Please note the following regarding:

1. The Method of Count

At least two (2) ballot boxes are to be counted at the same time. Below is the step-by-step procedure to be followed:

1. Receive all Ballot boxes and completed Reconciliation forms from Presiding Officers. 2. Dismiss Presiding Officers and Poll Clerks and clear counting station.

3. Announce procedure 4. Open Ballot Box

5. For Municipal elections:

(a) (i) Place solid votes in batches of twenty-five (25) by

candidate/party.

(ii) Place questionable votes and split votes in two separate batches.

(b) Tally solid votes – record and have witnesses confirm.

(c) Use Tally Sheets to count Split Votes by individual Candidate/Party.

(d) Tally Split Votes by:

(i) individual candidate

(ii) political party

(e) Decide on questionable votes – separate rejected from good votes.

(f) File away rejected votes as per rules. (g) Tally good votes and include in the count for solid or spilt votes.

(h) Tally all votes for each Ballot Box and record on multiple forms provided; and

have agents witness by signature.

(i) Combine votes/results for ALL Ballot Boxes on form provided and have agents witness by signature.

(j) Share combined results with ALL Agents.

(k) Attach results of individual boxes to the combined result.

(l) Publicly announce results.

6. For General Elections:

(a) (i) Place votes in batches of twenty-five (25) by Party/Candidate.

(ii) Place questionable votes in one separate batch

(b) Decide on questionable votes – separate rejected from good votes. (c) File away rejected votes as per rules.

(d) Tally good votes and include in the Party/Candidate batches.

2. CHANGES/ADDITION

The following are changes/addition to No. 9 “Election Management Rules” of GUIDE TO ELECTION OFFICIALS – PAGE 20.

1. Cellular phones with vibrators are acceptable as the ringing of Cellular phones will not be

allowed inside the Counting Station.

2. Should an agent wish to respond to a vibrating cellular call, he/she is to do so outside of

the counting station. 3. Non-attendance or absence of candidates and/or agents even for a brief period will neither

hinder nor invalidate the counting proceedings.

4. Movements in and out of the counting station will be limited by the Returning Officer.

3. THE ELECTION PROCESS

(a) For those conducting dual Elections, please adhere to the floor plan as discussed and distributed. (b) The Presiding Officer is to advance the line at the door by inviting the elector inside the Polling Station to start the election process.

For General Elections: (c) Use the forefinger to dip in violet indelible ink.

For Municipal Elections:

Use the middle finger to dip in rose indelible ink. The finger of the right hand is to be used above. IF no right hand then the left hand. Ballot boxes:

(d) For General Elections – Use locally made grey wooden boxes with Padlocks.

For Municipal Elections – Use imported plastic/transparent boxes with plastic locks.

Ballot Boxes and ink are to be placed on a desk in front of the Presiding Officer.

(e) Kindly facilitate potential electors whose names do not appear on a list in a Polling Station by providing the necessary information via a phone call either to the Main Office or to the Returning Officer or Election Clerk.
