Kemitraan Strategis Komprehensif Indonesia - Tiongkok dan memperdalam

kerja sama bilateral praktis;

Menyambut dan mendukung prakarsa Tiongkok untuk bersama-sama

mempromosikan Sabuk Ekonomi Jalur Sutra dan Prakarsa Jalur Sutra lv1aritim

Abad ke-21 (selanjutnya disebut sebagai Belt and Road Initiative) dan visi

Indonesia tentang Poros Maritim Dunia (PMD) dengan tujuan memi orong

pertukaran barang, teknologi, dan personel rnelalui konektivitas bersama dan

saling belajar dengan negara-negara yang berbagi kesediaan untuk bersama­

sama mempromosikan PIVID dan Belt and Road Initiative guna mendorong

pembangunan terf<oordinasi dan kemajuan bersama dalam aspek ekonomi,

sosial, lingkungan dan budaya, mendorong dialcg dan integrasi antar peradaban

serta mempromosikan pembangunan komunitas masa depan bersama bagi umat

man usia;

Kerja Sama lnternasional dan lndot"lesia dalam menyelenggarakan kegiatan

yang t.xkaitan dengan PMD serta kesediaan mereka untuk memperkuat kerja

sama praktis di bidang terkait di bawah kerangka kerja mempromosikan bersama

PMD dan Belt Bt1d .Road Initiative;

MEMORANDUM OF UNDERSTANDING BETWEEN

THE GOVERNMENT OF THE REPUBLIC OF INDONESIA

AND

THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA

ON

JOINTLY PROMOTING COOPERATION WITHIN

THE FRAMEWORK OF

THE GLOBAL MARITIME FULCRUM VISION

AND

THE SILK ROAD ECONOMIC BELT AND

THE 21ST CENTURY MARITIME SILK ROAD INITIATIVE

The Government of the· Republic of Indonesia and the Government of the

People's Republic of China (hereinafter individually referred to as a

"Participant" and collectively as "the Participants"), based on the aspiration

for jointly_ ~trengthening the Indonesia - China Comprehensive Strategic

Partnership and deepening bilateral practical cooperation;

Welcoming and supporting China's initiative to jointly promote the Silk

Road Economic Belt and the 21st Century Maritime Silk Road In\tiative

(hereinafter referred .to as the Belt and Road Initiative) and Indonesia's

vision of Global Maritime Fulcrum (GMF) with the aim of promoting exchanges of goods, technology, and personnel through mutual

connectivity and mutual learning with countries sharing such willingness to

jointly promote the GMF and the Belt and Road Initiative through

promoting coordinated development and common progress in economy,

society, environment and cultural aspects, encouraging dialogues and

integration among different civilizations as well as promoting the building

of a community of a shared future for mankind;

Welcoming China in hosting the Belt and Road Forum for International

Cooperation and Indonesia in hosting activities related to the GMF as well as their willingness to strengthen practical cooperation in related fields under the framework of jointly promoting the GMF and the Belt and Road

Initiative;

Noting the common understanding of jointly promoting the GMF and the

Belt and Road Initiative, the Participants will explore the possibility to

work together to form synergy between the two economies, enhance policy

coordination and deepen mutually beneficial and practical cooperation, and

mutual learning between civilizations, with a view to realizing joint

development and common prosperity of the Participants;

The Participants are committed to making full use of existing bilateral

cooperation mechanisms concluded between the two countries;

Pursuant to the prevailing laws and regulations of the respective countries,

Have reached the following understanding:

Article I Objectives and Guiding Principles of Cooperation

1. The Participants work together within the GMF and the Belt and Road

Initiative to: a. Realize the goal of common development, translate mutual

complementary strengths into advantages for practical cooperation

and sustainable growth. This will enable the Participants to enhance

their political relations, economic and socio-cultural ties, security

cooperation and people-to-people exchanges.

b. Strengthen cooperation, promote regional connectivity between

regions and intensify economic cooperation to maintain regional

peace and development.

