34.5.12 Modification of Forms

oConsider the proposal for modification of prescribed University Forms and introduction of New Forms for Student Semester Registration to Collection Fees etc.

The University has prescribed some Forms for College Transfer, Migration Certificate, Issuance of Duplicate Degree/ Provisional/ Grade Sheets, etc. In addition, new University Forms such as Re-admission, Fee Collection, and Question Setter Remuneration Form.

Resolved: The Council authorized the Vice Chancellor to take appropriate decision through a committee.

34.5.13 BPUT Prevention of Malpractice Regulation To consider the draft proposal for University Malpractice Regulation: 2020.

The draft BPUT Malpractice Regulation is placed for perusal of

Honorable Members of Academic Council. (Anexxure-VII)

Resolved: The Principals were requested to submit their views to the University. The Council authorized the Vice Chancellor to form a committee to finalize the same.

34.6 General Matters 34.6.1 The University Sports Council of BPUT has started functioning.

Accordingly, Principals Directors of Constituent and Affiliated colleges should inform voluntarily the specific sports/games

activity and the infrastructure available at their college to the

Secretary, Sports Council. Further the University will prepare the Sports Calendar to carry out different events at different

nodal centres of Sports and the detailed modalities for the

same shall be worked out at the University level.

34.6.2 The University with the help of CMGI, Bhubaneswar has moved

to implement online Affiliation module and digitization of

University documents and Examination TRs as soon as

possible.

TEQIP-III is project of MHRD in collaboration with World Bank implemented with an aim and objective to enhance quality and

equity in participating engineering education institutions and

improve the efficiency of the engineering education system in

focus states

In the case of affiliating Universities, System-level initiatives

has been taken to strengthen sector governance and

performance which include widening the scope of Affiliating Technical Universities (ATUs) to improve their policy, academic

and management practices towards affiliated institutions.

Arrangements to Build Capacity and Improve Twinning Performance of institutions and ATUS participating in focus

states.

The role of ATUs (Affiliating Technical Universities in two folds

as given below.

Procurement of Goods (equipment, furniture, books LRs,

software and minor items) and minor civil works

. Centralized Research hubs to be opened for all faculty of

affiliated institutions.

calculate the requisite attendance of the students.

Resolved: The Council resolved to explore the modalities for

implementation of the same.

4. The Director Examination submitted the proceedings of the Deans' meeting dated 16/07/2018 on tenure over cases for consideration.

Resolved: The University had invited applications on tenure over cases through open advertisement / notice during 2017 and 2018

from the students whose resuts has not been declared due to certain reason. The individual-wise action taken position on the

same may be placed by Director Examination before the committee.

The Council authorized the Vice Chancellor to form a committee to

examine all such applications received on tenure over cases.

Minutes of the 2nd CAC Meeting: 1. Formation of Elite Club:

After publication of even semester result the Elite ciub constituted earlier has been reformed from the

Gents branch topper and another from Ladies branch topper. They can be chosen basing on the

marks/CGPA of the recently published results. The concerned HODS should submit the names of such

toppers. 2. Special Coaching Classes:

After a prolonged discussion held in this regard it is decided to provide special coaching classes for the 1

year & 2d year students who are staying in hostel. All HODs are instructed to initiate for execution of such

coaching classes on a regular basis.

3. Progress on VAC:

All HODs are advised to start VAC and Add On courses next week positively. The VAC cOurses and Add On

courses that are to be provided to the students are finalized. The professor's in-charge for the respective VAC

and Add On courses are assigned and advised to prepare Add-on course syllabus to the following faculty members of different departments. The MOU's and work order for the respective courses have been

18.08.2019.

8. Proctorial Classes All HODs are requested to submit the name & registration No. of students (day wise) for proctorial classes

as 5-10 students are attending the proctorial classes every day.

Review of Result: The recently published even semester result was reviewed elaborately. It is further decided & instructed

to all members to carry out the same for betterment of the result in future.

10. Parents Meeting: it has been decided to organize department wise parents meet on every second Saturday of each month.

Accordingly the parents should be informed well in advance so that they will be available with that time

without fail.

11. Impose of Fine n Absentees:

After a careful observation, it is seen that students are found absent in classes in sgteof Tege

33.1.1 Confirmation of the minutes of the 32d Academic Council meeting (held on 25.02.2019)

The 32 Academic Council meeting was held on 25.02.2019. The

Minutes of the Academic Council meeting were circulated. No

comments have been received so far. The Minutes (Annexure-I)

may be approved as no comments have been received.

