedure.

v) Drinkingfluidforthedrivermaybeaddedatanytime,however,thecapacityofthecontainerforanysuchfluidmustnotexceed1.5litres.

w) Repairofgenuineaccidentdamage.

x) Anypartswhichareremovedfromthecarinordertocarryoutanyworkspecificallypermittedabove,oranypartsremovedtocarryoutessentialsafetychecks,mustremainclosetoitand,atalltimes,bevisibletothescrutineerassignedtotherelevantcar.

Furthermore,anypartsremovedfromthecarinordertocarryoutanysuchworkmustberefittedbeforethecarleavesthepitlane.

AnyworknotlistedabovemayonlybeundertakenwiththeapprovaloftheFIAtechnicaldelegatefollowingawrittenrequestfromtheteamconcerned.Itmustbeclearthatanyreplacementpartateamwishestofitissimilarindesign,mass,inertiaandfunctiontotheoriginal.AnypartsremovedwillberetainedbytheFIA.

However,ifateamwishestochangeapartduringthequalifyingsessionand/oronthegridbeforethestartoftherace,thismaybedonewithoutfirstseekingthepermissionofthetechnicaldelegate,provideditisreasonablefortherelevantteamtobelievepermissionwouldbegiveniftherewastimetoaskandthebrokenordamagedpartremainsinfullviewofthescrutineerassignedtothecaratalltimes.

34.3 Attheendofthequalifyingpracticeatleastsixcarswillbechosenatrandomtoundergofurtherchecks,onceinformedtheircarhasbeenselectedtheteamconcernedmusttakethecartotheparcferméimmediately.

34.4 Withinthreeandahalfhoursoftheendofthequalifyingpracticesessionallcarsusedduringthesession(orwhichwereintendedforusebutfailedtoleavethepitlane)mustbecoveredandreadyforFIAsealstobeappliedinordertoensurethattheyremainsecureuntilthefollowingday.FormarketingpurposesthisdeadlinemaybeextendedforonecarfromeachcompetitorforamaximumoftwohoursbypriorarrangementwiththeFIAtechnicaldelegate.

However,noworkofanykindmaybecarriedoutonthecaranylaterthanthreeandahalfhoursaftertheendofthequalifyingpracticesession.

Whilstcarsarecoveredovernighttheymaybefittedwithdevicestokeepthemwarm.

34.5 Fivehoursbeforethestartoftheformationlapthesealsandcoversmayberemovedbutthecarswillremainunderparcferméconditionsuntilthestartoftherace.

34.6 Acompetitormaynotmodifyanypartonthecarormakechangestotheset-upofthesuspensionwhilstthecarisbeingheldunderparcferméconditions.InthecaseofabreachofthisArticletherelevantdrivermuststarttheracefromthepitlaneandfollowtheprocedureslaidoutinArticle36.2.

Inorderthatthescrutineersmaybecompletelysatisfiedthatnoalterationshavebeenmadetothesuspensionsystemsoraerodynamicconfigurationofthecar(withtheexceptionofthefrontwing)whilstinpre-raceparcfermé,itmustbeclearfromphysicalinspectionthatchangescannotbemadewithouttheuseoftools.

34.7 Onescrutineerwillbeallocatedtoeachcarforthepurposeofensuringthatnounauthorisedworkiscarriedoutwhilstcarsarebeingheldunderparcferméconditions.

34.8 AlistofpartsreplacedwiththespecificagreementoftheFIAtechnicaldelegatewhilstcarsarebeingheldunderparcferméconditionswillbepublishedanddistributedtoallteamspriortotherace.

35) THEGRID

35.1 AnydrivereliminatedduringQ1whosebestqualifyinglapexceeds107%ofthefastesttimesetduringthatsession,orwhofailstosetatime,willnotbeallowedtotakepartintherace.Underexceptionalcircumstanceshowever,whichmayincludesettingasuitablelaptimeinafreepracticesession,thestewardsmaypermitthecartostarttherace.

Anydriveracceptedinthismannerwillbeplacedatthebackofthestartinggridafteranyotherpenaltieshavebeenapplied.

ShouldtherebemorethanonedriveracceptedinthismannertheywillbearrangedonthegridintheordertheywereclassifiedinP3.

35.2 a) Thegridwillbedrawnupasfollows:

i) ThelasteightpositionswillbeoccupiedbythecarseliminatedduringQ1,thefastestin19thposition.

ii) ThenexteightpositionswillbeoccupiedbythecarseliminatedduringQ2,thefastestin11thposition.

iii) ThetoptenpositionswillbeoccupiedbythecarswhichtookpartinQ3,thefastestfromthepositiononthegridwhichwasthepolepositioninthepreviousyearor,onanewcircuit,hasbeendesignatedassuchbytheFIAsafetydelegate.

IftwoormoredriverssetidenticaltimesduringQ1,Q2orQ3prioritywillbegiventotheonewhosetitfirst.

Iflessthan26carsareenteredintheChampionshipappropriateamendmentswillbemadetotheaboveinaccordancewithArticle33.1.

b) IfmorethanonedriverfailstosetatimeduringQ2orQ3theywillbearrangedinthefollowingorder:

i) Anydriverwhoattemptedtosetaqualifyingtimebystartingaflyinglap.

ii) Anydriverwhofailedtostartaflyinglap.

iii) Anydriverwhofailedtoleavethepitsduringtheperiod.

c) Oncethegridhasbeenestablishedinaccordancewitha)andb)above,gridpositionpenaltieswillbeappliedtothedriversinquestionintheordertheoffenceswerecommitted.If,followingqualifying,morethanonedriverincursapenaltyunderArticle23.3(f)orArticle23.5(a)preferencewillbegiventothedriverwhoseteamfirstinformedthetechnicaldelegatethatapowerunitorgearboxchangewillbecarriedout.

d) AnydriverwhoincursapenaltyunderArticle23.3(f)orArticle23.5(a)willtakeprecedenceoveranydriverwhosequalifyingtimeshavebeendeletedforanyreason.

Ifmorethanonedriverfallsintoasinglecategoryinb)ord)abovetheywillbearrangedonthegridintheordertheywereclassifiedinthepreviousperiodofqualifyingor,inthecaseofQ1,theordertheywereclassifiedinP3.

35.3 Thestartinggridwillbepublishednolessthanfourhoursbeforethestartoftheformationlap.Anycompetitorwhosecar(s)is(are)unabletostartforanyreasonwhatsoever(orwhohasgoodreasontobelievethattheircar(s)willnotbereadytostart)mustinformthestewardsaccordinglyattheearliestopportunityand,inanyevent,nolaterthanonehourandfifteenminutesbeforethestartoftheformationlap.Ifoneormorecarsarewithdrawnthegridwillbeclosedupaccordingly.Thefinalstartinggridwillbepublishedonehourbeforethestartoftheformationlap.

35.4 Thegridwillbeinastaggered1x1formationandtherowsonthegridwillbeseparatedby16metres.

36) STARTINGPROCEDURE

UnlessitisnecessarytousetheproceduresetoutinArticle39.16thefollowingprocedurewillbeused.

36.1 30minutesbeforethestartoftheformationlapthepitexitwillbeopenedandcarswillbepermittedtoleavethepitlanetocoverareconnaissancelap.Attheendofthislaptheywillstoponthegridinstartingorderwiththeirenginesstopped.

Shouldtheywishtocovermorethanonereconnaissancelap,thismustbedonebydrivingdownthepitlaneatgreatlyreducedspeedbetweeneachofthelaps.Ifadriverstopsinhispitbetweenreconnaissancelapsthecarmayonlyre-jointhetrackbybeingdrivenfromthedriver’sgarageandnotfromhispitstopposition.

Alldriversgoingtothepitexitatthistimemustdosoataconstantspeedandwithconstantthrottle.Thisappliesoverthewholeofthepitlanewhetheradriverisgoingtothepitexitfromhisgarageortravellingthroughthepitlanebetweenreconnaissancelaps.

Anycarwhichdoesnotcompleteareconnaissancelapandreachthegridunderitsownpowerwillnotbepermittedtostarttheracefromthegrid.

36.2 22minutesbeforethescheduledstartoftheformationlap,awarningsignalwillbegivenindicatingthattheendofthepitlanewillbeclosedintwominutes.

20minutesbeforethescheduledstartoftheformationlaptheendofthepitlanewillbeclosedandasecondwarningsignalwillbegiven.Anycarwhichisstillinthepitlanecanstartfromtheendofthepitlaneprovideditgotthereunderitsownpower.Ifmorethanonecarisaffectedtheymustlineupintheorderinwhichtheyqualified.However,anycarreachingtheendofthepitlaneafterthefiveminutesignalmuststartbehindanycaralreadyatthepitexit.

Allsuchcarsmaythenjointheraceoncethewholefieldhaspassedtheendofthepitlaneforthefirsttimeafterthestart.

36.3 Theapproachofthestartwillbeannouncedbysignalsshowntenminutes,fiveminutes,threeminutes,oneminuteandfifteensecondsbeforethestartoftheformationlap,eachofwhichwillbeaccompaniedbyanaudiblewarning.

Whenthetenminutesignalisshown,everybodyexceptdrivers,officialsandteamtechnicalstaffmustleavethegrid.

36.4 Whenthethreeminutesignalisshownallcarsonthegridmusthavetheirwheelsfitted,afterthissignalwheelsmayonlyberemovedinthepitlane.

ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhosecardidnothaveallitswheelsfullyfittedatthethreeminutesignal.

36.5 Whentheoneminutesignalisshown,enginesshouldbestartedandallteampersonnelmustleavethegridbythetimethe15secondsignalisgiventakingallequipmentwiththem.

Ifanyteampersonnelorteamequipmentremainonthegridafterthe15secondsignalhasbeenshownthedriverofthecarconcernedmuststarttheracefromthepitlaneasspecifiedinArticle36.2.ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhofailstostarttheracefromthepitlane.

Ifanydriverneedsassistanceafterthe15secondsignalhemustraisehisarmand,whentheremainderofthecarsabletodosohaveleftthegrid,marshalswillbeinstructedtopushthecarintothepitlane.

Ineitheroftheabovecases,marshalswithyellowflagswillstandbesideanycar(orcars)concernedtowarndriversbehind.

