    The Pinelands Regional Com-munity Emergency ResponseTeam recently paired with theState Police Office of EmergencyManagement for training on theradio systems used in emergencysituations. The state policereached out to the PinelandsCERT to have it take part in thetraining. The training was con-

    ducted at the Indian Mills FireHouse in Shamong.

    The Pinelands CERT, which ismade up of members from Taber-nacle, Shamong and Bass River, isa well-trained team, WilliamLowe, emergency managementcoordinator, said. The Pinelands

    CERT meets once a month to dotrainings either in the field or in aclass, so this was just one of ourtrainings. In this training, wewent over the radio systems to re-mind and refresh us in case of anemergency.

    The training was for a newradio system that the state policeare using and making available tothe Pinelands CERT.

    Besides the new equipment,we already knew how to do a lot of

    this stuff that was in the train-ing, Lowe said. What we wentover in the training was commu-nicated over the radio, we set upan incident command post andperformed a simulated search.

    We simulated a missing per-sons search, Lowe said. The

    The Burlington County Am-phitheater will welcome manynew acts this year for its summerconcert series. The amphitheaterhas been hosting concerts andmovies for around seven yearsand can usually draw crowds of500 to 1,000 people. Some concertshave even seen 1,200.

    Some of the entertainerscome to us, Jo Horton, programcoordinator, said. I spend a lot oftime on the Internet looking forbands, and I go to listen to them.

    The venue will not be showingmovies this year as it has done inthe past.

    We actually had two movieslast year that went really well,Horton said. We didnt do themthis year, but we will probablyadd them again next year.

    Due to the economic times, theamphitheater has seen its budgetcut. However, the Friends of theBurlington County Library Inc.has helped it with budget issues,

    so that the amphitheater can con-tinue to provide entertainment toresidents.

    The Burlington County Free-holders adopted a $216.9 millionbudget for the year 2011 that re-duces the amount of tax dollarsneeded to run County govern-ment by $5.9 million, making thisthe fourth-consecutive year thatthe tax levy has been cut.

    The budget reduces spendingby $4.3 million, and also lowersthe County property tax rate from30.99 cents per $100 of equalizedvaluations to 30.96. This marksthe 21st year in a row the rate hasbeen reduced.

    Freeholder Bruce Garganionoted that the multi-million dol-lar reductions in taxes and spend-ing translates into a per personspending level of $483.45 thelowest among all 21 New Jerseycounties.

    The reductions come at a timewhen our taxpayers need it

    most, said Garganio. As we areall aware, many residents are stillstruggling to pay their mortgageor rent, and find employment thatenables them to meet their otherdaily expenses.

    Weve made significant cuts inmore than a dozen County de-partments, but our core programsand services remain intact.

    The final budget vote was 4-0,with one abstention.

    When added together, tax cutsexecuted since 2007 total $8.5 mil-lion. Spending has been reduceda total $9.6 million over the sameperiod.

    As to the tax rate, under theStates equalized ratio formula,this will result in decreases ofvarying amounts in the localrates for 34 of the Countys 40 mu-nicipalities. The formula deter-mines, on a town-by-town basis,

    the assessed value of propertyagainst actual market value.

    Garganio noted that the budgetreductions were accomplished de-spite a loss of nearly $1.9 billionin property tax ratables, whichnow total $50 billion.

    Garganio said he viewed thebudget as the culmination ofthree years of implementingeconomies in government opera-tion, noting that more than threehundred staff positions havebeen eliminated since January2008, and 165 vehicles from aCounty fleet being taken out ofservice.

    he folks who brought us Kyleighs Law five years ago

    meant well. They wanted to protect young drivers. And

    most of the law does just that by mandating curfews andlimiting driving privileges.

    But theres one huge problem

    with the law: the requirement

    that teens place red decals on

    the license plates of the cars

    they are driving.

    The intent is to let folks know

    that the person behind the

    wheel is a young, inexperienced

    driver.

    The problem with the law is that it lets folks know that the

    person behind the wheel is a young, inexperienced driver.

    If youve driven in New Jersey for more than 10 minutes, you

    have encountered your share of idiots. Often, said idiots are en-

    raged at something or someone, real or imaginary. And they

    usually are in a hurry to get somewhere probably to hang out

    with other idiots.

    They honk horns, yell, use creative sign language, cut people

    off, swerve in and out of traffic, speed and otherwise get some

    kind of perverse joy in showing the world that they indeed are

    the north end of a southbound mule.

    Its not a huge jump to believe that these slack-jawed knuckle-

    draggers will get quite the hoot in going after an easy target

    like those drivers with red decals on license plates.

    And those are just the normal idiots. To pedophiles and the

    traditional criminal element, these red stickers are giant red

    flags that say Hey, the person driving this car probably is a re-

    ally easy target.

    Lose the sticker requirement. Or, instead, put red license

    plate stickers on a bunch of unmarked police cars. Have the

    biggest, most ill-tempered cops you can find drive these cars.

    Eventually, one way or another, word will get around that you

    should give extra space and courtesy to those red-tag drivers.