2. The Participants promote the bilateral cooperation based

following principles: a. Guided by the principles of extensive consultation, JOmt

contribution and shared benefits, the Participants respect the core interests and major concerns of each other, deepen mutual trust and

beneficial cooperation for common development and prosperity. b. In accordance with respective domestic and international laws that

both Participants have joined, the Participants will monitor the safe

and smooth progress of related cooperation projects and energize their economic and social development.

c. In accordance with the concept of cooperation, development and

win-win progress under the initiatjve of jointly promoting the GMF

and the Belt and Road Initiative, the Participants make full use of

the existing bilateral cooperation mechanisms, multilateral

mechanisms that they have both joined, and effective regional

cooperation platforms to form synergy and provide each other with

support.

Article II Areas of Cooperation

The Participants will cooperate in the following areas:

1. The Participants will regularly communicate their development

strategies, planning and policies to promote coordination at policy

level. 2. The Participants will conduct cooperation and exchanges of

infrastructure connectivity in areas of mutual interest such as roads,

railways, bridges, civil aviation, ports, tourist resorts, industrial estate, science parks, and energy, etc for further enhancing facilities

connectivity. 3. The Participants will explore in an active manner the possibility to

expand two-way investment and two-way trade, further deepen investment, trade and industrial cooperation. Furthermore, the

Participants will explore ways and methods to promote substantive

mutually beneficial cooperation so as to strengthen trade

connectivity. The Participants will encourage their businesses to

build industrial park and economic and trade cooperation zone.

4. The Participants will encourage respective financial institutions to provide financing support and financial services for production capacity, investment and trade cooperation.

5. In order to enhance people-to-people bond, the Participants will

promote people-to-people exchanges, further develop the sister cities network and conclude cooperation on education, culture,

health, tourism and public welfare so as to consolidate the base of public opinions supporting bilateral cooperation. The two

Participants will enhance exchange and cooperation between their

local governments, media, think tan1cs, and the youths, and continue

to promote the development cooperation related to public welfare.

Article ill Modes of Cooperation

Modes of cooperation include the following: 1. Through exchange of visits and existing governmental and

non-governmental exchange mechanisms, the Participants will share information in several agreed fields.

2. Focus on the common demands of bilateral cooperation, the

Participants will explore possibilities to carry out joint plans, pilot

programs, economic and technological exchanges and cooperation,

joint researches, information sharing, capacity building, personnel

exchanges and training. For instance, the Participants will jointly

formulate the Cooperation Plan between China and Indonesia on the

Regional Comprehensive Economic Corridors.

3. The Participants will explore mutually beneficial models of cooperation to support the implementation of major programs, such

as infrastructure under the GMF and the Belt and Road Initiative.

The two Participants will follow the market principle, promote the

cooperation between public and private capital, provide investment

and financing support, and strengthen exchanges and cooperation to

ensure safety of the projects.

Article IV Cooperation Mechanism

The Participants will make full use of existing bilateral cooperation mechanisms to promote the GMF and the Belt and Road Initiative and

explore the new opportunities for bilateral cooperation through guidance and coordination on major issues in cooperation.

Article V Settlement of Differences

Any difference or dispute that may arise between the Participants relating

to any matter under this Memorandum of Understanding shall be settled amicably through consultations or negotiations between the Participants .

Article VI Entry into Force, Amendment and Termination

I. This Memorandum of Understanding will enter into force from the date

of signing.

II. This Memorandum of Understanding will remam m effect upon

authorized signatories of the two sides and remain valid for three (3)

years. Unless extended in writing by the two sides, this Memorandum of Understanding shall be automatically terminated after its expiration.

The termination of this Memorandum of Understanding shall not affect

the validity and duration of any activity conducted under this

Memorandum of Understanding.

Ill. This Memorandum of Understanding may be amended by written

consent of the two Participants and the amendment will be an integral part of this Memorandum ofUnderstanding.