36.6 Whenthegreenlightsareilluminated,thecarswillbegintheformationlapwiththepolepositiondriverleading.

Whenleavingthegridalldriversmustrespectthepitlanespeedlimituntiltheypasspoleposition.

Marshalswillbeinstructedtopushanycar(orcars)whichremainonthegridintothepitlanebythefastestrouteimmediatelyaftercarsabletodosohaveleftthegrid.Anydriverbeingpushedfromthegridmaynotattempttostartthecarandmustfollowtheinstructionsofthemarshals.

36.7 Duringtheformationlappracticestartsareforbiddenandtheformationmustbekeptastightaspossible.

36.8 Overtakingduringtheformationlapisonlypermittedifacarisdelayedandcarsbehindcannotavoidpassingitwithoutundulydelayingtheremainderofthefield.Inthiscase,driversmayonlyovertaketore-establishtheoriginalstartingorder.Anydriverdelayedinthisway,andwhoisunabletore-establishtheoriginalstartingorderbeforehereachesthefirstsafetycarline,mustenterthepitlaneandstartfromtheendofthepitlaneasspecifiedinArticle36.2.

ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhofailstoenterthepitlaneifhehasnotre-establishedtheoriginalstartingorderbeforehereachesthefirstsafetycarline.

36.9 Whenthecarscomebacktothegridattheendoftheformationlap(orlaps,seeArticle39.16),theywillstopwithintheirrespectivegridpositions,keepingtheirenginesrunning.

Therewillbeastandingstart,thesignalbeinggivenbymeansoflightsactivatedbythepermanentstarter.

Onceallthecarshavecometoahaltthefivesecondlightwillappearfollowedbythefour,three,twoandonesecondlights.Atanytimeaftertheonesecondlightappears,theracewillbestartedbyextinguishingallredlights.

36.10 UnlessspecificallyauthorisedbytheFIAsafetydelegate,duringthestartofaracethepitwallmustbekeptfreeofallpersonswiththeexceptionoftwopeoplefromeachteam,officialsandfiremarshals.

36.11 If,afterreturningtothestartinggridattheendoftheformationlapaproblemarises,thefollowingproceduresshallapply:

a) Ifacardevelopsaproblemthatcouldendangerthestartthedrivermustimmediatelyraisehishandsabovehisheadandthemarshalresponsibleforthatrowmustimmediatelywaveayellowflag.Iftheracedirectordecidesthestartshouldbeabortedthegreenlightswillbeilluminatedtwosecondsaftertheabortlightsareswitchedon,aboardsaying“EXTRAFORMATIONLAP”willbedisplayedandallcarsabletodosomustcompleteafurtherformationlapwhilstthecarwhichdevelopedtheproblemismovedintothepitlane.

Whenleavingthegridtocompletetheextraformationlapalldriversmustrespectthepitlanespeedlimituntiltheypasspoleposition.

Theteammaythenattempttorectifytheproblemand,ifsuccessful,thecarmaythenstartfromtheendofthepitlane.Shouldtherebemorethanonecarinvolvedtheirstartingorderwillbedeterminedbytheorderinwhichtheyreachedtheendofthepitlane.

Everytimethishappenstheracewillbeshortenedbyonelap.

b) Ifanotherproblemariseswhichdoesnotnecessitateadelaytothestart(seec)below),driverswillbeaskedtocarryoutanextraformationlapassetoutina)above.Anydriverwhocausedthestarttobeaborted,andisthenabletostarttheextraformationlapmustenterthepitlaneattheendofthelapandstarttheraceasspecifiedinArticle36.2.ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhofailstostarttheracefromthepitlane.

c) Ifanyotherproblemarises,andiftheracedirectordecidesthestartshouldbedelayed,thefollowingproceduresshallapply:

i) Iftheracehasnotbeenstarted,theabortlightswillbeswitchedon,aboardsaying“DELAYEDSTART”willbedisplayed,enginesshouldbestoppedandallteamswillbeinformedofthelikelydelayviatheofficialmessagingsystem.Oncethestarttimeisknownatleastfiveminuteswarningwillbegiven.

Tyrechangingonthegridisnotpermittedduringsuchadelay.

Everytimethishappenstheracewillbeshortenedbyonelap.

ii) Iftheracehasbeenstartedthemarshalsalongsidethegridwillwavetheiryellowflagstoinformthedriversthatacarisstationaryonthegrid.

iii) If,afterthestart,acarisimmobilisedonthestartinggrid,itshallbethedutyofthemarshalstopushitintothepitlanebythefastestroute.Anydriverbeingpushedfromthegridmaynotattempttostartthecar.

iv) Oncethecarisinthepitlanehismechanicsmayattempttostartit,ifsuccessfulthedrivermayre-jointherace.Thedriverandmechanicsmustfollowtheinstructionsofthetrackmarshalsatalltimesduringsuchaprocedure.

36.12 ShouldArticle36.11apply,theracewillneverthelesscountfortheChampionshipnomatterhowoftentheprocedureisrepeated,orhowmuchtheraceisshortenedasaresult.

36.13 EitherofthepenaltiesunderArticles38.3c)ord)willbeimposedforafalsestartjudgedusinganFIAsuppliedtransponderwhichmustbefittedtothecarasspecified.

36.14 Onlyinthefollowingcaseswillanyvariationinthestartprocedurebeallowed:

a) Ifitstartstorainafterthefiveminutesignalbutbeforetheraceisstartedand,intheopinionoftheracedirectorteamsshouldbegiventheopportunitytochangetyres,theabortlightswillbeshownontheLineandthestartingprocedurewillbeginagainatthetenminutepoint.

b) Ifthestartoftheraceisimminentand,intheopinionoftheracedirector,thevolumeofwateronthetrackissuchthatitcannotbenegotiatedsafelyevenonwet-weathertyres,theabortlightswillbeshownontheLineandallteamswillbeinformedofthelikelydelayviatheofficialmessagingsystem.Oncethestarttimeisknownatleasttenminuteswarningwillbegiven.

37) THERACE

37.1 Duringtherace,driversleavingthepitlanemayonlydosowhenthelightattheendofthepitlaneisgreenandontheirownresponsibility.Amarshalwithablueflagand/oraflashingbluelight,willalsowarnthedriverifcarsareapproachingonthetrack.

38) INCIDENTSDURINGTHERACE

38.1 Theracedirectormayreportanyon-trackincidentorsuspectedbreachoftheseSportingRegulationsortheCode(an“Incident”)tothestewards.Afterreviewitshallbeatthediscretionofthestewardstodecidewhetherornottoproceedwithaninvestigation.

ThestewardsmayalsoinvestigateanIncidentnotedbythemselves.

38.2 a) ItshallbeatthediscretionofthestewardstodecideifanydriverinvolvedinanIncidentshouldbepenalised.

UnlessitiscleartothestewardsthatadriverwaswhollyorpredominantlytoblameforanIncidentnopenaltywillbeimposed.

b) IfanIncidentisunderinvestigationbythestewardsamessageinformingallteamswhichdriverordriversareinvolvedwillbesentviatheofficialmessagingsystem.

Providedthatsuchamessageisdisplayednolaterthan60minutesaftertheracehasfinishedthedriverordriversconcernedmaynotleavethecircuitwithouttheconsentofthestewards.

38.3 ThestewardsmayimposeanyoneofthepenaltiesbelowonanydriverinvolvedinanIncident:

a) Afivesecondtimepenalty.Thedrivermustenterthepitlane,stopinhispitstoppositionforatleastfivesecondsandthenre-jointherace.Therelevantdrivermayhoweverelectnottostop,providedhecarriesoutnofurtherpitstopbeforetheendoftherace.Insuchcasesfivesecondswillbeaddedtotheelapsedracetimeofthedriverconcerned.

b) Atensecondtimepenalty.Thedrivermustenterthepitlane,stopinhispitstoppositionforatleasttensecondsandthenre-jointherace.Therelevantdrivermayhoweverelectnottostop,providedhecarriesoutnofurtherpitstopbeforetheendoftherace.Insuchcasestensecondswillbeaddedtotheelapsedracetimeofthedriverconcerned.

Inbothoftheabovecasesthedriverconcernedmustcarryoutthepenaltythenexttimeheentersthepitlane.

c) Adrive-throughpenalty.Thedrivermustenterthepitlaneandre-jointheracewithoutstopping.

d) Atensecondstop-and-gotimepenalty.Thedrivermustenterthepitlane,stopinhispitstoppositionforatleasttensecondsandthenre-jointherace.

Ifanyofthefourpenaltiesaboveareimposeduponadriver,andthatdriverisunabletoservethepenaltyduetoretirementfromtherace,thestewardsmayimposeagridplacepenaltyonthedriverathisnextEvent.

Ifanyofthefourpenaltiesaboveareimposedduringthelastthreelaps,oraftertheendofarace,Article38.4(b)belowwillnotapplyandfivesecondswillbeaddedtotheelapsedracetimeofthedriverconcernedinthecaseof(a)above,10secondsinthecaseof(b),20secondsinthecaseof(c)and30secondsinthecaseof(d).

e) Atimepenalty.

f) Areprimand.

g) Adropofanynumberofgridpositionsatthedriver’snextEvent.

Ifanyofthesevenpenaltiesaboveareimposedtheyshallnotbesubjecttoappeal.

h) Disqualificationfromtheresults.

i) Suspensionfromthedriver’snextEvent.

38.4 ShouldthestewardsdecidetoimposeeitherofthepenaltiesunderArticle38.3(a),(b),(c)or(d),thefollowingprocedurewillbefollowed:

a) Thestewardswillgivewrittennotificationofthepenaltywhichhasbeenimposedtothecompetitorconcernedandwillinformallteamsviatheofficialmessagingsystem.

b) WiththeexceptionofArticles38.3(a)and(b)above,fromthetimetheteamconcernedisnotifiedofthestewards’decisionviatheofficialmessagingsystemtherelevantdrivermaycrosstheLineonthetracknomorethantwicebeforeenteringthepitlaneand,inthecaseofapenaltyunderArticle38.3(d),proceedingtohisgaragewhereheshallremainfortheperiodofthetimepenalty.