3.2.3 To consider and ratify the publications of Semester Results of

33.2.4 To consider and ratify the decision taken in respect requirementto process B.Tech Honours and B. Tech Minor with Skip provisions to Quit

Honours or Minor for general B.Tech Degree.

33.2.5 Formation of R & D Cell and its functions As per the notification no. BPUT/Estt./1684 dated 03/04/2019, a

Research and Development Cell was formed in BPUT. It deals with

all matters related to PhD program of the University. It shall also deal with the matters related to University Nodal Centers of Research (BPUT-NCR), Centers of Excellence, and all other matters relating to Research & Development of the University. Dr. Manas Ranjan Nayak, Associate Professor in Electrical Engg. CAPGS has

been assigned with additional charge of Prof. I/c (PIC), R&D Cell of

the University.

33.2.6 Assignment of additional responsibilities to existing regular staffs / faculty: a) Dr. Sivkumar Mishra, Associate Professor in Electrical Eng9. took over as Deputy Director Examination I/c, Engineering on dt

10/04/2019.

Dr. Subhendu Kumar Rath, Deputy Registrar took over as b) Director I/c CD & CDC from Dr. Partha Sarkar on his tenure Completion on 31/05/2019.

c)Dr. Deepak Kumar Sahoo, Director Examination took over the charge of Deputy Director Examination (MBA/ MCA) from Dr. Nibedita Adhikari on her tenure completion on 31/05/2019.

33.3 Academic Matters

33.3.1 Amendment in PhD Regulation-2015 a) Clause 4.3 of BPUT PhD Regulation-2015 be replaced as "A

b) Clause 4.1 & 4.2 of BPUT PhD Regulation-2015 be replaced as "Minimum 03 (three) years is required for submission of Thesis

from the date of enrollment/ admission/application, provided the candidate has successfully completed the prescribed course

work & other requirements prescribed by the DSC.

Clause 2.1.4 Entrance Test of BPUT PhD Regulation 2015 be

replaced as "All eligible candidates shall have to qualify a

Common entrance test, unless exempted in these regulations, to

be conducted by the Director Examination of the University twice

a year. Only candidates securing 40% or more marks in the test

shall be eligible for appearing the Viva-Voce.

Viva-Voce will be conducted within one month of declaration

of result of entrance test by the respective DEANS along with two

subject experts to be nominated by Hon'ble Vice Chancellor.

The Prof. I/c (PIC), R&D shal coordinate the Viva-Voce &

notify list of the successful candidates in the University website

after approval of Hon'ble Vice Chancellor.

33.3.15 To discuss on establishment of Centers of Excellences in different disciplines.

Resolved: The Council approved the proposal for establishment of Centers of Excellence in different disciplines and authorized the Vice Chancellor to form a Committee to find the out the modalities and to identify the eligibility of colleges taking into the consideration of the strength and credential of the institutions. The applications shall be invited from colleges by the BPUT within 15

33.4 Examination Matters

33.4.1 To consider the report of the committee as per the order of the Hon'ble Permanent Loka Adalat, Dhenkanal to permit a student of IGIT, Sarang to allow one special chance to appear in "Microwave" theory subject and to submit Seminar paper on payment of examination fees and penalty if any in this academic session. (Note: The applicants prescribed tenure is over since 2015-16.)

33.4.2 To consider to allow one chance to appear examinations as the last chance to those students whose tenure is over and

Colleges are closed.

Resolved: The Council approved the same. Further, the tenure

their affiliation should not be withdrawn for violation of BPUT rules.

33.5 Any other items with permission of Chair 1. The Council considered the students who have not able to dppear few regular papers of Even Semester 2018-19 due to

shifting examination for Cyclonic Strom "Fani" and their pre Scheduled Internship. The Council allowed those students one chance to appear the left out subjects in subsequent

examination which will not be treated as back paper examination.

2. The Vice Chancellor requested to Senior Experienced faculties

to prepare the question papers voluntarily in their respective

4. The Vice Chancellor informed the council that degree

certificates with his printed signature up to 2016-17 pass outs

passing and certificates of all autonomous colleges & duplicate

certificates will be signed by him manually. All Head of

Minutes of the 2d CAC Meeting: 1. Formation of Elite Club:

After publication of even semester result the Elite club constituted earlier has been reformed from the

Gents branch topper and another from Ladies branch topper. They can be chosen basing on the

marks/CGPA of the recently published results. The concerned HODs shouid submit the names of such

toppers.

