2.1     Kebutuhan  Sistem    Untuk   menjalankan   sistem   ini   Kementerian   Kesehatan   melalui   Sekretariat   STBM   sudah  menyiapkan  perangkat  keras  maupun  perangkat   lunak  di   tingkat  pusat  berupa  server  untuk  website   dilengkapi   dengan   SMS   gateway.   Implementasi   di   tingkat   pelaksana   tidak  memerlukan   perangkat   dengan   spesifikasi   khusus   karena   sistem   ini   dikembangkan   secara  terpusat  dan  berbasis  website,  sehingga  yang  dibutuhkan  hanyalah  komputer  yang  terhubung  ke  internet.

   2.2.     Website  STBM    Website  STBM  (www.stbm-­‐indonesia.org)  merupakan  antar  muka  utama  yang  juga  digunakan  sebagai   alat   bantu   dalam   melakukan   monitoring   kegiatan   STBM.   Penggunaan   domain   ini  merupakan   upaya   strategis   dalam  melakukan   penyebaran   informasi,   advokasi,   pemantauan  dan   evaluasi   serta   sebagai  media   pembelajaran   STBM.   Sistem   yang   dikembangkan  menyatu  dalam   website   STBM   dan   sudah   dipersiapkan   untuk   dapat   ber-­‐intergrasi   dengan   data   dari  program  lainnya  dengan  menginduk  pada  kode  wilayah  yang  dikeluarkan  oleh  lembaga  resmi  seperti  Badan  Pusat  Statistik  (BPS).

2.2.2     Cara  kerja  sistem  monitoring  berbais  web  dan  SMS  Selain   dari   fitur   data   dan   informasi   yang   dapat   diakses   secara   umum,   sistem   ini   juga  merupakan  bagian  dari  Sistem  Monitoring  dan  Evaluasi  STBM,  sehingga  beberapa  modul  perlu  diatur   tata   cara   tersendiri   dalam   mengoperasikannya   sesuai   dengan   standar   operasional  sistem  Monitoring  dan  Evaluasi  STBM.    Terdapat  2  sub-­‐sistem  yang  dikembangkan,  yaitu:  

• System  berbasis  website  dan,  • Update  data  berbasis  pesan  teks/Short  Message  Service  (SMS).  

kedua   sub-­‐sistem   ini   hanya   memiliki   satu   database   saja,   ada   proses   sinkronisasi   yang  dilakukan   oleh   system   secara   otomatis.   sub-­‐sistem   website   akan   melakukan   relasi   antara  data   sanitarian   dengan   data   baseline/kemajuan   dengan   menggunakan     kode   BPS  sebagai   titik   ikat,   sedangkan   sistem   SMS   akan   melakukan   relasi   antara   data   sanitarian  yang  sudah  dilengkapi  nomor  handphone  dengan  data  wilayah  (kode  BPS)  sebagai  titik  ikat,  sehingga  kedua  model  tersebut  akan  selalu  terintegrasi.    Sistem  ini  bekerja  secara  realtime,  karena  dapat  langsung  dilakukan  bersamaan  saat  petugas  kesehatan   lingkungan   di   tingkat   kecamatan   melakukan   pemantauan   ke   desa/kelurahan  sasaran   STBM.   Petugas   mengirimkan   data   hasil   pantauan-­‐nya   melalui   SMS,   yang   kemudian  data  tersebut  akan  diolah  oleh  SMS  gateway  server  dan  dilakukan  proses  verifikasi  data  oleh  system   secara   otomatis   (melalui   mekanisme   autorespon).   Data   yang   sudah   terverifikasi   di  SMS  Gateway  server  akan  dikirim  ke  webserver  untuk  dapat  disajikan.  Petugas   pemantauan   yang   ada   di   dinas   kesehatan   kabupaten   dapat   memantau   langsung  perkembangan  data   tersebut  melalui  website  STBM  melalui  akun  yang  sudah  disiapkan  oleh  sekretariat  STBM  Nasional.