However,unlessthedriverwasalreadyinthepitentryforthepurposeofservinghispenalty,hemaynotcarryoutthepenaltyiftheVSCprocedureisinuseorafterthesafetycarhasbeendeployed.ThenumberoftimesthedrivercrossestheLinebehindthesafetycarorduringtheVSCprocedurewillbeaddedtothemaximumnumberoftimeshemaycrosstheLineonthetrack.

c) WhilstacarisstationaryinthepitlaneasaresultofincurringapenaltyunderArticles38.3(a)or(b)aboveitmaynotbeworkedonuntilthecarhasbeenstationaryforthedurationofthepenalty.

d) WhilstacarisstationaryinthepitlaneasaresultofincurringatimepenaltyunderArticle38.3(d)aboveitmaynotbeworkedon.However,iftheenginestopsitmaybestartedafterthetimepenaltyperiodhaselapsed.

e) AnybreachorfailuretocomplywithArticles38.4(b),(c)or(d)mayresultinthecarbeingexcluded.

39) SAFETYCAR

39.1 TheFIAsafetycarwillbedrivenbyanFIAappointeddriverandwillcarryanFIAobservercapableofrecognisingallthecompetingcarswhoisinpermanentradiocontactwithracecontrol

39.2 Fiftyminutesbeforethestartoftheformationlapthesafetycarwillleavethepitlaneandtakeuppositionatthefrontofthegridandremainthereuntilthefiveminutesignalisgiven.Atthispoint(exceptunder39.16below)itwillcoverawholelapofthecircuitandtakeupposition.

39.3 Thesafetycarmaybebroughtintooperationtoneutralisearaceupontheorderoftheclerkofthecourse.

Itwillbeusedonlyifcompetitorsorofficialsareinimmediatephysicaldangeronornearthetrackbutthecircumstancesarenotsuchastonecessitatesuspendingtherace.

39.4 Whentheorderisgiventodeploythesafetycarthemessage"SAFETYCARDEPLOYED"willbesenttoallteamsviatheofficialmessagingsystem,allFIAlightpanelswilldisplay“SC”andallmarshal'spostswilldisplaywavedyellowflagsand"SC"boardsforthedurationoftheintervention.

39.5 Nocarmaybedrivenunnecessarilyslowly,erraticallyorinamannerwhichcouldbedeemedpotentiallydangeroustootherdriversoranyotherpersonatanytimewhilstthesafetycarisdeployed.Thiswillapplywhetheranysuchcarisbeingdrivenonthetrack,thepitentryorthepitlane.

39.6 Thesafetycarwilljointhetrackwithitsorangelightsilluminatedandwilldosoregardlessofwheretheraceleaderis.

39.7 Allcompetingcarsmustreducespeedandformupinlinebehindthesafetycarnomorethantencarlengthsapart.Inordertoensurethatdriversreducespeedsufficiently,fromthetimeatwhichallteamshavebeensentthe“SAFETYCARDEPLOYED”messageviatheofficialmessagingsystemuntilthetimethateachcarcrossesthefirstsafetycarlineforthesecondtime,driversmuststayabovetheminimumtimesetbytheFIAECUatleastonceineachmarshallingsector(amarshallingsectorisdefinedasthesectionoftrackbetweeneachoftheFIAlightpanels).Inaddition,anydriverenteringthepitlaneattheendofhisfirstorsecondlapafterdeploymentofthesafetycar,mustbeabovetheminimumtimesetbytheFIAECUatthefirstsafetycarlineasheentersthepitlane.

ThestewardsmayimposeeitherofthepenaltiesunderArticle38.3a),b),c)ord)onanydriverwhofailstostayabovetheminimumtimeasrequiredbytheabove.

39.8 Withtheexceptionofthecaseslistedundera)toh)below,nodrivermayovertakeanothercaronthetrack,includingthesafetycar,untilhepassesthefirstsafetycarlineforthefirsttimewhenthesafetycarisreturningtothepits.However,ifthesafetycarisstilldeployedatthebeginningofthelastlap,orisdeployedduringthelastlap,Article39.15willapply.

Theexceptionsare:

a) Ifadriverissignalledtodosofromthesafetycar.

b) Under39.12or39.16below.

c) Whenenteringthepitsadrivermaypassanothercarremainingonthetrack,includingthesafetycar,afterhehasreachedthefirstsafetycarline.

d) Whenleavingthepitsadrivermayovertake,orbeovertakenby,anothercaronthetrackbeforehereachesthesecondsafetycarline.

e) Whenthesafetycarisreturningtothepitsitmaybeovertakenbycarsonthetrackonceithasreachedthefirstsafetycarline.

f) Whilstinthepitentry,pitlaneorpitexitadrivermayovertakeanothercarwhichisalsoinoneofthesethreeareas.

g) Anycarstoppinginitsdesignatedgarageareawhilstthesafetycarisusingthepitlane(see39.11below)maybeovertaken.

h) Ifanycarslowswithanobviousproblem.

39.9 Whenorderedtodosobytheclerkofthecoursetheobserverinthecarwilluseagreenlighttosignaltoanycarsbetweenitandtheraceleaderthattheyshouldpass.Thesecarswillcontinueatreducedspeedandwithoutovertakinguntiltheyreachthelineofcarsbehindthesafetycar.

39.10 Exceptunder39.12below,thesafetycarshallbeusedatleastuntiltheleaderisbehinditandallremainingcarsarelinedupbehindhim.

Oncebehindthesafetycar,theraceleadermustkeepwithintencarlengthsofit(exceptunder39.13below).

39.11 Undercertaincircumstancestheclerkofthecoursemayaskthecarsandthesafetycartousethepitlane.Inthesecases,asignaltousethepitlanewillbedisplayedbeforethestartofthepitentryandallteamswillbeinformedviatheofficialmessagingsystem,allcarsmustthenenterthepitlane,drivethroughitandre-jointhetrack.Anycarenteringthepitlaneunderthesecircumstancesmayhoweverstopatitsdesignatedgaragearea.ApenaltyunderArticle38.3(c)willbeimposedonanydriverwhofailstoenterthepitlanewhenrequiredtodoso.

Otherthanwhenthecarsandthesafetycararerequiredtousethepitlane,nocarmayenterthepitswhilstthesafetycarisdeployedunlessitisforthepurposeofchangingtyres.

39.12 Iftheclerkofthecourseconsidersitsafetodoso,andthemessage"LAPPEDCARSMAYNOWOVERTAKE"hasbeensenttoallteamsviatheofficialmessagingsystem,anycarsthathavebeenlappedbytheleaderwillberequiredtopassthecarsontheleadlapandthesafetycar.

ThiswillonlyapplytocarsthatwerelappedatthetimetheycrossedtheLineattheendofthelapduringwhichtheycrossedthefirstSafetyCarlineforthesecondtimeafterthesafetycarwasdeployed.

Havingovertakenthecarsontheleadlapandthesafetycarthesecarsshouldthenproceedaroundthetrackatanappropriatespeed,withoutovertaking,andmakeeveryefforttotakeuppositionatthebackofthelineofcarsbehindthesafetycar.Whilsttheyareovertaking,andinordertoensurethismaybecarriedoutsafely,thecarsontheleadlapmustalwaysstayontheracinglineunlessdeviatingfromitisunavoidable.Unlesstheclerkofthecourseconsidersthepresenceofthesafetycarisstillnecessary,oncethelastlappedcarhaspassedtheleaderthesafetycarwillreturntothepitsattheendofthefollowinglap.

Iftheclerkofthecourseconsiderstrackconditionsareunsuitableforovertakingthemessage"OVERTAKINGWILLNOTBEPERMITTED"willbesenttoallteamsviatheofficialmessagingsystem.

39.13 Whentheclerkofthecoursedecidesitissafetocallinthesafetycarthemessage"SAFETYCARINTHISLAP"willbesenttoallteamsviatheofficialmessagingsystemandthecar'sorangelightswillbeextinguished.Thiswillbethesignaltotheteamsanddriversthatitwillbeenteringthepitlaneattheendofthatlap.

Atthispointthefirstcarinlinebehindthesafetycarmaydictatethepaceand,ifnecessary,fallmorethantencarlengthsbehindit.

Inordertoavoidthelikelihoodofaccidentsbeforethesafetycarreturnstothepits,fromthepointatwhichthelightsonthecarareturnedoutdriversmustproceedatapacewhichinvolvesnoerraticaccelerationorbrakingnoranyothermanoeuvrewhichislikelytoendangerotherdriversorimpedetherestart.

AsthesafetycarisapproachingthepitentrytheyellowflagsandSCboardswillbewithdrawnand,otherthanonthelastlapoftherace,replacedbywavedgreenflagswithgreenlightsattheLine.ThesewillbedisplayeduntilthelastcarcrossestheLine.

39.14 Eachlapcompletedwhilethesafetycarisdeployedwillbecountedasaracelap,exceptthefirstlapwhentheproceduresetoutin39.16isfollowed(seealsoArticle5.3).

39.15 Ifthesafetycarisstilldeployedatthebeginningofthelastlap,orisdeployedduringthelastlap,itwillenterthepitlaneattheendofthelapandthecarswilltakethechequeredflagasnormalwithoutovertaking.

39.16 Iftrackconditionsareconsideredunsuitabletostarttheraceatthescheduledtimethestartoftheformationlapmaytakeplacebehindthesafetycar.Ifthisisthecase,atthetenminutesignalitsorangelightswillbeilluminated,thisbeingthesignaltothedriversthattheformationlapwillbestartedbehindthesafetycar.Atthesametimethiswillbeconfirmedtoallteamsviatheofficialmessagingsystem.

Whenthegreenlightsareilluminatedthesafetycarwillleavethegridandalldriversmustfollowingridorder,nomorethantencarlengthsapart,andmustrespectthepitlanespeedlimituntiltheypasspoleposition.Thesafetycarwillcontinueuntilconditionsareconsideredsuitableforracing.

Anycarsthatwerestartingtheracefromthepitlanemayjointheformationlaponcethewholefieldhaspassedtheendofthepitlaneforthefirsttime.Anysuchcarsmaycompleteallformationlapsbutmustenterthepitlaneafterthesafetycarreturnstothepitsandstarttheracefromtheendofthepitlaneintheordertheygetthere.ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhoentersthepitlaneunderthesecircumstancesandwhosetyre(s)arechangedforadifferentspecificationbeforeleavingthepitlane.