2. Special Coaching Classes: After a prolonged discussion held in this regard it is decided to provide special coaching classes for the 1

year & 2 year students who are staying in hostel. All HODs are instructed to initiate for execution of such

coaching ciasses on a reguiar basis.

3. Progress on VAC:

All HODs are advised to start VAC and Add On courses next week positively. The VAC courses and Add On

courses that are to be provided to the students are finalized. The professor's in-charge for the respective

VAC and Add On courses are assigned and advised to prepare Add-on course syllabus to the following

faculty members of different departments. The MOU's and work order for the respective courses have

30.2 Academic Matter

30.2.1 Change in Curriculum for Engineering Programme from the Academic Session 2018-19

To consider for implementation of revised curriculum from the Academic Session 2018-19 as per model curriculum of AICTE.

The MHRD, Government of India and AICTE are working on mission mode to

improve the quality of engineering education in Country. The AICTE in its 49th

on 14.03.2017 approved the curriculum of engineering meeting held

programme and published the model curriculum of engineering discipline in

different branches limiting minimum 160 credits to award Degree.

The University has introduced new curriculum w.e.f 2015-16 academic year

with minimum 190 credits for award of Degree and additional 20 credit as

optional as Minor or Honours. Considering the model curriculum vis-à-vis the

existing curriculum, a Committee was constituted by the University to suggest

the proposed course structure and curriculum to be introduced from the

academic session 2018-19. The Committee met on 21.05.2018 and had

suggested the revised structure and proposed curriculum. The proposed course

structure is annexed as Annexure -III.

Thirtieth Academic Council Meeting

ne University had introduced new structure and curriculum from 2015-16

dcademiC session, wherein the entire 8th semester was focused on Industrial

training. The Principal / Directors of the Colleges who are Ex-Officio Members of

this Academic Council proposed for reyision and re-alignment the course

structure of B Tech 7th-8th Semester which is to be imparted in the affiliated

Institutions during the academic session 2018-19.

And, in consideration, the University constituted a Committee to restructure the

final year (7th & 8h semester) curriculum. The Committee has suggested to

introduce two theory papers and project work in 8h semester and minor

modification in 7th semester in-line with AICTE proposed structure. The

proposed course structure is annexed as Annexure -IV. (For Discussion and Approval)

30.2.3 Change in Curriculum for MBA programme

To consider for changes in the curriculum for MBA Programme.

The AICTE .in its 49th meeting held on 14.03.2017 approved the model

curriculum for Management programme and published the model curriculum

after approval of its 107h Executive Committee meeting held on 31.05.2017.

The University had introduced revised curriculum for MBA Programme w.e.f

2015-16 academic session.

Considering the model curriculum of AICTE vis-à-vis the existing curriculum for

Management programme, a Committee was constituted by the University to

suggest the proposed course structure and curriculum to be introduced from

the academic session 2018-19. The Committee met on 20.06.2018 and

suggested the structure as well the curriculum which will be circulated in due

course of time.

The Council of Architecture (COA) under Section 21 of Architect Act, 1972

Clause 2 and item 3 prescribes that all subjects upto 6h semester of B.Arch

programme (Stage -1) are to be completed within 5 years duration. The

ongoing Special Examinations for all 10 Semesters of B. Arch Programme not

only run contrary but also violates the Guidelines of Council of Architecture.

In view of above Council may consider to conduct Special examination for 7th

semester onwards for B.Arch programme and to amend the Academic

Regulations accordingly with retrospective effect.

AICTE has allowed to open Bachelor of Vocation (B.Voc) courses in

Technical/ Professional Institutions in the State. In their letter eligibility criteria

for B.Voc is class XII Passed Students and the Degree Awarding Body is

University. With the existing facility the Institute has to run the particular

specialization courses. The Syllabus for B.Voc will be as per AICTE prescribed

one. The respective Institutes should complete all formalities of Govt. and

University within 20th July 2018 without fail.

Implementation of Plagiarism Check Report and Certificate for

All Masters Programmes 30.3.6

To Consider and ratify the decision taken by Hon'ble Vice Chancellor

implementing Plagiarism Check Report and Certificate by the Student and

Guide for all Master Degree Courses before submission of Project Dissertation

Report for external evaluation from the Academic Year: 2018-19.