Anyothercarenteringthepitlaneduringtheformationlapsmayre-jointhetrackbutmustenterthepitlaneafterthesafetycarreturnstothepitsandstarttheracefromtheendofthepitlaneintheordertheygetthere.ApenaltyunderArticle38.3(d)willalsobeimposedonanydriverwhoentersthepitlaneunderthesecircumstancesandwhosetyre(s)arechangedforadifferentspecificationbeforeleavingthepitlane.

Overtakingduringthelap(s)behindthesafetycarisonlypermittedunderthefollowingcircumstances:

a) Ifacarisdelayedwhenleavingthegridandcarsbehindcannotavoidpassingitwithoutundulydelayingtheremainderofthefield,or

b) Ifthereismorethanonecarstartingfromthepitlaneandoneofthemisundulydelayed.

Ineithercasedriversmayonlyovertaketore-establishtheoriginalstartingorderortheorderthecarsatthepitexitwereinwhentheformationlapwasstarted.

Anydriverdelayedineitherway,andwhoisunabletore-establishtheoriginalstartingorderbeforehereachesthefirstsafetycarlineonthelapthesafetycarreturnstothepits,mustenterthepitlaneandmayonlyjointheraceoncethewholefieldhaspassedtheendofthepitlaneafterthestartoftherace.

ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhofailstoenterthepitlaneifhehasnotre-establishedtheoriginalstartingorderbeforehereachesthefirstsafetycarline.

Oncethesafetycarhasenteredthepitlaneallcars,withtheexceptionofthoserequiredtostartfromthepitlane,mustreturntothegrid,takeuptheirgridpositionsandfollowtheproceduressetoutinArticle36.9to36.13.

If,afterseveralformationlapsbehindthesafetycar,trackconditionsareconsideredunsuitabletostarttherace,themessage“STARTPROCEDURESUSPENDED”willbesenttoallteamsviatheofficialmessagingsystemandallcarsmustenterthepitlanebehindthesafetycar.TheproceduresdescribedinArticles41and42mustthenbefollowedandtherewillbenostandingstart.

40) VIRTUALSAFETYCAR(VSC)

40.1 TheVSCproceduremaybeinitiatedtoneutraliseapracticesessionoraraceupontheorderoftheclerkofthecourse.

Itwillnormallybeusedwhendoublewavedyellowflagsareneededonanysectionoftrackandcompetitorsorofficialsmaybeindanger,butthecircumstancesarenotsuchastowarrantuseofthesafetycaritself.

40.2 WhentheorderisgiventoinitiatetheVSCprocedureamessage"VSCDEPLOYED"willbesenttoallteamsviatheofficialmessagingsystemandallFIAlightpanelswilldisplay“VSC”.

40.3 Nocarmaybedrivenunnecessarilyslowly,erraticallyorinamannerwhichcouldbedeemedpotentiallydangeroustootherdriversoranyotherpersonatanytimewhilsttheVSCprocedureisinuse.Thiswillapplywhetheranysuchcarisbeingdrivenonthetrack,thepitentryorthepitlane.

40.4 Wheninitiatedduringarace,nocarmayenterthepitswhilsttheVSCprocedureisinuseunlessitisforthepurposeofchangingtyres.

40.5 AllcompetingcarsmustreducespeedandstayabovetheminimumtimesetbytheFIAECUatleastonceineachmarshallingsector(amarshallingsectorisdefinedasthesectionoftrackbetweeneachoftheFIAlightpanels).Inaddition,anydriverenteringthepitlanewhilsttheVSCprocedureisinusemustbeabovetheminimumtimesetbytheFIAECUatthefirstsafetycarlineasheentersthepitlane.

AllcarsmustalsobeabovethisminimumtimewhentheFIAlightpanelschangetogreen(see40.7below).

Wheninitiatedduringarace,thestewardsmayimposeeitherofthepenaltiesunderArticle38.3a),b),c)ord)onanydriverwhofailstostayabovetheminimumtimeasrequiredbytheabove.

40.6 Withtheexceptionofthecaseslistedundera)tod)below,nodrivermayovertakeanothercaronthetrackwhilsttheVSCprocedureisinuse.

Theexceptionsare:

a) Whenenteringthepitsadrivermaypassanothercarremainingonthetrackafterhehasreachedthefirstsafetycarline.

b) Whenleavingthepitsadrivermayovertake,orbeovertakenby,anothercaronthetrackbeforehereachesthesecondsafetycarline.

c) Whilstinthepitentry,pitlaneorpitexitadrivermayovertakeanothercarwhichisalsoinoneofthesethreeareas.

d) Ifanycarslowswithanobviousproblem.

40.7 WhentheclerkofthecoursedecidesitissafetoendtheVSCprocedurethemessage"VSCENDING"willbesenttoallteamsviatheofficialmessagingsystemand,atanytimebetween10and15secondslater,“VSC”ontheFIAlightpanelswillchangetogreenanddriversmaycontinuethesessionorcontinueracingimmediately.After30secondsthegreenlightswillbeextinguished.

40.8 EachlapcompletedwhisttheVSCprocedureisinuseduringaracewillbecountedasaracelap.

41) SUSPENDINGARACE

41.1 Ifcompetitorsorofficialsareplacedinimmediatephysicaldangerbycarsrunningonthetrack,andtheclerkofthecoursedeemscircumstancesaresuchthatthetrackcannotbenegotiatedsafely,evenbehindthesafetycar,theracewillbesuspended.

Shoulditbecomenecessarytosuspendtherace,theclerkofthecoursewillorderredflagstobeshownatallmarshalpostsandtheabortlightstobeshownattheLine.

41.2 Whenthesignalisgivenovertakingisforbidden,thepitexitwillbeclosedandallcarsmustproceedslowlyintothepitlane.Thefirstcartoarriveinthepitlaneshouldproceeddirectlytothepitexitstayinginthefastlane,alltheothercarsshouldformupinalinebehindthefirstcar.

41.3 Anycarsunabletoreturntothepitlaneasaresultofthetrackbeingblockedwillbebroughtbackwhenthetrackisclearedandwillbearrangedintheordertheyoccupiedbeforetheracewassuspended.

Additionally,anycarsinthepitlaneorpitentryatthetimetheracewassuspendedwillbearrangedintheordertheyoccupiedbeforetheracewassuspended.

Inallcasestheorderwillbetakenatthelastpointatwhichitwaspossibletodeterminethepositionofallcars.Allsuchcarswillthenbepermittedtoresumetherace.

TheSafetyCarwillthenbedriventothefrontofthelineofcarsinthefastlane.

41.4 Whilsttheraceissuspended:

a) Neithertheracenorthetimekeepingsystemwillstop,however,inaccordancewithArticle5.3thelengthoftheracesuspensionwillbeaddedtothemaximumtwohourperiod.

b) Carsmaybeworkedononcetheyhavestoppedinthefastlanebutanysuchworkisrestrictedtothatlistedini)toviii)belowandmustnotimpedetheresumptionoftherace.

i) Startingtheengineandanydirectlyassociatedpreparation. ii) Thefittingorremovalofpermittedcoolingandheatingdevices. iii) Changestotheairductsaroundthefrontandrearbrakes. iv) Changestotheradiatorducts. v) Changesmadefordrivercomfort. vi) Changingwheelsandtyres. vii) Repairofgenuineaccidentdamage.

viii) Theaerodynamicsetupofthefrontwingmaybeadjustedusingtheexistingparts.Nopartsmaybeadded,removedorreplaced.

c) Onlyteammembersandofficialswillbepermittedinthepitlane.

41.5 UnlessaskedtodosobytheFIA,carsmaynotbemovedfromthefastlanewhilsttheraceissuspended.ApenaltyunderArticle38.3(c)willbeimposedonanydriverwhosecarismovedfromthefastlanetoanyotherpartofthepitlane.

Atalltimesdriversmustfollowthedirectionsofthemarshals.

42) RESUMINGARACE

42.1 Thedelaywillbekeptasshortaspossibleandassoonasaresumptiontimeisknownallteamswillbeinformedviatheofficialmessagingsystem,inallcasesatleasttenminuteswarningwillbegiven.

42.2 Signalswillbeshowntenminutes,fiveminutes,threeminutes,oneminuteandfifteensecondsbeforetheresumptionandeachofthesewillbeaccompaniedbyanaudiblewarning.

42.3 Whenthethreeminutesignalisshownallcarsmusthavetheirwheelsfitted,afterthissignalwheelsmayonlyberemovedifthecarhasbeenmovedoutofthefastlaneorduringafurtherracesuspension.

ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhosecardidnothaveallitswheelsfullyfittedatthethreeminutesignalorhasanyofitswheelschangedbeforeitleavesthepitlaneaftertheracehasbeenresumed.

Atthetwominutepointanycarsbetweenthesafetycarandtheleader,inadditiontoanycarsthathadbeenlappedbytheleaderatthetimetheracewassuspended,willbeallowedtoleavethepitlaneandcompleteafurtherlap,withoutovertaking,andjointhelineofcarsbehindthesafetycarwhichleftthepitlanewhentheracewasresumed.

42.4 Whentheoneminutesignalisshown,enginesshouldbestartedandallteampersonnelmustleavethefastlanebythetimethe15secondsignalisgiventakingallequipmentwiththem.Ifanydriverneedsassistanceafterthe15secondsignalhemustraisehisarmand,whentheremainderofthecarsabletodosohaveleftthepitlane,marshalswillbeinstructedtopushthecarintotheslowlane.Inthiscase,marshalswithyellowflagswillstandbesideanycar(orcars)concernedtowarndriversbehind.Driversmayleavethefastlaneinordertopassanycarunabletoleavethepitlane.

42.5 Theracewillberesumedbehindthesafetycarwhenthegreenlightsareilluminated.Thesafetycarwillenterthepitsafteronelapunless:

a) Theraceisbeingresumedinwetconditionsandtheracedirectordeemsmorethanonelapnecessary,inwhichcaseseeArticle24.4(l).

b) Allcarsarenotyetinalinebehindthesafetycar.

c) Afurtherincidentoccursnecessitatinganotherintervention.

Whenthegreenlightsareilluminatedthesafetycarwillleavethepitlaneandalldriversmustfollow,nomorethantencarlengthsapart.

42.6 Overtakingbehindthesafetycarisonlypermittedinthefollowingcases:

a) Anydriverwhoisdelayedwhenleavinghispositioninthefastlanemayovertaketore-establishhisoriginalstartingpositionprovidedhedoessobeforehecrossesthefirstsafetycarline.Shouldhefailtodosohemustre-enterthepitlaneandmayonlyre-jointheraceoncethewholefieldhaspassedthepitexit.

ApenaltyunderArticle38.3(d)willbeimposedonanydriverwhofailstore-enterthepitlaneifhehasnotre-establishedtheoriginalstartingorderbeforehereachesthefirstsafetycarline.

b) Driversmayleavethefastlaneinordertoovertakeanycardelayedwhenleavingitspositioninthefastlane.

Anydriverwhosecarhasbeenpushedfromthefastlane,inaccordancewithArticle42.4above,maynotovertakeinordertore-establishtheorderbeforetheracewassuspended.

42.7 EitherofthepenaltiesunderArticle38.3(c)or(d)willbeimposedonanydriverwho,intheopinionofthestewards,unnecessarilyovertookanothercarduringthelap.DuringthislapArticles39.13,39.14,39.15and39.16willapply.

42.8 Iftheracecannotberesumedtheresultswillbetakenattheendofthepenultimatelapbeforethelapduringwhichthesignaltosuspendtheracewasgiven.

43) FINISH

43.1 Theend-of-racesignalwillbegivenattheLineassoonastheleadingcarhascoveredthefullracedistanceinaccordancewithArticle5.3.

43.2 Shouldforanyreasontheend-of-racesignalbegivenbeforetheleadingcarcompletestheschedulednumberoflaps,ortheprescribedtimehasbeencompleted,theracewillbedeemedtohavefinishedwhentheleadingcarlastcrossedtheLinebeforethesignalwasgiven.

Shouldtheend-of-racesignalbedelayedforanyreason,theracewillbedeemedtohavefinishedwhenitshouldhavefinished.

43.3 Afterreceivingtheend-of-racesignalallcarsmustproceedonthecircuitdirectlytothepost-raceparcferméwithoutanyunnecessarydelay,withoutreceivinganyobjectwhatsoeverandwithoutanyassistance(exceptthatofthemarshalsifnecessary).

a) Thenationalanthemofthewinningdriverandwinningteamwillbeplayed.TheNationalitiesoftheteamsanddriverswillbenotifiedtotheorganiserbytheFIAandwillaccordwithArticle9.5.2oftheCode.

b) Asuitablesoundsystemshouldbeinstalledtoensurethatnationalanthems,(initiatedbythemasterofceremonies)areclearlyheardwithanaudiolinktotheTVbroadcast.

c) Whenthechampagneshowerbegins,musicshouldbeplayed.Thisshouldnotstartuntilthepresentershaveleftthepodium.

7. PARCFERME

Theparcfermémustbepositionedascloseaspossibletothepodium,preferablyimmediatelybelow,withdirectaccess.

AssoonasallthecarshavecrossedtheLine,acoursecarmustgoroundthetracktocollectanydriverwhohasfinishedinthefirstthreebutisstrandedonthecircuit.

Thedriversmustnotbedelayedintheparcfermé.Oneperson,nominatedbythemasterofceremoniesandinradiocontactwithhim,willberesponsibleformovingthedriversfromtheparcfermétothepodiumwithoutdelay.OnlypersonsauthorisedbythemasterofceremoniesmaymakecontactwiththedriversbeforetheendoftheTVunilateralinterviews.

8. UNILATERALROOM

Theunilateralroommustbeadjacenttothepodium.Themasterofceremonieswillseethatthedriversproceedthereimmediatelyafterthepodiumceremony.Theroomshouldbesuitablyventilated(orairconditionedifthetemperatureisabove25°C).

9. PRESSROOM

ImmediatelyaftertheTVinterviews,driversmustgotothepressroomforinterviews.

Thewinningdriver'sawardwillbepresentedbytheheadofstateortheprimeministerofthehostcountryortheFIAPresident.Ifsuchapersonisnotavailable,acomparablepersonwithinthehostcountry,oradignitaryofinternationalstatusshouldbeinvited.Shouldneitherofthesebeavailable,thePresidentoftheASNwillbeinvitedtopresentthewinner'strophy.

Theconstructor'sawardmustbepresentedbytheofficialrepresentativeofthenamingrightssponsoroftheEvent.Intheabsenceofanamingrightssponsor,themasterofceremonieswillselectasuitableperson.

Thesecondandthirddrivers'awardsmustbepresentedbythePresidentoftheASN,unlesslocalcircumstancesrequireanadditionaldignitarytobepresent.Inthiscase,thelatterwillpresentthesecondawardandtheASNpresidentthethird.ShouldtheASNpresidentbeunavailableorpresentingthewinningdriver'strophy,themasterofceremonieswillselectasuitablereplacement.

2017-2020POWERUNITHOMOLOGATION1) AnymanufacturerintendingtohomologateapowerunitforusebyateaminaChampionship

duringthe2017-2020periodmustsubmittotheFIAapowerunithomologationdossieronorbefore28Februaryoftherelevantyear.

2) Thehomologationdossiermustinclude:

a) Detailsofallthepartsdescribedas“INC”inthe“App.4Sportingregs.”columnofAppendix2oftheF1TechnicalRegulations.

AERODYNAMICTESTINGRESTRICTIONS(ATR)

TheATR,andthedefinitionsandruleswhichwillapplytoaerodynamictesting,areasfollows:

1. RestrictedWindTunnelTesting(RWTT)

1.1 InthecontextofthisAppendixthewordsbodywork,sprungsuspensionandbrakesystemairductswillhavethesamedefinitionasthoseprovidedbyArticles1.4,1.13and11.4oftheF1TechnicalRegulationsrespectively.

1.2 RWTTisthetestingbyacompetitororanyAssociateofacompetitor(asdefinedinSection8ofAppendix6)and/orbyanycontractedpartyofacompetitororofanyAssociateofacompetitororanyexternalentityworkingonbehalfofacompetitororforitsownpurposesandsubsequentlyprovidingtheresultsofitsworktoacompetitorinatestenvironmentofarepresentationofanF1carorsub-componentinordertomeasure,observeorinferanyforces,displacements,pressuresorairflowdirectionresultingdirectlyorindirectlyfromtheincidentairflow.Theonlyallowableexceptionsfromthisdefinitionareasfollows:

1.9 DuringRWTT,oncethewindtunnelairspeedrisesabove5m/sthebodywork,sprungsuspensionandbrakesystemairductsofthescalemodelmustremainfixeduntilthewindtunnelairspeedreturnsbelow1m/swiththeexceptionofanyfreedomsetoutinSection6.

2. RestrictedCFD(RCFD)simulations

2.1 RCFDsareComputationalFluidDynamic(CFD)simulationsbyacompetitororanyAssociateofacompetitor(asdefinedinSection8ofAppendix6)and/orbyanycontractedpartyofacompetitororofanyAssociateofacompetitororanyexternalentityworkingonbehalfofacompetitororforitsownpurposesandsubsequentlyprovidingtheresultsofitsworktoacompetitorofflowsthataregaseousinthecaseofarepresentationofanF1carorsub-componentandarenotclassifiedaspowerunitsimulations.Anysimulationofflowscontainedwithinthepowerunitcoolingorlubricationsystems,air,air/fuelmixtures,combustionprocessorproductsofcombustionfromaboundarycommencingatthepowerunit’satmosphericairintakeducts,passingthroughthepowerunitandfinishingattheexitoftheexhaustsystemwillbeclassifiedasapowerunitsimulation.

2.2 Fortheavoidanceofdoubt,ifanyCFDsimulation(otherthanthepowerunitsimulationdefinedabove)revealsinformationtoacompetitorortoanAssociateofthecompetitor(asdefinedinSection8ofAppendix6),whetherdirectly,viaacontractedpartyorviaanexternalentityworkingonbehalfofacompetitororforitsownpurposesandsubsequentlyprovidingtheresultsofitsworktoacompetitor,aboutflowsthataregaseousonarepresentationofanF1carorsub-componentthenitisaRCFDsimulation.Forexample;anyCFDsimulationsconductedatscalesotherthan1:1orusingnon-gaseousfluidsarestillRCFDsastheyrevealinformationaboutflowsthataregaseousonthefullsizeF1car.

2.3 RCFDsrefertothesolverpartoftheprocess(irrespectiveofthenumericalschemebehindthesimulation)plusanymeshadaptationincludedinasolveroptimisationloop.Pre-processing,meshcreationandpostprocessingofCFDsimulationsarenon-RCFDs.Onlythecalculationpartoftheprocess,includingmessagepassingtimeduringthisphase,(iterationtime)shallbeincludedintheRCFDS.

2.4 Non-RCFDscanbemadeforthepurposeofoptimisingCFDmethodology,providedtheyusearigidcargeometrywhichhasbeensimulatedinCFDmorethan30monthsago.Thiscargeometrymaynotbechanged,addedto,removedfrom,morphedormodified.

unintentionalandincidentalchangesingeometrydetailcausedbytherevisionsinsoftwareandprocess.Fortheavoidanceofdoubt,staticchangestocarattitude(rideheight,roll,yawandsteer)arepermitted.Dynamicattitudechangesaswellasfrontwingflapangle,rearwinguppermostelementpositionortyreshapechangesarenotpermitted.Modificationstosurfaceandvolumemeshresolutionandtypeaswellastheextentofthefarfielddomainareallowed.

2.5 RCFDsmayonlybecarriedoutusinghardwarethathasbeennominatedbythecompetitortotheFIA.EachcompetitormustdeclaretotheFIAinwritingthecomputerresourcethatisemployedforthepurposeofRCFDs.