In order to avoid any on-toward situation, it is has become indispensable to

formulate a well defined Guideline to check the menace of plagiarism. Hence,

to start with, it has been made compulsory and binding on all Institutions

offering Masters Degree Courses to ensure that they ensure that their student

and Project Guide (s) submit Plagiarism Check (Through a Licensed Software)

Report (Up to 20 % acceptable) and Certificate as a pre-requisite in the Project

or Dissertation Report before the same is examined by External Examiner. It

may also be considered to apply Plagiarism Check Report and Certificate by the

Scholar and Guide for Ph.D Programs as well.

All Colleges shall also be required to submit a copy of the Thesis (Hard Bound

and Soft Copy in a CD) to the University before publication of final results and

the same shall be stored in the BPUT, CAPGS Library for future record and

research purposes.

Shodhganga.

Shodhganga stands for hosting, maintaining, making the digital repository of

Indian electronic thesis and dissertation, accessible to all institutions and

universities, is assigned to the INFLIBNET Centre by University Grants

Commission, Government of India, New Delhi.

The main objective of the scheme is to provide access to Indian thesis and

Dissertations to academic community, setting up of ETD Laboratory in eligible

university and extending access to anti-plagiarism software package in member

universities. All Universities who runs Ph.D and M.Phil Programme are eligible

to join Shodhganga by signing MoU with INFLIBNET Centre.

Ctetkwith the objective to register the University under 12 (b) of UGC Act, it

Minutes of the 2d CAC Meeting: 1. Formation of Elite Club:

After publication of even semester result the Elite club constituted earlier has been reformed from the

Gents branch topper and another from Ladies branch topper.They can be chosen basing on the

marks/CGPA of the recently published results. The concerned HODs should submit the names of such

toppers.

2. Special Coaching Classes:

After a prolonged discussion held in this regard it is decided to provide special coaching classes for the 1 year &2 year students who are staying in hostel. All HODs are instructed to initiate for execution of such

coaching classes on a regular basis.

3. Progress on VAC:

All HODs are advised to start VAC and Add On courses next week positively. The VAC courses and Add On

courses that are to be provided to the students are finalized. The professor's in-charge for the respective

VAC and Add On courses are assigned and advised to prepare Add-on course syllabus to the following

faculty members of different departments. The MOU's and work order for the respective courses have

been prepared. The details of the courses are as follows:

requirement.

5. Maintenance of Course Progress Register: All HODs are once again requested to carry out the course progress register regularly and should be counter signed by concerned HODs twice a week.

6. Student Attendance:

All faculty members are requested to enter the attendance regularly in AMS for proper monitoring the student's attendance.

7. Seminar Title & abstract Submitted:

All HODs are instructed to submit the title of the minor project along with abstract report latest by 15.06.2016

8. Proctorial Classes:

All HODs are requested to submit the name & registration No. of students (day wise) for proctorial classes as 5-10 students are attending the proctorial classes every day. Review of Result:

The recently published even semester result was reviewed elaborately. It is further decided & instructed to all members to carry out the same for betterment of the result in future.

10. Parents Meeting:

It has been decided to organize department wise parents meet on every second Saturday of each month. Accordingly the parents should be informed well in advance so that they will be available with that time

without fail

11. Impose of Fine on Absentees:

After a careful observation, it is seen that students are found absent in classes in spite of regular counseling. So in order to avoid such irregularities it has been decided to impose fine on abeptees ~his proposal shal be placed before the manágement for approval. If approved the same shall eimposed.

4. Collection of Lab Records All HODs are once again requested to collect& distribute the lab records among the students as per their

requirement.

5. Maintenance of Course Progress Register:

All HODs are once again requested to carry out the course progress register regularly and should be

counter signed by concerned HODs twice a week.

6. Student Attendance:

All faculty members are requested to enter the attendance regularly in AMS for proper monitoring the

student's attendance.

7. Seminar Title & abstract Submitted:

All HODs are instructed to submit the title of the minor project along with abstract report latest by

18.07.2015.

8. Proctorial Classes:

All HODs are requested to submit the name& registration No. of students (day wise) for proctorial classes

as 5-10 students are attending the proctorial classes every day.

9. Review of Result:

The recently published even semester result was reviewed elaborately. It is further decided & instructed

to all members to carry out the same for betterment of the result in future.

10. Parents Meeting:

It has been decided to organize department wise parents meet on every second Saturday of each month.

Accordingly the parents should be informed well in advance so that they will be available with that time

without fail.

11. Impose of Fine on Absentees:

After a careful observation, it is seen that students are found absent in classes in spite of regular counseling. So in order to avoid such irregularities it has been decided to impose fine on absETTe This proposal shall be placed before the management for approval. If approved the same shalemposed