ThedeclarationofthehardwarebythecompetitortotheFIAmustinclude:

a) Thecomputer/clusteridentification,manufacturer,modelandlocationandthemanufacturer,nameandfulluniquemodelnumberoftheprocessingunits.

b) Numberofprocessingunitcoresinthecomputer/cluster.

c) Peaknumberofdoubleprecisionfloatingpointcalculationspercyclepercoreoftheprocessingunit.MFPPCreferredtoinParagraph2.6.

d) FurthertoParagraph2.5(c),inthecaseofanIntelCPUwitheithertheSandybridgeorIvybridgechipsetwherethecompetitorchoosesnottoexploittheAVXfeature;thecompetitormustexplicitlydeclareandbeabletodemonstratethattheyarenotusingtheAVXfeatureintheCFDsolveprocess.Ifthenon-usageoftheAVXfeatureisproventotheauditor,theIntelSandybridgeandIvybridgechipsetcorescanberatedas4FLOP/cycle/coreratherthanas8FLOP/cycle/core.Acompetitorwishingtomakeuseofthisexceptionintheirreportingshouldincludesupportinginformationfromtheirhardwareand/orsoftwaresupplierswiththeirdeclaration.

3. CombinedRWTTandRCFDsRestriction

3.1 TheusagelimitsforRWTTandRCFDsareexpressedintermsofWindOnTime,numberofruns,tunneloccupancyandCFDTeraFLOPsusageduringanATP.

3.2 AnATPisaneightweekperiodusedforevaluationoftheserestrictions.AssoonasoneATPfinishes,anewonebegins.

3.3 WindOnTimeisdefinedastheamountoftime(inhours)perweek,averagedovertheATP,wherethewindtunnelairspeedexceeds15m/sforRWTT.FortheavoidanceofdoubtanyRWTTperformedforthecompetitorbyanyAssociateofthecompetitor(asdefinedinSection8ofAppendix6)and/orbyanycontractedpartyofthecompetitororofanyAssociateofthecompetitororanyexternalentityworkingonbehalfofthecompetitororforitsownpurposesandsubsequentlyprovidingtheresultsofitsworktothecompetitorduringanATPmustbeincludedinthiscalculationasifthetestswereperformedbythecompetitor.

3.4 CFDTeraFLOPusageisdefinedastheaveragenumberofTeraFLOPsofcomputingpowerusedforthepurposeofmakingRCFDsduringtheATP.Fortheavoidanceofdoubt,computerresourceusedforRCFDsthatfailorareabortedbytheusermuststillbeincludedintheCFDTeraFLOPusagecalculation.ForthefurtheravoidanceofdoubtanyRCFDsperformedforthecompetitorbyanyAssociateofthecompetitor(asdefinedinSection8ofAppendix6)and/orbyanycontractedpartyofthecompetitororofanyAssociateofthecompetitororanyexternalentityworkingonbehalfofthecompetitororforitsownpurposesandsubsequentlyprovidingtheresultsofitsworktothecompetitorduringanATPmustbeincludedinthiscalculationasifthesimulationswereperformedbythecompetitor.

3.5 EachcompetitormustlimitRWTTandRCFDssothatattheendofeachATPitcanbedemonstratedthatthecompetitorhasoperatedaccordingtotheLimitLine.

3.7 ThelimitinCFDsimulation(“CFD_limit”intheLimitLine)willberevisedeverythreeyears,startingfrom1stJanuary2014,toanewperformanceleveltotakeaccountofchangestoCFDhardwareownershipandrunningcosts.

3.8 EachcompetitormustalsolimitRWTTtoamaximumof65runsperweekandamaximumof60hoursoftunneloccupancyperweekbothaveragedovertheATP.Onlytwoshiftsofoccupancymaybecarriedoutinanyonecalendarday. AttheendofeachATPitwillalsohavetobedemonstratedthatthecompetitorhasoperatedaccordingtotheselimits.

FortheavoidanceofdoubtanyRWTTperformedforthecompetitorbyanyAssociateofthecompetitor(asdefinedinSection8ofAppendix6)and/orbyanycontractedpartyofthecompetitororofanyAssociateofthecompetitororanyexternalentityworkingonbehalfofthecompetitororforitsownpurposesandsubsequentlyprovidingtheresultsofitsworktothecompetitorduringanATPmustbeincludedinthiscalculationasifthetestswereperformedbythecompetitor.

3.9 DuringRWTT,thefirstshiftofoccupancywillbedeemedtocommencethefirsttimethewindtunnelairspeedisabove5m/sonagivencalendarday,andwillendatatime,declaredbythecompetitor,whenthewindtunnelairspeedfallsbelow5m/sonthesamecalendarday.Asecondshiftofoccupancywillbedeemedtocommencethefirsttimethewindtunnelairspeedisabove5m/sfollowingtheendofthefirstshiftofoccupancy(onthesamecalendarday)andwillend,eitherwhenthewindtunnelairspeedfallsbelow5m/sforthelasttimeonthesamecalendardayor,attheendofthecalendardayintheeventarunisstillinprogress.

3.10 AnydataacquiredduringRWTTandRCFDmayonlybeavailabletothecompetitorthatisassignedtheWindOnTimeorCFDTeraFLOPusedtoacquireit,withtheexceptionofthedatanecessaryforthecorrectoperationofnon-ListedPartssuppliedtoanothercompetitorasdefinedinParagraph3ofAppendix6.

4. ReportingandBenchmarking

4.1 EachcompetitorshallreporttotheFIAdetailsofitsRWTTandRCFDsfortheprecedingATPwithin14daysoftheendofthatATP.ThedatamustbeprovidedintheexactformatspecifiedbytheFIA,detailsofwhichmaybefoundintheAppendixtotheF1SportingRegulations.

4.2 Digitalwindtunnelimagefilesincolourandwithsufficientunobstructedfieldofviewofthewindtunnelworkingsectiontoincludetheentiremodelmustberecorded,referencedtootherdatacollectedandacopysavedincludingauniquetimestamptoatleastonesecondaccuracyforthestartofeachindividualrun.

ShouldtheFIAwishtoaccesstheimagesforinspectionatanytimetheymustbeofadequatequalitysuchthatitispossibletousethemtoverify,forexample,whetherthefrontwinggroup(describedinArticle3.3.1oftheF1TechnicalRegulations)andrearwinggroup(describedinArticle3.6.3oftheF1TechnicalRegulations)arefitted.Inthecaseofotherrunsdeemedtobenon-RCFDsinthecontextofthisAppendix,forexampleusinganaerodynamicconfigurationgreaterthan12monthsold,theimagesmustalsoprovideaclearvisualreferencetoassistinverifyingthisaspectofthemodel.

4.3 InordertocheckonthehardwareemployedbythecompetitorsandasameansofassuringcommonapplicationoftherestrictionssetoutinthisAppendix,theFIAwillarrangeforindependentbenchmarkinginspectionsofbothwindtunnelandCFDactivitiestobecarriedoutfromtimetotime.RecommendationsarisingfromtheseinspectionswillbeincorporatedintothisAppendix.

4.4 a) TheaerodynamicreportingperiodsmaybefoundintheAppendixtotheF1SportingRegulations.

b) IfanAerodynamicReportingPeriodoccupiesmorethan8calendarweeksinordertospanthefactoryshutdown,Wind-ontime,TeraFLOPs,occupancyandrunswillbeaveragedoverthisreportingperiod,oranyotherperiodwhichdurationmaynotbe8weeks,bysummingthetotalactivityintheperiodandthenaveragingovertheeffectivedurationoftheATPexactlyasforanormalreportingperiod.

c) Foranewentrant,thereportingwillstartassoonasitofficiallybecomesacompetitor.Thestartdateofthefirstreportingperiodwillbedefinedasthedateatwhichitofficiallybecomesacompetitorandwind-ontime,TeraFLOPs,occupancyandrunswillbeaveragedoverthedurationofthisreportingperiod.

5. ExceptionstodefinitionofRWTT

5.1 Freetestingispermitted(andthereforenotwithinthedefinitionofRWTT)fordevelopmentofsuspensionandsteeringsystems(Article10oftheF1TechnicalRegulations),brakesystems(Article11oftheF1TechnicalRegulations),wheelsandtyres(Article12oftheF1TechnicalRegulations)andfordevelopmentandcalibrationofpressuresensinginstrumentation(suchaspitottubes,multi-directionalprobes,Kieltubesetc.),providedsuchtestsdonotconcurrentlytest(orinanywayprovideincidentaldataorknowledgeon)theperformanceorenduranceofpartsorsystemsclassifiedasbodywork.Duringauditcompetitorsmayberequestedtodemonstratecomplianceofanysuchtestingthroughtheproductionofsupportingdata.

5.2 SteadystateanddynamicenginedynamometerworkwithanF1carorsubcomponentmaybeperformed(andthereforenotwithinthedefinitionofRWTT)providedthat:

a) Thebodyworkusedinthetesthasnofrontwingassembly(describedinArticle3.3.1oftheF1TechnicalRegulations)orrearwingassembly(describedinArticle3.6.3oftheF1TechnicalRegulations)present.

b) Nodevicesdesignedtomeasuredirectlyorindirectlyaerodynamicforcesorflowfieldcharacteristicsareinstalledinthefacilityused.

c) Nosensorinstalledonthecarorsubcomponentwhicharecapableofmeasuringdisplacements,pressuresorairflowdirectionoftheexternalairstreamresultingdirectlyorindirectlyfromtheincidentairflowmaybelogged.Loggingfileshavetobeavailable,ifrequired,duringtheindependentbenchmarkinginspection.

d) Thegasflowexitingfromtheexhaustsystemisductedawayfromthetestingareabeforeimpactingonanybodyworkcomponent(otherthantheexhaustitself).

5.3 Windtunneltestingforthesolepurposeoftheconditioningofwindtunnelinfrastructureorthedevelopmentofwindtunnelinfrastructure(includingallofitssub-systemssuchasrollingroad,modelmotionsystem,forcebalance,windtunnelmodelspine,sensorsetc.)andmethodologymaybeperformed(andthereforenotwithinthedefinitionofRWTT)subjecttocomplyingwitheitherofthefollowingrestrictions:

a) Thefrontwinggroup(describedinArticle3.3.1oftheF1TechnicalRegulations)andtherearwinggroup(describedinArticle3.6.3oftheF1TechnicalRegulations)mustberemovedfromthewindtunnelforthedurationofthetesting.

b) Amodeloffixedaerodynamicconfigurationisusedwhichismorethan12monthsold,andthatnomodificationismadetothepreviouslytestedgeometry.

6. BodyworkItemsthatmaybeadjustedduringaRWTTrun

6.1 ThefollowingdegreesoffreedomarepermittedduringthecourseofaRWTTrun:

a) Theflapangleofthefrontwingmaybeadjusted.

b) Theincidenceoftherearmostanduppermostelementofthetoprearwingmaybeadjusted.

6.2 Fortheavoidanceofdoubt,duringRWTT,changestothestateofthemodelthatreflectconditionsencounteredonthefullsizecarwhiledrivingonthetrack(forexamplerideheight,roll,steer,yaw,exhaustflow)arepermitted.

7. Movementofpersonnel

7.1 Nocompetitormayusemovementofpersonnelinvolvedinthedevelopment,designortestingofaerodynamicsurfaces(whetheremployee,consultant,contractor,secondeeoranyothertypeofpermanentortemporarypersonnel)withanothercompetitor,eitherdirectlyorviaanexternalentity,forthepurposeofcircumventingtherequirementsofthisAppendix.InorderthattheFIAmaybesatisfiedthatanysuchmovementofstaffiscompliantwiththisAppendix,eachcompetitormustinformtheFIAofallrelevantstaffmovementsattheendofeachATPusingthetemplatewhichmaybefoundintheAppendixtotheseRegulationandmustdemonstratethattheyhaveimplementedallreasonablemeasurestoavoidthedisclosureofinformation,dataordesignbetweentheinvolvedcompetitors.

APPENDIX9

SUPPLYOFPOWERUNITSFORTHE2017-2020CHAMPIONSHIPSEASONS

Preamble:TheFIAandtheCommercialRightsHolderremainentitledtodecidejointlythatthisAppendixbeingwithdrawnatanytimeifthenumberofPowerUnitManufacturerssupplyingpowerunitsinaChampionshipseasonislessthan3(three).

a) AspartofthehomologationprocedureofAppendix4oftheSportingRegulations,anyPowerUnitManufacturerwishingtosupplypowerunitstoateammust:

i) notifyinwritingtheFIAofitsintentiontodosonolaterthan6May(orsuchotherdateasagreedinwritingbetweenallofthePowerUnitManufacturersandtheFIA)[Note:1Januaryin2017]precedingtheyearduringwhichsuchpowerunitswillbesupplied;

ii) agreetobeboundbytheprovisionsoftheCode,theTechnicalRegulations,theSportingRegulations,theJudicialandDisciplinaryRulesandallotherrelevantandapplicableFIArulesand/orregulations(assupplementedoramendedfromtimetotime)andfurthertoobservethem;and

iii) agreetobesubjecttothejurisdictionoftheinternaljudicialanddisciplinarybodiesoftheFIA.

b) NopowerunitmaybeusedinagivenChampionshipseasonunlessthePowerUnitManufacturersupplyingsuchpowerunitacceptsandadherestothefollowingconditions.

EachofthePowerUnitManufacturersofanhomologatedpowerunitmust:

i) providetheFIA,before15May(orsuchotherdateasagreedinwritingbetweenallthePowerUnitManufacturersandtheFIA)oftheseasonprecedingthatinwhichsuchpowerunitsaretobesupplied,withthelistofteams(clearlyidentifyingtheappointed“works/factory”team,ifany)towhichasupplyagreementhasbeenconcludedforthegivenChampionshipseason;

ii) ifcalledupontodosobytheFIAbefore1June(orsuchotherdateasagreedinwritingbetweenallthePowerUnitManufacturersandtheFIA)oftheseasonprecedingthatinwhichsuchpowerunitsweretobesupplied,supplyatleastanumberofteams(“T”)equaltothefollowingequation:

- A=Totalnumberofteams(including“works/factory”teams)havingasupplyagreementconcludedforthegivenChampionshipseasonwithaNewPowerUnitManufacturer.

Indoingso,theFIAwillfirstallocatethepowerunitsupplybetweenthePowerUnitManufacturersthataresupplyingthefewestnumberofteams,providedthattheteamswithoutasupplyagreementshallbeallocatedtothePowerUnitManufacturer(s)thatsupplies(supply)thelowestnumberofteamsandsoon.IfthereismorethanonePowerUnitManufacturersupplyingthefewestnumberofteams(i.e.inthesameposition)and/ormorethanoneteamrequestingasupplytheallocationbetweensuchPowerUnitManufacturersshalloccurbyballot(whichballotshallbetransparentandundertakenbytheFIAinthepresenceofarepresentativeofeachofthePowerUnitManufacturer(s)andthenewCustomerTeamconcerned).

AnysuchallocationmadebytheFIAwillhavetobeformalisedbyasupplyagreementwiththeconcernedteamby1Augustatthelatest(orsuchotherdateasagreedinwritingbetweenallthePowerUnitManufacturersandtheFIA).

ANewPowerUnitManufacturerwillnotberequiredtocomplywiththisobligationofsupplyassetoutabove.

c) TheFIAshallbeentitledtorequestaPowerUnitManufacturertosupplyateam(“NewCustomerTeam”)withapowerunitunderthetermsofthisAppendixexceptif,atthedatesetoutinArticleb)a)above:

- suchteamhasenteredintoasupplyagreementwithaPowerUnitManufacturerforagivenChampionshipseasonbeforethedatesetoutinArticleb)a)above,and

- suchteamhasbeengrantedaright,underacurrentlybindingofferwithaPowerUnitManufacturer,tobesuppliedwithapowerunitforsuchgivenChampionshipseason.

Moreover,suchPowerUnitManufacturershallonlyberequiredtosupplyaNewCustomerTeamifthefollowingcumulativeconditionsaremet.Ifsuchconditionsarenotmet,thenthePowerUnitManufacturermay,atitssoleandexclusivediscretion,declinetherequesttosupplysuchNewCustomerTeamandthedeclineofsuchrequestshallnotbedeemedtobeabreachofthetermssetoutinthisAppendix(howeverArticlec)cannotbeappliedorinterpretedbythePowerUnitManufacturerinawaywhichwoulddeprivetheobligationofsupplyasreferredtoinArticleb)aboveofanyeffectand/orthatwouldpreventtheFIAfrommakingandenforcingtheprovisionssetoutinArticleb)above.ThePowerUnitManufacturerundertakestoexerciseingoodfaiththeconditionsreferredtoinparagraph1to11below).TheteamsandthePowerUnitManufacturersremainfreetonegotiatethetermsofthesupplyagreement,subjecttothefall-backpositionssetoutbelowwhichshallapplyshouldateamandaPowerUnitManufacturerfailtoreachanagreement,despitenegotiatingingoodfaith.

1.1 AnysupplycontractenteredintowiththeNewCustomerTeammustbeonsubstantiallythesametermsasthoseenteredintobetweenthePowerUnitManufacturerandtheothercustomerteams(otherthanitsappointed“works/factory”team)towhomitalreadysuppliesapowerunitatthedateoftheFIArequest(“ExistingCustomerTeam”),otherthanthePriceasreferredtoinparagraph8below.Inparticular,thePowerUnitManufacturermayimposeandtheteamcannotrefusetosignuptoanytermswhichatleastoneofitsotherExistingCustomerTeamshasagreedtoandthePowerUnitManufacturermayrefuseandtheteamcannotrequesttheinclusionoftermswhicharenotincludedinthesupplyagreementswithotherExistingCustomerTeams.

1.2 IntheeventthataPowerUnitManufacturerhasnotsuppliedapowerunittoanyotherExistingCustomerTeam,thePowerUnitManufacturershallhavetherighttodecide,atitssoleandexclusivediscretion,thepaymenttermsandconditions(includingthepriceofadditionalgoodsandservicesnotincludedinthesupplyperimetersdesignatedintheAppendix,butexcludingthePricewhichshallbedeterminedincompliancewiththedefinitionofPricebelow)applicabletotheNewCustomerTeamsubjecttotheprovisionsofparagraph8below.

1.3 Incaseofadisputeabouttheapplicationortheinterpretationofparagraph1hereto,theFIAwillbeentitledtorequestcopiesofthecontractsbeingenteredintobythePowerUnitManufacturerwithanycustomerteam,providedthatsuchcontractsarenotdisclosedtoanynewCustomerTeamandsubjecttotheFIAagreeingtocomplywithstrictcustomaryconfidentialityobligations.

2. ThePowerUnitManufacturershalldetermine,atitssoleandexclusivediscretion,thedurationofthetermofthepowerunitsupplywhich:

2.1 maynotbelowerthanoneChampionshipseason;and

2.2 shallnotexceedthreeChampionshipseasonsnorgobeyondtheendofthe2020Championshipseason,unlessjointlyagreedbythePowerUnitManufacturerandtheNewCustomerTeam.

3. ThePowerUnitManufacturershalldetermine,atitssoleandexclusivediscretion,whethertheNewCustomerTeamshallusethenameofthePowerUnitManufacturerortheNewCustomerTeamshalloperateunderawhitelabel/unbrandedwayand,forthispurpose,useadifferentname:

3.1 TheuseofthisdifferentnameshallalwaysbeagreedinadvancebythePowerUnitManufacturer,whichagreementshallnotbeunreasonablywithheld;and

3.2 Intheeventthatthewhitelabel/unbrandedsupplyisrequiredwithoutbeingrequestedbytheNewCustomerTeam,thissupplywillnotincuradditionalfeesfortheNewCustomerTeamexceptiftheuseofthepowerunitnameleadstotheconclusionofacommercialagreementbetweentheNewCustomerTeamandanythirdparty.Inthatcase,thePowerUnitManufacturerandtheNewCustomerTeamshallenterintogoodfaithnegotiationsandshallcommonlyagreeonthefairandreasonablepartoftherevenuesgeneratedbythecommercialagreementwhichcouldbeconsideredasadditionalfees;

3.3 Intheeventthatthewhitelabel/unbrandedsupplyisrequestedbytheNewCustomerTeamandagreedbythePowerUnitManufacturer,thissupplymayincuradditionalfeesfortheNewCustomerTeam,suchfeesbeingdeterminedatthesoleandexclusivediscretionofthePowerUnitManufacturerinafairandreasonablemanner.

4. TheNewCustomerTeamshallprovideawarrantythatithasnobindingcontractsoroption(s)inplacewithanotherpowerunitmanufacturerforfuturesupplyofpowerunits.TheNewCustomerTeamshallberequiredtoterminateanysuchcontractsoroption(s)whichdoexistinsofarastheyconflictwithanypartoftheperiodofthecontractbeingenteredintowiththePowerUnitManufacturer.

5. TheNewCustomerTeamshallnot(unlessthePowerUnitManufactureragrees)beanAutomotiveManufactureroranyofitsaffiliatedcompanieswhichhasbeensetupwiththepurposeamongstotherthingsofparticipatingintheChampionship.

6. TheNewCustomerTeamshallnot(unlessthePowerUnitManufactureragrees)haveanysponsorshipagreementinplacewithanyentity,whichisincompetitionwiththeCoreActivitiesofanAutomotiveManufacturerwhicharecarriedoutbythePowerUnitManufacturer.

7. TheNewCustomerTeamand/oranyseniorexecutives,directorsorbeneficialshareholdersoftheNewCustomerTeamshouldnotatanytime(i)belistedorincludedintheofficialEUand/orUSpublishedsanctionlists;(ii)havebeenconvictedofanyindictablecriminaloffence;(iii)havebeenconvictedbyanygovernmentorgovernmentagencyinconnectionwithfraud,moneylaundering,racketeeringorterrorismactivities;and/or(iv)havebeendeclaredbankrupt;and/or(v)havecommittedotheridentifiedactionwhich,inthereasonableopinionofthePowerUnitManufacturer,harmsthereputationofsuchPowerUnitManufacturer.ThisclauseshallalsoreciprocallyapplytothePowerUnitManufacturer.

8. ThePowerUnitSupplyPerimeterlistedintheAppendixheretoshallbesuppliedtoNewCustomerTeamsatthePrice.

IncaseofadisputeaboutthedeterminationofthePricein2017,theFIAwillbeentitledtorequestthePowerUnitManufacturertoprovidealltheelementswhichhavebeentakenintoconsiderationindeterminingsuchprice,subjecttotheFIAagreeingtocomplywithstrictcustomaryconfidentialityobligations.

ThesupplyofadditionalgoodsorservicesnotlistedintheAppendixhereto(whichshallbeagreedbetweenthePowerUnitManufacturerandtheNewCustomerTeam)shallincuradditionalcharges,theamountofwhichshallbesubstantiallythesameasthatappliedbythePowerUnitManufacturertoitsExistingCustomerTeam.IntheeventthataPowerUnitManufacturerhasnotsuppliedapowerunittoanyotherExistingCustomerTeam,thePowerUnitManufacturershalldecidethepriceoftheabove-mentionedadditionalgoodsandservicesbasedontheusagesandpracticesgenerallyrecognisedandrespectedinthemarketforthesupplyofpartsandservicesintheChampionship.

9. TheFIAshallconfirminwritingtothePowerUnitManufacturerthat,tothebestofitsknowledge,theNewCustomerTeam,includingitsofficers,directorsandbeneficialshareholders,hasnotbeenconvictedofnon-complyingatalltimeswiththeFIACodeofGoodStanding.

10. Paymentofthefees(directlyorindirectlythroughapaymentguarantee)underthesupplycontractforeachseasonshallasafall-backposition(unlessotherwiseagreedbetweenthePowerUnitManufacturerandtheNewCustomerTeam)and,notwithstandingthetermsofanycontractwithanExistingCustomerTeamoritsownfactoryteam,bemadeinfourinstalments:

- 25%onthedateofsignatureofthesupplycontract;

- 25%onorbefore30Octoberofthecalendaryearpriortotheyearofsupply;

- 30%beforethestartoftheChampionshipseason;and

- Theremaining20%beforethefifthFormulaOneEventoftheChampionshipseason.

10.1 Incaseofanydelayedpaymentforanamountgreaterthan€100,000,thePowerUnitManufacturershallsendtheNewCustomerTeamawrittennoticeofthebreach,withacopytotheFIAandtheCommercialRightsHolder.ShouldtheNewCustomerTeamfailtoresolvethisbreachtothesatisfactionofthePowerUnitManufacturer(withorwithouttheinvolvementoftheFIAandtheCommercialRightsHolder)withinthirtydaysfromtheissuingofthisnoticethePowerUnitManufacturershallbeentitledtoeitherterminatethesupplycontractimmediatelybyservingwrittennoticeontheNewCustomerTeam,withacopytotheFIAandtheCommercialRightsHolder,or,suspenddeliveryofthepowerunitstotheNewCustomerTeam.

10.2 Incaseofbreachoftheobligationtodeliverthepowerunitsand/ortosupplyadditionalgoodsorservicestotheNewCustomerTeampursuanttothesupplyagreement,suchNewCustomerTeammaysendthePowerUnitManufacturerawrittennoticeofthebreach(butonlyintheeventthattheNewCustomerTeamisnotitselfinbreachofcontractincludingfornon-paymentexceptifthatnon-paymentisjustifiedbyanallegedbreachofthesupplycontractbythePowerUnitManufacturer),withacopytotheFIAandtheCommercialRightsHolder.ShouldthePowerUnitManufacturerfailtoresolvethisbreachtothesatisfactionoftheNewCustomerTeam(withorwithouttheinvolvementoftheFIAandtheCommercialRightsHolder)withinthirtydaysfromtheissuingofthisnoticetheNewCustomerTeamshallbeentitledtosuspendpaymentofthefeestothePowerUnitManufacturer.

11. TheNewCustomerTeamandthePowerUnitManufacturershallnot,andwillprocureitsaffiliatesand/ortheirrespectiveseniorexecutives,employees,directorsandshareholdersshallnottakeanyactionand/ormakeanyomission,deceptive,misleadingordisparagingornegativecomments,whichdirectlyinjures,damagesorbringsintodisreputethepublicreputation,goodwillorfavourablenameorimageoftheotherpartytothesupplyagreement.

d) NotwithstandingtheprovisionsofArticle8.3oftheSportingRegulations,unlessagreedotherwisebytheFIA,eachofthemanufacturersofanhomologatedpowerunitmaynotdirectlyorindirectlysupplypowerunitsformorethan(T+1)teams,withTasdefinedinArticle(b).SuchconsentshallnotbegivenifoneormoreoftheotherPowerUnitManufacturersaresupplyinglessthatTteams.

e) Ceasingthesupplyofthepowerunits.

AnymanufacturerofahomologatedpowerunitwishingtoceasethesupplyofpowerunitsmustnotifytheFIAofitsintentiontodosonolaterthan1Januaryoftheyearprecedingthatinwhichsuchpowerunitswillnolongerbesupplied.

f) IncaseofanyallegedmaterialbreachorallegedmaterialfailuretocomplywithanyoftheobligationsofthepresentAppendix,theFIAshallengagegoodfaithandactivediscussionswiththePowerUnitManufacturerand,intheabsenceofamicablesolutionwithinonemonth,beentitledtoengageproceedingsbeforetheFIAInternationalTribunalagainstthePowerUnitManufacturer.Inthecasethat,inaccordanceoftheprovisionsoftheCodeandoftheJudicialandDisciplinaryRules,theInternationalTribunalrulesthatthePowerUnitManufacturerhasmateriallybreachedormateriallyfailedtocomplywithArticlesb)and/ord),theInternationalTribunalmayimposeonthePowerUnitManufacturerconcerned,totheexclusionofanyothersanctionitmayhavethepowertoimpose,afine(theamountofwhichshallbenomorethantwelvemillioneurosandshallbedetermined,onacasebycasebasis,dependingonthemeritsandcircumstancesoftheapplicablecase).

DEFINITIONS

NewPowerUnitManufacturer:DuringitsfirsttwoChampionshipseasons(orpartthereof),whetherconsecutiveornot,withinthe2014-2020period,apowerunitmanufacturerwillbeconsideredasaNewPowerUnitManufacturerwithinthemeaningofthisAppendix.

AutomotiveManufacturer:Manufacturerofatleastonemodelofautomobile(asdefinedintheCode)producedatleast3’000unitsduringthepast12months.

CoreActivitiesofanAutomotiveManufacturer:Design,productionandsaleofautomobiles(asdefinedintheCode)byanAutomotiveManufacturer.

Price:

In2017:

- ForaNewCustomerTeamalreadysuppliedbythesamePowerUnitManufacturerin2016:equaltoonemillioneuroslessthanthepricechargedin2016allotherthingsbeingequal;

- ForaNewCustomerTeamwhichwasnotsuppliedbythePowerUnitManufacturerin2016:equaltoonemillioneuroslessthanthelowestpricechargedbythatPowerUnitManufacturertoanExistingCustomerTeamin2016allotherthingsbeingequal;and

Asfrom2018:

- Twelvemillioneuros(unlessagreedotherwisebetweenthePowerUnitManufacturerandtheNewCustomerTeam).

RegardingtheamountofPricein2017season,incasecertainPowerUnitManufacturerdidnotsupplypowerunittoanyteamin2016otherthanfactory/worksteam,thePriceshallbeequaltoonemillioneuroslessthanthepricedesignatedbyPowerUnitManufacturerdecidedbasedontheusagesandpracticesgenerallyrecognisedandrespectedinthemarketforthesupplyofpowerunitsintheChampionship.

Notwithstandingtheabove,thePriceshallnotbeapplicabletoanycustomerteamwhoisatanytimeinbreachofitspaymentobligationstothePowerUnitManufacturerunderanysupplyagreement.

Theabove-mentionedpriceswillbereviewedbythePowerUnitManufacturersandtheFIAingoodfaithandamendedaccordinglyshouldtheF1governingbodiesdecide,afterthe26thofApril2016,anychangetothePowerUnitTechnicalandSportingRegulations1thatwouldmateriallyaffectthefinancialconditionsconcerningthesupplyofpowerunits(exceptifthechangeissupportedbyatleast75%ofthePowerUnitManufacturerswhich,atthedateoftheconsultation,aresupplyingpowerunitsinthecorrespondingChampionshipseasonandhavenotofficiallyannouncedtheirintentiontostopsupplyingpowerunitstoteamsinanysubsequentChampionshipseason).
